Longboat Key Arts Center deal extended with Ringling College Local taxpayers won’t pay for the project, philanthropists will.

The Longboat Key Center for Arts, Culture and Education ultimately will come to be, but exactly when remains a question.

A memorandum of understanding with Ringling College of Art & Design was extended Monday to February at a Longboat Key Town Commission workshop.

“I hope it doesn’t take two more years to break ground on this project,” said Commissioner Armando Linde.

But Ringling officials are optimistic.

“We’re very excited about this opportunity to work with the town on this unique cultural center,” said Ringling College President Larry Thompson. “The nickname is the ACE Center, and it will be an ace.”

The original deal, which called for the town to do site analysis to identify any constraints or limitations on potential development, is complete. The renewed agreement will have Ringling conduct an architectural program to identify functions and costs.

opment and Ringling would be responsible for the building,” said Assistant Town Manager Mike Hein.

The Longboat Key Foundation, an advisory board created in 2012 and affiliated with the Community Foundation of Sarasota County, projects ACE will serve as the cultural town center with classes for lifelong learning, small stage productions, lectures, concerts and intellectual discussions.

A pre-construction agreement still has to be hammered out to establish costs and ongoing roles going forward with operating the site. Hein said it will take a year to finalize an agreement.

Former Mayor Jim Brown, a co-founder of the Longboat Key Foundation, started working on this project in 2002 as a member of the former Community Center Advisory Committee.

“I’ve been a thorn in the side of Ringling for the last year or so because I thought they were dragging their feet,” Brown said.

“It wasn’t their fault necessarily.”

The Longboat Key Town Commission voted unanimously Monday to endorse continuation of negotiations. The pre-construction agreement will establish: n Design and development responsibilities; n A timeline for Ringling to secure professional design and programming services; n Estimated project costs; n A timeline for submitting preliminary design and programming plan to the town; n A process for securing necessary land use approvals; and n Ownership and maintenance roles.

No matter the project’s final cost, estimated at $10 million, Brown said taxpayer money is not expected to be used.

“The goal is to raise all the funding necessary philanthropically,” Brown said.

he traffic problem plaguing the barrier islands during season has many contributors, but one of the most noticeable has drawn ire recently, and not for the first time: bridge openings.

Rebuffed by the U.S. Coast Guard in a previous attempt to change its bridge-opening schedules, the town of Longboat Key has found a new champion.

U.S. Rep. Vern Buchanan, R-Longboat Key, said he would intervene with the Coast Guard to help change the bridge-opening schedule.

“The safe and timely flow of traffic on the island is vital to the local economy and quality of life,” Buchanan said in an email.

“If there is a consensus at the local level, I would be happy to work with the town of Longboat Key and the U.S. Coast Guard on a possible solution to reduce bridge openings during rush hour.”

The Longboat Key Chamber of Commerce has made the bridgeopening issue one of its top priorities. Chamber President Gail Loefgren said there is consensus among her membership calling for changes to the bridge openings.

Loefgren said the chamber believes limiting bridge openings across the area to one per hour during peak traffic periods is one of several ways to reduce traffic on the Key. However, the Coast Guard, which controls the bridge-opening schedule for boats, refused a previous request to stop opening Longboat Pass Bridge during peak traffic times. In a May memo to the Sarasota-Manatee Metropolitan Planning Organization, the Coast Guard denied its request, citing safety reasons.

The Coast Guard said the tides and currents that surround the Longboat Pass Bridge in particular eliminate the safe vessel holding areas for boats waiting for the bridge to open.

Dennis Matthews, director of marina operations for Longboat Key Club Moorings, said from boaters’ perspective, the bridgeopening policy has been adequate and he’s not in favor of restricting boat operations.

His marina is home to 291 deepwater slips capable of accommodating vessels of up to 150 feet, many of which require bridges to open to get to the Gulf of Mexico.

He also has safety concerns.

“One concern for restricted bridge openings would be Longboat Pass, for example,”Matthews said. “It is on demand for vessel traffic due to a very strong tidal influence in the pass and very limited maneuverability it would be easy for a vessel to wind up in a dangerous situation.”

