Normally at this time of year, Christ Church of Longboat Key would be ringing with the sound of bagpipes for the Kirkin O’ the Tartans service. The service usually draws several hundred worshippers, but this year it was attended only by those in the procession.

T

he town of Longboat Key is seeking hundreds of thousands of dollars’ worth of compensation from an environmental engineering firm that inspected its sewage pipe about three years before the June 2020 break.

Longboat Key Town Attorney Maggie Mooney wrote a letter dated March 2 to Michael Knowles of Greeley and Hansen LLC. “We hereby respectfully demand that GH fully indemnify the Town for all of the expenses it has incurred or will incur as a result of GH’s negligence and the resultant force main break,” Mooney wrote. “We also request that GH identify all subcontractors that it used in providing the services to the town.

“If you have not already done so, you should immediately notify your insurance carrier of this demand for indemnification.”

ment but did not hear back.

After accepting a consent order from the Florida Department of Environmental Protection in February, the town must either pay the state $188,382 in civil penalties and costs or offset the amount by implementing an inkind environmental project worth at least $281,073. The town has given the state notice it plans to pursue an in-kind project, which is also subject to FDEP approval.

As of March 1, Town Finance Director Sue Smith estimated the sewage break has already cost the

town $453,287. Town Manager Tom Harmer said the money the town is asking from Greeley and Hansen also includes the cost of the FDEP consent order.

“Absent that leak, we would not have had those costs, and so it’s costs that we’ve spent and costs that we may have to spend, and some of those we won’t know yet because in the consent order, we had to do further work,” Harmer said. “We have to do some surveying and soil testing and other back and forth with FDEP to finalize some of the mitigation and restoration plans.”

According to Greeley and Hansen’s report Aug. 14, 2017, the pipe that broke was given an estimated 20-25 years of life remaining.

The report recommended future assessment and reinspections of the pipe in four to five years. The force main was built in 1973.

A town-hired consultant estimated about 14.7 million gallons of sewage spilled from June 17-30, 2020, about 400 feet from the shores of Sarasota Bay. Harmer said it was “too early” to know how much Greeley and Hansen would agree to pay back.

“I think there will be further discussion between the town and Greeley and Hansen, and depending on their response, we’ll brief the commission,” Harmer said.

further discussion about what our options are, whether that’s litigation or otherwise. But that may be a subsequent step depending on how the conversations go.”

Harmer said Public Works Director Isaac Brownman is planning to brief commissioners on potential environmental projects during the April 5 Town Commission meeting.

“Our Public Works team are identifying projects that they think would qualify, and we anticipate there will be more than one,” Harmer said. “It’ll be a combination of projects.”

Once commissioners are briefed on the projects and agree with the list, the town would then submit it to the FDEP for approval.

Harmer told the Longboat Observer at the start of the month that the town’s plans to build a redundant pipe project would not count as an in-kind project.

The redundant pipe project has an estimated cost of $16 million.

Town documents show the town has budgeted for the project in its utility capital fund.

In December 2020, consultant Berkeley Research Group found that a buried log rubbing against the underground pipeline likely caused the break.

In August 2020, Environmental Science Associates determined the environmental effect of the break was low based on its watersample testing in the Sarasota Bay waters.

ongboat Key is shifting the way it holds reserve funding and how it calculates its potential use.

Commissioners recently voted to change the town’s target levels in the general fund, moving away from a system of a broadly defined reserve to one that assigns money to three funds, each with a range of minimums and maximums: ■ Unassigned general fund balance of at least 16% of the total budgeted expenditures, about 60 days’ worth; ■ Economic uncertainty/revenue stabilization reserve between 8% and 16%, 30-60 days; and ■ Emergency/natural disasters reserve between 8% and 16%, 30-60 days).

The new recommended target range is between 32% (120 days) and 48% (180 days) of total budgeted expenditures.

“We’re increasing the amount of days that we will keep at a minimum because we’re a coastal barrier island, because we’re susceptible to hurricanes and red tides and other types of events,” Town Manager Tom Harmer said. “Historically, we’ve been building up our fund balance, which is good.

Now we’re formalizing that to make sure we keep aside enough to help us through most circumstances that could impact us.”

The changes take effect, so the town can use the new criteria for the end of the current fiscal year and for the next fiscal year starting in October. The last time the town made changes to its reserve policy was in 2013.

Harmer said the reason the town made changes now is because staff has started the budgeting process for fiscal year 2022, which runs from Oct. 1, 2021, to Sept.

30, 2022. The approval process begins in early summer, with formal adoption in September. May 18 marks the Town Commission’s first special workshop meeting to discuss the budget.

Harmer explained to commissioners his responsibilities if the town fails to meet the new budget criteria. “If some reason during the budget process we don’t meet that or can’t meet that, then it says I’m obligated to report back to the commission, and I’m also obligated to come up with a plan to restore within two budget cycles,” Harmer said.

Before commissioners voted to approve the changes, Commissioner Sherry Dominick asked whether the town would be better served in expanding the restoration period for a missed goal to three years instead of two.

“If we have an easier standard to meet, are the better optics better for us than if we say two years, and we have a problem with that?” Dominick asked Harmer.

“Ultimately, these are Town Commission policies set by the Town Commission, so they’re not statutory,” Harmer said. “They’re just best practice financial policies.”

Harmer said the new financial standards are not required by law, but the town’s credit rating would suffer if it borrows money instead of relying on savings to fund a project.

Longboat Key scored a 25 out of 40 on a Government Finance Officers Association risk assessment model.

It means the town faces a moderate to high level of risk for unforeseen expenses.

The score means the town should consider adopting a target amount of reserves significantly higher (26%-35%) than the GFOA recommended minimum.

“Now we have about $9.6 million in reserves, and about $7 million of it was in the unassigned reserve tank, which seemed extraordinarily high and maybe

overly flexible, so the task was to put to figure out how to make this make more sense,” Mayor Ken Schneier said.

The town identified three prime risk factors having the largest impact on town reserves: ■ Vulnerability to extreme events and public safety concerns; ■ Vulnerability to revenue economic volatility; and ■ Degree of leverage.

The town ranked and scored extreme weather events as “very important.”

Tropical storms or hurricanes hit or brush Sarasota every 2.18 years, according to HurricaneCity.com. The state estimates a direct hurricane hit on the Sarasota area once every 9.25 years.

“There always could be like the worst-case scenario, a direct hit

of a Category 4 or 5 hurricane, that you’re never going to be completely financially ready for, but this really does position ourselves well because as the commission looks at priorities and things they know are out there, they have limited resources,” Harmer said. “This sets aside reserves before they get to that discussion enough, so that we protect the town for the unknown.”

Last year marked an example of revenue volatility when the town’s property values decreased for the first time since 2013.

