VENDOR LANDSCAPE The Preserve at Tara CDD is giving West Bay Landscaping about a month to show improvement in the community before it starts looking for a new vendor.

Chairman John Schmidt told a landscaping company representative at the March 22 regular board meeting that he had received a lot of complaints from residents about the quality of landscaping. Schmidt said he had walked around the community himself, and was not happy with the state of things.

Schmidt said he already has given West Bay six months to make positive strides.

The board hired West Bay in March 2014.

Schmidt said West Bay will get one final chance. He will take the landscaper on a walking tour of the areas that need more care.

“And then I’ll give you 30 days,” he said.

The Preserve at Tara faces higher assessments For the first time in five years the district might have to increase resident taxes.

With large infrastructure expenses looming, Tara Preserve Community Development District supervisors said they might need to increase resident fees.

In its March newsletter, CDD Treasurer Mike Dyer warned residents that their fees will be going up in the next budget cycle, but only “slightly.”

To pay for projects and improvements the last five years,

the CDD has used annual excess budget funds. However, those excess funds are running low and the community, at 17 years old, will need more resources to fix problems in the coming years, the newsletter said.

“The Tara CDD 1 is on sound financial ground,” Dyer said at the March 22 regular board meeting.

In the CDD’s first fiscal year 2016-2017 budget workshop in March, supervisors discussed raising fees by 13%.

If voted into effect, the annual

increase would mean no more than $130 for estates, $101 for deluxe homes, $86 for villas and $28 for condos.

“We’re not paupers” Dyer said in the meeting. “We’re looking at things we have to do, and we can’t do them without increasing (the fees).”

Dave Loskota, a Tara Preserve resident, attended the meeting because rumors have been spreading in the neighborhood that dues would be “skyrocketing,” he said.

“This isn’t skyrocketing,” he said. “You (supervisors) are very well controlled, and I appreciate that.”

The CDD had to spend $78,000 this year on an upgrade to the pool equipment room, because failing equipment caused frequent floodings at the community center. The project, which will move the equipment outside and place it beneath a Vak Pak, is underway.

The CDD hopes to convert the pool equipment room into additional community center space.

Another cost looming before the board will be the expense to either fill or fix Pond 46, a dysfunctional drainage pond off Tara Boulevard. Rick Schappacher, district engineer, investigated the costs of filling in the pond, which would be the most expensive but most effective option. He said the “worst case” cost would be about $45,000.

Jim Kaluk, field manager for Tara, also informed the board that the 16-year-old sprinkler system is failing. He’s replaced two timers on the system but the rest are old and not working properly.

“It’s going to cost us a lot of money to get it up to snuff,” he said. “Just doing regular maintenance is going to increase.”

The school district’s Student Progression Plan says the child will be provided with additional diagnostic assessments to identify “the areas of academic need,” and the school the child attends will craft an individualized plan to pinpoint areas that need improvement.

Amy Lee, a parent of two Manatee County students and an administrator of the Opt Out Manatee Facebook page, said her son, who attends Palmetto High School, was immediately put in a remedial course the following school year, after falling below the scoring threshold.

“My son has barely passed or has missed the cut on these standardized tests for years,” Lee said.

We have students who demonstrate no red flags in core subjects, but if they take the FSA and don’t hit that mark, they immediately receive remediation services the following school year.”

All students are required to participate in the test, as is spelled out in Florida Statute Chapter 1008.

“If someone doesn’t participate, they are violating a mandate,” said Sandy Riley-Hawkins, director of assessment and research for the Manatee County School District. “Assessments are one more data point to see how well students are doing and how well our curriculum is aligning with the state standards. FSAs are another way to get kids ready for careers and to become active people in our society.”

Unless a child stays home from school on a test day, they participate in the test just by signing their name and breaking the seal of the test. These students are not punished academically for not taking the test.

Students aren’t reprimanded by teachers, administrators or other school district employees for not taking the test.

“It’s their right to not fill out the test,” said Cynthia Saunders, deputy superintendent of instruction.

However, participation is linked to funding for school districts. Hawkins said federal regulations cite that if a school doesn’t meet the 95% participation rate in FSAs, that school won’t receive the funding that comes with its overall grade.

“To get a school grade, one of the criteria is to have 95% of your kids participate in that test,” Hawkins said. “If a school is eligible for an ‘A’ and that percentage of kids doesn’t test, the school won’t get that recognition money, which varies, based on the size of the school and other factors.”

Saunders said at this point, no school in the county is at risk of not receiving federal funding because of students opting out of the test.

The school district implements the Sit and Stare policy, which means students remain in the classroom and sit quietly until testing is finished.

For Lubrino, the issue isn’t whether her daughter should be tested.