MAINTENANCE OPENINGS

Aside from boat access, bridge maintenance can also affect how often bridges open during peak hours.

Cortez Bridge: Connects Bradenton Beach to mainland Manatee County. Opens on demand every 20 minutes between May 16 and Jan. 14, and every 30 minutes on demand from Jan. 15 through May 15.

Note: Schedules of the two Longboat Key bridges were opposite until 2001 when they were swapped after boat traffic volume shifted north to the deeper Longboat Pass to avoid shoaling in New Pass.

The bridges are owned and maintained by the Florida Department of Transportation.

New Pass Bridge: Opens every 20 minutes when boats are present or up to three times an hour between 7 a.m. and 6 p.m. Between 6 p.m. and 7 a.m., the bridge must open on demand with at least three hours notice.

Public U.S. vessels and tugs with tows must be passed any time.

Although the Coast Guard sets the rules for bridge openings, the Florida Department of Transportation owns the bridges and is in charge of their opening and their maintenance.

Maintenance openings have been a problem in the past, said Tom Freiwald, chairman of the Longboat Key Revitalization Task Force, which released a petition Friday to address traffic concerns (see sidebar, right).

“When we examined bridge logs, for example last March in one day, the New Pass Bridge opened seven times for maintenance,” Freiwald said.

In 2015, from January through May, FDOT’s logs for Longboat Pass Bridge show that of the 974 times the gates went down, 73 of them were for maintenance or training. Of those, 38 of them were during peak hours. Peak hours are defined as 8 to 10 a.m., noon to 2 p.m. and 4 to 6 p.m.

In 2015, FDOT agreed to limit the number of non-vessel related openings during these hours.

“I have recently reminded the FDOT of its agreement to reduce non-vessel, non-emergent related openings,” said retired USCG Adm. Steve Branham, a Longboat resident. “They have been doing that.”

TAKING ACTION

The question of how often is too often for a bridge to open, however, hasn’t gone away.

Jeff Mayers, general manager of the Resort at Longboat Key Club, said traffic always stacks up when the New Pass Bridge goes up during rush hour.

“New Pass Bridge goes up at certain times during heavy traffic,” Mayers said.

In 2015, the Coast Guard estimated an average of 20,000 cars total traverse Longboat Key bridges every day.

PETITION REQUESTS IMMEDIATE ACTION

Tom Freiwald, chairman of the Longboat Key Revitalization Task Force, released a petition from the group Dec. 9 requesting immediate traffic solutions.

The petition, addressed to local, regional and state officials, requests the following actions to relieve traffic during peak traffic hours of the 2017 season: n 119th Street at Cortez Road – Manual control of the traffic signal and a continuous always-green eastbound lane from Cortez Bridge. n Manually controlled and/or more efficient traffic and pedestrian light timing – John Ringling Causeway at Tamiami Trail, John Ringling Causeway at Sunset Drive/Golden Gate Point, Ken Thompson Parkway and Longboat Club Road at Gulf of Mexico Drive and Fruitville Road at Tamiami Trail. n St Armands Circle – Pedestrian control, bypass routes, and temporary elimination of several parking spaces from 3-7 p.m. n Local barrier island bridges – Prohibit bridge openings for training, testing, and maintenance from 7 a.m.-7 p.m.

At the peak of traffic during the day, an average of 13 cars per minute cross the New Pass span while the Longboat Pass Bridge carries an average of seven cars per minute, according to a study conducted by Branham and Lenny Landau of Longboat Key. While the process to change bridge-opening schedules could take up to a year, Longboat Key Town Commissioner Jack Daly said the task force’s petition list specific short-term actions that could impact this season’s traffic.

“My suggestion is for the petition to get that ball rolling by focusing on and effectuating the short-term actions, while paving the road by providing and building the coalition structure to achieve the long-term remedies to be recommended by the study,” Daly said.

Former Longboat Vice Mayor Dave Brenner said nothing will change unless Longboat coalesces behind Buchanan in pushing for change.

