Teen helps turtle conservation efforts On July 27, Turtle Inc. founder Lexi Mariash, 13, donated $6,898 to Mote Marine Laboratory and Aquarium to help sea turtle conservation efforts.

The money was raised at Mariash’s second mini golf tournament May 14. The event raised $14,000. The other half of the money went to Easter Seals of Southwest Florida.

Mariash has been passionate about turtles since she was young, and Turtle Inc. is about combining that love with sea turtle conservation awareness.

“When I was younger, I went to a museum and got a sea-turtle stuffed animal, and after that, I was just in love with turtles, and after researching, I saw they were endangered and wanted to help,” she said.

Bondi: Longboat can’t cite boaters for noise Longboat Key Police Chief Pete Cumming: ‘If need be, we’ll send a test case through.’

It’s official: The town doesn’t have the authority to police noise violations from boaters even inches from the shores of Longboat Key. Well, sort of.

Last week, the office of Florida Attorney General Pam Bondi issued an opinion declaring that the Florida Fish and Wildlife Conservation Commission — the state — has jurisdiction of the entire Intracoastal Waterway. Although the opinion isn’t a court precedent, it could derail a debate on establishing decibelbased noise restrictions that town commissioners intended to discuss this fall.

“If we did decide to go forward on something like this, this is something opposition could bring out against us,” said Town Attorney Maggie Mooney-Portale, who in a May 3 memo to Bondi’s office asked for the opinion about whether the town could regulate noise levels.

That decision grew out of an ongoing discussion between commissioners and staff about a potential ordinance that would establish decibel levels and zones with different thresholds. The town considered purchasing equipment that would cost up to $75,000 for officers to mea-

sure those proposed levels during enforcement. The initiative was targeted at noise from boaters partying on the shoal of Jewfish Key, Mooney-Portale said.

“You can’t appeal an opinion, but you certainly could go through other avenues of forcing a court challenge,” she said. “But the question is how important is getting that determination, and on the spectrum of other issues the commission is facing, how important this authority is.”

Currently, the Key’s municipal code rules that noise that’s “plainly audible, an annoyance and a disturbance” is illegal, Mooney-Portale said.

“No person shall make, cause, allow or permit to be made any unreasonable sound within the geographical boundaries of the town or within those areas over which the town has jurisdiction, including the waters and beaches adjacent to, abutting or bordering the town,” the town code states.

An officer can issue a warning if the sound violation is plainly audible from the complainant’s property. If it’s not corrected within 15 minutes or if it happens again within the next year, the officer can issue a citation.

Bondi’s opinion renders those regulations moot around Jewfish Key. Commissioner Ed Zunz, who lives in Lands End at the north

end, said he understands why the state would want to pre-empt things like motor noise, so boaters can adhere to a single set of regulations as they ride the coastline.

“But you would think that with something like people blasting their radios, the state would have no particular interest in regulating,” Zunz said.

Still, the Longboat Key Police Department last issued a notice to appear to a boater on the shoal about two years ago, said Police Chief Pete Cumming. He and Mooney-Portale agree that the recent addition of a new police boat on the water, and therefore, increased law enforcement presence, has naturally decreased instances of noise complaints from the north end.

Mooney-Portale said Bondi’s ruling was broad, noting the area cited as the Gulf Intracoastal Waterway includes municipalities from Anclote Key near Tarpon Springs south to Fort Myers — an area that stretches through five counties and dozens of towns and cities.

Town officials will likely meet with representatives from other municipalities to consider options for challenging the opinion.

“We’re going to get together and create a unified front on this thing to see if we can make a change,” Cumming said. “There

are going to be some people who are affected by this who are going want some answers.”

As for state laws, such as boat speeds and no-wake zones, Longboat police will still have enforcement authority. But Cumming wants to make sure the town can formally cite vessels for violating town ordinances.

“It’s a matter of keeping the peace for our residents, and we will maintain keeping the peace.” he said. “If need be, we’ll send a test case through.”

Still, Zunz is skeptical that boaters will sit by idly and give up the state pre-emption.

“It would be a difficult thing to organize a lobby to try to change the state law, because it seems the boaters are as strong as the NRA in terms of their ability to lobby,” he said.

Of course the equation above isn’t mathematically correct.

But if Floridays obtains voter approval for 2.62 units on 6 acres, it could add up to 120 units.

That’s because if voters approve adding a density of 15 units to the parcels, Floridays can then apply for the additional 105 units it seeks from the pool of 250 additional tourism units voters approved in 2008.

FLORIDAYS’ VISION Floridays seeks to build a 120room boutique hotel in the Longbeach Village called the North End Hotel & Beach Club. If approved, it will be built in an Old Florida style and feature cabanas, a saltwater pool and dining and events, according to advertising materials.

If the referendum passes, Floridays aims to have permits in place by summer 2017, with a grand opening slated for late 2018.

THE DEVELOPERS The Floridays development team for the North End Hotel & Beach Club consists of: Project Manager James Brearley, who began his career in the 2000s and developed the Oxford Exchange in Tampa; CEO Angus Rogers, who is developing the Hotel Sarasota on Palm Avenue. Past projects include the Floridays Resort near Disney, the iconic Grande Riviera on Golden Gate Point, rental properties and assisted-living facilities; Vice President Steve Mullen, who has developed Holiday Inns, Comfort Inns, Best Westerns, Ramadas, Howard Johnsons, Quality Inns and Park Inns during his 30-year career.

FAQS Why are we voting on the Floridays plan?

Longboat Key’s 1984 Comprehensive Plan established the Key’s identity as a lowdensity residential island and prohibited any density increase without a public vote. Voters are not saying “yes” or “no” to a hotel plan.

They are deciding whether to allow greater density on the properties.

If voters approve the referendum, does that mean Floridays can automatically build a 120-room hotel?

No. The firm will also have to file for a rezone and comprehensive plan amendment to change the property’s future land use in September if the referendum passes.

