The questions will vary on Tuesday’s ballot based on your party registration, but there’s one question all town voters will face: Can the town issue bonds not to exceed $23.85 million to bury utilities on the Key’s neighborhood and side streets?

To help voters decide, the Longboat Observer reviews what you need to know before casting your ballot.

1. The project would eliminate all remaining above-ground utilities from the Key. Voters already approved bonds for a Gulf of Mexico Drive project in November.

2. Most of the Key already has

underground utilities. Approximately 70% of utilities Keywide are underground — about 80% on the Sarasota County side and 55% on the Manatee County side.

Owners of properties with aboveground utilities will pay 81.5% of costs, while owners of properties with underground utilities will pay the remaining 18.5%.

3.

Costs could be as low as $32.16 annually over 30 years at 4.5% interest, or $518.35 upfront— or as high as $722.70 annually under the same financing terms, or $11,649.29 upfront. Assessments vary widely based on whether a property currently has underground utilities, the estimated benefit to the property from burying utilities and other factors.

5. The Gulf of Mexico Drive project will proceed regardless of Tuesday’s vote.

6. The north end will be most impacted by the vote because a greater portion of its utilities are overhead, but if every northend resident voted against the referendum, it could still pass.

That’s because the majority of property owners and registered voters are on the south end.

7. Eliminating above-ground utilities would cause fewer outages. Less severe damage and fewer outages during storms are key benefits that supporters tout.

8. ...But the outages that do

occur with underground utilities could last longer. When lines are underground, locating the problem can take longer to find and repair. Also, water must recede after severe weather before damages can be repaired.

If voters reject the referendum, communities could still pursue independent projects to bury their utilities. Country Club Shores residents, for example, plan to create a special district to fund underground utilities if the referendum fails.

Colony: The beginning of the end?

In a move that could end a fractious stalemate, the board of the Colony Beach & Tennis Resort Association voted unanimously March 2 to work with Orlandobased Unicorp National Development to re-open the shuttered resort.

The association’s 9-0 vote paves the way for further negotiations with Unicorp, which has been hoping to revamp the Colony for more than two years.

Although past developers have worked with the association on plans for a future resort, the agreement with Unicorp is unique because it is a key player in ongoing litigation. The agreement includes a global settlement of most litigation surrounding the property.

But don’t uncork the champagne just yet.

The association needs at least 80% of the resort’s unit owners to proceed the development proposal, which also allows the unit owners to dissolve the condominium association and move forward with a development.

The two sides hope to reach a development agreement within the next four months to present to unit owners for a vote.

“We’re hopeful,” said Jay Yablon, president of the Colony association. “I think we’ve realized we cannot do anything without the other. We’ve put practicality over ideology. It’s our hope that we can begin moving past recent history and get together.”

Town officials have heard frequently from residents fed up with the state of the shuttered resort since it closed in 2010. The town, though, has largely taken a hands-off approach to ongoing litigation. Instead, it’s mostly limited its role to law and code enforcement.

Longboat Key Planning and Zoning Board Director Alaina Ray said town staff has met with Unicorp but hasn’t seen plans beyond the proposal the company provided to unit owners.

“It dealt primarily with the financial aspects, which is not part of staff’s purview,” Ray said.

“The rendering is too general for staff to comment.”

Mayor Jack Duncan expressed cautious optimism Monday after the association board’s vote.

“Obviously, my reaction is positive, and I’m very positive if this leads to fruition as far as creating a first-class resort…” Duncan said.

Unicorp President Chuck Whittall spoke at the Longboat Key Town Commission’s meeting later Monday night with words of optimism.

“If there’s holdouts there’s going to be a little bit of litigation left, but ultimately, the property will be developed. Whether we’re able to start this year or next year, it will happen, and hopefully, it won’t have to come to a termination of the condo because that’s the next thing that happens,” Whittall said. “If all the owners can’t ever come on board on something, the only way it can happen is for some judicial dissolution of the condominium.”

If that vote occurs and the agreement is approved, a plan to redevelop the Colony with a 180room luxury hotel and an equal number of upscale condominiums could be presented to town officials later this year.

Whittall told sister publication the Business Observer that Unicorp is hoping to persuade the Four Seasons hotel chain to operate the planned five-star hotel at the Colony.

A turning point came when Whittall made a presentation to the association in December outlining its proposal.

“They got to know us, they saw that we aren’t bad people and that we want to do good things for the Colony,” Whittall said.

If a development agreement is reached, it would likely dash other plans that have been floated to resurrect the Colony.

MW Corp., a company headed

by Longboat Key resident Manfred Welfonder, has been hoping to redevelop the Colony with $200 million worth of hotel rooms, retail space and new condos for the past decade.

Last fall, it unveiled a partnership with Naples developer Lutgert Cos. to revamp the resort with 350 residential units, a 190seat restaurant and amenities.