“A political coalition solution is the only meaningful way to get results,” Brenner said.

Street flooding is a problem, especially during a heavy storm.

“Water has come up to the steps, but it didn’t come into the house,” said Terri Fishman.

But it could, if something doesn’t give.

Commissioner Ed Zunz, who lives in Longbeach Village, said he has been stranded indoors when roads flood, since driving in 6 inches of saltwater can mean the end of a vehicle.

“This is a very serious problem,” said Zunz. “It needs to be dealt with. You have an entire village at risk.”

To that end, the town paid $35,940 to Venice-based DMK Associates Inc. to evaluate the stormwater system in the Village and suggest solutions.

dent of engineering, said Monday at a Longboat Key Town Commission workshop that new seawalls, stormwater valves and pumping systems are among the solutions.

Lift stations already have been in use on Longboat for more than 50 years and would be most effective, he said.

Maheu’s analysis concluded: n Seawalls are too costly and don’t eliminate flooding from everyday rainfall. n Simply raising roadways shifts the flooding into residential yards, which isn’t a solution. n The most feasible option is to add pump stations and Tideflex valves, or a similar product.

“That would help with rainfall and sunny day events in all areas,” Maheu said.

Still, flooding issues have been more visible this year as Tropical Storm Colin and Hurricane Hermine battered the barrier island with heavy rain.

Infrastructure bears visible scars from buckling under too much water pressure. A chunk of road has been washed out near Bayside Drive and Russell Street just west of Sarasota Bay. Higher tides are causing more road and yard flooding in the historic Longboat neighborhood on the north end of the island.

Longbeach Village is the lowest point on the Key at 3 feet above sea level, so it absorbs the brunt of flooding on the island, Town Manager David Bullock said.

“When we get king tides, we get 4 to 6 inches of saltwater during ‘sunny day’ flooding,” said Public Works Director Juan Florensa.

Florensa said no money has been budgeted to solve the problem, but the Town Commission asked for Bullock to return with possible cost estimates.

Longboat Key Town Manager David Bullock is not interested in debating whether global warming is real.

Over the years, Bullock said there has been more high-tide flooding, or what some call “sunny day flooding.”

“This is not unique to Longboat Key,” Bullock said.

“If you live in Florida, you’ve noticed in the last 30 years there has been more hightide flooding than before.

“Scientists call it sealevel rise. We know that if scientists are correct, and I have no clue if they are or not, but let’s assume, since there’s a clear consensus that they are, that we should expect more in the future.”

The town has scheduled a 6 p.m. Jan. 18 meeting at the Art Center to discuss the issues.

Bullock said options would be reviewed and a cost-benefit analysis conducted by town staff and brought forward once completed.

Bullock said something must be done now. National Oceanic and Atmospheric Administration officials predict sea levels will rise 1.6 feet within the next 80 years.

“Eighty years for us is a very reasonable planning horizon,” he said. “We should be addressing the issue right now because it doesn’t happen all at once. It creeps up on you with more and more street and house flooding.”

Six proposals were opened Dec. 7 from companies interested in landing the multimillion-dollar job of placing all remaining overhead Longboat Key utilities underground.

Five are Florida companies.

One proposal came from a North Carolina firm.

The cost of the project will determine the final amount Longboat Key residents will be assessed to pay for it.

Proposals include credentials for engineering services and construction management in converting all remaining overhead Longboat Key utilities to underground. They do not include bid amounts — yet.

Firms submitting proposals, included Burkhardt Construction of West Palm Beach; CDM Smith Inc. of Sarasota; Cribb Philbeck Weaver Group of Tampa; HDR Engineering of Tampa; Jon F. Swift

Construction of Sarasota; and UC Synergetic of Mount Airy, N.C. Proposals were expected to be distributed for review to a Longboat Key panel at a 1 p.m. meeting Thursday. The panel includes Public Works Director Juan Florensa; project manager James Linkogle; Lakewood Ranch Inter-District Authority Executive Director Anne Ross; and Stephen Smith, a Drexel University professor of engineering.