Those proposals would go before the Planning and Zoning Board in November for recommendations, and the Town Commission would consider the plans the following month.

Floridays must also receive Town Commission approval for the additional 105 tourism units.

Town staff often refer to density referenda as “Mother, may I?” initiatives because if passed, they don’t automatically guarantee changes.

Why is the vote on the ballot in August, when many residents are out of town?

Floridays Project Manager James Brearley told the Longboat Key Town Commission that his firm sought to put the question on the ballot for August instead of November because contracts are difficult to obtain with uncertainty lingering far into the future. Typical contracts give developers 60 days to get approval for the project, he told the commission in March. At that time, the August vote was proximately 200 days away.

Why did voters approve an additional 250 tourism units in 2008?

The island lost 146 hotel rooms when the Holiday Inn closed in 2003 to make way for the luxury Positano condominium, plus additional tourism units as many smaller hotels were sold to developers and converted to condominiums and homes.

Recognizing the need for more hotel rooms on the Key, voters approved a referendum to create a bank of 250 tourism units that could be divided up among new developments.

It’s less than a week until a boat party planned for the sandbar near Jewfish Key is scheduled to set sail.

MarineMax Sarasota advertises AquaPalooza, slated for 10 a.m.

Saturday, as “the largest party on the water,” with “sunshine, great friends, live music and more!”

But it caught town staff and nearby residents by surprise.

On Monday, Assistant Town Manager Mike Hein sent a letter to MarineMax asking organizers to apply for a special event permit, because the waters around Jewfish Key fall within the town’s boundaries. The correspondence came after Jewfish Key resident Nancy Nolin emailed Mayor Jack Duncan Monday.

“We wonder if they will inform their guests that Jewfish Key is a private island and to stay off the island,” Nolin wrote in the email.

According to town code, event organizers must apply for a permit 30 days before a scheduled event.

In Hein’s letter to MarineMax, he assured event planners that town staff would work to expedite processing a permit — but the first application staff received was incomplete.

“I’ve been informed that, historically, the town has worked with applicants with much shorter timelines to accommodate similar special events,” Hein said told the Longboat Observer.

The code also says that the town manager has the authority to determine whether to grant a permit based on 13 criteria, including whether the organizer provides for sanitation and public safety.

Capt. Kathe Fannon, a fourthgeneration Cortez resident who runs a tour boat with her dog and first mate, Pup Pup, said she’s concerned about the behavior of partygoers. She doesn’t believe any of the surrounding jurisdictions will have authority on the water to prevent illegal behavior.

“I go by there on weekends, and there’s actually naked people on their boats dancing,” Fannon said.

But two Longboat Key police officers will be stationed on the mainland of Jewfish Key to discourage trespassers, while two police boats will patrol the waters.

And Police Chief Pete Cumming said he is coordinating with the Manatee County Sheriff’s Office and the U.S. Coast Guard for more vessels.

“I’m bringing all my people in,” he said. “We’re going to be out there in force.”

After receiving a message from a MarineMax spokeswoman and speaking to town staff, Nolin said her fears about the event have been largely tempered. The Facebook event now lists the sandbar — instead of the main island —as the site of the party.

“As long as they get the word out that it’s not on Jewfish Key, I don’t have any concerns,” Nolin said. “Otherwise, I hope they have a good time and stay safe.”

The town is currently grappling with whether it can enforce noise violations near Jewfish Key, but Cumming said the presence of police vessels tends to stop violations without the need for citations.

Mar Vista Dockside Restaurant & Pub patrons may have to deal with a little dust and a smaller menu for the next five months or so.

But they can still enjoy the waterfront views in the Longbeach Village during the roughly $2 million expansion project owner Ed Chiles began this week.

old kitchen the morning of Aug. 3, as contractors picked through the rubble to save Old Florida kitsch pieces that have defined the restaurant during its history. The redevelopment project, which will take place in two phases over the next year, includes the addition of a second-story office and storage area, a new interior and a kitchen with 37% more space.

The expansion will allow Chef George Quattromani to experi-

ment with more specialized tasting menus, which include smallplate specialties, such as citrus grits and fish, and squash from Chiles’ garden.

“Chef George’s tail is just going to be wagging,” Chiles said. “That old kitchen was hot as Hades.”

During the first phase, in which the new kitchen will take shape, staff will work out of semitrailers, which are already in place on-site.

The restaurant closed for lunch Wednesday as demolition began but promptly reopened for dinner that evening. The first phase is scheduled to last until around Christmas. When season ends in 2017, the second phase will begin with a new interior and the second story.

Architect Barron Schimberg, whom Chiles hired for previous multimillion-dollar renovations of the Beach House and Sandbar restaurants, has included a potential working water tower feature in the design for Mar Vista.

Mar Vista’s redevelopment plans have evolved through five applications. The latest included second-story seating relocated from indoors. But, after standing on the roof earlier this year, Chiles decided that the view just wasn’t as spectacular as he had originally hoped due to surrounding trees.

Instead, in the latest proposal, seating under the porch will expand from 54 to 90 seats, and eight additional seats will move from indoors to underneath the trees at the waterfront, while the upstairs will feature office and storage space.

“Any time you mess with an institution, you have people who are going to be concerned,” Chiles said. “But I’m excited about it. I think we got it right, and people are going to love it.”

BONEFISH CO-FOUNDER JOINS SHORE TEAM The Shore on Longboat Key is slated to open in spring 2017, and coowners Tom Leonard and Mark Caragiulo have taken on a new partner in the venture.

About six months ago, John Mays signed on as operating manager for the Shore on Longboat Key. Mays founded Bonefish Grill in the 2000s, and before that, served as the regional director of operations for Hops Grill & Brewery in the 1990s. Most recently, he launched Noble Crust with partner T.J. Thielbar in 2014.

“John’s just fully focused on Shore,” Leonard said. “It’s nice to have him here.”

