Crosswalks: Should they stay or should they go?

For many residents, the answer is ‘stay.’

Now, the commission is hitting the brakes on a plan to ask FDOT to remove the safety features.

he Longboat Key Town Commission granted the Gulf of Mexico Drive crosswalks a reprieve Monday, following an outpouring of support for the crossing near Country Club Shores.

Commissioners decided at their regular meeting to work with the Florida Department of Transportation to collect data on crosswalk usage before asking the state to move or remove them.

The decision came two weeks after commissioners reached consensus to ask FDOT to remove all four pedestrian crosswalks on Gulf of Mexico Drive, a state highway that the agency controls and operates.

Town Manager David Bullock and the Town Commission hope data will show which crosswalks are effective and necessary, although they agreed that the Country Club Shores crossing meets both of those descriptions.

“There’s a need and a use for Country Club Shores crosswalk,” Bullock said. “To a lesser extent, the (crosswalk near the) Diplomat. The two at the north end go nowhere.”

Four Country Club Shores residents spoke in favor of the devices, as well.

“As people are gaining experience … people in cars are stopping faster, pedestrians are getting a little less aggressive,” William Cook said.

Linde Ward also asked the commission to seek improvements, rather than removal.

“In order to improve them, enforce them,” Ward said.

Former Commissioner Lynn Larson, who fought for the crosswalks’ installation during her time on the dais, rallied neighbors to save the crosswalk. Larson was critical of fellow Country Club Shores resident Commissioner Armando Linde’s comment at a previous workshop that he doesn’t know any residents who use the crosswalks.

worked too damn hard to get that crosswalk.”

According to Vice Mayor Terry Gans, the consensus to request removal was the result of concerns that the crosswalks lure pedestrians into crossing unsafely by creating a false sense of security.

Longboat Key Police Chief Pete Cumming told the Longboat Observer time and education are key and agreed further evaluation is needed. He added that pedestrians should use common sense before stepping into the roadway.

Mayor Jack Duncan agreed to wait for data but said at least one of the northern crosswalks would better serve pedestrians if it were moved in front of the future Zota Beach Resort.

One of the northern crosswalks was originally designated for placement in front of Spanish Main Yacht Club and the nearby beach access, however, it was relocated in the planning stages at the request of residents.

After discussions, the commission made no motion related to the issue, and commissioners agreed to wait for the town and FDOT to evaluate the crosswalks.

FDOT District Traffic Operations Engineer L.K. Nandam told

the Longboat Observer the agency plans to collect data to evaluate the effectiveness of the devices during “the next peak season” but is talking with the town to determine when the best time would be.

Nandam said discussions of crosswalks should emphasize educating pedestrians and drivers, along with enforcement.

Two recent incidents at crosswalks — a pedestrian was struck in February when a car failed to stop and a close call that Commissioner Irwin Pastor witnessed approximately three weeks ago when a motorist attempted to pass another motorist stopped for a pedestrian — were caused by driver error, Nandam said.

“We should be focusing on how to educate motorists and pedestrians whether there’s a crosswalk or not,” he said, noting that motorists are obligated to stop for pedestrians in the roadway regardless of whether they’re in a crosswalk.

Discussions about crosswalks began in the wake of a pedestrian death in 2012. Another death had occurred in 2005 when a bicyclist attempted to cross GMD and was struck and killed.

NORTH GMD: PREPARE TO SLOW DOWN The Florida Department of Transportation will reduce the speed limit on Gulf of Mexico Drive from the Longboat Pass Bridge to Broadway to 35 mph from the current 45 mph, Town Manager Dave Bullock told the Longboat Key Town Commission Monday night. The change comes as FDOT prepares to install a new crosswalk in the area.

But commissioners want the entire Key to slow down — and passed a motion on first reading to request an islandwide speed limit of 35 mph.

Mayor Jack Duncan said the reduction would cut down on pass-through traffic. But Commissioner Phill Younger opposed the idea, saying that “slower is safer” is an emotional appeal, not a logical one. Both Younger and Vice Mayor Terry Gans voted against the motion.