She believes too much is tied to one test, the FSA. “This isn’t about making the world easy. Teachers aren’t even able to see which problems the students get wrong, so how can the students learn from that?

s she looked around the fifth-grade classroom at her peers at B.D. Gullett Elementary, Madelyn Myre didn’t join the furious attempt to finish the English Language Arts assessment test.

Instead, the 10-year-old put her head down on her forearms to take a two-hour nap.

After the test ended, some of her friends asked her why she didn’t take the test?

“She told them that they didn’t have to take the test, either,” said Myre’s mother, Lisa Lent. “Just because everyone else is doing something, doesn’t make it right.”

Myre is a participant in the Opt Out Manatee movement, which has been gaining traction throughout the county over the last year. The Manatee County group, which has 720 parents, community members and other followers on Facebook, concentrates on the Florida Standards Assessment.

The Opt Out movement is a nationwide effort, which has members in 40 counties just in Florida.

Local group members believe the Florida Standards Assessment is aligned with state standards, also known as Common Core, and isn’t an effective way to measure how much a child has learned throughout the school year.

“This movement is a backlash, because the Legislature isn’t listening to anyone,” said Pat Barber, president of the teachers’ union, the Manatee Education Association. “Parents, educators and community members have all been trying to tell legislatures they have gone too far. And they aren’t listening.”

Barber said state-level micromanaging of classrooms, such as telling teachers how much time they should allot to reading each day, is putting extra stress on educators, which doesn’t translate well for a positive classroom environment.

“The joy of education has been rung dry,” Barber said. “State statutes have to be changed.”

Some East County parents say the assessments are a method of data collection that doesn’t benefit their children.

“I don’t want my daughter to be a statistic,” said Michelle Lubrino, a parent of a Gullett Elementary student. “I want her to be successful and happy. You know how they say, ‘Any given Sunday?’ well, I say, ‘Any given test day,’ because your child may not be feeling well or have test anxiety, and to base their whole academic future on one test isn’t a smart move.”

Ranch Jam lawsuit moves forward A lawsuit regarding the Ranch Jam concert held in March 2015 in East County will move forward in Manatee County Circuit Court.

In December, vendor Mojoe Productions filed a lawsuit against Ranch Jam because the company is owed about $70,000.

Mojoe is alleging fraud and seeks to secure funds by proving Ranch Jam principals, David Wilcox, Tim Revell and Delver Couch, never intended to pay vendors. Cyndee Boelkins and Southern Star Productions also are named in the suit.

At a March 29 hearing, Manatee County Circuit Judge Stephen Dakan said Mojoe has a case but needs more specifics in its lawsuit. He gave Mojoe’s attorneys 20 days to amend their complaint accordingly.

The lawsuit began in 2009 when seven residents stopped paying an additional assessment collected by the MPOA, part of which then went to the CDD for common-area maintenance. The residents argued that as The Shores is a private community within Waterlefe, and not part of the CDD, they should not be paying money that would go toward the CDD. In November, the back assessments owned were at $65,000.

Two of the defendants since have settled.

After Manatee County District Judge John Lakin ruled in favor of the Waterlefe Master Property Owners Association and Community Development District in January over seven property owners of The Shores, the lawsuit might not be over just yet.

An attorney for five of The Shores residents said he is seeking an appeal. His clients were ordered to pay their share of $111,200.04 for back assessments due along with attorneys fees.

Attorney Fred Moore is attempting to take the case to the Second District Court of Appeal.

“Hopefully things will be different in the appellate court,” he said.

Sarasota County Parks, Recreation and Natural Resources announced on Monday it has hired Nicole Rissler as its new deputy director of operations.

Rissler is giving up her role as chief operating officer for Suncoast Aquatic Nature Center Inc., which manages Nathan Benderson Park. She will begin her new job in May and assist Director Carolyn Brown in planning and directing all operational functions. She will oversee sports development and athletics, recreation and special events, natural area parks, preserves and trails, beaches and water access according to a Sarasota County press release.

After canceling its 2016 season, MLFB studies the possibility of a May training camp in Lakewood Ranch.

Inside the Lakewood Ranch office of Major League Football April 4, the lights still were on.

If people expected the fledgling league’s cancellation of the 2016 season to be the final straw breaking the business camel’s back, they were disappointed.

Senior Executive Vice President Frank Murtha sat at his desk, busy outlining preparations for a possible training camp to be held at Premier Sports Campus at Lakewood Ranch sometime in May. “The economic impact on this area may not change,” Murtha said.

Premier Sport’s Director Antonio Saviano confirmed he was talking to Major League Football about a possible training camp and reiterated his hope the league would be successful in bringing tourist dollars to the area. The MLFB had planned to bring just fewer than 1,000 players and personnel to Lakewood Ranch for its

Murtha said that might still happen.