In April, contractors reduced the former Moore’s Stone Crab Restaurant to rubble and subsequently cleared the property for the coming Shore on Longboat Key. But since then, there haven’t been many physical changes to the land.

“We’ve had a couple of hiccups with the building department,” Leonard said. “We should have a permit in the next two weeks.”

“Seeing the little hatchlings go out reminds you of all the challenges turtles face, and all these hatchlings are like an inch-anda-half long, and they have to swim out into the Gulf of Mexico and survive,” he said. “I want to

On Aug. 7, an adoring crowd watched a group of hatchlings crawl to the water, wishing them well as they began their hunt for food and shelter.

The hatchlings were released during Longboat Key Turtle Watch’s first excavation of the season. Though no hatchlings from the nest remained, volunteers released 31 turtles from Mote Marine Laboratory and Aquarium’s Sea Turtle Hospital.

The excavated nest, located just north of Westchester condominiums, was home to 86 eggs, five of which did not hatch. Excavations are held three days after the hatchlings leave the nest.

Typically, each turtle nest holds around 100 eggs.

To excavate a nest, volunteers dig until they find eggshells.

Once they find the shells, volunteers measure from the top of the sand to the top of the eggs, then to the bottom of the eggs to determine how far the mother turtle dug before laying her eggs in the chamber.

Marco Rubio and Carlos Beruff share similar political philosophies about the role of government. The choice is one of character. Beruff, we believe, will put taxpayers first.

W

hen Manatee homebuilder Carlos Beruff entered the campaign for the Republican nomination to the U.S. Senate, he had a lot going against him — little or no name recognition statewide; a businessman … worse, a developer; a novice to political campaigns (as a candidate); and a raw, honest, tellit-like-it-is speaking style, which at times results in Beruff coming off in the media as cold and brusque (which he isn’t if you know him).

But at the time, none of the other Republicans in the race seeking to replace Sen. Marco Rubio had much of an edge, either. Why, can you even name any of them? How soon we forget.

But Beruff did have an advantage over most of his Republican opponents. He and Orlando entrepreneur Todd Wilcox, one of the former GOP Senate candidates, had earned the financial means to fund their primary campaigns. But Beruff’s advantage over Wilcox was that Beruff said, and has shown, that he is committed to self-funding however much is necessary to win the primary.

Beruff has had something else on his side: He was riding “the outsider,” “I’m-not-a-career-politician” wave with Donald Trump (until recently, anyway). In fact, Beruff’s campaign script appeared to mirror the same story line of Rick Scott’s 2010 campaign to win Florida’s gubernatorial election — i.e. persuade voters to shun career politicians in favor of a successful entrepreneur businessman who would take common-sense, conservative, business principles to Washington and get things done. No PC here.

Beruff and his advisers — and anyone else who watches Florida politics — knew the odds were long for Beruff, but as Scott proved, it could be done.

An unknown political underdog could win. Hey, to some extent, even Rubio showed that when he knocked out Charlie Crist.

But then Rubio — to little surprise — changed the script for Beruff and his other opponents. Rubio did what he vowed he would not do.

Beruff’s odds for victory suddenly became even more difficult — a lot more difficult. It’s safe to say Marco Rubio probably could carry the GOP primary election on name recognition alone. Plus, he has the Washington GOP establishment, led by Majority Leader Mitch McConnell, and Senate PAC money behind him. Add to that, Red State, the conservative, political online publisher, reported recently a poll showing Rubio leading Beruff 62-12.

But hold on. It’s not as simple as that.

Let’s not forget that three months ago in the Florida presidential primary, Rubio won only one of the state’s 67 counties. What’s more, you can surmise there are factions among loyal Republicans that aren’t exactly embracing Rubio with group hugs — the Jeb Bush Republicans and the Rick Scott Republicans.

While Bush said he is supporting Rubio, that support clearly is tepid. You don’t see the former Florida governor traveling the state and campaigning on Rubio’s behalf.

The Bush Republicans are still smarting over Rubio entering the presidential race and upending Bush.

The Rick Scott Republicans are a mix of Tea Partyites and Trump supporters, the anti-career politician voters. Back in 2010, Rubio was a darling of the Tea Party Republicans, an eloquent, charismatic speaker on behalf of throwing out Obamacare and bringing Washington spending under control.

But it was obvious that after a year into his six-year term Rubio’s focus changed — from the Tea Party crusader to the Marco Rubio for president crusader.

While the polls may say Rubio is the clear front-runner in this race, there is ample Rubio backlash, especially after breaking his promise not to run for re-election.

During pre-election campaigns, we frequently have written that every election is a referendum on an incumbent’s performance. To be sure, this GOP Senate primary is a referendum on Rubio’s performance.

On the issues, Rubio, to his credit, maintained his Tea Party, smaller government, pro-liberty, reformentitlements positions. The freemarket Club for Growth gave Rubio a 98% rating, third-highest in the Senate, and the Washington-based Council for Citizens Against Government Waste ranked Rubio as a “Taxpayer Super Hero.”

In fact, if you put the political philosophies and principles of Rubio and Beruff side by side, there is little difference between the two. The core of their beliefs: individual freedom, pro-capitalism, get government out of our lives.

But if this GOP primary is a referendum on Rubio’s performance, it includes his behavior and character.

Early in his tenure, he established a political action committee that smelled of presidential aspirations.

He traveled the world and nation delivering spell-binding speeches. He flip-flopped on immigration, cam-

THE DEMOCRATIC PARTY SENATE RACE Regular readers of this page know that the Observers are philosophically disposed to political candidates who espouse individual liberty, laissez-faire capitalism, low taxes, low regulation and minimal government intervention.

Rarely is there a Democratic Party candidate who embraces this philosophy.

Which explains why we seldom, if ever, comment on candidates in Democratic Party primaries. What’s the point?

To wit: the Democratic U.S. Senate primary for Marco Rubio’s seat.

This is a contest between Democrats U.S. Rep. Alan Grayson of Orlando and U.S. Rep. Patrick Murphy of the Treasure Coast (north of Palm Beach County).

