hat do Niagara Falls, the Grand Canyon, Chicago skyscrapers and Longboat Key power poles have in common?

Soon, Nik Wallenda will have defied death by crossing them all.

Due to the increase in the popularity of golf on Longboat Key, bike lanes along Gulf of Mexico Drive will be removed to accommodate golf carts.

“I don’t know a single person who doesn’t golf on Longboat Key,” resident Jay Walker said. “It’s a big pain to not be able to drive right home in a cart after a morning of golf.”

Construction will begin next month.

Republican presidential frontrunner Donald Trump is building a wall to separate the Colony Beach & Tennis Resort from neighboring Aquarius Club, but he vows the Aquarius Club will foot the bill.

Trump said his plan would put Longboaters back to work, citing the hundreds of jobs on the Key that have been lost to residents of Sarasota and Bradenton.

A man in the audience objected, saying mainlanders are taking jobs Longboaters don’t want.

“I’ve been retired since ’78, and you’re trying to put me to work as a bellhop?” he said.

Trump fired back, reminding the man of the town’s civility

policy while tweeting “Long Boat (sic) Key, you’re getting weak.”

Trump also criticized the commission as career politicians who have worked too slowly to modify town codes, which he vowed to simplify.

A Longboat Observer/Gallup poll shows Trump leading with 49% of unit owners’ vote, although support varies widely by demographics.

Trump has an easy lead among

unit owners in Buildings 101-106, 109 and 210, but rival Cruz Control Ltd. is the frontrunner for Buildings 107-108.

Rubio Resorts LLC, a contender for Building 211’s vote, has faced intense Trump scrutiny.

“Look at those plans? Are they small plans?” Trump said, referring to Rubio Resorts’ vision for a Colony with just 120 units. “If they’re small, something else must be small.”

Developer, Jeb! Co. Ventures withdrew its resort plans.

Among minorities — such as those who own midrise units — Trump remains unpopular.

Trump declined to comment to the Longboat Observer after Monday’s meeting, accusing the reporter of spreading “vile lies” his vision for the Colony.

Don’t fear the two-lane John Ringling Causeway, say city officials, who plan to extend a pedestrian-friendly Fruitville Road concept to the barrier islands.

A plan to narrow the John Ringling Causeway to one lane in each direction highlights the city of Sarasota’s continued pursuit of more pedestrian-friendly roadways.

At a meeting Monday, city of Sarasota officials presented a new vision for the bridge that connects the mainland to a series of barrier islands. By reducing the fourlane causeway to two lanes, the city hopes to create a welcoming environment for runners, bikers and people walking to destinations such as St. Armands Circle.

The city would use the space formerly dedicated to the roadway to construct a multiuse recreational trail and install enhanced landscaping. Officials hope the changes will inspire residents to use alternate modes of transportation, reducing the number of cars that travel over the bridge every day.

If the new design is ultimately approved, the city and Florida Department of Transportation will invest $20 million to fast track the changes over the next two years. The eastbound lanes would be reduced in sum-

mer 2016, while the westbound construction would take place in summer 2017.

“We don’t want the project to have any impact on seasonal traffic,” city consultant Jamiroquai Anthony Miller said. “We’re very sensitive to the needs of the residents.”

For motorists concerned about the impact the changes might have on a notoriously congested bridge, Miller confidently said any fear surrounding the project is unwarranted.

An analysis of the traffic between Longboat Key and downtown Sarasota, conducted

by Miller’s J.A.M. Traffic Consultants, found the choke points along the road network are so severe that any changes to other areas will have no material impact to the average travel time. Basically, Miller said, whether the bridge is two lanes or four makes no difference — because you’re going to get stuck at U.S. 41 either way.

“We hear a lot of people say, ‘I can’t imagine traffic being any worse,’” Miller said. “That might seem like a flippant remark, but it’s actually a remarkably accurate insight that will guide the current and future status of the Ringling bridge.”

Even if the traffic flow isn’t impacted by the lane reduction, residents on the barrier islands are worried the project might impact the causeway’s efficacy as an evacuation route in case of emergency. City officials said the concerns may prove legitimate but indicated an interest in tackling those challenges “when they come up” — if any problems arise at all.

“I think motorists in Sarasota are skilled enough to deal with these changes even if it’s on the fly, in a high-pressure situation,” Miller said. “Let’s give our local drivers the credit they deserve.”

An alternative design for the project boasts a unique feature: a roundabout in the center of the bridge, installed slowly to prevent drivers from moving too quickly.

Although the new posted speed limit of 30 mph would aim to create a less intimidating atmosphere for pedestrians, the roundabout — while largely ornamental — would further restrict motorists from exceeding that speed.

Residents of the Longbeach Village are used to noise, so they weren’t surprised by the sound in the distance during their March 21 association meeting.

