Early voting underway in Sarasota County On Monday, early voting began for the 2016 general election, and thousands of Sarasota residents have already cast their ballots for federal, state and local races.

Through Tuesday, there were 15,215 early voters in the county. Among those who are registered with the two major political parties, Republicans are outpacing Democrats early, with 6,995 ballots cast to 5,185. Other voters have cast an additional 3,035 votes.

Those numbers represent a step up from the previous presidential election cycle. In 2012, voters cast 12,142 early ballots through the first two days of voting.

Early voting will continue through Saturday, Nov. 5. Seven county polling locations are open from 8:30 a.m. to 6:30 p.m. daily, four of which are located in the Sarasota area.

Siesta Key Village considers chamber merger Siesta Key Village Association members will discuss dissolving their organization and merging with the Siesta Key Chamber of Commerce at the end of the year, according to the agenda for a Nov. 1 meeting, SKVA Treasurer Roz Hyman said the topic will be considered at the meeting, and no decision has been made yet.

According to the agenda, all remaining SKVA funds would be reallocated to the chamber, with at least $40,000 going into to the chamber’s general fund.

In addition, all SKVA members who are not currently members of the chamber would be grandfathered into chamber membership by March 31.

SKVA President and chamber Chairman Mark Smith declined to offer comment until Tuesday’s meeting.

Chamber staff also declined to comment on the proposal.

City staff has a response for the resident activist group pushing for an increased emphasis on wider sidewalks in Sarasota.

“We agree,” City Engineer Alex DavisShaw said. “We want to have good, wide sidewalks in the pedestrian corridors.”

In September, the group STOP held its first public meeting, focused on issues related to the Vue Sarasota Bay development at U.S. 41 and Gulfstream Avenue.

That group is pushing for a series of city policy changes, including a mandate for wide sidewalks and tree-lined streets.

If the city is on board with the wider sidewalks, though, why the need to press the issue?

“I’m not exactly 100% sure,” said DavisShaw. “I think part of the problem right now is that the Vue is under construction.”

Although the condo-and-hotel project has been the subject of significant criticism, DavisShaw said the impacted streets will have a wider pedestrian right of way than it may currently appear.

Plans with the city call for an 8-foot-wide sidewalk along U.S. 41, with an additional landscaping area next to the roadway.

Along Gulfstream, the sidewalks will be 12 feet wide. Both represent an increased width from what was there previously.

“They still are going to have a nice, wide sidewalk,” DavisShaw said.

Mike Lasche, a bicycle and pedestrian activist, is taking the lead on the sidewalk-widening issue for STOP. He’s skeptical of the city’s commitment to the cause, arguing that recent developments — including the Vue — have failed to produce meaningfully wider sidewalks.

The group is asking the city to adopt new standards outlined in “Designing Walkable Urban Thoroughfares,” a 2010 paper authored by the Congress for the New Urbanism and Institute of Transportation Engineers. It recommends at least 16 feet of pedestrian right of way along streets in the urban core, divided between sidewalks, “furnishing zones” for trees and benches, and “frontage zones” for storefronts.

The city’s engineering design criteria manual calls for, at minimum, 5-foot-wide sidewalks.

That minimum increases to 8 feet for “sidewalks on high-intensity pedestrian traffic corridors.”

“What we’re saying is — you say you’re pedestrian friendly; you say you want a new urbanist policy,” Lasche said. “Go to that, and let’s use that as our standard.”

way on “primary” and “secondary” streets, which are designed to get heavier pedestrian activity.

As she prepares new zoning standards for the entire city, Urban Design Studio Director Karin Murphy stated emphatically new urbanist principles are informing the form-based code.

“This is designed on the context-sensitive design handbook,” Murphy said. “My friends wrote that.”

One example: Murphy wants a more organized public right of way. Lasche highlighted sidewalks with utility poles in the center of the pedestrian walkway. The new zoning code works to ensure trees and bus stops don’t interfere with people walking.

In the code, Murphy wants to expand the primary and secondary street classification outside of the downtown core. She’s also creating a new tertiary designation for streets in areas struggling to redevelop — less strict than the primary street standards, but designed to encourage gradual improvements for pedestrians.

Murphy’s proposals still fall short of the width mandate for which Lasche is asking. Murphy and DavisShaw said the city can’t just force a developer to give up part of his or her property for public use.

“Take 15 feet from a downtown property and multiple that by 10 stories,” Murphy said. “If you do that, you’ve taken an acre of someone’s property.”

The city is constrained by the amount of right of way dedicated to the road. It’s easy to get wide sidewalks on two-lane roads such as Main Street or Palm Avenue; it’s harder on four-lane roads with medians and turn lanes.

This came into play with the Vue, situated next to a major state-owned thoroughfare. It’s also shaped Fruitville Road, where the streets are lined with 4-footwide sidewalks.

Lasche said other cities, such as Orlando, have found a way to make developers give up some of their land for the public benefit.

Murphy says that’s possible — as long as the city is willing to give up something in return. If the city is reluctant to offer density bonuses or other incentives to builders, its options are limited.

In the code, Murphy advocates for narrower travel lane widths where possible, and recommends moving away from landscaped medians, using that space for pedestrian and cyclists instead.

Traditionally, new urbanists recommend shallow building setbacks, something for which the Vue has been criticized. In the form-based code, Murphy wants to be more flexible, allowing for deeper setbacks where possible.

Although that’s associated with a more suburban setting, Murphy said it reflects the feedback she’s heard.

“We always want to get that good street frontage, but I’m not as rigid in obtaining it,” Murphy said. “Our folks want more trees, more green space opportunities.

You can have both.”

As she works with staff to finalize a draft version of the code for public review, Murphy invites additional public input. She just wants to make one thing clear: She likes wider sidewalks, too.

“We’re always going to promote multimodal, walkable, bikefriendly improved quality of life in the public realm,” Murphy said.

t the forefront of the county’s development debate is its comprehensive plan.

The plan serves as a guide for all future development in Sarasota County. The County Commission, despite some residents voicing concerns the changes work in favor of developers, on Tuesday approved the plan.

County staff began the undertaking 18 months ago to bring the plan up to date. In addition to reflecting present conditions in the county’s policies, staff also sought to simplify the technical document for the public’s use.

