Is town staff prepared for the eye of a major storm?

When the car stalled during the hurricane, blocking access to Longboat Key from the New Pass Bridge, town staff used a frontend loader to dump it into New Pass.

“We just created an artificial reef,” Town Manager Dave Bullock said.

When looters struck northend homes and Whitney Beach Plaza, Police Chief Pete Cumming secured four extra patrol cars from the Bradenton Beach and Holmes Beach police departments to manage the crime spree.

But, when a call came in about five dead cows on Gulf of Mexico Drive, town department heads knew better. There hasn’t been livestock on the island for decades. They told Sarasota County emergency management staff it had to be a false report.

Fortunately, it was all just a drill.

The hurricane exercise conducted Friday in Sarasota County’s emergency operations center laid out several interesting scenarios in the event of a Category 1 storm. While town staff, who gathered in a small meeting room in the county’s newest building, found humor in some of the pre-programmed disaster events, Bullock said the drill brought important vulnerabilities to light.

“One of the things I learned from it was the importance of having reliable communication when all your normal communication channels are interrupted,” Bullock said after the drill.

In one of the scenarios, the Longboat Key Police Department flooded, which downed the entire department’s computer system.

“We’ll have to go through the fire department’s computers,” said IT Director Jason Keen.

During the exercise, Longboat Key Deputy Fire Chief Sandi Drake relayed “injects,” which are real-time scenarios disaster planners dreamed up, to Assistant Town Manager Michael Hein.

Then, staff would craft responses.

In one hypothetical, Public Works Director Juan Florensa reached out to Mote Marine Laboratory biologists after the town discovered exposed turtle nests on the devastated beach.

“Do it,” Bullock said after the inject about the nests crawled across a flat-screen TV at the front of the room.

BRIEFS More charges pending against alleged package thieves

The Longboat Key Police Department has charged Aaron Perkins and Rikiya Parks with two additional misdemeanors related to a string of package thefts.

The Sarasota Herald-Tribune newspaper courier and his alleged accomplice were arrested earlier this month.

And even more charges are pending, according to Sgt. Bob Bourque.

“They obviously stole a lot more packages than we were aware of because we’re still getting phone calls,” said Bourque, who spearheaded the investigation.

Ballet flats, bedding, lemonade and yarn were among the more than $1,500 worth of missing goods reported at Tangerine Bay Club, according to police reports, although police say Bay Harbour, Bayport Beach and Tennis Club and the Sanctuary at Longboat Key Club were also targeted.

The couple could face additional felony charges along with the two new petit theft charges the department is pursuing.

Past Four Seasons president partners with Lutgert/MW The Lutgert/MW Group partnered recently with John Sharpe, former president of the Four Seasons Hotels & Resorts Corp. in its efforts to redevelop the shuttered Colony Beach & Tennis Resort.

Sharpe is a past recipient of the Corporate Hotelier of the World award from Hotels Magazine Inc. Longboat Key resident Manfred Welfonder, principal of MW Group, has been seeking to redevelop the Colony for more than a decade. However, in March, the Colony Beach & Tennis Resort Association, which represents unit owners, entered into an agreement with Orlando-based Unicorp National Development.

Unicorp owns key Colony land, including a 2.3-acre recreational property at the center of the resort.

Town Hall to close for Memorial Day

“This is the test bench,” Collins said.

Longboat Key Town Hall, 501 Bay Isles Road, will be closed Monday, May 30, in observance of Memorial Day. Garbage and recycling pickup normally scheduled for Monday will take place on Tuesday. All items should be placed curbside by 7 a.m.

Sand funding could shift next fiscal year

Change could be ahead in how the town funds its beach renourishment projects.

It may seem counterintuitive — especially as hundreds of trucks full of sand rumble onto the island each day — but Town Manager Dave Bullock wants Longboat Key to stop using sales tax revenue for beaches.

“It’s hard to talk about Longboat Key without talking about beach funding,” Bullock said May 18, during the first of three scheduled budget workshops for the 2016-17 fiscal year.

But to take pressure off of the town’s operating budget in the coming years, commissioners will soon decide whether to reallocate about $1.4 million in projected surtax funds that are currently earmarked for renourishment and groin projects.

The move wouldn’t strip the town of $1.4 million for beach funds; instead, it would give staff more flexibility in spending those funds.

That funding, which is collected through Sarasota County’s penny sales tax, would instead go toward other infrastructure needs that could arise before the tax sunsets in 2024. The Town

Commission would have to pass a resolution for the proposal to take effect, said Finance Director Sue Smith.