If you’ve followed any of the reporting on this race, you know that personal issues are dogging both candidates — spousal abuse allegations against Grayson and resume embellishments against Murphy.

But here’s the clincher for why we could never recommend either candidate: their voting records.

The free-market Club for Growth scores Grayson with a lifetime record of 12% on pro-free enterprise, economic issues and Murphy with 11% (3% in 2015). The Council for Citizens Against Government Waste rate Grayson and Murphy both “hostile” to taxpayers.

These are not the representatives voters should send to Washington.

paigning in 2010 as a “never amnesty” Tea Partier, but then became one of the more visible members of the infamous “Gang of Eight,” embracing a “path to citizenship” (i.e. amnesty).

What’s more, Rubio became a political TV and radio talk-show personality.

You could see right through it — this was good for his aspirations. When it was clear what he wanted, Rubio’s attendance record was among the worst in the Senate. He became the career Washington politician whose focus was on himself and his future first — a characteristic that has been consistent throughout his political career in Florida.

And this is exactly what Beruff’s campaign is about: Which of the two will put America and its voters first?

Which of the two candidates can you trust to put America’s interests ahead of his own? Whom can you believe will do what he says?

Past is prologue.

One advantage we have had over most Florida voters is that we have seen and recorded Beruff’s 32-year business career — an entrepreneur who built his Medallion Home company from nothing to $44 million a year in revenues and 75 employees; and who managed through five Florida housing recessions — a testament of will, perseverance and leadership, a challenge that is far more difficult than making speeches and casting votes on legislation. Those who have signed their employees’ paychecks and who personally carry the financial risks of their businesses know that a company does not stay in business for three decades if its leader is an unethical cheat and liar. Staying power and success require integrity and trust.

What’s more, Beruff has a record as a gubernatorial appointee to three public boards — the SarasotaBradenton International Airport, the State College of Florida and the Southwest Florida Water Management District. On each of these boards, Beruff’s fellow board members chose him to serve as chairman — votes of confidence. And on each, Beruff established a record as a tough, steadfast steward of taxpayers’ money, often at the criticism of entrenched bureaucracies.

As Frederick Piccolo, CEO of the airport authority, told our sister paper, the Business Observer: “[Beruff] is old school. His word is his bond. He always challenged the status quo. He asked questions, and it was always nonconfrontational. He expected: ‘Have you done the best you can do?’ And he believed you can always do things more efficiently. He always kept reminding us: ‘This is some taxpayer’s money.’”

While most of the media and much of the electorate focus on the importance of the presidential race, the truth is the trajectory of our national government — which currently is more and more in debt and reaching deeper into our daily lives — is not going to change until voters send the right people to Congress. Congress is the branch of government that makes our laws.

For Florida Republicans, this is an opportunity to make that choice.

In this case, at this moment in our nation’s journey, we’ll take an ethical, successful entrepreneur who promises to put America first over a career politician who put himself first.

ithout hesitation, my wife and I will vote “no” Aug. 30 to reject rezoning to accommodate a hotel on North Longboat Key. And we urge our fellow citizens to do the same.

The last thing we need is more traffic adding to existing disaster traffic jams.

My wife, Rosemarie, and I find it increasingly difficult to deal with the severe threat to our quality of life, serenity and safety since we came to this beautiful island in 1974. The accelerating traffic jams and bottlenecks on the north end — primarily during the winter season — trap and restrict our freedom of movement, even in case of emergency; pollute the atmosphere; and fatigue our nerves.

The last thing Longboat Key residents need is a high-density

depend on prompt access to the mainland to support our medical and shopping needs — and also ease of return.

Never in our 40 years have we been exposed to such an infrastructure failure as now. Unlike acquaintances who have moved off the Key, we do not want to think of leaving our home.

During season, every afternoon, it becomes a nightmare endeavor to get off the north end. Often, traffic is backed up a mile or more south of the Longboat Pass Bridge, sometimes as far south as Emerald Harbor, often not moving at all.

It is impossible to understand why our Town Commission facilitated a referendum that would increase traffic prior to first resolving the existing outof-control traffic issues.

Moreover, it is clear that Longboat’s traffic problems will become much more severe over the next five to seven years, when more than 700 additional, already authorized, tourism units come online (e.g., at the Zota Beach Resort, a redeveloped Colony and the Longboat Key Club and Resort).

build a high-density hotel rather than low-density, upscale residential units on this land parcel is rather obvious. High-density development is almost always more profitable than low density.

However, when these highdensity developments occur, the residents suffer.

It is an unacceptable excuse for commissioners to shirk their duties by claiming they cannot find a way to solve the problem, sometimes citing they have no jurisdiction for traffic blockage north of Longboat. We recall years ago how jets flying to and from the Sarasota-Bradenton International Airport created major noise pollution on Longboat, yet despite having zero jurisdiction over air-traffic planning, our commission solved the issue — for good. They found a way.

Why can’t today’s commission resolve the existing traffic issue before making it worse?

(more than 45 units per acre), so-called boutique hotel on the bay side of Gulf of Mexico Drive just south of the north bridge.

Its added traffic would diminish rather than improve the ambiance of our island.

More important, this hotel would put about 140 more cars on the island and add to traffic and safety issues. This would make Longboat’s insufferable traffic problem significantly worse than it already is and negatively impact property values.

Let’s get our priorities in order.

The Town Commission first should organize to correct the existing traffic issues. A comprehensive traffic study surely would identify workable shortand longer-term solutions without building new bridges. This would include addressing the fact that buses make frequent stops in the middle of traffic lanes in Bradenton Beach, backing up traffic for miles and the out-of-sequence stoplight just east of the Cortez Bridge.

