On Aug. 13, the company led its first paddleboard tour along the bayside of Longboat.

The company has had two other locations in Sarasota and Lido Key for 10 years, and Longboat Key is currently in its experimental stage, owner Bob McFarland said.

The Harbor Square location is currently only accepting prebooked kayak and paddleboard tours. It is expected to be fully staffed and open for full services in March.

The tours will travel through Whale and White Keys and run for about two hours.

Each tour is $55 per person.

“It’s incredible up there…” McFarland said. “... There’s like eight different mangrove islands with wildlife.”

Heated hotel referendum campaign enters final phase The debate over Floridays’ proposed hotel project nears its Aug. 30 decision day.

Despite the number of campaign signs lining Gulf of Mexico Drive in opposition, Floridays project manager James Brearley said he is “cautiously optimistic” ahead of the Aug. 30 referendum on rezoning 2.6 acres bordering Gulf of Mexico Drive to allow a new hotel on Longboat Key. “We know that opposition exists, but we also are receiving emails and phone calls from supporters islandwide who want

to make sure we know that they support and are excited about the North End Hotel and Beach Club,” Brearley said in an email to the Longboat Observer.

The Longboat Key Town Commission approved a request from Sarasota-based developer Floridays to ask voters to add density on 2.6 acres of north-end land.

The proposed hotel site would have a maximum of six tourism units per acre, which comes to 15 units, plus eligibility to apply for another 105 units from the commission.

If the referendum passes, Floridays will likely apply for the 105 additional units from a pool of 250 tourism units Longboat voters approved in 2008. Floridays would then build a 120-unit fourstory hotel.

Preliminary plans from Floridays call for rooms of just less than 400 square feet with few amenities and no beach access, according to critics. Floridays insists it plans to build a boutique hotel with an Old Florida feel.

Craig Walters, chairman of the Keep Longboat Special group lobbying against the hotel, said his group sent out a new mailer Aug. 19, emphasizing the qualityof-life aspect of the issue.

“Call it what you will, but unlike the Key Club, Colony and new Zota Beach Resort (the former Hilton) the Floridays hotel is little more than a motor hotel with no beachfront or comparable resort amenities,” according to the KLS mailer.

The project is a quarter-mile from the northern gateway to Longboat Key, adjacent to a neighborhood of single-family homes and historic cottages across the road from two-story condominiums and beachfront homes.

Some residents have protested plans for the new hotel by citing traffic concerns and saying the added room units would be put to better use revitalizing existing island properties.

Brearley said Floridays has focused on informational campaigning.

“We have done our best to let people know this is the first step in allowing the Longboat Key Planning Department to formally consider the project,” he said in his email. “If approved, we intend to build a true boutique hotel that

$24M Zota Beach Resort to open Dec. 1 The former Hilton Beachfront Resort promises luxury with the completion of its two-and-ahalf year project.

ota Beach Resort, the newest new luxury beach resort on Longboat Key, will open for business Dec. 1.

Operating under the new name at the site of the former Longboat Key Hilton Beachfront Resort, Zota Beach Resort is now taking reservations.

The hotel was developed under the Delray Beach-based Ocean Properties’ Opal Collection.

Ocean Properties Vice President Mark Walsh said the great location on Longboat Key sets the estimated $24 million project up for success.

“It already has a longstanding reputation as a great place to vacation on a great beach,” Walsh said. “What we’ve done is you’ve got a new hotel being built on a location that has been there for a long time in the hotel business.

It’s well established. With the history of this location, there’s already a built-up clientele that has been going there years and years.

“Now with it being completely new and refreshed. I think it will work great as an independent resort.”

Zota room rates will range from a minimum of $269 a night to a maximum of $539, according to the company website at zotabeachresort.com.

Walsh said demand for rooms is tougher to gauge these days because people don’t book as far in advance. “(Booking times are) getting shorter and shorter,” he said.

The new resort is still expected to be a customer magnet. The draw of a refreshed operation will be indisputable, he said.

“We’re very confident this location will be a big improvement to what was there,” Walsh said. “The fact is this will be the first new hotel on the Key in many years. Whenever you build something new in a great location, it not only energizes that property, but it provides a spark for people to come visit the Key and provides new exposure to Longboat Key businesses.”

In June 2014, the Hilton flag was removed from the property before construction began on the new resort, which will feature a new 84-room hotel tower in addition to a renovated 103-room hotel on-site.

Ocean Properties received 85 of the town’s available pool of 250 tourism units for the project.

The project also calls for a new lobby, pool and pool area, restaurant and wine bar and 2,758 feet of meeting space.

“Ocean Properties will run the restaurant as well as the wine bar,” Roy Padgett, general manager of the Zota Beach Resort, wrote in an email.

Walsh said details on restaurant and wine bar offerings are not yet available.

“It will be a neighborhood restaurant where they can feel comfortable and support it,” Walsh said. “The Opal Sands Restaurant in the new hotel draws 50% locals who love the menu and the new product.”

He said the wine bar would be an upbeat, stylized place.

“People will enjoy going to a new place where it’s convenient to pull in and park and eat right there,” Walsh said.

Ocean Properties submitted plans to Longboat Key in September 2014 and received approval for 85 additional tourism units.

The company owns more than 100 hotels, including the Resort at Longboat Key Club, which it purchased in 2012. Other area hotels it owns include Lido Beach Holiday Inn, Lido Beach Resort and Sandcastle Resort at Lido Beach.

Walsh said the newest addition promises to enliven the Longboat Key luxury resort scene.

“I can’t wait for it to open,” Walsh said.