He couldn’t be specific about training camp plans because the MLFB is a publicly traded company and he said it limits information released to the media.

However, the league was studying a possible camp that would bring four teams into Lakewood Ranch for training over a two-week period, and then the other four teams the following two weeks.

Murtha said money has not been the issue, and won’t be the issue in deciding whether to hold a training camp in 2016 even though play won’t begin until 2017. He said the $20 million equity, $100 million line of credit

Murtha said myriad problems led to the cancellation of the 2016 season, and the loss of a $20 million financial commitment from Clairmont Private Investment Group LLC on Feb. 8 was only part of the problem because it postponed the start of training camp.

Finding hotel space in Manatee and Sarasota counties due to a delayed start was only a small problem Murtha said the league could overcome. “There were so many moving parts,” Murtha said.

Among them, the league didn’t expect it would take more than four days to give 640 players complete physicals. With the host cities not announced because the negotiating process had dragged on longer than expected, promotional efforts had been stymied. It was obvious the league wouldn’t be prepared for a season.

“The last thing we wanted to do was launch half-ass,” Murtha said.

Murtha said finding hotel rooms for half the league’s personnel at a time in May didn’t seem like a major obstacle. If the training camp is held, Murtha said NFL scouts would have the opportunity to check out players during controlled scrimmages. Murtha said more personnel would be arriving to work at the league’s Lakewood Ranch office in the near future.

He said MLFB is grateful to the support it has received in the area.

“Canceling the season is not what we wanted to do,” he said. “Everyone in this area has gone out of their way to welcome us.”

With the Fort Hamer bridge still a year from completion, those driving Upper Manatee River Road will begin seeing delays in the coming months.

Manatee County is working on the piping and drainage system for the new bridge and a span of Winding Stream Road will be shifted west to accommodate a drainage pond. The traffic flow of Upper Manatee River Road, where it intersects with Winding Stream Road, will be affected.

Trudy Gerena, the community outreach coordinator for Manatee County, said motorists can expect to see intermittent delays during the next few months as crews work on the drainage system.

The biggest detours will hit in July, if weather conditions and construction schedules don’t delay construction.

In July, traffic traveling north on Upper Manatee River Road between Third Avenue Northeast and Gates Creek Road will be rerouted and shifted to one lane.

Drivers traveling north will detour onto Third Avenue Northeast to Gates Creek Road before returning to Upper Manatee River Road.

One resident said the community’s fence is now visible, where it was once blocked by vegetation.

“Since they’ve devastated the foliage back there to do the roadwork, you can walk right on to our property,” said Cathy Groelly, who lives off of Winding Stream Way. “Is there going to be any landscaping for noise abatement?”

Rick Schappacher, district engineer, said part of the problem was that vegetation on Waterlefe’s side had overgrown into the county right of way, so the county hadn’t chopped down anything that belonged to Waterlefe and had tried to keep as many trees as possible.

“By Fairway 14 they removed quite a bit, but it was stuff in their right of way,” he said.

Schappacher said the county had to cut the budget for the project, so it won’t be spending extra on landscaping. He wants to work with the county and the CDD’s maintenance crew to get extra fill dirt from the county to make a new berm between the road and the golf cart path with a hedge on top to help with noise and lineof-sight issues.

The real problem will come in 10 years or so when the county plans to build a second Fort Hamer bridge, Schappacher said.

The second, west overpass will be closer to residential lots than the one under construction now.

“It’s tight — it’s going to be very close back there,” he said.

f Manatee County can attract first-time visitors, it can usually lure them back.

Surveys show 94% of visitors to the Bradenton area say they will return, said Bradenton Area Convention and Visitors Bureau Executive Director Elliott Falcione during a presentation March 30 at the Lakewood Ranch Business Alliance luncheon at the Polo Grill and Bar. Falcione touted Manatee County attractions, such as Cortez Village, Art Center Manatee and Realize Bradenton’s interactive walk along the Manatee River and agribusinesses, like Mixon Fruit Farms and Dakin Dairy, both in east Manatee County, as great tourist destinations.

Manatee County’s sports centers, including McKechnie Field (spring training home of Pittsburgh Pirates), IMG Academy and Lakewood Ranch-based Premier Sports Campus, are what he calls an “economic stimulus familiarization tour.” The phrase means they attract first-time visitors for one-time special events and expose them to the area and its attractions. Exposure results in future vacations and, potentially, relocation.

“Who do we target? First-time visitors,” he said.

Sports tourism has an annual estimated economic impact of $100 million. But Manatee’s bread-and-butter is leisure tourism, which generates an estimated $900 million, Falcione said.