Based on seven criteria, the panel will choose a short list of up to three firms before making its final recommendation to Town Manager David Bullock, said Kennedy. Bullock has ultimate authority to choose a firm to handle the job, Kennedy said.

It’s exciting to envision a new arts, culture and education center as the centerpiece of a town center. Go for it. The $10 million question, of course, is the $10 million and more.

W

hen billionaire entrepreneur Wayne Huizenga purchased 50% of what was then Dolphins Stadium in 1990, he said he looked at the stadium the way he looked at Waste Management’s garbage dumpsters.

Huizenga, you probably know, built Waste Management into a waste-hauling behemoth.

“I need people to keep filling their dumpsters over and over,” he said.

When the dumpsters are full, Waste Management makes money.

New at being owner of the Miami Dolphins at the time, he said his big challenge with Dolphin Stadium was how to keep it full — how to put on events that would keep drawing people to fill the seats to pay for the operations and upkeep of the stadium and then some.

It was just another dumpster, but much bigger.

We share that story, not to dampen the spirits of the leaders of Ringling College of Art and Design, the Longboat Key Foundation and the Longboat Key Town Commission and administration. They have joined and are enthusiastically pursuing the idea of developing a Longboat Key Arts, Culture and Education Center to be built between Longboat’s Publix and the town’s public tennis center.

The vision is to make it the centerpiece of what could become a Longboat Key Town Center.

We shared the Huizenga-Dolphins Stadium story as a reality check — one, no doubt, that has crossed the minds of all the participants pursuing this exciting possibility.

To be sure, who on Longboat would not like a sleek, top-of-the-line mul-

tipurpose arts and culture center on Longboat Key? It’s a wonderful idea, wonderful vision on so many levels.

Scores of Longboaters can imagine how pleasant it would be not to have to face the traffic as they drive to downtown Sarasota or Bradenton for every show, concert, lecture or class. Or imagine one convenient place where you can combine the arts classes and galleries of the Longboat Key Center for the Arts with the educational offerings of the Longboat Key Education Center.

What’s more, for decades, Longboaters have yearned for a place to hold community meetings — rather than borrow Temple Beth Israel’s sanctuary or pull out the metal folding chairs for a candidate debate at the outmoded recreation center building at Bayfront Park.

And even though many Longboaters love the place and that it is almost a 65-year-old town institution, the Longboat Key Center for the Arts in Longbeach Village has outlived its buildings, its purpose and its location. Here it is, six-anda-half decades after its founding and existence; and after thousands of Longboaters have taken art classes there; and after the Ringling School of Art and Design has operated it for the

GOOD WORKS FROM PUBLIC WORKS It’s not often that anyone extols people who work in government — especially in the seldom appreciated public works departments, those behind-the-scenes government workers who keep your water flowing, sewers from backing up and streets smooth.

Here is a good occasion, however, for a shout-out to the Longboat Key Public Works Department staff.

Michael Garey, chairman of the Longboat Key Kiwanis Club’s annual Lawn Party and owner of Lazy Lobster, sent this note recently to Jame Linkogle, capital projects manager and longtime lawn party volunteer, thanking the public works staff for its help setting up vendor tents and guest tables and chairs at the Dec. 3 event. Wrote Garey: “I don’t have a vocabulary good

enough to express my gratitude well enough for the incredible job you and your Pubic Works staff did before, during and after the event!

“I have been involved in this event in a significant capacity for the last six years, and your contribution to our success keeps getting better and more significant every year!

“This year the set-up was so smooth, and we ended up so comfortably ahead of schedule on Friday night … for the first time ever all of us, with the exception of you, actually had a good night’s sleep!

“Awesome and incredible are overused words these days. You deserve them both!”

Indeed — with a little extra shouting out to Linkogle, Mike Ball and John Michael.

past nine years, there are still many, many Longboaters who cannot tell you where the art center is — or that it exists.

In their “case statement” advocating the development of this new center, the town and Ringling College say it’s time. The town “needs a place that engages the community, inspires creativity and instills an appreciation of culture for Longboat Key’s resi2 dents and visitors.

