Nestled along the arts belt of Waterloo Street is a bungalow with a rich historical record dating from 1893. Today, the iconic blue building at 42 Waterloo Street (42WS) is home for the Arts Resource Hub, a dedicated space for SelfEmployed Persons (SEPs) in the arts across different forms and disciplines to come together to create, network, and collaborate.

As a parent and teacher, I see playgrounds as perfect places for learning and growth, because they encourage imagination, risk-taking, and collaboration. Kampung Halloween is a playground for independent artists to create works inspired by the unknown in our region.
This festival is possible because of the Arts Resource Hub, with their commitment to supporting artist collaboration and growth, and of course, the blue bungalow at 42 Waterloo St, which has become the rehearsal, performance and gathering home for independent artists.
I have been blown away by how the artists and producers are listening to each other’s stories and collaborating across schools, disciplines, experiences, and cultures in this festival. Their playful experimentation is culminating in eight days of original kampung performances, exhibits, workshops, films, creatures, and experiences that audiences will be moved and delighted by.

The Arts Resource Hub (ARH) is an initiative by the National Arts Council (NAC) that supports arts Self-Employed Persons (SEPs) in Singapore to unlock new opportunities and grow meaningful careers. The ARH currently offers tailored professional development programmes, digital learning resources peer-to-peer sharing opportunities as well as co-working and collaborative spaces to build SEP communities and networks.
Helmed by Yvonne Siow and Gary Hong, PlayPan is an award winning ground up social movement and a PlaceMaker for Good. They leverage and harness the power of play to reimagine giving. Their vision is to transform spaces into vibrant hubs for creative collaboration focused on positive change and societal impact.

Ghosts and the afterlife have long been a source of fascination and inspiration for artists across cultures and time periods. In cosmopolitan Singapore, with its diverse cultural influences, it can be challenging to define what constitutes a "Singaporean ghost." Are they pontianaks from Malay folklore, jiangshis from Chinese mythology, or something else?
See how artists explore these questions and their interpretations of ghosts, the unexplained and the af as Singaporeans. The exhibition aims to offer a uniqu thought-provoking perspective on the city-state's cul identity and the diverse influences that shape its artis expression.

Join us for a workshop that will teach you how to create a variety of realistic burn effects, ranging from minor first-degree burns to severe third-degree burns.
What You Will Learn:
1. Types of Burns: Understand the differences between first, second, and third-degree burns, including their appearance and how to replicate them accurately.
2. Essential Tools & Products: Discover the must-have tools and products for creating special effects.
3. Techniques for Colouring and Texturing: Get hands-on experience with techniques to enhance the realism of your makeup.
Important Advisory:
Due to the nature of certain makeup materials used in this workshop, participants with skin conditions (e.g., sensitive skin, eczema, etc.) are advised to skip this session, as you will be practicing the makeup looks on yourselves.