Falcione said the sport tourism industry is a nice fit within Manatee and Sarasota’s existing amenities because it fill gaps within the regular tourism season. The various venues also have different clientele, so they complement one another well.

Bradenton Area Convention and Visitors Bureau Executive Editor Elliott Falcione said the idea of a water park is exciting because it would enhance the quality of life in the county and attract visitors from throughout the region and add to the length of stay for visitors.

Ranch Main Street, led by Amanda Zipperer, stepped up to to cover $10,000 of expenses so the parade would happen.

Lakewood Ranch Main Street is again a major sponsor of the parade, which is attempting to line up bands. Four, including the Lakewood Ranch High School marching band, already have entered. But Breiner and fellow board members Zipperer and Lori Ruth, East County Observer associate publisher, are seeking more music.

Zipperer is hoping area bands would see an entry in the parade

as a wonderful opportunity.

“This is the heart of Lakewood Ranch,” she said of the parade and its festivities. “I know this is a way for Lakewood Ranch Main Street to give back to the community, and to give back to the veterans. This is a way to recognize people who have served our country.”

Proceeds from the event benefit Manasota Operation Troop Support.

“It always was the goal for this parade to run from State Road 70 to Main Street along Lakewood Ranch Boulevard,” Breiner said, noting that it will likely require a paid parade director to make it a reality. “I know that is ambitious.”

Grace Community Church offers a Kids Zone on Main Street each year that opens at 5 p.m. The parade will begin at 7 p.m. this year in hopes of landings some cooler temperatures.

The parade will form in the Lakewood Ranch Medical Center parking lot, a move from last year when it organized near Town Hall. That will open parking closer to the event.

A VIP tent will be available for veterans.

Will this year’s parade be the biggest, and most musical, ever?

hen a very young John Breiner watched parades from the roof of his uncle’s business, Ed’s Tavern in Saddle Brook, N.J., he didn’t want to just see the parade. He wanted to hear it.

No matter what floats brightened the festivities, no matter what colorful characters were involved, music was the master.

“You can’t have a parade without a band,” Breiner said. “The more music, the more energy.”

Now the owner of Wolves Head Pizza & Wings in Lakewood Ranch, the 49-year-old Breiner hasn’t changed as a board member of the Tribute To Heroes Parade that runs down Lakewood Main Street on May 29.

Breiner, who opened Ed’s Tavern in Lakewood Ranch in 2008 and later sold it, was a parade founder back in 2010 when he got together with veteran Gene Sweeney, who will be this year’s grand marshal, to plan an event for those who gave their lives in defense of our country.

“We had seven vehicles and maybe 100 or 200 people showed up,” Breiner said. “But we started the ball rolling and people started seeing our vision.”

Last year’s vision might have been a problem for some. More than 5,000 people attended a parade that sported 45 entries and seven bands. Lakewood

Information has a new home As development in Lakewood Ranch reaches farther north, Schroeder-Manatee Ranch is providing support.

SMR held a ribbon cutting ceremony for its newest 2,100-square-foot information center March 29. The center, located at 11506 Rangeland Parkway, is at the southeast corner of Rangeland Parkway and Lakewood Ranch Boulevard.

The Lakewood Walk shopping center, anchored by Publix, is immediately west across Lakewood Ranch Boulevard, and a pasture is immediately east.

The information center’s decorative accents, such as the use of barn siding, reflect SMR’s roots in agriculture.

“It’s new. It’s clean,” said information center employee Frank Verdel. “It’s vibrant and you can

see Lakewood Ranch’s history.

I think it captures the spirit of Lakewood Ranch.”

Fellow ambassador Sonya Powell said the new location puts the center closer to active development and gives the development more visibility. It’s located about a half-mile from SMR’s original information center at Summerfield Park, which is now closed.

Director of Marketing Laura Cole said SMR felt State Road 70 was a geographical barrier from the Summerfield Park information center. The new center will better support development occurring to the north of that road.

“It’s a milestone in the community’s history,” Cole said. “Rangeland is sort of a new chapter, supporting all our builders, but primarily those building north of State Road 70.”

Eight communities, Indigo, Bridgewater, Central Park, Esplanade, Harmony, Lakewood National Golf Club, Arbor Grande and Divosta, are in various stages of development north of State Road 70. Home styles and prices range from condominiums in the $160,000s to single-family homes priced $300,000 and higher.

“Most of the sales in the Ranch are occurring in the area north of State Road 70 and east of Lakewood Ranch Boulevard,” said Neal Communities owner Pat Neal,

Opening should be grand The Sheridan at Lakewood Ranch expects to open in June.

Kathy White wants to make “home away from home” a reality for seniors in Lakewood Ranch.

