A un mois des fêtes de fin d’année, nous avons le plaisir de vous offrir le douzième numéro de «Heritage».

La saison touristique semble montrer ses premiers frémissements et la rumeur nous prédit une bonne saison pour 2011. Du 2 au 4 décembre prochain, nous accueillerons à Saint Martin les premières rencontres interrégionales de la Fondation Du Patrimoine. Nous revenons dans cette édition sur le rôle de cette fondation reconnue d’utilité publique et sur les partenariats à développer pour la préservation et la mise en valeur de notre patrimoine bâti. Ce mois-ci, nous vous présentons également deux nouveaux livres traitant de l’histoire et de la culture Saint Martinoise. Les publications traitant de notre île sont assez rares pour que chacun en prenne connaissance pour une meilleure compréhension des événements qui ont conduit à la construction de notre petite société insulaire. Notre association prépare activement la publication de trois beaux livres qui traiteront de l’histoire de Saint Martin, de notre architecture traditionnelle et d’un recueil de cartes postales anciennes. Comme un avant-goût, nous revenons dans la troisième partie sur la description de Saint Martin 50 ans avant le démarrage du tourisme. Bonne lecture à tous !

One month away from the end of year celebrations, we have the pleasure of offering you the twelfth edition of «Heritage». The touristic season seems to be showing its first quivers and rumor is predicting a good season for 2011. From December 2nd to 4th next, we will welcome the first inter-regional encounters of the Patrimony Foundation on Saint Martin. In this edition, we go back to the role of this State-approved foundation and to the partnerships to be developed for the preservation and the highlighting of our built patrimony. This month, we also present two new books handling Saint Martin history and culture.

Publications relating our island being sufficiently rare, everyone will want to read them for a better understanding of the events leading to the building up of our small island society. Our association is actively preparing the publishing of three beautiful books relating Saint Martin history, our traditional architecture and an anthology of old post cards. For a preliminary taste of these, we come back in the third part of your magazine to the description of Saint Martin 50 years before the start of tourism. Good reading to all !

Elle cofinancera également les travaux de restauration de l’ancienne prison de Marigot construite en 1789 et abritant le dépôt archéologique et le Musée de Saint Martin. Le démarrage de cette réhabilitation est prévu entre la fin de l’année et le premier trimestre 2011. Une souscription lancée il y a un an est toujours en cours et a permis de récolter un peu plus de 2000 Euros.

H : M. Pascal Gombauld, vous êtes le délégué régional Antilles-Guyane de la fondation du patrimoine. Pouvez-vous nous rappeler le rôle de la fondation.

H: Mr. Pascal Gombauld, you are the French West Indies-French Guyana regional delegate to the Patrimony Foundation. Can you remind us the Foundation’s role?

P.G : La fondation du patrimoine est un organisme de droit privée qui à pour but d’aider les porteurs de projets à financer la réhabilitation et la mise en valeurs de leurs patrimoine bâti, mobilier et / ou naturel.

H : Depuis la mise en place de la Fondation aux Antilles Guyane en 2007, quelles ont été les actions engagées par la délégation régionale ?

P.G : Dans un premier temps la mise en place d’une organisation logistique, dynamique et cohérente était nécessaire. Nous sommes d’ailleurs toujours à la recherche de bénévoles pour chacun des sites que nous coordonnons (Martinique, Guadeloupe, Guyane, Saint Martin et Saint Barthélémy).

Par la suite l’accompagnement des porteurs de projets a pu se faire de façon efficace.

Plusieurs projets sont déjà finalisés et totalement aboutis.

Quelques exemples : la réhabilitation de l’église de Roura en Guyane, la toiture du Carbet ovoïde Amérindien de l’association Kalawachi, la restauration des panneaux signalétiques expliquant l’histoire des sites historiques de Saint Martin, et un ancien dépôt de marchandise datant de l’époque de bagne à Saint Laurent en Guyane.