For fiscal year 2021, the town budgeted about $12.4 million in property tax revenue. The total makes up about 76% of the town’s total revenue of $16.32 million.

“We don’t know yet what property taxes will be,” Harmer said.

“Last year, we were surprised.

This year, it appears we won’t be surprised. It appears the market has been very positive, but we were surprised by that change.”

Other risk factors included expenditure volatility, liquidity, other funds’ reliance on the general fund, growth and capital projects.

“As we look at these things, and when we look at our options in terms of reserves and the like, we shouldn’t lose sight of the fact of how fortunate we are with these kinds of problems that our reserves are a little higher than we really know what to do with at this point, knock on wood, but it’s a problem a lot of municipalities would love to have,” Schneier said.

The Orlando-based developer of the property, Unicorp National Developments Inc., submitted a 584-page preliminary application to amend a site plan and planned unit development.

is a top priority for many luxury buyers. Since high-end buyers are looking for larger units, Unicorp would like to meet the demand.”

Also, Unicorp is requesting that 30 of the 69 residential units be authorized for use as either a residential unit or a tourism unit at the discretion of the owner.

The town approved previous versions of Unicorp’s plan in March 2018.

Other proposed changes include: n Allow up to 30 residential units be rented out at the option of the owner for periods of fewer than 30 days, which was an exception allowed under the Colony ownership; n Add a rooftop bar to the beach grill; n Add an event pavilion for hosting dinners and small group cel-

ebrations; n Relocate the Tiki bar closer to the beach (to be named the Monkey Bar in recognition of former Colony Owner Murray “Murf” Klauber); and n Add beach shade shelters and two fire pits to the beach.

The development still plans to have 166 hotel rooms for a total of 235 units.

“The list looks long and intimidating because the town staff does not have the authority to approve the most minuscule changes, even if they are consistent with the town codes,” the application states. “Instead, even small change (e.g., moving the parking podium by 0.53 degrees) requires a public hearing.

“Hopefully, when the reviews and discussions begin, we can focus on the important changes

that will ensure the long-term success of the St. Regis Hotel and Residences.”

Town Manager Tom Harmer met with Whittall on March 5 to discuss the proposed changes.

Harmer also wrote in an email to town commissioners that Unicorp’s new proposals will require public hearings with the Town Commission and the Planning and Zoning Board.

It’s unclear how soon those hearings could happen because Unicorp is still in the process of revising its application for the town’s Planning, Zoning and Building Department to review.

Planning, Zoning and Building Director Allen Parsons said Unicorp is working with Brenda Patten of the real estate law firm Berlin Patten Ebling.

Patten is expected to submit an

updated version of the applications to the town, so plans could change yet again before either the Town Commission or Planning and Zoning Board can hear the new proposals at public hearings.

Although Unicorp will own the property at 1620 Gulf of Mexico Drive, Marriott Co. will manage it under the St. Regis banner.

The proposed changes also include a special exception request to address the addition of certain rooftop features above the previously approved height.

Specifically, Whittall said the height exception is for an elevator shaft and decorative parapets to hide air conditioning equipment.

“As a matter of fact, I know there is nothing controversial,” Whittall said. “Unfortunately, the development process in Longboat Key, they make you get a site plan approval completely before you draw your buildings.

Well, what happens a lot of times when you draw your buildings, it changes the site plan a little bit, and so there’s just little site plan changes.”

Whittall said it took Unicorp two years to complete the $5 million drawings. He said if the Town Commission and P&Z Board approve the proposed changes, he expects construction to start

by July.

“Everything we’ve done is to enhance the building and make it prettier,” Whittall said. “Like I said, we’ve reduced our density from what we were approved, and we did all that to make it more architecturally pleasing, so I’m hoping they support it.”

The new proposal also would reduce parking from 457 spaces to 432 spaces. It still exceeds the minimum requirement of 406 spaces.

FINAL AGREEMENT

On Feb. 26, Unicorp closed on the settlement agreement to dissolve the former Colony Beach & Tennis Resort. A special warranty deed shows Unicorp agreed to pay $18.75 million for the units.

“It’s a big milestone,” Whittall said. “We own 100% of the property now, which was a requirement for us to get building permits.”

The termination of the condominium association brings to a close years of litigation as Unicorp worked to consolidate its ownership of the once-tony resort.

The 17.6-acre site has been empty since the last building was demolished in November 2018.

So far, Unicorp has sold 52% of its residential units. Whittall said it was Unicorp’s goal was to have 50% sold by the time construction started.

Units range from about 1,500-6,000 square feet and from one- to four-bedroom units.

Whittall said he expects to sell out the project in the coming months.

“We have really two steps left [before construction starts],” Whittall said. “We need to get a building permit, and we need to close our financing. And we have several lenders interested in doing the debt, and so we’re trying to choose which lender we’re going to go with.”

ach Schield was not surprised to be named the most fit member of the Longboat Key Fire Rescue Department.

The 33-year-old Longboat Key firefighter and paramedic said bragging rights were on the line for the department when members perform their annual agility test.

“They’ve loved it since I won,” Schield said of his department colleagues.

The agility test consists of a series of events that firefighters must complete in nine minutes and 30 seconds: stair-climbing, picking up a barrel and walking with it, dragging a 2.5-inch hose 50 feet, lifting a kettlebell, raising a ladder, dragging a dummy, running and slamming a medicine ball.

Schield completed the course in less than seven minutes.

In February, Fire Chief Paul Dezzi recognized Schield at the Fire Rescue Department’s awards ceremony.

“None of it is really too hard,” Schield said of the agility test.

“It’s when they’re all combined having to do them all one after another.”

Schield said his fitness helps serve the Longboat Key community when he’s out on a call.

patients,” Schield said. “There [are] a lot of fire alarms, and you’re not sure where the fire is going to be, so there’s a lot of stair-running. You have to be fit to pick people up.”

Schield said he goes to the gym three to four times a week, works out in the fire department’s sand pit behind the fire station and was a big fan of participation sports before the pandemic. Under normal circumstances, he plays flag football, pickleball, soccer and softball.

Next year, Schield said, his goal is to finish the agility test in less than seven minutes again. Shield said he takes pride in motivating the firefighters and paramedics to increase their level of fitness.

“I’ll just keep that up, and [I’m] pretty sure I’ll win [Most Fit again] because none of these guys are really keeping up their fitness like I am,” Schield said.

Later this year, construction on the town’s south fire station at 2162 Gulf of Mexico Drive is scheduled to finish. Schield and his coworkers are excited for the new facility to open.

“It’ll definitely nice to be have an actual gym,” Schield said.

A generational decision Where the Sarasota Orchestra lands will be a pivotal influence on the city of Sarasota’s cultural future.