FDOT District 1 Secretary Billy Hattaway wrote in a letter to the town that FDOT is not recommending speed reductions elsewhere on the Key. FDOT District Traffic Operations Engineer L.K. Nandam said that, based on previous research, a 45 mph speed limit is appropriate for the Key. FDOT determined the reduced speed was necessary for the north end based on crash and speed data.

Firm protests town’s choice for beach projects contract

As the town completes its midisland beach renourishment, plans for two additional sand projects have hit a potential snag.

Ferreira Construction Southern Division Co. Inc. is protesting the town’s choice of Norfolk Dredging Co. to dredge Longboat Pass and New Pass to expand Key shorelines. Ferreira submitted a $5.7 million bid for the project, which was roughly $780,000 less than Norfolk’s offer.

“Ferreira protests the bid for several reasons, which all require that the recommendation of award be set aside, that the entire solicitation be canceled or that the subject project be rebid to correct the errors and/or omissions referenced herein,” wrote Ferreira attorney Michael Gore in an April 26 letter to Mayor Jack Duncan.

Now, the town’s engineering consultant, Olsen Associates, will draw up new, more specific bid documents and take new offers, said Public Works Director Juan Florensa.

“I want to put that on the street next week,” Florensa said.

The protest will likely delay plans to mine 200,000 cubic yards of sand from New Pass and 250,000 cubic yards of sand from Longboat Pass by at least 30 days, Florensa said. The New Pass project is scheduled to begin in July, while the Longboat Pass project is

slated for September.

“We’ll move it along pretty quickly,” said Town Manager Dave Bullock. “These things don’t drag out too much.”

In selecting Norfolk, Purchasing Manager Kari Kennedy disqualified Ferreira, the lowest bidder, for not submitting a waiver from the U.S. Coast Guard to do work in regulated areas. Town staff also determined Ferreira wouldn’t be able to handle the renourishment based on examples of similar projects the company submitted with its bid.

“Based upon the examples presented and the lack of the required waiver, Ferreira has not demonstrated it has the requisite experience operating the proposed dredge in the sea states expected to be experienced on the exposed ebb shoal platforms of New Pass and Longboat Pass,” Kennedy wrote in an April 22 memo.

But Gore wrote in his letter to Duncan that his client does not need a Coast Guard waiver because its dredging vessel is less than 79 feet long. And he also contends that the town’s criteria for a contractor is subjective.

“We request that you take action to override the arbitrary and irrational excuses to reject the lowest bidder, Ferreira,” Gore wrote.

If the town hadn’t chosen to rebid the projects, Bullock would have had to appoint a threemember committee to consider the protest.

early 10 months after the 47-year-old Moore’s Stone Crab Restaurant closed, the building is no more.

The structure was demolished last week to make room for a venue that Mark Caragiulo and Tom Leonard plan to build that’s similar to their Shore Diner on St. Armands Circle.

Moore’s had a rich history in the Longbeach Village.

Co-owners Alan and Paul Moore, who are brothers, and Robert Hicks, whom the Moores consider their brother, got their start at the restaurant washing dishes as children, after the Moores’ father and uncle, Pete and Hughey Moore, opened the restaurant in 1967.

Ever since she took a job at the Players Theatre in 2002, Michelle Bianchi Pingel has been part of an organization searching for the best way to capitalize on a prime piece of real estate.

The Players owns a 1.8-acre site at 838 N. Tamiami Trail, a site it has occupied since 1936.

A two-story performance and office space currently sits on that campus, situated between the 18-story Alinari condominium building and 10-story Jefferson Center housing complex.

For more than a decade Bianchi Pingel says, the community theater has considered embarking on a new model. There had to be a way to leverage the value of the land to benefit the organization as a whole. But as the real estate market crashed and recovered — and Bianchi Pingel, a Longboat Key resident, ascended to the role of managing director and CEO in 2008 — the Players never developed a serious plan for the future.

“I always described us as a middle-to-lower-class family, where we’re land-rich and cashpoor,” Bianchi Pingel said. “We’re a community theater, and we’ve got this multimillion-dollar property.”

Now, that’s changing. On Monday, the Players made a big announcement: It’s putting its current property up for sale and moving to Lakewood Ranch.

rebranding as The Players Centre for the Performing Arts. In conjunction with the news, Bianchi Pingel announced a new $25 million fundraising campaign.

“We have to think big,” she said.

