No home run for referenda REFERENDA RESULTS

The crescendo of a raucous presidential campaign brought out about an 85% turnout of voters Tuesday on Longboat Key. The large turnout brought a large number of voters for two island-specific referendum issues on the ballot, as well.

Of Longboat’s 6,267 registered voters, 5,063 cast votes in the Whitney Plaza referendum and 4,966 voted in the Harbour Square referedum.

Each referendum featured a request to convert a commercially zoned property for residential use. They were both defeated by margins of 60% to 40%.

Longboat Key voting returns on Referendum 1 determined owner Ryan Snyder, 37, of Bradenton, will not be allowed to raze a portion of Whitney Beach Plaza in the 6800 block of Gulf of Mexico Drive to build up to 18 homes.

“To be honest with you, frankly, I’m not surprised,” Snyder said.

“The folks down at Colony Resort better watch out. I think they could have gotten a little preview of what’s coming their way.”

Sarasota County went against the project by a 2,077-1,335 vote.

Manatee County defeated it by a 978-673 vote.

The combined vote total was 3,055 against the project and 2,008 for it.

“At this point we don’t have a Plan B,” Snyder said. “We have 40,000 square feet of commercial space out there, and nobody

wants to rent it. It’s hard to say.

I have no ill will toward anybody on the island. I just think there are other issues at play here on the island.”

Voting returns on Referendum 2 determined owner Oscar Parsons, 94, will not regain the simultaneous residential and business use of 4,200 square feet of penthouse office space at Harbour Square, 4134 Gulf of Mexico Drive.

“Well, what can we do now?

Any ideas?” Parsons said. “I thought it would just pass in a landslide.”

The Harbour Square referendum was also soundly defeated

by Manatee and Sarasota county voters on Longboat Key. Sarasota County went against the project by a 1,999-1,314 vote.

Manatee County defeated it by a 995-658 vote. The combined vote total was 2,994 against the project and 1,972 for it.

Parsons, who has owned his 17,000-square-foot office plaza

on the Sarasota County line with Manatee County since 1985, gave up the right to use the penthouse as a residence four years ago. The only real change the referendum would have allowed, he said, was for a business owner to live in the penthouse.

Despite the heavy turnout, voting went smoothly, according to the election clerks.

In Manatee County Precinct 309 at Longboat Island Chapel, a voting machine malfunctioned in the morning and had to be replaced.

An estimated 40 ballots were affected, but all will be counted, said elections clerk Beverly Root.

“We had a tabulation issue,” Root said. “They came from downtown and changed the machine. But they will be counted tonight.”

It was the only glitch reported during heavy voting that saw voters line up outside before polling places opened.

“It’s been very busy,” said Charles “Dick” Robbins, Precinct 201 election clerk stationed at Longboat Key Town Hall. “We had more than 600 votes in the first four hours. They were lined up outside the door and around the building before we opened.”

Jim Whitman, former president of the Longboat Key Republican Club, lounged outside the north polling place enjoying the gorgeous 80-degree day with a friend, Charlotta Langley.

“It’s been a huge turnout,” Whitman said. “There’s been a line for most of the day.”

All is not lost for missing property Through dogged determination, the Longboat Key Police Department works to reunite items with their owners.

t’s amazing the stuff people lose on Longboat Key beaches, at its bus stops and storefront countertops.

Skateboards. A 9mm pistol.

Five $100 bills.

And bicycles. Lots of bicycles.

But all is not lost when property is found by local police or turned in to the Longboat Key Police Department.

Police Chief Pete Cumming said law enforcement agencies usually tag and bag valuables, stow them in an evidence room for at least 90 days, then either auction them, allow those who found the items to claim them, or destroy them, all according to Florida state law.

It’s done a little differently on Longboat Key, he said.

“We really, really strive to get these things back to the rightful owners,” Cumming said. “It really does take some time, but we’ll do that.”

Longboat Key police service technician Kevin Mimbs is usually the first to take a crack at reuniting valuables with owners.

“If we can, we’ll try to find some identification,” Mimbs said.

Suppose someone loses their wallet. A bank card can lead Mimbs to the owner, he said. Usually it’s as easy as calling the bank and having them contact the customer and telling them to call the Longboat Key Police Department.

“Larger agencies don’t have time to do that,” Mimbs said.

For those who report their wallets or other valuables missing, a police report can help document losses for insurers and assist visitors to get home. Tourists and other visitors who lose wallets and photo ID will need a police report for that return flight home, Mimbs said.

The department had 69 items on its lost-and-found inventory dating back to 2013. Two items have been destroyed. At least 10 have been returned to their rightful owners, Mimbs said.

Some of the listed items must have interesting back stories. n A rusted, unloaded 9 mm handgun was found by a maintenance worker Jan. 7 under a bush on the Harbour Villas grounds.

The working weapon wasn’t reported stolen, according to a records check. But police can’t just get rid of the gun.

“If it’s a weapon, we need a court order to dispose of that,” Cumming said. n Five $100 bills were found Feb. 8 at Publix by a Sarasota resident, who reaped the windfall after the rightful owner did not step forward before the 90-day deadline. n More than a dozen rusty bikes are piled outside the police department. Mimbs said cyclists sometimes ditch their wheels and take the trolley home. The bikes eventually will go to Goodwill, Mimbs said.

None of the neighboring agencies contacted by the Longboat Observer said they actively seek out owners who have been separated from their property.

REQUIRED BY LAW Florida statute 705.105 directs law enforcement agencies on handling lost property: n Title to unclaimed tangible personal property in the custody of a law enforcement agency shall vest permanently in the law enforcement agency in 90 days. n If the property is of appreciable value, the agency may elect to retain it, transfer it to another state or local government unit, donate it to a charitable organization or sell it at public sale. n If the property is not of appreciable value, the law enforcement agency may destroy it.