Expert: Don’t be confused by TRIM notices Property tax documents known as TRIM notices (Truth in Millage Law) went out for the Manatee County portion of the island starting Aug. 15, and Sarasota County notices began to go out Aug. 22, according to budget analyst Sandi Henley of the Town of Longboat Key Finance Department.

Henley said the TRIM notices could cause some confusion.

“What the issue comes down to is this: Anyone who prepaid their assessment by July 7 in Sarasota and by Aug. 3 in Manatee counties will still have the assessment showing on their TRIM notice,” she said.

Not to worry, Henley said. The confusion will be sorted out by tax-bill time in the fall.

“It will not appear on the tax bill issued in November,” she said.

TRIM notices are not tax bills.

The newest TRIM notices contain a property’s 2016 value.

The property tax bill is based on assessed value, minus exemptions, times the millage rate of all the districts in which your property is located.

TRIM notices also provide the deadline to file petitions with the Value Adjustment Board.

Sarasota County Property Appraiser Bill Furst advises all property owners to review the TRIM notice as soon as they receive it. At the Sarasota website, sc-pa.com/home, Furst reminds landowners his office does not set millage rates, adopt budgets or collects taxes. TRIM notices can be viewed at the site.

Burglary reported at Colony Beach and Tennis Club A possible burglary was reported at 8:40 a.m. Aug. 16 by the property manager at Colony Beach and Tennis Club, 6020 Gulf of Mexico Drive, Longboat Key, according to the Town of Longboat Key Police Department.

Lawrence Stritzel reported he discovered a cable lock to the front gate had been cut although it was unknown whether any items had been taken from the property due to the ongoing demolition of several buildings.

Stritzel reported the driver of an unidentified car with a trailer was asked to leave the property at 3 p.m. Aug. 15. Extra property patrols were requested.

The investigation is ongoing.

Virginia firm digs into $5M New Pass dredging The project, which will renourish beaches on the south and north ends of the Key, is scheduled to be completed in November.

The 45-year-old project manager handling the sand-pumping hydraulic dredging vessel in New Pass has more experience than most in the beach-rebuilding game.

“My granddad did it for 50 years, my dad did it for 50 years and I’ve been doing it since I was 18,” said Steve Bassett of Norfolk Dredging.

Bassett is off to a good start managing the $5 million project critical to the restoration of eroded Longboat Key beachfronts. He’s already successfully navigated the tricky three-week trek towing his vessel, the Pullen, from Chesapeake, Va., to the south end of the Key. The Pullen began rebuilding the Longboat Key beachfront with dredged sand at 9:30 p.m. Aug. 18 — a day ahead of schedule.

The 150-foot Pullen will pump 200,000 cubic yards of sand from New Pass onto the shoreline between L’Ambiance and Regent Place. The renourishment project in New Pass will replace dunes stripped away by winter winds.

Director Juan Florensa said. The town has federal and state regulatory permits to work at night.

The New Pass portion of the project is to be completed about Sept. 15.

Once south-end sand placement is complete, dredging will move to the north end of the Key, using 250,000 cubic yards of sand from Longboat Pass to fill two critically eroded areas south of Gulfside Road, according to a report from Florensa. The project is expected to be finished in November after a mid-September start.

“We’re thinking it will take about a month before we get to Longboat Pass,” Florensa said.

The town is paying for the project with funds from the beach referendum approved by Longboat Key voters.

Florensa said the major schedule variable now is the dredge’s vulnerability to stormy waters.

“A major storm such as a tropical depression would cause operations to be suspended for sure,” Florensa said.

The dredge is not self-propelled, so it has to be towed or pulled wherever it goes, he said.

Bassett said it take six to 10 hours to tow the Pullen to safe harbor if a major storm approaches.

firm, has been engaged in hydraulic and clamshell dredging since 1899 in all coastal areas, according to its website. The venerable firm has motivation to finish the Longboat Key job quickly, Bassett said.

“We have an $18 million job in New Orleans we are heading to when this project is over,” he said. “It was fortunate to catch this project on the way to New Orleans.”

Don’t expect a fourth-generation Bassett to pass this way for a dredging project in the future.

“I’ve got three girls and I am going to encourage them to be teachers or something closer to home,” Bassett said.

Demolition brings life to Colony property Trucks hauled off five razed buildings from idle condo association grounds.

As developer Unicorp prepares the Colony Beach and Tennis Resort for redevelopment, it is seeking the first of approvals needed.

The developer’s plans for a 180-unit condominium, 180-room hotel will require Longboat voters to approve additional density on the property. The request for a referendum is scheduled to come before the Longboat Key Town Commission at 7 p.m. Sept. 12.

Unicorp must also apply for a comprehensive plan amendment and rezone to establish a planned unit development.

Unicorp also wants an extension of the property’s 237 grandfathered tourism units through June 30, 2018.

By Oct. 1, Unicorp President Chuck Whittall said he hopes at least 75% of unit owners will have signed a development agreement absolving all litigation and buying out owner interests. He said he is optimistic it will happen soon after receiving a unanimous vote from the board to move forward on the agreement.

It looks like a ghost town now.

The once world-renowned Colony Beach and Tennis Resort grounds are deserted, except for heavy equipment operators dismantling the ruins of five commercial buildings.

Under the watchful eyes of Chris Odum, a field supervisor from ADS Environmental Services of Tampa, a large excavator tore chunks from a condemned commercial building Aug. 17 at the defunct resort, at 1620 Gulf of Mexico Drive.

Truckload after truckload of debris was hauled from the property during the five-day project that began Aug. 15. The clearing is one of the first steps of an eventual $1 billion redevelopment of the roughly 18-acre property.

Sweating in the shade in 90-degree-plus heat while watching the buildings come down, Odum said everything was going smoothly.

