EDITOR District 5 Commissioner Vanessa Baugh said citizens are likely to see the Manatee County Com mission begin to take measures to provide more affordable work force housing after the November election.“Wehave had several work ses sions already on affordable (work force) housing, but we’re probably not going to do anything until the new board is in place,” said Baugh, who attended a three-day special training program, called Support and Connect, Aug. 29-31 in Orlando. The training program was presented by the Florida Housing Coalition and Fifth Third Bank. A Manatee County release said the main topic was best practices in dis position of public land for affordable housing with an emphasis on sup plier diversity. Among the represen tatives of Manatee County attending were commissioners Baugh, George Kruse, James Satcher and Reggie Bellamy.Baugh said the Florida Housing Coalition had seven or eight presen tations going on at the same time, so the commissioners would split up to cover as many topics as possible. With a supply of county-owned land that isn’t pointed toward a purpose, Baugh said it is time to use some of that property for a land trust that could be used for affordable workforce housing. “The main thing for people to understand is that this has nothing to do with HUD, and nothing to do with Section 8,” Baugh said. “This is the best move forward to provide housing for our law enforcement, nurses, teachers, stylists. The rea son we were at (Support and Con nect) was because they were going to be talking about community land trust. I am not highly knowledgeable on how community land trusts work, and the county has vacant land.” She said the biggest factor when it comes to building is the price of land. Using a land trust, Baugh said the county can have control over the purpose of the building for 30 to 40 years, and retain the land. For exam ple, if the county’s agreement is to let a builder put apartments on a prop erty, and 60 of those apartments need to be affordable, they can add a timeline and control that use. “You have an agreement on what their responsibilities are,” she said. “It gives you more control.” Baugh said commissioners might have to look at making changes in redevelopment codes and the Com prehensive Plan. “It’s going to supply homes we so desperately need, and it will contin ue to be our land,” Baugh said. She said the Florida Housing Coalition will be a valuable resource for the county, answering questions if the board is working through a land trust.While Baugh said the commis sioners want to launch whatever tools they have to help working class people who can’t afford homes, she said the moves need to remain con servative.“Wewant to make sure we are following limited government,” she said.Baugh said the county needs to move“Wequickly.arenot going to wait,” she said. “This isn’t going to work if we have to wait five years.”

The types of zoning currently surrounding the area being consid ered includes hamlets; greenways, or lands set aside for recreation or preservation; other publicly-owned lands; and protected areas, as well as the rural heritage/estate zone. SMR’s plans state that Lake Park Estates is currently under develop ment in the southeastern area of the area being considered and notes that it will be absorbed into Lakewood Ranch Southeast once that commu nity is complete.

LOTS OF OPEN SPACE Lakewood Ranch Southeast would have a provision that would require 50% of the acreage in the new com munity to be open space, although the board has the option to approve reduced greenbelt areas, which would result in a designation of 43% of the acreage as open space. Among the features allowed within open space are greenways, park facilities and telecommunications facilities. The plan also contains circum stantial allowances for increases in density, although development is capped at 5,000 under all circum stances, aside from a subsequent rezone proposal being presented.

The plan does permit additional density for dwelling units based on incentives that include two units for every unit provided for a family at or below the 80% Adjusted Median Income (AMI); 1.5 units for every housing unit provided for a family at or below the 100% AMI; and one unit for every housing unit provided for a family at or below the 120% AMI. If the proposal is approved, SMR plans to pursue a review of the prop erty’s master plan, which will lay out, in greater detail, the specifics of the development including density of various areas, site and infrastruc ture, site analysis, and other infor mation.Based on an assumed rate of 300 dwelling units built per year, a shortrange analysis showed an increase of 1,045 trips per day during peak times over the next five years, while a longrange analysis showed an increase of 1,991 trips per day by the year 2045. The long-range analysis predicted changes to traffic patterns below Sarasota County’s level-of-service standard on multiple sections of University Parkway, Bourneside Boulevard and Fruitville Road. The short-range analysis also found that Bourneside Boulevard from University Parkway to Fruitville Road was subject to operate below standard by 2027. For this issue, the study proposed the solution of a two-to-four lane widening of Fruit ville Road from Sarasota Center Bou levard to Bourneside Boulevard, and Bourneside Boulevard from Univer sity Parkway to Fruitville Road. Although the county’s compre hensive plan restricted widening for the section of Bourneside Boulevard between Fruitville Road and Lorraine Road, an amendment presented sub sequently, and also approved by the board unanimously for transmittal during the Aug. 31 meeting, provided the ability to widen the road.
Commissioner Christian Ziegler said the extension of Bourneside Boulevard will be important. “If we just stay as is, there will be a lot of traffic coming to Fruitville,” he said. “It’s not perfect, I’d rather just have no trips coming on Fruitville.”
IAN SWABY STAFF WRITER When Lakewood Ranch’s expansion in Manatee County reached the bor ders of Schroeder-Man atee Ranch’s ownership, it seemed a matter of time before Sarasota County would make the necessary changes to embrace more of its own Ranch style of living. That time appears to be now. Sarasota County commission ers took a step toward making the needed land use changes Aug. 31 that will allow SMR to build up to 5,000 homes on 4,120 acres, effectively creating Lakewood Ranch South east. The four commissioners pres ent voted 4-0 to transmit a proposal to the state Department of Economic Opportunity to allow a higher den sity of homes on the 4,120 acres that lie between University Parkway and Fruitville Road and east of Lorraine Road, almost to the Old Miakka com munity to the east. If approved by the state, the amendment to the Comprehensive Plan still needs to be approved by commissioners at an Oct. 25 public hearing.Atthe Aug. 31 meeting, all four commissioners spoke highly of SMR’s development of Lakewood Ranch and the perceived positive impact the much-needed housing will have on Sarasota County. Com missioner Mike Moran did not attend theThemeeting.areabeing considered is called the “Village Transition Zone.” In the 2050 Comprehensive Plan, that area was part of a zone desig nated to become hamlets or villages. With the process still ongoing, SMR executives wouldn’t grant a live interview, however, Senior Vice President Laura Cole did send some information via email about the project if approved.
COMMISSIONERS VOICE APPROVAL Commissioner Ron Cutsinger said he did not agree with idea that a series of 5- and 10-acre plots was more environmentally conscious on the area owned by SMR. He said the developments would offer strict provisions for the environment, unlike a semi-developed location of 5- and 10-acre plots. “The invasives take over,” Cutsing er said. “The homeowner sort of encroaches. It breaks up contiguous features for environmental habitat, so I think we need to be careful in saying that’s a more environmentally conscious approach. I don’t think it is.”He said the draw of SMR will enhance a thriving Sarasota County. “We’ve created a county that is so desirable to live in, that every one wants to live here, and part of that is because of developments like Lakewood Ranch, and some of these others that are really well planned. This is planning the way it should be done.”Commissioner Christian Ziegler said SMR simply lives up to its strong reputation.“Whatthey build is so nice,” he said. “We have a huge demand (for housing) in Sarasota County, and we need to fill it. This is a chance for us to increase our Commissionersupply.”Nancy Detert said it was obvious Sarasota County needs to have quality communities to absorb the many people who want to move here. “We have our finger in the dike, and what the dike is holding out is a tsunami of humanity that wants to move to Sarasota County,” she said.