We live near the north end of Longboat, and our doctors, dentists, hospitals, grocery and department stores are located in Manatee County via the Cortez and Manatee Avenue bridges. We

LETTERS Floridays project would adversely impact Anna Maria Island

Although we are Anna Maria Island residents and have absolutely no vote in the upcoming referendum, we are shocked at this proposal. Have the powers that be looked at the current traffic problems in the north Longboat area and the fact that Longboat has no bridge to the mainland? Has there been a traffic study for projected impact, and have there been plans for accommodating this change? Traffic congestion is just one of the myriad problems that will be created by this project.

Although this is a Longboat project, Anna Maria residents will be greatly impacted, and we are spreading the word. The communication regarding this project, according to responses that we are receiving from Anna Maria residents, has been fairly elusive, and the timing and wording of the referendum appear to be calculated. (Longboat’s town clerk states that there has never been a referendum in August.)

Upon passage, the zoning will be changed to tourism, which allows 15 units on this land. What the referendum does NOT say is that after that, the project will apply for and, in all probability, receive a green light for 120 units on 2.62 acres. Yes, this would be allowed according to the tourism unit pool that was approved in 2008. How-

ever, our coastal regions have changed dramatically in eight years.

We hope that Longboat residents will vote “No” on this referendum for more than one reason, with one of them being consideration for their neighbors to the north on Anna Maria Island.

Floridays hotel would bring life to north end Congratulations on a fine editorial recognizing all the years that have passed that have left the north end of Longboat Key baron of rebirth. As you state, many ideas have been entertained, but no one has stepped up to the plate with a vision, a plan to create something out of a dying swath of real estate.

The struggling Whitney Plaza is testament to good intentions gone unfulfilled — as with the current and prior owners’ multimillion-dollar attempts at revitalization.

No one knows what Floridays’ ultimate development will be or look like, but I encourage its bold attempt at revitalizing a part of Longboat Key long devoid of commercial prosperity. I’ve long thought that a condominium project with retail shopping at ground level would be the optimal mix that would revitalize that part of town. Floridays’ proposal for a hotel would bring vibrancy and more people to support shops and restaurants. It’s the best chance we’ve got to make

something from nothing.

The myopic comments against your editorial and, for that matter, for any growth on the island — witness the fight against the Key Club’s expansion plans a few years back — continue to amaze me.

Traffic on Longboat Key is not Longboat Key’s problem to solve because it’s powerless to make any changes itself other than to prohibit new construction, which is self-defeating.

That we have traffic gridlock at the north and south ends of the island is the failure of both Sarasota and Manatee counties, the city of Sarasota and the Florida Department of Transportation. It shows that no forethought has been given to population growth, road construction, trafficlight control and timing, use of traffic police during peak season and peak time of day, and more. The op-ed piece in the Observer a few months ago by a professional traffic consultant showed that there are solutions to gridlock if only the municipalities responsible would work together to overcome them.

Growth and change will always happen. No growth equals stagnation and ultimately death to a vibrant town.

SHOES FLY, DON’T BOTHER ME 4:12 p.m. — Longboat Pass Bridge Suspicious Circumstance: A driver called police to report that a teenager wearing a pink and white bathing suit tossed a toddler over the side of a bridge. Officers arrived immediately and began searching the waterway and questioning witnesses. Bystanders said they saw someone throw a pair of shoes off the bridge, and officers from several jurisdictions were unable to locate anything suspicious.

AUTHORIZED ENTRANCE 2:02 p.m. — 500 block of Golf Links Lane Alarm: Police called a homeowner in response to an alarm.

The owner said there should not be anyone at her residence.

When officers arrived, they found a contractor working on an air-conditioning unit. The woman then told officers she forgot that she would have someone working at the home.

JULY 31

USUAL SUSPECTS 10:52 a.m. — 4700 block of GMD Disturbance: Police arrived at the beach in response to a couple engaged in a verbal argument. Officers separated the pair and asked if any physical violence occurred. Both said no, but the woman said they often have the cops called on them.

The couple left the island in a silver Camaro.

AUG. 1 JULY 27

NIGHT LIGHT 12:38 p.m. — 600 block of Bowsprit Lane Boat: Residents reported that a barge named Miss Ashley was anchored near the shore without its lights on. Callers were concerned another vessel might strike the boat. Police asked the owner of the boat to make sure employees turned lights on at night.

FIGHT OR BITE 5:26 p.m. — 5200 block of GMD Battery: A man confronted another man who was urinating in bushes in front of his family.

A woman who was with the man who was urinating then began yelling at the man’s wife. She then approached the family and bit the wife on her breast.

Officers arrived and observed a bruise on the woman’s chest.

The man said he didn’t witness the battery on his wife because he was trying to get the man to stop urinating in front of his kids. The family declined to press charges but wanted the situation documented.

How would you address schools being at or over capacity?

I suggest a percentage cap. This will allow schools to be filled to a certain percentage, leaving room for neighborhood students and growth. I support choice, but we must ensure there are not more students in a class than the law allows. Our choice has gotten out of control. We must monitor it without breaking the law.

Do elementary schools need school resource officers?

Resource officers are a good presence in the schools. Students are easily able to open up to an officer in a school because they trust them. It can also alleviate a lot of issues because of the presence of law enforcement.

It also depends on if data has been reviewed and the school’s disciplinary actions have warranted that there is possibly an issue that could arise due to the type of disciplinary actions in the school’s history. If not, then an officer should not be placed in that particular school.

How are county schools performing academically?

Manatee County is No. 48 in the state, and Sarasota is No. 6. We must invest in our schools and teachers so our students will be successful. There were 11 Title I schools that came up by one letter grade. This means those schools are doing much better. We must do better across the entire district. Every school should be achieving above average across our district, no matter what area the school is in.

If the half-cent sales tax is renewed, how should it be used?

We must implement raises for our teachers. We also need new schools and renovations for schools that need to be fixed, a new-teacher mentoring program and better technology for students.

Do elementary schools need school resource officers?

Growing up here in Manatee County, my schools always had resource officers that taught DARE. As a teacher, the schools I have taught in always had resource officers. I think having a resource officer can be a vital tool if used properly, meaning, we should use them to help teach prevention programs.