Genevieve Judge, spokeswoman for the Sarasota Police Department, said the police department’s property unit handles lost valuables turned in by finders as directed by state law.

Kaitlyn Johnston, spokeswoman for the Sarasota County Sheriff’s Office, said the same protocol is followed by the sheriff’s office.

The Holmes Beach Police Department logs items turned in or found and places them in the evidence room. Unclaimed property can be sold, donated or destroyed after three months.

LOST-ANDFOUND ADVENTURES The Longboat Key Police Department actively seeks out owners of unclaimed property found on the island or turned in to the department.

Examples this year include: n A black Labrador found wandering the island at night was reunited with its owner in the morning.

Longboat police hold animals when possible instead of calling Sarasota County Sheriff’s Office Animal Services. “We’ll give it some time and hopefully hear from the owners,” said Police Chief Pete Cumming. n The owner of a lost GPS was identified by pressing the home button on the device to get an address. n A man dropped a $20,000 wedding band into the surf recently and reported the loss to the police department. He was out of luck. Police told the man to get a metal detector to look for it.

RECENT CASES

During one week in midOctober, the Longboat Key Police Department’s lostand-found cases included: Oct. 17: Sgt. Raymond Bergeron saw a shiny object in the roadway at noon, and it turned out to be a $400 iPad. While writing up a department property receipt in the parking lot of a former gas station at 6990 Gulf of Mexico Drive, the officer was approached by a woman who wanted to report she had lost an iPad. The property turned out to be hers and was returned immediately.

Oct. 20: A $100 Samsung telephone was turned in by a Sarasota man who was walking in the 5200 block of GMD. The phone was locked, although a picture of the Baltimore Orioles came up on the screen. Police were unable to identify the owner. The phone remains safely stored in the evidence locker.

Oct. 21: Officer Joel Ascencio checked the collar of a brown pit bull mix found walking alone at 10:52 a.m. in the 6600 block of GMD. He found the name of the owner on the collar and returned the dog to its rightful home.

Bob German was a young man during World War II, serving in the U.S. Navy aboard two submarines.

Now 92, he reflects on his time aboard the USS Angler and the USS Bluefish — submarines responsible for sinking numerous Japanese war ships, tankers and supply ships, while damaging several others.

He recalls his second patrol in the western Pacific Ocean when the crew volunteered to rescue survivors a guerrilla army was trying to save. He thought the sub would pick up 12 to 14 people. Fifty-seven people were brought aboard German’s sub. For 16 days and nights, the submariners and survivors shared the close quarters and sparse supplies. Two days before landing at Darwin, Australia, the men ran out of food and emergency supplies. Two planes arrived.

One picked up the survivors and another came loaded with stores.

“One plane was loaded with fresh food for us,” he said. “All kinds of pastries, bakery (items), lots of beer and booze, so we partied for three days and headed for Fremantle, Australia,

on the West Coast that was to be our base.”

It’s safe to say German never shirked his duty aboard either submarine.

“You know, patriotism is a state of mind, and there’s only one solution to it,” he said. “If you’re going to war, go to war to win.”

ED BURTON Ed Burton, 67, doesn’t go a week without dreaming of his time in the U.S. Navy. He served for 28 years, beginning in 1969.

He was in Vietnam and Panama, Grenada and the Gulf War during Operation Desert Storm. For him, it’s hard to explain what he saw to people at home. “American Sniper,” the book-to-movie adaptation of the life of U.S. Navy SEAL Chris Kyle, comes closest to explaining what war was like, he said.

“I think that comes pretty close to explaining the difficulty people have relating,” he said. “Where he has to take the shot of killing the child — how do you explain that to your family back home?”

Today, Burton has what doctors say is similar to optic neuritis. However, unlike most cases, the inflammation is believed to be a result of exposure to Agent Orange, a chemical defoliant used in Vietnam. Today, Burton gets around with help from his Southeastern Guide Dog-trained golden retriever, Sammy.

Looking back, he said he wants people to know one thing about being a veteran.

“You do touch people’s lives.”

DOMINIC MAZZARELLA While Dominic Mazzarella was working out in the gym at Camp Victory in Baghdad, Iraq, a rocket attack caused eight large explosions, sending everyone into bunkers.

Unable to make it into the bunker, Mazzarella stood outside with Nigerian guards watching the attack.

“I said, ‘Screw it,’ and I just stood there,” he said.

After awhile, he asked if the Nigerian guards if they were worried.

They told him “no,” because they faced much worse at home. Attacks of that sort were common during 2008, and if he wasn’t close to a bunker, he said, he would just lie down and wait it out.

Mazzarella served in the Army from 2003 to 2010.

He spent more than seven months in Iraq. Now, Mazzarella says the bad memories are easier to recall than the good ones, though he does recall the camaraderie and team building.

He thought enlisting was the right thing to do, though he understands that not everyone feels that way.

“I guess I’m old-fashioned in the sense that I have a sense of patriotic duty,” he said.

HAROLD RONSON When Harold Ronson was 17, he and his friends walked past a Navy recruiting station and decided to enlist.

The recruiters told them they were too young, but the boys didn’t give up. They went to the restroom and penned notes supposedly from their parents asking the recruiters to accept their sons in the Navy. It worked, and they joined.

From 1944 to 1946, Ronson, 90, served in the Navy in the Philippines and Okinawa Island in Japan. He was there when the U.S. landed and launched the Battle of Iwo Jima. But that isn’t the memory that sticks out most.

In February 1945, Ronson was loading a machine gun when a friend was struck by a mortar fuse.

