Ten years of safely recycling electronics always impressed when I speak with residents from all over Saskatchewan at how passionate they are about recycling.” Saskatchewan is an international pioneer in product stewardship for end-of-life electronics (EOLE), having North America’s first industryled EPR (extended producer responsibility) program for collecting and responsibly recycling a broad range of regulated electronics such as tele-

visions, computers, audio/ visual devices and printers. Throughout its tenure, the program has grown and evolved, adding new devices and drop-off locations along the way. When the electronics are collected there is a two-fold benefit to the province; old electronics are kept out of landfills and precious metals and elements are recovered and reused to create new products. This “urban mining” is a sustainable solu-

tion with a much smaller footprint than mining for new elements. Creelman has a vibrant vision for Saskatchewan’s place with regards to the e-recycling industry. “In Saskatchewan, we’ve been the leader when it came to product stewardship for end-of-life electronics, and together with the residents of Saskatchewan we will continue leading the way long into the future.” With 87 drop-off locations all over the province EPRA

Parks and rec fees increase in Yorkton By Thom Barker Staff Writer City parks and recreation fees are going up. At its regular meeting March 13, Council heard from Darcy McLeod, director of community development, parks and recreation regarding proposed increases for 2017.

McLeod noted in the past, the City has increased fees on a three-year cycle, which while providing predictability for community groups, but also resulted in periodic large bumps that were harder to absorb. He presented a new rationale, which would see smaller incremental changes annually, giving facili-

ties more stability and making increases easier to stomach for the public. Administration used three per cent as a baseline because that is generally equivalent to inflationary costs of the City’s facilities and programs. They also base it on comparisons with other cities such as Moose Jaw,

Yorkton wins first place in EPRA’s Takeback to Touchdown contest The Yorkton SARCAN drop-off location finished first in their division in end-of-life electronics returns over the course of the eight-month contest period. Yo r k t o n Congratulations are in order for the Yorkton SARCAN depot, for finishing first place in their division in this year’s Takeback to Touchdown contest, put on by the Electronic Products Recycling Association (EPRA) Saskatchewan and the Saskatchewan Roughriders. The contest challenged SARCAN depots from across the province to compete for the greatest increase in end-of-life electronics col-

lected, as compared to the previous year. Yorkton competed in the Lancaster Division – named after the famous Roughrider alumni Ron Lancaster. In the end, the Lancaster Division champion was able to collect 57, 468 KGs of endof-life electronics, which is 3,170 KGs more than it did over the same period last year, making them the first prize winner in the Division. This is the second year that EPRA Saskatchewan and the Saskatchewan Roughriders, along with spokesperson Rob Bagg, have teamed up to tackle e-recycling in the province. “It’s great to be

involved in the community for a cause that makes a difference for our environment,” said Rob Bagg. The partnership was mutual according to EPRA Saskatchewan Program Director, Gayleen Creelman, who mentioned, “the Roughriders are a great partnership for us. They are an environmentally responsible organization, and by working together, we give them an opportunity to be even greener”. Moving forward, EPRA Saskatchewan plans to continue promoting the importance of erecycling in communities like Yorkton and across Saskatchewan.

North Battleford, Estevan, Weyburn and Swift Current. “We try to keep in the middle of the pack with other cities and municipalities of our size with similar services and we typically end up there every year,” McLeod explained, noting this has been the traditional direction Council has given. Most of the increases fall in the percentage range, but there are exceptions. Most of these are because the fees are very low, such as walking at Gloria Hayden, which by going from $2 to $3 looks like a large jump at 33 per cent, but will likely not go up again for several year. Some others—such as ice time at the Kinsmen Arena, which is going up by approximately 10 per cent—are to bring fees in line with cost recovery. “It’s generally because

we are falling down when it comes to our cost recovery of our facilities or we are at the low end of facilities costs compared to other municipalities or other service providers,” McLeod explained. “Sometimes that might mean we have to go a little higher than the three per cent to catch up a bit, then we level off for the next couple of years.” The City does not have an official cost recovery policy, but McLeod said they try to target around 65 per cent. Some facilities do better than others. Deer Park Golf Club does the best with an 89 per cent cost recovery in 2016, which is about average. McLeod said they try to strike a balance with the golf course between business and community amenity. In a separate report,

he also recommended fee increases for Deer Park. Golf fees all generally stayed below the three per cent and the junior pass remained unchanged at $100. Mayor Bob Maloney called that and “incredible deal.” The provincial average is $261 for a junior pass. Councillor Ken Chyz said he appreciated that Yorkton fees, in general, are very competitive. McLeod said one of the greatest features of Deer Park is the family option. With an adult pass at $1,195, golfers can buy a spousal pass for $720 and children play for free. Council passed the fee changes unanimously. Golf passes are now available and the City will be running its annual lottery, which gives early birds a chance to win their 2017 fees if they buy their pass by April 30.