RESIDENTS PUSH BACK Residents living near the impacted area said they did not believe the commissioners took their concerns into“Itaccount.justseems like it was always yes,” said Old Miakka resident Jane Grandbouche of the commissioners’ vote. “They listened to us, but I don’t know if you can really call it listening. I think it was already determined.” “They sat up there and said they represented us,” said resident Cindy Martin of the commissioners. “But they didn’t because they all voted yes. This is not about money, it’s about the people who live here and work here. This is our way of life that we paid for, that we put our blood, sweat and tears into.” But Cutsinger said things change and that the county’s Comprehen sive Plan “can and should evolve.” Cutsinger, who called SMR’s pro posal an “environmentally conscious approach,” said Sarasota County does not disregard environmental impacts and noted that the county is heavily invested in trails and parks.
AN EXTENSION OF THE RANCH “Lakewood Ranch Southeast will be completely integrated within the Lakewood Ranch community,” Cole wrote. “It will include all the features that differentiate Lakewood Ranch including parks, trails, three-board fencing, landscaping buffers, etc. The expansion of University Park way and extension of Bourneside Boulevard to Fruitville Road will act as the connective tissue to Lakewood Ranch.”Colewrote that SMR has not yet decided upon the number of singlefamily and multifamily homes that will make up the 5,000 homes. “We have a pretty good pulse on the market based on the volume and diversity of new homes sold on the Ranch each month along with the information collected from thou sands of prospects who would like to make Lakewood Ranch their home,” she wrote. “This information will inform the ultimate number of vil lages, home types and lifestyle offer ings.”Like Lakewood Ranch in Manatee County and Waterside in Sarasota County, Lakewood Ranch Southeast will be made up of a number of “vil lages.”Cole wrote that SMR has partici pated in an analysis with Sarasota County to make sure a K-8 school is in the five-year plan for Waterside Place that also will serve Lakewood Ranch Southeast. Cole noted that Sarasota County owns land for a school site in the Lakewood Ranch Corporate Park. She wrote that the two school sites would “comfortably meet student generation projections for Lakewood Ranch Southeast.”

Fruitville Road to the east of Inter state 75 has seen congestion, and the worry expressed was that Lakewood Ranch Southeast would further compound the troubles.

Cole wrote that University Park way will be widened to four lanes through its current eastern end point, but will go no farther east. She wrote that Bourneside Boulevard will be extended south to Fruitville. She wrote that traffic studies have indicated 75% of the traffic out of Lakewood Ranch Southeast will be directed toward University Parkway and away from Fruitville Road. Commissioners noted that plan ning already has been completed to widen Fruitville Road east through to Lorraine Road. The area being considered for a land use change mostly consists of pastureland, which according to SMR’s plans, has limited agricul tural use. The 4,120-acre property currently allows a maximum of 1,648 dwelling units, but the rezone would increase the possible units to 5,000.

Don Sauer, the director of the Office of Student Demographics, Projects and Assignment for the School District of Manatee County, said although Lakewood Ranch Preparatory Academy pulled dozens of students from surrounding tradi tional schools, the opening of the charter school is not the only reason for the drop in enrollment at many schools.Butitis one reason. “With the growth that’s still hap pening here in Manatee County, there’s definitely enough kids to go around,” Sauer said. “(Lakewood Ranch Preparatory opening) cer tainly didn’t hurt the district.” Even so, Sauer said the new charter didn’t change the district as a whole, either.Sauer said the school district’s total enrollment, which includes charter schools, is about 100 stu dents shy of its projection of 51,769 students.Sauersaid another factor that has dropped enrollment at many of the district’s elementary schools is the number of kindergartners. He said the school district as a whole has about 285 fewer kindergartners compared to last year. At Gullett Elementary alone, the school has 141 fewer kindergartners when the school has had close to 200 kindergartners coming in each year for the past few years. Sauer said the district’s rezoning of elementary schools in 2019 has contributed to the changes in enroll ment.Atthe middle school level, Lake wood Ranch Preparatory Academy has only accepted sixth graders this school year. Dr. Mona Jain Middle School, which saw a drop of 81 stu dents in enrollment compared to last school year, did see many students transfer to the new charter, although the district didn’t have exact num bers.Sauer said he couldn’t attribute Mona Jain’s drop in enrollment to the“Wecharter.had closed Mona Jain to (school) choice and hardship, so I think that had more to do with it than anything,” he said. With the continuous growth in East County, Sauer said Lakewood Ranch High remains above capac ity with 2,428 students enrolled this Opening of Lakewood Ranch charter school lessens the enrollment load at other local schools.

