Hockey greats hit the links for charity The Resort at Longboat Key Club was filled with hockey greats this weekend as several former NHL players hit the golf course for the eighth annual ESPO Tournament.

Phil Esposito, Kenny Hodge, Wayne Cashman, Bobby Taylor and Brian Bradley were just a few of the former hockey pros who were part of the 20 teams of five competing in the tournament over the weekend.

The tournament was hosted by the Phil Esposito Family Foundation, which raises funds for several benefactors. The tournament benefited the Carrie Esposito Youth Hockey Scholarship fand Florida Sled Hockey organization.

The event chairwoman was Renee Puchalla; Esposito was honorary chairman.

Town says it’s a tough call When it comes to enforcing the law for abandoned boats, one resident says the town needs an SOS.

urricane Hermine proved too much for an already frail sailboat that sank after the Sept.

1 storm in Sarasota Bay just south of Mar Vista Dockside Restaurant and Pub. Before the storm, the sailboat had been reported to the Longboat Key Police Department as

taking on water, but Hermine finished the job.

The sinking is the latest chapter in the town’s ongoing struggle with identifying, removing and paying for pulling derelict vessels out of town waters.

Kurt Schulz, a resident of two years, said at least three derelict vessels are in various degrees of disrepair near where the sailboat sank.

“Derelict boats from Bradenton Beach are slowly on the move to this beautiful part of the Key,” Schulz said. “The authorities at Bradenton Beach have been pressuring boaters in the anchorage basin to bring their boats up to snuff, causing a lot of them to move to the Village, where they know they won’t be bothered.”

Boat owners who abandon derelict vessels are breaking Florida law. It is unlawful for any person, firm or corporation to store, leave or abandon any derelict vessel.

Fish and Wildlife Conservation Commission and all law enforcement officers are authorized to remove any derelict vessel from public waters that threatens to obstruct navigation or constitutes a danger to the environment.

The last boat removed by Longboat Key officials — the Mystical Dreamer, which was towed away from Key shores Jan. 8 — illustrates the difficulties officials have with getting rid of derelict vessels. It took the town and its police department a year to have the boat declared a derelict vessel.

The boat was towed to a salvage yard to be destroyed. As is standard practice in such cases, a

lien was placed on the boat so the town can recoup $4,300 in towing costs.

In theory, all costs incurred in removing abandoned or derelict vessels are recoverable by law against the owners.

It doesn’t always work that way in real life, Schulz said.

“You can’t get blood out of a stone, right?” Schulz said.

Longboat Key police work with surrounding agencies, as well as the FWC to monitor and enforce marine activity and boating laws, Police Chief Pete Cumming said.

“Marine safety is a top priority for the department, and I’ve doubled the number of officers patrolling our waters and added a second vessel this year to continue to provide the highest level of service possible,” Cumming said.

The town has budgeted $10,000 for derelict vessel removal and expects a grant from the West Coast Inland Navigation District to defray expenses.

The vessel being removed from Sarasota Bay in Longboat Key, for example, could qualify for funding from the FWC Rapid Removal Derelict Vessel Grant in addition to the WCIND money.

The $200,000 FWC program is designed to provide funding to remove any vessel in imminent danger of sinking, breaking apart or posing a critical danger.

Town Manager Dave Bullock said the cost for removing a derelict vessel varies by size and whether it can be towed away or must be floated.

Schulz said Florida law regarding derelict vessels must change.

“The definition of a derelict vessel is so vague, and you have to prove it, and the paperwork is unbelievable,” he said. “I feel really bad for the police department.”

THE POST-REFERENDUM ROAD The commission seeks a path that will address underground utility funding woes.

T

he Longboat Key Town Commission was at a crossroads when it met for a special workshop Monday to address underground utilities funding.

Facing criticism from residents of communities like Club Longboat and Bayport Beach & Tennis Club that have power poles within 55 feet — and, therefore, will pay a higher share of project costs — town staff outlined three paths to commissioners.

The first option: Continue with no changes.