PICKS OF THE WEEK “Sing” (PG) — A downon-his-luck Koala (with the voice of an enthused Matthew McConaughey) tries to save his theater with a singing contest and ends up with a whole menagerie of talented critters pinning their hopes and dreams on the result. The competitors include an overworked mother of many piglets (Reese Witherspoon), sensitive teen gorilla who wants out of his dad’s gang (Taron Egerton), a swaggering mouse (Seth MacFarlane) and a hard-rocking porcupine (Scarlett Johansson). I l l u m i n a t i o n Entertainment (“The Secret Life of Pets”) makes another fun, high-energy entry. You can tell you’re not in Pixar territory, so don’t worry about too much emotional depth, subtle humor snuck in for grownups or visuals that bend your perception. It’s like jumping in at the finale for a contest show — easy entertainment with all the backstories and best bits in one package. “Miss Sloan” (R) — Elizabeth Sloan (Jessica Chastain) is a redheaded viper of a lobbyist twisting her way to the top of the D.C. pile. She’s calculating, tighter than a knot and has seemingly scraped out the majority of her personality to make room for more ambition. While she normally works for the juggernaut pro-gun lobby, a strange change has Elizabeth fighting for a gun-control bill, and ultimately, in a congressional hearing (featuring a menacing John Lithgow) over her vicious and underhanded tactics. The movie had to make two points really stick: This is Jessica Chastain’s vehicle, and the material is so relevant that it strikes a chord despite this version of D.C. being so removed from reality. Chastain has the muscle for the role, but the role doesn’t support her in return: Ms. Sloan looks more like a stock miserable-greedy-meanboss-lady character than a

complex and flawed protagonist. “Fire at Sea” (R) — For many people, the little island off of Sicily called Lampedusa is a peaceful small town; for others, it is their best hope for survival. Thousands of people have drowned in the Mediterranean fleeing their homes in Africa. Overpacked boats continue to make the desperate crossing, and this has become part of the everyday background for the island’s inhabitants. The film is split — sometimes confusingly — between documenting the humanitarian crisis and the dayto-day life of the locals. It’s a documentary. It has a serious message that you cannot miss, but there isn’t a bunch of voiceover or scripted outrage in the film, just a camera that doesn’t flinch. “Assassin’s Creed” (PG-

13) — Making a good or even passable movie out of a videogame is a challenge you just can’t win, and this one wastes A-list performers like so many quarters dumped in a broken machine. Michael Fassbender (yes, the talented guy who brings gravitas to ever-spiraling superhero series) and Marion Cotillard (yes, that one, with the Oscar, and Fassbender’s co-star in the amazing 2015 “Macbeth”) are essentially time-travelling acrobats rolled into some convoluted conspiracy for control of mankind. Even die-hard fans of the game series will tell you that the story elements are garbage, but this movie seems bent on proving that evaluation.

•1 bunch chives •Herb butter, for drizzling In a large, heavy-bottomed, 5- to 7-quart saucepan, cook onions in the oil and butter on mediumhigh heat until translucent, about 2 minutes. Add the dried thyme and stir. Add the lamb, 1 teaspoon of salt and 1 teaspoon of pepper, and mix it with the onions. Turn heat to high and cook until lamb starts to brown to seal in its juices. Add carrots and pearl barley to thicken the juices. Pour in chicken stock so that it almost covers the meat and vegetables. Season with the remaining salt and pepper, and add bouquet garni. Cover and cook on low heat for 2 hours, stirring occasionally and being careful not to boil the stew. While I’ve eaten Irish potatoes all of my life, I didn’t discover the fascinating history of this beloved tuber until I became a chef. No wonder I was pleased when I shared a photo of this paper strip shamrock craft idea with my neighbor and received a reply, “Your shamrock warms my Irish heart!” The shamrock has traditionally been the national

How could one of the greatest left fielders of alltime, one of the great base stealers in history (first all-time in efficiency, fifth all-time base stealer) and a seven-time All-Star be ignored for two decades by the powers that be, those baseball writers who hold the keys to Cooperstown. But there it was before me in the paper that mid-January morning ... Raines had finally been elected and I, who have written about Raines’ merits ad nauseam in this column, was set free. Make the paper strip hearts. For each heart, measure, mark with a pencil and cut with scissors or a paper cutter: 2 strips of light-green construction paper cut 1 inch by 3 inches; 2 strips of dark-green construction paper 1 inch by 5 inches. Pile the 4 strips starting with one light-green short strip, the two dark-green long strips and end with the remaining light-green short strip on top. They should be evenly stacked up at one end. Carefully staple this 1-inch-wide stack about 1/4 inch from the even end. Bring the loose ends of

the short light-green strips away from the pile (and over the staple) to form a heart shape. Hold with one hand as you pull back the long strips in the same manner. Staple the four strips together near the pointed end of the hearts. Make two more.