O

h, what a dilemma: Finding a home for the Sarasota Orchestra — and for Sarasota’s many other fine community music groups. A home that could be, should be, a premier music performing center.

When you put serious thought into this issue, it’s not just some simple site search. In the grander scheme, this issue should be regarded as one of the most important generational decisions facing the city of Sarasota at this particular moment.

It is not exaggerating to say where the orchestra lands will have a pivotal influence on the future of the city as the epicenter of the region’s philanthropy and the arts and its bragging rights as the cultural capital of Florida.

As we’ve seen the past two weeks, this issue and dilemma resurfaced when Sarasota Mayor Hagen Brody asked city commissioners to allow city staff to discuss with Sarasota Orchestra officials whether a small portion of Payne Park could be a viable site for a music performance, rehearsal and education center.

This was quite a surprise, especially to orchestra officials and especially after Brody two years ago was among the four commissioners who resoundingly said no to exploring and having a discussion about the idea of Payne Park as a site.

Back then, that’s all the orchestra was asking — to explore the concept. It wasn’t asking for a yes or no. It was taking the same approach that Michael Klauber, Drayton Saunders and Virginia Haley took when they broached with the city the idea of exploring what

could be done with the 50 acres around the Van Wezel Performing Arts Hall.

But commissioners said no, a big no, 4-1, to the orchestra.

So if you were a member of the Sarasota Orchestra board or in the seat of orchestra CEO Joe McKenna, how could you, or why would you, take Brody’s new overture seriously? Why bother?

One response might be the fact the City Commission, with two new members, voted this time 4-1 in favor of city staff exploring the idea with the orchestra.

But you can just as easily offset that vote with the vow from representatives of the Preserve Payne Park coalition to fight against the orchestra just as hard as they did before.

“If necessary, we’ll be back in force,” Sami Leigh Scott, the vice president of the coalition, told the Observer’s David Conway.

“Payne Park is worth another fight.”

Typical. And to be expected.

No matter what city is involved, urban planners will tell you when anyone suggests taking away public park acreage, it’s a St. Jude moment — a lost cause.

Knowing this opposition, why waste weeks and months of everyone’s time, only to end up with another undeserved public flogging of the orchestra?

Instead, Brody and his fel-

low commissioners would do well first to learn and answer what McKenna believes — rightly — are the more pertinent and important questions to be answered. As he posed them to us: “What does the orchestra need to do to remain artistically, economically, socially and educationally vibrant?”

Or, put another way, pose these questions to the commissioners: How important is the orchestra to the city? And once that is answered, what does the city need to do, so the orchestra can indeed remain vibrant?

To answer the first — the importance of the orchestra to the city — think of the consequences if, say, the orchestra moves out of the city to Lakewood Ranch’s Waterside community in east Sarasota County.

If you’re a regionalist, you might have no qualms with that.

After all, Lakewood Ranch and Waterside are integral parts of the Sarasota-Bradenton metro region. And it’s clear the region’s growth is eastward, increasingly attracting and developing the amenities that every community wants nearby.

But if the orchestra does indeed leave the city, such a move would weaken the city’s cultural heritage and its cultural and philanthropic standing and send a message that could easily spread.

For more than 50 years, the orchestra has been a pillar of Sarasota. Indeed, it’s the oldest continuing orchestra in Florida.

Over the past 20 years, the orchestra’s annual budget has grown from $4 million to $11 million; it employs 225 people.

The orchestra and its music festivals are nationally recognized.

With 72 musicians, it performs more than 100 concerts a year.

Its nationally acclaimed youth orchestra has grown in 20 years from serving 160 local students to serving 330. During the winter season, the orchestra’s performances are a key component to the vibrancy of the downtown social, cultural and culinary scenes.

What happens if it is gone, no longer in the heart of the city?

For seven years, the orchestra’s board has been examining deliberately and carefully how and where to assure a vibrant future.

It has engaged leading architects, arts venue consultants and fundraisers to help it make this generational decision. McKenna said that although the board wants to resolve where its physical future will be, it is disciplined “to do the right thing.”

Ultimately, though, if the orchestra is to remain an essential pillar of the city’s cultural identity, city commissioners, downtown business and civic leaders, and city residents themselves will need to show the orchestra convincing support.

That also means someone must step forward to be the champion and leader of this effort. Someone outside of the orchestra must show courage, persistence, passion and vision.

This is the time when an elected CEO mayor is needed.

But absent that leader, there are five city commissioners who could work as one. Through their courage, persistence, passion and vision, they can show the importance of the orchestra to the city.

Who will be the champion?

LBK town center: Great vision, but town should sell the land It’s such a great vision and dream: a handsome, laidback, tree-lined town center in between the Publix and the Longboat Key Public Tennis Center, complete with strolling residents and visitors dining outdoors before a pleasant evening at the Longboat Key Arts, Culture & Education Center.

The crowning piece de resistance to making Longboat Key beyond extraordinary.

And better yet: at “minimal cost” to the town’s taxpayers, the term now adopted in future official town discussions.

What a great vision.

Sorry. We can’t help it. In spite of the vision, we’ve always been skeptical of the practical reality of it all.

This vision has lingered for seven years. It started, you might remember, after Ringling College of Art and Design shuttered and sold the Longboat Key Center for the Arts on the north end of

the Key. The idea then was to create a town center and a long-sought community gathering place farther south where Longboaters could attend small-scale arts performances, speaker series and art and education classes — avoiding the hassle of leaving the Key for entertainment.

One problem, though: financing. There was a hope and expectation that philanthropists would step forward with $10 million to $16 million, relieving Longboat taxpayers from carrying the load. It didn’t happen.

Today, the conversation among town commissioners is for the town staff to begin spreading the word the town is seeking a private-sector partner to bring the vision to reality.

Prediction: This will go on for many more years and will not end well. That’s typically what happens when local governments try to be developers. The

graveyards throughout Florida are full of city government projects that never panned out.

We’ve always advocated the town should not be a landowner, particularly of this land. Instead, the town should sell it and let prospective buyers pitch what type of development the market would bear, with the town, of course, having final say on what ultimately is built.

It’s hard to imagine the arts, cultural and education center a

part of the mix without total tax dollars’ support.

What’s more, while developers tend to be optimistic, visionary risk takers, they also go by the old rule: Demand typically governs supply. An interested developer, before committing to invest millions, likely will want to see how the Key evolves once the St. Regis Hotel is open.

It’s hard to make the case now that a town center concept is viable.

Town considers banning gas leaf blowers An ordinance is not drafted yet, but Longboat staff is examining the possibility.

he town of Longboat Key is considering the potential of banning gasoline-powered leaf blowers.

