he Town Commission last week entered an agree ment with Manatee County to begin working toward construction of the roundabout at Broadway Street and Gulf of Mexico Drive.Since the project’s start in October 2021, design is about 65% complete. The design, permitting and con struction documents are expected to be complete in November.

The budget that also includes capital project funds, enterprise funds, debt service and special rev enue funds, calls for $85 million in spending, $49.5 million in revenue, a beginning fund balance of nearly $91 million and more than $55 million in the fund balance at the end of fiscal year

Funding sources and the timeline for construction are to be deter mined. Construction must be coor dinated with the Florida Department of Transportation as the project is on a state road, though state officials typically look for local spending before considering funneling state dollars into a project.

The town’s portion of the agree ment requires staff to complete the project through its own forces or through contracted service provid ers. The town will submit written requests and invoices each month to the county for payments made. The project is being designed and

permitted by consultant of the town Kimley-Horn and Associates Inc.

According to a staff memoran dum, such point-in-time violations are those that are inherently transi tory such as short-term rental vio lations that are corrected once the occupancy ends. Staff expressed that such violations are ill-suited for the town’s typical code enforce ment process that provides a viola tor multiple opportunities to correct a violation prior to receiving an order from the special magistrate.

Longboat leaders consider changes to the way it accepts, investigates and enforces its own rules and regulations.

If violation persists, property owners in violation of some codes can be immediately issued a civil citation, instead of a notice of violation. These citations are accompanied by fines dependent upon the severity of the issue. The town is in the process of adding an additional 10 codes to the list that would be eligible for a citation rather than a visit with the magistrate. Opposition to a civil citation heads directly to circuit court, bypassing the town’s special magistrate.

Additional codes could also be added to the list of those that qual ify for an immediate citation rather than needing to go through the hear ings process. Examples of the new list include dogs or cats prohibited on beaches, property maintenance standards, sound regulations, spot lights or floodlights and the town’s code that regulates size and place ment of temporary signs.

Code Enforcement Officer Chris Kopp and Longboat Key Police Department officers are able to enforce code violations, which typically follow a similar path from violation to an appearance before the Special Magistrate.

If a violation remains in place after an initial conversation, a notice of violation can be issued that lays out a timeline that property owners must follow to comply.

If violation persists, the owner can be called before the town’s special magistrate. Similar to a court of law, the town is able to state its case, followed by the property owner. The special magistrate typically sees five to 10 cases during monthly meetings, which are held at Town Hall.

The ordinance reflects revisions to the make-up, organization and hear ing process. The majority of changes follow the termination of the Code Enforcement Board, which sunset ted at the end of the 2019 fiscal year and was replaced by a special mag istrate, who hears the town’s side of a case, an accused offender’s side of the case and then renders a ruling.

As of Sept. 16, Kopp had about 180 open cases. Each day he is able to close some along with new ones coming in. Along with Kopp, the Key’s police officers are also able to enforce code violations.

If a property owner goes before the special magistrate, the magistrate has the opportunity to decide whether to provide the owner with more time to return to compliance and order a date compliance must be reached or issue a fine. Appeals of a fine go to circuit court.

YOUR NAME, PLEASE? One of the most noteworthy chang es to the code enforcement involves violation reporting. Because of a state bill that went into effect July 1, 2021, anonymity of those reporting a violation is no longer optional.

Among the changes proposed for the special magistrate were language indicating it is the town’s burden to demonstrate a violation occurred, allowing multiple violations to be heard and for the magistrate to allow for extensions for returning to compliance.

After initial approval this past week, town commissioners are expected again to discuss the pack age of changes in a public hearing on Oct. 3. A vote to approve then will set the new plan in motion.

“There’s two ways to look at it,” Kopp said. “One is now you’re going to get less people calling because they don’t want their name attached to it. There is a concern there because people want to do the right thing, but they don’t necessarily want any potential backlash of them being the whistleblower.”WhileKopp raised concerns about important reports deterred from being made, he did vouch for the change in terms of civil disputes between neighbors arguing with one another.“There’s also the other side where there are small civil disputes between neighbors and they try to call code enforcement to tell on each other sometimes,” he said. “They can turn out to be frivolous complaints, which then clog up our government system and our Multiplemanpower.”commissioners said they weren’t comfortable with the state’s ban on anonymity, but Planning, Zoning and Building Department Director Allen Parsons said officers may still be able to practice discre tion when investigating violations regardless of reporter identity.