Since December 2014, when construction started on The Sheridan at Lakewood Ranch, White and has been helping shape the design of the Ranch’s newest assisted-living and memory care facility. She hopes to give her new residents an inviting feel that makes them comfortable relocating from their home.

“We want to provide residents with a vibrant, welcoming community that lets them keep their independence,” said White, executive director of The Sheridan.

Sixteen months after construction started on the facility, which will feature 121 units in its memory care and assisted-living buildings, The Sheridan is drawing closer to an opening date. At a gathering March 31 at its Welcome Center on Lakewood Ranch Main Street, officials said the facility is expected to open in early June.

This is the third time the facility’s opening date has been pushed back, White said.

“We’re just trying to get everything right,” she said. “We’re in that phase where we focus on the tiny details, setting up keys and locks, putting in flowers and trees for the landscape, putting locks on medicine cabinets in memory

She said Senior Lifestyle Corp. usually takes over and manages assisted-living facilities when construction is completed, rather than overseeing the construction of new lodgings.

The company is working with Sarasota-based Starling Group, which is building The Sheridan.

So far, The Sheridan has secured 35 deposits from individuals who plan to move in this summer.

White and her team are hopeful they can rent out 75% of the units within a year.

The facility, which will cost about $17 million to construct, features studios and one- and two-bedroom units that range in square footage from 475 to 778.

“When there’s a need, we layer on care,” White said. “We offer as little or as much help as residents need. We take care of the difficulties of everyday life. People aren’t just getting a pretty place to live.”

For one special night, somewhere over the rainbow can be found at the Woodland Community Church.

The annual Night with the Stars Special Needs Prom will be held at 7 p.m. April 15 at the church, which has adopted “A Night at Oz” theme for the event.

The prom is open to local special needs individuals, ages 16 and older, along with their parents and/or caretakers. The event typically draws a few hundred attendees, but this year, the prom

is booming.

Event organizer Mary Anne McDevitt is expecting 470 attendees. The church will transform into Oz, with 100 feet of yellow brick road leading to a dance floor. Other decorations include a 70-foot rainbow, 13 flying monkeys, two hot air balloons, three tornadoes and a slew of characters from the film.

East County resident Tanya Waxler, who has volunteered for four years, is dressing as one of two Glinda the Good Witch characters. There will also be a lion, tin man, two scarecrows, up to three Dorothy characters and a not-so-

“We’re going to have at least one character in every room,” McDevitt said. “The attendees love it.”

Braden River High School senior Trisha Cooper dressed as Elsa from the movie “Frozen” a year ago and had a wonderful time. Cooper owns her own business, Pristine Princess Parties, and is hired to portray characters from “Frozen.” For Night with the Stars, she donated her services.

“Last year, I played Elsa,” Cooper said. “Some people cried they were so happy, because they love the character so much. That made me feel amazing, like I did a good job.”

Due to her business, Cooper only portrays “Frozen” characters so she hasn’t decided whether she will portray Elsa again this year for an event aimed toward the “Wizard of Oz.” However, she plans to at least volunteer in any way she can.

“The prom was really special,” Cooper said.

At Night of the Stars, more than 140 people volunteer, including Waxler, who has been crafting decorations for months with the help of high school volunteers, such as her son, Levi.

She has turned her garage and driveway into a workshop to create props out of cardboard, paper, paint, toilet paper rolls and other recycled materials.

“I like to use recycled products and turn them into something new,” Waxler said. “I think, ‘What can I use that for?’ This year’s theme is going to be really cool.

We’ve been working really hard on these decorations, so this will be an event to remember.”

The bad news: Overcrowding remains a problem in East County schools. Traffic still is a major concern at the Interstate 75/ University Parkway interchange.

Keeping Lakewood Ranch’s ponds clean will always be a challenge.

The good news: The Manatee County School District isn’t considering double-decker desks to pack students into classrooms and Benderson Park does not have a gigantic alligator following the boats.

If there’s one thing faithful readers of the East County Observer have learned over time, is to always read the jumps — especially if April Fools’ Day is approaching.

Of course, we have to admit, April Fools’ Day would be a lot less entertaining for us if everyone turned to the “Gotcha!” on Page 4A. This year’s April Fool’s issues came early on March 31, due to our publication schedule.

Some East County Observer readers laughed at our “Return of the scum” story in which we claimed Tara Preserve residents learned they would have to put algae back in their waters due to a legal challenge.

After fielding dozens of questions from concerned residents about the story, the community

posted a sign on a bulletin board informing residents, “Observer plays a trick on the residents of the Preserve.” The note ended with this admonition: “The Board of Supervisors is not laughing.”

Another reader had harsh words for us for not investigating the fake double-decker desks more thoroughly, citing the potential for danger and chaos in the classroom.

