Split Office of “City Auditor and Clerk” into City Auditor and new City Clerk
Ballot Summary: Splits the office of “City Auditor and Clerk” into a City Auditor, who remains a charter officer appointed by the City Commission, and a separate office of City Clerk under the City Manager. The City Auditor retains and is limited to audit and investigatory duties. Existing duties of the “City Auditor and Clerk” unrelated to auditing are transferred to the City Clerk, except that administration of city pension plans is transferred to the City Manager. Description: This Charter amendment splits the position of the current “City Auditor and Clerk” into a City Auditor and a separate City Clerk. The City Auditor remains a charter official appointed by the City Commission. The Amendment creates a new position of City Clerk who is appointed by and reports to the City Manager. Only the auditing function remains with the City Auditor, and the City Commission is prohibited from assigning duties to the City Auditor other than audit or investigatory functions. The City Clerk is assigned duties related to the creation and recording of Board records, agendas, or minutes, preparing notices of meetings, attesting signatures and certifying copies, heading the department of public records, maintaining public records, maintaining records of the City’s property, assets and debts, serving as the elections official of the City, signing warrants or counter-signing checks, and related functions in the Charter or assigned by ordinance. Current employees or positions related to the functions of the City Clerk are assigned to the office of the City Clerk. Any reference to the “City Auditor and Clerk” in an existing ordinance will refer to the City Clerk unless the ordinance expressly involves auditing responsibilities. Duties of the “City Auditor and Clerk” related to the City’s pension plan are transferred to the City Manager. References to the “City Auditor and Clerk” are amended throughout the Charter to implement these changes.