Commissioner BJ Bishop also presented concern with compliance time, presenting the example of loud music being turned back up shortly after officers have left.

3. Marine turtle protection: The majority of calls for this violation come from sea turtles

“We are always aiming for com pliance,” Parsons told the commis sion. “We are not aiming to have a revenue generating source. Our first line of presenting someone who may be violating our code is not to issue a citation.”

“With changes, new things that we learn, new techniques and new state legislation that comes out, in order to stay on top of it, we need to make sure that all of our code enforcement ordinances are up to date,” Code Enforcement Officer Chris Kopp said.The frequency of changes is dependent on the code itself. For example, the short-term rental code has not been changed since 1982 and remains one of the town’s hallmark regulations. In its most basic form, the rule forbids home or condo rent als of fewer than 30 days in residen tial zones. However, the sea turtle protection regulations have been changed about every four years fol lowing new research.

Trespassing: The owner of a home asked police to hear her story of apparent trespassing. The owner said the home was nearing the completion of sale, but she arrived after three months to find some of her belongings moved around. She said she had heard from neighbors that the soon-to-be owner visited several times without her knowledge. In one instance, the owner said, property had to be retrieved from a trash bin by a real estate agent. The owner, requesting periodic patrols of the home, said no one other than a cleaning crew and a floor-repair craftsman were expected to be inside until the sale was final.

The town is allowed to use the funding on eligible projects, which fall into four categories.

A routine records check with a crime-information database indicated the 39-year-old was the subject of a no-extradition warrant from South Carolina.

At the time of the meeting, the town was unsure how close the fund ing received from ARPA will put the town to being able to fund the flood ing projects, but the town has been working to apply for state and federal grants that would further aid costs associated with the projects, Harmer told commissioners.

Based on guidance from town auditors, the commission amended the ARPA Special Revenue Fund in March, transferring the first half to the general fund. The second half of the relief funds go directly into the general fund, increasing the unap propriated fund balance by more than $3.6 million.

Friday and surgery a week later. The surgery went well, but that’s a whole other story. The surgeon removed the tumor and did take out several lymph nodes to biopsy to see if the cancer has spread.

I am thankful to Sarasota Memorial Hospital for its invest ment in oncology, and my sur gery was performed in their new oncology wing. The experience was stressful, and no one wants to go through this, but I knew I was in good hands, and it was as positive an experience as it could be under theItcircumstances.hasbeenlessthan a month and a half since my journey first started, though I told my sister I feel like I’ve aged 10 years.

Then pit every group you can identify against the other to create maximum social unrest, which of course can only be attributed to the failings of your opponents, your enemies. Vilify them, blame them for every social, societal ill. Then preach the gospel of redemption, that only you and your kind represent hope for the future and lasting peace and prosperity for everyone who swallows your gospel.

Think back over the past 19 months. If you reflect and examine what has transpired in every facet of American life and in the U.S. economy, the evidence shows that practically everything Biden, his wizards and the Democratic Party Congress have done has had the opposite effect of that mission.

William Ladd, who constructs most of the artwork, says he wakes up at 5 a.m. and works out before he heads to his studio. Then he works about eight hours at beading and weaving before he goes home, and ultimately he works even more once he gets there.

“Our mom and dad were like 20 and they had four kids,” says Wil liam, telling a long story about the green panel in a multicolored wall display. “We spent a lot of time at our grandparents. My grandfather was a baker, and my grandmother would watch us. It was four of us.

Their mom, meanwhile, provided them and their two siblings with love and affection and nourishment. And that’s why much of their art is rooted in family nostalgia and sentimental ity but also with a biting sense of humor and an ear for subversion.

“But all the kids are grown now.”

“We would be running around and we’d be like ‘What’s for dinner?’ and she’d be like ‘Poison.’ So we titled the green one ‘Poison’ after Grandma.’”

“Work for me, work for free,” jokes William of his family and friends assembly line. “You have to wait until they volunteer. If you draft them, people will start dodging that.”

Steven Ladd, older than William by one year, handles the business end of their art practice now, and he says their industry really began acciden tally. They were working in the adver tising business and living together in Bushwick, New York. During their free time, they were making intricate accessories and handbags that took hundreds of hours apiece.