“I think we have a good working relationship with Unicorp now,” Yablon said. “We can do business with them.”

The Colony Beach & Tennis Resort closed in 2010 and continues to deteriorate.

Colony Lender LLC, managed by developer/entrepreneur Randy Langley and businessman/attorney David Siegal, purchased overdue loans on key Klauber Colony properties, including an 80% interest in 2.3 acres of recreational property at the center of the resort, from Bank of America for a rumored $4.5 million.

Colony Lender later purchased an additional 15% interest in the recreational property.

The relationship wasn’t always harmonious between Unicorp and the association. The Orlando-based company threatened unit owners with lawsuits beginning in 2014 related to a 2.3-acre recreational property it has an agreement to purchase from Colony Lender LLC. U.S. Bankruptcy Judge K. Rodney May sanctioned both Unicorp and Colony Lender for their actions in April 2005.

Colony Lender LLC, through an agreement with Unicorp National Development Inc., paid $15,200,001 for an 80% interest in the recreational property — bringing its ownership to 95% — plus 100% ownership of the restaurant complex and Klauber’s former penthouse in an auction.

Unicorp sent demand letters to unit owners warning them they could face liabilities of more than $42.3 million stemming from a long-disputed lease of the recreational property and offering $20,000 per unit and a waiver of liability. Colony Lender then sued unit owners for $5.1 million for unpaid rent and real estate taxes going back to October 2008.

Between the installation of roundabouts and a reduction in the number of lanes, the city of Sarasota isn’t shying away from controversial proposals as it considers plans for redesigning Fruitville Road.

The city wants to make the thoroughfare more pedestrian-friendly between U.S. 301 and U.S. 41 to encourage activity downtown. Still, residents on Sarasota’s barrier islands have been some of the most active participants in the planning process.

That’s why, for leaders of the Lido and St. Armands residents associations, the most controversial aspect of the Fruitville plans is the much drier matter of projected growth rates.

A preliminary study from consultant Sam Schwartz Engineering suggests road capacity and driving time is not significantly affected by either concept for changing Fruitville. Projected travel times are mostly slower with the improvements than without them, but through 2038, the new designs would add no more than 25 seconds to the peak travel time along the road.

More than 500 hotel rooms alone are planned on Fruitville Road between Cocoanut Avenue and the bayfront. Big projects in the area, including Vue Sarasota Bay and the development of the Sarasota Quay, could draw significantly more traffic to Fruitville.

“I really can’t believe they’re taking that into consideration,” said Carl Shofstall, president of the Lido Key Residents Association. “I’m not against it, but we need to look at this a lot more closely before they start to do anything.”

assumed a 1% growth rate for each of the next 10 years, and a 0.5% growth rate for each of the following 10 years. City Chief Planner Steve Stancel said that is a similar growth rate to the past 10 years, but some residents don’t buy those figures considering the impending growth.

“I think some of their statistics are potentially seriously flawed,” said Hugh Fiore, president of the St. Armands Residents Association. “They used traffic counts similar to the past 10 or 20 years, but at the beginning of the meeting, they announced there are 30-some-odd construction projects in the area.”

Chief Planner Steve Stancel says the city will continue to compile information on redesigning Fruitville Road, with another public workshop planned for the next 45 days.

Road’s status as an evacuation route would be impacted by the changing streetscape — particularly if a portion was just two lanes.

The city has met with city and county emergency service personnel, revising the two-lane roundabout alternative to include an 8-foot-wide emergency lane.

Still, concerns linger.

Stancel said the city is working to get evacuation travel times to further study that aspect of the project. In theory, he said, any impact on the westbound travel time on Fruitville during a hurricane could be rendered irrelevant by the presence of U.S. 301, another evacuation route.

“You’re eventually stopped at 301,” Stancel said.

City staff also plans to meet with Longboat Key representatives, because officials there expressed similar concerns about the potential reduction in lanes.

“Although this might not reduce the current level of service of this segment of the road, it will most assuredly reduce traffic flow and increase congestion,” wrote Longboat Key Mayor Jack Duncan in a Feb. 24 letter to the city.

Any project is unlikely to begin for at least two years. A phased build-out could take about 10 years if it does move forward.

In the meantime, interested parties on Longboat, St. Armands and Lido are primarily pushing for more information — and an assurance that any project won’t negatively affect travel off of and onto the keys.

“We don’t fully have a grasp of what the city staff is trying to accomplish,” said Longboat Key Town Manager Dave Bullock.

“We’re trying to educate ourselves on that.”

Coon Key Bridge repairs compound traffic woes FDOT TESTS CIRCLE CROSSING GUARDS

As leaders on Sarasota’s barrier islands grapple with ongoing seasonal traffic issues, a Florida Department of Transportation project beginning in April could further complicate travel onto the keys.