In short, the town needs a center — a center located at the center of Longboat Key.” “Needs” or “wants”?

You can argue that an arts, culture and educational center here is less of a need than it is a want. There are plenty of cultural, performing and educational venues throughout the region. The problem, as Longboaters know so well, is getting to them. That boosts the level of need.

At the same time, when you explore the history of the town, art and culture on the Key have been as much of an amenity as the gulf and bay have been since the early 1950s. Longboat Key pioneer Lora Whitney wrote extensively in her book, “Hail This Feisty Village,” about the many artists who visited here to paint and conduct art classes and exhibits at the Longboat Key Art Center. The center also often hosted small concerts.

Indeed, a new arts, culture and education center, as the centerpiece of a town center, would be the linchpin to making Longboat Key even more of a premier community than it already is. But everyone knows such a facility is fraught with challenges.

According to the memorandum of understanding between the town and Ringling College, the town would own the land and the physical facility.

Ringling College would oversee construction and manage the facility.

The $10 million question (estimated cost of the project) is the money — to build it, operate it and maintain it. It’s probably safe to say there is not an art and cultural center in America that can cover its costs the way Wayne Huizenga’s dumpsters do — with patrons paying enough to fill the seats and make a profit.

Longboat Key residents would love to see a thriving arts and culture center as the centerpiece of a vibrant town center. Imagine how great that would be.

The land is there, and it’s paid for.

The town purchased the property with ransom money it takes from developers. (They’re required to contribute to a town land acquisitionpark fund as part of their approval process.) And there is seed money if Ringling College decides to sell the Center for the Arts property.

The challenge is funding the construction (bed tax revenue?) and building a philanthropically funded endowment to assure the center’s operations and maintenance in the event of inevitable shortfalls.

To be sure, Longboat Key has the human capital to figure out how to make it happen. Where there is a will, there is a way.

CORRECTION In the Dec. 1 edition, we reported that if Unicorp National Development wanted to build higher than 80 feet, a newly proposed zoning ordinance would require Unicorp to increase its setbacks and thus reduce its development footprint.

The truth about renourishment: Save Lido Beach Siesta Key is again propagating misinformation as a scare tactic to raise money to prevent Lido Key from being renourished.

Siesta’s Newsletter 30 reinforces lies about the U.S. Army Corps of Engineers’ beach renourishment project. Their objections are nonscientific, based on fear and motivated by personal and commercial interests.

In reality, the Army Corps has done extensive research and environmental studies of the impact of the dredging. Years of research and modeling have concluded there will be no damage.

The Big Pass shoal has grown at least four fold in the past 10 years from sand flowing south from Lido Key beach — and the project will use only 5% of the shoal. It will improve navigation in Big Pass — boaters say navigation is a major problem now and it will help protect north Siesta from channel erosion. Over this 50-year project, sand from New Pass, Lido’s primary sand source in prior years, will continue to be used. Lido beach sand will always continue to drift south, thus ensuring Siesta Key will continue to receive sand.

Siesta’s scare tactic Newsletter 30 falsely reports there would be noise on Siesta beach. In reality, the dredging is done in Big Pass and the bulldozers will be on Lido Key beach — the noise will be on Lido Key, not Siesta beach.

This project has already been delayed for years and the 2015 emergency sand is gone. Damage to buildings and wildlife has already occurred. Lido Key has no protection for 2017 even if plans move at full speed from this point, and a large storm could further damage the environment, buildings and infrastructure. The economic impact of a continued delay of the renourishment of Lido Key beach is huge. Having the Army Corps involved in the project will ensure federal funding for the next 50 years. Without this project, the financial burden falls on the county and city.

After looking at the plans for the Colony per the story in the Observer, and these plans have not been approved so there is no guarantee this is what Unicorp will finally build, I would ask if the additional 180 “residential” units are really needed.

The hotel is 11 stories over two stories of parking. The plans do not indicate if the four 10-story buildings are over parking, and if so, how many stories of parking?

Although Unicorp has indicated more open space will be available under the new plan, they forget to mention that the open space becomes available due to the fact that the buildings will be taller than what has been there in the past and what is presently allowed under our ordinances.

