Nestled along the arts belt of Waterloo Street is a bungalow with a rich historical record dating from 1893. Today, the iconic blue building at 42 Waterloo Street (42WS) is home for the Arts Resource Hub, a dedicated space for SelfEmployed Persons (SEPs) in the arts across different forms and disciplines to come together to create, network, and collaborate.

As a parent and teacher, I see playgrounds as perfect places for learning and growth, because they encourage imagination, risk-taking, and collaboration. Kampung Halloween is a playground for independent artists to create works inspired by the unknown in our region.

This festival is possible because of the Arts Resource Hub, with their commitment to supporting artist collaboration and growth, and of course, the blue bungalow at 42 Waterloo St, which has become the rehearsal, performance and gathering home for independent artists.

I have been blown away by how the artists and producers are listening to each other’s stories and collaborating across schools, disciplines, experiences, and cultures in this festival. Their playful experimentation is culminating in eight days of original kampung performances, exhibits, workshops, films, creatures, and experiences that audiences will be moved and delighted by.

The Arts Resource Hub (ARH) is an initiative by the National Arts Council (NAC) that supports arts Self-Employed Persons (SEPs) in Singapore to unlock new opportunities and grow meaningful careers. The ARH currently offers tailored professional development programmes, digital learning resources peer-to-peer sharing opportunities as well as co-working and collaborative spaces to build SEP communities and networks.

Helmed by Yvonne Siow and Gary Hong, PlayPan is an award winning ground up social movement and a PlaceMaker for Good. They leverage and harness the power of play to reimagine giving. Their vision is to transform spaces into vibrant hubs for creative collaboration focused on positive change and societal impact.

Ghosts and the afterlife have long been a source of fascination and inspiration for artists across cultures and time periods. In cosmopolitan Singapore, with its diverse cultural influences, it can be challenging to define what constitutes a "Singaporean ghost." Are they pontianaks from Malay folklore, jiangshis from Chinese mythology, or something else?

See how artists explore these questions and their interpretations of ghosts, the unexplained and the af as Singaporeans. The exhibition aims to offer a uniqu thought-provoking perspective on the city-state's cul identity and the diverse influences that shape its artis expression.

Gather to hear personal stories of the supernatural and the enduring bonds we have with those who have passed. From eerie workplace encounters to losing loved ones, these firsthand accounts offer a compelling, at times humorous, perspective of the spiritual realm.

Featuring storytellers of varied backgrounds, this is part performance, part confession, reflecting a universal desire to feel connected - here and in the afterlife.

They Walk Amongst Us is produced by Live & Untold, a new nique listening and live storytelling personal narratives and inspired by s of the real world, Live & Untold is a man connection.

A sports day with pontianaks, toyols and jiangshis! The independent arts community comes together for a unique competition. Teams will battle it out in a series of games, transforming into pontianaks, toyols, and jiangshis. It’s like a sports day for the arts, but with a lot of laughter and silliness! See the arts community showcase their ghostly skills in an unforgettable event. Or come up with your own cheers to support your team!

This vibrant market showcases the talents of local artists and craftspeople. From hauntingly beautiful artworks to handcrafted treasures, explore the market and engage with the creators behind each piece. Immerse yourself in the creative energy and uncover the stories that inspire these original works.

And that's not all! You may also catch live painting and choral singing performances at the market.

While the West has its slashers and Hong Kong its hopping jiangshis, what are Singaporean horror filmmakers inspired by? Join us for the Kampung Premiere of Raihan Halim's brand new pontianak feature film, "IBU"! You get to see it first at Kampung Halloween! The film premiere will be opened by Hew Jing Yi’s student short film, “The Last Shift”. After the screenings, meet the filmmakers for a Q&A, and about their careers and the possibilities of making films in Singapore and beyond.

Join us for a workshop that will teach you how to create a variety of realistic burn effects, ranging from minor first-degree burns to severe third-degree burns.

What You Will Learn:

1. Types of Burns: Understand the differences between first, second, and third-degree burns, including their appearance and how to replicate them accurately.

2. Essential Tools & Products: Discover the must-have tools and products for creating special effects.

3. Techniques for Colouring and Texturing: Get hands-on experience with techniques to enhance the realism of your makeup.

Important Advisory:

Due to the nature of certain makeup materials used in this workshop, participants with skin conditions (e.g., sensitive skin, eczema, etc.) are advised to skip this session, as you will be practicing the makeup looks on yourselves.

All necessary supplies will be provided during the workshop.

t A 90-min music therapy self-care workshop designed specially for arts practitioners, respecting the deep sensitivity that artists bring in their work across modalities. Through the use of Music & Imagery (MI) and songs, participants will explore their inner resources that will support their well-being.

Join a professional puppet maker for a hands-on workshop exploring the art of making puppets from recycled materials and the theme of ghosts in our lives. Learn the process from design to construction, while diving into the fun and quirks of horror aesthetics and discussions on fear and loss. This workshop is for grown-ups and big kids above the age of 13.