When the town receives its annual surtax allocation from the state, those dollars fall into six categories: n Comprehensive beach management; n Streets and drainage; n Parks and recreation improvements; n Canal dredging; n Public safety; and n Improvements to public facilities.

Each category has a pre-programmed funding cap, and the town will deplete its public safety funds in FY 2016-17.

As a result of the dwindling public safety funds, if the town needed a new fire truck — which Bullock said could cost $800,000 — the town would have to dip into its operating budget. In a worstcase scenario, the millage rate would have to increase to accommodate the additional spending.

Meanwhile, the town currently has at least four other revenue streams that pay for beaches: tourist development taxes, taxing districts, Federal Emergency Management Agency reimbursements after disasters and bonds.

In the preliminary budget for the next fiscal year, the town is slated to use more than $730,000 from the general fund — the

Staff is projecting a 3% increase in property values, which would add $309,000 to the town’s coffers, although the town will have to wait until the end of the month for the Manatee or Sarasota county property appraisers to release their estimates.

As the former deputy secretary of the International Monetary Fund, Town Commissioner Armando Linde is ready for budget season on Longboat.

At his first budget workshop as a commissioner, Linde said he wants to explore the possibility of putting money aside

for future beach projects while the town’s coffers are healthy.

“We seem to have to renourish beaches more than in the past, and sand is becoming more expensive to get,” Linde said.

He was struck with how precise the town’s expenditures were, as well.

“I had never worked with local government finances, and it struck me that there was a lot of earmarking,” Linde said. “The more earmarking you have and more rigidity you have in your budgets, it could be a good or a bad thing depending on the circumstances.”

Longboat Key may be a small island, but the town plans to spend almost as much as Manatee County on capital projects in the next fiscal year.

More than $11 million worth of beach projects, nearly $50 million for underground utilities projects and a potential $20 million new wastewater pipe have boosted the town’s planned capital fund to $93.5 million, according to preliminary budget materials. That’s more than double the amount the town planned for during last year’s budgeting for the current fiscal year.

“For this little town, we have a huge capital improvement plan in front of us right now,” said Town Manager Dave Bullock at the workshop. “We don’t see $93 million capital improvement funds very often.”

Voters have approved most of the projected costs via past referenda, while utility user fees, tourist development taxes, grants and gas taxes are among the other sources of revenue the town taps for such spending.

By comparison, Manatee County staff has proposed a $103 million capital improvement plan.

any have tossed and turned at night with ideas, but when the sun rises, don’t pursue those ideas. Plymouth Harbor began as one of those late-night ideas — only the man with the idea, the Rev. John Whitney MacNeil, was determined to bring it to fruition.

“He woke me up at 4 a.m., and he said ‘Wake up, dear. I have something to tell you,’” said Judith MacNeil Merrill, wife of the late MacNeil, who founded Plymouth Harbor. “‘I’m going to get on the phone in the morning and get things going. I’ve been lying awake all night, and I’ve decided the church is going to sponsor a retirement community.’”

“I said, ‘That’s nice, dear. Go back to sleep.’”

The idea became a reality when the retirement community opened in January 1966. It has since become one of the most renowned in the state and celebrated its 50th anniversary May 23.

“When you talk about Plymouth Harbor and the success, it’s really based on a three-legged stool,” said President and CEO Harry Hobson. “That’s the resident population, the strong and competent staff and the board of trustees. With those three groups working together, the sky is the limit at Plymouth Harbor.”

Several months after he awakened his wife in the middle of the night, in March 1961, MacNeil presented his idea to his church, the First Congregational United Church of Christ of Sarasota, and began searching for land.

“They had to hunt all over the place to find a place to build it,” MacNeil Merrill said. “Once the site was taken and the building plans were in progress, he realized his vision was not to have a sprawling place with long corridors. His idea was to have colonies, to divide the tower up.”

The colonies divide the 26-story main building into communities every three floors, which then have their own meetings and social events.

“You’ll know the people next door to you, on the next floor and the next floor,” MacNeil Merrill said. “People are so pleased here to have access to each other the way they do. To get together and be friends with everyone else in your colony is really special.”

outh Harbor featured smaller studio apartments, but eventually, residents began asking for larger living spaces, so the community now features one- and two-bedroom apartments.

“Our apartments are now loaded with anything you would find in a private home, with office space, modern kitchens and surround sound,” Hobson said.