Also, there is a 400-person ballroom. Does anyone remember when the Key Club originally presented their plans for Islandside? The residents were not in favor of a large ballroom that would be used for organizations for events because of all of the traffic we would have to deal with.

For those of us who want to see the Colony back open, we ask Unicorp to look again at what can be done to this property. I do believe we, the residents, are all in favor of having the Colony back in some form, but that does not mean adding 180 residential units. The Colony still has 237 tourism units. Mr. Whittall has indicated if this referendum is defeated he is not going any place, and he will come up with a

plan acceptable to the residents.

Mr. Walters of Keep Longboat Special indicated this project is different than Floridays because Floridays didn’t own the property. That is true, but they did have options to buy should the referendum pass. The fact that a 120-room hotel was voted down mainly on the fact that it would create traffic problems, then what would 237 tourism units plus 180 residential units create? Keeping Longboat special is important to all the citizens and part of what makes Longboat what it is has to do with the building heights and density.

Serna said PUDs are used in many communities as customized zoning districts. It’s often used to redevelop sites with unique characteristics, he said.

“We understand Longboat Key is a unique community,” he said.

P&Z Board Chairman Jim Brown said many things need to be fixed in the town code, but height restrictions have a larger impact on the redevelopment of the community as a whole.

“Longboat Key is, and wants to continue to be, low density,” Brown said.

Taller buildings must be creatively situated to enhance views of neighboring properties, according to Ray’s report. Existing mixed-used communities on the island will be maintained.

Ray said the planned unit development proposal would allow nonconforming properties to redevelop at existing density and become conforming.

The PUD also provides a method for property owners to request additional density.

The PUD ordinance will go to Ray’s staff for minor language fixes, but the major policy issues will remain unchanged before being scheduled for a first reading.

The Longboat Key Town Commission didn’t change Orlandobased developer Chuck Whittall’s $1 billion plan to revive the moribund 17.6-acre Colony Beach & Tennis Resort on Longboat Key. It did, however, potentially cap its building ceiling at seven stories, far short of Whittall’s plan.

A proposed planned unit development regulation presented Monday at a commission workshop by Planning, Zoning and Building Department Director Alaina Ray includes a maximum building height limit of 80 feet, or seven stories.

This cap conflicts with the Colony Resort redevelopment plan Whittall has been touting with five buildings of 10 stories or more.

Whittall, president of Unicorp National Developments, listened as Ray recommended code changes. He argued against them, noting his plans contain 301,000 square feet of open space versus the 22,000 at the original resort at 1620 Gulf of Mexico Drive.

“If you implement what we have discussed here today, we will have nothing of this magnitude there,” Whittall said. “I’m asking you today not to put the shackles on us. I’m just asking you to give us the opportunity to bring the best plan in front of you.”

Whittall said the proposed height limits, which will likely come before the commission for a first reading in February, would not change his plan. He said Longboat Key voters will decide whether to back the Colony Resort revival at the ballot box March 14 when they can vote on his request to add density and 180 tourism units.

“Our plans are going to stay the same until then,” he said after the meeting.

Why cap building heights at 80 feet?

“We don’t want to become a canyon of tall buildings,” said Commissioner Phill Younger.

Younger also emphasized the new building codes were meant to govern redevelopment of the entire island, not just one site.

Ray and her staff worked 13 months with consultant Louis Serna, of CGA Calvin, Giordano & Associates of Fort Lauderdale, to help update town codes.

Longboat Key Fire Rescue CAREs for residents The town plans to cut down on emergency medical calls.

Year after year, too many Longboat Key residents fall and can’t get up.

No joke. It’s a serious problem.

“People have come to rely on 911 for everything,” said Longboat Key Fire Chief Paul Dezzi. “As is expected, due to our demographics, we respond to more EMS incidents than fire incidents. Our No. 1 medical call involves falls.”

That’s one of the reasons why Dezzi wants to launch a community paramedicine program he calls CARE, or Community Assistance Resource & Education.