At root, the brothers say, they love what they do, so it doesn’t feel like work. Their work ethic comes from their father, they say, who was a top electrician in St. Louis who worked 70 hours a week for most of their childhood. And it wasn’t just that; he worked with his brothers, provid ing a family template for William and Steven that lasts to this day.

Another wall display is a mock family tree with beaded portraits of their various family members, each representing about 60 hours of work.

“The next day, we got incorporated as a handbag and accessory com pany,” says Steven Ladd. “That’s the company we’re still incorporated as today. That was January of 2000.”

Then, when the plans for their exhibit at Sarasota Art Museum came around, the brothers knew exactly how to use their trees.

It’s the story of America and what binds us together as citizens.

The project started local, but now it has a national footprint, mirroring the brothers’ art trajectory. They’ve managed to show their work in gal leries as far-flung as Hawaii and Sheboygan, Ill., and now they have the hard job of summing it all up.

“When the community comes here, they’re going to be able to walk through this whole exhibition and see this artwork before they go into the Scrollathon,” says Steven.

That extended family tree grew to 20 beaded portraits, all on display at “Lead With a Laugh.” William jokes that at the end of the project, when they were considering expanding the family tree to 25 frames, he had to prioritize whose face was worth spending 60 hours depicting.

Now, 20-plus years later, their lives have changed and so has their art. The Ladd brothers work together in their studio five days a week, and they work together at their property in upstate New York.

There are huge wall hangings of various shaded colorings and a floor display that represents their prop erty in upstate New York.

It’s gotten to the point that they enlist student interns to help them with their artwork, and their parents and uncles and cousins also have spent time beading and weaving.

One of their latest works, the rep resentation of their property, began seven-and-a-half years ago but nev er really took shape until recently.

They’d use them to depict the place that inspires them.

“A lot of times when we’re working with the communities that we work with on the Scrollathon, they don’t necessarily have the sense that art ists exhibiting in museums are actu ally alive. And they also don’t think that the things they make can be exhibited in museums. So here they’ll be able to experience the artwork we made, meet us and know that we’re alive and not dead. And then also contribute to a collaborative master work that they helped to make.”

“I’ll work studio hours, then I go home,” he says. “Usually I’m hang ing out with my kids; I’m playing with them for a couple hours. And then when they’re like, ‘OK, we’ve had enough Dad,’ I’ll start working on beaded portraits. You make time for a little bit of everything.”

“We have this property in upstate New York called Santa Poco,” says Steven, hovering over the model. “We built a shed for me, one for William and one for my Mom and Dad. We’re always kind of up there together hanging out and brain storming and thinking. And we have two kind of distinct areas of the property; we have like a wood forest where we have those sheds. Soon after, he found himself doing a portrait of his wife and he figured he’d keep on going and do his entire family. But there are a lot of Ladds.

“We do it at a low temperature, so it takes a long time to cook,” says Morales. “Once it comes out of the cooker, it’s perfect.”

USING THE WHOLE BUFFALO: The meat is all over the menu. It starts in the authentic barbecue section and stretches into pretty much every dish. Morales says you can get a salad or a vegetarian taco plate at Stottlemyer’s, and there’s also fish options like salmon, catfish and mahi mahi for people who don’t want to eat barbecued meats.

Rodriguez says smoked meat will find its way into tacos, chili dishes, pizzas, meaty macaroni and cheese sandwiches. It’s even found its way into the vegetables.

And that’s why Monica Rodriguez, the assistant general manager at Stottlemyer’s, tells people to arrive on an empty stomach.

sailing knots. And the final station offers practice on ducking under the sail when changing direction — or jibing.After practice on land wraps up, the women are told to jump off the dock into Sarasota Bay, once wearing a life vest and once without.

“I absolutely fell in love with the place,” Seven said, adding she had a Sunfish at home and was told about the local racing club. “I said that’s where I want to be in the next four to five years, whenever my boys are out of the nest.”

The boys left the nest last year, and at age 51, Seven headed for Sarasota.

“They came out and said you have to go back to the start, so that’s how I started,” she said. “So it’s possible for everybody to learn how to sail, and we have so much fun.”

“We like them to come in for these two weeks because they create a bond with those women. The camaraderie is just stronger.” Hillmyer said. “It’s like going through hell week together. They have a really good time.”

