New college construction officially begins

By DEVIN WILGER N-R Writer The Parkland College’s Trades and Technology center is coming soon, and evidence is in the heavy construction work currently happening on Dracup Ave. To commemorate the event, the college held an official sod turning ceremony.

Dr. Fay Myers, President of the Parkland College, says that it’s exciting to see the ground moving on the site, knowing it’s going to happen and going to open in September 2015.

The 29,000 sq. ft. facility will have a 10,000 sq. ft. trades shop, a power engineering lab, six classrooms, a science lab, tutoring and small seminar rooms. The trade shop will offer a number of trades, Myers says, including welding and multiple mechanical trades.

Rob Norris, Minister for Advanced Education, says that the facility is an example of the Government of Saskatchewan’s commitment to post-secondary education in the province.

“It marks a further investment in Yorkton and the surrounding area, but most importantly in our students and their families, to

stay, study and work here in the Yorkton region and meet a very robust labor market.”

Norris says that the community support for the project made it easy

for the provincial government to get behind the project with a $10 million commitment. He says that the college has set a new model for community involvement and

gaining support from the city and corporate partners.

He also says there needs to be more capacity for trades education in the community, and

that the Parkland College’s focus on trades is something that is needed for students and businesses.

“It’s vital for today and increasingly important

for tomorrow.”

Myers concludes by saying the college would like to thank supporters for making the new facility possible through the capital campaign.

Snowbirds and US taxes, know the rules TD Economics reports that more than 500,000 Canadians spend significant periods of time in the United States. These individuals may be unaware that a Canadian can be deemed a U.S. person and subject to U.S. tax filing requirements if holding certain investment vehicles.

The definition of a U.S. person is quite broad. It generally includes U.S. citizens and residents, U.S. green card holders, anyone with a substantial connection to the U.S. and certain entities organized in the U.S. The Internal Revenue Service (IRS) says anyone deemed to be a U.S. person holding certain investment vehicles is subject to Passive Foreign Investment Company (PFIC) rules.

A PFIC is a non-U.S.

corporation that has either 75 per cent or more of its gross income consisting of passive income or 50 per cent or more of the fair market value of its assets consisting of assets that produce passive income.

According to an IRS directive, this means the majority of Canadian mutual funds and exchange-traded funds (ETFs) are PFICs. In some instances, certain public companies such as REITs are considered to be PFICs. PwC notes that PFIC rules are designed to prevent taxpayers from deferring tax on passive income earned through foreign corporations or converting this income into capital gains taxed at preferential rates.

There is much debate whether Canadian funds belong in that category.

www.reynoldsinglis.ca The Investment Funds Institute of Canada (IFIC) argues there is sufficient similarity between the tax treatment of mutual funds in Canada and the U.S. to support the exclusion of Canadian mutual funds from the PFIC rules.

They have made a submission to U.S. congress to exclude Canadian mutual funds from PFIC rules; however, there is yet to be any change.

U.S. persons who hold PFICs have three options regarding taxa-

tion. The default taxation method (Excess Distribution) is the most onerous.

Generally speaking, gains and distributions are fully taxed as income. Also, amounts allocated to the previous three years are subject to U.S. tax at the highest marginal rate and subject to deemed interest charges.

However, there are two alternative elections that U.S. persons can make. One is the Markto-Market election, which requires investors

to report all distributions as ordinary income and recognize all increases/decreases to the value of the investment as a gain/loss on their holdings, even if they were not disposed of.

The preferred election for most investors is the Qualified Electing Fund (QEF), which requires investors to report their pro-rata share of the fund’s earned income and capital gains for U.S. tax purposes. This means that distributions or gains from sale would be taxed in a similar fashion to how mutual funds in the U.S. are normally taxed.

Some mutual fund companies are supplying tax-reporting information to help U.S. persons make the QEF election, and investors should ask their fund

companies for the necessary data. For example, Fidelity Investments provides a PFIC Annual Information Statement.

On the ETF front, Purpose Investments is also helping investors comply with PFIC rules.

PFIC filing rules are exceedingly complex and non-compliance can bring costly consequences. Investors should seek advice from a qualified U.S. tax expert.

The Sunrise Cycling Club – Yorkton’s recreational bicycle club – members have begun their weekly Wednesday evening rides. Club President, Terry Ross, invites anyone who wishes to join the club to join in.