But the noise sounded nothing like the familiar sounds of mating peacocks, drunken debauchery at Mar Vista Dockside Restaurant & Pub or developers plotting.

As the sound grew louder, residents could discern the words, “Toga, toga!” emanating from the Longboat Key Center for the Arts.

Upon investigation, they discovered Kappa Epsilon Upsilon fraternity holding a spring break preparty, with revelers sporting T-shirts reading “Future Longboater” and posting Snapchats with peacocks in the background.

For months, questions about the future of the Ringling College of Art and Design’s presence in the Village have swirled, following Ringling’s announcement of a partnership to bring a cultural facility to a future town center.

Following last week’s rave, Ringling officials confirmed they would use the Arts Center site for an inaugural fraternity site and will consider acquiring adjacent land in the Village for a future frat row if the concept is successful.

A Kappa Epsilon Upsilon representative said the Longbeach Village has several appealing features, including proximity to the bustle of the Whitney Beach bar scene and lax parking restrictions that won’t restrict the traffic of family, friends and prospective brothers to the neighborhood.

Longbeach Village Association officials met Monday to discuss how they should respond to plans.

One option discussed is the creation of a historic district that would eliminate any home, vehicle, or technology created post1955 to preserve the Old Florida feel of the Village.

“We have an old saying in the Longbeach Village,” resident Gilbert Lewis said. “Don’t get mad, get even.”

However, residents nixed the suggested upon learning that both the Arts Center and Mar Vista — unlike the majority of the neighborhood’s homes — predate 1955 and would, thus, be unaffected by a historic district.

“We’ve listened to the people, and they want better crosswalks,” FDOT spokeswoman Anita Knapp said. “We will give that to them.”

Knapp said officials could not have predicted the flaws with the crosswalks when they were installed in December. Officials were unaware, for example, that their paths led directly into bushes and shrubs instead of sidewalks and that the flashing lights were difficult for motorists to see.

After fielding hundreds of complaints, the agency conducted a $436,543 traffic study and determined that the paths led directly into vegetation. The consultant confirmed the flashing lights were difficult for motorists to see.

Armed with the new consultant-provided information, FDOT officials redesigned the crosswalks with new vegetation and traffic-control devices.

“People don’t want to walk on other properties’ grass, so we’ve added an element that will have invasive, non-native vegetation such as cacti and Toxicodendron radicans (sometimes referred to

as poison ivy),” Knapp said. “The addition of those plants is visually appealing.”

In addition, each crosswalk will include a different obstacle in the road, which Knapp believes will add an element of fun, while also making the pedestrian more visible to drivers.

The new crosswalks will have the additional benefit of slowing down Longboat Key pedestrians and drivers, who are notorious for

their speed, Knapp said.

FDOT was unable to change crosswalk lights to red, which many suggested would make drivers more likely to stop, due to concerns about turtle safety.

However, the new crosswalk system will blare Kanye West’s “Flashing Lights” when a pedestrian activates the lights to generate driver awareness.

FDOT will also add 11 new crosswalks to GMD.

Wallenda, a Sarasota native known for his dangerous stunts and high-wire performances who holds nine Guinness World Records, will defy death again April 1, by walking Longboat Key’s power lines in Country Club Shores. He will complete the feat to celebrate voters’ approval of a second underground utilities referendum that will eventually result in no above-ground utilities on the Key. It’s part of the town’s “Strip the Poles” celebration that will culminate in a party at Bayfront Park Recreation Center after the walk.

“Growing up in Sarasota, I always loved visiting Longboat, but those power poles are such an eye sore,” Wallenda said. “I can’t believe it took this long for undergrounding to be approved. Now, visitors can focus on the beautiful scenery the town offers, not the ugly power lines.”

Although voters approved the project March 15, Wallenda has been planning the stunt for months, having vowed in 2015 to walk the lines even if voters rejected the referendum as a protest.

“It’s always been in the back of my mind, this desire to walk across those power lines,” Wallenda said. “When I heard residents were voting whether to take them down, I knew now was the time.”

Wallenda has drawn attention while practicing for the stunt.

“People have been chanting, ‘No more power lines,’” he said.

“I was moving faster than any car on the road, and I have to move slowly and deliberately,” he said.

If he survives Friday’s walk, Wallenda will begin to prepare for a tightrope walk over the eroded beaches on the south end of Longboat Key. Despite the inherent risk of the walk, Wallenda isn’t scared.

“I’ve stared death in the face before,” Wallenda told the Longboat Observer. “I put one foot in front of the other, focused and prayed I would make it across to my family at the other side. But as you can see, I survived the Longboat Key crosswalk. There’s nothing that can stop me.”

Boater noise rules tough to navigate

On weekends, boaters gather near Jewfish Key and the Longboat Pass Bridge, where they party and play loud music. The resulting sounds carry over the water into the homes of north-end residents.