The result is a two-volume document more than 1,300 pages long.

During the course of the public review of the revised comprehensive plan, residents have continued to raise concerns about perceived pro-development changes.

That continued Tuesday. Nearly 20 residents spoke during the open-to-the-public portion of the commission meeting, all speaking to the same issues.

“Protect the quality and integrity of our established neighborhoods,” Siesta Key resident Margaret Jean Cannon said. “That’s our green space. That’s our open

WHAT’S THE PLAN? In conjunction with zoning regulations, the county’s comprehensive plan sets the rules for future development. Its 12 chapters account for everything from the historical value of county property to parks policies to environmental protections for natural lands. The introduction to the county’s most recent update says the plan is created to be general in nature and merely provide guidelines for more specific regulations and policies, such as zoning codes.

Florida law requires all county actions on permitting and development be consistent with the regulations outlined in that county’s comprehensive plan. It also requires counties to revisit plans on a regular basis to ensure the framework for future development is consistent with the most recent data for the region.

Kafi Benz, president of the Sarasota County Council of Neighborhood Associations, is also concerned about the implications the update could have on future development.

Residents wary of projects like the new Whole Foods Market being constructed on University Parkway say the county is losing its ability to manage future developments.

Beyond those concerns, she also fears the changes would make it more difficult for community members to advocate for their interests.

“The primary thing, in my opinion ... is the size of the changes that are being proposed,” Benz said prior to the meeting. “How are people in the neighborhoods going to learn this well enough to be effective, to interpret before the commission and be able to negotiate efficiently on their issues?”

Benz said many residents worked on the previous iterations of the plan. She fears making more than 80 changes to the document will make it difficult for residents familiar with the plan to work with the county — though many of the changes are relatively minor, combining policies and changing single words.

Although community members were asked for their opinions on particular proposals throughout the update process, Benz would have liked to see greater citizen participation while those proposals were being constructed.

plan, I would have wanted a clean slate to begin with,” Benz said.

“Have the community come together over a great length of time to create a comprehensive plan, not just criticize an update.”

Lourdes Ramirez is one of the activists who contributed to the 2006 comprehensive plan update.

Ramirez has her own concerns about the changes, though she is more worried about what she sees as contradictory language within the plan’s future land use and housing policies.

erty’s use on barrier islands. She points to a different policy in the housing chapter that encourages allowing more accessory dwelling units, such as mother-in-law apartments, and says that contradicts the policy for barrier islands and could be exploited by developers.

“By putting in all this different language, it kind of null-andvoids the other,” Ramirez said.

County staff says the prohibition on more intense developments on barrier islands clearly supersedes the housing policy.

“The specific wording of (the land use chapter) would trump the generalized wording of the proposed new policy to study and come up with an ordinance amendment to foster accessory

dwelling units,” Allen Parsons, the county’s planning manager, said.

After commissioners approve the plan, the changes will go to the state for final review. If approved, the new policies go into effect 31 days after Tuesday’s meeting.

Still, even after the changes, activists vocal about growthrelated issues will likely remain vocal.

“The principal issues are compatibility with the neighborhoods, congestion, conservation of resources and environmental protections,” Benz said. “Those are the four things that are really important to the voters and citizens of Sarasota County.”

Fredd ‘Glossie’ Atkins Fredd Atkins has tried and failed to break the Republican stronghold on the County Commission before — what’s different this time around?

Fredd Atkins knows his history.

That’s why it’s not surprising it took some outside support to get his County Commission campaign off the ground.

It’s been 46 years since a Democrat like Atkins won a seat on the board. Atkins himself has tried and failed twice before. At 64, he was well aware of the challenge he would face.

“There was a tremendous amount of hesitancy on my part,” Atkins said. “But I was overwhelmed by the encouragement I was getting from so many different people.”

Now, with less than two weeks until the votes are counted, he’s leaving the past behind. This is its own race, with its own set of circumstances — and it’s an election he thinks he can win, drawing on his own history in Sarasota.

“It’s really rather simple,” Atkins said. “I’m the most experienced, the most knowledgeable.

I’m homegrown. I’ve got an information reservoir of knowledge of this community that’s unapproachable by my opponent.”

Atkins served on the Sarasota City Commission for 18 of the past 32 years, including three terms as mayor.

He’s facing Republican Mike Moran, who won his primary with 61% of the vote. Atkins is framing his opponent as someone beholden to the interests of developers.

“The constituents of Sarasota County do not appreciate a few people dictating and dominating our developmental policies,” Atkins said. “When you support and bring candidates to the County Commission that basically just rubber-stamp their requests, it’s appalling.”

As a commissioner, Atkins said he would focus on adhering to county planning documents established before a downturn in the economy led to adjusted regulations. He calls the county’s investment in the University Town Center area and Nathan Benderson Park failures of accountability to the public.

He’s not anti-growth, he says, he just wants more public participation and less acquiescing to developers.

Other insurgent candidates have used this strategy and failed to unseat a Republican. Still, Atkins thinks concerns regarding growth have gotten more pronounced in the past four years.

This year, a Sarasota County citizen survey showed that 28% of residents listed “population growth/new development” as the most important issue facing

the county, comfortably the No. 1 response.

The same report shows signs of satisfaction with the status quo: 97% of the residents surveyed said the quality of life in Sarasota is either “excellent” or “good.”

In the past, Atkins and his wife have done most of his campaign work on their own. He’s trying a new approach in that regard, hiring two New College students to serve as his campaign manager and field coordinator.

Jack Belk, the 19-year-old campaign manager, is green enough that he cites his high school debate team as part of his political resume. But he’s also worked for political campaigns, and Atkins believes the students’ insight can help him avoid some past mistakes.

“I respect the fact I have lost

the last two races I ran for County Commission,” Atkins said.

Because Atkins is an established figure in the city of Sarasota, the campaign has shifted its focus to the southern part of the county.

He positioned himself as a potential swing vote sympathetic to the needs of a rapidly growing region.

“North Port is on the rise,” Atkins said. “Sarasota County’s going to have to deal with it.”

Atkins is strikingly upbeat, not betraying any doubts he may have about his odds in November.

Some people may look at the history of the County Commission and say he doesn’t have a chance.

