Despite a wide-ranging focus that encompasses parks and recreation, health and safety, transportation and more, the Longboat Key Foundation is thinking inside the box — a black box, that is.

The foundation, which is technically an advisory board affiliated with the Community Foundation of Sarasota County, has assembled a task force aimed at building a black box theater on a 2.8-acre parcel of land the town purchased for $1.5 million in 2014.

It would serve as an anchor for a cultural and town center in the Bay Isles area. And it has a prominent champion for the cause: local theater director Bob Trisolini, a Longboat Key resident who will serve on the task force.

A black box theater is a multipurpose performance space that can be transitioned quickly into an auditorium for a variety of types of shows. Chairs are freestanding to allow for more room depending on the show.

Vigil sends message of love to Orlando victims An estimated 1,500 people at the heart of Sarasota send a message of love to victims of the Pulse shooting.

More than 130 miles separate Sarasota from Orlando in central Florida. But distance didn’t matter Monday during a candlelight vigil in Selby Five Points Park that Sarasota police estimate 1,500 people attended.

The crowd stretched from the foot of the steps at Selby Public Library deep into Five Points Park.

Residents stood shoulder-toshoulder and many hand-inhand to demonstrate the strength of the community following the deadliest mass shooting in U.S. history.

The event included a tribute to Sarasota resident Edward “Eddie” Sotomayor Jr., 34, who was the first of the 49 victims killed to be identified by the city of Orlando following the attack.

Following the attack, leaders of local LGBT organizations — including ALSO Youth, Prism Youth Initiative and the Harvey Milk Festival — responded quickly, using Facebook to organize the “Hate Will Not Win: Candlelight Vigil in SRQ for Orlando” in fewer than 24 hours.

Jonathan Hall, a longtime friend of Sotomayor, spoke on behalf of the slain man’s family.

“Forty-nine of our loved ones are gone today due to lack of love and compassion,” Hall said.

“Edward Manuel Sotomayor Jr. was the complete opposite. Eddie embodied love and compassion.”

Sotomayor was the national brand manager for ALandCHUCK.travel, a gay travel agency in Sarasota.

Hall spoke about Sotomayor’s love for “free hugs” and encouraged the crowd to embrace one another.

“This is heart-warming, and it feels right,” Hall said. “He would feel proud, and I’m sure he would give that crookedish smile of his. I think we should remember Eddie for his endless compassion for humanity.”

The overwhelming message of the evening was one of solidarity and support. A few times during the vigil, the crowd broke out in songs such as “We Shall Overcome” and “Somewhere Over the Rainbow.”

Sarasota Police Chief Bernadette DiPino mingled with the crowd prior to the start of the vigil to assure them that they would be safe.

“This is about love. Love beats hate every time,” DiPino said.

“We’re here because we want to make people feel safe. We’re going to stand up and protect our community.”

If three proposed projects come to fruition, more than $6 million could flow into the town’s land acquisition fund. But with the island essentially built out and Bayfront Park upgrades mostly funded, what will the town do with the potential influx of cash?

It depends on whom you ask.

Town Manager Dave Bullock has earmarked $200,000 of the roughly $2.7 million that’s currently in the fund for design and engineering work on the proposed cultural facility for a town center concept. Most town leaders and staff agree the funding could be a major driver of the partnership between the town and Ringling College of Art and Design, as well as the creation and maintenance of the rest of a town center.

Developers of residential and tourism properties pay into the fund, which was established in 1980, based on the value and square footage of the land on which they are building, as well as the number of units included the new construction project.

“Developers and landowners, including builders of residences on single-family lots, must provide for parks and open space,” states the town code.

The fund can be used for the acquisition of land and capital improvements of existing land, according to Senior Planner Steve Schield. The ordinance also specifically identifies “land specified for town purposes” among its uses.