“On the weekends and after 4 p.m, everybody’s playing music very, very loud,” said north-end resident Ann Roth. “I’m right on the water.”

Some residents have asked why the town can’t regulate the noise the same way it would if noise spilled over from a loud party.

Last fall, north-end residents came before the Longboat Key Town Commission to ask for relief. Since then, Deputy Police Chief Frank Rubino and Town Attorney Maggie Mooney-Portale have researched the issue, exploring how to enforce noise regulations for boaters.

“We can’t regulate the content of music, but we can regulate the sound, generally,” Mooney-Portale said during the commission’s March 23 workshop.

Ultimately, the town seeks to determine a decibel level at which it considers noise acceptable.

According to Mooney-Portale, the town plans to eventually hire a consultant to develop a noise standard. But first, it will seek an opinion from the state attorney general because a state law preempts cities and counties from regulating vessels in some waters.

Due to the law’s unclear language and a lack of case law regarding the subject of regulating noise from vessels in certain waters, an opinion would be preferable before spending money on more study or equipment, according to Mooney-Portale.

Mooney-Portale was optimistic about the town’s ability to

enforce noise levels, saying she had consulted with Florida Fish and Wildlife Commission, which unofficially agreed that the preemption would likely not apply to noise.

She estimated that hiring a consultant to determine acceptable noise levels and buying equipment to enforce regulations could cost anywhere from $25,000 to $75,000. Equipment that would not only measure noise levels but would also identify the source could cost approximately $50,000 alone.

Rubino said complaints began approximately a year ago, when Longboat Key police did not have a boat on the water every day.

Since then, police have had a greater marine patrol presence.

Rubino said they’ve been getting more compliance when they ask boaters to turn down loud music.

The commission will determine whether the town’s regulations need to be updated if allowed by state law or if police should continue addressing the problem as they have been, Rubino said.

Commissioner Ed Zunz, who lives on the north end, said during the workshop that on some weekends, as many as 100 boats anchor in the area.

He said he has heard of residents near Lighthouse Point, on the south end who put their homes on the market to avoid the noise.

“For some people,” Zunz said, “it’s really intolerable.”

The town’s current ordinance allows marine patrol officers to give boaters a warning first for blaring loud music.

If the offender blares music within a year of receiving a noise violation warning, he or she receive a notice to appear in court and could face up to a $500 fine or 60-day jail term.

The town’s turtle-nesting ordinance hasn’t been updated in approximately 20 years. It doesn’t address certain types of lighting, methods to detect violations or provide ways to enforce other obstructions on the beach that could interfere with nesting.

Perhaps most notorious among the current code’s provisions is a requirement that for lighting to be considered a violation, it must cast a shadow on a moonless, cloudless night — which essentially restricts enforcement to one night a month.

These are a few of the reasons Christopher Elbon, the town’s code enforcement officer, presented commissioners with an overview for a draft ordinance that would increase protection for nesting sea turtles on the Key at the March 23 regular workshop.

But commissioners declined to move forward with drafting a stricter ordinance, instead asking town staff for additional information about nesting and other communities’ regulations.

Elbon explained that other counties and cities have created regulations that mirror a state statute designed to guide local

governments in regulating interior and exterior lighting that can disorient hatchlings, or draw them toward light and away from the water.

Longboat Key’s disorientation rates compared to other municipalities locally and statewide are relatively high, according to data from Mote Marine Laboratory & Aquarium. (See chart, right.)

Approximately 15% of nests on Longboat in 2015 showed signs of disorientation. By comparison, Anna Maria’s disorientation rate was 7.3% in 2015 and 6.5% the year before, said Tanya Long, Florida Fish & Wildlife Conservation Commission biologist.

Cyndi Seamon, Longboat Key Turtle Watch volunteer, believes Longboat Key’s relatively high number of disorientations is at least partially the result of the town’s current code.

Long explained to the commissioners why reducing disorientation rates is so important: “Ten feet (the distance a turtle must wander to be recorded as a disorientation) doesn’t sound far, but when you consider the size of the hatchling it’s quite a long distance. If they do make it to the water they have a reduced amount of energy and become easy prey.”

“I hope they accept the changes to the ordinance so we can improve those disorientation rates,” Seamon said. “They’re pretty shameful.”

FWC had encouraged Longboat Key to make changes to its ordinances upon granting recent beach renourishment permits.

address light that doesn’t shine directly on the beach or cast a shadow, interior lighting or many types of exterior illumination. It also doesn’t restrict behaviors such as leaving beach chairs or debris on the beach, which can trap adult turtles.

Commissioner Phill Younger asked for a spreadsheet of nearby ordinances to avoid writing new ones that are too restrictive.