Planning, Zoning and Building Director Allen Parsons sent town commissioners a preliminary memo about it earlier this month.

Parsons and his staff have yet to draft a proposed ordinance.

“The next steps for staff, prior to further updating the commission, is to do additional research on experience in other communities and to reach out to landscape contractors for their feedback,” Parsons wrote in an email to the Longboat Observer. “At this point, there are no recommendations from staff.”

During the Jan. 19 Town Commission workshop, Commissioner George Spoll brought up

the possibility of phasing out the gas leaf blowers.

“There are discussion groups that take place at [The] Paradise Center in the Town Center, and very often they meet outdoors, and when these machines come flying through, they really destroy the ability of the group to hear, which just brought to mind, generally, the fact that this a problem that people are constantly complaining about,” Spoll said. “So I took it upon myself to suggest that we look at an ordinance.”

Spoll pointed to how other Florida municipalities had ordinances that either prohibit or regulate the use of gas leaf blowers. That list includes Naples, Palm Beach and Sanibel.

“I understand that this is something that, in all fairness, should not be put in as an instantaneous ordinance but that it should be phased in, so that those that use and have investments in existing equipment would have a fair amount of time in order to be able to switch to the quiet electric blowers,” Spoll said.

Spoll also said people who use electric leaf blowers were more considerate to their neighbors.

Longboat Key staff is looking into the possibility of banning gas-powered leaf blowers.

Parsons wrote in his memo about common concerns people raised in municipalities that changed their ordinances to address leaf blower noise. It included effectiveness, limiting choice and cost impacts.

“Professional landscapers tended to be concerned that prohibiting gasoline-powered leaf blowers would increase their costs and that those costs would be passed along to customers,” Parsons wrote. “Homeowners tended to be concerned with additional costs to replace already purchased equipment.”

Longboat Key’s current ordinances do not specify a maximum decibel level for leaf blowers. For example, the city of Naples has

a maximum decibel level of 65, which is shown on a manufacturer’s label on the leaf blower.

However, the town’s current regulations prohibit outdoor usage of “domestic power tools” between 5 p.m. and 8 a.m. Specifically, Chapter 130 of the town’s code of ordinances prohibits: “Operating or permitting the operation of any mechanically powered saw, jack hammer, drill, grinder, lathe, sander, planer, nail gun, tree, lawn or garden tool, or similar tool between 5:00 p.m. and 8:00 a.m., unless such equipment is operating inside a completely enclosed structure.”

The prohibition applies to residential properties, not commercial properties.

Commercial properties are otherwise regulated under the prohibition of “unreasonable sound,” which the town defines as the following: “Any sound which is excessive, unnecessary or unusually loud, so that it annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of a reasonable person of normal sensibilities.”

Longboat Key staff plans to continue to research communities with leaf blower restrictions and ask landscaping contractors for their input.

Eventually, Parsons or a member of his staff plans to present their findings to the Town Commission.

eorge Spoll plans on staying busy even when he steps down from the Longboat Key Town Commission later this month.

Spoll, 87, said he will contribute to the Longboat Key Revitalization Task Force, he was just reelected to a term on the Bay Isles Board of Directors, and he also remains on the Federation of Condominiums Board.

“I want to be remembered as someone who has, as I say, been willing to plant trees that I will never sit under,” Spoll said.

Spoll could have chosen to run for a final three-year term as the District 2 commissioner but decided against it. Penny Gold is set to take Spoll’s seat during the March 22 statutory meeting.

Spoll said he will become proactive again in the leadership of the task force he helped create in March 2011.

“I stood up and suggested that I would like to form a task force called the Revitalization Task Force that would get into matters from a citizen’s point of view to either assist or guide development on the part of a developer on the Key so as to smooth the process out and avoid any mistakes, if at all possible,” Spoll said.

Spoll’s first term on the Town

Commission went from 20052011. His second term was from 2017-2021.

Spoll served as mayor in 2010, 2018 and 2019. He also served as vice mayor in 2007 and on the town’s Planning and Zoning Board from 2003-04.

One of Spoll’s first public service contributions to Longboat Key was dealing with the repercussions of when the town’s Holiday Inn shut down in 2003.

“When the Holiday [Inn] closed, it was a tremendous shock to the town,” Spoll said.

Spoll said the hotel and many condominiums on the island were built at a density far greater than what was permitted after the town down-zoned the Key in 1984. That meant any redevelopment would lose density.

“They saw no possibility of being able to expand and take advantage of their site, and they had the opportunity to simply turn over the property to a developer for condominium use, take the money and run,” Spoll said.

Spoll suggested the town create a pool of 250 tourist units developers could use to expand that use on the Key, which helps support businesses year-round.

“Condominiums are wonderful, but condominiums are occupied on Longboat Key a very short time of year,” he said. “In the summer months in the shoulder

season, we go down to probably no more than 2,500 people on the Key itself, although we grow to [more than] 20,000 in the winter months. And it is almost impossible for facilities to survive when there is a very low population on the Key.” Spoll said his suggestion was effective in rebuilding the Hilton Hotel, the Zota Beach Resort and what was used to get permission to build the St. Regis project at the Colony property.

Although 2020 marked the first time in seven years Longboat Key’s property values decreased, overall they have steadily risen since the recession of 2007-2008.

Property values make up about 75% of the town’s revenue.

Spoll said his professional background as a builder of homes, condominiums and commercial rehabilitation projects helped in his role of public service.

His other contributions include helping the town better plan the locations of its shopping centers, improving regulations for the town’s Building Department and working with former Commissioner Randy Clair to fix errors in the town’s insurance policies.

“I am really proud of the relationship that I’ve had with the people who work for the Longboat Key government,” Spoll said.

“We have an outstanding group of people that work for our town.

That includes the police, the [firefighters]. Even though we’ve had battles through the years with the unions, everybody has always done the right thing for the Key.” When Spoll gets some free time, he hopes to visit with his family at some point in the near future. He and his wife, Madelyn, moved to Longboat Key in January 1993.

“My family is remote,” Spoll said. “Hopefully, I will have an opportunity to visit them, although … I suspect that my days of traveling a great deal are somewhat limited. But I am fortunate that my brain has survived intact.”

The town of Longboat Key has sent out a reminder of the current rules in place due to the COVID-19 pandemic ahead of spring break season.

“This last year has been an unusual year for all of us,” Town Manager Tom Harmer said.

Harmer emphasized that although Florida and other states have continued to open up, there are still guidelines and rules for people to follow.

“We’re still in a pandemic, so no matter what, people should be following the CDC guidelines on gatherings and social distance, and we have a mask ordinance that’s still in place on the island,” Harmer said. “We think being safe during a pandemic is critical.”

Although Longboat Key’s beaches, public beach parking and parks are open to the public, the town reminds people the spaces are available on a firstcome, first-served basis.