“Whatever idiot in Manatee County thinks this is a good idea for our kids needs to be stopped,” the caller said.

While the story about the Double Diverging Diamond project at Interstate 75 and University Parkway drew ire from some readers, others were relieved to learn it was just a joke.

Schroeder-Manatee Ranch is getting closer to launching construction on a 44.5-acre, multipurpose community park north of State Road 70 and east of Lakewood Ranch Boulevard.

Site plans submitted with Manatee County for review show a dog park, open play fields and walking trails, wedged between two future developments, Arbor Grande and DiVosta.

Plans for the project are working through Manatee County’s planning process, but SMR President of Development Bob Simons said SMR expects to open the first phase of the $1 million park by the end of 2016 with future phases open by the end of 2018. Once finished, it will include restrooms and a 1,456-square-foot pavilion, an all-purpose field, open play fields, a dog park, tot lots and walking trails.

Simons said amenities are selected by popular demand.

“The Lakewood Ranch Community Park is nestled in an area of growth within the Lakewood Centre Development of Regional Impact boundary,” Simons said.

“The residential communities of Arbor Grande, Mallory Park and the Echo Lake Apartments are under construction. Likewise, the Gatewood Drive, White Eagle

North American Towers plans to construct a 195-foot cellular communications tower disguised as a cross on the property of Risen Savior Lutheran Church, 14605 59th Ave. E., Bradenton.

The proposed tower, which is undergoing county review and the permitting process, is located near the center of Risen Savior’s 10-acre property at the northeast corner of Lorraine Road and 59th

Avenue East, Bradenton.

David Travis, who serves on Risen Savior’s board of directors, said discussions with North American Towers have been ongoing for about seven months and construction is expected to begin on the tower in about three months.

“They’re in the final stages of the permitting now,” he said.

Construction is estimated to take four months. The anchor cell carrier hasn’t been announced.

Church leadership likes that the tower is disguised and will give the church property more visibility. It also will create an additional rev-

enue stream for the church, which has about 70 members.

“It sounded like a pretty good deal, so we elected to do it,” Travis said. “We’re hoping to use a lot of that for outreach. We really want to put money to help people and organizations as we see a need.

It gives us an opportunity we wouldn’t normally be able to do.”

The church will receive a monthly base payment, Travis declined providing specifics, and an additional amount for up to four more carriers.

Fellow board member David Rindfleish said the location of the tower is strategic because it also gives Risen Savior enough property to expand in the future, possibly with a day care or school, if it ever decided to do so.

year ago. Although both still are active in the organization, which they formed just weeks after their sons’ deaths, they had to step back from telling the story so many times. Nicki Wagner took over as director a year ago.

“It was getting to the point where talking about this every week was almost too much to take,” Debbie Wagner said. “We have so many speaking events.

You can’t heal.”

Debbie Wagner said her husband, Fred, died in 2013 because “he couldn’t deal with the death of his child.”

Nicki Wagner was quite OK with taking over the main duties of the organization. “She decided to take time to live again,” she said of her mom.

The group speaks every year at Manatee County School District graduation rehearsals. They give presentations at driving schools and they put up banners and posters at schools throughout the area.

However, Nicki Wagner points out, “This is not a teen problem,” she said. “This is just where we are starting because teens are at an impressionable age. But this is an everybody problem.”

They are blunt when they confront people about not wearing a seat belt.

“If it wrinkles your shirt, I don’t care,” Debbie Wagner said.

Although Debbie Wagner doesn’t have a lot of experience as a director of a nonprofit group, she is confident it will work out.

“We’re trying to get people to give us a 21-day pledge to wear a seat belt,” Debbie Wagner said. “It takes 21 days to form a habit.”

BUBBA hosts three main fundraisers a year, including the Poker Run, a golf tournament in the summer and a concert in the fall.

“We’re not as organized as we would like to be,” Nicki Wagner said. “But we are just trying to get it out there.”

aria Ross wants to be challenged.

She is about to get her wish.

The Out-of-Door Academy junior, who is ranked 10th in the state, 15th in the Southeast Region and 45th in the nation for the Class of 2017, is preparing to face a new level of competition.

On April 9, Ross will begin play in the Nick Bollettieri Women’s Sarasota Open as part of the 2016 White Sands/Joey Gratton Sarasota Open. The tournament showcases some of the top developing professional players in the world.

It’ll be Ross’ first time competing in the professional women’s tournament, and her first time playing in a tournament since the middle of February.

“It’s a huge honor to be able to play such high-level athletes,” Ross said. “I’m excited to compete and see how well I do against them.”

The opening rounds of the women’s draw will be held April 14, at Bath & Racquet Club, in Sarasota, with the semifinals and finals slated for April 16 and April 17, at the Lakewood Ranch Tennis Center.