“I think we need to change some of our ordinances, but I have concerns about whether ordinances have become unduly unfair to residents,” he said. “If (ordinances) are too stringent, people will lose value in their properties.”

A plan to connect the sidewalk at the Longboat Pass Bridge to the sidewalk near Broadway street became more complicated when officials determined neither the east nor west side of Gulf of Mexico Drive was a good place for the whole stretch of sidewalk. The solution: a new, midblock crossing at North Shore Road.

Florida Department of Transportation officials told the Longboat Key Town Commission at its March 23 regular workshop about plans for the crosswalk and sidewalk, which will be bid out and built this year.

A significant drop off on the east side of GMD and environmental issues on the west side of the road forced FDOT engineers to reach the compromise, L.K. Nandam, FDOT district traffic operations engineer, told commissioners.

The design for the crosswalk, he said, will include the extra safety features that are currently being added to the four installed crosswalks installed across GMD down the length of Longboat Key. Several commissioners asked if the speed limit could be lowered to 35 mph to prevent crashes.

Nandam said FDOT is conducting speed and traffic studies, during which it will determine the feasibility of lowering the limit.

That feasibility is determined in part by speeds at which drivers are comfortable traveling, measured by determining the 85th percentile speed — the speed at or below which 85% percent of drivers travel.

“If the speed limit is too low,” Nandam said, “drivers get impatient and pass, leading to head-on collisions.”

Mayor Jack Duncan described the stretch of road, saying “(Drivers) come down that hill like there’s no tomorrow.”

Three projects represent just a fraction of a construction boom on the Key, where permit numbers continue to rise.

Construction for the condominium project at 2251 Gulf of Mexico Drive started in June 2014.

Suffolk Construction was contracted by owner BBC Key LLC to build a 16-unit, five-story project developed

by Sarasota-based Jay Tallman.

According to Amy Drake, director of sales and marketing for Aria, the historic Villa Am Meer home remains on the property and will be used as a residents’ club.

Owners also preserved a distinctive gate at the entrance on GMD, though it will not be functional.

The $64 million project is nearly complete, with owners expected to begin moving in during April, Drake said.

The town is performing final inspections to issue temporary certificates of occupancy at Infinity, 4765 Gulf of Mexico Drive.

The condominium project at 4765 Gulf of Mexico Drive will be completed soon, according to Building Official Darin Cushing, who said town staff is currently performing final inspections to issue temporary certificates of occupancy, which will allow owners to close on their units.

The development will house 11 residences in a four-story beachfront building, located at the former site of the Holiday Inn Beach Resort.

A separate building will be used as a clubhouse.

Construction permits were issued in January 2015.

Michael Saunders & Co. is selling units in the $37 million project.

Plans for the former Longboat Key Beachfront Hilton Resort at 4711 Gulf of Mexico Drive include gutting the existing hotel structure and adding 85 rooms, for a total of 187 rooms in two five-story buildings in a $24 million project.

Unlike Infinty and Aria, Zota is not near completion, according to building official Darin Cushing, who estimated contractors are trying to finish the project by spring 2017. Demolition permits were issued to Biltmore Construction Co. Inc. in August 2014.

The resort is owned by Delray Beachbased Ocean Properties Ltd., which also owns the Resort at Longboat Key Club.

Longboat Key Director of Planning, Zoning and Building Alaina Ray said her department currently has a part-time consultant who works approximately 24 hours per week to process plans and perform inspections. Soon, the town will need these services for an average of 40 hours per week.

New construction permits spiked in 2014, with 31 projects that had an average value of $1.6 million.

That increase reflects the fact that three major projects — Aria and Infinity condominiums and Zota Beach Resort — came online that year.

“We anticipate and hope the library will be here for many years,” Ray said. “Whether it continues to operate in the current structure or a new facility hasn’t

been decided yet. We’re still making that decision.”

Baker said the library is a beloved institution — in part because it’s something of a throwback to the past.

“Patrons of our library worship the card catalogue,” she said.

“They love that we still stamp books. It’s a pleasurable throwback.”

Many of those who attended the meeting also declared their love for the current location.

“I like my library where it is,” Joel Mangel said during the meeting, “and I feel very threatened

that you’re talking about moving it.”

But Ray cautioned those at the meeting that crafting a long-term plan for the library should take into account the structure itself — including whether it will require extensive maintenance and repair and if it will be able to provide the services and technology patrons will need.

The private library is selfsufficient, according to Baker, funded by membership fees and contributions. It leases its current space from the town for $10 a year. Some present at the meeting

NO PLANS TO MOVE The Longboat Key Town Commission consented at its March 23 workshop to forward a new $10-a-year lease with the Longboat Library to its April meeting for approval.

The agreement extends the lease of the property at 555 Bay Isles Road for another five years but allows the town or the library to terminate the agreement with one year’s notice.