He won unanimous support Monday during a commission workshop. The request moves to the Jan. 9 Town Commission meeting for a first reading.

CARE is designed to answer health care calls and questions, especially repeat calls from residents with no support network, Dezzi said. It is for island residents only — not visitors.

Under CARE, patients discharged from Sarasota Memorial Hospital after treatment for strokes, diabetes, cardiac issues or orthopedic injuries will be asked if they want to participate.

The program is also available to Longboat residents in Manatee County, there just is no referral

from the hospitals there.

Once participants are registered, the fire department will call them to check up on them and determine when and if visits to check their health are necessary.

For example, paramedics will cover everything from whom residents should call for medical issues if they need follow-up care, to whether their home needs slipresistant strips to prevent falls.

Participants may be visited once a week and “graduate” after 30 days once they have been plugged into the appropriate care services.

The program’s primary goal is to establish a health care support network for any participant within 30 days, Dezzi said.

CARE is also necessary because fighting fires is not what keeps the Longboat Key Fire Rescue hopping. Emergency medical assistance calls do.

In 2015, Fire Rescue went on 403 fire calls and had 1,035 emergency medical services calls.

“Most of our calls are medical calls from people who are in their elder years,” said Lt. Jason Berzowski, 38, one of the paramedics who will be assigned to meet with patients. “This program will help shift those calls to wellness checks.”

Dezzi said his $4 million budget won’t take a hit to run the project because everyone on his 33-member staff is a paramedic, which he said is a rarity for any fire department.

Longboat residents turn the page with Sarasota Library Foundation The library foundation is $131,000 away from filling its fund for Dolly Parton’s Imagination Library.

Bob and Pat Gussin and Nancy and Rick Moskovitz have been vital figures in helping the library foundation reach its goal.

Foundation, provides a new book every month to children until they turn 5. In Sarasota, the program is reaching 692 children in 12 ZIP codes that have been identified with the greatest need based on the number of children who receive free and reduced lunch.

The first book children receive through the program is “The Little Engine That Could” by Watty Piper. The final book is “Look Out

Kindergarten, Here I Come!” by Nancy Carlson. In between, the children receive 58 other books.

The library foundation was launched 2012.

Suzanne Seiter, the foundation’s executive director, said its mission is to support the library with private dollars and enhance the library experience. This program is bringing new visitors to local libraries.

Just like the small blue engine in “The Little Engine That Could,” the Library Foundation of Sarasota County is chugging toward a hefty goal. And prominent Longboat Key philanthropists are providing the fiscal engine.

Last December, the foundation started its campaign to raise $500,000 for the Children’s Literary Endowment, which will fund the foundation’s chapter of Dolly Parton’s Imagination Library.

The foundation has until the end of the month to reach its goal.

As of Dec. 11, it has $131,000 left to raise.

Two Key couples and a local foundation have been at the forefront in raising the necessary money to continue the program — Bob and Pat Gussin, Rick and Nancy Moskovitz and the Charles

and Margery Barancik Foundation.

The Gussins and Moskovitzes have each donated $100,000. The Barancik Foundation has pledged to donate the last $50,000 should the campaign raise $450,000.

“The Barancik Foundation is deeply committed to the notion that education is the cornerstone to individual well-being and economic prosperity,” Teri Hansen, president and CEO of the foundation, said in a statement. “We hope the capping grant incentive will inspire others to contribute to the Literacy Endowment Campaign and ensure our community’s neediest children will always be exposed to reading at an early age.”

If the campaign is successful, 900 children a year will reap the benefits of Dolly Parton’s Imagination Library.

“These are families in many cases who have never used the library,” she said. “They’re not our regular folks. These are people we have to discover and engage in reading and the library.”

Rick and Nancy Moskovitz say the library foundation is a way to get involved in the community and fight against poverty at a local level. Rick Moskovitz said literacy and education are crucial to vocational and economic achievement in adulthood.

“I think it will reinforce a love of learning in both the kids and the parents, and it’s a nice realworld interaction where both kids and adults have been increasingly distracted by devices,” Moskovitz said.