Town Attorney Maggie Mooney-Portale warned the commission against a second option: amending the 55-foot rule. MooneyPortale said that would negate the referendum results and require a new vote, because it would substantially change a major component of the original referendum language.

For now, the commission is on the road toward the third option: making changes in the scope of what’s allowable under the voter-approved ordinance.

At Monday night’s meeting following the all-day workshop, commissioners started down that path by voting on first reading to reduce assessments, offsetting the cost by using $370,308 in non-ad valorem revenue.

If you didn’t know the vote was happening, that’s because the idea came from the workshop earlier that day.

Mayor Jack Duncan and commissioners Phil Younger and Armando Linde were outvoted 4-3 in the night meeting by commissioners Jack Daly, Ed Zunz and Irwin Pastor and Vice Mayor Terry Gans.

“I don’t think it’s proper to do this at this time,” Younger said at the night commission meeting, noting the topic had not been advertised, nor was it on the agenda.

Earlier at Monday’s workshop, resident Lenny Landau urged the commission to slow down. He spoke before the non-ad valorem funding was proposed. His comments were focused on the larger issue of how the town is assessing residents.

Residents have the option to pay all costs in a lump sum and have received assessments, but Landau urged commissioners to hold off on assessing residents due to uncertainties about the project’s costs.

Power line work along Gulf of Mexico Drive is now estimated to cost $25.25 million, with another $23.85 million to handle the same job in Longboat Key neighborhoods. But at various points, their combined costs have been estimated to be as high as $80 million or as little as $40 million.

Now, the lower figure looks more accurate.

Landau said the consultantprovided figures the town is relying on for these assessments miss

the mark badly.

“In my opinion, they did an awful job. It is so far off the mark it is crazy. It’s just a joke,” Landau said. “It’s not real hard to figure out how much this should cost.

We all got a bill saying they’re giving us an option of paying the whole amount upfront, or you can pay a certain amount of what they think the whole thing will cost at 6%. You’ve got to be crazy to pay this thing upfront.”

Pastor agreed that getting the funding question right is essential. But he said he wanted to show property owners that the commission is working to lessen their burden.

“Truth of the matter is, the (non-ad valorem) money isn’t going to be used for another year or year-and-a-half,” Pastor said.

“The reason I supported that is I

wanted there to be a clear message out there that we’re going to fix (assessment inequities). We want to do the right thing.”

Town Manager Dave Bullock said the town will hire a project manager for the underground utilities work because his staff lacks the resources to handle such a project. The project manager will be tasked with figuring out the cost of the neighborhood project some time within the next year to 18 months.

“The project costs will not be a mystery,” Bullock said. “They will be fixed.”

But Younger repeatedly assailed the assessment methodology and referendum results, which he said were skewed because taxpayers weren’t properly informed.

“If I were grading this in a math class, I’d give it an ‘F,’” he said.

The ManaSota League of Cities did not have a great track record in the 2015 legislative session.

Of 19 legislative initiatives backed by the league, just five passed.

All four initiatives involving water quality and recognizing sea level rise concerns were defeated.

All three initiatives giving local government greater control over funds raised locally also failed.

All four initiatives aimed at giving local governments more power to regulate vacation rentals were unsuccessful, as well.

Undeterred by the 21% success rate of a year ago, the league plans to once again urge local legislators to support its platform.

The league finalized an eightpoint list of priorities for the politicians responsible for nine MSLC metro areas — Longboat Key, Anna Maria, Bradenton, Bradenton Beach, Holmes Beach, North Port, Palmetto, Sarasota and Venice — at its Sept. 8 meeting at Longboat Key Town Hall.

The list is largely unchanged from a year ago because the needs remain, the members agreed.

For example, the need for greater control of locally generated revenue was illustrated by the last storm, said Anna Maria Island Commissioner Carol Carter.

“With this recent flooding,

we had no communication from the county (asking) what we can do for you with all the flooding,” Carter said. “We were hiring our own pumps to get water removed and no one for the county made even a phone call to our mayor to suggest they might be able to help.”