“It’s available for any type of open space improvements that we want to do,” Bullock said. “I can’t say there’s a specific fiveyear plan, but I think the bulk of it is going to end up in the town center properties and improvements to that, and that will start

to heat up a little bit later this year in terms of planning, building and understanding what the site implications are.”

The Zota Beach Resort, which will add 85 more tourism units to the existing 102-room former Hilton, was responsible for the largest contribution to the land acquisition fund in at least 12 years. Owner Ocean Properties Ltd. paid $2.2 million into the fund, bringing the account balance from $462,000 in 2014 to more than $2.6 million the following year.

The fund balance has remained around $2.5 million over the last two years. But with referenda for the proposed 120-unit Floridays hotel and Whitney Beach Plaza residential development of up to 18 units coming later this year, as well as the eventual Colony Beach & Tennis Resort development, the fund balance could triple.

Floridays could add about $2 million to the fund, while the Colony could add more than $4 million, according to preliminary capital budget documents presented to commissioners in March.

Of course, there is still uncertainty surrounding the projects: They’re contingent on voters approving them via referenda, market conditions, and in the case of the Colony, myriad legal issues.

The fund’s biggest expenditure in the last decade was the $1.5 million purchase of nearly 3 acres at 592 Bay Isles Road for the town center concept.

“There’s not a lot of land left to buy, so we’re really kind of in the improvement mode now, and that’s where built-out communities should be putting their resources,” Bullock said.

The Longboat Observer reached out to department heads and current and past commissioners and for a rough wish list. While many did not respond or declined to give a specific recommendation due to the uncertain nature of the fund, to the right are a few possibilities they listed.

Ray said creating a longer trail at Quick Point Preserve on the south end of the island to loop the current trail back to the beginning of the park is a possibility. That way, users wouldn’t have to walk all the way into the park and backtrack their way to the entrance.

In a new round of bidding for two town beach projects, Norfolk Dredging Co. reduced its estimate to $5 million, according to a June 10 email from Town Manager Dave Bullock to commissioners.

Earlier this year, the town selected Norfolk Dredging Co. to mine Longboat Pass and New Pass for more than 400,000 cubic yards of sand for the island at a cost $6.5 million. Ferreira Construction Southern Division Co. Inc. challenged the choice because it had submitted a lower bid of $5.7 million.

Ferreira’s latest bid was for $5.9 million, while Weeks Marine gave a $7.1 million estimate.

“We will now review the bids for compliance with bid requirements and make an award announcement,” wrote Bullock in the email.

Bullock receives management award Town Manager Dave Bullock received the Michael J. Roberto Award for Career Development during the Florida City and County Management Association awards program.

The awards program stated: “Dave has been a mentor and role model with great leadership skills for those who have been privileged to work with him in both Sarasota County and Longboat Key. These mentees have gone on to become assistant managers and an executive director. One of his nominators said his parting advice to her was: ‘Seek, encourage and support the next generation of managers.’”

Bullock has served as town manager since 2011.

Mote hires new manatee research program scientist Mote Marine Laboratory & Aquarium has hired Nicole Erdsack as a scientist for its manatee research program.

Erdsack has studied heat regulation strategies of pinnipeds (seals, sea lions and walruses) for the last eight years.

Erdsack, a Germany native who earned her Ph.D. in zoology from the University of Rostock, will study Florida manatees’ ability to thermoregulate, or maintain their core body temperatures independently of the surrounding temperature.

The Urbanite Theatre downtown is similar, but its shows are much edgier than what would take place at a Longboat theater, Trisolini said. The freeFall Theatre in St. Petersburg is the guiding example for the concept.

The theater could feature everything from a cabaret to a TED talk, lifelong learning program or touring play.

“I was honored and thrilled to be included because I live on Longboat Key to begin with, and I think it’s something that’s so well-needed here,” Trisolini said.

“So, we’re hopefully getting ready to fill a lot of the hopes and desires of people who live here.”