“We just ask that every rider wear a helmet. We meet at the Public Library and ride approximately 10-20 kms an evening and increase the distance as the season goes along. We ride to the participants abilities and no one is left behind. We would ask that everyone that comes out to the rides has a bike in good repair and that they abide by the rules of the road and group riding.”

Along with the Wednesday evening recreational rides, plans for weekend rides and some overnight bike camping trips are also in the works.

In addition, the cycle club wants to expand its membership to riders who wish to train for distance and time.

“We also plan to host bike maintenance clinics and attend the local Public Bike Rodeo hosted by the RCMP on May 17.”

The Club has several loaner bikes that are lent out to interested club members to try.

“Most people buy a Mountain Bike style bike for comfort more than speed and they are great for most riding in around town. But once they experience a road bike, they can feel the ease in

which they roll and how light they are to handle making riding any distance easier on pavement than the knobby tires on a mountain bike.

“We want new riders to have a good experience and providing a bike in excellent condition can give them that. The club does a lot of highway miles during the season but we do also plan mountain bike rides in and around the local parks.

The Good Spirit Provincial Park has approximately 20 kms of excellent mountain bike trials as well as Duck Mountain and Lake of the Prairies.”

Riders of any skill or style of bike are welcome to join the weekly rides and then participate in any of the other rides that are planned as the season goes.

“We are a pretty casual bunch and as the spirit moves us is how plan for the other excursions we ride,” says Ross, “we just want to see cycling in Yorkton expand and become a common means for transportation and pleasure.”

Long time club member Anne Stupak adds, “there are a lot of people who state that they work all day and have no energy left to get on the bike and ride crazy distances but there has never been anyone that has ridden with us that has not come back energized and glad to have come along, yes maybe tired and even a bit butt sore but the joy of doing the rides just seems to make it okay and they’re geared up for the next ride!”

Stewardship program improves Canada’s Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart recently announced improvements to the Farm Stewardship Program. The program provides support for producers to adopt beneficial management practices that maintain or improve the quality of soil, water, air or biodiversity resources.

“Farmers and producers have always been excellent stewards of our land, air and water resources,” says Ritz. “The changes being made to this program will enable them to continue producing highquality agricultural products in a way that is both environmentally responsible and sustainable in the long term.”

“The Farm Stewardship Program recognizes that good environmental practices and a successful agriculture sector go handin-hand,” Stewart adds.

“Saskatchewan producers continue to be leaders in environmental stewardship and these improvements will help the industry continue to grow.”

The Farm Stewardship Program, with an annual

budget of $4.6 million, provides eligible Saskatchewan producers assistance to implement practices that ensure the long-term health and sustainability of their operations, positively impact economic and environmental viability and minimize negative impacts and risk to the environment.

New beneficial management practices added to the Farm Stewardship Program will increase focus on important areas such as precision farming and land management.

These include: Riparian area grazing management and fencing: funding 50 per cent of eligible costs (fencing and labour to establish riparian area grazing paddocks) to a maximum rebate of $5,000.

Used oil, filter and fluid storage: funding 50 per cent of eligible costs (engineering and construction of berm and pad for storage area) to a maximum rebate of $3,000.

Variable rate irrigation technology: funding 30 per cent of eligible costs (equipment to enable variable rate irrigation) to a maximum rebate of $15,000.

Variable rate mapping: funding 30 per cent of eligible costs (consulting fees to create zone maps for variable rate fertilizer and/or variable rate irrigation application) to a maximum rebate of $2,000.

Funding for the Farm Stewardship Program is provided under the federal-provincial Growing Forward 2 framework, which will see government invest $388 million in Saskatchewan on strategic initiatives.

Ed, my neighbor next door, was impressed to find out that we will be off to British Columbia for a two week holiday.

Being a hunter Ed likes the idea of a mountain wilderness teeming with elk, moose and deer waiting to challenge the hunters who come after them there. He can also visualize in his mind’s eye the thrill of catching huge salmon that he can brag about for years. Ed is eager for us to visit BC. He is also eager for us to buy property there, so he can visit us and go hunting. Ed has family scattered around Alberta, but no family in British Columbia.