“We have limited parking on the island,” Harmer said. “We want to make sure people know that, and you can’t park in illegal parking areas.”

New this year is the town’s resident permit parking program in the Longbeach Village neighborhood and the islandwide increase of illegal parking fines from $30 to $75.

As of the start of March, the town had sold resident permit parking permits to 67 Village residents with 102 decals and 86 guest passes sold. The Village does still allow for public street parking adjacent to Mar Vista Dockside Restaurant and Shore.

“We don’t want people to, on purpose, illegally park,” Harmer said. “We don’t want them encroaching into our neighbor-

hoods in some illegal, inappropriate way.”

Harmer said Longboat Key has reached out to town stakeholders, its on-island contacts and tourism properties to help remind visitors of the island’s rules. He also mentioned how last year around this time beaches throughout the area reopened at different times.

Longboat Key does not allow alcohol on its beaches, on beach access points or in its parks. Dogs and other pets are also not allowed on the beach. Police will monitor the beach throughout the month.

“We’re going into this first weekend with some plans in place, but we want to be nimble enough, so that if we realized that we need to dedicate more resources to a particular area or issue, we can do that,” Harmer said.

Earlier this month, Harmer provided an update to the Town Commission on spring break preparation.

As for progress against the pandemic, so far, Harmer said the town of Longboat Key has vaccinated 4,491 residents who marked the town’s 34228 ZIP code as their residence with the state of Florida. The town has about 7,000 full-time residents.

The Publix in Longboat Key remains the only COVID-19 vaccination site on the island. Town leaders have continued to advocate for additional Longboat Key sites with health department leaders in Manatee and Sarasota counties.

On March 22, the Town Commission is set to hold an emergency meeting to consider extending Longboat Key’s mandatory mask ordinance. Although Gov. Ron DeSantis prohibits municipalities from enforcing mask mandates against individual people, the town can enforce its mandate on businesses.

Groups settled in patches with plenty of trash rife for the picking. Although boaters trek to the Sister Keys, Chinnis said most of the refuse had been washed up from Tropical Storm Eta and the wakes of passing boats.

“I would say almost none of this trash is from people,” Chinnis said.

Chinnis also took Vice Mayor Mike Haycock on a tour of the little island, pointing out the eroding flats and other problem areas vital to keeping the wild area healthy.

oats bumped over the brief bay ride March 6 to the Sister Keys, where trash galore awaited the intrepid volunteers of Suncoast Waterkeepers, Sarasota Bay Watch and the Longboat Key Turtle Watch.

The cleanup is needed for the wild island, which not only has invasive plants but also has plenty of trash from boaters and waves.

Longtime Longboater Rusty Chinnis often comes out to the island and used to work on the cleanup only with friends.

Now the Longboat Key Public Works Department comes out to the island twice a year to clear the invasive plants, such as Australian pines and Brazilian pepper. The group spends a couple days clearing and killing the plants, so they don’t overtake the island. This event was different. It was specifically to clean up trash on the island, organized

by Suncoast Waterkeepers and Sarasota Bay Watch. Chinnis is involved in both organizations.

“I went to Ronda [Ryan, director of Sarasota Bay Watch] and said, ‘We [have to] come together and do something. We have to be working together,’” Chinnis said.

The cleanup drew more than 20 people who braved the blustery, drizzly morning. Groups donned masks, Sarasota Bay Watch neck gaiters and gloves and picked up bags and grab-

Artist Barbara Harrison brings it all together As Harrison continues with her art and yoga, she’s continuing the threads of her childhood dreams. was her first medium. She was determined to make art work on her own terms, through her own prowess. So she got to work bending metal.

“I was not going to have a studio unless I paid for it myself,” Harrison said. “I sold 10 copper wall structures, and that’s how I got my studio.”

In the Northeast, Harrison worked mainly on corporate commissions once she built a following. She made abstract sculptures for companies to hang in their headquarters and stores, including the Neiman Marcus store in Tampa. When she got down to Florida in the early 1990s, her agent began getting her more residential commissions. Her art then hung in condo buildings along Longboat Key, including the Water Club, Players Club and L’Ambiance.

“I could drive up and down the Key and see buildings that had my art,” Harrison said.

Now Harrison is a longtime Longboater with 19 years on the island. She spent 10 years on Anna Maria Island before moving south. She works on her art,

Harrison was using a vice to bend rectangular strips of brass into the delicate sculptures that now hang in the trees outside her Longboat Key home. They nearly disappear in the Spanish moss-laden trees out front, but Harrison loves the natural elements.

“The wind turns it just as it moves clouds,” Harrison said.

Now a full-time Longboat Key resident, Harrison, 79, grew up in Manhattan, attending ballet classes and slowly learning basic art skills as a child. Family legend has it that when she was 5, after her mother gave her some clay, Harrison made the entire circus.

“My mother gave me clay, and I went to town on that,” Harrison said.

She studied art throughout her childhood and early adult years and began turning to art as a career as she neared 30. Although she often works in brass, copper

which mostly consists of sculpture, and has created several series over the years, including a topography series and one called “Earth Events.” A certified yoga teacher, Harrison has also gotten back into teaching after scaling back during the pandemic.

She drives to Suncoast Technical College twice a week to teach. The flow of her life, in both yoga and her art, is a continuation of her

childhood dreams.

“I’m happy to be doing both,” Harrison said. “I feel like the two strands of my childhood have come together.”

As a child twirling on her toes and working on her balance, Harrison didn’t realize she was laying the groundwork for her eventual yoga teaching, nor did she think that the clay zoo would eventually lead to a prolific career in sculp-

ture. But her longest-lasting passions have been the ones she first cultivated as a kid, and even her career is starting to come full circle. With her most recent exhibit, “Twisted,” at the Chasen Gallery, Harrison has come back to where she first displayed her work in this area.

“I was one of Chasen’s artists back when they were on Palm [Avenue] 25 years ago,” Harrison

said. “I never thought I would be with this gallery again.”

Much of her work these days is less abstract, with photos of Earth and planetarium simulations fueling her inspiration, but the end result often still appears as an intriguing twist of wires and melted metal before you realize what you’re looking at through Harrison’s eyes.

Metal has long been her medi-

um, whether it’s brass, copper or aluminum, with her paintbrush, the blowtorch. She has bent, melted and destroyed countless sheets of plastic and metal along the way to creating her oeuvre and has no plans to stop anytime soon.

“The idea comes first, and then I determine the material,” Harrison said. “I’m breaking a little bit of new ground every time.”

he Paradise Center is due for a gala, but as is the norm since the COVID-19 pandemic began, the celebration will be socially distanced.

“The board of directors and I decided it’s just not safe yet,” Executive Director Suzy Brenner said.