As Bob Simmons, former Vice Mayor David Brenner and Tom Aposporos discussed plans over breakfast at The Resort at Longboat Key Club last week, they expressed excitement about the undertaking.

The black box theater plan is part of a wider goal of the foundation: to bring self-sufficiency to the island and allow residents to avoid seasonal traffic and enjoy amenities and services on the island.

Traffic this season was a big wake-up call for residents, Brenner said, and should prompt leaders to start considering other amenities that would allow property owners, renters or tourists to stay on the Key. The foundation is already celebrating one success on that front: The Longboat Key Center for Healthy Living opened March 31, bringing primary and urgent health care services back to the island.

“At the outset, a lot of people thought we were crazed in trying to push the concept of a medical center on the Key,” Aposporos said.

But with more than $650,000 already raised in support of the target of $1.6 million for the medical facility, foundation leaders believe residents will embrace the black box idea.

“We will follow the same successful formula as we did with the medical center,” Simmons said.

“We’ve had nothing but positive feedback.”

“Timing is everything, and certainly people have noticed how much time it takes to traverse off the island,” Aposporos said. “And to the extent that we, through our initiatives, are able to make Longboat Key more self-sufficient, the better off it will be for anyone who resides here.”

The plan is not without challenges, though.

A 4-foot-wide creek snakes through the vacant land east of Publix, and working around it could be difficult. But the town has earmarked $200,000 for site work to determine what the land could hold.

“The land can support a physical structure,” Aposporos said.

“What goes into that structure, in some respects, determines how successful the land is in holding all of that.”

Because of uncertainty about what it will take to build on the land, costs are not clear. As it did with the medical center, the foundation has started crafting a statement of community need for the venue, though the first draft was too detailed, and the second was too vague, Aposporos said.

Trisolini said the venue could

have between 200 and 400 seats.

Town Manager Dave Bullock said he has confidence in the foundation members behind the town center plan.

“I enjoy working with the foundation,” Bullock said. “It’s a group of really good people who truly have the town in their heart, and it’s nice to work with folks like that who are not only like that philosophically but put that into tangible results.”

Brenner said the foundation has learned a great deal from planning the medical center, such as the importance of starting immediately on forming a 501(c)(3) for the initiative.

“Because — God bless the IRS — you don’t know how long it’s going to take,” Brenner said. “If we’re going to do this, let’s get the wheels turning.”

EDUCATION CENTER As the Longboat Key Foundation begins to form a more detailed vision for a cultural center on the island, the Ringling College of Art and Design and the Longboat Key Education Center have nearly formalized plans to be included in its overall footprint.

Executive Director Susan Goldfarb said she will retain her position but work under the auspices of Ringling.

“It is my understanding that the school would move its entire operation to the new facility,” Goldfarb said. “But I am very excited about the future of the new cultural center and the part that the Longboat Key Education Center will play in it.”

any buildings at the former Colony Beach & Tennis Resort are unsafe, according to town staff.

Now, Unicorp National Development, which seeks to redevelop the property, plans to demolish at least five of them within the next four months.

Unicorp President Chuck Whittall informally agreed to raze the structures during a June 6 commission meeting.

Former Town Commissioner Lynn Larson and newly elected Commissioner Armando Linde toured the property earlier this year and saw firsthand the structures described in the town building official’s May 25 memo.

“With the onset of hurricane season, the risk created by the conditions of the severely diminished structural integrity of the structures referenced above is greatly increased, as the aforementioned buildings have already experienced partial collapse, or are in imminent danger of total collapse,” wrote building official Darin Cushing in the memo.

Progress at the Colony

Don’t get your hopes up too much. Nevertheless, come July 14 one of the combatants in the Colony soap opera is expected to be bought out — for $15 million to $25 million.

T

o be sure, granting The Colony Beach & Tennis Resort Association and Unicorp National Development any type of extension to continue doing what always appears to be nothing at the shuttered resort is a keen source of frustration.