“I was next to him, and I got hysterical. And I never forgot it,” Ronson said. “(It’s like) it was last week.”

A few months later, on Ronson’s 18th birthday, he watched a Japanese plane drop a torpedo that raced under his ship and exploded on the nearby beach.

“But then everything else, I got away with not getting hurt,” he said.

EVELYN FRESCH, SHIRLEY BEACHUM AND FRANCEY O’BRIEN Theirs is a story of coincidence.

It was two years ago that Evelyn Fresch’s children encouraged her to attend the Longboat Key Rotary Club’s Veterans Day Parade and Honor Program.

By chance, Fresch sat next to Shirley Beachum. They had no way of knowing, but the two, along with Francey O’Brien, had served in the Women’s Army Corps during World War II. Now, they all live on Longboat Key. All 95 now, they served as the 2015 grand marshals. They try to meet monthly for lunch.

Fresch served in the Women’s Army Corps from 1942 to 1946 in Hawaii as a legal secretary.

She didn’t want to go work in a factory, so she followed her brother’s lead and enlisted. It’s an experience, she said, that changed her life.

She met her future husband, Donald E. Fresch, while stationed in Hawaii.

Beachum served in the Women’s Army Corps from 1943 to 1945 in England, Germany and Colorado. She taught B24 pilots instrument flying. Beachum met her husband, a fly-boy named Grady Hunt, in Colorado. “I’m very glad I went into the service,” she said.

O’Brien wasn’t available for an interview.

Developer, Commission joust over Colony The debate threatened to block progress in the long-awaited redevelopment of the prime Longboat Key property.

A developer threatened to conduct an Election Day petition drive if his demands over referendum language weren’t met by the Longboat Key Town Commission.

The debate Monday night threatened to block progress in the much anticipated redevelopment of the former Colony Beach & Tennis Resort property, at 1620 Gulf of Mexico Drive. The former condo association and tennis club has been shuttered for nearly seven years.

Developer Chuck Whittall, president of Orlando-based Unicorp National Development Inc., debated for more than an hour with commissioners over referendum language for the proposed $1 billion redevelopment.

Whittall initially insisted on using the words “luxury resort” so voters would know precisely what he planned to build.

Vice Mayor Terry Gans termed the phrase “luxury resort” advertising that had no place on the ballot.

“I’ll tell you the problem: What is the definition of luxury?” Gans asked.

By a 4-3 vote, commissioners eventually approved referendum language without using the

phrase “luxury resort.”

The referendum was eventually placed on the March 14 ballot, but not before Whittall told commissioners he would collect approximately 650 signatures, or 10% of the electorate, at the two Longboat Key polling places Tuesday — an alternative method of placing an item on the town’s ballot without commission approval — if needed to sanction use of his preferred referendum language.

“If we get it, it will be legally sufficient to get it on the ballot,” Whittall said.

Whittall, however, decided not to take that route, and no petitions were offered to voters at either Longboat Key precincts, even though his referendum language was not used in the final approved version.

“We wanted to respect the commissioners’ position on the language,” Whittall said. “We are confident the voters will know what they are voting on and what we proposed. The key to us was being put on the ballot.”

The agenda originally listed three ways to word the referendum language, including Whittall’s submitted preference. None of those versions made the final cut. A fourth version was parsed together during the meeting.

The referendum will now read: May the Town allow The Colony property at 1620 Gulf of Mexico Drive (approximately 17.3 acres), zoned T-6 (allowing 6 units per acre) but having a non-conforming density for

tourism uses of 13.6 units per acre and 237 tourism units, be allowed to increase density to add 180 additional residential units for a potential density of 24.11 units per acre (417 total units)?

Commissioners Phill Younger, Gans, Jack Daly and Ed Zunz approved, while Mayor Jack Duncan and commissioners Irwin Pastor and Armando Linde opposed it.

Settling on referendum language is far from Whittall’s final hurdle. Unit owner approvals must be obtained, zoning permits must still be arranged and the town voters will decide in the March 14 referendum whether to allow another 180 units to be added to the existing 237, for a total of 417.

“For me, it’s a $5 million investment to get through the next 12 months,” Whittall said. “I’ve met with hundreds of people, and they all want the project to move forward. We are moving it forward.

“Last night was a spirited discussion and at the end of it we got approved 7-0,” he said Tuesday.

The issue of what constitutes “luxury” surfaced earlier this year when Floridays Development Co. sought a density referendum that would have opened the door for it to build a 120-room hotel. Floridays pitched the concept as a luxury boutique hotel, but many residents contested the characterization. The words “luxury” and “boutique” never appeared on the ballot.

TIMELINE The following key dates affect the planned $1 billion redevelopment of the Colony Beach & Tennis Resort.

Colony Resort unit owner vote won’t be final this week Andy Adams, the Murfreesboro, Tenn., businessman who holds a significant portion of power in a planned $1 billion redevelopment of the 18-acre property, will likely push his decision about the plan past Thursday.

Adams owns 29% of units at the resort, or 68 units.

A soft deadline was set for Thursday to have all unit owner approvals in. That won’t happen, said Jay Yablon, Colony Beach & Tennis Resort Association president said.

“At the Nov. 10 meeting, we’ll count proxy votes and adjourn to schedule another meeting,” Yablon said. “I don’t expect by Thursday we’ll be done with Andy Adams.”

Proxy votes are valid for 90 days, which means a deal with Adams must be reached by February or the votes expire.

Yablon said voting by other unit owners has been positive, with roughly 110 of 150 unit owners ready to sell. The rest of the unit owners have yet to vote.