“The level of the players will be very challenging,” said Lakewood Ranch head tennis professional Chris Marquez, who has been coaching Ross for the past eight months. “It’s a good opportunity for Maria to get experience at that level.”

Ross earned a draw into the women’s tournament along with Lakewood Ranch freshman Gia Cohen and St. Stephen’s junior Mary Ann Rompf, who joined Ross in winning the overall doubles Class 1A state championship when they were freshmen at ODA. The women’s draw will be announced April 8.

“It gives good local flavor to the competition and it introduces them to the rest of the world,” said Tony Driscoll, the 2016 White Sands/ Joey Gratton Sarasota Open CEO. Since earning an entry into the tournament, Ross has maintained a rigorous training schedule.

“I’m not taking it lightly,” Ross said. “I want to be prepared.”

Canadians have stroke of good fortune

C

aroline Lesage traded in the frozen waters of her Canadian homeland for a suntan and six weeks of intense kayak training.

A chance meeting with an alligator, well, that wasn’t necessarily part of the plan.

The 18-year-old kayaker from Montreal, Canada, came faceto-face with a medium-sized alligator during a training run at Nathan Benderson Park March 30. Lesage, who races for the Pointe-Claire Canoe Club, was participating in Canoe Kayak Canada’s Assessment Regatta when she and fellow kayaker Monica Black, who rows for Cascades Club, in Quebec, got a firsthand look at one of the state’s most recognizable faces.

While they weren’t expecting to share the course with an alligator, Lesage and Black weren’t intimidated by the water’s inhabitant.

They actually considered themselves fortunate, for other competitors had no such brush with gators.

“All we saw were some big fish,” said 18-year-old Juliette Brault of the Pointe-Claire Canoe Club.

Lesage and her teammates arrived in Florida at the end of February and have been training in Melbourne for the past six weeks. Canadian teams, which have been training across the state, came together at Nathan Benderson Park to compete in

a series of races to assess their skills.

“It was mainly a training and testing opportunity to see where we are and to prepare for the future and the rest of the season,” said Mississauga Canoe Club’s Katie Vincent, 20.

Those who are selected will represent Canada at the U23 World Championships, at the end of July, in Belarus.

“It would be pretty great,” said Brault, who has made the national team twice. “It’s a unique feeling competing at the world championships. All of the countries are there, and it’s really cool to be there as an athlete representing your country. nnn

It was all part of a plan.

Knowing she wanted to play softball for both Braden River and Lakewood Ranch before

she reached high school, junior shortstop Kinsey Goelz opted to play two years at each school.

With the majority of her Tampa Mustangs travel ball teammates split between the two schools on opposite sides of Interstate 75, Goelz wanted to experience playing high school softball with all of them.

After two years as a Pirate, Goelz is a Mustang this season, and she’s loving every minute of it. Goelz is batting .433 with 29 hits, 23 RBI and 26 runs scored while leading Lakewood Ranch to a 19-3 record and a No. 5 ranking for Class 8A in the latest Miracle Sports Florida High School Softball Poll.

“I love everyone on the team,” Goelz said. “We all have each other’s backs and are always there for each other.”

She hasn’t preferred one school over the other.

“I don’t really see a difference,” Goelz said. “Both schools are great academically and athletically.”

Aside from the rivalry aspect, Goelz hasn’t been hit by any “traitor” trash talk. She did enjoy getting the best of her former team when the Mustangs knocked off the Pirates 10-6 in the first meeting between the two East County rivals March 15.

She went 2 for 4 with two RBI. She wasn’t overly keyed up for the rivalry game.

“I just (tried) to keep my composure and stay calm,” she said.

Ross trains six days a week at the Lakewood Ranch Tennis Center. In addition to her roughly 12 hours of on-court training, Ross also has incorporated fitness training into her regular schedule. She spends a couple days a week working with fitness coach Jason Riley to improve her physical strength, agility, explosiveness and movement, among other areas.

“We’re trying to exhaust all of our options to the fullest,” Marquez said. “We’re trying to fill in the gaps to raise her tennis level.”

Familiarity is something Ross is hoping to be able to use to her advantage. In addition to having the support of a couple of friends in the tournament, Ross also is looking forward to the possibility of playing on her home court if she were to advance to the semifinal round.

“I definitely feel comfortable here,” Ross said. “I think if the community came out, I would definitely rise up to the occasion and play better. It would mean a lot to play in front of everyone.”

The winner of the women’s draw will earn a cash prize of more than $1,000.

“It would mean everything,” Ross said. “To beat such incredible players would be such a huge accomplishment. I’ve never played in a big tournament like this, so it’s really great exposure.”