Not just for Longboat Key town commissioners, but for all Longboat Key residents, especially the Colony’s next-door neighbors at the Tencon and Aquarius condominiums. It’s almost to the point that everyone not physically or financially connected to the Colony is so over it — except that the dilapidated resort remains an unavoidable eyesore as you drive along Gulf of Mexico Drive.

But good for the town commissioners. Rather than give in to Unicorp’s request to extend until February 2018(!) a deadline to begin redevelopment — or lose the Colony’s zoning designation — Longboat commissioners and Unicorp agreed on Jan. 9, 2017, as Unicorp’s deadline to begin redevelopment.

Of course, no one believes that.

After all, the Colony Wars have been going on for a decade. What’s the rush?

Pardon the cynicism.

In fact, there actually may be a definitive sign of progress come July 14. That’s

the drop-dead deadline for Unicorp to close on the purchase of the infamous 2.3 acres and all of former Colony owner Murf Klauber’s properties from none other than Colony Lender.

Colony Lender, for those who haven’t followed this dirty soap opera, is the two-man entity of former Cedars Tennis & Fitness Club owner Randy Langley and part-time Longboat Key resident, lawyer David Siegal.

They’re the pair who collaborated to purchase from Bank of America in 2010 $10 million worth of Klauber debt. That entitled them to ownership of 2.3 crucial acres of common area in the middle of the 18-acre property, plus Klauber’s penthouse living unit and office; the Colony restaurant and swimming pool; locker rooms; meeting rooms; delicatessen; and the Le Tennique clothing store. They also say one of the other assets in this pending sale is title to 60 years remaining on a recreational lease that Klauber owned, giving his resort guests access to the Colony’s tennis courts.

But, of course, that is still tangled in the legal spaghetti ball in the courts.

If you can remember back that far, when Langley and Siegal acquired Klauber’s loan, the word on the street was

they paid the bank $3 million to $4.5 million. Neither Langley nor Siegal ever confirmed the amount.

And at the time, when they became involved in what was then already a three-year battle between Klauber and the Colony Association unit owners, they portrayed themselves as wouldbe white knights. They said they had a plan.

In March 2010, Siegal told the Longboat Observer: “If everyone is reasonable, everyone can benefit.”

In that same story, the two declined to reveal their rescue plan, but Langley said it was structured “down to the nail.” He also said in that interview: “We don’t want to roll over anybody. That’s destructive. We don’t want that for anyone.”

And there was this line in that story: “But Langley is also pragmatic: ‘I’m not a Joan of Arc. I expect to make a profit.’”

When we asked Chuck Whittall, president of Unicorp, what he was paying Colony Lender to take it out of this never-ending dispute Tuesday, he confirmed the price was between $15 million and $25 million.

Two combatants out (Klauber, Colony Lender), many more still to go. Hope springs eternal.

Underground bills: Pay it all, or make payments?

Without knowing the total cost or interest rate, property owners can’t make an informed decision.

All Longboat Key parcel property owners recently received a letter from the town manager informing them of the special assessment program to fund the costs associated with the Gulf of Mexico underground utility project. The letter specifies the assessment amount and provided the following three payment options: 1) Payment in full on or before Aug. 15; 2) Equal annual payments for 30 years; 3) Cash payment any time after Aug. 15 of the remaining balance.

If you pay close to attention to your spending and investing, these options present different financial ramifications for property owners.

For most parcels, the full payment will be $2,424.47, or, the maximum annual 30-year installment — based on an estimated annual interest rate of 6% (the rate used by the town in its discussions), would be $182.51, or $5,475.30 over the life of the assessments.

While full payment clearly seems to be the least costly and simplest to do, it may not make the most economic sense.

Here’s why: At this point, taxpayers know neither the total cost of the project, nor the interest rate on the bonds.

These two important factors will not be known for one to two years.