La Délégation Interrégionale Antilles Guyane de la Fondation, entreprend actuellement son développement sur le territoire antillais. Nous espérons voir de nombreux nouveaux projets affluer afin de faire reconnaître l’intérêt du patrimoine Antillo-Guyanais.

H : La fondation organise du 2 au 4 décembre les premières rencontres interrégionales de la Fondation du Patrimoine à Saint Martin. Qu’est-ce qui a motivé le choix de Saint Martin pour ce premier événement ?

P.G: The patrimony foundation is a body established according to private law, destined to help project bearers to finance the rehabilitation and highlighting of their built, movable and/or natural patrimony.

P.G : Saint Martin à très vite mis en place des projets de réhabilitation en les menant à bien en partenariat avec la Fondation.

En moins d’un an, un premier projet Saint Martinois, était finalisé.

Nous avons voulu profiter de ce dynamisme pour lancer le concept de ces rencontres Interrégionales, en réunissant tous les acteurs du patrimoine en ces lieux. Notre relais sur place l’association Hope Estate a démontré son efficacité dès les premières semaines de collaborations.

H : La fondation a-t-elle déjà contribué à des projets patrimoniaux sur Saint Martin ?

H: Since the establishment of the Foun dation in the French West Indies and French Guyana in 2007, what actions have been engaged by the regional delegation?

P.G: First, a much needed dynamic and coherent logistics organization was set up. Besides, we are still looking for volunteers for each of the sites we are coordinating (Martinique, Guadeloupe, French Guyana, Saint Martin and Saint Barthelemy).

Following that, accompanying the project bearers was possible in a much more efficient manner.

Several projects are already finalized and totally accomplished.

Some examples: The rehabilitation of the Roura church in French Guyana, the Kalawachi Association’s Amerindian ovoid Carbet’s roofing, the restoration of the information panels explaining the history of Saint Martin’s historical sites, and an old goods depot dating back to the time of the penal colony at Saint Laurent in French Guyana.

The Interregional French West IndiesFrench Guyana Delegation of the Foundation is presently carrying out its development on the Antillean territory.

We hope to see many new projects coming in so as to have the interest of the French West Indian - French Guyanese patrimony acknowledged.

H: The Foundation organizes the Patrimony Foundation’s first interregional encounters on Saint Martin December 2nd to 4th. What motivated the choice of Saint Martin for this first event?

P.G: Very fast, Saint Martin set up rehabilitation projects leading them to term successfully in partnership with the Foundation. In less than a year, a first Saint Martin project was finalized. We wanted to take advantage of this energy to launch the concept of these new Interregional encounters, by gathering all the actors involved in patrimony on this premises. Our relay on site, the Hope Estate Archaeological Association has demonstrated its efficiency as of the first weeks of cooperation.

P.G: Obviously, I have already mentioned the information panels taking up the history of the island’s remarkable sites, and we currently have a subscription fund going in favor of the old Saint Martin prison amongst others.

H : Qu’attendez-vous comme retombées après ces premières rencontres?

P.G : Tout d’abord, une communication de masse sur les lieux où nous sommes représentés, ensuite, susciter des envies de bénévolat en faveur du patrimoine, afin de promouvoir et de développer les actions de la Fondation, mais aussi des partenariats nouveaux.

Mais surtout et enfin pouvoir faire une alliance entre modernité et architecture traditionnelle, afin que les institutions et les porteurs projets, ne voient plus le patrimoine comme une charge, mais plutôt un atout économique à préserver.

H: what the returns are you expecting after these first encounters?

P.G: First of all, a mass communication on the sites on which we are represented. Secondly, generating volunteer actions in favor of the region’s patrimony, in order to promote and develop the Foundation’s actions, but also new partnerships, but especially and finally to form an alliance between modernity and traditional architecture, so that the institutions and the project bearers, not see patrimony as a burden, but rather as an economic asset to be preserved.