In renovating Station 12 at State Road 70 and Verna Road in East County, East Manatee Fire Rescue is not only preparing for better service, it is preparing for the future. Deputy Chief Paul Wren said one of the main reasons for the $50,000 renovation project was to separate bunk rooms to accommodate male and female firefighters, as well as providing more room for all the fire fighters in Currently,general.there are no female firefighters assigned to Station 12, but Wren would like to see more in the future. He also said firefighters, in general, shouldn’t be packed into one bunk room. Station 12 usually has three firefighters working the shift“Thethere.hope is that this remodel is going to make it a better livable space,” Wren said. “You do spend a third of your life here as a firefighter,” Logistics Offi cer Scott Rhodes said of the station. Although Station 12 currently has another intended bunk room, it does not meet the code, which specifies the room needs to have an egress window, which would allow inhab itants to pull a lever and exit in case of Theemergency.renovation will include the installation of such a window/win dows in a project that will result in three bunk rooms. Overall, East Manatee Fire Rescue currently has one female firefight er in Kim Luther, who works as an administrative officer. With the population boom in the county, Rhodes said the renovation is important in case the number of firefighters at the station expands. Myakka City Fire Control merged with East Manatee Fire Rescue on Oct. 1, 2021. “It’s been a big learning curve, but we’re getting there,” Rhodes said of theHemerger.saidthe transition was smooth, with plenty of assistance from the previous fire administration. “They gave us a lot of insight as to how the place works, and how the area works,” Rhodes said. Station 12 used to have only two firefighters, but has expanded to three when the rescues merged. “That will change the productivity and the safety for responding to inci dents exponentially,” Rhodes said. Certainly, the stations in the Myakka City area face somewhat dif ferent challenges than the stations closer to Lakewood Ranch. The fire fighters must cover greater distances on their calls in the rural area. Due to that greater distance, Rhodes said crews operate indepen dently longer when they are in need of additional help. “It’s just the way it is,” he said. “The guys know it, they accept it, and embrace it really.” Firefighters at those stations obvi ously deal with more brush fires. “We were very busy this year, we had a lot,” Rhodes said. With the various concerns and increasing population, Rhodes said the stations in that area might need to host more firefighters. Additional features being installed at Station 12 include a dedicated workout room for firefighters. An office space alongside the bunk rooms will be expanded, and will serve as a space for the firefight ers to perform their online training required to maintain their EMT cer tifications.Adoorin the kitchen will be closed off to make room for a third refrig erator.Rhodes said other upgrades are likely to include fresh paint and new carpet. He said the project will take roughly five Firefightermonths.Freddie Townshend, who is based at Station 12, said the plan looks like a nice upgrade. He said the new workout room would serve as another getaway for the fire fighters in-between their calls. The remodel might be only a tem porary fix as Rhodes said East Mana tee Fire Rescue might look at a total renovation or replacement of the building in about seven years. Cur rently, firefighters must leave the station during hurricanes because the building doesn’t have a high enough rating to withstand wind. He said further upgrades would depend on the area’s growth. Wren said a bigger renovation or replacement of Station 12 is not on East Manatee Fire Rescue’s 5-year capital plan, but things could change.

“Adding new technology to those (events) to improve the quality would be neat,” Robinson said. From engineering to coding to costume design, lighting, visuals and audio, Robinson said there will be a task for each of the 70 students between the two film production and animatronics classes. “It’s a fun way to implement artistic creativity as well as imple ment technology, and keep up with it,” Robinson said. “Every kid has a phone in their pocket and every kid has a camera, so now I want them to learn how to use that phone for more than just scrolling through social media. I want them to use their phones for creating art, creating new ways of thinking and doing things. By adding animatronics to it, it’s just creating another element of intro ducing technology they normally would never have been exposed to.” The lab will include a studio room for voice recording and film equip ment for students to produce their own videos that can be displayed on the two panels adjacent to the ani matronics.Students will learn coding and engineering to understand and learn how to move each part of the anima tronics to make them talk, move their body, practice tai-chi and more. They will be able to have each of the three animatronics interacting with eachVincenzoother.

Just ask the parents and students who attend R. Dan Nolan Middle School. When Nolan hosts its Back to School Night Sept. 8, parents will be greeted by a Spark-e animatronic figure, which will be part of a Spe cialized Programmable Animatronic and Robotics Kit for Education — dressed in school spirit wear. In preparation for Spark-e arriving this school year, students last year made a video to accompany him for Back to School Night. Nolan and the district’s W.D. Sugg Middle School are the only two schools in Florida to have an anima tronics lab, made possible through Garner Holt Education through Imagination.GarnerHolt, a native of San Ber nardino, California, founded Garner Holt Productions in 1977 out of his garage while he was in high school. His animatronics company is now the world’s largest, having built more than 400 figures in Disney parks throughout the world. On the com pany’s website, Holt attributes much of his company’s success to his high school shop classes and teachers “who provided me with the freedom and flexibility to learn in the way that I learned best, and allowed me to learn through real-world prob lems and projects that interested me; projects that fostered my creativity andHisimagination.”companyfounded Garner Holt Education through Imagination, supported by industry professionals and teachers, to provide other stu dents with similar opportunities. “Being that animatronics are such a big part of state’s productions and shows, it’s kind of neat to be one of the first people to get to bring this to the kids,” said Chris Robinson, the film production and animatronics teacher at Nolan Middle. Coen Stoltz, a Nolan eighth grad er, said he’s excited to learn how to use the animatronics in the coming months.“It’sinteresting to know the begin ning steps to what Disney (World) and Universal (Studios) use,” he said. “It’s really Robinsoncool.”andLindsey McKinnon, an art teacher at Nolan, flew to Red lands, California to visit Garner Holt Productions and learn more about the animatronics lab, and to receive training and prepare to have the lab at their middle school. “We were like kids in a candy store in California when they were show ing their factory and what they’ve produced,” Robinson said. Robinson said they learned not only what animatronics can mean in the high school setting, but what the students eventually can grow into. “We just want to be able to bring Garner Holt’s vision of providing a different type of technology and entertainment-based education to kids,” Robinson said. The animatronics lab is in its beginning stages as students learn more about storytelling before put ting what they’ve learned into action with the animatronics. By the end of the semester, the classroom will be transformed to have an entire stage complete with lighting students can control and operate so they can put on produc tions using the animatronics. “The idea is that it’s getting them into a field they probably have never been exposed to before,” Robinson said. “It’s getting them more inter ested in videography, audio, engi neering. Kids are going to be learn ing how to program and use code to create basic functions. Ultimately, they’re being exposed to different fields of industry, and that’s kind of