“We can’t think show-to-show any more.”

Bianchi Pingel knows many of the theatre’s patrons will be taken aback by the news. Why leave downtown Sarasota, the center of a community that prides itself on how it embraces the arts?

SELLING HIGH

One reason is, naturally, money.

The property is listed for $12.5 million, which will go a long way toward covering the expenses associated with the new 4.5-acre Lakewood Ranch campus.

In that regard, the timing is fortuitous. There’s no disputing the high demand for luxury residential projects near the bayfront.

Although a split zoning designation complicates the redevelopment of the Players property, a segment along Tamiami Trail is zoned Downtown Bayfront. A builder could potentially construct an 18-story, 66-unit condo on that land.

The Players is working with Ian Black Real Estate to list the property. Even at this early stage, Black believes the demand for downtown residential properties means a high-rise condo is the highest and best use for the land, and he believes external forces are contributing to the interest in high-end housing.

“I know a lot of people don’t like it, because it’s not like it used to be,” Black said. “But things like taxes are driving people out of New York, out of California and into Florida. What’s not to like about coming to live here?”

OPENING ACT The Players Theatre, rebranded as the Players Centre for Performing Arts, will become an anchor of Schroeder-Manatee Ranch’s new 5,500-acre Waterside community.

The Players is working to close on a 4.5-acre parcel in the town center at Waterside, located east of I-75 in north Sarasota County. Preliminary budget estimates for the new complex are between $8 million and $12 million.

“This is the entertainment venue we’ve been longing for,” said SMR President and CEO Rex Jensen.

That 55,000-square-foot property would include a 480seat main stage auditorium, a 125-seat black box theater, a 100-seat cabaret theater as well as classroom spaces. Players officials aim to complete the first phase of construction within three years.

Players CEO Michelle Bianchi Pingel hopes to grow the theater’s budget from $1.5 million to as much as $5 million in the new venue. The Players is embarking on a $25 million fundraising campaign to secure the long-term sustainability of the organization.

Although there was some trepidation about how the public would take the news regarding the move, Artistic Director Jeffery Kin said he was excited by the theater’s plans for the future.

“We will be hoping to create a brand new arts destination,” Kin said. “We will be at the forefront of a new arts scene.”

Black said it’s possible that a buyer could close on the land — and potentially begin construction — within 12 to 18 months.

TOURING COMPANY

Bianchi Pingel is willing to accept a significant challenge to make this move a reality.

There will inevitably be a gap between the sale of the current property and the opening of the new theater. The hope is to find a buyer who’s willing to let the Players lease the land until its new home is complete.

If a new developer wants to kick the Players out after closing on the sale, that makes things more complicated. Still, the priority remains selling the current property; the Players will devise a plan for the interim period between venues as necessary.

“We’re more interested in getting money in the bank so they can build with confidence out east,” Black said.

Although the Players eyes an aggressive 2019 completion for the first phase of the new facility, that could mean more than a year without a dedicated theater space. Bianchi Pingel said

the organization was originally intimidated by the prospect of losing a permanent home. But as long as the Players is moving ahead in Lakewood Ranch, she’s confident the other pieces will fall into place.

“I will find other theaters where we can put our Broadway shows on, and I’ll move the organization into office space temporarily,” Bianchi Pingel said. “We can have a temporary box office somewhere else. We’re not going to freak out over this.”

Christine Jennings, chairwoman of the Democratic Party of Sarasota County, has been one of Bianchi Pingel’s confidantes as the Players plotted this move. As the former director of the West Coast Black Theatre Troupe — a group that lacked a permanent residence at the beginning of Jennings’ tenure — she can attest to the difficulty of running an arts organization without a home.

Still, she knows it’s possible to pull it off. Jennings is confident the Players will retain its audience even if the theater is forced into a nomadic existence while the new facility is constructed.

“For them, this is temporary,

and their supporters will follow them wherever they’re at,” Jennings said.

MAKING SPACE

A new facility is an opportunity for the Players to eliminate problems at the current venue.

Artistic Director Jeffery Kin says the theater, constructed in the early 1970s, is limiting from a creative standpoint.

“Right now, we have to put up our shows in a short two weeks,” Kin said. “In the new facility, we will be able to take our time to build.”