Each MSLC representative was assigned at least one legislative initiative and asked to polish and resubmit it by Oct. 13 for the entire board to approve at the next meeting in November.

One item that won’t return to the league’s list because of legislative success last year include a push to require local governments rather than utilities to bear the cost of relocating equipment within a public utility easement.

Two mental health initiatives pushed by the league also passed.

In other action: n Rae Dowling, of Florida Power & Light Co. touted the hardening work being done to Longboat Key infrastructure by her company.

“It really paid off through the last storm,” she said. “We’re not seeing nearly the damage we potentially could have seen.

We’re able to restore quicker.” n MSLC representatives urged great scrutiny be given to autonomous (driverless) vehicles. The added traffic will be a problem, they said.

Unicorp National Developments President Chuck Whittall faced a tough line of questions Monday night from the Longboat Key Town Commission. But in the end, the Orlando developer

received everything he wanted to continue his $1 billion rejuvenation of the shuttered Colony Beach & Tennis Resort property at 1620 Gulf of Mexico Drive.

Whittall received another oneyear extension — the second this year — of his nonconforming density allowance on the proper-

ty, bringing his deadline to 2018.

Whittall also promised to post a $1.1 million surety bond by Sept.

25 to ensure maintenance of the property. The bond could have been set equal to the $18,427,000 assessed value of the property.

Commissioner Phill Younger complained the redevelopment in the past has never stayed on course and continually broke deadline promises. He pointed to the required vote of Colony owners that’s needed to approve a development agreement and is currently scheduled for Nov. 10.

“The vote keeps getting pushed back,” Younger said. “That tells me there are problems.”

Whittall said he has already invested $27 million in the project, including millions on permitting and up to $50,000 a month on litigation.

He highlighted the recent demolition of five buildings on the grounds and an agreement with the Colony Beach & Tennis Resort Association’s board as evidence the deal is coming together.

“I think we are making pretty darn good progress,” Whittall said.

“He’s gotten the job done,” said Commissioner Irwin Pastor.

Longboat Key voters can now expect a referendum proposal from Whittall for the Colony with 180 residential condos, up to 57 monthly tourism units and a requested 180 new units.

If the commission approves the proposal Sept. 26, the referendum will take place in spring 2017.

Whittall said he’s spoken in person with a majority of owners to bring them on board with his plan.

tive outcome,” Whittall said. “I think we’re going to come to business terms.”

One unknown factor: Whether Murfreesboro, Tenn. developer Andy Adams, who owns 68 units, will support Whittall’s plan.

With a vote of at least 75% of unit owners needed to move forward, Adams and his 29% ownership share could block the deal.

“Can it be done without Andy Adams? No, it can’t be done without the approval of Andy Adams,” said association President Jay Yablon. “Andy Adams must approve any deal. There’s no question.”

The offer to owners works out to about $186,000 per unit, or $44.15 million total. Nov. 10 is the drop-dead date for owners to accept the offer.

The offer makes it clear unit owners give up their right to sue by agreeing to the deal.

The litigation surrounding the property began when longtime resort owner Murf Klauber sued the association in Sarasota County court in 2007, saying unit owners were responsible for $14.1 million in repairs.

A series of bankruptcy filings led to the resort’s closure in 2010, and litigation has continued since then.

If owners approve Whittall’s plan, it would be the end of almost all legal battles over the property.

“All I can say is, they’ve come a long way,” Commissioner Irwin Pastor said. “Most of the litigation is gone.

The Longboat Key Finance Committee reported green arrows pointing up for three key measures of fiscal health Sept. 9.

Green arrows on the budget report indicate “favorable outcomes are expected.”

“I like the green arrows,” commented Chairman Irwin Pastor.

“Yes, green is good,” said Finance Director Susan Smith, who presented the report.