HOLLYWOOD — ABC has given the green light to “Household Name,” which will bring Carol Burnett back to weekly television. Along with her hit variety series “The Carol Burnett Show” (1967-78), she had a recurring role on “Here’s Lucy,” with Lucille Ball, from 1969-1971 and had the short-lived “Carol Burnett & Company” in 1979. She produced and recurred in the “Mama’s Family” spin-off (1983-84), starring Vicki Lawrence, and NBC gave her a shot with the anthology series “Carol & Co.” from 1990-1991, but it couldn’t find its audience. DEAR DR. ROACH: I am 73 years old and lived on a boat in my 40s. Now, whenever I go to the dermatologist (two to three times each year), he “zaps” me about 20 times and burns off “cancer cells” or maybe “potential cancer cells.” Some of them have been cancer and were healed with MOHS procedure. While I am grateful for the care he gives me, I also sometimes feel that he zaps because each zap means more money. Can you please clarify this for me? — G.B. ANSWER: I often get questions like this, where a patient has a concern that their doctor is performing unnecessary medical care for the purpose of enriching himself or herself. I always have trouble believing it, since I can’t really imagine it, but I recently read about an oncologist pleading guilty to treating with chemotherapy people who didn’t really have cancer, which shakes my faith in my profession (and colleagues). Still, I truly believe that, in your case and probably more than 99 percent of the time, the doctor is being extra cautious to treat you for the sole purpose of reducing your likelihood of developing an invasive skin cancer later on. DEAR DR. ROACH: My mother lives in Florida. Her major discomfort is fatigue and no energy. I have asked her doctor

Carol Burnett with the DVDs of her original variety show and has toured the country the past two years, taking questions from audiences just as she did in the opening of her original show. Burnett is in Julie Andrew’s preschool Netflix series, “Julie’s Greenroom,” which she created with her daughter to please give her a vitamin B-12 injection, even though her B-12, thyroid function, vitamin D and blood count are all in the normal range. Her doctor does not believe in B-12 injections. Do you think it might help? — J.L. ANSWER: Vitamin B-12 is necessary for proper function in many tissues, but it is critical for blood cell production and neurologic function. B-12 deficiency causes an unmistakable anemia (called megaloblastic anemia) and can cause neurologic and psychiatric disturbances even in some people with no anemia. The blood test for B-12 is quite reliable. The major cause of B-12 deficiency is an autoimmune disease that prevents the stomach from making intrinsic factor, which is necessary for efficient absorption of B-12. B-12 can be absorbed orally by people with pernicious anemia by taking very high doses, such as 1 mg. This gives as good a replacement as injection. It was common 50 years ago to give B-12 injections as a “tonic.” However, it offers no advantages for people with normal B-12 levels beyond the placebo response. As I have noted many times, the placebo response can be very powerful, and 1 mg of B-12 orally is very safe. DEAR DR. ROACH: I have heard that drinking water with your meal is bad for you. Is this true? And if so, why? I have a dry mouth due to cancer treatment and must have water with everything I eat. Is something bad going to happen to me? I am otherwise healthy. — R.G. ANSWER: It’s not true at all. Water is, generally speaking, the healthiest drink. It is possible to drink too much water, but it’s very hard to do so unless you are taking medications that affect your kidneys or you have excess anti-diuretic hormone, an unusual medical condition. Differences between hot and cold therapies Inflammation can affect anyone, and those who have battled it likely have nothing positive to say. But while few people may associate inflammation with something good, inflammation is actually a process by which the body’s white blood cells and the substances those cells produce protect the body from infection at the hands of bacteria, viruses and other foreign organisms. While inflammation is protective by nature, sometimes an inflammatory response is triggered by mistake. When that happens, the body’s immune system, which is designed to protect the body, begins to damage its own tissues. The resulting symptoms of this faulty immune system response may include joint pain, joint stiffness, loss of function in the joints, and swelling of the joints. None of those symptoms are comfortable, and people suffering from them may be on the lookout for ways to alleviate their pain and suffering.