From a technical standpoint, things aren’t much better. Bianchi Pingel cites a variety of infrastructure issues, from air conditioning to aging seats, as a money hole she wasn’t interested in filling any more.

The tipping point may have been parking problems. The Players used a lot on Cocoanut Avenue for overflow parking, but once construction began on the CitySide apartment project, that space was off limits. The Players tried to work with the city on a solution but was unable to reach an acceptable compromise.

STANDING OUT

Despite the value of the land and the challenges on the building, the question remains: Why leave the city of Sarasota completely?

The Players has serious roots here. It prides itself on being the oldest performing arts organization in the region, originally moving to the city eight decades ago.

A lot of things have changed since 1936. Other theater-related organizations — the Van Wezel, Florida Studio Theatre, the West Coast Black Theatre Troupe — occupy space in close proximity to the Players’ home on Tamiami Trail.

“We’re all different, and yet, we’re in competition for butts in the seats and as choices for what to do,” Bianchi Pingel said. “Going out to Lakewood Ranch, for the second time in the Players’ lives, we’ll be the only game in town.”

pus of arts organizations along the bayfront. Michael Klauber, the leader of Bayfront 20:20, said he hasn’t heard any concerns regarding the concentration of arts offerings in that area.

Jim Shirley, the executive director of the Arts and Cultural Alliance of Sarasota County, said he doesn’t see the move as a loss for the Sarasota arts scene. After all, the new theater will stay in Sarasota County.

Even as the move to Lakewood Ranch commences, the Players is committed to opening a new classroom space on Boulevard of the Arts as part of the Rosemary Square project in 2017.

The rest, the organization decided, is just better suited for someplace else. For Bianchi Pingel, the answer to the big question — “Why leave Sarasota?” — is ultimately a simple one.

“Our mission’s going to stay the same, but it’s going to allow for growth,” she said. “We can’t grow where we’re at, unfortunately.”

ou don’t need me to tell you traffic congestion in Sarasota is bad and getting worse. A booming season combined with road construction or maintenance work on Interstate 75, University Parkway, Bee Ridge Road, Main Street, Coon Key Bridge and Stickney Point Bridge seems to have everyone pulling their hair out over traffic.

It’s not a problem that will go away by itself. The current transportation plan for Sarasota and Manatee counties predicts that the number of hours people spend delayed by traffic congestion will more than double in the next 20 years.

Nor is it an easy problem to solve.

There is no simple, painless way to fix congestion and improve mobility in a metro area. It takes a lot of resources and tough choices, a willingness to tolerate construction and a recognition that nothing is free to improve a regional transportation system.

Let me start by saying we cannot significantly reduce congestion by improving public transit, bike lanes or walking paths. These modes carry less than 2% of all travel in the region, so even if we could triple that amount (which no city in the U.S. has succeeded at doing, by the way), that still would accommodate only about 6% of travel.

Transit, biking and walking matter, but we don’t have the dense, linear corridors that could make them a significantly bigger part of the transportation system.

To improve mobility in Sarasota, we simply must improve the system that serves virtually all travel: the roads for auto travel.

TOLLS FOR ALL ROADS

Now I’m sure you’ve heard, repeatedly, “You can’t build your way out of congestion, so it’s pointless to build any more roads.” This is the biggest red herring in modern transportation planning.

Yes, in a growing metro area, if you build a new road or expand an existing one, eventually traffic fills up that new capacity, and congestion returns. But for some time congestion is reduced.

The Texas Transportation Institute’s periodic study of congestion in the nation’s major metro areas shows those regions that add the most new road capacity see the least increase in congestion. And at the same time, the new capacity allows far more people to get where they want to go.

Mobility improves. And yes, you may still have congestion, but more people can travel.

As the wag said: We wouldn’t have all this congestion if people would just stop going places. Congestion is basically waiting in line to get a scarce resource — the roads — because we treat it like it is free. We pay for the roads through gas and other taxes, which the average person does not take into account when deciding to run an errand or drive to work.

Therefore, by definition, the only solution to congestion is to price the scarce resource directly so that people take the cost into account. For example: tolls for all roads.

Now most people prefer to keep allocating the scarce resource of roads by waiting in line rather than paying a toll, so congestion is probably with us as long as Sarasota continues to thrive.

