Her comments also switched the conversation to keeping the beaches clean and the Key more environmen tally friendly as a whole.
At the time of Parsons’ report, Bradenton, Anna Maria and Mana tee County did not have scheduled discussions about a potential ban.

The ban would not hinder use of unfiltered cigars and pipe tobacco use, which are still protected by state law. A state law that previously stopped local governments from passing beach smoking bans was rescinded in the most recent session of the Florida Legislature.
The next step for the ordinance is another public hearing on Oct. 3, which could include the approval and adoption of the ban.
The knowledge that other local entities are moving in the same direction aided in the Town Com mission’s decision to also approve the first reading of the ordinance.
Planning, Zoning and Building Director Allen Parson said it would be relatively easy to add smoking to signs already indicating appropriate beach behaviors.
“I certainly don’t want to have Longboat Key be the only smok ing beach around here,” Vice Mayor Maureen Merrigan said.

Town commissioners in their first public meeting in two-and-a-half months approved a contract mak ing St. Lucie County Administrator Howard Tipton the barrier-island town’s next chief executive, replac ing Tom Harmer, who announced his retirement in June.
Criteria included a candidate who is a seasoned public administrator, local government manager, someone with experience working in Florida and in a coastal area and some one who would be able to continue developing the relationship between Sarasota and Manatee counties.
“We are delighted to have you here at the beginning of a wonderful rela tionship,” Mayor Ken Schneier said.
“I love the fact that the team itself seems to be very strong,” Tipton said of his choice to pursue the position.
When Harmer was conducting his search for a candidate to replace him, commissioners provided him with criteria for the right candidate.

Tipton, 64, has agreed to an initial four-year term, compared to Harmer’s five-year term. After his contract is up on Jan. 29, 2027, Tipton would have a two-year extension opportunity. Following the potential extension, he would additional renewal opportunity yearly.Herequested the inclusion of housing allowance of $24,000 annually and a relocation allowance of less than $10,000.
The contract was approved in a vote of 6-0 by town commissioners. District 2 representative Debra Wil liams was absent.
“This is the commission’s deci sion,” Harmer said. “They have all had meetings and discussions with Howard, and I know that Howard is interested and excited about coming, if the commission approves the con tract. It is still ultimately the com mission’s decision.”

After touring the town with Harmer, Tipton was able to see for himself what Harmer meant when describ ing the area as a “paradise.” The attractiveness of the area coupled with his interest in continuing simi lar work on a smaller scale is how Tipton came to accept Harmer’s nomination for the role.
The commission also approved Harmer’s contract extension in a 6-0 vote.
Tipton requested a starting salary of $211,500, which is approximately $7,500 greater than Harmer’s current salary of $203,216.Thedifference in salaries evens out due to Tipton’s indication he is not seeking the long-term care insurance benefit that the town provides Harmer. The removal of the benefit from Tipton’s contract saves the town about $7,000.
In a biography posted on the St. Lucie County website, Tipton has served for 40 years with four Florida government agencies. Before coming to Brevard County, he served as deputy administrator of Orange County and was chief administration officer for the Orange County Clerk of Courts. Additionally, he was president and chief operating officer of a golf course development company.Tiptonearned a Bachelor of Science from James Madison University and a Master of Public Administration from the University of Central Florida, and he completed the program for senior executives in state and local government at Harvard University’s John F. Kennedy School of Government.

For Harmer to continue with the town past his initial plans, he requested three items for him to agree to extend his stay.
And the similarities don’t end there.Harmer previously served as the city manager of Titusville in Brevard County, adjacent to the Kennedy Space Center east of Orlando.

Manatee County commissioners established plans this past week for a further reduction in the tentative millage rate for Fiscal Year 20222023.Commissioners added a decrease of .10 mill to the previous decrease of .20, setting plans to lower the rate by a total of .30 mills. This change would bring the countywide operating millage to 6.2326.

Barancik Foundation launches media plan

In announcing the project’s launch Monday morning, Matthew Sauer, the collaboration and impact officer for the Barancik Foundation, said the news team will operate independently under the auspices of WUSF. A board of three advisers also is being sought. The Observer Media Group participated in discussions with the Foundation and other news sites on the formation of the project.