So consider the following the three scenarios: 1) WILL YOU OVERPAY?

When the town estimated the cost of the project, one of the objectives was to establish a “not to exceed” cost, such that the town would be assured it would have sufficient funds under any circumstances.

As a result, based on my cost analysis of other similar projects, the town’s estimated cost far exceeds what Longboat Key’s project actually will cost.

This is important. For instance, if you opt to pay the full amount of the assessment in one payment and the cost of the

project comes in less than projected by the town, the “GMD Initial Assessment Resolution (page 21) states: “The town shall not be required to refund any portion of a prepayment.”

In other words, you could end up overpaying the town.

2) PAY IN FULL OR INVEST?

Now consider the case if the interest rate on the bonds is below 6% — say, the 4.5% that the town also has used in its cost scenarios.

In this case, a property owner may want to make the $182.51 annual payments, with the thinking that he could earn more than 3% by investing the $2,424.47 that would have been spent by making one annual payment. Better to keep and invest your money than give it to the town to hold.

On the other hand, if the interest rate on the bonds does turn out to be 6%, a

On the Florida Realtors’ sales agreement, Section (9f), titled, “Special Assessments,” the following two options are listed: a) Seller shall pay installments due prior to closing, and buyer shall pay installments due after closing; b) Seller shall pay the assessments in full prior to, or at the time of closing.

Option A is the default. But buyers could push for Option B, or the assessment could result in a negotiation that could have financial impact on the sale.

Here’s another twist: Let’s say in a year or two when the bonds are issued, the interest rate turns out to be less than what the town initially bills, what would the town do? Then the town has the choice to either adjust the annual payments downward or reduce the term of the bonds and retired the debt sooner.

Asked about this, town officials were not certain, although they sounded as though they would lean toward reducing the term of the assessments.

The point is: Knowing the interest rate is crucial.

3) LEAST RISKY ROUTE?

Not knowing what the exact interest rate will be or the exact cost of the project, perhaps the least risky approach would be to make annual payments during the first one or two years. That way, you retain control of your funds.

Once the town determines the interest rate and total cost, you would then have sufficient information to decide whether to pay the balance at that time or continue with annual payments.

Although some property owners may feel their $2,424.47 Gulf of Mexico Drive assessment may not be significant enough to think about, the coming neighborhood underground utility assessment for some will be as much as $8,400. Combined, that would total $10,824.47.

The bottom line: Voters have approved converting all of Longboat Key to underground utility lines, and the cost implications are starting to emerge.

By understanding the ramifications of the payment options, property owners can better control the short- and longterm financial impacts.

Hotel plan puts property values at risk If you own Longboat Key real estate — a house, a condo, even a timeshare anywhere (yes, anywhere) on the island — an upcoming referendum raises important and possibly costly questions that you should ponder. The value of your property will be at stake.

Even if you vote elsewhere and, therefore, cannot participate in the referendum, you should let your voice be heard somehow. Your property values will still be at stake.

The issue is the construction of a new hotel. Many longtime property owners and residents firmly believe that the proposed project would create the wrong thing in the wrong place by put-

ting too big a thing in too small a space. They are not convinced that their community would benefit in any way but might suffer in many ways instead.

So please let me suggest a few questions to ponder: n Would a large new hotel require more town police officers, firefighters, emergency workers, ambulances and town maintenance staff? As good as those currently employed are (and they are outstanding), would there be enough of them to handle the extra workload?