Atkins is looking at that history and saying change is overdue.

“I was born and raised here in Sarasota County,” Atkins said.

“Forty-six years is long enough to have no discourse.”

Mike Moran District 1 County Commission candidate Mike Moran’s focus on attracting new businesses isn’t just economic — it’s personal.

Even sitting at a diner out of his typical suit and tie on Sunday, Mike Moran keeps his phone close with an eye on his calendar.

After finishing a series of 45 events in 30 days, Moran still has another two weeks left in his campaign for the District 1 seat on the County Commission. Actually, according to the timer on his phone, he had 15 days, 15 hours, 10 minutes and 22 seconds left in his campaign — but who’s counting?

He’ll face off against Democrat Fredd “Glossie” Atkins, a former Sarasota mayor and city native, on Nov. 8.

Throughout his campaign, Moran has constructed a platform of “economic diversity in career creation” in what he says is an effort to grow the local economy and attract young professionals.

“We spend fortunes educating these children, and they go off to other places ...” Moran said.

However, his motivations aren’t just economic.

Moran moved to Sarasota in 2002 from Michigan. After researching cities all over the country, Moran and his wife, Lori, settled on Sarasota. At the time,

his kids were 2 and 4.

“We just couldn’t believe all the stuff it had to offer,” Moran said.

His daughter, Laina, now 19, is headed to the University of Florida in January. His son, Mike Jr., will likely attend the University of Pennsylvania next fall.

“For us to move to Florida and then our kids move away, it was a big deal for us,” Moran said.

“That’s why I’m so passionate about making sure we have an opportunity for these youth to come back.”

He calls himself the pro-business candidate. If elected, Moran said he would work with county leadership to explore niche

industries, such as life sciences and sports medicine, to entice young professionals to invest in Sarasota County.

In both the primary and general elections, he has been criticized as being pro-development — a characterization he rejects.

“I am a pro-business candidate, not a pro-development candidate,” Moran said. “I think their perception becomes their reality, that it’s related to development.

It’s not. It’s related to economic diversity and business.”

However, he concedes that greater economic growth could cause continued development.

Moran said he would like to see

the county better anticipate its growth by preparing infrastructure to accommodate current and future development.

“There are no surprises here,” Moran said. “The growth is to the east and to the south, and we need to get ahead of it.”

Moran remains optimistic about the state of the county. By highlighting some of his top concerns in his campaign, he’s trying to help make his adopted home a better place.

“Not to say that we don’t have issues that need to be addressed, but there is nothing that cannot be overcome,” he said.

Put aside the candidates’ sins and flaws. Think instead about the best path forward to lighten the next generations’ debt burden and improve their standard of living.

he comments are universal: Everyone is exhausted, exasperated, sick … sick of the depths this election cycle has fallen.

Neither major political party’s presidential candidate has the character nor the temperament that Americans want in the Oval Office.

George Washington must be weeping in his grave.

So try putting the leading candidates’ character traits and past sins aside. Put a hood over their heads, or one over your own head and think of that vote atop your ballot as a vote for the future direction of the United States of America.

Forget the personalities. Think about what you want for your children. For your grandchildren. Your great-grandchildren.

That is the decision to be made.

Who — not just in the presidential race, but among all of the candidates — will best represent, promote and defend the best path for our nation and future generations?

If you haven’t voted yet, set aside your emotions, and start your analysis pragmatically. Put your emphasis on economics, on our nation’s financial well-being.

To be sure, all of us know about money. And all of us know about debt. And we know that when the interest on our debts — credit cards, auto loans, home loans — consumes larger and larger shares of our income, we know we are poorer, weaker and less secure. Less secure to be able to handle that unexpected health

crisis. Less secure for the flood. Less secure when the economy collapses and we have no job. Less secure for retirement.

This is the path we are on in the United States — $20 trillion in debt, $76 trillion if you include all of Medicare and Social Security’s unfunded liabilities. And it’s growing. Our nation is growing weaker and less secure by the minute. And we are passing this burden on to the next generations, sentencing them to lower standards of living. Admit it: You know this in your heart.

What’s more, here is one of the ugliest, most destructive parts of traveling this path: Few Americans realize that this debt is a pernicious daily tax, a spreading cancer that is destroying their standard of living even today. Every day the federal government prints more money to fund the federal government’s spending, that additional money supply devalues every dollar in your and your children’s pockets. It makes all of us poorer than we realize. It also makes us less free. When you owe, you are in bondage.

Is that the path you want for your grandchildren, to leave for your heirs?

When the Founding Fathers signed the Declaration of Independence they established what they believed, with all their hearts, with their blood, to be the moral foundation for a free society. Thomas Jefferson expressed it in those immortal words that Americans still value and defend with their lives today: “that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness …”

Leave us alone, they said; tyranny from a ruling power will never be tolerated. The passion for liberty was so great in parts of the country after the American Revolution that many wanted no government at all.

Fifteen years later, the Founders followed the Declaration of Independence from British tyranny with the

Constitution — enumerating limited powers of a new federal government.

Today, few of us — liberal or conservative — could argue that during the past 240 years, our representatives in Washington, unfortunately too often with voters’ consent, have emasculated and strayed from the limits the Founders placed on the federal government in the original Constitution.

Just look at the size and extent of that government — more than 5 million employees, $3.8 trillion in annual spending (20% of the entire U.S. economy) and $76 trillion in debt.

Or look at the vicious and spreading assaults on the First and Second Amendments — codified among our unalienable rights.

If you believe in the Declaration of Independence and what the Founders succinctly spelled out in Amendment X in the Constitution — e.g. “The powers not delegated to the United States … are reserved to the States respectively, or to the people” — then examine closely the paths that the two presidential candidates have laid out for our future.

Which one prescribes a fiscal path that will lighten the destructive burden on future generations? Which one prescribes a path that will give the next generations greater freedom to pursue happiness? Which one prescribes a path that more closely aligns with the Founders’ visions of a free society in the Declaration of Independence and a restrained, limited government in the Constitution?

Go to the websites of the presidential candidates. Read their plans.

Put your emotions aside. Keep the bags over the candidates’ heads and character flaws. Conduct your own dispassionate litmus tests for whose policies will lead to more freedom or more serfdom. Draw your own conclusions.

