+ Happy Father’s Day! After 2,997 votes were cast in The Observer’s online Father’s Day photo contest, a winner has been named. Rachel Stepanov submitted a photo of her husband, Yevgeniy, and their triplets: Charlotte, Adrik and Natalia. The photo received 1,936 votes and was named the winner. Rachel submitted the photo as a thank you to her husband, who is not only a great father but a great husband, she says. Congratulations to all who submitted photos, and an early “Happy Father’s Day!”

Heritage Harbour South approves 2013 budget Heritage Harbour South CDD supervisors approved their preliminary fiscal year 2013 budget of $457,730, plus a total debt service of $814,227 between bonds for Stonebyrook and Lighthouse Cove. EAST COUNTY — Ninetyyear-old ElRoy York’s dream has finally come true. On Saturday, June 9, 66 years after serving his country in World War II, the East County resident visited the national memorial that honors him and the 16 mil-

lion other men and women who served their country during the conflict. “I’ve never experienced anything so amazing,” said York, who served in the U.S. Army from Jan. 19, 1943, to March 16, 1946. “I’m speechless when it comes to it. It

EAST COUNTY — Tenant spaces are filling up quickly as developers push forward with plans for River Club Park of Commerce, home to the East County’s newest Walmart Supercenter. Texas Roadhouse, Hungry Howie’s Pizza and Tire Choice all have contracts for standalone buildings in the plaza, and Wasabi Japanese Steakhouse, Hair Cuttery and Nail Art & Spa are among tenants coming to the inline-portion of the plaza, said Casto’s John Hutchens, asset manager for the project. “I think this is just confirmation that if you have a well-located site, and you’re close to a Walmart that leasing can be pretty successful,” Hutchens said. “The project is doing surprisingly well in this economy. We’re really happy with it.” The River Club Park of Commerce Development of Regional Impact consists of 245 acres at the intersection of State Road 70 and Interstate 75, and extends south to Linger Lodge Road and east to the Braden Woods community. The project’s anchor, Walmart Supercenter, opened in April. Developers now are looking toward future phases of the commercial portion of the