The Colony Beach and Tennis Club Association Board of Directors is shooting for 91% approval from owners for a purchase and development deal with Orlando-based Unicorp Acquisitions LLC.

A tribute to veterans Take a break from the elections. Take in a good story of old-fashioned American patriotism and heroism to remind you of the America you love. On Friday, thank a vet.

To give you a break from Tuesday’s election results and the noise that has followed, we want to honor our nation’s veterans — in particular the 80,000 who live in Manatee and Sarasota counties — by taking you back to a famous story.

This story has nothing to do with Longboat Key, but it’s a story that should make you feel good about the America you love and the America you want to be revived and flourish.

It’s the story of the 80 men who, today, symbolize that old-fashioned brand of American patriotism and heroism that helped make our nation exceptional.

Come Friday, Veterans Day, if you know or see a veteran, thank them. When our veterans donned the uniform, they made an extraordinary pledge. They pledged their lives to keep all of us from living as conquered slaves.

The story of Doolittle’s Raiders below — written by journalist Bob Greene in 2013 — epitomizes that pledge.

hey once were among the most universally admired and revered men in the United States.

There were 80 of the Raiders in April 1942, when they carried out one of the most courageous and heartstirring military operations in this nation’s history. The mere mention of their unit’s name, in those years, would bring tears to the eyes of grateful Americans.

After Japan’s sneak attack on Pearl Harbor, with the United States reeling and wounded, something dramatic was needed to turn the war effort around.

Even though there were no friendly airfields close enough to Japan for the United States to launch a retaliation, a daring plan was devised. Sixteen B-25s were modified so they could take off from the deck of an aircraft carrier.

This had never been tried — sending such big, heavy bombers from a carrier.

The 16 five-man crews, under the command of Lt. Col. James Doolittle, who himself flew the lead plane off the USS Hornet, knew they would not be able to return to the carrier.

They would have to hit Japan and then hope to make it to China for a safe landing.

But on the day of the raid, the Japanese military caught wind of the plan. The Raiders were told they would have to take off from much farther out in the Pacific Ocean than they had counted on. They were told that because of this, they would not have enough fuel to make it to safety.

And those men went anyway.

They bombed Tokyo, and then flew as far as they could. Four planes crashlanded; 11 more crews bailed out; and three of the Raiders died. Eight more were captured; three were executed.

Another died of starvation in a Japanese prison camp. One crew made it to Russia.

The Doolittle Raiders sent a message

from the United States to its enemies and to the rest of the world: We will fight. And, no matter what it takes, we will win.

Of the 80 Raiders, 62 survived the war. They were celebrated as national heroes, models of bravery.

Metro-Goldwyn-Mayer produced a motion picture based on the raid; “Thirty Seconds Over Tokyo,” starring Spencer Tracy and Van Johnson. It was a patriotic and emotional box-office hit, and the phrase became part of the national lexicon. In the movietheater previews for the film, MGM proclaimed that it was presenting the story “with supreme pride.”

Beginning in 1946, the surviving Raiders held a reunion each April to commemorate the mission. The reunion is in a different city each year. In 1959, the city of Tucson, as a gesture of respect and gratitude, presented the Doolittle Raiders with a set of 80 silver goblets. Each goblet was engraved

with the name of a Raider.

Every year, a wooden display case bearing all 80 goblets is transported to the reunion city. Each time a Raider dies, his goblet is turned upside down in the case at the next reunion, as his old friends bear solemn witness.

Also in the wooden case is a bottle of 1896 Hennessy Very Special cognac.

The year is not happenstance: 1896 was when Jimmy Doolittle was born.

There has always been a plan: When there are only two surviving Raiders, they would open the bottle, at last drink from it, and toast their comrades who preceded them in death.

As 2013 began, there were five living Raiders; then, in February 2013, Tom Griffin died at age 96.

What a man he was. After bailing out of his plane over a mountainous Chinese forest after the Tokyo raid, he became ill with malaria and almost died. When he recovered, he was sent to Europe to fly more combat missions.

He was shot down, captured and spent 22 months in a German prisoner of war camp.

The selflessness of these men, the sheer guts …

There was a passage in the Cincinnati Enquirer obituary for Tom Griffin that, on the surface, had nothing to do with the war, but was emblematic of the depth of his sense of duty and devotion: “When his wife became ill and needed to go into a nursing home, he visited her every day. He walked from his house to the nursing home, fed his wife and at the end of the day brought home her clothes. At night, he washed and ironed her clothes. Then he walked them up to her room the next morning. He did that for three years until her death in 2005.”

So now, out of the original 80, only one Raider remains: Richard Cole, Doolittle’s co-pilot on the Tokyo raid, age 100.

The Raiders’ last reunion was held in 2013 in Fort Walton Beach. Florida’s nearby Eglin Field was where the Raiders trained in secrecy for the Tokyo mission. The town held a six-day celebration of their valor, including luncheons, a dinner and a parade.

When the final four survivors gathered in Fort Walton Beach, they decided that after that final public reunion they would wait until a later date to get together once more, informally and in absolute privacy. That is when they were to open the bottle of brandy.

Editor’s note: At the time this was originally written, there were four survivors. With David Thatcher’s death June 22, 2016, Richard Cole became the final remaining Doolittle Raider. Doolittle died in 1993.

You’re ba-ack: 10 things you missed this summer In case you fled the summer heat, here’s your cheat sheet on what made news while you were away.

1. VOTERS SAY ‘NO WAY’ TO FLORIDAYS Forget Clinton vs. Trump.

The “YUGE” item on the ballot this summer for Longboat Key voters was the density referendum that, if approved, could have paved the way for Sarasota-based Floridays Development Co. to build a 120-unit hotel in the Longbeach Village.