On April 4, FDOT will start work on a project to replace two segments of the westbound Coon Key Bridge deck, just east of St. Armands Circle. The construction, which is expected to continue through July, will reduce the westbound bridge to one lane.

At Tuesday’s St. Armands Business Improvement District meeting, attendees were upset construction would take place while seasonal tourist activity is still high. Diana Corrigan, executive director of the St. Armands Circle Association, urged Sarasota city staff to investigate the possibility of postponing the project.

“To close the bridge down, they’re economically impacting St. Armands, and I think they’re creating a huge nightmare,” Corrigan said.

Although city staff members were surprised to learn about the project last month, FDOT spokesman Robin Stublen said bridge repairs have been planned since last year. He acknowledged the construction could be a nuisance for travelers, but said roadwork is conducted year-round.

“We can’t schedule all the work during off-tourist season,” Stublen said. “We program these projects, and the projects go for-

Stublen said FDOT does not have the flexibility to reschedule the project. He pointed out work will begin after Easter, a date historically used as a reference for the end of peak season. As offpeak tourism continues to grow, there would always be challenges associated with scheduling construction efforts, Stublen said.

“We continue to be busy; state tourism continues to go up,” Stublen said. “People love our

beaches. There’s not really a good time to start.”

The project’s budget is $704,300. Construction will not impact the eastbound bridge.

The bridge lane closure will be just one of many factors contributing to traffic onto and off of the keys. The BID discussed other changes they hope could address congestion issues, including coordinated traffic signal timing and the relocation of the Circle valet stand.

The group also asked staff to investigate the staging of construction on Vue Sarasota Bay at U.S. 41 and Gulfstream Avenue.

Corrigan said crews standing along both streets make travel onto the John Ringling Causeway an even lengthier process than usual.

“Out of season, it’s doable,” Corrigan said. “In season, it’s just exacerbating a problem that’s already a nightmare to begin with.”

Beginning Wednesday, the Florida Department of Transportation will post crossing guards on St. Armands Circle in attempt to improve traffic flow.

The program, funded by FDOT, will run from March 9 through April 3. Pedestrian traffic managers will be posted at crosswalks on the east and north ends of the Circle, along John Ringling Boulevard and Boulevard of the Presidents. The guards will be in place from 11:30 a.m. to 6:30 p.m. from Wednesday through Sunday during a trial period.

The guards will dictate when pedestrians can cross the street, working to ensure people move in clusters when possible.

“The benefit is really managing the conflict between the pedestrians and motorists,” said L.K. Nandam, FDOT’s District 1 traffic operations manager.

The idea to place crossing guards on St. Armands Circle dates back to at least 2011 and resurfaced during a 2015 conversation about traffic issues.

Nandam said the trial is being conducted to investigate the efficacy of the crossing guards.

FDOT would then provide that information to the city and Circle stakeholders, who could choose to invest in the program full time.

The program’s budget for the month is $40,000, though Nandam anticipated the final cost for the pedestrian traffic managers would be lower.

Oh my, the 2016 campaign so far has been truly bizarre. Clearly, 60% of Republicans don’t want Trump. Come Tuesday, there’s one way to make it more difficult for him.

t’s probably pretty accurate to say roughly 60% of Florida Republicans who have not voted yet in the presidential primary are spinning — in fear, frustration and indecision. And roughly 60% of Republicans nationwide can’t believe what they are seeing: Donald Trump leading the pack.

But it’s not just that. Think of the entire picture: At the top of the Democratic Party, the leading candidates are Hillary Clinton, under serious investigation by the FBI and Justice Department and a proven deliberate liar to the American people and Benghazi victims’ families; and Bernie Sanders, an avowed socialist.

On the Republican side, there’s Trump, narcissistic, bombastic, flipflopping, unpresidential boor; Ted Cruz and Marco Rubio, two freshmen senators, conservatives, yes, each gifted speakers, yes, who criticize the freshman senator holding the presidency, one who is despised by the very people with whom he would have to work, the other whose Senate attendance record was abysmal; and John Kasich, the candidate credited with acting most like an adult so far, with proven successful records in Congress and as governor of Ohio, and yet who rarely polls above 10%.

Out of 320 million Americans in the most amazing nation in history, it is staggeringly mystifying to think how Trump and Clinton — both beneath the dignity and integrity required of the office — have become the frontrunners for the most important elected office in the world.

This is truly bizarre.

Mind you, let’s be clear: This is not to belittle the Trump supporters. We get it. They are rallying to execute the revolution against the Washington elected elite that so many Republicans (and Americans) desperately want. They’re rallying to bring about what they thought they were going to get twice — after the 2010 Tea Party victory, when Republicans took the House, and in 2014, when Republicans added their majority to the Senate.

What they wanted, of course, never

occurred — a reversal and rout of everything Obama; an emasculation of the failed fiscal, social-welfare Leviathan; a holocaust of job-killing Washington regulations and taxation; and congressional officeholders who, finally, acted on the voters’ behalf instead of their crony funders and themselves.