House Speaker Paul Ryan is right about this: There is “A Better Way.” Think of what we’re leaving the next generations.

Roundabout will worsen traffic woes

The pivotal issue in this year’s Charter Review Board race was obviously and without question the attempt by a hard-right wing of the Sarasota Republican Party to convert the board from an elected to an appointed board.

The five Democrats who formed our slate did so chiefly to combat this nondemocratic, nonpopulist move, and we won!

We were able to shame Bob Waechter and his supporters on the current board, which included Jody Hudgins and five of the other board members (excluding Pat Wayman and Donna Barcomb) into finally voting this ill-conceived proposal down.

On Sept. 28, they unanimously agreed to drop this proposal.

Now, we are all fighting for a fairer, healthier, more democratic election process, which we believe could be achieved by single-member district voting.

But rather than address the real issues, you once again just ride your high horse and spout the tried and untrue nonsense about supporting “freedom” — waving the flag and attacking Democrats wholesale.

You and your newspaper are a sham — and the 57% of the electorate you did not and never have represented knows it.

Beach Road is shockingly one of the only places in Sarasota County where you can see the Gulf of Mexico while driving.

The vote in May by county commissioners to privatize Beach Road and allow homeowners to rebuild condos is a calculated maneuver. It allows the affluent to become wealthier at the expense of the nature of Sarasota. This reverse “Robin Hood effect” takes away a popular beach access from residents.

I was pleased to learn Sarasota County’s comprehensive plan states the county cannot vacate road segments on waterfronts.

However, I was disappointed to learn about it through the lawsuit filed by Mike Cosentino.

I was further disheartened to learn the county was neglecting this policy. Cosentino’s lawsuit is extremely well justified.

By eliminating access to the road, it eradicates access to one of the only roadside gulf views in Sarasota. Beach Road, a prime sunset spot and home to the old Siesta Key pier, is one of the most beautiful places in the city.

The county makes an unwarranted argument in saying that the road’s tendency to be washed over with sand makes it useless to the public. Instead of cleaning up the road, the county has chosen to ignore the problem and use it to its advantage.

I encourage the county not only to side with Cosentino, but also to rebuild the road and restore public vehicle access.

The city continues to push for and plan roundabouts in high traffic areas. Of course, its data doesn’t show a problem. Maybe, because they use a 15% PSCF (peak season conversion factor) to estimate peak season traffic loads, as they did for the Vue concurrency studies? The reality is that a roundabout at Golden Gate Point and Gulfstream Avenue will fail in times of high volume. The traffic coming off the bridge will not let traffic enter from Golden Gate Point or the Ritz during high season.

We lived in the UK for several years, and they rarely made the mistake of putting a roundabout in a high traffic area. The one place where we encountered one of their mistakes, the traffic backed up more than a mile during the day because they could not gain entry under roundabout rules (vehicle in the roundabout has priority).

Under the current system, traffic on the bridge backs up to St. Armands Circle, more than a mile during peak periods. This will block a roundabout at this location.

This will be compounded by roundabouts on U.S. 41 and the several being planned for Fruitville Road, which are also high volume thoroughfares and are not valid candidates for roundabout technology.

The city seems to be following the Duany plan robotically.

These roundabouts will not solve problems; they will cause traffic problems because they are high volume areas. So after spending multimillion dollars to build

them, it is logical that we will have to resort to traffic lights on the roundabout to reduce the mayhem.

Quite often, generalized statistics tell a story of reduced accidents. Logically, this is because, historically, roundabouts are in low volume areas and work well in those applications. Experience and good common sense should tell our planners that the use of roundabouts should be limited to low traffic areas. A distorted view of peak loads, as with a 15% PCF, have distorted the conclusions.

We have experience nearby that should not be ignored. The Herald-Tribune reported on a roundabout built in Venice, “Since the $3.2 million roundabout opened in 2011, crash rates have quadrupled. It’s the county’s most accident-prone, with 50 crashes last year.”

It’s not too late for all of the roundabouts planned for highvolume areas to be reconsidered and alternatives developed that will truly solve traffic problems.

Since we can no longer widen streets where building has been allowed to encroach on sidewalks and roads, we need to consider solutions such as restricting access to side streets in the corridor from Gulfstream Avenue to Fruitville Road and sophisticated traffic management hardware and software.

After two political newcomers defeated incumbents in the primaries for the Sarasota County Public Hospital Board, the executive-rich governing body may soon include more health care workers.

On Nov. 8, voters will decide who will fill five seats on the board that oversees Sarasota Memorial Hospital in races that include four nurses.

Susan Tucker defeated Hospital Board Vice Chairwoman Marguerite Malone in August, and Sharon Wetzler DePeters beat incumbent John de Jongh.

Tucker will face a fellow registered nurse, Cheryl Brandi, while Wetzler DePeters is running against Democrat Kevin Connolly, president of a local shade structure company. Former physician Miglena Entcheva is vying for the second at-large seat against local banker Tramm Hudson, while Jody Davenport, a registered nurse and Democrat, faces incumbent former IBM executive William Noonan.

political action committee created in 2014 to push for SMH to remain public when rumors swirled that Gov. Rick Scott planned to lobby for the sale of the hospital. In fact, none of the 11 candidates has said he or she would support privatization.

“The hospital has been on a very good run the last few years,” said Morgan Bentley, spokesman and co-founder of Save Our Community Hospital, which has raised more than $147,000 since its inception. “We typically will congratulate and support incum-

bents that make that happen.”

The PAC has sent out two mailers supporting incumbents Hudson, Noonan and Meister.

As SMH moves to expand into south county, the Hospital Board will oversee decisions regarding potential sites in Venice and North Port, along with the tax rate residents pay to maintain the health care system.

SMH also plans to open a facility in Newtown, along with a $50 million, 44-bed rehabilitation facility that is under construction at its main site.

Siesta residents unleash proposal for a dog park Siesta resident believes she has a paw-fect plan for the wastewater facility property.

Sunset usually brings residents and tourists alike to Beach Access 2, plus their best friends — dogs, that is.