“Plymouth Harbor has really evolved from a focus on housing and nursing services to a full continuum of living.”

In addition to increasing living space, Plymouth Harbor has upgraded and increased the size of its health facilities.

“It has changed in response to the changing needs of the elderly population, and I think that’s been very, very important,” said Tom Elliott, president of the Plymouth Harbor Residents Association. “People are living longer, and health care for the elderly has changed dramatically. Back when Plymouth Harbor opened, dementia wasn’t widely viewed as a problem because people didn’t live long enough to contract it. Keeping up with the times has been really important.”

Earlier this year, Plymouth Harbor’s Smith Care Center received the Governor’s Gold Seal Award for Excellence, which is awarded to the top 3% to 4% of skilled nursing facilities in Florida, and in fall 2017, the facility will open the Northwest Garden building, which will feature 70 units: 10 for independent living, 30 for assisted living and 30 for memory care.

“It’s been proven that people are healthier when they’re happier,” MacNeil Merrill said. “The size of the rooms has changed, and we’ve added on, but the thing that has not changed is the

people. The people themselves have changed over 50 years, but the type of person drawn here is absolutely fantastic. All the people here, you look after each other. You look after the people next door to you. You say ‘How are you?’ and mean it.”

Plymouth Harbor now has more than 320 residents, many of whom are former executives and leaders of industry, including former CEOs of the New York Times and New York Stock Exchange.

“If you look at the biographies of people who are here, each and every one has an extraordinary story they have to tell,” Elliott said. “We have captains of industry and science and business.

They’re just an extraordinary group of people.”

As Plymouth Harbor continues to grow, there’s the possibility of a second campus and at-home care in the future, Hobson said.

“People ask me if John (MacNeil) would approve of things here today, and I can tell you he would have been very pleased with the way things are because people are happy and living together and doing well,” MacNeil Merrill said. “He’d be very happy.

I think he would be amazed at how we have grown. The quality of life is really amazing here for everybody, whether you’ve been a high-up executive or been one of the bunch.”

lmost two decades ago, a motorist heading south on Gulf of Mexico Drive around midnight one summer, at the site of the long-gone Lynches Landing restaurant, struck and killed a pedestrian crossing the street as he headed for the beach.

In the aftermath, the motorist and investigators noted that one of the contributing factors was at that particular part of Gulf of Mexico Drive, where there is a slight turn, it was unusually dark that night.

As it turned out, the street light there had been darkened or screened because it was turtle nesting season.

And so the loud fuss began. Letters to the editor and our own commentaries alleged that the safety of sea turtles and their hatchlings appeared to be taking a higher priority than the safety of people. For a while, the backlash was intense.

To be sure, it was a horrible, tragic incident.

Yes, it was dark at that particular stretch of Gulf of Mexico Drive. That was a factor.

But if you think about that scenario — midnight, dark, cars traveling at 45 to 50 mph, a curve in the road — the scene actually would have called for any pedestrian to be extra cautious.

Indeed, in the end, you cannot blame the man’s death on environmentalism — on the act of shielding a street light for the protection of sea turtle hatchlings.

Ever since, subsequent town commissioners have acted gingerly about enacting tougher turtle ordinances that clearly would send the message that sea turtles are more important than people. And as a result, Longboat Key over the past decade has had one of the most lenient turtle ordinances in the region — and arguably the most ineffective in terms of protecting sea turtles.

As the Turtle Watch patrols and Mote Marine Laboratory researchers will tell you, by the end of every turtle-nesting season (from May 1 to Oct. 31), Longboat Key typically leads the region in the number of turtle disorientations. These are hatchlings that emerge from their underground nests on the beach and immediately begin walking in the wrong direction, toward the first beams of light they see. These are likely to be landward light beams, shining from a porch light, pool light, interior condo light or parking light.

Take a look at the accompanying data. They clearly show Longboat Key is the outlier. Mind you, a 4.3%

But when compared to, say, Casey and Siesta Keys, you can conclude Longboat Key could do much better.

To an extent, it’s easy to conclude why Longboat has so many more disorientations. The makeup of the buildings on Longboat’s beach make it so. Casey Key’s beach is almost exclusively single-family homes, the majority of which are shuttered during the summer months. In contrast, Longboat’s beach buildings consist primarily of multistory condominiums and hotels with hundreds of lighted rooms, pool decks and parking lots. To make it more difficult, their occupants turn over frequently.

turnover makes it particularly difficult to keep everyone educated on the protocols for turtle season. And that’s not for lack of trying. Every year, Mote and Turtle Watch representatives flood Longboat’s hotels and condos with information and posters about turtle nesting season.