As a result, millions have turned to the populist businessman who says exactly what’s on their minds, crass language and all — even though for four decades he has been a part of and beneficiary of the inside political elite they despise. He says what most of us believe: Washington is incompetent, and we do want someone to make America great again.

THE CHARACTER TEST

But if you’re among the 60% of the Republicans who so far have rejected Trump (this newspaper among them) and are ambivalent about the three remaining candidates — Cruz, Rubio and Kasich (this newspaper among them), for next week’s Florida primary here are considerations for your decision making. Ask yourself how each candidate (including Trump) has demonstrated: n Moral and behavioral principles.

What are their fundamental principles about the role of government?

Is the candidate steadfast in his principles, or does he compromise principles for self gain at the expense of others? n Character. What is the candidate’s integrity? Does he have a record of trustworthiness, transparency and honesty? n Record. Elections are a referendum on every candidate’s record of achievement — in business and/or public service. Is it a record of honorable success and accomplishment? n Vision. Elections are a referendum on a candidate’s vision for the future and how well he articulates that vision and the way it would be executed. n Consistency and predictability.

Effective leaders are exemplars of these two qualities. n Temperament and presence.

Who has acted most presidential?

Researchers have shown that 93% of credibility is conveyed through a person’s body — body language, voice and tone, with only 7% of credibility attributed to content. Whose presence appears most suited and dignified as the head of the Free World meeting and persuading other world leaders as a president should?

These are all crucial, must-have characteristics for all of the candidates. So make your checklist. Who scores best? And remember the ultimate goal: winning the presidency,

Underground lines: Pay now or pay later If the chatter around town is any guide, it is difficult to gauge whether Tuesday’s Longboat Key referendum will pass.

This, of course, is the much debated vote on whether the town should issue up to $23.85 million in bonds to finance the conversion of Longboat Key’s neighborhoods from overhead power lines to underground lines.

Longboat voters already approved last November $24.5 million in bonds to convert the power lines on Gulf of Mexico Drive.

In the wake of that vote and the decision to vote on neighborhood conversions, there is notable unhappiness among many property owners on the north end of the Key. They’re upset that

voters who don’t live in their neighborhoods and who already have underground lines will be voting whether to assess them. And they’re upset they will be paying from $677 up to $804 a year for the next 30 years, while those with underground lines would pay at most $659 a year.

To be sure, the assessment process has been an imperfect; it could be improved. But those who are upset might take some solace in the fact the cost of an underground conversion in the town of Palm Beach is requiring a $90 million maximum assessment versus Longboat’s $48.35 million maximum.

It’s worth noting Palm Beach is smaller than Longboat Key, which means its

defeating Hillary Clinton.

All things considered: At long last, for the first time since Barry Goldwater, there is a Republican candidate who steadfastly embraces the constitution and its principles as our Founders envisioned: That is Cruz.

Props to him for those principles.

But also remember the William F. Buckley Rule: “I’d be for the most right, viable candidate who could win.”

Now juxtapose the ultimate goal and the Buckley Rule against the requisite characteristics. Kasich is the one. Not Rubio. Not Cruz.

IT’S ALL ABOUT THE MATH

Unfortunately, next Tuesday’s primaries in Florida and Ohio are not about either character or the Buckley Rule if you’re choosing a candidate to stop Trump. It’s all about the math.

Florida and Ohio most likely will determine whether Trump can win the required 1,237 delegates to become the nominee. Florida has 99 winner-take-all delegates at stake; Ohio has 66. If Trump wins both states, momentum pushes the possibility increasingly in his favor.

But in Florida, there is only one candidate who can beat Trump: Rubio. Cruz can’t. But his strategy is not to win here. It’s to finish second, giving Trump all 99 Florida delegates, forcing Rubio to drop out and hoping that Rubio supporters throughout the remainder of the primaries would coalesce behind him.

Yet even that is not a likely path for a Cruz nomination. Not counting this Tuesday’s results (after our press time), Cruz would have to win 75% of the delegates in the remainder of the primaries to win the nomination.

Trump would need 48%.

On the other hand, Rubio and Kasich victories in Florida and Ohio, respectively, likely assure a brokered convention this summer in Cleveland. That, of course, will be as messy and ugly as the campaign so far has been bizarre. And it will become the penultimate test: Who among the candidates and their supporters will be willing to do what’s honorable and right for the Republican Party and the country and for what will be ultimate test: Win the White House.

Based on that goal, in polling so far of who is most likely to defeat Clinton, Kasich would win by the largest margin, followed by Rubio, then Cruz. Trump would lose.

For Tuesday’s primary, for the sake of the ultimate goal, we recommend: Marco Rubio.

(Postscript: On the Democratic side, no surprise, we cannot recommend either candidate. Regular readers of this page expected that.)