Voters rejected the item on the Aug. 31 ballot, with 78% of ballots cast against the question.

Keep Longboat Special, a PAC that residents formed in opposition to the project, argued that the plan would worsen traffic woes and change the character of the entire Key. A Jensen Beach-based PAC called Leadership for Florida’s Future lobbied in favor of the project. The PAC sent mailers containing pictures of a tattoo parlor and pawn shop that stated that a “no” vote would bring “low-rent commercial development or worse.”

Floridays nixed its plans to develop the site after the vote.

“We are done,” said James Brearley, Floridays project manager in September. “I don’t know what will be done with the site. I really don’t know.”

If approved, the referendum would have allowed Floridays to build up to six units per acre on a 2.6-acre parcel, or 15 units. Floridays then could have applied for the additional 105 units it sought from a pool of 250 tourism units that voters approved in 2008.

2. THERE WERE ACTUAL SIGNS OF PROGRESS AT THE FORMER COLONY BEACH & TENNIS RESORT. This isn’t a joke. There are visible signs that the property at 1620 Gulf of Mexico Drive won’t remain blighted forever.

For starters, the board of the Colony Beach & Tennis Resort Association, which represents unit owners, approved a development agreement with Orlando-based Unicorp National Development for a new resort.

This agreement is different from past agreements because unlike past would-be developers, Unicorp is key to resolving litigation at the resort because it owns a 2.3-acre recreational property at the center of the resort’s 18 acres. Unit owners currently have until Nov. 10 to vote on Unicorp’s development proposal. The board is seeking 91% unit owner approval, a threshold that board members believe is sufficient to withstand any legal challenge.

3. THE TOWN BROKE GROUND ON BAYFRONT PARK. Here’s another one for the “This is not an April Fools joke” file: Construction began in June on Bayfront Park upgrades. Key features will include a dog park, kayak launch, fishing docks, a rain garden for stormwater runoff and tennis, basketball, shuffleboard and pickle ball courts. The $3.5 million project is expected to be completed

June 20, 2017. The future of the property has been debated since at least 2003, when citizens circulated a petition to build a community center on the property that voters rejected. An Urban Land Institute panel recommended upgrading amenities at Bayfront Park but suggested placing a future community/cultural center in a town center in the Bay Isles area.

4. LONGBOAT KEY’S BEACH: IT’S BACK In case you didn’t hear the nearly 200 dump trucks a day that carried sand onto the beach for 13 hours six days a week this summer: Longboat Key beaches got more than 660,000 cubic yards of sand as

part of a three-phase renourishment project.

In the first phase, trucks hauled 205,000 cubic yards of sand mid-Key from an Immokalee mine. Nearly 220,000 cubic yards of sand was dredged from New Pass and placed at the south end in the second

phase. In the final phase, the dredge pumped nearly 205,000 cubic yards of sand from Longboat Pass onto the northern tip of the Key. An additional 37,500 cubic yards of sand was hauled to the south end via truck in a smaller emergency project that took place around the Resort at

5. RED TIDE: THE RETURN If you’re returning to the Key, you might be hit with an unpleasant smell. That’s because red tide has returned.

Fish kills affecting multiple species, along with respiratory irritation for humans, have been reported in Manatee and Sarasota counties since Sept.

19. Although Hurricane Matthew helped break up the outbreak in late September (See “Longboat’s luck lasts through two major storms”), the latest Florida Fish and Wildlife Conservation Commission report on Friday showed red tide in very low to medium concentrations in Manatee County and low to high concentrations in Sarasota County.

Longboat Key crews were working Monday to clean dead fish from the island’s canals and shoreline.

Throughout the past seven weeks, crews have removed 55 tons of dead fish from the Key.

Longboat Key was peripherally ensnared in what became known as Towelgate when the Bradenton Convention and Visitors Bureau released a “Let’s Go, Pens” towel to cheer on the Pittsburgh Penguins instead of the Tampa Bay Lightening.

6. LONGBOAT’S LUCK LASTS THROUGH TWO MAJOR STORMS In the past, the island has been described as “Lucky Longboat” — because despite countless storm watches and warnings, it’s been 72 years since the area experienced a direct hit from a hurricane.

Despite brushes with Hurricane Hermine and Hurricane Matthew, Longboat Key’s luck continued this year. Hermine and its aftermath brought as much as 16 inches of rain to the Key at the beginning of September, along with street flooding, downed trees and power outages.

Then, in late September, the Key was spared from Hurricane

Matthew’s wrath, experiencing just the outer bands of the storm that packed 150-mph gusts at its fiercest points.

Although both storms forced contractors to temporarily halt work on the town’s beach project, there was a benefit for the beach: Both storms left more sand for the dredge to redistribute onto the Key’s sand-starved beaches.

Hurricane Matthew brought another benefit: It helped break up the red tide outbreak.

“Red tide seems to dissipate in rough water or high winds,” Town Manager Dave Bullock told the Longboat Observer in October.

7. PEACOCK CAPTURE LEAVES RESIDENTS CRYING FOWL Was what happened July 7 a peaceful culling of peacocks — or an act of bird brutality?

That’s where the town and a group of Longbeach Village residents disagreed.

Residents witnessed at least two trappers wielding rifles and handheld tranquilizer guns and said the trappers manhandled the peacocks they gathered that day by dragging the birds by their feet across lawns. The incident was especially emotional for Village resident Kim Kessler because she had fed two of the peacocks — nicknamed Leo and Mr. P. — cat food and bread for several years.

“I was hobbling down the street as fast as I could with my cane shouting ‘Leo, Leo,’” she said. After the capture, at least six neighbors were sobbing in the street, consoling one another for at least half hour, said Kessler, who erected a makeshift memorial to the birds in her front yard, complete with two peacock feathers.