It’s a constant battle and one they are not winning.

Which is why two years ago, the Longboat Key Turtle Watch organization at a Town Commission goals and objectives workshop urged commissioners to update and enact a turtle ordinance that mirrored the stricter ordinances of Sarasota County and the municipalities on Anna Maria Island.

To their credit, commissioners at first were hesitant about adopting the stricter codes. But they quickly found out the stricter codes would become a necessity: State and federal wildlife officials informed the town that if it wanted a permit to renourish its beaches in May and June, they would have to update the town’s turtle ordinances.

Suffice it to say, the pending ordinance is much more specific and broader in what types of lighting are acceptable (see box). And the new code is likely to impose costs on several properties whose lighting will need retrofitting. It also will require gulf-front residents to change some of their living habits — such as closing their shades and curtains to conceal their condos’ lights from being seen from the beach.

All to save sea turtle hatchlings?

Typically, we would be among the first to stand up for people first, turtles second. But it struck us when Kristen Mazzarella, a Mote senior biologist, told us about an island in North Carolina where there may be 50 turtle nests a year. She said the residents there, as a community, have embraced the nests as one of the rare and special features of their island and are united in their vigilance for the turtle hatchlings’ safety.

Now think of Longboat Key, she said. What a treasure: Nearly 700 turtle nests a year — potentially 70,000 rare sea turtle hatchlings.

It’s one of the remarkable features of Longboat Key. Most residents here buy their gulffront condos to soak in nature. So flip the story: Taking steps to preserve and help turtle hatchlings is not a burden. If that way of life becomes part of the Longboat culture, it’s almost a priceless selling point. Bet you thought you’d never read that from us.

Dubbed C4, the group is exploring potential areas of cooperation to further benefit students and the region. The consortium garnered support of a foundation partnership including the Charles and Margery Barancik Foundation, Community Foundation of Sarasota County and Gulf Coast Community Foundation.

The college presidents formally announced the consortium in January. With foundation support, the group engaged me as its initiative manager to help develop and implement priorities with campus leaders.

New College of Florida President Donal O’Shea believes, “This sort of collaboration realizes some of the deepest goals of the State University System Board of Governors, the Florida College System and national educational organizations. It will provide the nation and the state with a new and vibrant model for higher education and research.

And most important, it offers our students and our region an unparalleled opportunity to take their place in our ever more global world.”

O’Shea was active in the nation’s oldest Five Colleges Consortium in Western New York while serving as provost at Mount Holyoke College.

One of the consortium’s first priorities is the implementa-

tion of a cross-registration program that will allow students to register for classes among the institutions on a space-available basis and pay their home tuition.

With our smaller colleges, this option will accommodate students’ special interests and could expedite their graduation and expand curriculum beyond what colleges could offer individually.

A number of similar crossregistration programs exist mostly in the Northeast and Midwest. This is a Florida first among private and public colleges.

Along with scores of dynamic academic programs, the region’s academic institutions offer a comprehensive education within beautiful campus settings close to home.

This year’s commencements remind us of the depth and diversity of those educational opportunities along “the Creative Coast.”

own Manager Dave Bullock heeded a few words of wisdom when he sought someone to help obtain grant money for the island.

“The best advice I got was hire kids because all grants today are basically Internet-based,” Bullock said. “And some of the most capable Internet navigators are young folks who have basically grown up with it their whole life — not to say old guys like me can’t find our way around a computer.”

Enter Katie Taylor, 30, who grew up in Sarasota and recently earned her master’s degree in public administration from the University of South Florida. As the town’s new management intern, she will spend the next eight months on Longboat Key, followed by eight months with the city of Venice, before ending her twoyear stint with the city of Sarasota. Her $36,000 annual salary will be split between the three

Are there any projects you’re excited about on Longboat?

I’m very excited to be part of the undergrounding project and beach nourishment. I don’t know much about either one, but I’m very excited. I grew up here my whole life, but I don’t think I’ve ever seen beach renourishment.

Are there any specific public policy issues that you would like to tackle in your career?

I’m definitely interested in schools. I feel like my education was all based on being able to pass the FCAT. It’s still just as bad — it’s just a different test. I think it needs to be more about teaching the kids than teaching the kids to pass the test. That’s the biggest thing for me because I have two nephews and a niece who are currently in public schools.