“They’re doing it right,” he said. “They’re keeping it wet and trucking it right out.”

Odum eyed a worker hosing down the teeth of the excavator as it demolished a resort service building. “Hosing it down holds down the dust and any potential harmful substances such as asbestos,” Odum said.

The Longboat Key Planning Zoning and Building Department issued permits Aug. 11 for demolition of the five buildings closest to Gulf of Mexico Drive. Within four days, work had begun.

Alaina Ray, director of the PZ&B department, said the buildings had begun to collapse after six years of disuse. Former uses included a spa, small conference center, housekeeping, maintenance and laundry.

Years of neglect were evident throughout the grounds surrounding the demolition area.

The front door to the nowmoldy restaurant gaped open as a plywood covering had given way to the elements or intruders.

A possible burglary attempt was reported during the demolition week by the grounds supervisor, although no losses were found.

All Colony buildings could be razed within nine months.

Plans for redevelopment will be anchored by a five-star hotel, according to Unicorp National Developments President Chuck Whittall. He has already outlined plans for a 180-unit condominium, 180-room hotel with timeshares at the property and saltwater swimming pools populated with tropical fish.

Unicorp has been talking with “all the major” five-star hotel operators to anchor the resort, according to Whittall, including Toronto-based Four Seasons Hotel and Resort; Stamford, Conn.-based St. Regis Hotels and Resorts; Dallas-based Rosewood Hotels and Resorts; and Mill Valley, Calif.-based Auberge Resorts and Hotels, among others.

For the project to move forward, Unicorp will need to secure several approvals (see sidebar).

Then, life can return to this ghost town.

his is odd, but a turn of events compels us to revise one of our recommendations for the Aug. 30 primary.

It’s the Republican District 23 Senate primary, a race that appears to feature no indisputable, runaway frontrunner.

The candidates: two sitting representatives, Greg Steube and Ray Pilon; a former state representative who reached his eight-year limit in the House and now wants to serve in the Senate, Doug Holder; a former Sarasota city commissioner and Sarasota County commissioner, who also reached term limits (in the county), Nora Patterson; and a little known businessman from Charlotte County, Rick Levine.

Manatee and Sarasota voters — mostly Republicans — obviously have expressed their confidence in Steube, Pilon, Holder and Patterson by virtue of their being elected and re-elected multiple times. Their re-elections are endorsements that their performance and votes pass voters’ approval.

But now the four of them are vying for that one seat, and voters must decide which of these four candidates is best suited to do what is right for the taxpayers and voters of District 23 and Floridians. The district includes all of Sarasota County and a northern slice of Charlotte County.

On this page last week, we used what amounted to a process of elimination. We cited dismay at the mud-slinging between the political action committees favoring Holder and Steube, calling it a turn-off.

Levine is unknown. We cited Patterson as having probably the largest following of Sarasota County voters; but her voting record over the past 25 years — while fiscally solid — has tended to drift too far toward government regulation and intervention and away from capitalism. That left Pilon, a mostly conservative moderate Republican, a man of solid character and a representative willing to challenge House authority and stand for what he believes.

But then came a candidate forum this past Saturday, sponsored by the University of South Florida and the Observer. Holder’s assistant called a few hours before the event to say Holder would not attend — a not-so-subtle message. And during the forum, the contrast in political philosophies became clearer: Steube is the staunchest advocate of the

When Rep. Pilon sided with Patterson in favor of expanding the Obamacare Medicaid system in Florida and bringing back stricter growth management at the state level, those positions triggered a series of thoughts for evaluating candidates: n For two centuries, the trajectory

PALO ALTO: SOUND LIKE LONGBOAT? Here’s a story apropos for the moment — as Longboat Key voters cast their ballots on whether to allow 2.62 acres on north Longboat to be rezoned from commercial to tourism use.

In Palo Alto, Calif., recently a Kate Downing resigned from the Palo Alto Planning and Transportation Commission in protest over no-growth policies.

In her resignation letter, she wrote how she and her husband rent a home in Palo Alto with another couple, costing them each $6,200 a month.

“This is unaffordable even for an attorney and a software engineer,” she wrote. “… I have repeatedly made recommendations to the council to expand the housing supply.”

Downing’s letter listed a half-dozen measures that would help increase the supply of housing and lead to more affordability — such as allowing two floors of housing instead of one in mixed-use developments; legalizing duplexes; or easing restrictions on granny units.

In response, Palo Alto residents un-

leashed on Downing in the local newspapers. Said one: “I’m so glad we have one less inexperienced, new resident on the Planning Commission that is demanding that long-time residents sacrifice their hardearned quality of life for young, new residents who want the benefits without the sacrifice and hard work.”

All of this prompted George Mason University economist Alex Tabarrok to write: “…[N]otice how un-American these claims are. The current residents want to protect their gains by telling other people how they can use their property … When a new restaurant starts to take patrons from an old restaurant, we generally don’t think that the old restaurant — the long-term resident — has the right to prevent the new restaurant from opening. Yet when it comes to residential land, we give the old residents a veto on the new.”

Tabarrok says we have collectivized property in the U.S., leading to high costs, ill-will and endless conflict. —Ed.

of American government has contracted your freedoms in favor of a continuously growing and more powerful, interventionist state. Reversing this starts with sending the right people to city hall, county commissions, legislatures and Congress. As Thomas Jefferson once said: “Most bad government results from too much government.” n At each election, we are reminded of the philosophy a former state legislator from Lakeland applied in Tallahassee. Before voting, she asked: “Will my vote increase freedom or reduce it?” And she voted accordingly — for freedom. n Here’s a question to ask everyone running for office: “Why are you running — to be somebody, or to do something?” If it’s the former, no way. But even if the answer is the latter, that can be dangerous.