Would a new hotel be taxed enough to pay the bill — or would you have to pay, too? n Who would be billed for higher highway maintenance and repair costs if traffic increases so much more? With more than 100 rooms occupied by guests who would probably drive automobiles to and all around the Key, and with hotel vehicles, vendor delivery trucks and employee cars added to the traffic, can our roads — and especially our only highway from north to south and in the middle — survive that extra load? Can we? n Of course, a new hotel would increase employment on Longboat Key. But would you and your retired neighbors want to make the beds there for a few nickels and dimes, or sweep the floors? n If approximately 200 or more guests of the beachless hotel sought a beach to enjoy on a sunny day or holiday, where would they go? how would they get there without increasing traffic on busy GMD? You think you have seen traffic jams before? Just wait! n And speaking of waiting and waiters, would you be pleased to wait in line at your favorite restaurants — assuming that the hundreds of new tourists would not prefer to get burgers in Bradenton or Sarasota? Would they actually support our local businesses at all? n Indeed, if the new hotel does make money, where would that money go — to owners living elsewhere or employees not living here? Whose economy would benefit at whose expense? n Would your property values go up or down as the new hotel changes the Key’s ambience? n More important, if tropical weather requires mandatory evacuation or simply inspires some to flee, where would they — and perhaps your family — run to, and how would so many more people manage to leave the island in haste? Come to think of it, even when there is no emergency, how would you get through all the routine daily traffic just to buy a cup of coffee on a sunny day?

Please consider and, if you can, please vote no. If those questions seem important to you but you are not on the Longboat Key voter rolls, you can still discuss such matters with your neighbors and urge them to speak out, too. Their taxes and property values and peaceful enjoyment of their property are as much at risk as yours are now.

I accept responsibility for my vote on ratifying the contract with our firefighters and EMT personnel. What I do not accept is the editorial position tying the unfunded liability issue with the three-year expense issue addressed in the current contract. One has nothing to do with the other. The new contract does not impact or add to the unfunded liability in our frozen past pension plans. To imply or state that it does is a false linkage.

I cannot speak for any other commissioner, but judging the decision on an operating budget basis — stripping away the emotion surrounding the desire to hold some line other than the bottom line — this contract is fiscally responsible, with the cap removal offset by the fire union forgoing wage increases.

I am confident that in any future contract negotiations, the commission will continue to be fiscally responsible and consider all options regarding delivering fire and EMT services to Longboat Key residents and visitors at a responsible cost.

And, if my name is remembered, let it be for making principled decisions based on facts. I can live with that.

Richard Eagan

RICHARD ‘DICK’ HENRY EAGAN

Richard “Dick” Henry Eagan, 74, of Sarasota and formerly of Longboat Key, died June 7.

Born July 18, 1941, in Philadelphia, he was the son of Henry William and Miriam Gentel Eagan.

He attended Red Bank Catholic High School in Red Bank, N.J., and Colgate University, in Hamilton, N.Y., where he was awarded a football scholarship, earned his Bachelor of Arts degree and was a member of Delta Upsilon fraternity.

His 35-year retail career culminated with his retirement in 1997 as vice president of stores from Dillard’s department stores. He and his wife, Joy, moved to Longboat Key in 1998, where in their free time they enjoyed the beach, boating, tennis and golf.

He was active in the community as a member of the Longboat Key Club and later the Sara Bay Country Club, where he organized a Friday golf group, which also raised funds for the club’s golf training. He was also a member of Sarasota Yacht Club.

An avid tennis player as a young man, his passion turned back to tennis when he purchased the Tennis Look store on St. Armands Circle in 1999 and joined the Longboat Key Pub-

After moving to Florida, Mr. Miller had more time to devote to his love of tennis. He won numerous doubles tournaments as a member at the Longboat Key Club.

Mr. Miller, to the surprise of many, also became an avid fisherman and would often risk injury from the slick rocks in the inlet as well as from the docks at the marina. He enjoyed sharing the fish he caught with friends and neighbors. Like all fishermen, he also enjoyed showing off his biggest fish, which included snook, drum and redfish.

Mr. Miller stayed busy volunteering as an active member of Temple B’nai Israel and serving on its board of trustees, the Men’s Club board of directors and on several committees.