What are your first impressions of the town’s government?

I don’t feel intimidated at all, which I was kind of worried about because I don’t have any experience in government.

You get out of school and say, “Woohoo, I have a master’s degree — but no experience behind it,” and it’s intimidating,

especially when I think of government, but they’ve been very welcoming...It’s very transparent, whereas in today’s society, I’m not so sure that every government entity is as transparent.

Are there any grants in particular you’ll target?

I have only been here a week.

Well, I’m not really a beach person. But even though I’m not particularly fond of the beach — it’s not that I don’t like it, I just don’t like getting sandy, and I hate the salty water. You could take me to the beach any night, and I could walk five miles. It’s very relaxing. I have friends who aren’t from here, and all they think we do is sip margaritas and lay at the beach all day, and I say, “No, we actually do work here.”

The celebration included speeches from President and CEO Harry Hobson, Sarasota Vice Mayor Suzanne Atwell and John Patterson, former chairman of the Plymouth Harbor Inc. board of trustees, as well as an invocation by the Rev. Dick Sparrow and a responsive reading and benediction by the Rev. Wes Bixby.

For the first time since 2006, Longboat Key will be without any newly hatched cygnets this summer.

The Key’s only breeding pair, Sully and Susie, laid four eggs at the beginning of April, but none hatched.

“I am disappointed that we’ve had such a frenzy and bad weather, and conditions weren’t good,” said David Novak, Longboat Key’s unofficial swan keeper. “When they finally decided to build a nest, it was in such a hurry, and they put it in a location that was flooded a couple times. There was too much going on for it to be a standard nesting.”

Although there will be no cygnets this year, Novak is satisfied with the number of swans on the Key, with a total of 17 — nine at Longboat Key Club’s Harbourside and eight on its Islandside.

“I consider the population right now to be ideal,” Novak said.

“There’s enough food and enough territory, and they’re separated and paired by gender. They’re satisfied with their lives, they’re playing together, and they’re feeding together.”

Because Novak is happy with the swan population, when future cygnets hatch, he hopes to place them in other areas throughout Sarasota County.

He currently has two 1-year-

old swans at Camelot Lakes in Sarasota, and Novak hopes to place them in their permanent home soon.

“The cost to anyone who wants these swans from Longboat is zero,” Novak said. “In the interest of finding good homes, I don’t want to become commercial and sell animals. ANTHONY ‘TONY’ CAPUTO

Anthony “Tony” Caputo, 89, of Longboat Key and Bridgewater, N.J., died May 13.

He graduated from Jersey City, N.J.’s Henry Snyder High School in 1945, where he gained national acclaim for his sprinting ability.

Following high school, he was drafted. V-J Day canceled his deployment to the Pacific, and he was reassigned to Berlin. The U.S. Army identified his superior athletic ability and sent him to Army Athletic Staff School, in Stuttgart, Germany, to train for the Army Athletic Program.

He held the rank of tech corporal, working as a truck driver and a “ballplayer.” He coached the Army baseball and football teams and was a member of the Army track team. In September 1946, he ran the 400- and 1,600-yard relays in the Allied Games in Berlin Stadium, finishing second.

He graduated as an electrical engineer from Queens College, Rutgers University in 1952. He designed advanced telephone switching systems for Western Electric in Kearny, N.J., until he moved to Scotch Plains, N.J. He worked for Kingston Conley and then Howell Electric Motors.

In 1980, he started Equipment Specialty Products Inc. and began representing Imperial Electric Co., a manufacturer of electric motors for the elevator industry. He retired in December 2015 after 83 consecutive years of work, having started his employment as a 6-year-old

Charlie Goins is one of those conspiracy nuts who had once been a real estate salesman.

But as his paranoia grew, he began to scare off potential condo buyers with his talk of a cabal of Bradenton Beach people who assisted terrorists in sneaking onto Longboat Key. He seemed to be particularly concerned about Canadians and was proposing a wall along the northern shore of the Key. He was charged with being a backsliding apostate and kicked out of the real estate fraternity.

He tried to practice law for a few months but found his sunny disposition made him suspect among his brothers at the bar. When the authorities discovered he’d never been to law school, he had to close down his operation. Three of his clients had been wrongfully convicted of crimes because Charlie didn’t know what he was doing, or for that matter, even where the courthouse was.