The point of that comparison essentially is to illustrate that the investment to convert to underground lines is expensive no matter what. And some day, don’t be surprised if FPL requires every city’s lines to be underground. Underground lines are spreading fast. You can be sure, as well, those future costs won’t be any less than today’s.

While we have been and still are advocates in favor of this neighborhood referendum, we also would not consider its defeat a monumental setback. It would create the impetus to improve on the assessment formulae.

However the results turn out, this is a project that is good for the Key.

Longboat Key residents have an important vote coming up.

I am admittedly confused, but I think it is a vote on approving or disapproving a funding method for neighborhood power cable undergrounding.

I do not recall any public vote being taken on whether or not this project should be undertaken at all. I also do not recall any single resident’s request, let alone a groundswell, that this project be undertaken at all.

It appears to me that this is just one more example, in a long line of examples, of shortsighted overreach by the town manager, planners and the Longboat Key commissioners.

They always think they know what is best for the poor uninformed masses. At any rate, I would like to provide an analogy that might simplify this complex issue.

I believe it is pertinent and appropriate.

Joe and Mary live in a condominium complex that consists of 100 condominiums. They live in Unit 56.

One day, they receive a notice informing them that the condominium board of directors has decided that a new and bigger swimming pool is needed, and the cost will be $200,000.

They are giving the residents the opportunity to vote “yes” or “no” on the following funding method:

This commission seems to have tried enormously hard to be fair, but it is impossible to satisfy everyone.

It is a zero-sum game. If somebody pays less, somebody else will pay more.

After all that effort, I cannot see the commission considering yet another method of splitting the cost, and even if they did, nothing would satisfy everyone.

This is it!

The cost is small compared to the benefits and the likely property value increases, even for those who pay most. And it will be spread over 30 years, longer than the remaining time left to most of us on Longboat Key, yet the almost immediate benefits would be enormous.

I hope the voters will see this.

I hope they avoid throwing the baby out with the bathwater and will vote for the undergrounding.

Units 1 through 75 will be assessed $100 each. Units 76 through 100 will be assessed $7,700 each.

Can anyone guess how Joe and Mary will vote? Can anyone guess how the vote will turn out?

The undergrounding mess is yet another fiasco generated by our town government’s never ending desire to do something.

Do we really want our representatives to hire one consulting firm after another to tell those of us who live here what we want? Does anyone really want an unneeded new town center, crosswalks that make us less safe or undergrounding of cables on GMD and the neighborhoods?

Shouldn’t we be able to determine what we want and what we do not want? I, personally, would like to see removal of the crosswalks and a complete cancellation of the undergrounding both for GMD and the neighborhoods.

And here is what I want from local government: Maintain the excellent fire, paramedic, and police service we are so fortunate to have here. Other than that, butt out.

What about the firefighter pension board investing taxpayers’ money to the loss of $20 million? If it were my money, I would have taken it out after it lost $1 million.

Beach renourishment costs are split 80% for A, 20% for B. In my 40 years of living on Longboat Key, the beach has been renourished approximately eight to 10 times. My canal was dredged once. I guess that’s my 20%, but I get to walk the beach and look at the multimillion-dollar homes. What’s wrong with 90%-10%?

A few years ago, the town had an idea for a tollbooth at both ends of the island because motorists from Anna Maria used Gulf of Mexico Drive for a short cut to Sarasota to get to work.

Another bad idea, but at least it never got to a vote.

The “Save Our Homes” law that placed a 3% cap increase on ad valorem taxes was passed for a reason; now, non-ad valorem doesn’t take that law into consideration. Therefore, a 20% increase in some property owners’ taxes is possible with this assessment for underground utilities.

My point is that taxpayers’ money is not being well-spent; therefore Longboat Key is for millionaires only!

FLORIDAYS AGREED TO PURCHASE: Floridays contracted to purchase the vacant gas station and the vacant bank building at 6990 and 6960 Gulf of Mexico Drive, respectively, in February. It also has an agreement to purchase lots owned by William Saba at 6920, 6916 and 6910 Gulf of Mexico Drive, along with parcels at 6931, 6927 and 6919 Palm Drive.

The public is one step closer to voting on a request from Floridays Development Co. to rezone a cluster of north-end properties to develop a new hotel.

The Longboat Key Town Commission unanimously approved ballot language on first reading Monday night for a referendum Floridays seeks after more than an hour of discussion about what, exactly, voters will decide.

Floridays seeks to build a 120room luxury hotel in three stories over parking on eight parcels it now has under contract.

But voters won’t be deciding on a hotel plan.

The properties are currently zoned for commercial use and have no existing density; the town’s charter requires voter approval to add density.

If approved, the properties would be rezoned to tourism use, which town codes limit to six units per acre.

Because that would limit development to about 15 units on the 2.62-acre property, Floridays would then apply for additional units from a pool of 250 tourism units that voters approved in 2008.