The beach along Access 2 is known by locals as “doggie beach.” But because dogs are prohibited from walking on the sand

on Siesta Key beaches, most dogs sit at the feet of their owners on the road parallel to the shore. Not only do Siesta Key dogs lack beach access, but they also don’t have a dog park on the Key. Canines must be kept on leashes when being walked on sidewalks.

“It would be nice to have some place for them to go,” Scuba said.

If Siesta Key resident Diane Collins has her way, there is a chance there might be. As the county continues to decommission the Siesta Key wastewater facility, Collins is beginning a campaign to repurpose the land for a dog park. She’s created a petition and is already lobbying for signatures.

“I can’t imagine why anyone would object to it, and I haven’t found anyone who does,” said Collins.

County staff said there is no minimum number of signatures necessary for an issue to be heard by commissioners. Collins is seeking 1,000 signatures on her petition in hopes of getting commissioners’ attention.

The parcel sits along the Grand Canal and abuts the Siesta Isles community. Although the proposal is still in its infancy, Siesta Isles Association President Tony Romanus does not see any opposition from Siesta Isles residents.

“It’s not a high-volume thing, and there’s not a lot of noise,” Romanus said. “I would think a dog park would be well received.”

As of now, the nearest dog park for Siesta Key residents is the Arlington Paw Park located at 3951 Woodmere Park Blvd., and with a prohibition on dogs on public beaches, Romanus said the addition would fulfill a need for island pet owners.

“A dog park is something we are missing on Siesta Key,” Romanus said.

In addition to Collins’ proposal to create a dog park, county officials have heard calls to create a small park with a kayak launch into the Grand Canal, as well as

a trail connecting Oakmont Place to Shadow Lawn Drive.

All proposals would be subject to commission approval and are unlikely to be considered until the wastewater facility is decommissioned.

The three-phase decommissioning project is entering its final stage. The county secured a contractor in early October to construct a pipe system that will eventually transport 1.5 million gallons of wastewater daily to two mainland wastewater reclamation facilities. The county’s timeline projects construction would begin this month and conclude in December 2017.

Once decommissioned, the facility will be demolished and replaced by a smaller lift station.

The county is not considering any specific plan for repurposing the remainder of the nearly 5-acre parcel.

County officials have not spoken in favor of any proposal. The only position staff has taken is that the parcel is likely to remain under public ownership, which is compatible with some sort of park.

Likewise, Sarasota County Public Utilities Division Manager David Cash said any new use for the parcel would need to be taken under careful consideration given the proximity to the future lift station, as well as residential properties.

Although formal plans are years away, Collins believes now is the time to prove public interest in the creation of a dog park.

“We have no dog parks, and we have lots of dog owners,” Collins said. “The time has come.”

are going to explore alternative parking,” Driscoll said.

Alternative parking plans could manifest in shared parking arrangements with the nearby municipal lot, but any formal plans are still to be determined.

Driscoll said he’s heard positive reception to his plans so far.

“I talked to several of the business owners ... and they’re pretty excited about it because they see that it’s pretty good for the community,” he said.

Driscoll presented preliminary plans, which he hopes will be operational by summer 2017, to the Siesta Key Village Association during a Sept. 6 meeting.

Siesta Key Village Association president and Siesta Key Chamber of Commerce board member Mark Smith said he has no qualms with the project as of now and is interested to see how the plans progress.

“It was not the clown’s mouth and windmill images that often are thought of when thinking of miniature golf,” Smith said.

Mike Driscoll has his sights set on expanding his miniature golf enterprise to Siesta Key. Driscoll already operates a mini golf course on Main Street in Lakewood Ranch and a sister course on Anna Maria Island.

Now, he is proposing an 18-hole mini golf course behind Siesta Key Village on a 10,500-squarefoot parcel at 5160 Calle Minorga.

Interested residents and members of the business community will get their first look at the plans during a neighborhood meeting scheduled for 6:30 p.m. Nov. 2 at St. Boniface Episcopal Church on Siesta Key. According to informal plans submitted to the county, aerial renderings show 13 parking spaces and bicycle and motorcycle parking, bringing the total available spots up to 16, according to the county’s calculations.

Typically, miniature golf courses are required to provide two spaces per hole and an additional space per 250 square feet of indoor floor area. Based on Driscoll’s plans, which show a 250-square-foot rest house and bathroom area, the course would require 37 spots.

Although Driscoll believes the current plans are sufficient, he is open to making changes.

Despite bumps, lift station construction continues As construction crews attempt to install pipe beneath the Hudson Bayou, the Lift Station 87 team is working to address concerns of Avondale residents.

At the beginning of October, residents of the Avondale neighborhood had to deal with an intrusion: round-the-clock construction associated with the Lift Station 87 project.

“They had the lights going, the machines going, the workers there,” said Dean Anderson, a board member for the Avondale Neighborhood Association. “The

residents right there abutting the project had a lot of issues — trouble getting out of their driveways in the morning, being up all night.”

That late-night work was actually part of the contractor’s plan.

Crews are working to install pipes beneath the Hudson Bayou, which will eventually enable the city to reroute wastewater from the aging Lift Station 7 facility to a new facility at 1900 Mound St. To get those pipes in the

ground, the construction team is using a process called horizontal directional drilling. Robert Garland, the project manager with engineering firm McKim & Creed, has said the drilling process is designed to minimize the impact on the surrounding area, because crews don’t have to tear up the streets to install pipes.

However, there is a trade-off.

The process requires continuous work as the holes are drilled. Garland said it’s typical to have two or three crews working in shifts to ensure there are no setbacks.

“Once you get the hole open and you’re pulling the pipe, you don’t want to stop,” Garland said.

“The hole can collapse or compress a little bit.”

In the case of the Avondale construction, the process was prolonged because crews feared the hole was compressing, and pulled the pipe out to prevent any issues. Garland acknowledged complaints from residents located near the “exit pit,” where fluid is pumped into the hole and the pipe gets pulled through.

That area also includes vacuum trucks and temporary lighting so crews can work overnight.

“It’s pretty much the center of construction activities,” Garland said. “It’s a noise and light impact, but you want to minimize downtime when you’re pulling the pipe back.”