Instead, Brenner and her board decided to hold a socially distanced version of the gala, with silent auction items scattered around the center and vases nearby for passersby to submit their bids. Brenner and Community Outreach and Marketing Manager Donna Sharp Blaney reached out to previous supporters and local small businesses, such as Design 2000, Nature’s Gem CBD and the Lazy Lobster, as well as members, to get items for the auction. Members showed up with designer bags and paintings they were no longer using.

“Very quickly people were like, ‘Yeah, absolutely,’” Brenner said.

“Everybody, especially our small

businesses, had such a hard year.

It’s nice they continued the tradition of supporting us.”

The gala was supposed to be March 14 with a luau theme, but now that it’s in The Paradise Center and will end on St. Patrick’s Day, Brenner and Sharp Blaney have decorated the tables in green.

“We asked everybody to save the date for a luau, so we decided we’d call it ‘In Lieu of a Luau,’” Sharp Blaney said.

“Next year maybe we can have the ‘Better Late than Never Luau,’” Brenner said.

At this time last year, the center was also celebrating its recent move into its permanent home at 546 Bay Isles Road. The building has come a long way since then;

we sort of call the village center,” longtime board member Carol Peschel said. “It’s the ideal location.”

Peschel has taught the center’s mahjong class for about five years and has appreciated that the center has stayed open in a capacity during the pandemic. Most of the mahjong players are longtime regulars, including Peschel, and many of them are people she’s taught over the years.

“That’s what it’s all about,” Peschel said. “We know that loneliness and isolation are one of the biggest issues in any community, but especially on Longboat.

But this does provide a safe, special interactive place, and I think it’s really important to a lot of people, and I know it’s important to me personally.”

Brenner has gotten the contract for the renovation of the building’s recreation room and hopes to be able to host bigger events and invite more community members to the center during the summer as vaccines become widespread.

“A lot of our regulars are telling us they’re getting the vaccine, but Donna and I aren’t eligible yet,” Brenner said. “As soon as we feel safe, we’re going to do larger events. We’re hoping by the time it’s super hot out, we can have that big rec room done for yoga and movies.”

PARTY’S OVER 11:22 p.m., 4700 block of GMD Noise: A hotel security guard called when a group of women refused to leave the pool area, which closed at 11 p.m. The worker said the hotel had already received three complaints about the noise.

The officer spoke with the ladies and advised them of the complaint and that the pool area was closed. They apologized and said they would gather their things and leave.

PLAY TIME 10:34 a.m., 4700 block of GMD Abandoned 911 call: Officer was dispatched to a resort for an abandoned 911 call. Prior to arrival, the front desk employee advised a guest’s child was playing with the phone and did not need emergency services.

STINKY SITUATION 2:23 p.m., 700 block of Russel Street Citizen assist: A man called police after having a backup in his sewage pipes. His plumber said the pipes were damaged in the area where the town was digging to bury utilities. The man said both of his bathrooms were out of service. The office contacted Public Works for assistance.

KEEP IT DOWN 9:21 p.m., Longboat Drive North Noise: A caller complained of a large party at a house in the area.

The officer checked the street but did not hear any loud party. The officer noted a group of people on their porch talking, but it did not reach the level of a violation.

The officer notified them of the complaint and requested that they keep any music or talking to a reasonable level.

GATE CRASHER 10:28 a.m., 600 block of Bay Isles Parkway Traffic crash: Officer responded to a call of a crash involving a bicyclist. The officer noted that the cyclist was being assessed by paramedics for head trauma. He had abrasions on his head, both hands and knees and could not recall his phone number. A witnesses on the scene said he was driving behind the bicyclist at the vehicle exit gates when the cyclist struck the right gate. The cyclist was transported to the hospital.

BEACH PARTY 2:56 p.m., 2900 block of Gulf of Mexico Drive Noise: Police responded to a call about noise coming from a group of six people playing loud music at the beach. The officer did not hear loud music from the beach access but made contact with the group and asked them to keep the volume to a reasonable level.

BOYS BEHAVING BADLY 3:37 p.m., 5500 block of GMD Dispute: A man called police after telling another man his dogs needed to be on a leash.

The man became belligerent and started to taunt him and his wife as they walked through the park.

The man with the dogs left the park but returned when he saw police. He admitted to having his dogs off leash, and the officer noted the smell of alcohol on his breath. The officer said the man was speaking loudly and using profanity. When the officer told him he would receive a verbal warning for not having his dogs on a leash, he asked if he was free to go. The officer spoke with the man’s girlfriend, who said she would be driving and had not been drinking. There was also a friend with the man who refused to leave with him and continued to taunt the complainant and video the encounter. He refused to provide identification and taunted the officers on scene.

Once the complainant left, the friend left as well.

The officer noticed the smell of alcohol and asked her if she was drinking. She responded that she was drinking wine. She was informed that no alcohol is allowed on the beach and was asked to leave.

t Tangerine Bay Club, resident artists and art admirers gathered for their first social event in a year on March 7.

Homeowners brought out their projects from over the past year and displayed them in the condo’s pool area in a continuation of the community’s annual tradition.

Diane Gallo Van Ess, artist and social chair for the community, found out about her neighbors’ shared penchant for creating and started organizing an annual gallery event. The 2020 event was done just before COVID-19 shut everything down, and this event was the first entry back on the social calendar.

“We have so much going on — we have to show everything here,” Gallo Van Ess said.

Art in many mediums was represented, from pottery to oil painting to photography to textiles. Gallo Van Ess sold two of her paintings and planned to donate the funds to the island’s emergency responders.

Susan Goodfriend had a slideshow of her travel photography playing and displayed a few of her creations from the community’s Stitch and Chat group.

“We are so proud and happy,” Susan Goodfriend said. “I started the Stitch and Chat about three years ago, and it was a slow start.

Now people are putting things out and have shawls and things they’re so proud of. It just warms my heart.”

he Mort Skirboll Jewish Film Festival of Sarasota-Manatee began March 1 with a drive-in movie event held at the Sarasota Art Museum.

The event had Jewish Federation of Sarasota-Manatee supporters enjoying a drive-in movie night, where they watched the film “Abe,” a 2019 comedy about a young boy from Brooklyn who cooks to bring together his family made up of Israelis and Palestinians.

The 12th annual festival — named this year in honor of Mort Skirboll — will run through March 25 and have 21 films available to watch online.

Skirboll, who died in 2020, was known for kindness and humor.

Lynda Ann Brill, of Longboat Key, passed away on March 3, 2021 at the age of 84 years. She was born May 6, 1936 in Rochester, New York.

Mario N. Novi, Sr., 91, of Longboat Key passed away Tuesday, January 19, 2021 at Bradenton Hospice House.