I told Ed that the trouble with moving is that you never know what kind of neighbor you might get beside you. Ed confirmed that new neighbors are a possible hazard when you move, as some neighbors, are like sandpaper, who can rub you the wrong way.

In fact, Ed added that some folks are rough to take no matter where you are. He doesn’t believe in travelling far or moving, because at least you know the persons you are dealing with when you stay close to home. Ed says that you may as well deal with the devil you know as go somewhere new and tangle with a new one.

I told Ed we will be visiting Chilliwack, Abbotsford and Nanaimo BC, and that I wasn’t sure they would be good places for hunters. Ed was disgusted as he said that all the places I mentioned were too close to the city of Vancouver.

There is another problem with Nanaimo, according to Ed, and that is that you have to take a ferry to get to it on Vancouver Island. Ed said that I just didn’t understand how confining and suffocating it can be to live on an island. I told Ed that there are problems to living anywhere. Life is best wherever you are if

Distance separates us from our daughter and her family in Washington State, but getting together only makes our love for each other sweeter.

Ed is doubtful about the importance of love.

He claims he has lots of family that he would really love not to see. He believes that anyone can love family you seldom see. The more often you see your family, and are with them, the less likely you are to be sweet on them. He says that some family members can be irritating after two minutes, others after two days, and two weeks can mean they rubbed away any liking you ever had for them.

We can find it hard to love our family members at times. I also know that there are times

when I’m downright unlovable myself. No one is lovable all the time except God, who is love. He loves the unlovable. In love, he sent his Son Jesus Christ to save sinners.

You cannot earn God’s love he gives his love in Jesus to anyone who will receive it. His love is truly amazing because it’s limitless.

IT’S GARDEN SEASON! – What better way to head into gardening season than with a tour of a top notch greenhouse? After a harsh, cold winter local horticulturists were excited to view the greenhouses of Kangro Gardening, taking in the sights of spring and the tastes of summer.

The tomato greenhouse was the first to impress these avid gardeners. Eight hundered plants all standing about five feet tall and bearing the first fruits of the season, from beef steak tomatoes to grape and cherry tomatoes. Several questions arose as to the variety and how Bob and Brendon Purton get them to grow like they do. “It’s an amazing sight to come into at this time of year!”

From the tomato greenhouse into the lettuce and cucumber greenhouse where row on row the lettuce is grown and the mini cucumber plants stand 6’ tall laden with flowers and cucumbers.

Along with the Swiss Chard, Kale and radishes this all keeps the two gardeners busy picking and packing on a daily basis.

The next greenhouse hosts the larger Jade and sweet slice cucumber variety as well as peppers.

The fourth greenhouse was the most awe inspiring of all. The flower baskets were a blaze with color and just about ready for market along with several thousand cabbage plants ready to plant in the garden. The father and son team

of Bob and Brendon have their work cut out for them and only fellow gardeners can appreciate the work that goes into tending, water and monitoring the growing conditions as the visiting Horticultural club can.

Now into the 13th year of producing fresh vegetables for the local markets Bob Purton was very happy to welcome his son Brendon to join the business three years ago.

“We work well together and with Brendon, Kangro Gardening plans to meet their ever growing market and demand for pesticide and herbicide free produce. We are proud of what we grow and we know that when people try our vegetables, that they will taste the difference.” Produce is picked fresh daily, packaged and taken to market.

Kangro Gardening supplies the Yorkton Farmers Market, the Regina Farmers Market as well as the Fort Qu’Appelle market during the summer.

“There are times we simply can’t keep up with the demand,” Purton states.

The recent tour ended with comments such as, “Wow this was really worth seeing, I can’t believe how much work that needs to be done! It is simply amazing,” Glen Tymiak marvelled. “It was so good to see it and get a taste of summer.”

Give this recipe a try: Prep Time: 10 min Cook Time: 15 min Ingredients: 1 box Barilla farfalle 4 Tbsp Extra virgin olive oil 2 garlic cloves, minced 1 red bell pepper, diced 1 yellow bell pepper, diced 1 green bell pepper, diced 1 can chick peas, drained 1 Tbsp oregano, chopped ½ cup Romano cheese, shredded

Salt and pepper to taste Procedure: Bring a large pot of water to a boil, meanwhile sauté garlic with olive oil until slightly yellow in colour, about one minute. Add the peppers and oregano and sauté for 4-5 minutes over medium heat. Add chick peas and sauté for 1 minute.