In addition to the women’s draw, the 2016 White Sands/Joey Gratton Sarasota Open will feature a 32-player men’s draw, as well as a men’s doubles draw. Play will begin April 9 with qualifying rounds and will continue through April 17 with the men’s singles and doubles finals.

ODA JUNIOR COMMITS TO BOSTON COLLEGE Maria Ross, a Boston native, verbally committed to play tennis for Boston College March 5 following a visit to the school.

Ross went to the school hoping to start a relationship with the coaches and the girls on the team, but after her initial visit she was sold playing for the Eagles.

“I fell in love,” Ross said.

“It’s a beautiful campus and the coaches are really nice.

I felt like I fit in really well. I was born in Boston, so it’s like returning home in a way.”

Several rising American stars, including Denis Kudla, Frances Tiafoe, Jared Donaldson and Ryan Harrison, will be competing in this year’s tournament.

“A lot of the next generation of top American boys are going to be here,” Marquez said. “Maria has grown up with these boys on the junior circuit, so it’ll be neat to be a part of that tradition.”

New to the tournament this year will be the addition of a second stadium court, as well as the back rows of the James T. Driscoll Stadium Court being open to general admission attendees.

s Riva Trace residents Donna and Steve Pulliam set up their folding chairs at Lakewood Ranch Main Street April 1 for the monthly Music on Main concert, their bright blue shirts showed they had an ulterior motive.

“We know a lot of people with autism,” Donna Pulliam said. “A lot of people.”

The concert, which benefited Easter Seals, was themed “Light It Up Blue” to help bring awareness to those battling autism. The theme is part of a national campaign during April to raise awareness of the disorder.

Music on Main attendees were encouraged to wear blue to help promote the cause.

ith a juke box blaring songs from the 1950s, John Riley and his wife, Audrey, sat at a table at the Tara Golf and Country Club March 31 with the memories flooding back.

“It makes me feel like I’m 18 again,” said John Riley, who turns 80 on April 11.

The club’s social committee planned the sock hopthemed evening, featuring tables decorated with old records, a buffet of fried chicken, corn dogs, hot fudge sundaes and plenty of poodle skirts.

“We want students to have more of an enthusiasm for science,” fifth-grade science teacher Charlotte Latham said. “This event makes science fun for them.”

The Jiggs is up, and running Fishing tournament highlights grand opening celebration at Jiggs Landing.

He already had caught four bluegill, but the fifth was special.

Seconds after 9-year-old Gage Barfield launched his line into the water, his father, Sean, arrived from his own fishing spot at Jiggs Landing.

“Look,” Gage Barfield said to his father, with a big smile. “I caught another one.”

Gage Barfield was the first person in the children’s division to catch a fish during the Jiggs Landing Grand Opening tournament April 2. Both father and son participated in the tournament against 28 other anglers.

The event showcased the additions to Jiggs Landing, which was previously operated by the county, but wasn’t utilized for events or overnight stays as it is now. Additions include four new rental cabins, a playground and a concession area.

The celebration also featured live music by former “American Idol” contestant and Braden River High graduate Sam Woolf, as well as property tours and barbecued food.

EK Nails opens in Lakewood Ranch Tina Ly worked on her customer, Sarasota’s Susan Gaynor, in her new business, EK Nails.

She looked up for a moment to explain why at 25 years old, she has decided to take a financial risk by opening her own business.

“I can make people pretty,” said Ly, who has lived in the United States for 10 years after moving from Vietnam. “They remember me.”

Gaynor said Ly’s statement was indeed true. “I stumbled on to Tina and she has that pleasant attitude and an attention to detail,” Gaynor said. “She makes sure my nails are just right. So I followed her here.”

“Here,” is Ly’s EK Nails salon at 6285 Lake Osprey Drive, Bradenton. The salon opened March 10 and offers services such as pedicures, manicures, nails and waxing.

After graduating from Southeast High School in 2008, Ly started working at nail salons.

She loved the artistic aspect of doing nails, especially when she works on brides.

She surfs the Internet looking for ideas and tries to put her own stamp on nails as well. “I do a lot of nail art,” she said. “The more you do, the more you find out things that look good.”

New to Lakewood Ranch, Ly hasn’t established a “walk-up” business yet but has clients from her other jobs following her to the new location.

Gasoline prices took a nosedive April 1, at least at the corner of Lorraine Road and State Road 70.

Nick Salem and Moe Isa celebrated the grand opening of their Nick and Moe’s Shell gas station with a ribbon cutting, gas prices of $1.13 per gallon, bands and plenty of giveaways. The celebration continued April 2 with more festivities and even included a visit from 2015 Miss Florida, MaryKatherine Fechtel.

“This is our way of giving back,” Salem said. “We realize our customers have choices.”

The station, formerly a Chevron, has been renovated.