“To do what?” To expand the power of the state over you or your neighbor? To tilt “the law” to favor one group over another? These are dangerous motivations — because when the state intervenes, one law begets another and another and another.

Look at the messes Washington politicians have created.

When French economist-journalist Frederic Bastiat produced his classic book, “The Law,” in 1850, he wrote: “… [N]othing can be more evident than this: The law is the organization of the natural right of lawful defense. It is the substitution of a common force [e.g. a government] for individual forces. And this common force is to do only what the individual forces have a natural and lawful right to do: to protect persons, liberties and properties; to maintain the right of each; and to cause justice to reign over us all.”

That’s what the law is supposed to do. But as Bastiat also wrote, elected officials pervert the law: “[The law] has been applied to annihilating the justice that it was supposed to maintain; to limiting and destroying rights which its real purpose was to respect. The law has placed the collective force at the disposal of the unscrupulous who wish, without risk, to exploit the person, liberty and property of others. It has converted plunder into a right, in order to protect plunder.”

In summary, who then is most predisposed to go to Tallahassee to work to limit the reach of government, to defend and expand freedom and shrink the state?

When Patterson and Pilon want “the state” to manage more people’s health care and do more to manage your community’s population and growth, they are advocating less freedom, more government. When Rep. Steube proposed to allow permitted gun owners to carry their weapons in the open on college campuses, he was widely criticized — too extreme, they said. Regardless of your stand on guns, philosophically, Steube proposed a measure to increase your freedom.

Rep. Steube isn’t perfect; he knows that. He doesn’t have landmark legislation named after him; he didn’t make it into the ranks of the leadership in his six years in the House. Nor did Pilon or Holder. And we’ll repeat what we said last week: All four candidates — Holder, Patterson, Pilon, Steube — would serve acceptably in the Senate. But if you embrace our nation’s principle idea that government is to protect your liberty and not infringe on it, Steube has demonstrated he is more likely to do that than the others. I write to add my objections to the misleading, incorrect propaganda being spewed out by the Floridays people under the guise of various political committees — the latest, most obscure, being the Leadership for Florida’s Future.

This group, established in 2014, had a grand total of zero contributions until two large ones appeared, one in September 2015 and the latest in July.

Coincidence?

The postcard this committee recently sent out should draw the wrath of anyone familiar with the issue of utilization of the land at the north end of Longboat Key. Its photos imply that, without the hotel, we’ll get a tattoo parlor and a pawn shop or “low-rent” strip malls.

Why not go further? Why not imply the town will allow street peddlers of genuine gold watches, or carnival rides, or gambling?

Of course, such enterprises have never been considered for the site. This latest lie suggests that voters have only two choices: a hotel or squalor. I object to the underhanded tactics of the Floridays group.

If this is what we can expect of them, do we want them here on Longboat Key?

Hence, the following questions: n Where would the hotel guests for the Floridays project access the beach? They would have a long walk to the public access at Broadway, even longer to North Shore. So would they drive to one of them?

Where will they park their cars? Will we copy Lido and have parked cars lining GMD for a few miles? n Would the guests bring their own chairs and lounges?

Carry them from the hotel across GMD down the access road and to the beach? Along with their towels, coolers, etc.? Hotel guests don’t usually travel with their chaise lounges. So would the hotel provide them and take them over each morning and retrieve them each evening? They have to be removed each evening. n Would the hotel personnel help clean up the beach each day? There is often a lot of trash left on the portion of the beach from the 6600 block to 7100 block of Gulf of Mexico Drive. Imagine a few hundred more people.

A first-class hotel at this location would need to provide: transportation to and from the beach; beach chairs/ lounges and beach equipment; and daily beach patrol (trash pickup).

There are several definitions for “progress.” But it generally means movement toward a goal or to some higher state or stage. I don’t believe a hotel gets us there.

Picture this: My husband lived on Lido Key when St. Armands Circle had a little ball diamond in the center of it. He graduated from Sarasota High School in 1961.

I lived on the mainland and was in the second graduating class at Riverview High School.

The SHS kids “owned” Lido Key; RHS students “owned” Siesta Key; and likewise Bradenton kiddos owned Anna Maria.

No one came to Longboat Key! It was not even on our radar.

After living elsewhere for more than 40 years, we came back. We purchased a condo at the north end of Longboat almost two years ago. The reasons: Traffic is unbearable on Siesta Key; parked cars line Ben Franklin Drive along the beach on Lido from the north end almost to the Ritz-Carlton; and Anna Maria is one long beach road of commercial shops and restaurants.

I guarantee none of the planners of those keys foresaw what was to become, and I’ll wager my condo that none of them would let the development occur as it did if they could do it again.

Sad fact: Once we start relaxing codes, rezoning without knowing the outcome and tinkering with density, it takes on a life of its own, and it is difficult, if not impossible, to stop the process. Forget about undoing the damage; that is

Furthermore, siting this hotel in a concentration of unique residential neighborhoods on both sides of Gulf of Mexico Drive would adversely transform the character and quality of life of these residential properties and reduce their values.

We have recommended mixed-use residential for the properties with a small amount of commercial, which is the current plan for revitalizing the adjacent Whitney Beach Plaza.

Many favor the town buying the property for a park, over an acre and a half of which is natural forest. What a beautiful northern gateway to Longboat Key. Hotel would increase traffic I want to address the sentiment held by a majority of the town commissioners, that Longboat Key needs an everexpanding tourism presence, because these tourists will buy our houses. As far as I can see, this is the sole rational for approving projects such as the overly large and overly dense Hilton Inn expansion, and the proposed north end motor hotel, which will be twice as densely populated as the Hilton project.