With better programs in place, parents may choose to send their children there, which could help with overcrowding. The second issue we need to focus on is building or adding onto existing schools. With all of the growth scheduled to happen, Parrish desperately needs a high school.

How are county schools performing academically?

I think there is room for improvement. We saw an improvement in our third-grade reading scores, but we are still far below the state’s average.

One of the reasons I am running is because I was a public school teacher, and I know firsthand what it takes to have successful classes and schools. We need an educator who can discern what is best for our schools so that we may improve.

If the half-cent sales tax is renewed, how should it be used?

If the tax were to pass, we should reinstate an oversight committee. An oversight committee could assure the board and the taxpayers that all money is properly accounted for. If the tax is renewed, we need to focus on retaining great teachers and on repairing and replacing some existing schools.

I advise voting “No” to the sales tax extension until the district is willing to accept stipulations on how this additional $450 million will be used. How about dedicating 10% to pay down our excessive debt? The audit revealed unauthorized spending and missing paperwork. How about a citizens committee that will meet monthly and approve all invoices before the district can write checks? Remember, no one was ever held accountable, and most of those same people are still working in the district.

The district will receive sales tax monies for the next year and a half. Let them agree to stipulations and submit this proposal in the next election.

The most immediate priority is building a new high school in Parrish to relieve the overcrowding (as well as extended busing) at Lakewood Ranch and Palmetto High. How are county schools performing academically?

We have reason for concern regarding our school district falling from a “B” to a “C” this year (testing controversies notwithstanding). In dissecting the data, there are several interesting observations. First, we are beginning to see some of the investments in Title 1 schools beginning to show results. Many of the traditionally high-performing schools, while proficient, had no gains and exhibited poor performance in the lower 25% of the student population.

This resulted in a lower letter grade. As a school board member, I would focus attention to our bottom quartile and expect to see gains among our proficient students.

How would you address schools being at or over capacity?

While there are some schools over capacity, there are more that are under capacity.

Taxpayers paid $50,000 for a report by expert consultants Tischler-Bise, and they state that, overall, our middle and elementary schools are at 83% capacity. This same report stated that we presently have 5,500 empty student stations. In the next 10 years, we will need two middle and two elementary schools. Presently, we do need one high school in Parrish. The district is delaying this project to put pressure on taxpayers to pass the sales tax.

How are county schools performing academically?

Manatee schools are on a downward spiral academically. In the last two years, in spite of receiving more than $25 million in additional funding, our district grade dropped from a “B” to a “C”. This year, we experienced 16 schools go down a letter grade and only nine go up; last year we had 17 down and six up. Where is the strategic plan to ensure that programs are being tracked and analyzed for effectiveness?

Do elementary schools need school resource officers?

This has become an emotional issue. The reality, however, in our elementary schools to date, there has been no justification for school resource officers with regards to outside intruders or unruly students. Until there is justification, staff oversight appears to be the most prudent and cost effective approach at the elementary level.

OBITUARIES ANNETTE GRISHMAN Annette Grishman, 89, of Longboat Key, died July 26.

Born in Chicago to the late Ben and Bertha Shlesman, she was the youngest of four children and lived by the following motto: “Be honest, be trustworthy, and learn to laugh and enjoy life along with everything else that comes with it.”

In Chicago, she attended Northwestern University, where she met her future husband, Azriel “Ozzie” Grishman.

Although the couple lived in various places, Mrs. Grishman remained a faithful Chicagoan.

In the late 1970s, she and Ozzie visited Longboat Key for the first time. The couple became full-time residents in 1995. Following her full-time residency, Mrs. Grishman became heavily involved in the community by devoting her time to philanthropic and cultural causes.

A classical musical lover, she served on the board of directors of the Sarasota Orchestra for 18 years and was a supporter of Jewish charities. Aside from her volunteerism, she was an entertainer, a wife, mother, friend and businesswoman.

Mrs. Grishman was preceded in death by her husband, Ozzie, and daughters, Andrea Grishman and Barbara Howard.

She is survived by daughter, Janice Grishman, of Orlando; brother, Aaron Shlesman, of Chicago; three grandchildren; and several nieces and nephews.

The family plans to hold a memorial at a later date. Donations can be made in her honor to the Jewish Family and Children’s Services of the Suncoast, 2688 Fruitville Road, Sarasota, FL 34237, or the Sarasota Orchestra, 709 N. Tamiami Trail, Sarasota, FL 34236.

Jeremy Whatmough told the crowd that there are few good people in the world — but Virginia Sanders was one of them.

Whatmough was one of the many to speak about Sanders, who died April 17 at age 93, at an Aug. 6 memorial service held at Mote Marine Laboratory and Aquarium.

Whatmough highlighted Sanders’ four true loves: her family, Mote, the Longboat Key Garden Club and the environment.

Sanders’ daughter, Beth Brewer, read a statement from Rusty Chinnis, founder of Sarasota Bay Watch who worked closely with Sanders to preserve Sister Keys in the 1990s.

“I love that this is a celebration of Virginia’s life because that’s exactly what her life was — the celebration of the good in people, the natural world and the creatures that inhabit it,” Brewer read from Chinnis’ statement.

To say Sanders was involved in many organizations would be an understatement, according to the many friends, colleagues and family members who spoke in her honor Saturday.

She served as the president of the Longboat Key Garden Club for multiple years, volunteered

at Mote for nearly four decades and illustrated “Marine Scene,” a monthly column in the Longboat Observer, which became a book that is still sold in the aquarium’s book shop. She was also active in Longboat Key Turtle Watch, Sarasota Bay Watch and the Suncoast Camera Club.

To commemorate the pioneering role Sanders played in many of Longboat Key’s organizations, memorial bricks will be placed in her honor in Mote’s garden.

Former Mayor Jim Brown also proclaimed Aug. 6 “Virginia Sanders Day.” “It was a fitting honor for my mother,” Brewer said.