For I am sure you heard how big money buys politicians in these parts, and that pretty much is that. Turns out the 2022 elections in Manatee County were about something other than money. They were aboutAnd,people.really, isn’t that what elections should be about? If you noticed, both District 6 at-large candidate, and incumbent, Carol Whitmore, and District 4 candidate, and incumbent, Misty Servia, were basically crushed in the voting. That might have been a surprise since Servia raised $147,212.45 to winner Mike Rahn’s $103,759. Whitmore had $139,576.03 in the coffers to James Bearden’s $108,303.09. The people factor hit hard in these races. By the people factor, I mean people talking to people, or campaigning in ways other than posting signs. Word of mouth ... imagine that? The races were decided by hustle, and determination. Whether or not that came down to bad-mouthing incumbents, well, you be the judge. Whether or not you believe that to be dirty politics, well, you be the judge. That’s why we each have a vote. If we don’t like the way a candidate is conducting business, we can check a different box.Typically, we like incumbents, especially those who post an “R” in front of their name. Incumbents usually need to do some extreme things to get on our bad side. When did sentiment turn against these incumbents? Well, it was long before campaigning began. You have to go back to February 2021 when District 5 Commissioner Vanessa Baugh was asked by Gov. Ron DeSantis to organize a COVID-19 vaccination clinic in Lakewood Ranch. DeSantis noticed the senior population in Lakewood Ranch was far behind the curve when it came to getting vaccinated. This was an opportunity to help the area catch up to the rest of the state. He asked Baugh to set it up. At the time, Baugh had been engaging in a regular verbal battle with Whitmore and Servia during Manatee County Commission meetings, so when it came to the vaccination clinic, she bypassed them, and the rest of the commissioners, and put together the clinic on her own over the course of the weekend.Noone can argue that Baugh should have executed the clinic in a more appropriate manner. But you could also argue that the clinic wouldn’t have been held at all if the process was bogged down because of infighting. It is likely DeSantis would have taken the vaccine elsewhere. That makes it logical, but notNonetheless,right. Baugh compounded the negativity launched against her by compiling a five-person list that she wanted added to the clinic, even though they didn’t meet the requirements. She was on the list. The “Let’s Hate Vanessa” club grew ... except for areas in Manatee County where it didn’t. As voters, we often are a forgiving sort, especially if our politician can get things done. I don’t need to go into all the evidence of that one. Then consider that Baugh has been a popular commissioner, and a more popular Republican. Even so, all hell had broken loose in Manatee County, as Baugh was vilified for serving the elite and ignoring the rest of the county.

Baugh’s actions resulted in an eventual review by the state ethics committee and a hearing that won’t eventually be heard until November. It all seemed like a major disaster for Baugh, who isn’t up for reelection for two more years, except for one very important factor. Of all the commissioners in Manatee County, Baugh is the most Republican of the Republicans.Thosewho follow politics understand the governor is not going to show up at Baugh’s ethics hearing to say nice things, especially when he is strong candidate for president. But make no mistake, in local Republican circles, Baugh is known as the Republican who would do anything she could to support the governor.Atthesame time, Whitmore and Servia became the two quasiRepublicans who went on a rampage against the person who did the governor’s bidding. I do believe if the tension had eased in the months following the vaccine clinic fervor, it would have been more or less business as usual. Instead, it intensified. Sides were drawn.Thedie-hard Republicans in the county had to decide whether they were pro Baugh, or pro those who hated Baugh. In the end, Baugh wasn’t even in the 2022 primaries, but she might as well have been. I’m not so sure voters were selecting Rahn or Bearden on their cards, as much as they were voting against the incumbents.Itgoesback to people part, or should I say “Power to the people.” If I am being told by the Republican hierarchy in the county that the party wants these candidates in, and these out, I might be supportive even if I am on the fence with my vote. That’s how all this works. Baugh, along those lines, was pushing for Rahn and Bearden. The amount of signs someone could stick in the ground was irrelevant. The incumbents had alienated members of their party by going overboard in attacking one of their own.Now you might say, “That’s not right.” Perhaps it’s not. But it all comes down to people getting involved, and working hard to see an election go the way they desire.Ifyou read this column regularly, you know that I plead with residents to be involved when it comes to elections. I would imagine that a lot of Manatee County residents expected Whitmore, who has been a commissioner since 2006, to be a shoo-in. Whitmore often was considered a voice of reason on the board, even if she did have her regular spats with Baugh. But those who backed Rahn and Bearden worked their butts off, getting to the voters and convincing them it was time for a change. It’s hard to dispute that Whitmore and Servia were outworked in this election.Citizens using the system to get the results they want? You can hate the results, or you can join a campaign next time around. Get a candidate, organize campaign vol unteers, hit the streets, raise money. Know the rules and use them to favor your candidate. It’s out there for the taking. As it stands, conservative Republicans rule the commission now. And those who supported the incumbents should have worked harder.

CHANGE IN THINKING It was back in the late 1950s and early 1960s when Novak started to be bothered by the preponderance of behavioral psychology in learn ing, or what he calls the “memo rize-test-forget kind of education.” His contention was that a cognitive psychology approach was much more beneficial as students learn why things happened instead of just learning that they did happen. With both science and education degrees, Novak began his teach ing career at Kansas State Teachers College in Emporia, Kansas in 1957. But his focus gradually changed to “teaching teachers” as he taught biology and teacher education courses at Purdue University from 1959-1967, and then at Cornell from 1967-1995.Thebeginning of his foray into promoting the cognitive psychology approach wasn’t embraced by many of his “Cognitivecolleagues.psychology was con sidered a far-out view,” he said. “But a lot of the literature at the time didn’t make sense. I thought

It was a few months ago that his sight had declined to the point where he could no longer do research on the internet. However, he can still make out figures on the television screen, which is right on top of him. “I can still tell if they are men or women,” he said. Losing his sight is an incredible loss not only to Novak, but to the world of education. A professor emeritus at Cornell University, Novak is known for his work on human learning, his educational studies, his theories on cognitive psychology in learning, and his concept mapping. He has written 41 books on the various edu cation subjects and had more than 150 papers published.