“Jake, we got big trouble.

It’s worse than that murder in the Village.”

I rolled my eyes. I was sitting by the pool at my Longboat Key condo complex, sipping a beer and enjoying the early April sun.

My name is Jake Bass, and I’m the detective in the major crimes division of the Longboat Key Police Department. I’m only paid $1 a year, but because a major crime on Longboat Key usually means a car burglary, I’m not really that underpaid.

Besides, given that I have arrest powers and can put away bartenders who drive drunk, I usually get lots of free beer at the island watering holes.

I retired from the Orlando Police Department a couple years earlier and moved to Longboat.

Soon after I got settled, Longboat’s police chief, Billy Gallagher, called and asked me to join his department at a nominal salary. I didn’t realize how nominal when I signed on.

sent to investigate a murder in the Longbeach Village on the north end of the Key. It had all the earmarks of an international incident because it involved a man from Canada and a peacock who had lived his entire life in the Village.

Charlie suspected that the Canadian had slipped undetected across the bridge from Bradenton Beach, intent on creating a terrorist incident.

I arrived at the scene of the murder and found the Canadian holding a 9 mm pistol and standing over the dead peacock.

A crowd of Villagers had gathered and, as they are wont to do any time two or more of them get together, they were becoming unruly. The man with the gun had obviously been standing there for some time, because he was getting sunburned.

“Did you kill the peacock?” I asked.

“Yeah. About an hour ago.”

“And you’re still here? Why?” “I watch a lot of TV. Not much else to do in Canada. I never miss ‘CSI.’ I know better than to disturb a crime scene. If I left, I might have impeded your investigation.”

“Good thinking,” I said. “You’re under arrest.”

“I plead stand your ground.”

“What do you mean?”

“Look at my shoe.”

The man was wearing a shiny pair of loafers that appeared to be fine Italian leather, or vinyl, or something like that. There was a large multicolored splotch on the

top of his right shoe.

“Peacock have a little accident?” I asked.

“Wasn’t an accident. He did it on purpose. I felt threatened so I shot him. You know, stand your ground.”

He had a point, so I didn’t charge him. The killing went on the books as an incident, not a crime, and our murder rate stayed zero. I suggested to the Canadian that he vacate the island forthwith. The last I saw of him, he was pedaling his bicycle across the bridge toward Bradenton Beach.

Now, Charlie was interrupting again. “Why are you whispering?” I asked.

“I don’t want them to hear me.”

“Don’t want who to hear you?”

“The Occupy GMD people.”

“They’re harmless, Charlie.

More a nuisance than anything.”

“Not anymore. They’ve set up at the crosswalk up there by the Centre Shoppes.”

“Set up?” I asked.

“Man, they got tents and beer and bongs, a couple of bonfires, and they’re all barefoot. Lots of dirty feet.”

“What are they doing?”

“Singing,” Charlie said. “That Canadian peacock killer is leading them. They’re pretty bad.”

“Do you know what they want?”

“They say they just want red lights at the crosswalks.”

“They don’t like the white lights?” I said.

“No. They’re saying nobody stops for them. I think they got a point, Jake.”

“What?”

“Think about it. We lose a pedestrian or two a week in those crosswalks.”

“Yeah, but the death rate is going to go down once the snowbirds go home.”

“Right, but those Michiganders think if they drive slowly enough, they don’t have to watch out for pedestrians, and they end up hitting a lot of them. The New Yorkers aim at them. And we had two people die of heart attacks a couple of weeks back when some New Jerseyites yelled at them to get outta the street.”

“The state Department of Transportation is working on that,” I said. “Doing a study to find out how many people use the things. They’ve got people sitting around out there counting pedestrians.”

“That count is going to be low.

Nobody with half a brain uses the crosswalks.”

“Charlie, you do know that the Town Commission is working on the crosswalk problem.”

“No, I haven’t heard that.

What’s the plan?”

“They’re planning another crosswalk at the north end,” I said.

“The closer it is to Bradenton Beach, the more illegal Canadians we’re going to have slipping over the bridge for the New Yorkers to take out.”

“Won’t matter. Nobody cares about the Canadians.”

“You know that everybody on the Town Commission is a snowbird, right Jake? And I’m pretty sure at least one of them actually lives in Bradenton Beach and might even be a Canadian. They don’t understand our ways.”

There was quiet on the phone.

Then: “Gotta go, Jake. I think I’m being offered a hit off that bong. I’ll get back to you.”