Roger Roberts, past director of volunteer resources at Mote, said one of his favorite memories was made during his second day of work at Mote, when Sanders called, introduced herself and invited him over for dinner. He immediately put that date on the calendar.

“She possessed a profound understanding that the smallest expression of kindness moved a

multitude,” he said.

Longboat Key Garden Club President Susan Phillips called Sanders “the conscience of the Garden Club,” noting that she always had a twinkle in her eye.

One of Sanders’ caregivers, Ami French, said it didn’t feel like work when she was with Sanders. It just felt like being with family. Oda Schneider, her former housekeeper and caregiver, said Sanders was like a mother to her — and they even bickered on occasion.

Sanders’ granddaughter, Marjorie Brewer, shared her favorite memories of her grandmother, which included wandering around Mote and reading “Peanuts” cartoons.

“I’m going to miss sitting with her and telling her where my life has gone, what I’ve learned, what I believe, how much I look up to her, and how much her love and light has guided me forward even in death,” Brewer said. “I’m trying to be like her. I’m trying to be positive, but nothing I do will ever mask how much I miss her.”

ince she was young, Emily Waikem has dreamed about becoming a dentist.

Thanks to The Kiwanis Club of Longboat Key, Waikem, a student at Florida Gulf Coast University, is working toward fulfilling that dream. Waikem was one of 34 local students to receive a scholarship from the Kiwanis Club this year. She also received a scholarship last year, and said without them, she wouldn’t be able to attend college.

“It means being able to continue my education,” she said.

The Kiwanis Club of Longboat Key held its annual scholarship breakfast Aug. 4, at the Longboat Key Club’s Harbourside Ballroom. More than 100 people attended the event.

Through various fundraising events, such as the Longboat Key Gourmet Lawn Party and the Dinner and a Movie event, the organization was able to award $62,000 in scholarships.

Scholarship Committee Chairwoman Susan Phillips said the club received more than 100 applications from students.

Scholarships are awarded based on four criteria: volunteer work, community involvement, scholastic achievement and demonstration of financial need.

“This isn’t something we gave them,” Phillips told attendees.

“They earned this.”

Each recipient shared thanks and his or her plans with the

crowd.

Recipient Katrina Grey, a student at State College of Florida, spoke about how the scholarship helps her teach her two children the importance of education.

“I want to instill in them how great an education can be,” she said.

Daivion “Dee” Davis, who will attend St. Petersburg College, is using this scholarship to return to school . He applied for the Kiwanis Scholarship after his mentor, SailFuture founder Michael Long, told him about the opportunity.

Davis said he owes it to Long and his SailFuture mentors to do well.

“It means a lot because it’s the next steps of my life,” he said.

Pokemon Go lures players to Circle Businesses welcome the battle as Circlegoers seek to ‘catch ’em all.’

It was a few weeks ago that Gigi’s Cupcakes owner Dorrie Rubinstein first saw a teenager walk into her store and begin battling in a Pokemon Go “gym.”

Rubinstein says she has seen a 20% increase in revenue since the gym — in Poke-speak, that’s a place where players can battle — popped up a few weeks ago.

The Pokemon Go app, created

by Ingress, allows users to catch Pokemon characters that appear.

Eventually, players can battle one another in gyms. Pokemon Go is based on location, so users actually have to be in close proximity to a Pokemon to catch it.

Gigi’s Cupcakes and the Neptune statue are home to the only gyms on St. Armands Circle, but they aren’t the only locations that have made the Circle a destination for Pokemon Go fanatics.

Multiple businesses, including Daiquiri Deck, FantaSea and the Met, are home to PokeStops, which are blue portals that match a landmark.

At these locations, Pokemon Go players can spin the landmark to earn different items, such as eggs, potions, revival and PokeBalls.

Rubinstein has seen everything from parents bringing their chil-

dren to the store for a cupcake and returning an hour later to an SUV full of adults piling into the store — all just to battle.

Recently, she began catering to Pokemon fans with Pikachu and PokeBall cupcakes.

“I saw the people coming in, and I already knew they were fans of the game, so I thought why not make the cupcakes?” Rubinstein said. “That creates a little more excitement and also generates revenue for the store.”

Rubinstein is even thinking about buying lures, which attract Pokemon to a location, to bring more people near the shop.

But Daiquiri Deck service manager Brett Rose calls being a PokeStop a double-edged sword.

Some people drive by and slow down in front of the restaurant to catch Pokemon. Staff has also seen as many as six people sharing a single smoothie while they play the game. Some customers have even gone so far as to try to climb behind daiquiri machines to catch Pokemon.

“For a week, the same group of 20 people were just drinking and dropping lures,” Rose said.

The seahorse outside of FantaSea is a PokeStop. FantaSea social media specialist Madeline Kinney thinks the game is bringing more traffic to the Circle, offering stores greater exposure.

“It makes you want to be out in the community more, makes you want to go to these places and find out what’s going on there and what all the hype is about,” she said.

While Kinney didn’t have specific numbers for FantaSea sales, Kinney said the PokeStop is causing people to stop in the store.

“It’s easy for parents to shop if their kids are already engaged in the game and gives them time to look around and enjoy the store,” she said.

Nearby, Coldwell Banker Residential Real Estate broker associate Roger Pettingell used the app to his advantage when he dropped lures in an open house on Bird Key and advertised the listing as a PokeStop.

“We got a buzz,” he said. “We

wanted to jump on it while it was still current.”

Pettingell said he would consider dropping more lures in the future and would be more likely to do so if he was based on the Circle. For now, though, Pettingell is waiting for the next big thing.

“The newness of it is done,” he said. “If I was going to go looking for Pokemon, I wouldn’t be on Bird Key.” For now, the app is still creating a buzz around the Circle.

“It’s the biggest thing going right now,” Rubinstein said.

abbi Stephen Sniderman held his first service at Temple Beth Israel Aug. 5. Following the service, the congregation held a buffet dinner to welcome Sniderman and his family.