Here are some thoughts to consider before approving more tourist units on our increasingly exclusive residential island.

1) The Federal Department of Transportation (FDOT) estimates that retired people make 5.4 trips away from their homes per week.

2) The FDOT estimates that tourists make 3.2 trips, by car, per day away from their hotel rooms, or 22.4 trips per week, which is four times the traffic load of residents.

3) The American Hotel Association estimates that the average tourist stay is 2.2 days.

Since a tourist car checks in on Longboat on the same day that a tourist car checks out, on changeover days the tourist traffic load increases.

4) Examining town business license numbers for rental properties, along with the total number of units advertised on Airbnb and Vacation Rental by Owner (VBRO), Longboat Key can currently accommodate between 8,000 and 11,000 tourists.

How many tourists does our community need to assure a healthy real estate market?

Is 8,000-plus tourists at any one time enough? I believe it is more than enough. If the average stay is two days, then perhaps many hundreds of thousands of tourists already visit our community annually.

I have talked to several real estate people who believe that traffic congestion on our island is already dissuading perspective buyers from buying.

The proposed north-end motor hotel will add the equivalent traffic density of 480 residences.

The north end, not on the water, economy motor hotel will attract the lower end of the tourist market. Having kitchens in the small rooms will attract price conscious travelers with ice chests and four in a room. This type of tourist is less likely to patronize our local restaurants and will further congest checkout lines at Publix. They are also highly unlikely to ever buy our homes.

The majority of the commission has expressed a need for adding more than 700 tourist units on Longboat, including the Colony and Key Club expansions. The resulting increase in traffic congestion will be equivalent to adding 2,800 residential units, as tourist traffic is four times as dense as residential loading.

Additionally, the added 700 tourist units will change over every two days, intensifying congestion even more.

On Aug. 30, voters will have to weigh the value of additional tourism capacity, to the already existing 8,000 to 11,000 tourist capacity, against the resulting large increase in the number of cars on GMD. Note: Hotel rooms accommodate two-plus visitors and houses/condominiums accommodate four to six-plus visitors. It is people, not units that create lines at Publix, take up

seats at local restaurants and crowd our beaches and GMD. The effective fourfold increase in traffic caused by tourists, as opposed to residential traffic, should be a major consideration when voters enter the polling booth on Aug. 30.

Town has been too accommodating Mr. Bullock, you and your cohorts are siding with an unwanted developer who wants to build a grandiose hotel on the north end of the Key, the largest building on the north end of the Key in one of the smallest communities on the very north end where LBK began as a small fishing village.

Your constituents have let you know that this type of construction would be totally out of touch in this quaint village and that we are not in favor of this ridiculous, inconceivable development, which would degrade and destroy the quality of life in this village — all for the sake of filling your pockets.

This would have an unfavorable impact on the entire island and also the other islands to the north, generating further unprecedented traffic concerns and inevitable strain on beaches from short-term rentals sure to follow.

This developer has not given any concrete information as to what he intends to do.

This developer will certainly stake out every benefit possible for himself.

What makes you willing to conform to his desires, Mr. Bullock?

Zucker’s vote cost taxpayers millions I shall not vote for Caroline Zucker in the Aug. 30 school board election.

Last April, Zucker voted to approve a contract with Willis Smith Construction Co. to build the Sun Coast Technical College in North Port at a cost of $18 million.

Another contractor, A.D. Morgan, ranked first in a competitive bidding process by a nonpartisan committee, was the low bidder and would have saved the district $4.5 million.

Apparently, this saving does not matter to Caroline Zucker.

Her reason for awarding the contract to Willis Smith was unpersuasive: She liked what the company had done in the past. Anyone involved in construction knows that one works with an architect to draft specific plans, and the construction company completes the work according to the detailed plans. The bid should have gone to the lowest bidder meeting the standards, thus, saving $4.5 million of Sarasota taxpayers’ money.

Judge J. Bruce Culpepper said that although the school board did not violate any laws, the process gave “the appearance of and opportunity for favoritism.”

As a taxpayer, I find Zucker’s vote to be wasteful and illconsidered. Those wasted millions could have been spent on students, teachers, supplies and other much needed items.

Regarding your comments Aug. 18 about Democratic Party candidates and our use of the words “liberty” and “freedom” …

Liberty and equality are both fundamental values to our nation. Neither is absolute, and finding a just balance between the two is fundamental to our society and to our representative democracy.

One of the best formulations of the inherent tensions between these two values is, I believe, found in “Reflections of a Radical Moderate,” (1996)

by Elliot Richardson. He was a Republican, a dedicated public servant and a superb human being (whom I was proud and pleased to work with, support and call a friend).

We cherish both values — equality and liberty. Shifting constellations of political power and policies sometimes, however, result in pronounced shifts and excessive compromises regarding one or the other.

Many of us believe that the middle class is vanishing, and the inequality gap is becoming cavernous. Those in the peak 0.1% own as much wealth as the bottom 90%, and those in the top 1% receive about 20% of all income and hold onethird to one-half of the wealth.

We believe this situation is unjust and unsustainable for our society and our form of government. Measures are needed to restore essential balances.

Treating inherently relative values as absolute contributes, unfortunately, to the dysfunctional political polarization in our country. Purportedly dismissing all Democrats as similarly absolutist exacer-

bates the problem.

Why do you want to serve on the hospital board? What qualifies you to oversee the fiscal health of the Sarasota County Memorial Health Care System?

I am currently a board member of the Sarasota County Public Hospital Board. When elected, I plan to continue my board responsibilities as I agreed to do when I was appointed.

With 40 years of executive management experience, I do have a finance background, which allows me the opportunity to apply my knowledge to the fiduciary responsibilities needed to protect our Sarasota County citizens from an undue tax burden.