Just 85 of those units have been assigned, all for the Zota Beach Resort that’s currently under construction at the site of the former Longboat Key Hilton Beachfront Resort.

But commissioners worried that the referendum language didn’t reference Floridays’ plan

to apply for an additional 105 tourism units if the referendum passes. Town staff did not include the reference due to word-count restrictions and because the referendum decision relates strictly to the decision to add density.

“Asking people to approve a density of six units per acre, is there a possibility of misleading people?” Vice Mayor Terry Gans asked.

Commissioner Phill Younger said the public needs to know that approving the referendum would likely result in a density of 45.8 units per acre, instead of six.

“To do anything else to me is not being upfront,” Younger said.

“They (Floridays) are not going to buy this property and invest in this thing and we’re going to tell them, ‘You can build 15 units.’

They’re going to get their density.”

Commissioners unanimously approved a motion directing staff to amend the ballot language to reflect the fact that upon the approval of tourism use at six units per acre, Floridays would then be eligible to apply for additional tourism units.

The commission also approved a motion to send a mailer with clear language about the likely final density of the project.

Commissioners also discussed possible competition for additional tourism units, referring to Orlando-based Unicorp National Development’s push to redevelop the former Colony Beach & Tennis Resort.

Her concerns were heightened by the fact that Floridays asked to place the question on the ballot through an ordinance instead of by collecting petitions.

Floridays Project Manager James Brearley told the board that contracts are difficult to obtain with uncertainty looming so far into the future.

Typical contracts give developers 60 days to get approval for the project; the August vote is approximately 200 days away.

“To get everybody on board, we had to agree to get on the August ballot,” Brearley said.

Coast Guard to boaters: Avoid New Pass, for now A town renourishment project could add depth to New Pass, but many boaters say that’s not a long-term solution.

New Pass is becoming so shallow that the U.S. Coast Guard can’t get its boats in to measure the depth.

But there’s hope that the town’s plan to dredge the pass as part of its beach renourishment project will solve the problem.

The Coast Guard notified boaters Feb. 25 that it intended to remove six buoys and a channel light marking safe passage through the pass because it had become too shallow to navigate safely. Sand has been accreting at the entrance to the pass, a process known as shoaling, making it too shallow for some boats to traverse safely.

According to a survey conducted by the Coast Guard in June, water in the first 0.85 miles of a federal channel that runs through New Pass, as a boater enters from the Gulf of Mexico, is as much as 4 feet too shallow to be marked by the Coast Guard for navigation.

That section must be at least 10 feet deep, and the remainder of the channel must be 8 feet deep for the Coast Guard to access it.

planning to dredge the pass. As a result, according to Coast Guard spokesman Darren Pauly, the removal will likely be temporary.

Pauly said that once the project is complete, the Coast Guard will remark the federal channel, the same portion of New Pass that Longboat Key will dredge to a depth of 13.5 feet as part of a beach renourishment project that will place 200,000 cubic yards of

sand on the south end.

Still, some boaters aren’t convinced that the dredging will be sufficient.

“The New Pass dredging will open a narrow, 100-foot path that will likely not be sufficient to allow safe navigation given the severe shoaling just outside the entrance to the inlet,” wrote Armando Linde, Longboat Key Town commissioner elect, in an

email to the Longboat Observer.

To reach the Gulf, Linde said, boaters must turn southwest and travel along Lido Key for a mile or more before they can find an exit. That wasn’t the case when he moved to Longboat Key five years ago.

Whether the dredging is sufficient to create a safe passage, the town may not always look to the pass for beach sand.

Town Manager David Bullock said the town dredges in New Pass because it costs less than dredging offshore or hauling sand in by truck. Because the town’s primary purpose in dredging the pass is not navigation-related, dredging New Pass isn’t guaranteed to be part of the renourishment process. If there is not enough high-quality, white sand available in the federal channel – the only place in New Pass the town can dredge without doubling the time required for permits – it may be more cost effective to dredge elsewhere.

Bullock said the town will look, before the next renourishment, to identify any sites offshore that could produce the amount and quality of sand it wants.

He said he was not aware of any study done to determine how much sand travels south from Longboat Key beaches into New Pass during a given period.

Bullock said that while New Pass, Longboat Pass and several other shallow draft channels on Florida’s West Coast were once maintained by the Coast Guard, federal financing has not been requested or granted since the 1990s.

Linde hopes, however, to garner federal support for maintaining the channel, describing the pass as a key economic driver for the community.

“New Pass is the one way out to the gulf that best serves Sarasota and Longboat Key boating communities,” Linde said. “That’s an asset to the community.”

Hang up on phony IRS JACK SHORT

First, you get a robocall: The IRS wants payment, immediately, and police are on the way to your house.