EXPAND CAPACITY

So if we are unwilling to use tolls to eliminate congestion, we must consider how do we improve mobility, how do we improve the system so that more people can get where they want to go? Can we at least reduce and mitigate congestion?

The current long-range transportation plan for Sarasota and Manatee counties essentially is to spend millions of dollars and for congestion to get much worse. But we can spend those resources in ways that will reduce congestion somewhat and dramatically improve mobility.

In fact, I led a team that devised alternative long-range plans to accomplish just those things for the metro areas of Atlanta, Los Angeles, Denver, Chicago and, most relevant, for Miami and for Cape Coral/Fort Myers in Lee County to the south.

Obviously, the approaches proposed in Lee County are most relevant to Sarasota. What would that

Hoping to sell its property fronting Tamiami Trail for $12.5 million or more, the Players signed contracts Monday to purchase a 4.5-acre site in Lakewood Ranch, where it will build a 55,000-square-foot theater complex.

Raised on Longboat, the daughter of David Bianchi, Longboat’s fire chief in the mid-1970s, Bianchi Pingel for more eight years has been CEO of Players Theatre.

She also is the great-niece of the late Henry Cupi, who developed homes on Jungle Queen Way and Tarrawit and St. Judes drives.

First, we must expand capacity in our most congested corridors.

There is not a lot we can do with heavily congested downtown streets beyond the improvements already underway and planned. Congestion is inherent in dense downtowns. Where we most need new capacity is on U.S. 41, Fruitville Road, Bahia Vista and Washington Boulevard. These major boulevards are how people get from one part of town to another.

Of course, adding lanes to those routes will not be easy. We would need to widen where possible. In some places, the only way to add capacity would be ugly elevated lanes or expensive tunnels. We can improve flow by improving intersections with roundabouts or adding queue jumpers, which is passing the middle lanes under or over the intersection to allow free flow through in all four directions. Not easy, cheap or pleasant, but it’s the way other large cities are expanding their road capacity.

These boulevards and a few others are not neighborhood streets that you use to visit local friends or businesses. Nor are they freeways that you use to get from one end of town to the other. Rather they are intermediate roads that connect the major parts of town to each other. They must be designed and operated primarily to serve that purpose.

Which is the opposite of what the city’s Urban Design Studio has proposed for Fruitville and for Siesta Drive (the main access route for thousands to get on and off of Siesta Key).

Walking and bicycle routes need to be a block to one side or the other of these major intermediate connectors, not incorporated at the cost of demoting an intermediate connector to a neighborhood street, dooming us all to much worse congestion.

CONTROL THE FLOW

How we operate the system is also vital. In any infrastructure network, active real-time management of flow is crucial to maximizing flow. Coordinated signal light timing substantially improves flow and reduces congestion. So does using cameras and sensors to monitor conditions in real time on major roads and bridges and intersections and via a traffic control center. That control center can operate signal lights, information alerts and deploy resources such as tow trucks to expedite clearance of incidents or traffic police to help move traffic around temporary problems.

We deploy more technology to ensure the smooth flow of sewage than we do for the smooth flow of traffic!

These are just approaches and examples. Real modeling and analysis of how such projects could improve mobility and explore alternative ways to fund the projects are necessary.

What I have proposed here is not cheap or easy. But these approaches are demonstrably effective at reducing congestion. And mobility is so crucial to our quality of life, and so central to the region’s economic prosperity, we’d be foolish not to examine every option.

Don’t forget to plan for a new bridge

If Ms. Julie Bates wants to paint all of the sidewalks red on St. Armands Key, that is fine.

However, she should check as to how and why they were originally colored in the l 920s.

That color was and is called “Ringling pink.”

I believe some pink still remains on South Washington Drive, and perhaps a few other areas around the Circle.

Also, cement segments appear in the Sapphire Shores area, near the John and Mable Ringling Museum of Art. When John Ringling was involved in a new development during the 1920s, he had his favorite “Ringling pink” color mixed into the cement mixture that was used to form the sidewalks and street curbs. Little now remains about town.

If Ms. Bates wants to color all the sidewalks on John Ringling’s dream development of St. Armands Key, then please pay attention to our history.