While anyone battling persistent inflammation should speak with their physicians to explore their treatment options, a preliminary search of how to best treat inflammation will no doubt turn up information about heat therapy and cold therapy. The following breakdown should not replace a physician’s advice, but it can help patients battling inflammation better understand both treatment options. Heat therapy According to the Merck Manual, a reference book for physicians and patients alike, heat works against inflammation by increasing blood flow and making connective tissues more flexible. Heat also can be used to combat edema, a condition characterized by an excess of fluid in the tissues of the body. Upon application, heat can temporarily reduce pain and alleviate stiffness in the joints. Heat also may temporarily relieve muscles spasms. The Cleveland Clinic

notes that heat can be effective at relieving pain associated with worn-away cartilage in the joints because it eases chronically stiff joints and relaxes tight muscles. In addition, moist heat can relax painful neck spasms linked to nerves or blood vessels in the head or pain emanating from muscles in the neck. Heat can be applied via hot packs, infrared heat, paraffin baths, and hydrotherapy. Cold therapy Cold therapy, sometimes referred to as “cryotherapy,” can relieve pain associated with inflammation that has developed recently. Cold can help numb tissues and relieve muscle spasms and can also be used to alleviate pain associated with injuries. The Merck Manual notes that ice bags or cold packs can be used to apply cold. In addition, fluids that cool by evaporation, including ethyl chloride, may be applied topically. Some medicines may interact with ethyl chloride

Cooks who want to try something new with potpie can try the following recipe for “Tortellini & Pancetta Potpie” from Elinor Klivans’ “Potpies: Yumminess in a Dish” (Chronicle Books). TORTELLINI & PANCETTA POTPIE Makes 6 servings •6 ounces pancetta, cut into 1⁄2-inch pieces •1 tablespoon plus 1 teaspoon olive oil •1 cup finely chopped onion •2 large cloves garlic, finely chopped •1⁄4 cup lightly packed, coarsely chopped fresh basil •3⁄4 cup chicken broth (low sodium, if canned) •1⁄3 cup heavy whipping cream •1⁄4 cup freshly grated Parmesan cheese •1⁄8 teaspoon salt •1⁄8 teaspoon freshly ground black pepper •9 ounces cheese-filled egg tortellini •9 ounces cheese-filled spinach tortellini •Extremely Flaky Sour Cream Crust (see below) Position a rack in the middle of the oven. Preheat the oven to 400 F. Rub 1 teaspoon olive oil inside a baking dish with an 8-cup capacity.

In a medium skillet, cook the pancetta pieces over medium heat until the edges brown, about 10 minutes. Transfer the pancetta to a large bowl. In the same skillet, heat the 1 tablespoon olive oil over medium heat for 1 minute. Add the onion and cook until it softens, about 5 minutes. Add the garlic and basil and cook for 1 minute. Stir in the chicken broth and adjust the heat to cook it at a gentle boil until it is reduced to about 1⁄2 cup, about 5 minutes. Add the cream, bring to a boil, then immediately remove the pan from the heat. Stir in the Parmesan cheese. Stir the sauce into the pancetta in the bowl. Add the salt and pepper and taste for seasoning. Set aside. In a large pot of salted boiling water, cook the tortellini for 5 minutes. Drain the tortellini well and stir them into the pancetta and sauce to coat them with sauce. Transfer the pasta to the baking dish. EXTREMELY FLAKY SOUR CREAM CRUST •1 cup unbleached allpurpose flour

To make the pastry in an electric mixer: Sift the flour, baking soda and salt into a large bowl. Add the butter pieces and mix them with an electric mixer on low speed until the largest of the butter pieces are the size of small lima beans, about 1 minute. The butter pieces will be different sizes and there will still be some loose flour. Add the sour cream and continue mixing until large clumps of smooth dough that pull away from the sides of the bowl form, about 30 seconds. Stop the mixer and scrape the beaters clean, if needed. To make the pastry by hand: Sift the flour, baking soda and salt into a large bowl. Use a pastry blender, your fingertips or 2 dinner knives to combine the flour mixture and the butter until lima bean-size pieces form. Add the sour cream and stir with a large spoon for about 2 minutes until clumps of smooth dough form. Form the dough into a smooth ball, flatten it into a 6-inch disk, wrap it in plastic wrap, and refrigerate for 30 to 60 minutes. You will see small pieces of butter in the dough. This is good and contributes to the flaky texture. The dough is now ready to roll and use in the recipe.