The library pays insurance and maintenance costs associated with the property.

asked if the library would remain private if it moved into a future town center.

Ray assured the crowd that the town is not interested in running a library.

Plans for the town center date back to the 1970s, Ray told the group. At one point, a shopping mall was considered. A 2013 report by an Urban Land Institute panel reignited discussion of the project.

As discussions around the approximately 3-acre parcel near Amore by Andrea restaurant began to gel, town staff settled on an idea for the property: a cultural center with art exhibits, theater and, possibly, a library. In 2015, Ringling College entered the discussion.

The memorandum established, Ray said, that the town would own the land and do site work and that Ringling would lease and operate the cultural center.

“We wanted to partner with someone who is good at (operating a cultural center),” Ray said.

Ray cautioned that although there has been some discussion about what might be built and what facilities a town center would house, the town is still in a site-planning phase, and no concrete plans for buildings or services — including a future location for the library — have been determined.

There is still time to plan.

According to Ray, the town is still three to five years away from construction.

“You’re not going to get left out …” she said. “But whether (the library will be) in the existing building or not is something we’ll all need to decide in the future.”

A day before the kickoff for the Campaign Against Summer Hunger, All Faiths Food Bank CEO Sandra Frank received a reminder of why the fundraiser is so pivotal: She learned that all volunteers were sent home for the day because there wasn’t any more food for them to sort or pack.

“There wasn’t any donated food, which shocked me...” Frank said. “We have to remember that when the snowbirds go home, food disappears, and funds dry up. We as a food bank just bottom out. It’s the perfect storm.

Kids are the hungriest and have the greatest need in the summer.”

The Campaign Against Summer Hunger kicked off Tuesday with the goal of collecting more than last year’s $1.2 million, along with food donations through May 15 to relieve hunger in the community during the summer months, when children are most at risk of hunger because they do not receive school meals.

This year’s campaign seeks to feed 10% more children this year over the approximately 27,000 children in Sarasota and DeSoto

counties who received meals.

All Faiths Food Bank partners again this year with the Jewish Federation of Sarasota-Manatee and the Gulf Coast Community Foundation and plans to use partnerships with the Sarasota County Library System and the Boys and Girls Clubs of Sarasota County to better reach children in need of meals.

Frank wants the community to remember that of the 27,000

children who received meals in 2015, many have younger siblings who aren’t yet counted as in-need because they aren’t enrolled in school yet.

Gulf Coast Community Foundation Senior Vice President for Philanthropy Veronica Brady announced Tuesday that donors have agreed to match contributions dollar for dollar up to $600,000. She also challenged the community to go beyond the

goal of helping 30,000 children and feed 40,000.

She describes the campaign as a “cash and cans campaign” that relies on food and money donations.

“Now is when the real work starts,” Brady said. “We make this campaign a 40-day campaign. We set parameters and we can’t wait any longer than that. We need to get food donated as our friends head back up north.”

POST-SEASON: TRAFFIC IS JOB 1

It was the No. 1 topic of the season. And sad to say, it’s only going to get worse. That is, unless community leaders marshal their efforts now and not wait for FDOT.

E

aster is over, and the remainder of the spring break families and grandchildren are likely packing up this weekend, ready to fly and drive north.

Not far behind them: our lovable snowbirds.

So it’s almost time to do a postmortem. How did the season go?

What went right? What went wrong?

What can we, should we, do to improve next season?

A lot went right. The economy here is strong now. But let’s cut to the quick: Everyone knows the No. 1 issue that must be addressed.

Traffic flow.

It consumed conversations. And you know the dreaded choke points: n North Longboat Key-Longboat Pass Bridge. n Cortez Bridge. n South Longboat Club Road and Gulf of Mexico Drive and the City Island stop light. n State Road 789 from St. Armands Circle to Longboat Key, both ways. n Ringling Causeway — from St. Armands to U.S. 41, both ways. n Fruitville and U.S. 41. Aaahh! n U.S. 301 from Fruitville south to Mound, and Tamiami Trail south to Webber, both ways, from 8 a.m. to 6 p.m. Why is it always jammed? n Siesta Drive, to and from Siesta Key. n Stickney Point Road, to and from Siesta Key. n University Parkway and Interstate 75. OMGosh.

To be sure, we expect traffic tie-ups every year at this time. And we can’t help but chuckle when Longboaters and others who live in the region complain about traffic. Comparatively, it is mild. Go to Miami … or Atlanta … Chicago … D.C. … New York … etc. That’s traffic.

But at the same time, this season felt worse — and was worse — than previous years. Clearly, there had to be more snowbirds and visitors here than before — and certainly more of them driving around at peak times than there is capacity to keep traffic flowing steadily.