With all of the planning for the north end of the Key, it seems planning for a new bridge would be one of the biggest concerns.

There have been talks of a new hotel near Broadway and Gulf of Mexico Drive, and maybe even a traffic circle at that intersection location.

Just north of here, Anna Maria Island has been busy planning for new bridges.

Around 1994, the Florida Department of Transportation came to Longboat Key and offered to plan for a new bridge because the life expectancy of the Longboat Pass Bridge had come to pass. For some reason, the town of Longboat Key turned down FDOT’s offer to begin studies.

Any new bridge planning would include the three most common options: replacing it as is; making it a little larger, including a draw; or a tall 60to 65-foot, fixed-span bridge.

Each of these choices would offer specific choices and ramifications, including consequences that will directly affect the choices that you are now considering for the traffic circle at Broadway and any new development in that location.

Crosswalks enhance pedestrian safety Editor’s note: The following letter was sent to Florida Department of Transportation District 1 Secretary Billy Hattaway, as well as the Longboat Observer.

Mr. Hattaway, I wanted to thank you and the DOT for the crosswalk located where Gulf of Mexico Drive intersects with Bogey Lane and Longboat Club Road. As a former commissioner, I listened to constituents who asked for this particular crosswalk and lobbied for it for the safety of pedestrians.

Now, no longer a commissioner due to term limits, I am a resident who enjoys the use of the crosswalk. My neighbors have expressed alarm about any conversation that includes possible removal of this important safety enhancement to our neighborhood.

That said, all of us welcome any safety features that are available and appreciate what has been done so far.

I understand and hope that

anyone using any crosswalk will do so with care and attention to look both ways and wait for traffic to stop before walking into any roadway. I also understand the need for enforcement of all traffic laws, including those that require traffic to stop for pedestrians in crosswalks. I hope our local government will focus their efforts on compliance for safety from both drivers and pedestrians.

Crosswalks: Kind of a big deal around here Regarding your opinion on the LBK crosswalks, I have lived on Longboat Key for several years and find the crosswalk at Country Club Shores to be a huge improvement to pedestrian safety.

A new plan has emerged from a developer interested in redeveloping the former derelict Colony Beach & Tennis Resort property.

Although Orlando-based Unicorp National Development and the Colony Beach & Tennis Resort Association appear now to be working in tandem to redevelop the 18-acre Longboat Key property, after years of fractious lawsuits and entanglements, a second proposal continues to swirl around the former tennisthemed resort.

Longboat Key resident Manfred Welfonder’s MW Corp. and Lutgert Cos., of Naples, have received a nonbinding “expression of interest” in operating a proposed 400-room luxury hotel at the Colony from Fairmont Hotels & Resorts, a Toronto-based company whose flag graces hotels from San Francisco to London.

“Fairmont has allowed us to use their name, and they support our project as a potential future operator of our hotel,” says Welfonder. “They are very much engaged with our project.”

Unicorp, meanwhile, has hopes of landing The Four Seasons to a redeveloped Colony.

The Orlando-based developer owns key Colony property, including a 95% stake in a 2.3acre recreational property at the

center of the resort, and entered into an agreement in March to work with the association.

Although past developers have worked with the association on plans for a future resort, the agreement with Unicorp is key because it includes a global settlement of most litigation surrounding the property.

“We’ve met with Fairmont, and the reality is any interested flag would go to whoever has the property,” Unicorp CEO Chuck Whittall says. “We’ve had active and serious discussions with Fairmont, St. Regis and Four Seasons. We have a deal with the homeowners’ association, but at this stage, it’s hard to sign an agreement with a hotel flag until more things are done. But we have a good working relationship with the association now, and I think we’re about two weeks away from finalizing a legal agreement with them.”

In other Colony news, owners filed a new application to extend the property’s grandfathered tourism units Monday.

Because the Colony’s 237 units were built on 18 acres before the town created its tourism resort commercial classification that allows for just six units per acre, 129 of the resort’s 237 units are considered grandfathered. If that nonconforming use disappears, only 108 units would be permitted.

Born in Fort Wayne, Ind. to the late Raymond and Vivian Cassady, she was a graduate of South Side High School, in Fort Wayne, and Indiana University.