On Longboat Key, she was a charter member of the Longboat Key Rotary Club and a member of Longboat Island Chapel. grandchildren, Vickie and Johnny. She was preceded in death by her parents Carl & Doris Hauser.

A memorial service will be held at Longboat Island Chapel Thursday, March 11, 2021 at 10:00 A.M. In lieu of flowers, donations can be made to the Longboat Island Chapel music program.

Lynda was a happy child who graduated from Brighton High School. She completed a rigorous piano curriculum as she graduated from the Eastman Preparatory School of Music. Upon graduation, she matriculated at Syracuse University as a Piano major. She was an active member of the Delta Gamma Rho sorority.

After returning to Rochester, she taught classroom and choral music in addition to several years of private piano lessons. She then found her two true loves, John and the real estate business. John and Lynda spent 61 blissful years of marriage together. She was a Realtor for over 30 years and shared her passion with many in 4 different cities: Elmira, N.Y., Pittsburgh & Philadelphia P.A., and Rochester, N.Y. Lynda and John became snowbirds in 2001. They moved south fulltime in 2011 after living on Conesus Lake most of their life. They enjoyed many years of gorgeous sunsets and water views during their time together from New York to Florida.

Throughout the years, she had several animals but cats always held a special place in her heart. On Longboat Key, she was a charter member of the Longboat Key Rotary Club and a member of Longboat Island Chapel.

She is survived by her loving husband John, her son Jack, (Antoinette), and two

Mario was a great golfer, tennis player and loved to fish. Services will be held at the convenience of the family. Mario was preceded in death by his step-grandson Joshua Davis.

MEDICINE FOR MELANCHOLY Choral Artists’ latest streaming concert offers a cure for the pandemic blues. It’s just what the doctor ordered. But it wasn’t the first prescription.

ou’ll Never Walk Alone” is the latest streaming concert from Choral Artists of Sarasota. The revue of inspiring Broadway standards draws from a range of musicals, including “Carousel,” “A Chorus Line,” “Les Misérables,” “Man of La Mancha,” “Sound of Music” and “Sweet Charity.” The music is uplifting. The story behind it is, too.

This virtual concert is the brainchild of Joseph Holt, the choral group’s artistic director.

He first conceived it in the early months of the pandemic while planning the 2020-21 season.

Holt did some long, hard thinking. And had a bright idea.

That idea was an answer to a nagging question: What do people need right now?

The obvious answer: They need to feel good.

In 2020’s silent spring, Holt had witnessed a parade of gloomy people. Their masks couldn’t hide their sadness.

That bothered him. But he was far from helpless — and he knew it.

Holt knew music couldn’t cure COVID-19. But it could cure the pandemic blues.

“I decided to create a feelgood musical experience,” Holt said. “What’s the most uplift-

ing music of all? To me, that’s Broadway music. It just has to be.”

Broadway beats the blues! It sounds too good to be true.

Holt doesn’t think so.

“I know I might sound like a Pollyanna, but I sought out Broadway music about characters who had overcome life’s challenges,” he said. “Hearing their stories in song is good for body and soul. I truly believe that. And I think it’s what people need to hear right now.”

Holt had originally envisioned a live concert as part of the “Music in the Gardens” series at Marie Selby Botanical Gardens. The Choral Artists’ chorus would bring Broadway to life, with Holt and Michael Stewart on piano. Ann Morrison would be the solo vocalist.

(Who else?) That was Plan A. But in the time of COVID-19, plans are often early casualties.

a socially distanced, live concert was good — but not good enough. The music-makers couldn’t guarantee everyone’s absolute safety. Holt’s uplifting show couldn’t go on.

That brings us to Plan B. And it’s actually good news.

“You’ll Never Walk Alone” wasn’t canceled. That concert took place Feb. 28 at Selby Gardens. Morrison and the choral group arrived — with no realworld audience to hear them.

Joseph Holt tapped his baton.

And the performance began.

The chorus was socially distanced. The singers sat 6 feet apart and sang with masks throughout the concert. Morrison stood 12 feet away from them. At that distance, she could safely sing her solos without a mask. And she did.

For Morrison, it was a new sensation. She found it a bit surreal.

“It was a weird kind of hybrid concert,” Morrison said. “It wasn’t like doing a live show.

It wasn’t like making a studio recording, either. We were performing outside — at Selby Gardens. That’s not exactly a soundproof environment. Helicopters fly by; a dog starts barking; woodpeckers peck. Little things happen. It’s inevitable.”

When the inevitable happens, even a pro can get distracted.

“This new kind of concert demands intense focus,” Morrison explains. “When I sing, I’ll get deep into character and go to a totally different place. That’s what I was doing at Selby Gardens. Then I happened to look up and saw this crazy squirrel leaping into a tree. Bang! I was instantly out of character. We had to do another take.”

Morrison makes it clear that she isn’t complaining. She couldn’t see the audience when she sang. But she knows they’re out there and believes this virtual, on-demand concert can make a difference. Morrison doesn’t mind a few technical difficulties along the way.

“We’re doing something new,” she said. “That’s never

“I’m not worried about what I do. I’m thinking about why I’m doing it. This fantastic, wonderful, beautiful music is a shot in the arm for people in hard times. If I have to deal with a demented squirrel or a cameraman getting in my face, that’s a small price to pay.”

Holt happily agrees.

“Annie’s right as always,” he said. “Music is always the bottom line. And Broadway has given us such incredible music. … We don’t pretend it’s a duplication — it’s just the music itself. It’s not slick, it’s not polished, but it’s real. And I think the power of the music shines through.”

Is that power really a medicine for melancholy? A cure for the pandemic blues?

The library will be open 9 a.m. to noon Tuesdays and Fridays starting March 16 and is located at 555 Bay Isles Road.

Volunteers will monitor occupancy to maintain social distancing as members come in and out. Masks will be required, and neither the computers nor the bathrooms will be open to patrons at the beginning of the reopening.

library for the first time in nearly a year with the Longboat Library book sale. After getting rained out on Saturday, Longboat Library shoppers enjoyed a sunny day on Sunday as they browsed tables of used books, puzzles, games and audiobooks on the library’s lawn.

“We’re thrilled that so many people knew to come back [after yesterday],” longtime volunteer Bonney Libman said. “Before COVID-19, you could’ve just moved it inside [Saturday].”

The book sale was the prologue to more library activities. After spending a year with doors shut due to COVID-19, the boutique, membership-driven library will reopen March 16.

Normally, there are several book sales throughout the year, but the winter season one is usually the biggest.

“This is the big sale, and it’s more important than ever,” volunteer Len Libman said. “The normal intake of money was cut down because of COVID-19.”