What is your position on how the hospital board should use and manage its taxing authority?

The tax amount received by the Sarasota Memorial Health Care System is continuing to represent a smaller percentage in relationship to the total revenue the hospital generates.

Currently, the tax contribution represents about 6% of the total annual revenue of over $700 million. The board continues to review the millage rate, and the board makes an effort to reduce the rate.

In conversations with citizens, the school tax represents a far larger portion of their tax than the cost of their medical care.

A proposed hospital in Venice is just one of the ways SMH has attempted to grow over the past few years. Do you favor pursuing a hospital in Venice? Why? With the growth that is happening in Sarasota County, new facilities will need to come on-stream sooner rather than later. In season, SMH already has experienced a shortage of patient rooms.

A new hospital in Venice will come about as soon as the legal hurdles have been cleared. The board and SMH are actively pursuing this effort.

What is your position on doing what Venice and other communities have done — selling and privatizing the hospital system and using the proceeds in a community foundation?

Under no circumstance would I agree to any attempt to privatize the Sarasota Memorial Hospital Health Care System.

The citizens of Sarasota County are very proud of their hospital and are not in any way desirous of changing the status quo.

There are too many examples of corporate ownership hospitals that are suffering from the lack of service and maintenance of the physical facility.

Why do you want to serve on the hospital board?

The Robert Wood Johnson Foundation (RWJF) Future of Nursing Campaign for Action advocates for a nurse in every boardroom. I agree. “A nurse on the board is a voice to be heard.” I want to be that voice, as a patient advocate first and foremost.

Here’s what I can offer: As an experienced health care provider and educator for close to 40 years, I came out of medical/nursing retirement in order to run for this position on the board and strongly believe with that knowledge and expertise that I can offer a unique perspective to the health care needs of the community.

What is your position on how the hospital board should use and manage its taxing authority? Do you have a position on whether the millage rate should be raised or lowered?

I believe the millage rate is between about right and in some aspects somewhat too low. I intend to continue serving the community health needs within the main hospital and the area clinics. The tax monies come from the com-

munity; consequently, those monies should be utilized to give back to the community with respect to services provided.

Do you favor or oppose pursuing a hospital in Venice?

Yes, I favor an SMH facility in Venice. A community-needs assessment has shown that the population in the Venice/ North Port area has increased.

Progressive growth and affordable living costs have attracted young families. Building SMH in that area would provide accessible quality health care as well as employment for those in the community for many years to come.

What is your position on selling and privatizing the hospital system and using the proceeds in a community foundation?

The community has several choices for health care within this county, both private and nonprofit, each offering specialized care and procedures.

As a public hospital, Sarasota Memorial meets strict requirements regarding governance, taxing authority and the services it provides to the community ... Our community has a county health care system that is truly exceptional and well-respected. Why would we do anything to change that?

My position is to absolutely keep SMH a nonprofit public hospital and to continue its growth within the community.

Why do you want to serve on the hospital board?

My mission will be to represent the taxpayer citizen owners of our community hospital. I plan to pursue and demand, from both the SMH administration and the current arrogant and secretive SMH board members, much better truthful, ethical behavior, especially as regards to the lack of respect for we the taxpayers’ money and the future debt burden.

I am a financially conservative non-establishment candidate, not a favorite son incumbent.

Since early 2014, I have been attending most SMH board committee meetings to help understand what they do and how decisions are made.

Wow!! What an arrogant, rubber-stamp financial mess.

I have attended more of these committee meetings than at least six of the nine board members. So I suggest that I know more by far than any of the other candidates except Malone.

Not in the near future. This is another even bigger community investment bamboozle, part of the arrogant SMH administration unethical secret strategic planning process.

Most “community investment” expansion projects have been money losers now and for the future.

Having worked with health care organizations in my past experience, I am passionate about having a hospital and health care system in Sarasota that serves ALL the residents with top-notch quality care and comprehensive services at the most affordable cost possible. I am also totally committed to keeping Sarasota Memorial a public hospital so it can continue in its mission to provide quality, comprehensive care to ALL whether they can afford to pay or not.

What qualifies you to oversee the fiscal health of the Sarasota Memorial Health Care System?

Not only do I have academic background in economics/ finance, I have worked with health care organizations in my consulting business. I have also served as treasurer and chairman of finance, investment, quality, audit, mission and planning board committees since I have been on the board of Sarasota Memorial Hospital.

What is your position on how the hospital board should use its taxing authority?

Our current rate of 1.0525 mills is lower than what we have had over recent years and generates about $46 million. This

amount represents only 6% of our revenue of about $750 million. However, it is important to our mission of providing quality health care to ALL our citizens. As a public hospital, we carry the lion’s share of all uninsured and underinsured patients in our community and had about $97 million in costs for bad debts, charity care, Medicare losses, Medicaid losses, etc. for FY2015.

I believe the current rate is a low amount of taxation on our community and reasonable because we operate so efficiently. If we on the board believe we can lower the millage rate a bit more this year, we will.

Do you favor or oppose pursuing a hospital in Venice?

Why? I strongly support SMH pursuing the building of a hospital in Venice. We are committed to providing quality care and services in the most efficient, effective and least costly way possible to all of our community residents. A hospital in the southern part of the county located where the community demographics and supply of physicians would support it is the right thing to do.

Venice has more than 200 physicians living in the area, and the average age is 65-plus.

In addition, with the consistently increasing number of patients at our main campus, a hospital in Venice would alleviate that increasing burden on our main campus resources.

As a nurse for eight years in numerous avenues of the medical field, I feel that my background and knowledge of the health care system and community places me in a great position to benefit the hospital and community.