The green arrows indicate: n General fund revenues exceeded estimates by $529,570 for fiscal year 2015-16. Increases came from the reimbursement for pre-referendum undergrounding costs and collections of delinquent taxes. n General fund expenditures are estimated to come in at $450,027 less than budgeted. Most of the decrease came via cutbacks in general service spending. n The general fund balance will increase to $5,311,093 as revenues top payouts by $132,357.

The general fund total spending budget for next fiscal year beginning Sept. 30 is $15,762,573. The commission unanimously passed the 2016-17 budget later that

night during a regular meeting.

Public safety spending is projected to total nearly $9.65 million, or 61% of the general fund.

Fiscal year 2016-17 beach capital projects will cost $18.9 million.

The town will issue bonds to fund this expense.

For street improvements, Longboat Key plans to spend $420,000, including $300,000 for the sidewalk west of Gulf of Mexico Drive, $50,000 for a GMD corridor plan, $40,000 for Dream Island Road stormwater crossing and $30,000 for the culvert on Broadway.

A canal dredging fund has $510,000, including $350,000 for the program and $160,000 for a study of the island’s waterways.

The proposed operating millage of 2.1144 is lower than last year’s millage rate of 2.13.

The millage rate represents the town’s tax per $1,000 of assessed property value. The owner of a property valued at $250,000, for example, would pay $528.60 in property tax at that rate.

“Our millage is the secondlowest (of surrounding communities),” Bullock said. “This, obviously, has a lot to do with property values.”

The new building would be in the Shoppes of Bay Isles at 545 Bay Isles Parkway.

The Longboat Key Planning and Zoning Board will hold a hearing on the proposal at 9 a.m. Sept. 20, in the Town Commission chambers at Longboat Key Town Hall, 501 Bay Isles Road.

JP Morgan Chase has requested a site plan amendment to allow the building, drive-thru, parking and associated stormwater collection system.

The site plan has shrunk from the original proposal of nearly 4,000 square feet, Senior Town Planner Steve Schield said, to just over 3,000 square feet.

The Longboat Key Town Commission will be asked to give final approval if the project advances through the planning process.

“There are not really any hurdles,” Schield said. “This was always planned on an outparcel.”

“This location would bring the latest in our banking technology to clients locally and also all of our services and advice,” wrote JP Morgan Chase spokeswoman Maribel Ferrer in an email.

The new Longboat Key location is part of the bank’s ongoing branch expansion in Florida.

WHAT LEADERSHIP CAN DO Greater Sarasota-Manatee shares similarities with Colorado Springs. Both are growth markets with attractive amenities. But there’s one huge difference: leadership.

MATT WALSH COLORADO SPRINGS — Spending time

away from home is always an enlightening experience. It’s good to see how others live.

Here in Colorado Springs and its surrounding county of El Paso, there are similarities with Greater Sarasota.

Total county population is 660,000 compared with 710,000 in SarasotaManatee. Tourism is big here. Pikes Peak, Garden of the Gods (the most visited city park in the nation), Cheyenne Mountain and the five-star Broadmoor Resort are big economic engines. Like Sarasota, there is no major university, but there are thriving colleges — the private Colorado College, the University of ColoradoColorado Springs and, of course, the U.S. Air Force Academy.

One major difference: Colorado Springs is a big military town. It has the Air Force Academy, Peterson Air Force Base, Shriever Air Force Base, the Army’s Fort Carson and NORAD (North American Aerospace Defense Command).

With its proximity to the mountains — a bike or short car ride away — and temperate weather, population growth is strong. Colorado Springs rose from the 42nd to 40th most populous city (440,000 population). This growth has created one of healthiest residential real estate and job-growth markets in the country. Median home prices have risen 6.5% so far this year, and the region has added 8,826 new jobs.

(That compares to 13% increases in median home prices in SarasotaManatee and 7,100 new jobs.)

When Colorado Springs Mayor John Suthers delivered his annual State of the City address last week, he started out by saying: “I am very pleased to report that in the last 12 months our city has moved forward significantly on the continuum from good to great.”