“Did the trappers…butcher the rest and sell them for exotic meat?” it reads.

Streets, Facilities and Parks and Recreation Manager Mark Richardson, who was supervising the darting initiative July 7, said the situation wasn’t ideal, but it didn’t match Kessler’s dramatic telling.

BONDI OPINION ECHOES THROUGH TOWN Florida Attorney General Pam Bondi issued an opinion stating that the Florida Fish and Wildlife Conservation Commission — the state — has jurisdiction of the entire Intracoastal Waterway. Although the opinion isn’t a court precedent, it could derail a debate on establishing decibel-based noise restrictions that town commissioners intended to discuss this fall.

That decision grew out of an ongoing discussion between commissioners and staff about a potential ordinance that would establish decibel levels and zones with different thresholds. The town considered purchasing equipment that would cost up to $75,000 for officers to measure those proposed levels during enforcement. The initiative was targeted at noise from boaters partying on the shoal of Jewfish Key, Town Attorney Maggie Mooney-Portale said.

Currently, the Key’s municipal code rules that noise that’s “plainly audible, an annoyance and a disturbance” is illegal,

“No person shall make, cause, allow or permit to be made any unreasonable sound within the geographical boundaries of the town or within those areas over which the town has jurisdiction, including the waters and beaches adjacent to, abutting or bordering the town,” the town code states.

An officer can issue a warning if the sound violation is plainly audible from the complainant’s property. If it’s not corrected within 15 minutes or if it happens again within the next year, the officer can issue a citation.

Bondi’s opinion would render those regulations moot around Jewfish Key. Mooney-Portale lobbied against the opinion at the Florida League of Cities Growth Management and Economic Development Legislative Policy Committee meeting in October.

9. PATTIGEORGE’S CLOSES AFTER COLUMBIA RESTAURANT GROUP PURCHASE Regulars at Pattigeorge’s Restaurant gathered June 25 for one final dinner at the iconic waterfront dining spot. The restaurant closed after the site was purchased by the Tampa-based Columbia Restaurant Group for $1.9 million in June. Owner/chef Tommy Klauber and his father, longtime Colony Beach & Tennis Resort owner Murf Klauber, purchased Pattigeorge’s from Patti and George Neofotis in 1997 and created the restaurant it was for nearly two decades.

“I remember when George came into the restaurant after we bought it,” Tommy Klauber told the Longboat Observer on the restaurant’s last night. “He got all mushy.

Now I understand.”

Columbia Restaurant Group President Richard Gonzmart plans to invest $3 million to $4 million to build a new restaurant with 10,000 to 12,000 square feet.

10. WAGE CUTS PAY OFF FOR FIREFIGHTERS Firefighters rejected the town’s offer of an 11.02% wage increase and instead approved a three-year contribution that cut their pay by an average of 1.1%. Why? The town agreed to limit firefighters’ contribution to the Florida Retirement System (FRS) pension to the state-mandated 3% that all employees must pay. Previously, firefighters were paying about 14% of their salaries toward the plan.

Town Manager Dave Bullock said the agreement will save the town $230,000 over the next three years compared to a draft contract firefighters presented in April — mainly because a dollar in wages is more expensive than a dollar in FRS contributions when Social Security, Medicaid and other benefits are taken into account.

However, critics argued that the town was exposing itself to additional risk because the Florida Legislature determines how much municipalities must contribute to the system.

Previously, Longboat Key’s fire department was the sole fire rescue agency in the state that required its employees to contribute more than the 3% the state mandates.

Although firefighters accepted the wage cut for the remainder of FY 2016, they received an average 2.7% increase Oct. 1, when the new fiscal year began. Wages will rise another 3.9% in FY 2018.

At least 10 major projects on Longboat Key will at least start to come to fruition in 2017.

1 BAYFRONT PARK 4052 GULF OF MEXICO DRIVE The $3.7 million park renovation is scheduled to become a reality June 20. Plans include a kayak launch, dog park, pickleball, restrooms, playground, picnic area, covered pavilion, shuffleboard courts, multipurpose pathway, tech hub, bike facilities and a rain garden for stormwater runoff.

The town and Sarasota County, which owns a parcel next to the park, have partnered to fund improvements, with about $2 million coming from the county and $400,000 from the West Coast Inland Navigation District.

2 BRISTA HOMES 5630 GULF OF MEXICO DRIVE A March 25 referendum will determine whether Brista Homes Inc. of Sarasota can build up to 10 new homes.

Brista Homes President Mark Ursini bought 1.8 acres at 5630 Gulf of Mexico Drive from Mote Scientific Foundation Inc. for $1.35 million. The parcel is bracketed by Jungle Queen Way to the north and Tarawitt Drive to the south.

If the referendum passes, the developers would build a maximum of 10 residential units.

3 COLONY BEACH AND TENNIS RESORT 1620 GULF OF MEXICO DRIVE A March 25 referendum will determine whether the prospective developers at Colony Beach and Tennis Resort can proceed with the planned $1 billion redevelopment of the roughly 18-acre property.

Unicorp National Developments Inc. President Chuck Whittall has received an extension of the property’s 237 grandfathered tourism units through June 30, 2018. The referendum will determine whether another 180 units will be allowed for a total of 417.

545 BAY ISLES PARKWAY JP Morgan Chase & Co. will construct a 3,113-square-foot office building in the Shoppes of Bay Isles with a drive-thru, parking and an associated stormwater collection system. The bank branch is expected to open in the third quarter of 2017.

The building’s footprint has been reduced from the nearly 4,000 feet originally planned.

It will have 34 parking spaces, or more than three times the 11 spaces required.