I have been a nurse for eight years, three of the last years directly involved in the health of the community as a home health care nurse. I see the needs of the community on a daily basis.

What is your position on how the hospital board should use its taxing authority?

I do not think that the hospital board should be focusing on building more hospitals in local geographies. I feel that improving quality controls within the current hospital, and focusing on community prevention, should be a goal for the board and finances should allow for some of those areas to be grown upon/improved.

If elected, what do you believe should be the top priority of the board during your term?

Improving community services for preventative medicine. An ounce of prevention is worth more than a pound of cure.

Why? I would be opposed to another hospital being opened in Venice. As a home health nurse, I travel to Venice five days a week. The commute is not a cumbersome one, and most patients that I work with prefer SMH, as they know from previous experiences that they are taken care of.

What is your position on building a hospital in North Port?

As a nurse that worked as a home health nurse in the North Port community for two years, I did not come into any issues with the city of North Port not having its own hospital. There is an emergency facility within North Port that is utilized and numerous walk-in clinics. I feel that the taxpayers’ money can be used elsewhere for the upcoming years and a hospital, at this time, is not an urgent need.

What is your position on selling and privatizing the hospital system and using the proceeds in a community foundation?

I personally feel that privatized health care facilities do not thrive as well as those, like SMH, that are publicly owned.

SMH is outranking local hospitals and focuses on the needs of the community, just as much, if not more so, than its neighboring privately owned hospital.

I have gone on record of being more of a protector of our charter rather than a corrector.

I believe that the CRB should be open to all amendments proposed; however, the charter should be treated like our constitution and changed only with caution and deep thought.

If elected, what will be your top three priorities during your term?

1. STOP the move to a puppet board.

2. Require the Charter Review Board members to actually show

Do you think the board should take a more active or passive role in determining potential changes to the charter?

I do NOT believe that the CRB should be more active in proposing changes to the charter. Many times, law and rule changes can have unintended consequences and effects.

I believe the role of the CRB should be to carefully weigh and research proposals that are brought before it by voters, with an impartial eye to anticipating as many unintended effects as possible. It is this impartial eye that an appointed board member couldn’t provide.

What is your position on the idea of turning the Charter Review Board into an appointed position, rather than an elected office?

The CRB needs to be responsible to the voters, NOT the County Commission.

If elected, what will be your top three priorities?

The CRB has sent to special committee for consideration the amendment relating to an appointed versus an elected board. I voted against sending this amendment to special committee and will continue to oppose an appointed board.

Why do you want to serve on the Charter Review Board?

Right now, the Charter Review Board has pending a proposal to change this elected board into an appointed “puppet” board. That is, a puppet of the County Commission.

That’s the same County Commission that challenged, in court, the term limits placed on it by the Charter Review Board and the voters of Sarasota County. But for serendipity, they would have gotten away with it.

Now, you know, the Sarasota County charter is like a “limited home rule constitution.” It describes the structure of county government and the rules it must operate under.

Asking the County Commission to control their own power is like asking your dog to guard your lunch.

It started as Southside Elementary School PTA president, president of the Junior League of Sarasota, 12 years on the Sarasota County Hospital Board (chair two years), and 3 1/2years Sarasota County Charter Review Board, last year its chair.

I have proposed an amendment to the CRB bylaws that is procedural in nature. This amendment allows the CRB to vote whether to docket and debate all proposed amendments, replacing the mandate of the chair to do so.

This would allow a proper vetting of any proposed amendments prior to debating them, ensuring that the amendment was not in conflict with current county ordinances or state statutes, which did occur last year.

Finally, my proposed bylaw amendment addresses failed amendments, allowing the CRB the option of not revisiting failed amendments for a oneyear period. Last year a single amendment was presented repetitively all year for consideration, and our bylaws do not address an opt-out.

I want to protect the board’s status as an elected board and not appointed. My primary opponent appears to be open to switching to an appointed board.

If elected, what will be your top three priorities during your term?

1. Keeping the board elected rather than appointed.

2. Giving the public more opportunities to present their ideas without shutting them down just because they might say something negative about a board member. Our citizens many times have good ideas that came about because of negative event. The board needs to listen more and grow thicker skin.

3. Create a more cooperative atmosphere between elected officials and the citizens they represent. I want the people to once again feel the government is there to help us not rule us.

Do you think the board should take a more active or passive role in determining potential changes to the charter?

Passive. The board shouldn’t be initiating changes to the charter based on their own ideas. They should be listening to the citizens’ ideas.

I am 100% opposed to an appointed board.

I want to serve my community.

I am a person who understands that you must have the ability to balance desires of many different viewpoints when coming to a final decision as to recommend or deny a proposed change to the charter.

More active. The Charter Review Boards should have an active, flexible and evolving focus. A growing, dynamic county cannot maintain a county charter without seeking to have it grow and change in the best interests of the people in the county.

When police arrived, a security guard said he had caught someone shooting off fireworks on the beach, and had told the individual he was calling police.

By the time officers arrived, the fireworks culprit had left.

CRACKING THE CASE 12:09 p.m. — 5400 block of GMD Vehicle Burglary: A man flagged down a police officer to report that someone stole a green umbrella and financial documents from his jeep. The man said he left his windows cracked, and figured that was how the suspect gained access to the vehicle.

INTRUDING ON DEMOLITION 8:40 a.m. — 1600 block of GMD Suspicious Circumstance: The manager of a shuttered resort reported that he found the lock cable to the front gate of the property had been cut, and that contractors on-site had noticed a suspicious car with a trailer the previous day. The man told officers that because of the ongoing demolition at the property, it was difficult to determine if anything had been taken.