In addition to the above growth statistics, Suthers went on to cite a list of city improvements: “221 miles of repaved lanes, 177,082 tons of asphalt poured, 93,015 lineal feet of curb and gutter replaced and 240 pedestrian ramps repaired or replaced; “… eight of 71 proposed stormwater projects are underway to address a longstanding and crushing need for better flood control.”

And in the private sector, Suthers reported: n 500 hotel rooms under construction; n A 5% increase in airline passengers at the airport; n $1 billion in health care investments at two hospitals and construction of a new children’s hospital. n “The U.S. Olympic Museum and Hall of Fame will soon join the U.S. Olympic Committee, the Olympic Training Center and 23 national governing bodies to bolster our community’s status as Olympic City USA and hub of the country’s Olympic pride.”

And he added: “The cybersecurity industry is ablaze, putting the community on a fast track to becoming the country’s cybersecurity capital.”

Perhaps you see where this is going.

In fact, when you see the Colorado Springs metro area firsthand, one of the obvious differences between it and Sarasota is that the citizens of Colorado Springs and its government embrace population and economic growth — far more than does Greater Sarasota-Manatee.

We couldn’t help but notice this, too: The region’s daily newspaper is a staunch supporter of this growth.

In fact, you probably could say the same about the residents of Colorado Springs in general. And here’s the proof: A day after Mayor Suthers delivered his State of the City address, the lead editorial in the Colorado Springs Gazette praised Suthers for “restoring a collaborative relationship between the mayor and the City Council; investing in public assets, such as roads and stormwater infrastructure; and allowing the economy to create jobs.”

The Gazette said: “He gets an ‘A’ report card for meeting his main goals in short order and deserves credit for a cultural and economic renaissance Colorado Springs has long been capable of.”

But the following paragraph was the one that resonated most:

FLORIDA’S FUTURE?

Even though Longboat taxpayers went to the polls last November and March voting on the idea they would pay for the $49 million in bonds via property assessments and not property taxes, the language of the two referenda contained an escape clause to which voters paid little attention. The ballots said the bonds would be paid off “solely from special assessments imposed against real property throughout the Town and other non-ad valorem revenues if necessary (italics added).” … Voila.

Bullock clearly sensed the displeasure around town at the cost of the assessments for the Gulf of Mexico and neighborhood underground utility projects.

So he offered commissioners an out: Thanks to the 5% increase in property values, the town’s property-tax collections next fiscal year are expected to increase $458,000 over the current fiscal year. So there you go: a creative domino effect. That new property-tax revenue can replace the franchise fees that will be used to lower everyone’s

Here is one obvious difference between Greater Sarasota and Colorado Springs: Medical marijuana dispensaries are growing like weeds. One of the new chains is Native Roots, a medical marijuana dispensary that touts itself as a place for “Gas + Grass.” You must have a prescription to buy the weed.

“Voters also deserve great credit, for choosing in November 2010 to scrap the old city manager form of governance and create a separate executive branch run by a popularly elected mayor. It was a move that favors local leadership. It facilitated difficult reforms enacted by former Mayor Steve Bach and today’s nationally recognized leadership of Suthers. Without an elected executive, we might not be on this upward trajectory … “[The] State of the City address was a factual, detailed, substantive description of a community emerging as a world-class destination for new residents, businesses and tourists. We see no limits to how far this may go.”

When you experience Colorado Springs first hand, you see that economic growth and geographic, environmental beauty can indeed coexist. But you also see an essential key ingredient to that is having a strong elected leader who sets the tone and executes.

Shifting non-ad valorem money won’t make you richer Whenever a government authority decides to lay claim to your money in the form of taxation or assessments, it always reminds us of the famous truism from the late Nobel economist Milton Friedman: “What you give to one, you must take away from another.”

That economic wisdom came to mind again after the Longboat Key Town Commission voted Monday night to change the way the town will pay off the bonds it will issue to bury the town’s utility lines.