He was a member of American Legion Post 1, the Jewish War Veterans and a lifetime member of B’nai B’rith. The SarasotaManatee Jewish Federation honored him with the Golden Giver Award for more than 25 years of dedication to its efforts. He also volunteered on committees of the Suncoast Gerontology Center, raising funds for Alzheimer’s research.

He was preceded in death by his parents, Karl and Rose Miller; sister, Shirley Solot; and son, Larry. He is survived by his wife, Doris; son, Andrew, of Wilmington; brother, Fred, of Glen Mills; and two grandchildren.

Funeral services will be private.

He is survived by his beloved wife of 39 years, Joyce Galida Eagan; daughter, Kimberly Eagan Viani, of Alexandria, Va.; son, Henry Eagan, and his wife, Jennifer, of Birmingham, Ala.; three sisters, Patricia Cluthe, of Lawrence, Kan., and Suzanne Wynne and Mary Carol Eagan, both of Red Bank; brother, Anthony Eagan, and his wife, Alexandra, of Hudson, Ohio; and five grandchildren.

A private family memorial service will be held.

Winifred Silman Skversky, 101, of Sarasota and formerly of Longboat Key, died May 18.

Born Jan. 16, 1915, in New York City, she graduated from Syracuse University and was a fashion copywriter. She and her late husband of 65 years, Dr. Norman Skversky, lived in Philadelphia for nearly 30 years before retiring to Longboat Key in 1984.

She moved to Sarasota Bay Club in 2004 and was a member of Temple Beth Israel.

Her long life was a blessing because she had so much to express, from writing her poetry, which was straight from the heart, being the glue of her family, her championship tennis and golf to her bridge playing prowess and her many friends.

She radiated kindness and will be greatly missed by all who knew her.

She was predeceased by her sister, Irma; brother, Herbert; and parents, Jenny and Morris Silman. She is survived by her daughter, Roslyn Skversky Squire; son, Robert; and numerous grandchildren and greatgrandchildren.

Services will be held at 2:30 p.m. June 16, at Sarasota Bay Club.

Memorial donations can be made to the donor’s favorite charity.

TROUBLEINPARADISE I

t was early afternoon, a day after the near-riot at Town Hall. The commission chambers was packed with citizens who came to watch the Town Commission hold its weekly workshop to decide which issues were important enough to bring to the regular commission meeting.

I was there to provide security for the vice mayor, who was still shaken by his near-death experience with a hangman’s noose.

I saw Charlie Goins in the back corner talking earnestly with the Canadian peacock killer.

The agenda had been whittled down to two items: whether to allow a zoning change on the north end so that a hotel could be built and whether to close down the Hooters restaurant that had taken over the building once occupied by Moore’s Stone Crab Restaurant.

The vice mayor was not happy.

He was pushing for an ordinance that would make it a criminal offense for anyone to hang a public official. The other six commissioners, including the mayor, were against such an ordinance.

Their argument was that one incident wasn’t enough reason to create another law.

“But none of you were hanged,” the vice mayor said.

Things get delightfully tacky, yet unrefined this week on Longboat Key. Editor’s Note: Ten years ago, Longboat Key author H. Terrell Griffin made his debut as a mystery writer with the “Killer Summer” serial in the Longboat Observer featuring the fictional Detective Jake Bass.

“There’s nothing dangerous there,” the mayor said. “Just good old American democracy at work.

“You rezone that land for a hotel and you’ll feel the noose around your neck.”

A man with a large nose and a beer belly stood in the back of the room and waved a rope tied with a hangman’s noose. “You tell ’em Vice Mayor.”

“Pshaw,” the mayor said, “I’m voting against it.”

“Why is it,” the mayor asked, “that every time we have a legal issue, you hire another lawyer instead of addressing it yourself?”

“Referral fees.”

“What?” the mayor asked.

“I meant to say, this town deserves the best representation money can buy.”

“I think the citizens are getting tired of paying such outrageous legal fees.”

“It’s only tax money,” the town

attorney said. “It’s not a big deal.”