A NEW BOOK His latest book, “Helping People Learn,” was published by Cambridge University Press on June 30. Novak sat with his wife, Joan, and pondered his future as an author. “Helping People Learn,” is a sum mation of more than 60 years of his work as he tried to write in a format “the average person could under stand.” But while the work comes natural to him, he needed Sheridan volunteer Dee Humphreys to do much of the typing for him. Will there be a 42nd book? “I don’t think so,” he said softly. If another book doesn’t come to fruition, Novak continues to be a human reference book of knowledge when it comes to educational learn ing topics.

LITTLE SUPPORT When he began working at Cornell, he went to the National Science Foundation in the search for funding for his research, but he was rejected. “My theories were considered a left-field view of learning,” he said. “It was anything but mainstream. The officers of the National Science Foundation were all Ph.D.s, but they didn’t understand what I was talking about. It was so obvious that a 6- or 7-year-old kid would understand, but they Fortunatelydidn’t.”for Novak, his ideas started to be accepted in universities around the world. Visiting professors would come to Cornell to learn about his basic concepts that focused not on memorizing information, but to ask why it was happening. “It is amazing to see how people can get locked into a conceptual view,” Novak said. “You see it in poli tics. It is hard to see someone else’s view that is so radically different.” Novak said an example of cognitive psychology learning is when children learn a language through experi ence, such as living with a relative, as opposed to memorizing words out of a “Itbook.stays with them a lifetime,” he said.When Novak was a child, he learned Slovak in his household in Minneapolis, Minnesota, where he lived until he was 23. He and Joan became snowbirds in 1995 after she had open-heart surgery the previ ous year. They lived half the year in Tarpon Springs and the other half in Ithaca, New York in the Finger Lakes region.While he was winding down his university career, Novak began to work as a consultant, teaching his concept mapping principals to pri vate companies. The first was in 1993 to Procter and Gamble, which was trying to develop a “wet” toilet paper that could be distributed off a roll. He met with 18 Proctor and Gam ble executives and they explained the problem, that they couldn’t get paper to hold moisture. There was a market for the product in Japan, but they hadn’t been able to deliver. “We created a concept map in one day,” he said. “They needed chemi cals that would retain moisture and they had all these Ph.D.s in the room, but they didn’t have that kind of chemist. We drew a concept map and found they were producing a lot of diapers. They had been working on the project for two years, and two moths later they were marketing it.” He worked with Procter and Gam ble for four years, then branched out, teaching his concept mapping tech niques to the Army, Navy and NASA, amongNovakothers.moved to the Sheridan in 2019 with help from his son Joe Novak, and his wife Elizabeth, who live in Lakewood Ranch. IAN SWABY STAFF WRITER Plans for a new Manatee County Tax Collector office in Lakewood Ranch have moved to the permitting stage.Manatee County Tax Collector Ken Burton said the larger, more modern office at 10705 Technology Terrace is targeted for an opening early in 2024. It will coincide with the closing of the current office at 6007 11th St. E. The opening of the 44th Avenue extension through Lakewood Ranch about the same time will make the new location more accessible. “Strategically, it’s a great spot, and it’s going to be designed with things we’ve learned here,” Burton said of the new office. “We always try to make them better and improved.” At 15,206 square feet, bigger will be one improved quality for the new Manatee County Tax Collector office. Forty-five service stations are planned, with about 25 of those operated by in-person workers. The other 20 will be automated self-ser vice stations. The current Lakewood Ranch office has seven in-person stations and five automated selfserviceBurtonstations.saidthe Lakewood Ranch office was in “dire need” of reno vation. Ultimately, it was decided a new office would be more frugal than renovation. The new building is bud geted to cost $5.8 million, but has not yet gone out for bid. vehicle transfers, she said, take significantly longer to pro cess due to the amount of paperwork involved, and with so many people moving to Florida, that contrib utes to wait times. She said vehicle transactions will also usually involve families with multiple vehicles, and multiple people registering. While people can do their trans actions online, Ferguson said many residents still want to do their trans actions at an office where they can speak to a worker. “If you want to come in, you’re more than welcome,” Burton said. “But it helps us provide better cus tomer service if you don’t. It keeps our wait times down, so we try to encourage people to use our online services.”Allservices currently available at Lakewood Ranch will be available at the new office. A newly available service that currently is not offered at Lakewood Ranch will be concealed weapons permitting. Ferguson said there are also additional services under discussion for the new office. Burton said he is excited to watch current employees become involved with the new project. “That gets me excited to see them come up with new and innovative ideas to make it the best experience for the customer,” he said.

It was the evening before Father’s Day, and the Fetterman family of Lakewood Ranch was finishing up dinner. Their 3-year-old Jaysen (Jay) was running around in his Spider-Man™ pajamas, when the family heard a thump. Mom Melissa found him on the floor bleeding from a gash in his lip. “I told my husband that we should get it looked at,” said Melissa. “It’s 7:30 p.m. on Saturday night and we talked about where we were going to go, and I knew right where – the ER at Fruitville, right around the corner from our house. We loaded Jay in the car and went to the ER. We walked in and said we wanted Jay to be looked at and off we went.” The ER at Fruitville Experience They took the Fettermans back right away and by this time, Jay had calmed down. The ER employee who took them back commented on Jay’s pajamas. As his vitals were being checked, she came back in with Jay’s favorite superhero cartoon on her phone. This intrigued Jay since this was something new. “It was so cute and just such a nice thing for her to do, and he was kind of entranced,” explained Melissa.
Melissa commented that Dr. Philip Howren came in and had a very warm, calm demeanor. “He walked in and looked at Jay’s lip and said, ‘Oh yeah, that’s going to need stitches,’ so it was decided. It did not take long for the staff to come in and numb the lip and stitch him up. My phone with some cartoons on distracted him. I appreciated how concerned the staff were with me, too. It was very quick, very fast –dissolvable stitches.” Jay healed well and, all in all, mom concluded, it was a positive experience for him. “If we had to take him back to the ER, I don’t think he would worry about it,” Melissa said.
Mandie Ferguson, director of communications for the Manatee County Tax Collector, said the aver age wait times are currently less than 12 minutes, but the tax collector’s office was looking to be proactive to make sure those don’t increase with areaOut-of-stategrowth.