In a 5-2 vote, commissioners apparently acquiesced to the pressure from constituents that the town’s proposed property assessments were too onerous for some residents. To ease the burden, Town Manager David Bullock proposed using between $300,000 and $400,000 from the town’s franchise-fee collections on electricity and communications. Altogether, the town is expected to collect about $940,000 in franchise fees in the next fiscal year.

To be sure, Longboat taxpayers and property owners will welcome any reduction in underground utility assessments. But here’s where Milton Friedman’s kernel of economic wisdom surfaces: When you “give” franchisefee money to lower underground assessments, you take it away from the general fund.

In the end, no one is really better off. To stay even, the town must either reduce its services in the amount taken from the franchise fees in the general fund; reduce its rainy-day savings account; or raise property taxes to replace the funds taken from franchise fees. Either way, everyone is poorer.

Perhaps the only real good news out of all of this money shifting is that Longboat Key Mayor Jack Duncan is convinced the final cost of the underground projects should end up at least $10 million less than what taxpayers previously have been told. That would make everyone a little wealthier. — Ed.

I am writing as a full-time resident of St. Armands Key. I consider Lido Key to be a wonderful neighbor, a formidable economic engine for the city and county of Sarasota, and a very pleasant place to live nearby.

I am appalled at the county’s recent reversal of its decision to move ahead with the renourishment of Lido Beach.

This discussion has gone on for 10 years or more and has met with setback after setback, and study after study. The County Commission’s surprise decision was just another delay in the long, drawn-out process. It appears to me that the county is fearful of making any decision that involves controversy.

I read the Tuesday meeting agenda, I read the minutes, and I watched the online video.

What I found disturbing was that the topic appeared on the agenda under “reports” and that there was no indication that a motion or vote would result. In our Sunshine State, where no governmental body can lift a finger without the topic and intent being “noticed” and public input being solicited beforehand, I find it interesting that the County Commission would make a decision of such mag-

I certainly understand that Siesta Key is a major economic provider for Sarasota County.

I love the place, I love to go there, and I wish the island every success.

But when I see a monthslong parade of trucks hauling sand through St. Armands Circle destined for Longboat Key beaches and see the county approve ADDITIONAL funds to renourish a growing Siesta Key beach, I have to wonder why nothing is being done for Lido Key. It is a very special place, too. Dr. Beach should visit there before it erodes away.

I feel very fortunate to live in such a beautiful place as Sarasota, but I am very, very disappointed with our County Commission.

Discussion on the topic was relatively brief given its scope and impact. I didn’t hear any substantive discussion around the basis behind the years of studies leading to a FONSI (finding of no significant impact) recommendation by the Army Corps of Engineers.

Instead, I heard discussion on a temporary project staging area to be placed on county property. I then heard some concern that the city could simply move the staging site and circumvent county jurisdiction, which signaled to me that there is genuine distrust of the city of Sarasota by the County Commission. Not a good thing.

I heard concern over the repercussions the project could have for Siesta Key and that residents had been very vocal against the project. Under the consent agenda section earlier, there seemed to be no problem approving a change order for additional funds for the South Siesta Key Beach Restoration Phase II Project, in the amount of $668,315.86 (without an Environmental Impact Study?). That all seems to me to be playing of favorites.

Community prepares for Giving Challenge Will donors top last year’s record $7 million in contributions during the 24-hour event?

In its first four years, the Giving Challenge raised more than $15 million for nonprofits in Sarasota, Manatee, Charlotte and DeSoto counties. Last year, it netted a record $7 million for 449 nonprofits in 24 hours, with a total of 36,417 donations.

The fifth annual Giving Challenge starts at noon Tuesday,

Sept. 20 and ends 24 hours later.

Within that timeframe, donors can select from a list of more than 550 local organizations to benefit from their donations.

The Giving Challenge allows donors to maximize contributions to their favorite organizations and also provides a platform for new or lesser-known nonprofit organizations in need of support.