220 SANDS POINT ROAD The $100 million Longboat Key Club Islandside project calls for a 259-unit hotel with 10 to 12 stories of expanded meeting space and approximately 93 condominium/villa units rising 130 feet.

Delray Beach-based Ocean Properties Ltd. will install up to 300 new tourist units with tourism and accessory uses within certain portions of the Key Club property.

All new development will be sited along Sarasota Bay on the south side of Longboat Club Road.

MAR VISTA DOCKSIDE 6 RESTAURANT AND PUB 760 BROADWAY The $2 million renovation of the Mar Vista Dockside Restaurant and Pub in Longbeach Village will be completed in December 2017.

General Manager Anthony Cucci, 46, said the number of seats will stay the same at 169, but the new facilities will offer an overdue upgrade while retaining the old Florida charm of Mar Vista. Work began Aug. 3 on the redevelopment project, which adds secondstory office space and storage, a new interior, 4,800-square-foot kitchen, fireplace, covered walkway and working water tower.

4120 GULF OF MEXICO DRIVE The former Pattigeorge’s Waterfront Restaurant on Longboat Key is going to be torn down and redeveloped as a 200-seat eatery yet to be named by the Columbia Restaurant Group. CRG President Richard Gonzmart, 63, said the new 10,000- to 12,000-squarefoot restaurant will cost anywhere from $3 million to $4 million to build. Gonzmart bought the property for $1.9 million.

The new facility will be flood protected, promote public access to the waterfront and offer pedestrian and bicycle access to Bayfront Park, according to plans.

Seasonal traffic crisis: What’s the answer?

Local officials want the public to know they’re working to ease traffic flow this season.

Sarasota City Manager Tom Barwin takes a deep breath when asked what can be done to improve traffic gridlock in the city and along the nearby barrier islands, including Longboat Key. Then, answers come rushing out: n Improving the calibration of traffic signals by adding updated traffic counts. n Roundabouts. n More than $6 million in improvements along U.S. 41 near the Ringling Bridge pinch point south of Fruitville Road. n Alternative transit. n A St. Armands parking garage planned to minimize cruising for too few parking spaces.

Those are just a few of the 150 improvements the city lists on its multimodal plan for 2016 alone.

“Contrary to what some people think, people aren’t sitting on their hands,” Barwin said. “It’s not like the remote control on the TV, obviously.”

The multimodal improvements list will take several years to implement as impact fees are paid and other capital improvement funding is identified, he said.

Barwin said Florida traffic is unique with an emphasis on problems during peak season and daily rush hours.

“Ninety percent of the time, the traffic is fine,” he said.

Florida’s population growth and an inability to expand transportation routes along builtout island roadways means new approaches are needed for the future, he said.

“I am predicting by the next census in 2020, our metro area in Manatee and Sarasota counties will be home to 800,000 people full time,” Barwin said.

“We’re growing up to be a major metro region. When you combine 800,000 full-time residents with 3 million to 4 million visitors per year, we need to start planning transit options. It’s time to face that reality.”

Sarasota plans to develop multiuse connections between downtown and bayfront and cultural attractions, which will be open to bicycles.

“Those are all conceived to get more vehicles off the streets,” Barwin said.

With six new hotels under development in Sarasota, Barwin said he hopes an electric shuttle system can be in place next year using an Uber-style app.

The shuttles will begin this winter to move people around Sarasota’s central business and cultural district but may be expanded in the future to beaches to complement SCAT services.

“I’m a realist,” Bullock said.

“FDOT will not do anything until they study it. They own the roads.”

Bradenton Beach Mayor Bill Shearon said he and the other three island mayors — Longboat Key Mayor Jack Duncan, Holmes Beach Mayor Bob Johnson and Anna Maria Mayor Dan Murphy — have been working through Bullock with FDOT to come up with ideas to immediately ease traffic.

Longboat Key Police Chief Pete Cumming said he’s been asked

Jo Anne Entwistle, 77, of Huntley, Ill., died Oct. 21.

She was born in Spring Valley, Ill., to Joseph and Catherine Busto.

She was a resident of Elgin, Ill., for 41 years. She graduated from Northern Illinois University Aug. 8, 1963, and married Jim Entwistle the next day. She was a kindergarten teacher for 28 years.

Jo Anne spent her winters on Longboat Key and enjoyed cooking and scuba diving.

Jo Anne was preceded in death by her parents; sister, Susan Siska; and brother, Dennis Busto.

Muriel Goldstein, 95, of White Meadow Lake, N.J., and Revere, Mass., died Oct. 30.

She was raised in Brooklyn, N.Y., by her late parents, Louis and Roselle Diamond Loring. She went to Erasmus Hall High School at 12 years old and later graduated with an English degree from Hunter College.

She received a master’s degree in education from Brooklyn College. Following a career in the New Jersey Public Schools as an English teacher, she earned a master’s degree in library science from Rutgers University.

She organized libraries in New Jersey public schools and behavioral institutions where she introduced poetry therapy. She belonged to many organizations that supported libraries and was a member of several book clubs.

She spent her winters on

Longboat Key, where she enjoyed swimming and playing tennis.

She enjoyed traveling, theater, opera, museum and attending lectures. She spent time completing The New York Times crossword puzzles and playing “Jeopardy!”

She was preceded in death by her husband, Murray Goldstein, and her parents.

She is survived by her daughter, Leslie Goldstein Fleischer and her husband, Edward; son Fredric Goldstein and his wife, Laura Brill; three grandchildren; and three great-grandchildren.

She graduated from New York University, keeping with her Dumont, N.J., roots and worked for BBDO and later as an agent for commercial actors. She was considered a pioneering woman executive in the advertising industry and combined a keen knowledge of show business and music with contracts and brand personalities.