“You’ve got a point. Can we win any suit the developer brings?”

“Probably not. But remember, it’s not who wins or loses, it’s how you play the game.”

“Another good point,” the mayor said. “Next item.”

A citizen stood up and hollered.

“Mayor, what about the wetlands over by the hotel site?”

“You talking about the Gulf of Mexico or the bay?”

“No, ma’am. Neither. I’m talking about the wetlands.”

“The gulf is wet, and there’s land under the surface. The bay, too. So it’s wet land. I don’t see how that affects the hotel. Anyway, the Villagers have talked us out of proceeding with that issue.

Sit down, sir.”

“The next item on the agenda is Hooters,” the town clerk said.

“We ought to table that one,” the mayor said. “It’s not really a problem.”

Forty-six elderly women jumped to their feet, a cacophony of dissent filling the room. The mayor banged her gavel, turned up her microphone and hollered, “Y’all calm down. Pick one of your group to address this august body.”

The women huddled and soon chose a spokeswoman, one of the leaders of the Longboat Key Garden Club.

“We’re concerned that our husbands spend most of their days at Hooters eating chicken wings, drinking beer, and ogling the waitresses,” she said.

“What’s wrong with that?” the mayor asked. “Probably keeps them out of the house.”

“They’re all getting fat.”

“Ogling makes them fat?”

“The wings and beer.”

“Well, you don’t expect the owner to let them sit around all day and ogle unless they spend some money.”

“But, Mayor. You own the place.”

“What makes you think that?”

“Your name is on the liquor license.”

“You should recuse yourself from taking a position on this.”

“Can’t do that,” the mayor said.

“I was elected to use my judgment, and I don’t think wings are that bad for you. And beer is mostly water.”

“What about the ogling?”

“You just said that doesn’t make them fat.”

“No, but it gets them all heated up.”

“At their age?”

“Yeah. It’s already hot out there, and the walk home after all that beer and wings just about gives them heatstroke.”

“What’s that got to do with ogling?”

“They eat their wing lunch and then stay to ogle until it’s midafternoon and very hot outside.

They have to leave then because of nap time.”

“You could pick them up in your car. Turn on the a/c.”

The women huddled quickly.

Then, “We hadn’t thought of that. Maybe we could carpool.”

“OK,” the mayor said. “Problem solved. Anything else?”

Charlie and the Canadian slipped out the side door, grinning and elbowing each other in the side. I wondered what that was all about. A conspiracy theorist like Charlie consorting with a Canadian peacock killer who

Charlie said infiltrated our island from Bradenton Beach didn’t make any sense. I’d have to ponder that issue.

A fist fight broke out in the back of the room, and somebody threw a very irritated peacock into the chambers and shut the door. The angry bird, squawking loudly, flew onto the long, circular desk at which the seven commissioners sat.

The commissioners seemed frozen in their chairs, stunned at the rapid turn of events that brought more than the usual discord into their midst.

The mayor took control, shouting, “Somebody get this carpecking wad of feathers out of here.”

A woman in the back of the room, whom I recognized as one of the bird catchers hired by the town to cull the peacock flock, came forward with a burlap bag, threw it over the bird and hauled it away. Her partner came to the dais and presented the mayor with a bill for $500.

“One more gone,” he said.

The mayor adjourned the meeting. I escorted the vice mayor home and went to find the bighaired preacher.

Skimmer population recovers from Tropical Storm Colin

B

efore Tropical Storm Colin, Lido Key had 40 black skimmer chicks ranging from 1 day to 3 weeks old. There were also 700 adults and 150 eggs.

The storm completely washed over the colony. Only 400 to 450 adults and 25 chicks survived, and no eggs remained.

The adult birds are already mating again, and nesting could last longer than usual this season through September.

“They’re great parents,” said Holley Short, coastal bird monitoring and stewardship coordinator with Audubon Florida.

“They learn what to do in this situation.”