The library is run entirely by volunteers, and its only sources of income are memberships and the book sales. Memberships have been down since the closure, Bonney Libman said, and

book sales were put on hold, but the library began to recoup some of its lost income at Sunday’s sale.

A new lifetime member signed up and the sale brought in customers enthusiastic for the full return of the library.

“We’ve had a good turnout,” library President Mary Baker said.

“People seem to be very pleased we’re opening.”

A robust crew of volunteers staffed the sale, organized the indoor shelves and took breaks with new books.

Shoppers rolled up on bikes or strolled over from tennis or Publix shopping. The sale got going fast; an influx of early bird shoppers showed up right at noon. Volunteers soon had to bring out extra boxes of books to replenish the tables, but luckily, a few book donations came in during the sale too.

“We got here at 12:15, and people were already buying,” Bonney Libman said.

Puzzles went fast as people returned to early pandemic forms of entertainment. Sue Reese picked up one for herself, as well as books to give to family members.

Philip Deming browsed the biographies in search of a fresh read, and Joan Patridge and Gene Campbell left with an exciting new book and plans to volunteer once the library reopens, respectively.

“We’re excited about anything being open,” Partridge said.

Beachfront properties on the rebound While many U.S. hotels continue to suffer because of COVID-19, Florida waterfront lodging is showing strong signs of recovery.

A surprising thing has happened even as hospitality projects nationwide have continued to suffer from the effects of the COVID-19 pandemic: A big chunk of Florida’s lodging sector has prospered.

Throughout the Sunshine State and especially along the Gulf Coast, waterfront hotels and beach-oriented resorts are reporting surging occupancy and revenue per available room, a key industry metric.

Virus-weary visitors, especially those within driving distance, are filling area hotels to escape the pandemic, find a new setting in which to work or just search for some tranquility in outdoororiented settings. For many, too, the chance to be outside provides a level of comfort, a buffer from the potential contagion of the coronavirus.

As occupancy rates have risen and average daily rates for rooms have failed to fall as many predicted a year ago, investors have noticed, too.

the steep discounts that were anticipated when the novel coronavirus took root last year.

“Leisure demand has remained resilient for most of the past year,” said Nick Plasencia, a managing director at The Plasencia Group, a Tampa-based hotel brokerage, consultancy and development firm. “Occupancy on the weekends at many Florida beachfront hotels and resorts is through the roof, and the vast majority of that business is from drive markets.”

Doug Babcock, the CEO of Sanibel Captiva Beach Resorts, which owns and operates four beach resorts in Southwest Florida, said his company’s revenue reached record levels last summer, and he anticipates similar performance in March and April of this year.

“I think in the case of private beaches, as we have because we’re on islands, people consider them to be a little more remote and less crowded, and that’s helped us,” Babcock said.

Babcock has seen a shift in the visitor profile at properties including ‘Tween Waters Island Beach Resort & Spa, Castaways Beach & Bay Cottages, Beachview Cottages and West Wind Island Resort. Whereas typically 90% of the guests normally come from the Northeast and Midwest at this time of year, now visitors are hailing primarily from the Southeast.

Despite the improvements and a slight hike in rates, Sanibel Captiva’s occupancy has remained lower than normal. In January, for instance, a month where typ-

ically 80%-85% of all rooms are booked, the company’s resorts were at 50%-60% capacity.

Still, industry reports have shown that his properties are outperforming nonwaterfront locations in Fort Myers and the surrounding area. The current performance also is a welcome change from a year ago, when revenue fell by 15%-30%, and the Sanibel resort was shuttered in April for a lack of business.

In Sarasota, tourism leaders say beachfront properties have done especially well despite the pandemic.

“The beaches are definitely top performing, especially those that have a condo rental model,” said Virginia Haley, the president of Visit Sarasota County, the coun-

ty’s tourism marketing arm. “But our other hotels have done really well, too.”

Haley attributes the business to leisure travelers interested in long-weekend trips and short excursions.

“We’re definitely doing better than the state as a whole and certainly better than the country,” she said.

Like Babcock, Haley said data shows a flip in visitor profiles.

From October through December 2019, the percentage of tourists who flew to the area was 34%.

Last year during those same months, the percentage was 16%.

Both Sanibel Captiva’s Babcock and Plasencia agree that as COVID-19 vaccine rollouts become more widespread, lodging business will continue to improve throughout 2021.

“I expect a pretty strong comeback as vaccines become more prevalent,” Babcock said.

That, in turn, should fuel increased group business, family reunions and weddings in the second half of the year.

“We’re seeing a lot of pent-up demand for weddings, especially, as people are looking forward to receiving a vaccine,” Babcock said.

When and if that occurs, Plasencia expects deals for these properties to rise.

“All signs are pointing in the right direction,” he said. “We have every reason to believe that 2021 will be every bit as good or better than 2020, especially for beachfront properties. People still want to take vacations.”

lthough social calendars don’t fill up in the era of COVID-19 like they used to, the St. Armands Key Lutheran Church has found a way to bring members and new friends together two Sundays a month.

The church held another one of its garden concerts March 7 and invited anyone eager to get out of the house to the tranquil space beside the church for an hour of live music. Director of Music Michael Bodnyk has been organizing free outdoor concerts with local bands since late summer.

Season arrived in a hurry, and there have been more people at the concerts recently, Bodnyk said.

“It’s not a steady increase — it’s like someone flipped a switch,” Bodnyk said.

“All of a sudden, there’s tons of people.”

The March 7 concert brought in about 30 people. Everyone was able to spread out under the shade and enjoy the jazzy tunes of the Island Swing Band.

permanent Florida resident, the northern mockingbird is one of the most common birds in the southern U.S. This slim, pale, gray songbird is also the state bird of five states, including Florida. Masters of mimicry, they can imitate at least 50 other Southern birds, as well as toads and frogs. They will even mimic mechanical noises, such as car horns and alarms.

Their beautiful singing made them popular as cage birds in the 19th century. Indeed, in 1828, the best singers were worth up to $50 ($1,300 in today’s dollars), and the illegal pet trade greatly depleted their populations. Their numbers rebounded thanks to protection by the Migratory Bird Treaty Act of 1918.

Northern mockingbirds are also known for being quite aggressive. To defend their nests, they’ll dive-bomb humans, pets and other birds. University of Florida researchers suggest that one reason why northern mockingbirds are so common and do so well in urban environments is that aggression by these intelligent birds is highly selective. In a series of experiments, they demonstrated that mockingbirds quickly learn to identify individuals who

threaten their nest and will subsequently only attack them.

As omnivores, northern mockingbirds eat both invertebrates and fruits. Open, grassy expanses allow them to forage, and they love native fruiting trees and shrubs. We can help protect all songbirds by keeping domestic cats indoors.