What’s distressing, we all know it’s going to get worse — when all of those new hotels and condos slated for Longboat Key, Golden Gate Point and downtown Sarasota open in the next 24 months.

Can you imagine what those choke points will be like when they are completed?

The region’s traffic woes are not just an inconvenience. They are a serious economic threat. We have heard firsthand and others have told us similar stories of visitors and parttime residents who have said: “If this is the way it’s going to be, we’re going somewhere else.”

The more traffic backs up, the more it damages our economic health.

To be sure, crossing guards in neon vests on St. Armands Circle aren’t going to solve a thing.

And to make matters more ominous, there doesn’t appear to be much effort to address what is to come. If we live by the priority list

At the table: elected representatives from both counties and the affected municipalities; FDOT and MPO; chambers of commerce; St. Armands Circle and downtown merchants; leaders from the hotel industry; developers whose projects will be contributing to the crisis; and thoughtful, expert voices from the community.

If not addressed, the outcome is predictable. What’s bad now will become worse. The region’s reputation and economy will suffer. And the antigrowth advocates will rule, a fate that punishes everyone — rich, middle class and poor.

The alternative is to be proactive.

Sarasota is growing up. It’s no longer the small town for which the oldtimers pine. Its ambitions are growing. Population growth contributes to prosperity and creates opportunity.

For all of the many cultural, lifestyle and physical amenities to continue to flourish, adequate infrastructure is an essential ingredient.

of the Florida Department of Transportation and the Sarasota/Manatee Regional Planning Organization, there is nothing on their priority lists that hints at addressing any of the downtown, U.S. 41 or barrier-island congestion points for the next two decades (see map).

In fact, if you read their priority lists, you would think the answer to traffic management is a roundabout.

There are seven of them on the priority list — although not a one is fully funded.

And while we don’t want to be a complete Debbie Downer cynic, anyone familiar with the Metropolitan Planning Organization and FDOT knows these organizations’ speed of operating doesn’t even approach slow. Nothing happens until after they conduct a study. To that end, the mayors asked FDOT a year ago to explore 22 ideas that could improve traffic flow. We’re told FDOT this month informed the mayors it would fund 80% of the research. A year to make a decision.

Suffice it to say there is no rush among regional elected officials and government transportation agencies to fix or address what many residents, businesses and visitors would consider crisis points.

But that must change — before conditions become complete gridlock and severely damage the region’s economic engine and quality of life.

To their credit, elected commissioners and council members from Longboat Key, Holmes Beach, Bradenton Beach and Anna Maria continue to lobby FDOT and MPO officials to take action. A week ago, they sent letters urging them to implement a series of short-term fixes and reiterated the 22 study items.

But that’s just a start. Efforts to address current and future traffic congestion in the choke points cited need to be far greater.

This is one of those times in a community when leaders must step forward to solve a growing crisis. Cliche as it may be, it’s one of those times for a community task force dedicated

I strongly disagree with the Observer’s editorial stating that the crossing guards on St. Armands Circle add no value, because they do a good job of balancing the needs of pedestrian and motor traffic around the Circle.

Without the guards, single pedestrians could slow or stop motor traffic all the way back to the Ringling and New Pass bridges during peak traffic hours. Now, the guards keep motor traffic moving along by holding up pedestrians at the crosswalks for a minute or two at a time.

What the Observer has labeled “guards” are actually traffic facilitators who balance the needs of pedestrians and motor traffic more equitably than giving pedestrians the automatic right of way at .com A less expensive crosswalks. e s u reho alternative to human traffic facilitators might be buttonactivated crossing lights that are already installed at other crosswalks on both sides of the Ringling Causeway.

Tell me what the problem of overhead power lines was.

Wait until all of the construction on the island starts to produce thousands of new residents and hundreds more cars. Don’t you think that $50 million would have gone a long way to solve the greatest threat to the island, which is traffic?

The voters just strapped the next generation with a 30-year tax to bury power lines that in no way threatened the future of the island. How about spending that money on the only thing that will ever make it easier to get around, and that is a new bridge to the mainland?

People, wake up: Surely your property values are not going to get any better if no one can get around. And now, you want to destroy the north end of the island by building a hotel. Just what we need — more traffic.

The environmental value of this particular wetland has gone down for years. Any more stormwater, rainwater runoff into the saltmarsh/breading estuary land will result in substantial and irreversible damage to this precious wetland.

This resulting freshwater, on top of the mangroves and on top of the saltwater, will not only be bad for mosquito problems, but it will also be very bad for this natural salty fish spawning area. This

mangrove-covered wetland was once home to thousands of fiddler crabs. As a boy in the ’50s and ’60s, I used to harvest mussels and oysters from the edges of this bayou.

At the very least, I think a vote should be postponed on 15 (or who knows how many) units per acre, until a proper thirdparty environmental impact study can be performed.