We aim to address that problem head on by adding new resources to cover important topics that affect our communities.”
Commissioner Misty Servia was absent.Commissioner Vanessa Baugh said there were important trade-offs between decreasing the millage rate and managing other issues, including inflation and the maintenance of services to the public. She also said in the case of a disaster, the county could still adjust its funds to those emergency situations.
“Unfortunately, that is probably going to put us right in the middle of season, which we don’t want to do for our own reasons, let alone the impact to residents and the town.”
Around the middle of November, residents can expect to see the pres ence of more materials as the com pany is expecting to have the major ity in their possession at that time.
A building pad and the beginning stages of the foundation of the site work and stage will start to form. Impacts to traffic are expected as trucks of dirt and concrete will start to arrive during those months.
Site work for the town center is town-funded with about $530,000, which includes $445,000 from the town’s land-acquisition fund. Work includes raising and re-grading the site with fill. Additional stormwa ter infrastructure will be installed to accommodate site work and antici pated future buildings. The late Evelyn Mink went above and beyond in her benevolence and dedication to Marie Selby Botanical Gardens.Mink,who volunteered in the Selby Gardens Welcome Center for 25 years and retired just before her 100th birthday, left the botanical garden a $2.5 million estate gift.
Sarasota-area boaters can be forgiven if their Labor Day weekend voyages left them in a New York state of mind.
No, the Yankees haven’t switched to a more leisurely road-game itinerary, nor did the level of pizza quality suddenly spike in these parts.
However, after going out to bids, the final total came back to the town at about $860,000. The remaining money was raised with the help of about 12 other individuals.
Since construction will take place during peak season, scheduled events will be planned around the construction activities on the site.
And who was Dorothy Day, you ask?She was a journalist and social activist who fought for the hungry and poor on the borough of Staten Island.
The new rate was set through a vote of 5-1 after a motion by Commissioner George Kruse, who had also motioned in favor of the previous decrease. The vote took place with Commissioner Carol Whitmore offering the only dissenting vote.
Still, some use of the space will be possible through efforts to keep attendees away from active work zones.“My intent is this area is to try to preserve a significant portion of it and have that be available for smaller, midsized events,” Russo said. “The larger events we may not be able to accommodate on this site, but we are going to do everything we can to work with you.”

Fire Marshal Jane Herrin responded to the scene and the State Fire Marshal’s office will be handling the remainder of the investigation into the cause. Two people were initially reported to be in the apartment, though only one was found. Damage was contained to a single unit.

Suspicious incident: A caller complained to police that a landscaping crew dumped cut branches into a canal instead of disposing of them properly. A man on the crew explained to police that the crew was removing a tree from the premises and that they would return the next day to cut branches that were hanging over the water, though the officer reported no hinderance to navigation.
Citizen assist: A police officer retrieved from the station a batteryjumping device to help get a stranded driver’s car going again. A check of national and state crime-databases was done before the driver went on his way.

Suspicious incident: A caller aboard a moored boat called police that a break-in had nearly occurred on her vessel. In learning more about the incident, an officer noted the caller’s story changed several times and that the caller likely was inebriated. Another person on the boat said no near break-in took place.

A man was rescued from an apartment fire last week and brought to Sarasota Memorial Hospital, fire officials said.
The 1:35 p.m. fire on Sept. 6 prompted closure of a lane of traffic near Beach Harbor Club, 3804 Gulf of Mexico Drive.
Fire officials said the man was found in the kitchen of a third-floor unit and was conscious through the ordeal. He was taken by ambulance in stable condition.

“They call me The Big Yank,” he says of his following in Ireland. “I’m 6-foot-7, so it’s hard to blend in over there. I’ve gotten out there and I’ve played a lot and people know my name. They know what I look like, but I’ve got a beard now. I’m no lon ger 12, you know?”
Caulkins says Key Chorale will be singing together for the first time since May, but the singers have all had access to a video guide of the material to allow them to practice.

They’ve never done such a show as this, but that’s part of what makes it exciting for singers and band alike.