That’s the normal script for a scam that’s become increasingly common on the Key and throughout the U.S. in recent years. The call is often preceded or followed by comparatively innocuous voicemails from people claiming to be federal employees urging the victim to return the call.

That’s how the scenario played out for Longboat Key resident Honey Mann, who was savvy enough to know something was amiss when she received the first call. She told the man, who identified himself as an IRS employee, that she knew it was a scam and hung up the phone. He called two more times claiming she owed money on a tax return from 2010.

“I called the IRS, and they said it’s common,” Mann said. “I’m aware enough that I won’t give out any information, but there’s a lot of elderly people out there who will.”

She said she knows at least one other person who was targeted, about whom scammers knew personal information, including the fact that she is widowed.

Victims of the scam are told they must pay what they allegedly owe through a preloaded debit card or wire transfer. If the victim refuses to cooperate, he or she is threatened with arrest, depor-

tation or suspension of a business or driver’s license.

Longboat Key Police Detective Sgt. Robert Bourque said the scam has been on his radar for approximately two years.

Most reports the department receives are through emails or phone calls from citizens notifying police of the scam; few fill out police reports.

“A lot of people don’t report it to us,” Bourque said.

Police Chief Pete Cumming estimates his department receives approximately six calls a year about the scam, usually just as a heads-up.

Bourque refers citizens to the IRS website, which contains information about common scams.

As of January, the IRS had received reports of 896,000 contacts since October 2013 and at least 5,000 victims who have collectively paid more than $26.5 million, according to the website.

The IRS will send a letter in the mail or an agent to your home if you owe back taxes. Despite what scammers say, the agency does not accept phone payments.

According to the IRS, the agency will never: n Call to demand immediate payment or call about taxes owed without first mailing a bill; n Demand that you pay back taxes without giving you the opportunity to question or appeal the amount owed; n Require a specific payment method, such as loading a prepaid debit card. n Ask for credit or debit card numbers over the phone. n Threaten to bring in local law enforcement to arrest you.

Police to introduce Project Lifesaver JACK SHORT STAFF WRITER

Longboat Key Sgt. Lee Smith knows the value of Project Lifesaver International, which helps locate people with cognitive and neurological disorders who wander away and become lost, from a personal experience.

In 2013, his mother-in-law, who was diagnosed with Alzheimer’s, wandered away from his home.

Fortunately, Smith’s motherin-law was found safe, but the incident was a wake-up call.

The next day, the family called Project Lifesafer, a nonprofit organization run by retired law enforcement officers that fits patients with a radio transmitter worn in a bracelet. That transmitter is activated if someone wanders away.

Now, Smith is acting as the

town’s liaison between residents who would like to enroll a loved one and Project Lifesaver representatives in Sarasota and Manatee counties.

“This isn’t just a tool,” Smith said. “It’s a little bit of piece of mind for caretakers to know that there’s one more level to be able to assist them in case a loved one wanders off.”

Donna Dunio, executive director of Aging in Paradise Resource Center, stressed the importance of such programs.

“There are many caregivers out here doing an incredible job,” she said. “It’s definitely a need. I hope people step up and take advantage of it.”

“I was in the hospital for two months, and you have a lot of time to think and pray,” Skirboll said.

“When you’re young and in your 20s, you take your life for granted.

I said if I survived, I’d do something worthwhile with my life. I’d make a difference.”

In 1975, in Rochester, N.Y., Skirboll founded Compeer, an organization that gives children and adults with mental health challenges one-on-one friendship with a volunteer.

“There weren’t adequate support systems in the community where these people were put after being in a state hospital,” Skirboll said. “Sometimes, they were put somewhere without any family or friends. How do we help them readjust to the community?

idea. It helps you with living skills and social skills. It does things your friends and families would do. I took the simple idea of friendship and brought it into the complex field of mental health.”

Compeer eventually expanded to all of New York state and then to the rest of the U.S. as well as Canada and Australia. Five years ago, Compeer came to Sarasota.

Skirboll retired to Longboat Key 11 years ago and eventually volunteered at the Senior Friendship Center, where a task force was formed to see if there was a need for a program like Compeer in Sarasota.

“There was nothing here on one-on-one friendships that helps people on the road to recovery,” Skirboll said.

Skirboll said Compeer’s Sarasota branch has helped hundreds of local residents since its founding, but she is disappointed by the lack of help from the state.

“Mental health funding is not where it should be in Florida,” she said. “At this point in other states, Compeer would have state and local funding. I came from the No. 1 state to the No. 50. I came here, and I feel like I’m back to 40 years ago.”

who meet with their friends for four hours each month.

“There’s still such a stigma with mental illness, so it’s hard to recruit volunteers,” Skirboll said.

“People say they can’t volunteer because they spend some of the year up north. But it’s better to have a friend for half a year than not at all.”

Volunteers are matched into friendships based on similar interests and available time.

“There was a woman who was barely getting by,” Skirboll said.