most citizens come into contact with on a recurring basis. “People have to deal with the tax collector,” he said. “We’re the retail side of government, so we’ve got to have our doors open.” He said the original Lakewood Ranch office was built to handle the expected population over a 20-year period.“Well, it’s been almost 20 years and we’re slammed full out there,” he said of the current office. Burton said the new office’s loca tion was ideal, as it is in a central area in the county, population-wise. He said in the 1970s, downtown Bra denton would have been the central point of Manatee County, but that is no longer the case, with so much of the growth taking place in the east. One major change in the design of the new office is that the wait ing room will be separated from the workers’ stations. Burton said the idea is not to have people staring at the employees while they are pro cessing documents. He said the new design also pro vides enhanced security so visi tors don’t have to worry about their documents being exposed to others, especially those with Social Security numbers or driver’s license numbers. The separate waiting room cur rently is being used at the DeSoto office.“It’s been well received, and it’s just a good thing,” Burton said. “We’re just trying to get better at what we do.” He said he is most excited that the new office will be able to process more customers faster.

SPENCER FORDIN A+E EDITOR Cary Greenberg has staked his claim to a well traveled stretch of Main Street that features food and drink. But he’s selling Picassos and Rem brandts.Greenberg, a former architect who now runs the Stakenborg Greenberg Fine Art gallery, spent decades of his life yearning to open his own art space. That passion took a second place, though, as he developed his career and raised a family. Greenberg spent decades working in architecture and living in Michi gan and came down to Sarasota for the first time in 2005 when he was working for a restoration company. He moved down permanently not long after that, and he began fre quenting the Stakenborg Fine Art space owned by Christian Staken borg.Adecade later, in 2016, Staken borg wanted to retire, and he offered Greenberg the chance to take over after the two became friends. “I had some pieces I wanted to sell and pieces I wanted information on,” says Greenberg. “ I bought some pieces from him. “And finally the guy was like 80 years old; he said, ‘I’d like to retire. Why don’t you buy my gallery?’ So we worked out a deal and he stayed with me for about three years.” Stakenborg’s specialty was mod ern masters on paper, and his col lection featured etchings and litho graphs from artists such as Picasso, Goltzius, Rembrandt and Piranesi. At one point, says Greenberg, Stakenborg had the largest collec tion of Rembrandt etchings. Those were all sold to a private investor, and Greenberg began to diversify. He didn’t just want to sell masters on paper. He also wanted to repre sent some local artists. This wasn’t Greenberg’s first time running a gallery. He had opened his own shortlived art space in a Detroit suburb in 1990, but he quickly learned that it could be a tough business. “Then the market crashed,” he says. “And I said, ‘This is crazy.’” + ENTERTAINMENT

But now, in his second attempt at running his own gallery, he approaches it with new tools and experience.Greenberg, who holds a bachelor’s degree in fine art and a master’s in architecture, went back to school and became an appraiser in the hope of better understanding which kinds of art will sell. He says that most of the art in his shop is there on consignment. The artists — or the people who own the pieces — have left them in the hope he can sell them, and Greenberg says he relishes making connections in the community. “Mostly, we get serious art col lectors,” he says. “I also get a lot of estates. Kids come in and say, ‘My grandpa died and we don’t want the art. What can you do with our Rembrandts? What can you do with our Picassos?’ And that’s what I do. I sell them for them.”

