Barfield scrutinizes DID spending Following allegations of impropriety, the city is now working to clarify the spending authority of the Downtown Improvement District board.

A feud between a merchant and a legal consultant has spilled over to a new arena, leading to questions concerning the spending powers of the city’s Downtown Improvement District. Ron Soto, owner of Soto’s Optical and president of the Sarasota Downtown Merchants Association, was embroiled in a battle last month with Florida ACLU

Vice President Michael Barfield. The two were contesting the city’s regulation of signs — and objecting to signs the other had posted on downtown streets. The City Commission addressed the signs issue in November, moving to restrict all signs from the public right of way, but the fight has continued. On Nov. 25, Barfield appeared at a meet-

ing of the Downtown Improvement District, on which Soto serves as a board member. There, Barfield listed a series of allegations regarding improper spending by the group. The issue, Barfield said, pertains to the city’s procurement

DID’S BIDS The city’s procurement process requires its boards to adhere to the following spending guidelines: • For purchases exceeding $5,000, three independent bids must be solicited. • For purchases exceeding $50,000, the city’s purchasing department must issue a public invitation to bid.

When challenged with the task of building a can structure for food donations, the employees at LexJet, a part of S-One Holdings Corp., delivered. The rules were that the structure must be built of cans of nonperishable food that would later be donated to All Faiths Food Bank. The accounting team was awarded first place for its oversized Advent tree made of food. In total, more than 2,400 pounds of food were collected, which translates to an estimated 2,000 meals.

+ Knights of the Thanksgiving table More than 650 meals were served during Our Lady of Victory, Knights of Columbus Council 3358’s 29th annual Thanksgiving Feed the Hungry dinner. The Knights opened the doors to their home, Columbus Hall, at 4880 Fruitville Road to anyone who needed a place to enjoy the holiday. St. Martha Catholic Church began this event in 1979 after construction of the Parish Hall was completed. In 1985, the Knights of Columbus began hosting the event at Columbus Hall. This is a signature charity event for Sarasota’s oldest Knights of Columbus Council 3358. The council was formed in 1950 at St. Martha.

New commissioners speak out Two recently appointed city commissioners have emphasized a focus on collegiality, but the pair says they’re also unafraid to speak their minds.

At his first official meeting as the District 3 city commissioner, Stan Zimmerman didn’t hesitate to jump into the fray. He didn’t hesitate to voice an unpopular opinion, or to stand as the lone dissenting vote, either. To begin Monday’s City Commission meeting, Zimmer-

man questioned the wisdom of adding a new playground — funded by a $127,000 private donation — to Causeway Park, located under the western end of the John Ringling Causeway Bridge. “My first thing to talk about was why a playground should

not be built,” Zimmerman said. “The very first vote we took was a 4-1 vote, me in the minority. There was no heartburn on my side.” Zimmerman was one of two commissioners the City Com-