The first week is spent on the basics. The second prepares pro spective Lassies to race. The Lassies operate under the larger umbrella of the Florida Women’s Sailing Asso ciation and every Thursday during race season, they race a different club from the association.

Adding this year’s recruits to the roster makes a total of 100 Lassies. Ages in the group vary from the mid40s to the 80s.

they can stay on as a social Lass ie and continue to attend parties. Retired Lassies also have their own club called the Anchors. They meet for lunch once a month.

But Steele hadn’t sailed a day before joining. During her first race, everyone else had made it through the course and were waiting to start the second race.

Carrie Seven moved from St. Lou is this past year and is one of the 10 women enrolled this year. She heard of the Lassies in 2018 when her sail ing club in St. Louis, the Flying Scots, participated in the squadron’s Mid winter Regatta.

“A lot of times, women crew for their husbands or boyfriends or on other boats,” Donna Hillmyer said. “With this, you are the one driving the boat, going where you want to, and it’s your challenge that you’re taking on. It’s really empowering.”

Luffing means to steer a boat up into the breeze and is a more apt moniker for this group that not only enjoys the wind-driven, nautical pursuit but also teaches it every Sep tember during a two-week course.

“It’s so we know and they know that when they hit the water, because you often swim more than you sail in the beginning, that they aren’t nervous and won’t react adversely,” Hillmyer said.

Thirty women applied this year, but there were only 10 spots avail able. Some women realize before and during the classes that sailing isn’t for them, but the class size is inten tionally kept small because it’s easier to teach a smaller group.

Carrie Seven is new to the Lassies, while Donna Hillmyer was practically born into the group. Her mother joined in 1979.

Several area nonprofits had booths. Restaurants were serving up their best dishes. A bar, DJ and lounge area encouraged the crowd to mingle while snacking and filling

“This is an opportunity for our members to showcase their products and services to the region and for consumers to meet businesses who are giving back to the community,” President of the LWRBA Brittany Lamont said. “And (giving back) is really a lot of being a part of these organizations, whether it’s the Longboat Key Chamber or us.”

“This is the first expo since Covid,” Stubbs said, “I wanted to come back with a bang.”

“I’m pleased with the turnout, especially after last year,” Longboat Key Chamber of Commerce President Gail Loefgren said. “It’s just nice to see people coming out again.”

The expo is organized by the Lakewood Ranch Business Alliance and the Longboat Key Chamber of Commerce. The numbers are still bouncing back after COVID-19, but 80 booths lined the arena and about 500 people walked through.

Last year’s expo only saw about 100 people and ended early.

Barbara was born in Chicago, IL to the late Virgil Hodges and Gladys (Potter) Hodges and was an older sister to Connie (Hodges) Pagano, who predeceased her. Barbara grew up in the southern part of Chicago, living with her grandmother, Elsie (Petersen) Potter, during the Great Depres sion. She later lived with her mother and father and attended Thornton High School in Harvey, IL. She had many good friends there, and in addition to participating in the theater, she was a member of the Jays, a social group at school. After high school she attended the University of Colorado, where she was a member of the sorority, Alpha Omicron Pi. It was at CU where she met her future husband, and after Lynn’s graduation in 1952, the two were wed, settling in Chicago and beginning their 63-year marriage. In the early 1960’s, Lynn’s work prompted the couple to relocate their young family

Throughout her life, Barbara volunteered wherever she felt she could do the most good, especially at her children’s schools. She and her husband remained avid boaters and were long-time members of the Mianus River Boat Club. In the early 1980’s they became snowbirds and enjoyed the Florida sunshine, wintering at their residence in Longboat Key. She loved to volunteer for various social events at Spanish Main Yacht Club and at Christ Church. She loved to visit with the residents that lived around her.

The outreach’s last drive benefited Riverview High School’s Cyesis program for pregnant teens and parents still seeking high school diplomas. At the end of the afternoon, there was a mountain of diapers, wipes, baby blankets and toys ready for delivery.

The women of the Longboat Island Chapel were so excited their charitable outreach program was chosen to benefit this month that they donned matching lobster earrings and hats they found on Amazon.Whiletheir earrings sparkled and they had a great time at the event on Sept. 16, this group is serious about giving back yearround. Volunteers operate the Lord’s Warehouse, a thrift shop that raises money for the chapel and its outreach program, which supports 19 nonprofits.