There are multiple incentives for donating during the 24-hour period, the most prominent of which is the Patterson Foundation’s 1:1 or 2:1 match of donations up to $100 per donor, per organization. (See sidebar for details.)

support of the Giving Challenge, now in its fifth year, is an extraordinary demonstration of our collective giving spirit,” Community Foundation of Sarasota County President and CEO Roxie Jerde said. “Not only does this event provide much-needed support for local nonprofits, it also gives them the opportunity to share the impact of their mission through focused communication and donor outreach, resulting in new donors and more revenue to support their missions.”

each other’s mission or sharing volunteers. The Community Foundation of Sarasota will also recognize a Best Nonprofit Partnership during the course of the Giving Challenge with $4,000 to be split between partners.

One of those 40 partnerships is between Girl Scouts of Gulfcoast Florida and the Healthy Start Coalition of Sarasota County Inc. In the past three years, the Healthy Start Coalition has partnered with local organizations that share similar goals. Shon Ewens, executive director for the Healthy Start Coalition, said the decision to partner with Girl Scouts of Gulfcoast Florida is due to the organizations’ shared goal of developing healthy children from birth to childhood and further into adults.

“We offer a continuum of services starting with a pregnant mom,” Ewens said. “We kind of thought, well that baby in her tummy could be a future Girl Scout.”

When Joseph “Joe” Berkely was courting his future wife, Nancy Petersen, he was responsible for teaching French pilots as the lead pilot of a B-26 squadron. One day, while teaching the new French pilots how to fly in mass formation, Joe decided that he and the other 32 bombers were going to fly over to Nancy at the University of Kansas Theta house.

He alerted his co-pilot that he would be peeling away, or veering from the squadron to do so, but the other 32 bombers wound up following him. The squadron broke about 100 windows as it flew by and was asked to never return to Lawrence, Ka. Its members paid a fine of $219.17 each.

Perhaps it was low point, but Berkely reached soaring heights both in the Army Air Corps, and later, as owner of the High Plains Journal.

Berkely, a Plymouth Harbor resident, died Sept. 9. He was 97.

Born Nov. 11, 1918, in Fort Oglethorpe, Ga., he was raised on the southside of Chicago near Lake Michigan.

Two adventures in Berkely’s early years helped shape his life.

For two years, Berkely attended school in France and learned the French language while his sister studied ballet there. Later, he learned to fly at the Civilian Pilot Training Program at Valparaiso University.

Following the bombing of Pearl Harbor, he spent four years in the Army Air Corps, which took him Chicago to Bonham, San Antonio and Harlingen, Texas.

B-26 instructor for French pilots, where he also met Nancy.

After his time in the Army Air Corps, Berkely searched for a job in Dodge City and bought the Dodge City Journal in 1945, thinking it was a 2,000 circulation weekly. He was wrong. The newspaper’s weekly circulation was just 200.

But Berkely listened to advice he got from an acquaintance.

He changed the name of the paper to the High Plains Journal in 1949 and opted not to fight the local daily, instead opting to learn about and focus on farming subjects, such as cattlemen and wheat.

The High Plains Journal is still in operation. Its weekly circulation: 52,000.

When he wasn’t working, Berkely pursued his passions for nature and flying, according to his daughter, Nan Griffin. She remembers riding on her father’s shoulders in the Indiana woods while he taught her about nature.

Later, the pair would fly together and admire the terrain from above.

“The appreciation of the beau-

ty of flying above the land is just something I got from him and amazement with the clouds,” Griffin said.

In 2003, the Berkelys moved to Plymouth Harbor and made a close group of friends.

Every Sunday, he attended 8 a.m. services at All Angels by the Sea Episcopal Church, then ate breakfast with friends at Blue Dolphin Cafe. Longtime friend Nancy Gross said Berkely loved to have friends around. Jack Dennison said he never heard Berkely say a mean thing about anyone.

Berkely’s daughter, Nan Griffin, said he was a supporter of everyone.

He also remained a patriot until the end, according to David Beliles, a longtime friend of Berkely.