Despite the intrusion of the construction, Anderson said the Lift Station 87 team was doing a good job of being responsive to the concerns of residents. He credited city project manager Tony Centurione for being onsite and in close communication with the neighborhood regarding the impacts of the project.

which is scheduled to continue through 2020, will not be without its impacts. Still, he’s made communication a top priority during the Lift Station 87 construction process. As work continues, he hopes residents share Anderson’s perspective on the project.

“It’s not a nice job; it’s a dirty job — but it’s something that has to happen to improve the infrastructure,” Anderson said.

“Those residents are dealing with it. Reluctantly, at times, but they’re dealing with it.”

TRAFFIC TALKS

Following the Aug. 1 closure of the Osprey Avenue bridge for construction, Garland said he hasn’t heard any significant consternation regarding the detours.

“The preliminary feedback we’ve been getting from citizens is that they haven’t been seeing any impact,” he said. “We’ve gotten several emails from residents saying the plan has been effective in routing people around Orange Avenue and the connector streets between Orange and U.S. 41.”

At a Nov. 9 meeting, the Lift Station 87 team plans to discuss landscaping around the future wastewater facility. That meeting will also be the first public forum to discuss the efficacy of the traffic plans.

Garland said his team would keep a close eye on how the plans hold up when season begins and more cars are on the roadway. He believes things are going relatively well, but he invited any input from citizens who say otherwise.

“We appreciate the patience of the residents and we appreciate their feedback,” Garland said.

“We have to keep working as a team to make sure we’re successful.”

Known as “Dr. Bob,” he maintained the private practice Windom, Page, Binns and Harris, and served as the chief of staff at both Sarasota Memorial Hospital and Doctors Hospital. He was president of the Sarasota County Medical Society, Florida Heart Association, Florida Medical Association, and Sarasota Chamber of Commerce.

highest position in government that is required to be filled by a physician. Windom served until the end of Reagan’s presidency in 1989.

John Overton served as CEO for Pines of Sarasota while Windom was a board member and often played golf with him. Overton recalls seeking his advice regarding health care.

“I admired his past history,” Overton said. “He stood out from the standpoint that he had such a respect and admiration for every human being regardless of their position in life.”

Windom’s impact can be seen throughout Sarasota. Windom Hall at Sarasota Military Academy is named in honor of his service as the inaugural chairman of the board while the school was still in its founding stage.

“He helped us form the board and supported the development of the school in the community,” said Dan Kennedy, SMA’s cofounder. “He added a sense of dignity to the school.”

Woody Wolverton recalls his friendship with Windom, which included serving on the board for SMA together.

“He was a smart man and a good leader,” Wolverton said.

“He led the board through most of the crisis that we went through in starting the new academy.

Between him, Dan Kennedy and Steve Cork, they were the heart of the academy.”

Windom was a well-known Sarasota Kiwanis member who regularly participated in club outings. This year marked the 55th year for Windom as a member of Kiwanis International, and as a token of his service to the community of Sarasota, Windom received a pin and certificate.

He was also a board member of the Tiger Bay Club, The Glenridge, The Pines of Sarasota and Plymouth Harbor, and was an elder at Church of the Palms.

Windom is survived by his wife, Lelia; three sons, Bob Jr., Ross and Hugh; and six grandchildren.

A memorial service will be held at 3 p.m. Saturday, Nov. 5 at Church of the Palms, 3224 Bee Ridge Road.

Siesta Key resident David Thomas bought his home on the Grand Canal in 1992. It came complete with waterfront views and space for a dock. Twenty-four years later, instead of a dock, he has mangroves abutting his back porch.

He doesn’t mind, and he doesn’t do much to limit their growth. In fact, he’s more worried about how neighbors manage their mangroves.

“There hasn’t been a lot of education about it,” Thomas said. “If somebody wants to do something, the process hasn’t been accessible.”

Due to the environmental importance of mangroves in preventing shoreline erosion, property owners had to petition the state for a permit to trim the plants — until now.

After the County Commission passed a new ordinance pertaining to mangrove management Oct. 11, property owners will be able to acquire trimming permits from county staff starting Nov. 1.

The changes aren’t radical.

Requirements for a permit will remain the same as those under

the state. Mangroves must be kept at a minimum height of 6 feet tall from the soil. Any trimming between 6 and 10 feet will be considered exempt from the permit requirement.

Trimming plants taller than 10 feet will continue to require a permit.

In addition, the county will require a registered mangrove trimmer to conduct the trimming process. Per the new ordinance, arborists and tree trimmers will be required to take a training course sponsored by the county.

Alyssa Vinson, a specialist in the county’s environmental protection division, said the response she’s heard to the changes has been positive.

“We have even had really great response from the horticultural community,” Vinson said. “They think it will increase the level of service in general.”

Thomas, for one, looks forward to the changes.

“I think it’s the county stepping up where there used to be a void,” Thomas said.

Mangrove trimming will now be managed

by Sarasota County staff.

A city committee in August reviewed potential catering services for the Van Wezel Performing Arts Hall. The group awarded a contract to Mattison’s, which has been the venue’s food provider since 2011.

Now, the city is getting ready to start the process all over again.

That’s because at the end of August, a prospective vendor filed a formal challenge to the city’s bidding process. Tableseide Restaurant Group, which owns Louies Modern and Libby’s Cafe & Bar, alleged there were severe flaws in the process of choosing a caterer for the city-owned facility.

“Tableseide is confident ... that it would have been selected as the most responsible bidder but for the fact that the evaluation committee acted arbitrarily and capriciously during the evaluation process,” a letter from Tableseide owner Steve Seidensticker said.

Tableseide’s challenge details a series of purported violations of the city’s bidding process, including ignored tiebreaker rules, “impermissible favoritism” and insufficiently defined evaluation criteria.

Those concerns were enough to get the city to reissue a request for proposals seeking a catering service for the Van Wezel on

Oct. 11. Still, though the bidding process is being rebooted, city staff doesn’t believe anything improper happened during the initial evaluations.

David Boswell, the city’s purchasing manager, said the city’s legal team believed the evaluation process was sound and that Tableseide had misinterpreted aspects of the initial request for proposals. One example was the tiebreaker process: A section of the RFP states that a business located in the city, like Tableseide, would win a tie with a business located outside the city, like Mattison’s.

Boswell said that provision only applies when an evaluation committee is reviewing written proposals — not when there is an in-person presentation involving a tasting, as there was during this process.