This study should be specifically related to the fish-breeding habitat and the mosquito issues that will arise when this salty body goes into brackish water as a result of the drainage from paving the entire block as they develop this 120-unit hotel.

CALL OF THE WILD 2:57 a.m. — 600 block of Broadway Suspicious circumstance: Police responded to a complaint of a possible prowler. Two people, including the complainant, were in her bedroom talking and heard a scratching noise and smelled what they thought was cigarette smoke. The officers searched the area and saw a raccoon in the area, and noticed trash cans just outside the bedroom window. They also smelled wood burning from a nearby fire.

For nearly 15 years, Sarasota County Beaches Manager George Tatge has battled non-native plants in Ted Sperling Park — sometimes using a chainsaw to single-handedly down Australian pines. Other times, partnerships with neighboring property owners on south Lido Key provided funds to widen clearings.

Now Tatge could get help from the U.S. Treasury Department.

On March 23, county commissioners chose a Ted Sperling Park at South Lido Beach project as a test case for the process of tapping into BP oil spill RESTORE Act funds. The county is eligible to receive a BP settlement of about $1 million that could go toward more habitat restoration.

contact with one of the county’s most diverse mangrove habitats.

“The million-dollar jewel was purchased in the ’80s, and here we are 30 years later trying to provide improved access into this area,” Tatge said.

The project is divided in two phases. The first part involves building four boardwalks and a 4,500-foot bicycle and pedestrian trail from restrooms near the kayak launch at the north end of the park to the beach fronting Big Pass. In the second phase, contractors would pave the trail.

Before proceeding, staff will have to update the estimated $775,000 budget from 2009 to reflect current construction costs and follow an eight-point checklist of Treasury Department requirements.

“It is a federal granting process at its most bureaucratic,” said Laird Wreford, the county’s coastal resources manager, during Wednesday’s meeting.

Fitness news provides insight into health at any age

A

sound mind is a sound body.

The present excitement stems from a study conducted

by Hideaki Soya, professor of exercise and neuroendocrinology at the University of Tsukuba in Japan, who studies the effects of exercise on the brain. His work indicates that a sound body supports a strong mind.

More specifically, aerobic fitness may preserve your brain’s youthfulness and keep your thinking stronger despite aging.

The findings are based on brain activation patterns in the prefrontal cortex, or PFC — the part of the brain responsible for executive functions, memory, understanding word meanings and recognizing familiar events, objects or people. Think of the difficulty remembering names and faces that accompanies aging in most of us. That’s your PFC becoming less efficient.

At the risk of oversimplification, young people primarily use the PFC’s left side for tasks that older adults must draw on both

sides to perform.

To identify the impact of physical fitness on age-related brain function changes, the Japanese researchers measured the aerobic fitness of 60 Japanese men ages 64 to 75 who showed no signs of serious cognitive decline. They tested each subject’s aerobic fitness in the lab and used neuroimaging to evaluate how the men performed a complex task that challenged selective attention, executive function and reaction time.

The researchers found that “higher aerobic fitness is associated with improved cognitive function.”

Said another way, the brains of fit older men require fewer resources to accomplish a task compared to the brains of men who are out of shape.

Ph.D., post-doctoral fellow at the Center for Healthy Aging, reports, “Positive emotions are associated with a range of long-term health habits that are important for reducing the risk of future heart problems and death.”

Researchers studied more than 1,000 participants with some form of heart disease. A questionnaire rated how strongly subjects felt attentive, interested, excited, strong and other positive qualities. Other assessments included blood tests, medical history, treadmill testing, echocardiograms, physical activity, sleep quality, medication compliance, alcohol use and smoking habits.

Data analysis of the 662 participants who completed the five-year follow-up assessments indicated that people who were more upbeat at the outset were more likely to feel energetic and motivated, fueling healthy activities like exercise, which in turn led to better sleep quality and still more productive emotions and behaviors — a healthy snowball effect.

It’s no news that walking has health benefits, and now there’s evidence that older adults can gain more benefits by taking it up a notch.

A Cardiovascular Health Study followed 4,207 men and women with an average age of about 73 for a decade. Physical activity was linked with lower levels of cardiovascular disease-related incidents. Participants who walked at faster paces and logged greater distances had the lowest risks.

Upping the pace from 2 to 3 mph could cut risk by 50% of more. Stroke risk was reduced among subjects who regularly walked at least seven blocks compared to those who walked shorter differences.

TOM BURGUM

Tom Burgum, 80, of Sarasota, died March 18.

Born to Leslie and Blanche Burgum June 12, 1935, in Bismarck, N.D., he served in the U.S. Army infantry from 1955 to 1957 in peacetime Berlin.