Before his death, Berkely asked Beliles for a favor. Whenever a resident of Plymouth Harbor dies, a photograph, biography and rose is placed in the lobby.

But Berkely wanted something different.

Instead of a rose, he wanted a single American flag next to his picture. Beliles placed three flags there.

“I thought he deserved that much because he was a real patriot,” Beliles said. “He loves this country. His picture is there and his biography with the American flags, no rose.”

Berkely was preceded in death by his parents; wife, Nancy; sister Harriet Frankel; and brother, Ryan Berkely. He is survived by daughter Nan Griffin and her husband, Bob, of Myakka City; grandson, Kyle Griffin and his wife, Anne, of Trumbull, Conn.; and two greatgrandchildren, Kate and Hayes.

Donations can be made to the Plymouth Harbor Foundation.

A memorial service will be held at 11 a.m. Sept. 17, at Plymouth Harbor’s MacNeil Chapel, 700 John Ringling Blvd., followed by a light lunch.

Marjorie “Marge” Isban, 90, of Longboat Key, died Aug. 6.

Born in Middletown, Ohio, to Williams and Helen Davis, she spent most of her life in Vestal, N.Y. Ms. Isban lived in New Jersey, Washington, D.C., and Brooklyn, N.Y., where she worked for St. Joseph’s College. She worked at IBM, Endicott, N.Y., and after marrying her former husband, she worked on Wall Street and obtained her broker license.

She was an avid sports fan and loved to golf and bowl. She was a member of the Longboat Key Club and Bird Key Yacht Club.

She was a three-time survivor of cancer and volunteered for the American Cancer Society, helping drive patients to appointments. She was also a volunteer at Sarasota Memorial Hospital for more than 20 years.

She was preceded in death by her parents and sister, Ruth.

She is survived by her brother Howard, “Duke” Davis; nephews Brad Davis and Jamie Davis; nieces Tami Fitzpatrick, Patti Hopewell and Theresa Kenney; and several grand-nephews and nieces and great-grand nieces and nephews.

A celebration of life mass will take place at 10:30 a.m. Oct. 1, at St. Mary, Star of the Sea Catholic Church, 4280 Gulf of Mexico Drive. Memorial contributions can be made to the Arthritis Foundation or Macular Degeneration Research.

Scallopalooza to help clam and scallop restoration The annual event is Sarasota Bay Watch’s lone fundraiser.

At this year’s annual Sarasota Bay Watch Scallop search, only eight live scallops were found. While one reason for the low count can’t be pinpointed, Sarasota Bay Watch President Larry Stults said that doesn’t mean the group is giving up.

On Sept. 24, the organization will hold its annual Scallopalooza fundraising event. Because the community drives the funding for scallop restoration, Stults said the event is a nice way to to bring bay supporters together. In addition to updates on how the restoration initiative is going, Stults plans to announce the group’s expansion in restoring clams.

“We’re building on our existing expertise and helping restore another shellfish species to the bay,” he said. “Shellfish filter

water and create food for animals and the whole ecosystem.”

The organization doesn’t receive government funding and obtains only a small amount of funds from foundations. The primary source of its money is the community. All the money raised at Scallopalooza goes directly into efforts to help the bay, Stults said.

“Scallopalooza is the only fundraiser that we do every year, and the funds from Scallopalooza are what allow us to do all the volunteer-based events and scallop restoration that we do throughout the year,” Stults said.

The event will be held at the Sarasota Yacht Club, 1100 John Ringling Blvd. Cocktails will start at 6 p.m., and a dinner will follow at 7 p.m. The price is $100 per plate. There will be a silent auction and raffle this year, and Stults said one exciting new item is the partnership with Two Docks Shellfish. Through the partnership, Two Docks is donating clams for a clambake for the lucky winner. In addition, the winner

and eight to 10 of his or her closest friends will get to go out on a boat with Two Docks and harvest his or her own clams.

Seating is limited to about 200, and in years past there has been a waiting list. As of last week, about 130 people were signed up. For sponsorships and questions, call 232-2363.