Despite his confidence that the bidding was properly conducted, Boswell agreed it would be fair to have a do-over if vendors thought the rules were unclear or unfairly applied.

“Other vendors felt the same way,” Boswell said. “We felt it’d probably be in everybody’s best interest just to clarify and reissue it.”

New proposals for catering at the Van Wezel are due to the city by 2:30 p.m. Nov. 8. The city’s contract with Mattison’s expires in February.

As members of the Public Art Committee prepare to select a sculpture to place in the center of a roundabout at Orange Avenue and Ringling Boulevard, one outside assessment of the three finalists is less than glowing.

“I pass that intersection every day,” City Commissioner Susan Chapman wrote in an email to City Manager Tom Barwin. “All I can say is, I will be embarrassed every single day if any of these designs are accepted.”

Eventually, the commission will officially pass judgment on the artwork proposals. Before that, however, the committee will meet Tuesday to interview the three finalists.

On Tuesday, the finalists will make 45-minute presentations before the advisory board makes its final recommendation. The public will have the opportunity to offer input before a vote is held.

The committee’s final selection will be presented to the commission later this year — but there’s no guarantee that sculpture will go up in the roundabout next year.

“The City Commission has the right to say yes or no, because they control the purse strings,” said David Smith, the city’s general manager of neighborhood and development services. “They have final approval.”

lake Brunner skipped off his skis and made his way to the stage. The Sarasota Ski-ARees show-ski team member had just completed a front flip off a ramp in the middle of Sarasota Bay during a performance.

The crowd in the bleachers next to Mote Marine Laboratory and Aquarium applauded.

Brunner took off his helmet and raised it in the air. His tousled hair glistened. His eyes beamed with pride.

Why not? The Ski-A-Rees was crowned Southern Region Show Ski Champions in June by the National Show Ski Association, the team’s first regional title since 2005. The team has other achievements in its storied histo-

ry, such as holding the record for most people doing a “Boat-O,” or a 360-degree spin around a boat pulling the water skiers.

The record, at 10 people, was set at the 1999 Southern Regional Tournament. The Ski-A-Rees were also the first to pull off an all-female four-tier pyramid during a competition in 1992.

The team is gathering funds to attend the 2017 National Water Ski Show Tournament Aug. 11-3 in Loves Park, Ill., to perform its “Star Wars: The Skiquel” show. It would be the first time the team participated in the national tournament since 1998, when it finished sixth.

The Ski-A-Rees has appropriated $10,000 for clothes and equipment to be used at the championships. Brunner estimates the total cost to attend will be $50,000. For a team that relies on donations, it’s astronomical.

“That’s our love for it,” Brunner said of the work raising funds.

Competing and setting records are only a part of what makes Ski-A-Rees members fall in love with the sport. The other part is spending time with family. Brunner and Lance Robbins have been Ski-A-Rees all of their lives, 30 and 32 years, respectively.

Brunner’s father, Larry Brunner, persuaded Robbins’ mother, Sandy Robbins, to join the team.

Both parents got their children involved with the program early on.

It’s not unusual to find love on skis. Jennifer Guttieri joined the team five years ago when she moved to Sarasota. She and Robbins hit it off and are now engaged.

The Ski-A-Rees is a glue that has kept families and friends close since the team was founded in 1957. Once you’re in, you’re in for life, whether as a skier, announcer or crew member.

“Most teenagers are rebelling and trying to stay away from

their parents,” Robbins said. “My whole life I’ve been able to hang out with them here and compete on the same level as them, and that’s awesome.”

There are no limits when joining the Ski-A-Rees. The group will figure out what interested participants can do and help them do it, no matter what limitations they may have, age or otherwise.

Young children will start out on one ski, with the motorboat idling, then gradually move on higher speeds and eventually two skis. The team also does work with charity organizations like Easter Seals Southwest Florida and Ann’s Angels to teach people living with disabilities to water ski.

The Ski-A-Rees also held a clinic for military veterans. Members will tailor skis to a veteran’s injuries. If a veteran is missing a leg, they’ll use a kneeboard or a sit-ski. If someone has lost the ability to see, the Ski-A-Rees will flank the person and ski with them so they don’t crash.

“That was probably the most rewarding experience I’ve ever had,” Guttieri said. “It was just absolutely amazing. I have family members who are in the service.

Robbins said joining the team can help move kids out of their shells. Speaking in front of the class in school was never a problem for Robbins, and he credits that to the Ski-A-Rees teaching him to be a true performer.

goofy side. At the end of every season, the team holds a gettogether where a highlight video is shown. The team always makes sure to add some lowlights as well.

Pratfalls, face plants and wipeouts are all a part of the show-ski experience, and the crowd enjoys them just as much as a landed stunt. They’re silly, but the team laughs at them just as much as adults as they did as children.

That’s the secret of the Ski-ARees. The members make sure to always have fun.

“It seems like kids get all the cool stuff, and then you have to graduate and go be an old person, which is boring,” Robbins said.

“There’s not a lot of cool opportunities like this for adults.”

EVO Volleyball is born, for the benefit of everyone J

eff Horr, the Suncoast Volleyball Club of Sarasota’s director and owner, has watched his baby grow into a special program since he founded it in 2005.

With the club blossoming, he had no intention of giving it up.

Horr had been contacted in the past about selling Suncoast, but he always declined. He figured Suncoast was a family business and his baby. He didn’t want anyone else messing with something he had built from the ground up.

So when EVO Athletics President Kyle Lawton called Horr about purchasing the volleyball program, his response was simple: “No way.”

He knew EVO had built a huge,

beautiful facility on 15th Street in Sarasota geared toward gymnastics, tumbling and those who wanted to challenge themselves with a “Ninja Warrior” workout.

He didn’t want EVO Athletics to swallow his program. He wasn’t sure EVO would carry the same philosophy he did in terms of putting a priority on teaching over winning.

Ultimately, though, Horr decided the best thing to do was sell, and in September, EVO added the Suncoast Volleyball Club to its stable.

The club will make a home in a facility in Bradenton that EVO Athletics previously acquired, but the goal is to grow a new volleyball facility in one of the

buildings behind EVO Athletics’ headquarters.