AMERICANA Greenberg gestures to a piece in the back room of his gallery, which is a long, narrow storefront packed with art from floor to ceiling. It’s a LeRoy Nieman painting of an event at Madison Square Garden honoring great boxing champion Joe Louis. It’s like the cover of Sgt. Pep per’s Lonely Hearts Club Band in that you can stare at it forever. Greenberg points out Frank Sina tra and Jerry Lewis, Billy Cosby and Henry Kissinger, even Ladybird and Lyndon Baines Johnson. There’s also a wall of rock-and-roll memorabilia, including a painting of John Lennon and prints of original artworks made by roots rocker John Cougar Mellencamp. The back room boasts a collec tion of numbered and signed photos from Rob Shanahan, personal pho tographer for Ringo Starr and author of “Volume 1: Through the Lens of Music Photographer Rob Shanahan.” A few steps away, back in the main room of the gallery, there’s a collec tion of four Norman Rockwell prints signed by the artist himself. Rockwell has an All-American enduring appeal, says Greenberg, both because of the prolific nature of his work but also because of its familiar and dated aesthetic. “This is a great story here,” he says of the Rockwell pieces. “These were brought in by the daughter of a teacher who was his neighbor on the East Coast. He would show up and lecture her students, who were in elementary school. Every time he came in, he’d bring them a poster. “This is a print, a high-end print, but he’s hand-signed it. That’s the value on this. There’s four of them.”
THE MASTERS Greenberg says that at one point, the art on his gallery walls represented a sweep of about 500 years. But now it’s only about four centuries’ worth of artistic achievement. He gestures around at the walls, pointing out a couple limited edition Picassos and a Toulouse-Lautrec. “There’s only 100 of these,” he says of the Toulouse-Lautrec. “This is what makes my gallery different. I’ve tried to bring in originals and differ ent things that nobody else carries.” Greenberg says he had a ToulouseLautrec in the same series that sold for $42,000. The one he’s selling now is marked for $38,000 because the stamp on it has faded a little. But it’s the stories behind the work, and the rarity that makes it worth owning for a collector. “There’s something about the subject matter and the exuberance of the art,” says Greenberg. “He’s a master. He didn’t flood the market. “He was very picky about what he did and who he did it for. He didn’t need the money. He did it for the art.” Greenberg recently began selling the work of Otto Neumann, a famed German painter who died in 1975. Greenberg says Neumann donated much of his work to the Rothschild Collection, and now Stakenborg Greenberg is one of a few galleries in the United States that has Neumann works to sell to the public. There are 10 Neumann pieces in the Stakenborg Greenberg gal lery, and that number will eventu ally jump to 24. Greenberg expects to stage a Neumann show later this year, and he says there’s a lot of inter est in seeing the works. The show, he says, will include one-of-a-kind monotypes created by the artist. “A monotype is a one-time piece,” says Greenberg. “He does the art on glass, then he presses the paper down. He pulls it up, does more col or, presses the paper down and pulls it up. That’s it.”
KEEPING IT LOCAL Greenberg wanted to have a person al touch in his gallery, so he’s begun representing a select group of local artists and trying to sell their work. Slowly but surely, he’s carved out space in his gallery for them to hang in a prominent place. Right when you walk into the art space, you’ll see the highly distinc tive figures painted by KD Tobin, a fine artist based in Sarasota since 2004. Tobin’s abstract figures resemble ancient murals in their conception and their delivery. You’ll also find the evocative nature photography of Wayne Eastep, who says that he uses the medium as “visual poetry.” Greenberg’s gallery houses the sculpted figures of Saul Rubenstein, a former optical surgeon who now splits his time between Michigan and Sarasota.Another local artist, Nikitas Kavouklēs, was part of Leger de Main, an arts consortium in Man hattan prior to relocating to Sarasota more than two decades ago. Greenberg has multiple pieces by Kavouklēs, who works in a variety of mediums including oil painting and monotypes. And it’s his hope that they’ll sell just like the masters arrayed on the wall around them. “I think I represent six local art ists,” says Greenberg. “And also American artists who come through here. The rest is all masters. Dead masters. Nick always wanted to hang with Rembrandt. So here he is with his etchings on top of Rembrandt.”

WHAT’S THE DISH: Sometimes you like a sandwich so much that you buy the restaurant. At least that’s what happened to Jim Abrams. Abrams, a former energy execu tive, walked into Duval’s more than a decade ago and he tried the shrimp po’boy sandwich and suddenly, he was in the restaurant business. Eleven years later, his son Sean continues the mission of feeding crowds on Sarasota’s Main Street. And the one thing tying everything together is the po’boy on the menu. “It’s our staple sandwich,” says Kelly Dungan, marketing director for Duval’s. “We have people who come in specifically for that po’ boy. It’s the talk of the town sometimes.”

Ewing, attempts to tell the story of the history of flowers in photography. Ewing says that photos of flowers have existed pretty much since cameras were invented, and he wrote the book to prove it. Now, with the assistance of curator Danae Panchaud, he’s revisited the topic.

It was the fourth year in a row the Elks have raised money for Hooves withCurtisHeart.said the nonprofit, which was founded in 2019, needs the support of the community to exist. Hooves with Heart currently serves 24 clients and has a waitlist. The Elks always seek ways to held children and veterans and Hooves with Heart has been a good fit. “We try to find those organizations that need our help financially and need our volunteers to help them,” DavisCurtissaid.said the Hooves with Heart staff is made up entirely of volun teers, including Elks Club members. Davis said the Elks Club raised $1,200 for Hooves with Heart through an April vendor fair and the membership threw in another $800. Hooves with Heart clients cover a broad spectrum, including those with autism, those who have suf fered emotional trauma to circum stances such as divorce or bullying at school, or those with post traumatic stressParrish’sdisorder.Jacqui Pizzurro said when her 3-year-old son Frankie Pizzurro began attending Hooves with Heart, she noticed an enormous improve ment in his speech.
“I had an idea of what equine therapy was, but it’s a totally differ ent experience when you actually see it,” Jacqui Pizzurro said. “He was totally walking out of his shell, and he started to talk so much more.” She also Hooves with Heart and the Elks connected her with an athome speech therapist. The program is part of Florida Elks Children’s Therapy Services, offered by the Elks organization at the state level. She said after therapy sessions once a week over the last six months, Frankie Puzzurro had shown a nota ble“He’simprovement.talkingso much more,” she said. “He’s learned to share and interact with other people in a whole newCurtisway.”said she noticed an impres sive difference as well in him as well. Before the therapy, she said, Frankie Pizzurro would “talk his own lan guage,” and now staff can interact withShehim.thanks for making it possible. “The fact they have that resource for our kids is just amazing,” she said. Ellenton’s Austin Ford, 22, called the equine therapy a great way for him to “de-stress.” He said he usu ally visits whenever he can. Curtis said the organization has helped Ford prepare for job inter views, and that since joining, he is now a truck driver for FedEx. He now volunteers at Hooves with Heart as well.Lakewood Ranch’s Michael Man uel, a 30-year-old military veteran, said the therapy helps him with patience and helps with his PTSD. “It’s just something new to learn,” heCurtissaid. said while the organization benefits the individuals who par ticipate, it also does the same for the horses. She said some of the animals come from unknown backgrounds, while others are ex-racehorses, including one, Valentino, who was set to be sold to a slaughterhouse. “The horses get to experience that love, too,” she said. “The benefit of this place is it goes both ways — these kids love unconditionally, and our horses love unconditionally.” Curtis emphasized the donations and volunteer hours are vital. “Volunteers are our saving grace,” she said.

