Elected Mayor & Single Member Districts Charter Amendment Proposal FAQ’S August 12, 2012 How does the proposal change the structure of city government? Answer: The proposal provides for a mayor, elected city wide, who will be the chief executive of the city. The city commission would be composed of five commissioners elected by their respective districts. The commission would remain as the sole legislative body eg.approving ordinances and resolutions. Would the mayor be a member of the commission? Answer: No, the mayor would not be a member of the commission and would have no vote. However, he or she would be entitled to speak at commission meetings. Would the mayor be able to meet with commissioners one-on-one? Answer: Yes the mayor would be able to meet with commissioners yet he/she would be bound by the sunshine law. Who would prepare and approve the budget and table of organization? Answer: The mayor will prepare the budget and table of organization. The commission must approve with three votes. Who hires/terminates department heads? Answer: The mayor can appoint a department head with the consent (3 votes) of the commission. Only the deputy mayor, city attorney and city clerk would require consent from the commission to terminate. Can the mayor veto actions by the commission? Answer: Yes, except for quasi-judicial matters, board appointments, audits and investigations and ordinances creating advisory boards. Can the commission override a mayor’s veto? Answer: Yes, with four votes (super-majority). Salary for the mayor? Answer: The mayor’s salary would be the equivalent of four commissioner’s salaries: approximately $ 108,000.00.