The move will allow Horr to hand off the business of running a club and concentrate on being the program director.

It appears Horr made a solid choice. More tournaments at better facilities can only mean good things for the athletes in Horr’s program.

Besides helping the volleyball program, it should also benefit EVO Athletics in terms of branding. It’s not surprising EVO Athletics would want to branch out into team sports as it grows.

Lawton said sports like gymnastics are a bit of a closed network.

EVO wanted to add a sport that was more accessible to the masses, and volleyball fit the bill.

Horr founded Suncoast Volleyball in 2005. He didn’t start the venture to make money, but instead wanted to help children by putting an emphasis on teaching them in a positive environment. He didn’t care about winning. He wanted his kids to fall in love with volleyball.

It still took some prodding.

Horr thought back to his first youth clinic, when his club had almost no equipment or even volleyballs. He expected a few kids to show up, but 60 attended. Horr was stunned.

The club took off faster than he expected. Not all of those kids ended up playing a full season, but 38 did, enough to fill out four

teams. The next season, Suncoast added high school volleyball, and things skyrocketed.

Several players who came through the Suncoast system have played at the college level, including Annie Montgomery, a former Cardinal Mooney Cougar who just finished her senior season at Florida State University.

She led the Seminoles’ beach volleyball team to a runner-up finish at the inaugural NCAA Beach Volleyball Championships in Gulf Shores, Ala., this past season.

Mother and daughter start the nonprofit tearoom, My Little Tea Spot, to benefit missionary trips.

A

t age 4, Ashley Schrock declared to her parents that she was going to dedicate her life to missionary work and throw tea parties.

To make her promise ironclad, she put it in writing and gave it to her mother, Cynthia Schrock, for safekeeping.

Now 23, Ashley is seeing that promise through with the start of a nonprofit tearoom at the family’s Sarasota home called My Little Tea Spot.

“As a kid, I remember playing with that tea set. I remember sitting down and thinking about having a tearoom. Now it’s all worked out,” Ashley said.

And she kept her promise to become a missionary. Ashley has completed mission trips to China, Ecuador and Mongolia.

She focuses on causes to help women and children in foreign countries who are either impoverished or getting out of domestic violence situations.

“I just have a heart for people,” Ashley said. “My heart is mostly for women and children. I just want people to have the love that I feel that Jesus has given me.”

Some of her mission work involves teaching English, but in China, she worked with an organization focused on women working as prostitutes who were trying to escape the sex trade.

“That broke my heart because I met some of the prostitutes and talked with them,” Ashley said. “I saw what was going on and how these men would surround them.”

Now, Ashley is considering her next mission trip. The most challenging part, of course, is funding. Through My Little Tea Spot, she and her mother are helping fund her trips and other mission organizations abroad.

Cynthia kept the piece of paper with her daughter’s promise and brought it up when she was considering what to do after her previous mission.

ily affair. Cynthia lived for seven years in Ecuador with her family when she was a child. She recalls one month the family had $10 to stretch for a family of four.

“I was praying about what I could do for her, and this came to my memory,” Cynthia said. “I’m done with my home school teaching journey, and I have some free time. My mom was a caterer, so I’ve always been around hospitality.”

My Little Tea Spot has been open since July, welcoming guests every Friday and Saturday. On Thursday evenings, Cynthia and Ashley rearrange furniture in living and dining area to make room to seat 18 people.

Each month,the menu is themed to the country and missions that will benefit from the proceeds.

October is for India, a reflection of the Heart of the Matter Ministries and the Mother Teresa Center of Calcutta. November’s menu

will reflect dishes from the Netherlands, with proceeds benefiting organizations like The Tabernacle in the Red Light District and The Shelter.

One thing missing from the menu is a price. The goal of the My Little Tea Spot is to give to the ministries whatever customers are willing to donate.

The family and Cynthia’s sister, Brenda James, who provides the desserts, donate all of the food and tea. The goal is to raise $150 each week. Since opening in July, the most raised in a month for the missions is $500.

Although they’re starting small, Cynthia believes My Little Tea Spot has potential to become a nonprofit restaurant if it develops a large following.

“People want to feel like they are doing more than filling their bellies,” Cynthia Schrock said.

“They’re actually giving to a cause. ”

eighbors gathered to commemorate the 100th anniversary of McClellan Park Sunday afternoon at Seminole Linear Park.

Dressed in clothes reminiscent of the 1900s, McClellan Park Neighborhood Association President June Cussen took on the role of neighborhood founder Daisietta McClellan.

Cussen remained in character to tell the story of how sisters Daisietta and Katherine McClellan developed more than 50 acres in 1916 that would later be known as McClellan Park.

She told the story of how the development started with properties selling for $800 and grew into a community.

“McClellan Park is just as our motto says: It’s a forest of friends,” Cussen said.

Where McClellan Parkway meets Okobee and Illehaw drives is a small patch of lawn that is home to a nameless, naked statue.

Todd and Kellie Menke, along with their three children, have lived behind her for five years, and that promoted Todd Menke to research her origins.

“She was donated

by The Ringling, but was basically just in their graveyard of statues,” Menke said.

Occasionally, the statue is dressed up for special occasions. The Menke family won’t name any names, but they acknowledge she’s pretty well dressed.

Arlington Park splashes into fall

I

t was a question most parents were asking Saturday afternoon during Pumpkin Splash at the Arlington Park and Aquatic Center: “Who knew pumpkins could float?”

More than 270 bright orange pumpkins were bobbing in the instruction pool for children to retrieve. After plucking pumpkins from the pool, children brought them to the gymnasium to paint and decorate.

Families played games like Witch Pitch while they dried.

Welsh Society unites in song

I

n bright green, Bob Ferrell’s shirt reads “To be born Welsh is to be born privileged.

Not with a silver spoon in your mouth. But music in your blood and poetry in your soul.”

Ferrell, along with 60 members and guests of the Gulf Coast Welsh Society, celebrated the culture of Wales Sunday afternoon at the group’s annual picnic at the Turtle Beach pavilion.

The day included lawn games, sharing stories of Welsh folklore and history. Festivities ended with attendees raising their voices in Welsh tradition to sing hymns like “Calon Lan,” “Men of Harlech” and “Cwm Rhondda.”