“She was interested in music, so we paired her with someone who was, too. One of my most meaningful experiences was when I went to the opera, and the two of them were ushering together.

She said it brings back important things in her life. It brings back meaning.”

Although Compeer Sarasota currently only focuses on adults, Skirboll’s hope is to expand it to children within the next year.

Bud Collins colored the tennis world Journalist Bud Collins, 86, former owner at the Colony Beach and Tennis Resort, died March 4.

In a profession of expensive suits and neutral colors, Bud Collins was never seen reporting on tennis without flashy, exuberant pants.

“His tailor at one point suggested he needed some more color and that he looked like a sailor on TV because all he was wearing was white trousers and a blue blazer,” his wife, Anita Ruthling Klaussen, said. “He said he would make him some trousers, and Bud loved it.”

On their travels around the world, Collins and Ruthling Klaussen collected swatches of fabric to be made into pants.

“We would have a competition to see who could buy the craziest clothes,” said Murray “Murf” Klauber, owner of The Colony Beach & Tennis Resort, where Collins owned a unit for 30 years and hosted the Bud Collins Hackers Open tournament for nearly two decades.

The colorful Arthur Worth “Bud” Collins, of Brookline, Mass., died March 4. He was 86.

Born June 17, 1929, in Lima, Ohio, he grew up next to tennis courts, in Berea, Ohio, and fell in love with tennis at a young age.

paper, and in 1963, he began working for the Boston Globe and WGBH, Boston’s Public Broadcasting Service channel. From 1968 to 1972, he covered the U.S. Open for CBS Sports, and from 1972 to 2007, he worked for NBC Sports.

“He had a generous spirit,” Ruthling Klaussen said. “He would always help out the young journalists coming along, and the players also trusted him. They revealed more about themselves because they knew he wouldn’t take advantage. He was just a really good, decent person.”

Collins received several awards and recognitions, including the Associated Press Sports Editors’ Red Smith Award, the country’s most revered sports writing honor, in 1999. He was also inducted into the National Sportscasters and Sportswriters Association Hall of Fame in 2002.

Throughout his 30 years at the Colony and in recent years, Collins remained close with Klauber.

“He loved Longboat Key,” Klauber said. “This was his home away from home.”

In addition to Ruthling Klaussen, Collins is survived by his daughter, Suzanna Mathews; stepsons, Rob Lacy and Karl Klaussen; and stepdaughters, Betsey Bartlet, Sharon McMillan, Kristin Hunt, Gretchen West, and Danielle Klaussen.

A service will be held at 11 a.m.

Margery “Midge” Rabow, 90, of Sarasota, died March 2.

Born Aug. 13, 1925, in Buffalo, N.Y., she graduated from Syracuse University with a degree in early childhood education and was president of Phi Sigma Sigma sorority.

She married Donald Becker in 1948, and they had three children together. While raising her family, she was an original founder and director of a preschool program at Temple Beth Ann, in Buffalo.

Mrs. Rabow was an avid reader of serious literature, a knowledgeable lover of classical music, a respected student of culinary arts and an active volunteer in her community. She loved sailing, both on Lake Ontario and in the Bahamas, where she and her husband cruised each winter for 19 years after retiring to Florida.

She had a wide and loving group of dear friends from Buffalo, Sarasota and the Bahamas, and often said, “In order to have good friends, you first must be a good friend.”

She was preceded in death by her former husband, Donald Becker, and brother, Donald Ehrenreich. She is survived by her husband of 56 years, Julian “Jay” Rabow; son, Stephen Becker; daughters, Barbara and Laurie Becker; stepsons, Stephen and Andrew Rabow; five grandchildren; her brother, Arthur Ehrenreich; and numerous nieces, nephews, cousins and other extended family members.

A private ceremony will be held at a later date.

Longboat Harbour residents shine in performance

larinetist Bob Geraci and pianist Jan Ortmann performed for their Longboat Harbour neighbors at a soldout concert March 5.

The duo performed a variety of classical music in addition to songs from Broadway shows.

This is the second year they have performed for Longboat Harbour.

“We had a full house last year, and people asked if we’d do it again,” Ortmann said. “It’s another full house again this year.

It’s really something.”

Geraci learned how to play clarinet at 13 years old and picked it up again upon retiring from medicine. He currently plays with the Sarasota Concert Band and the North Port Symphony Orchestra when he winters on Longboat Key. Ortmann first studied piano at age 8, and in high school, she picked up the organ, which she continued to play her whole life.

In retirement, she returned to the piano.

Geraci and Ortmann play together each Friday afternoon.

Patricia Prudhomme, of Alton Bay, N.H., sold the home at 550 Putting Green Lane to Paul and Stacy Wheeler, of Somerset, Pa., for $2.54 million. Built in 2015, it has four bedrooms, threeand-a-half baths, a pool and 3,959 square feet of living area.