Cook pasta according to directions, but drain two minutes earlier reserving ½ cup (50ml) water, and finish cooking in the sauce over high heat with the cooking liquid. Top with cheese before serving.

Tips and tricks to keep your gas grill fit and fabulous To make sure, every time, that we are cooking and serving that fabulous barbecue taste, we must take the time to clean the grill, say advisors in this field.

According to the 25th annual Weber Canadian GrillWatch Survey, Canadians are avid and passionate grillers with 84% grilling once a week or more during barbecue season. But when it comes to cleaning, it’s a different story with 68% of Canadians cleaning their grill from once to only a few times a year.

In addition, 56% of grillers understand that there is a specific or correct way to clean a gas grill, but only a very few

know what that means and what is involved.

According to Weber Grills, a thorough cleaning and inspection should be done at least once a year— and more often than that if the grill is used year-round.

Inspect and clean the cooking grates, burner tubes, flavourizer bars, warming racks, exterior elements, and grease collection tray.

Be sure to check all gas fittings and hoses for leaks and replace if needed. You will need a stainless steel grill brush, fine steel wool pads, mild dish soap, a sponge or dishcloth, and a 1” plastic putty knife, all easily found at your local hardware store.

Here are five easy steps to follow to keep your gas

grill in top shape: • Clear the burner tubes of any blockages—A blockage can be anything from spider webs or debris inside the manifolds or burner tubes that restricts gas flow and may prevent the igniter from lighting.

To clean tubes, brush the portholes with a stainless steel wire brush in an up and down motion. Do not brush lengthwise across the ports, as this will only push debris from one hole to another.

• Clean the heat distribution system—Many grills contain heat distribution systems such as flavourizer bars to help prevent flare-ups. To clean them, simply turn your grill on high and allow the

The Canadian Tire Jumpstart Smokey Mountain Snowball Race is an annual fundraiser run by Chris Kondracki, an Associate Dealer, and his staff at the Canadian Tire store in Labrador City. All funds raised go to Canadian Tire Jumpstart, a national charity that helps kids from financially disadvantaged families by assisting with the costs associated with organized play.

Back in March, Chris and his team asked customers for a donation in exchange for a road hockey ball that would be entered into a snowball race.

Each ball was labelled with a number corresponding to a ticket given to customers who were invited to the race held at a nearby ski resort.

Each ‘snowball’ represented a donation that would help a local kid participate in organized sports or physical activity. Leading up to the event, the staff at the store distributed approximately 2,000 balls and raised over $18,000 with 100 per cent of customer donations going to their local Jumpstart Chapter. Thanks to Canadian Tire employees and the entire Labrador City community, more than 180

local kids will get a sporting chance this year.

Cat Rizzuto, a cashier at the store, was the top fundraiser securing donations for 800 of the balls destined for the hill. Cat believes so strongly in the impact of Jumpstart in her community that she would not let one customer leave the store without telling them how Jumpstart helps.

“Our people always do an awesome job promoting the race and are all really excited to know that their efforts are getting kids into sports,” says Chris. “It's a tradition we hope to continue for many years to come.”

Occasionally brush the bars with a grill brush or scrape with a putty knife.

Then wipe with a cloth and warm soapy water.

• Clean the warming racks—A soapy, fine steel wool pad will keep the warming racks and grill basket clean and free of smoke stains and debris.

Rub the racks gently and then rinse thoroughly.

• Carefully scrape the inside of the grill with a putty knife, and push the residue through the bottom hole. Remove the bottom tray from under the grill and empty debris in a trash can. To thoroughly clean the tray, use warm soapy water and a fine steel wool pad. Make sure you also clean the catch pan and replace the liner monthly, or as needed.

• Clean grease drippings on exterior surfaces by using mild, soapy water.

Never use an abrasive lemon-based solution or ovencleaner as it can scratch the stainless steel or remove the paint finish. If you have a stainless steel finish, use an environmentally friendly stainless steel cleaner and a soft cloth to remove fingerprints and give it a nice shine. For porcelain enamel finishes, use a cloth and warm soapy water.

While cleaning the grill, take stock of any rusted or corroded pieces. Call the manufacturer’s customer service to order parts or to locate a dealer in your area that carries original parts.