Sniderman said he had a good feeling after his first service. He and his family recently moved to Sarasota from Cumberland, Md., where he was the rabbi at B’er Chayim. He said everyone he’s met so far has been warm and welcoming, and he is finding that there’s more culture locally than there was in his previous town.

he Canadian peacock killer was standing at my door. “I understand you’re looking for me, Lt.

Bass.”

Uh oh. I had just come in from the pool and was wearing only a swimsuit. No place for a weapon. I knew this guy had killed a peacock in cold blood and would probably not think twice about taking out a cop. “Call me Jake,” I said.

It’s best to be friendly with dangerous people. It tends to put them at ease. “How did you know I was looking for you?”

“My friend Charlie Goins. He said you think I had something to do with the disappearance of his camel. I figured if the head of the major crime division of the LBKPD was looking for me, I might really be in trouble.”

“Not really,” I said. “I just got a call from the Manatee County Sheriff’s Office. Some people saw two camels trotting across the Cortez Bridge heading this way.”

“Is Jeremiah coming home?” he asked.

“That’ll be up to Charlie. It seems that Jeremiah is in love with the female camel. Her name is Scheherazade. I don’t know if he can keep both of them.”

“You know there’s only a small percentage of Canadians who eat camel meat,” he said. “You have to watch out for those Michigan-

“These people are sort of selfdescribed Indians. They only have to have 1/16 Indian blood to join the group, and they don’t have to prove even that.”

“Doesn’t sound very ethnically pure to me.”

“It’s kind of an honor system, but it helps them in filling minority quotas at educational institutions that use diversity as a selling point. And, they get together and protest professional sports teams for using names they find offensive. They recently recalled their chief for rooting for the Washington Redskins.”

“I thought that was the mayor who was recalled.”

“Yeah. Him too. Those people on Anna Maria always need something to keep them busy.”

“What happened to the recalled chief?”

“She was one of the really loud ones and actually got elected to the U.S.

Senate from somewhere up in New England.”

“What happens to the plucked peacocks?”

“They drop them off in the Village, but the winter is hard on the little guys. And the plucking seems to aggravate them. They conceal themselves in the shrubbery hiding their nakedness.

They’re very sensitive, you know.

I think they’re depressed about losing their feathers and they take it out on the Villagers’ cars.

They’ll dart out from cover and peck the paint right off a Jaguar.

I take them in and sell their wings to the mayor’s Hooters restaurant. They can’t fly without their feathers, so I don’t think they need those wings. The fewer the peacocks, the calmer the Villagers are. They leave their pitchforks in their garages. Mostly.”

“So, you’re providing a public service?”

“I think so. And I’m engaging in commerce. I’m part of NAFTA, you see.”

“And you have a flock of plucked, wingless peacocks hanging around. Where? In your house?”

“Oh, no. I live in the city of Anna Maria. We don’t have a lot of zoning laws, but keeping wingless, featherless birds is a code violation. It’s considered almost as serious as street parking.”

“What happens to the birds?”

I was surprised. Most cops are honorable people and want to weed out the occasional bad apple. “What’s the cop’s name?”

“I don’t know.”

“Can you describe him?”

His phone pinged. He looked at the screen. “Gotta go. A plucked peacock is pecking a Pontiac parked on Poinsettia by Patti Palmer’s petunia patch. She’s threatening to get her pitchfork.”

“And the mayor needs wings,” I said.

I closed the door and went to take my shower. I’d have to follow up with the Canadian peacock killer on the dirty cop, but I already had my suspicions.

I was having a hard time finding the FDLE undercover cop. He had never given me his name, and his supervisor refused to divulge it.

He said if he gave out the name it might blow the agent’s cover.

It occurred to me that the agent was still fertilizing his hair. He was pretty obsessive about maintaining the luster. There was only one place on the island where he could buy fertilizer. I stopped by the hardware store at mid-Key. “Do you have anybody coming in lately to buy small amounts of fertilizer?” I asked the clerk.

“A guy with big hair?”

“That’s the one. Do you know where I can find him?”

“No, but he comes in most days.

I don’t think the hotel he’s staying in allows him to store fertilizer.”

“Has he been in today?”

“No, and he didn’t come in yesterday either.”

“So, he’s due.”

“I guess.”

“I’ll be in the parking lot.”

Stakeouts are no fun. I backed into a parking space across the small lot from the store and waited. And waited some more.

It was nearing the store’s closing time when a long, black Mercedes-Benz sedan drove into the parking lot. The car was the most expensive model Mercedes-Benz makes. I concluded that it wasn’t bought by the winnings from a $2 scratch-off lottery ticket.

I could see through the tinted windows that the driver was sporting big hair. It was either the FDLE guy or a real estate agent. I walked toward the Mercedes and recognized the FDLE guy. He saw me coming and floored the Mercedes, disappearing down Gulf of Mexico Drive. He was gone before I could get back to my car.

Aqua Kids ready to make a splash

M

onday was just the first day of camp, but the Aqua Kids are ready for a week of snorkeling and exploring Mote Marine Laboratory and Aquarium.

After a peppy song explained how to keep coral reefs safe, Aqua Kids campers pretended to be Mote scientists and grow their own coral reefs.

The day’s activity focused on coral reef safety, restoration and feeding.

Throughout the week, campers will snorkel in Sarasota Bay, meet various animals and spend a day on a boat with Sarasota Bay Explorers.

While some of the campers “grew” their own coral reefs by gently hammering coral into a half-circle of styrofoam, other campers cut and tied mock staghorn coral to a faux coral tree made of cut-up pool noodles. The simulations taught campers how coral grows and reproduces. Through the experiments, campers also learned how endangered coral reefs are.

“The underwater coral reef environment is getting destroyed,” Dylan Hall, 7, said.

Mote employee Michelle Marinangel explained to campers how coral reefs eat before leading a song to the tune of “Head, Shoulders, Knees and Toes.”