Jackson’s brother, freshman Brycen Volz, is the junior varsity starting quarterback, meaning the East County connection to the Bulls’ offense might continue for a while. … Moving up a level, former Lakewood Ranch High offensive lineman Samuel Jackson was named a captain at the University of Central Florida for the secondstraight season. Jackson plays the left guard position for the Knights and started all 13 games for them a season ago, earning honorable mention All-American Athletic Conference honors from Pro Football Focus for his play. Jackson showed his athletic ability in high school when he played basketball at 6-foot-6, 332 pounds. Ava Krug, the granddaughter of Lakewood Ranch’s Dick Vitale is now ranked ninth in the country in the Class of 2024 by the Tennis Recruiting Network as of Sept. 2. Krug is the latest in a slew of top athletes in Vitale’s family. Her brothers Jake and Connor Krug play tennis at Duke University, and her cousin Sydney Sforzo plays tennis at Notre Dame, while her cousin, Ryan Sforzo, plays lacrosse for the Fighting Irish.

So far the Thunder has had no rea son to ODAthrow.used myriad backs to give defenses different looks, with senior Griffin DeRusso, who transferred to the school from Berean Chris tian (California), leading the way. DeRusso has shown his multi-sport athleticism whenever he touches the ball. He has run for 364 yards and four touchdowns in two games. “It’s been a lot of fun,” DeRusso said. “It’s great to be out here. Every one is rallying around one another. We have a good vibe. We just need to keep that going the rest of the sea son.”DeRusso, who had 167 yards rush ing against Berean Christian, com plimented the offensive line — which includes junior Blaine Bentley, Junior Blake Neumann, sophomore Chase Polivchak, sophomore Marvin Palo minos and freshman Max Polivchak. But after he gets through the ini tial line of defense, DeRusso does the rest. Against Oasis, DeRusso used powerful stiff arms and pure speed to get the yards he needed and he said his vision is a big reason he has done so well. “He’s a winner and he wants the ball,” Hollway said of DeRusso. “From the moment he arrived, I knew he was a rock star and was ready to carry the ball 20 times a game. We’re going to keep feeding him.” DeRusso was hardly alone in his success against Oasis. Senior Luca Marino finished with two touch downs and freshman Allen Clark and junior Jack Meyers added one apiece. ODA’s defense had a big game as well, picking off Oasis sophomore quarterback Parker Smith three times — once each by sophomore Frankie Clark, senior Jason Albano and freshman Dylan Walker. After allowing two early touch downs, one of which was aided by a flea flicker that fooled the Thunder defense, Oasis was held scoreless until the game was decided. Through just two games, ODA has buried memories of its struggles the past few seasons. The two-game win streak is the team’s first backto-back wins since 2019, when the team won five consecutive games to open the season before finishing 6-3. After Oasis led 14-8 after one quarter, the Thunder ripped off 36 consecutive points. Asked if there is a limit on what the Thunder can accomplish this season, DeRusso chuckled. “I don’t think there is one,” DeRus so said of a limit. “Not if we play how we have played. Up and down the roster, we have some dogs.” New-look ODA will be given a stress test in its next game Sept. 9 when it plays rival Saint Stephen’s Episcopal. The Falcons are 0-2 but have played tougher competition than ODA. They also have a top running back in junior Evan Brown, whom Hollway said torched the Thunder defense when the two teams played in the spring. Of course, the school’s baseball players had yet to join the football team then, so things will look different this time. The fact remains that Saint Stephen’s has won eight-straight games in the series dating back to 2013 — the two schools did not play in 2020 or 2021. “We will need to limit big plays and penalties,” Hollway said. “I’m excited to play them.”

During the height of the COVID-19 pandemic, Pater took extra online classes to graduate from Lakewood Ranch High a year early. That goal was achieved in December 2021, so now Pater — who would otherwise be an academic senior — can schedule her days however she wants instead of spending half in a classroom. She trains on the backyard beach volleyball court at the Pater family’s house, and at courts in Los Angeles, where she is now renting an apartment. Pater said she travels between the two locations depending on her schedule. When she’s not on an actual court, she’s in the weight room, or working on one of the three online college classes she’s taking — which she said is not enough to become a burden. It will give her a lighter load as a freshman at USC nextThere’syear. little downtime in Pater’s life, which is fine with her. She said the experience will get her properly prepared for the grind of college athletics. “I plan it all out,” Pater said. “I still find time to hang out with family and friends. I always go out there with the same mindset and energy because I refuse to lose and winning is fun.”This month, Pater will add a new accomplishment to her growing list — representing the entire country.Paterand her partner, Myriah Massey of Pickerington, Ohio, will play together for Team USA at the 2022 FIVB Beach Volleyball U19 World Championships, held Sept. 14-18 in Dikili, Turkey. They earned the honor by winning the World Championship Trials event held June 20-23 in Hermosa Beach. Like in Pater’s other big wins this summer, the tournament was the first time the two had partnered together, but Pater said they quickly got along. Pater said Massey is quieter than she is, so Pater took time to hang out with her off the court to figure the best way they could use their combined skills and tendencies. “It’s a surreal feeling (representing the U.S.),” Pater said. “It’s going to be awesome. I wouldn’t want to do it with any other coach (Kristen Rohr) or any other partner. I’m dreading these next few days before I leave for the championships. I want them to fly by so I can be there. It’s going to be a greatTheexperience.”eventwillbe Pater’s first time playing internationally for the U.S., but not her first time interacting with internationallevel athletes. At the 2022 Charlie Saikley 6-Man Beach Volleyball Tournament, held Aug. 5-6 in Manhattan Beach, California, Pater played on a team with U.S. Olympic gold medalists April Ross and Alix Klineman. Pater said Ross, a USC alum, talked with her about what to expect at the school and in international play, and wished her well. Skyler Quigley is a freshman on the girls cross country team at Lake wood Ranch High. Quigley finished 15th out of 203 runners (22:22.10) at the Jim Ryun Invitational on Aug. 27 at Lakeland’s Holloway Park. When did you start running competitively? I have been running for fun since I was in fourth grade but I got seri ous about it as a sport in July. This season is my first season running on a cross country team. What is the appeal to you? I like that there’s always a way to get better. During the races, you have such great support from other people. It’s an amazing feeling. What are you working to improve? Well, I have not run a flat 5K course yet. The course at Holloway Park, where my first run was, has a lot of rolling hills. I’m hoping the next course we run is more flat because a lot of the courses around here are