How do you manage to rehearse when your performers are split between multiple states?

But he’s hoping, at this point, that people are ready to come hear music in person.

“We’re going to just do the most fun part of music, the details which make it really enjoyable.”
“We were mostly in person pretty much all last season, but everybody comes back to the concert hall in their own time,” he says.
“It’s very natural to us. We all have the same repertoire,” he says. “Once we get down there and have our first rehearsal, it’s going to be really cool to see how it all pieces together.”
And then, of course, there’s the chorus of singers dozens strong that Caulkins leads from the podium.

“Last year we did a show that was all gospel music, and it was a nice way to kick off the season,” says Caulkins. “I thought, ‘What would be another thing that would appeal to a lot of people?’ The timeless melodies and infectious rhythms of Irish and Celt ic music seem to be a good fit.”

Josh Scheible and Caegan Qui mby, singers and songwriters for Physical Plant, went into a brief musical exile during the pandemic that allowed them to sharpen their material. They’ve emerged with a veteran rhythm section with ties to several other local Sarasota bands, and they’re celebrating the August release of their second album, “Hot Future,” which is a reference to cli

Scheible, a graduate of Braden ton’s Southeast High School, has been playing in Manatee County bars since before he was allowed to drink. The guitarist estimates he played more than 100 shows as part of Magic Tree Conspiracy, a classic rock cover band, by the time he got to New College. Then he met Quimby as a freshman and became friends.

“We’re older now,” says Quimby, who started Physical Plant as part of an independent study project at New College. “We’re the age of the bands — maybe older —that were asking us to play shows back then.
The pair began working on music together and immediately recog nized that they had an excellent partnership, and they credit one of their professors, Steve Miles, not just for recognizing and encouraging their talent but also for giving them


Physical Plant emerged from the pandemic with a new album, two new members and a resolve to keep writing new songs.

Their first album, “What’s Laid Down,” came out in 2018, and four years later it’s a completely different band with a different mindset.
“I’m going to keep doing it wheth er I’m getting paid or not,” Quimby says. “So we never doubted that we’re going to keep doing some thing. But each time the lineup dis solves, it’s very anxiety inducing.
The next step — the Hot Future, if you will — sees Physical Plant not just making its own music but also setting into the parallel path of finding gigs for themselves and other bands around them.
“We got to play with people from the orchestra. We got to write for people from the orchestra. We got all these very interesting performance opportunities that happened through New Music New College.”

“Caegan and I, we’re both clas sic perfectionists and overthink ers,” says Scheible. “It’s nice to have somebody in the room who is the ‘Just do it,’ attitude. It’s nice to hear that because between the two of us, (we) will just talk, talk, talk.”
But when they look at the local scene, they realize that it’s a challenging environment for them and for other bands like them.
They make sure to point out that their old bassist, Dave Baker, has not left the band. He’s just entering a new phase of life as a father, and they’re forging ahead with their old music and with their new stuff.

Scheible and Quimby spent the pandemic rehearsing as a two-piece outfit with a drum machine, and their partnership was only strength ened by their mutual commitment.


How do they write songs? Do they
The band’s new drummer, Michael Murphy, formerly played in Equines and Cats in the Basement, and young Scheible and Quimby first met him as a promoter who got them their first gigs. Dave Cornicelli, their new bassist, formerly played in Hail Dale and the Umbrella Cult, and he brings versatility because he can also play drums. But more than their musical chops, Murphy and Cornicelli bring a new attitude to the band.
Scheible says he’s more of a per fectionist and often doesn’t bring a song to the band unless it is a com pletely finished product.







“We always just tried to have faith, just kind of write more songs.”
But it wasn’t just their schooling; Scheible and Quimby also say that the indie rock scene in Sarasota from about 2010 to 2015 was incredibly productive and nurturing.
They’re scouring the local scene and looking for places to play. Physical Plant is going to be playing a show at the Ringling Underground in November, and they say it would be nice to return to their roots at New College and play there again.
The pair meets once a week, on Wednesdays, to tighten up musi cally and prepare for their Sunday full-band rehearsals, which usually see them striving to stay tight on their current material.
The important part of their part nership, though, is that Scheible and Quimby share the same tastes.
“When we disagree, it’s usually pretty relevant. There’s a reason we disagree,” says Scheible. “About 95% of the time, we like the same stuff. But the sticking points, it’s usually something interesting to tease out.”