Mrs. Castell was a flight attendant for Eastern Air Lines prior to her marriage to John Castell in 1960. After living in Newfoundland while John served in the U.S. Air Force, the couple moved to West Lafayette, Ind., where they resided until moving to Carmel. In recent years, winters were spent on Longboat Key. She was active in the Lafayette Country Club, where she played golf, and was active in several bridge clubs.

She is survived by her husband of 56 years, John; children, Jeff and his wife, Jane, of Fishers, Ind., Mark, of West Lafayette, Ind., and Kelly, of Indianapolis; two grandsons; and brother, Steven Cassady, and his wife, Barbara, of Fort Wayne.

A private memorial service and a celebration of life were held.

hrist Church of Longboat Key, Presbyterian hosted a goodbye party for its snowbird members April 15, at Cedars Café and Tiki Bar. Ninety church members enjoyed drinks and food by the pool.

Anne Stovall Timm, 92, of Longboat Key, died March 28.

Born in Kentucky, she graduated from the University of Arizona. She left for New York City to pursue a career with Mademoiselle magazine.

She spent much of her life in Weston and Westport, Conn., where she was a top real estate agent for 23 years. She was featured on the “Women’s Watch” show for her real estate achievements. She was a member of Aspetuck Country Club, golfed and organized the tennis team.

She and her husband, Ralph, moved to Longboat Key to retire in 1995. She enjoyed duplicate bridge and became a life master.

She was preceded in death by her husband, Ralph Timm.

She is survived by her children, Nancy, John and Suzanne, and four grandchildren.

Private services will be held at a later date.

PATRICIA CASSADY CASTELL

Ind., died April 24.

Born April 6, 1931, in Peru, he was the son of Wellington and Hazel McGinness McKinney.

He married Shirley Jean Eberle on Sept. 10, 1950, and she preceded him in death on Nov. 3, 1990. He married Joyce Hight on Jan. 10, 1993.

He was a veteran of the Korean War, serving in the U.S. Navy from 1951 until 1954.

Mr. McKinney was a businessman in Peru, owning and operating McKinney’s Inc., a television and appliance dealer, from 1954 until 1974.

Beginning in 1980, he was vice chairman and chief operating officer of the Wabash Valley Bank and Trust Co. until his retirement in 1990.

Throughout his careers, Mr. McKinney was active in Peru and was aggressive in commercial real estate development, building and leasing many buildings. He was also active in industrial expansion in Peru.

He served on the board of directors of the Wabash Valley Bank and Trust Co., Mount Hope Cemetery Association, First of America Bank, Wabash Valley, the Bayport Beach and Tennis Club and the Peru Industrial Development Corp.

Mr. McKinney served on the board of trustees of Dukes Memorial Hospital from 1979 until 1991 and as chairman of the board for 10 of those years.

He was a member of St. John’s Lutheran Church, in Peru, and served in various capacities, including as president of the congregation from 1969 until 1981. He was also a member of the Peru Maennerchor, the Peru Moose and many other civic organizations.

He was preceded in death by his first wife, Shirley; sisters, Gweneth Saylor, Eloise McKinney and Kathryn Hann; and brothers, Jack and Wayne McKinney. In addition to his wife, Joyce, he is survived by his two sons, Ron McKinney and his wife, Joyce, of Sarasota, and John McKinney and his wife, Meg, of Lake Geneva

The event featured a catered dinner, along with classic cinema snacks such as popcorn and candy. The featured film was “Butch Cassidy and the Sundance Kid,” but attendees rode golf carts rather than horses. There was also a horseshoe-throwing contest, silent auction and raffle.

PHYLLIS BLACK REINS IN PRIZE Keeping with the Western theme of “Butch Cassidy and the Sundance Kid,” the Kiwanis and Garden clubs hosted a horseshoe-throwing contest, which Garden Club member Phyllis Black won.

“I grew up on a farm, so I’ve been playing horseshoes my entire life,” Black said. “I can safely say that it has probably been 20 years since I’ve played, but I guess it’s like riding a bicycle. I guess my country roots run deep.”

Black grew up in Centerville, N.C., which has a population of 300.

“You can’t even call it a town,” Black said. “It’s a crossroads. You have to drive 12 miles just to get cell service.”