She joined Ted Bates Worldwide and eventually became senior vice president of business affairs. She was married to Elky Stone, and the couple spent their Sunday mornings competing over the New York Times crossword puzzle. After traveling, she resided on Longboat Key, where she enjoyed music, theater and the circus.

Mrs. Stone is survived by son, David Wallace and his wife, Lauren Goldberg; stepsons, Mark and Peter and their spouses; and two granddaughters.

Miriam “Mimi” Stone, 84, of Longboat Key and New York City, died Oct. 1.

He was born to Marion and William Grossman in Grahamsville, N.Y. He graduated from Wesleyan University in 1964 and then became a minister in the United Methodist Church, like many in his family. He earned his Master of Divinity degree in 1969 and his Doctorate of Ministry in 1982 from Drew University.

In 1981, he married Laura Allene Stewart Grossman. He served as pastor for Millbrook Methodist, Scio, Friendship and Allentown churches and Harvey Memorial Community Church in Bradenton Beach. He was a senior pastor for First United Methodist Church Jamestown, Williamsville United Methodist Church, United Church of Livonia and Longboat Island Chapel.

He was the founding pastor of St. Andrew’s United Methodist Church in Amherst, N.Y. From 2005-2008, he was president of the International Council of Community Churches Ministerium. He was active in

FDOT is just beginning to work on a $675,000 traffic study aimed at finding solutions. Study results won’t be available for at least two years. FDOT spokesman Robin Stublen said the traffic study will be conducted during the 2018 tourist season.

Sarasota County is also redirecting $65,000 for a study to improve a nearly 1-mile leftcenter lane improvement along a portion of Gulf of Mexico Drive near Country Club Shores.

The seasonal traffic crisis has solutions, Longboater Bob Gault said. He spent 15 years with Universal heading parks in Orlando, Hollywood and Osaka, Japan, and 29 years at Sea World heading parks in Orlando, San Diego, Ohio and Texas.

“So, I know a little about traffic,” Gault said.

“The core issue is that Longboat is at the end of the traffic queue for access to and from Sarasota,” he said. “The intersections at Gulfstream, Fruitville and U.S. 41 were extremely deficient in handling the in-season traffic growth currently even before the new high density adjacent construction began, and other large projects are being considered in those locations.”

Gault said concurrence in approving new large projects downtown, along with traffic impact studies, is not apparent and must be executed.

The town is also talking with FDOT about installing $1 million roundabouts at Broadway and Longboat Club Road on Gulf of Mexico Drive, although no decision has been made.

Bullock urges residents to press for solutions even when tourists are gone after season.

“Like all public agencies, FDOT reacts to public input,” Bullock said. “The real work is not letting it die out in June.”

Voting closed Oct. 31. And the winner is ... Cathy Duguay, of Bradenton. She and her family took a cruise around the Greek Islands that landed June 25 in Istanbul on her 60th birthday.

They left the country the day before the terrorist attacks.

He was part of the Sarasota Community Foundation, briefly ran for mayor of Longboat Key and was commodore of Bird Key Yacht Club. He also served on the vestry of the Church of the Redeemer.

An Air Force veteran, he worked in sales and marketing for Eastern Airlines and Vantage Travel.

She was an art dealer in Detroit who opened her own art gallery in the 1960s that carried the works of many famous artists. She moved to Longboat Key in the 1980s with her husband. After his death in 1995, she moved to Sarasota.

PATRICIA KENNELL Patricia “Tricia” Kennell, 84, of Sarasota, died Sept. 6.

During her youth, Tricia and her sister, Barbara, had a dancing act. Later, the pair joined London’s Tiller Girls procession line-dancing company. Tricia was hired by John Ringling North and moved to the United States to join the Ringling Brothers and Barnum and Bailey Circus as a showgirl dancer.

He was an active member in the Suncoast Yacht Club and the Sarasota Yacht Club.

He was a Realtor in Wilmington for 40 years before moving to Longboat Key in 1986. On Longboat Key, he became heavily involved in tennis and fishing. He served on the boards of Temple B’nai Israel and the Men’s Club.

LYNN MOORE Lynn Moore, 87, of Longboat Key and Stamford, Conn., died July 7.

A veteran who was stationed in South Korea during the start of the Korean War, he went on to work as an accountant for Hertz Corp., eventually rising to the position of executive vice president. He finished his career as president of his own company.

Peter Palmieri, 81, of Longboat Key, died May 11.

DONALD PIKE JOHN REDGRAVE Former Longboat Key Mayor John Redgrave, 90, who served for seven years on the Town Commission, died Sept. 17.

During his time as mayor, the town oversaw a $23 million beach renourishment project and made strides toward completing canal dredging and revising the town’s commercial codes. Redgrave served on commission from 1997 to 2004. He was a key figure in the development of the Longboat Key Public Tennis Center.

BENCION MOSKOW Bencion “Bud” Moskow, 92, of Longboat Key, died Sept. 23.

He was a lawyer, real estate developer, farmer and World War II Army officer.

ALFRED MYERS Alfred Myers, 78, of Longboat Key, died June 2.

He served in the U.S. Navy on the USS Harwood during the Cuban blockade. Later, he worked for General Motors, becoming an overseas corporation auditor for the company.

The thrift shop recently finished an extensive floor-to-ceiling renovation. The room now boasts new decorative displays and furniture areas.

The renovations took place after an anonymous donation of more than $100,000.

The outside of the old cottage was renovated in the spring, and the inside was renovated during September.

The thrift shop is open from 9 a.m. to 1 p.m. Mondays, Wednesdays and Saturdays.