For the Gussins, who came up with the idea for the endowment, the opportunity to introduce books to kids at a young age and giving them a chance to bond with their parents was one that couldn’t be passed up.

“Hopefully it will prevent them from, which is an epidemic, illiteracy,” Pat Gussin said.

“Their sponsorship allows us to leverage our fundraising,” Phillips said.

Ocean Properties Ltd. also gave the club three trips to use in fundraising efforts.

Phillips said the trips will be raffled off at some of the club’s upcoming events.

or some, tennis is just a game. But for those who competed in the 17th annual Observer Challenge Tennis Tournament, it means much, much more.

The tournament brought 30 teams and 120 players to the Longboat Key Public Tennis Center for a weekend of friendly competition. The tournament contestants were mostly Longboat Key residents. When teams form, so do new friendships.

That’s what tennis professional Claudiu Retean likes about the tournament.

Four Sarasota residents took a trip to Cambodia for vacation. They came home with a better story to tell.

orman Jones and David Pedicini usually take a skiing trip each year. But last year, the two took off to Vietnam and Cambodia, veering from their usual snow-capped adventure.

When the two landed in Vietnam last February, they expected to enjoy a scenic biking tour and take in some historic sites.

When they arrived in Hanoi, Jones and Pedicini met fellow Sarasotans Allen and Lois Barron by happenstance. As the four traveled with their guide into Cambodia, they found themselves surrounded by impoverished villages. It turned out to be a blessing.

They noticed signs for the Angkor Well Project based in Siem Reap Angkor. The project’s website says its goal is to “transform

the lives of poor Cambodians by creating sustainable communities where they have access to safe water.”

The signs gave the foursome an opportunity they said they

couldn’t pass up.

Through a $375 sponsorship, Jones, Pedicini and the Barrons gave a family the gift of fresh water for drinking, bathing and watering crops and animals.

Their sponsorship paid for a hand-pump water well.

“You can change a person’s whole life with water,” Pedicini said. “Can you imagine just shutting off your faucet for one day?

No shower. No toilet.”

Jones, a massage therapist and former bartender at Pattigeorge’s, remembers seeing produce and food on dirt-covered fabric in muddy water. He said the village is a landscape of huts made of palm fronds with no electricity. Dirt roads lead in and out of the village, and the rivers are polluted.

Jones said he often found himself too emotional to walk around the village. He said it was heartbreaking to see people living without the creature comforts he enjoys. Jones and Pedicini stayed at the Sofitel Angkor Phokeethra Golf and Spa Resort, a five-star

On the day they were leaving, Jones and Pedicini noticed children receiving blood transfusions at an outdoor triage table.

It’s the treatment offered for dengue fever, a mosquito-borne viral disease. What stood out to the two was the fact that the children were outside during the treatments, on a dirt road where motorcycles and buses threw dirt into the air.

“It was an eye-opening experience,” Jones said. “We had a good time, but it was sad that in 2016 people still have to live this way.”

For the Barrons, the trip was a reminder to be grateful for the life they have, though Allen Barron doesn’t presume that he’s happier or more content in life because he lives comfortably.

“We’ve seen this before in trips to Africa and Mexico and whatnot, but you know it’s just a reminder of how fortunate we are to live where live and experience the life we experience,” Allen Barron said.

The trip was the first time all four had been to Vietnam and Cambodia. Jones and Pedicini plan to return to Cambodia next year following a trip to Thailand.

They want to see the water well and, hopefully, meet the family their sponsorship is helping.

For Jones, there’s excitement for helping the people of Cambodia. He said Cambodians are wonderful, welcoming people who easily offer a friendly “hello” or a smile.

“But I must say, even though people live the way they did, they were very happy and content with what life they were dealt,” Jones said.

Ian Sharp and Audrey Sharp, of Sarasota, sold their Unit B-204 condominium at 565 Sanctuary Drive to New Pine and Plaza LLC for $1,505,000. Built in 1989, it has three bedrooms, three-and-a-half baths and 3,115 square feet of living area. It previously sold for $665,000 in 1990.