He graduated from Jamestown College and the University of North Dakota School of Law and moved to Washington, D.C. in 1972 to work for U.S. Sen. Quentin Burdick, D-N.D. He was staff director for the Bankruptcy Reform Committee and also served on the U.S. Senate Judiciary Committee, the U.S. Senate Appropriations Committee and on the staff of Sen. Burdick. In 1980, he was appointed deputy undersecretary of agriculture for rural development during the Carter administration. Subsequently, he formed a lobbying firm with several colleagues.

In 2002, he retired to Sarasota and had a wonderful time for 14 years. He was an active member of the Longboat Key Public Tennis Center, where he had many dear friends, and he tutored students at Emma E. Booker Elementary School.

Years of reading, politics and from-the-street anecdotes swirled in, around and through him while he smiled, cracked jokes and took life hand-inhand with his favorite Punch cigar.

He loved baseball, especially the Cleveland Indians, ever since he fell in love with the team in 1948, when the team won the World Series. He remained loyal through tears, travail and despair.

Burgum is survived by his wife of 41 years, Mary Cohen; sons, John, James and Thomas, and their wives; six grandchildren; and his faithful companion, Maggie the cockapoo.

A memorial service will be held at 1 p.m. April 9, at Toale Brothers Funeral Home in Sarasota. A final memorial service and interment will be held in May, in Washburn, N.D.

GENE CARR

Lt. Col. H.E. “Gene” Carr, a 30-year winter resident of Longboat Key, died March 22.

Carr was raised in Union Springs, N.Y. He was a child of the Depression and grew up a fighter. He faced many battles, including extreme poverty, a near fatal illness and accident, a broken home, the death of a brother and the stigma of having a father in prison.

He attended Hobart College at 16 with a basketball scholarship near the end of World War II. He took with him an incredible will to win, an enormous chip on his shoulder and a deeply held sense of morality and justice. He soon left school to join the Navy and served in the Pacific.

Soon after the end of the war, he joined the Army Air Corps, seeking to enter pilot training to join his brother, Bruce, as a fighter pilot. As boys, the brothers had taken their pennies, nickels and dimes and persuaded an evangelical biplane pilot, “Sky Pilot Robby,” to take them for a ride. The boys sat together in the front seat of the biplane during the flight, and when they landed, they shook hands and vowed to become fighter pilots.

Carr entered the newly formed Air Force at the very beginning of what would become known as the “second heroic era of flight.” He became the first aviation cadet

to solo in a jet. It seemed new speed records were set on a weekly basis. The technology was new, and there were many problems with training. Approximately 50% of the cadets in his class eventually died in plane crashes. He expected to die while flying, and the fact he reached old age came as a surprise to him.

Although he had found his true calling, the chip on his shoulder made him resist military discipline. In later years, he believed he had been a second lieutenant longer than anyone else in the Air Force.

Despite his problems with authority, he was recognized as a very able pilot. A World War II ace had taken him under his wing, literally and figuratively, and helped him become an exceptional pilot. He became the first pilot who was not a World War II ace to be charged with evaluating American fighter squadrons in Europe.

During the Vietnam War, he flew secret missions for the CIA and served as a forward air controller and a base commander in Thailand. With South Korean forces in Vietnam, he was severely wounded and received the Korean equivalent of the Medal of Honor.

Carr ended his career in the Air Force as a squadron commander, receiving the highest evaluation reports for a squadron commander in the Air Defense Command. Unfortunately for him, he chose the status of reserve officer.

This had some benefits at the time, however, at the end of the Vietnam War, all reserve officers serving on active duty were retired as a group.

After a difficult adjustment to an unexpected civilian status, he became a selectman in the town of Sandwich, Mass., where he served his community for 15 years. He believed in working for the common good and was a strong believer in democracy. He endowed a fund in the town of Sandwich that awards outstanding public

service. He also awarded an annual scholarship to a graduate of Union Springs High School.

He was a man of many parts.

He had an excellent singing voice and once appeared in a performance of “1776” at the Kennedy Center, in Washington, D.C. His favorite song, his theme song, was “My Way.” Carr was an excellent bridge player and a fine athlete. He won a number of golf tournaments. He and his son, Craig, were town tennis champions in Sandwich. He was European Armed Forces and New England table tennis champion. On a dart team with his son, David, he won three state championships.

Carr is survived by Marcia Sexton, his companion of more than 50 years; his first wife, Connie Crocker Carr; children, David, Craig, Debra, Steven and stepdaughter, Kimberly; seven grandchildren; and one great-grandchild.

Robert and Carolyn Rogers, of Cashiers, N.C., sold their Unit 1002 condominium at 1281 Gulf of Mexico Drive to Judith Pursley and Laurence Weigand, trustees, of Fort Wayne, Ind., for $3.21 million. Built in 1999, it has three bedrooms, four-and-a-half baths and 3,435 square feet of living area. It previously sold for $2.35 million in 2010.