Most flags were placed in a straight line along the bayside sidewalk, but the line wove in and out around tufts of shrubbery when needed. The Public Works Department takes great care and pride in placing each flag an equal distance from the next.

In the early 1970’s Cynda moved to New Mexico to pursue her interests in horse ranching and art. After living in Santa Fe for many years, she moved to Plymouth Harbor in Sarasota, where she continued creating art in various forms. She died peacefully after a brief illness on September 3, 2022.

Cynthia (Cynda) was born in New Rochelle, New York in 1930 to William Duncan Green and Gertrude Jenkins Green. She was the youngest of three chil dren.She attended Vassar College. After college she married DeVere Dierks, Jr. of Kansas City, Missouri.

With the help of town workers, Longboat Ace Hardware, Chamber members and the community, a Longboat Key tradition was created, one that Loefgren feels will long outlive her role as Chamber president. Only a hurricane could stop these flags from flying.

“This is one of the proudest things I ever dreamed up,” Loefgren said.

They moved to Hot Springs, Arkansas and raised a family.
In 2004 and 2017, hurricanes Ivan and Irma did just that. But Friday morning, eight Public Works employees spent four hours working through on-and-off rains to get them into the ground. The result is a stunning show of patriotism and remembrance.

The focus of the program has changed since 1989. The initial goal was to learn about dolphin ranging and social patterns.
“We and the dolphins breathe the same air, swim in the same water, catch and eat the same fish and live in a complex community that includes multiple generations of relatives and long-term friends and associates,” scientist Randall Wells said. “What we do to the local ecosystem affects usSinceall.” 1989, Wells has studied the local dolphin population for the Chi cago Zoological Society. The Sara sota Dolphin Research Program is housed at Mote Marine Laboratory & Aquarium but is not run by Mote. About 170 dolphins are long-term Sarasota residents. The population typically increases around 2.1% each year. Down years are usually caused by red tide, but Wells credits the steady increase to five factors: a net ban in 1995, improvements to water quality, improved responses to dol

The net ban reduced deaths due to fishing nets and left more prey fish available in Sarasota Bay. Mote’s Stranding Investigation Program has improved detection and responses to dolphins in distress. And as the pub lic became more aware of the threats to dolphins, threats from fishing gear, boats and pollution decreased.
Nicklo’s replacement as the oldest wild dolphin is FB54, a 51-year-old female. FB stands for freeze-brand, the dolphin version of a medical identification bracelet placed on the dorsal fin. It links the dolphin to its own specific medical record.

Dolphins are part of the Longboat community, too
“Over the decades, our work has transitioned from an academic focus on what dolphins do to conservation related work to benefit dolphin pop ulations here and elsewhere around the world,” Wells said. “We are also beginning research on dolphins off shore of Sarasota.”
The Sarasota Dolphin Research Program was started in 1989 and tracks about 170 dolphins around Sarasota Bay.

Wild animals are resilient at hiding sickness and injuries. However, you can look at overall respiration, heart rate and changes in behavior.
How long have you worked at Mote?

We rescue, rehabilitate and release various sea turtles of all life stages from hatchlings through adults. Connor is an example of a loggerhead turtle we rescued and released off Longboat Key.

What is your most memorable rescue experience?
By the time Ginger was released in 2009, Mote volunteers and staff had spent 1,320 hours monitoring her condition along with rehabilitating this dolphin on an all-live fish diet because she refused to eat dead fish that we normally maintain our patients on. Ginger had eaten nearly 4,000 live pinfish. That’s 35 pinfish fed five times a day at about $1 per fish by the end of her release. Researchers continue to see Ginger to this day.

Currently, most of the animals Mote treats are sea turtles. At this point, Mote has rehabilitated over 800 turtles, not including the yearly 2,000 hatchlings we treat.