MONSTER-IN-LAW 2:14 p.m. — 3600 block of GMD Suspicious Vehicle: Police observed a vehicle traveling extremely slowly down a main roadway, then pull off onto a side street. When nobody exited the vehicle for two minutes, officers approached the SUV and found a woman with three young children and several animals. The woman told police she got into an argument with her mother-in-law and was driving back to Michigan. Officers directed the woman toward the interstate.

Upon arrival, an officer checked for signs of rabies and noticed the animal had a wound on its back with signs of an infection. Animal control responded to take the raccoon away.

Fun fact: Ziggy’s ears perk up whenever he hears the name of Luca, a Chihuahua owned by one of the Ceshkers’ clients who visits Ziggy weekly.

Pookie, a 31/2-year-old miniature poodle, is skilled at fetching tennis balls and is also an avid runner — hobbies he’s had ever since Al “Mifflin” Lowe and his wife, Patti, rescued him a year and a half ago from Orlando Pooch and Poodle Rescue Organization. The Lowes’ previous dog, Phoebe, was the inspiration for

Al Lowe’s children’s book “Little Dog, Big Bark. Big Dog, Little Bark.” If it does well, Pookie could be Lowe’s next inspiration.

Fun fact: Before he can sleep for the night, Pookie takes his favorite toy, Chocolate Moose, and walks the perimeter of the Lowes’ basement. No one knows why, but he does it every day without fail.

CADILLAC Occupation: Wannabe grandchild. Whenever Janet and Jerry Whitehead’s grandchildren visit, the couple’s 2-yearold yellow lab, Cadillac, follows them around as if he’s hoping to be one of them. The Whiteheads began raising Cadillac when he was 9 weeks old and training to be a guide dog at Southeastern Guide Dogs.

When he went back for training, he lost 25 pounds, a sign that he might have missed the Whiteheads. His personality was better-suited for life as a pet, so last summer, the Whiteheads officially adopted him.

Fun fact: Cadillac can’t resist jumping in the front-yard pond in the Whiteheads’ summer home in Highlands, N.C., and chasing the goldfish.

GNARLY

Occupation: Official welcoming committee. Gnarly, 5, is the 90-pound fluffball English goldendoodle who greets customers at Cannons Marina with a wagging tail.

Fun fact: Gnarly starts his day with an egg and loves his daily golf cart rides around the Village.

Mote celebrates

sharks W

hile The Gummy Sharks performed classic tunes, kids and their parents wandered around Mote Marine Laboratory and Aquarium playing games, making arts and crafts and getting their faces painted.

It was all part of the celebratory conclusion to Mote’s second annual Shark Days.

Throughout the week, Mote hosted different events focusing on the top predators of the ocean. Shark Days ended Aug. 20, but not before guests had the chance to take photos of the sharks, meet Mote’s mascot, Gilly the Shark, and learn more about the species. Shark Days helps aquarium visitors better understand why sharks are important to the ocean.

“Sharks are very important to the ocean as top predators and the top of the food chain, and if their population was to be depleted, it would have a cascading effect on those beneath them,” Mote Marketing Coordinator Sofie Wachtmeister said.

Apart from all the fun, Wachtmeister said Shark Days is a good way for Mote to showcase what research is being conducting locally and globally.

Campers bring stories to life

I

maginations came alive during Mote Marine Laboratory and Aquarium’s Aqua Tech Camp Aug. 10 as campers created stop-motion videos based on stories they created.

The week-long camp focused on the ocean and technology and taught kids in grades three through five how to use technology in relation to the ocean, Mote staff member Kiley Gray said. Groups of kids worked together to think of a story, then using Lego pieces they built themselves, they created stop-motion images that will be translated into a short video clip. Each group was provided with a blue cardboard background, string, a camera, a computer screen and the Lego pieces necessary to its story.

Marin Walters and Reef Teffenhart, both 8, focused on sharks and trash for their story.

Teffenhart explained the story, which follows a shark who was eating trash in the ocean. He said a scuba diver comes along and brings the shark to shore and puts a hose in her mouth to remove all the trash. For some reason, the hose needs to be longer, so a submarine comes to the rescue and helps elongate it. Finally, the shark is free of the trash, but the scuba diver brings her to the veterinarian just to be safe.

When each group was finished, it could make up a new story, or add on to its original one. The kids shared their clips with the whole camp later in the week.

DONALD PIKE

Donald Pike, 91, of Bradenton and formerly Janesville, Wis., died Aug. 18.

He was born on March 31, 1925, to the late Louise and Bernard Pike.

During WWII he served in the Navy as a machinist in the South Pacific, and during the Korean War he served as a master sergeant from 1946 to 1954. After his time with in the military, Mr. Pike worked for the Rock County Sheriff’s Department in Janesville.

In 1973, he moved to Bradenton, and he served as the chief of police for the Bradenton Beach Police Department from 1973 to 1979. He was also a patrolman and detective for the Longboat Key Police Department.

Following his retirement in 1996, he worked as a ranger for the Waterlefe Golf Club in Bradenton from 2000 to 2012. After that he retired for the final time.

Mr. Pike loved motorcycles, and he traveled around the country with his late son, Steven, and grandson into his 80s.

He was a member of the Gold Wing Riders Association and Elks Lodge #1511, the Fraternal Order of Police Lodge #70 and AARP. Mr. Pike was preceded in death by his parents, Louise and Bernard; sister, Geraldine; brother, Russell; and son, Steven. He is survived by his long-time partner Lois Mulnix; daughters Cheryl and Kristine of Bradenton; granddaughters Kim of Bradenton and Ashley of Trinity; grandson Stephen of Tampa, half-sister Mary Alyce Paul of New Smyrna Beach; and numerous nieces and nephews.