PUBLICATIONS / BOOK RELEASES «ST MARTIN EN VUE», UN LIVRE POUR LES JEUNES ADOLESCENT

Au cours des trois années passées, Gerda Heil et Riet Sint ont travaillé sur un livre concernant St Martin destiné à des jeunes de onze à quatorze ans. Elles ont commencé ce projet après avoir discuté avec Ans Koolen, l’ancienne directrice de la Bibliothèque Jubilée de Philipsburg. Elle leur a expliqué que, pendant ses années d’expérience dans la bibliothèque, elle a compris que les jeunes de l’île ont besoin d’un livre d’études sociales générales sur Saint Martin. Toutes deux vivent sur l’île depuis les années 1970. Gerda enseignait à l’école primaire et ensuite l’Histoire et la Géographie au College Milton Peters. Riet a travaillé en tant qu’enseignante également, toutes deux à Saint Martin et ensuite aux PaysBas. En plus de cela, Riet a obtenu une Maîtrise à l’Université de Nijmegen en Traduction (Anglaise) et Littérature. Il y a quelques années, elle a écrit «Promenades îliennes, un guide des randonnées de Sint Maarten/Saint Martin.»

«ST. MARTIN IN SIGHT», A BOOK FOR YOUNG ADOLESCENTS

For the past three years Gerda Heil and Riet Sint have been working on a book about St. Martin for young people between the ages of eleven and fourteen. They began this project after talks with Ans Koolen, a former director of the Philipsburg Jubilee Library. She explained to them from her years of experience in the library that there is an urgent need for an all-round social studies book about the island for the youth of St. Martin.

Both of them have lived on St. Martin since the nineteen seventies.

Gerda used to teach primary school and later History and Geography on Milton Peters College. Riet worked as a teacher as well, both in St. Martin and in Holland. Next to that Riet obtained a Master’s Degree at the University of Nijmegen in Translation (En-

glish) and Literature. A few years ago she wrote «Island Walks, a walking guide for St. Maarten/ Saint Martin.»

«St. Martin in Sight» has been written in English. It consists of text enhanced with pictures, drawings and maps. There are eight chapters, with the following titles: History; Geography; Nature and the Environment; Government; Our Community; Culture and Arts; Economy and Tourism; Further Exploration.

«SAINT MARTINSOCIAL DESTABILIZATION IN THE FRENCH CARIBBEAN ISLANDS» by Daniella Jeffry

The setting up of a system of economic, social and linguistic domination on the French part of the bi-national island of Saint Martin as of 1977 irremediably transformed the peaceful lifestyle and quality of life of the inhabitants.

This small Caribbean island had escaped the attack of the colonial administration following the abolition of slavery in 1848.

As of early 1960s, the Dutch side’s economic success confirmed the Friendly Island’s touristic vocation and in 1986, an overseas investments tax deduction law provided the impetus for a massive European immigration to the French side, coupled with an abundant, inexpensive and illegal manpower

pouring in from the Caribbean countries. The island became a sort of Eldorado in which the world of business, of drugs, of illegality, criminality and transactions of all sorts unfortunately took hold. The natives are almost eliminated from the social and economic structure and their Caribbean culture is stifled by the enforcement of discriminating policies and practices which lead to exclusion and the chronic unemployment of this part of the population.

Today, two societies oppose each other: the “new” society vainly looking for answers to juvenile delinquency and criminality, products of rapid and inordinate development, and the Saint Martin society, abandoned, looking for a new social balance. Daniela Jeffry, of Saint Martin origin, is a History Researcher and translator. She has contributed to the works of the Saint Martin Popular Consensus Association, compiled with other studies in the work: Saint Martin: Status aim, published in 2002.

She is the author of 1963: Turning point year on Saint Martin, a bilingual book published in 2003, and The Status Scandal on the island of Saint Martin as well as its English edition, both published in 2006.

SAINT MARTIN 50 YEARS BEFORE THE DEVELOPMENT OF TOURISM This month we are continuing our article describing the daily life of Saint Martiners between 1900

and 1960, a difficult period set between the final curtain of the sugar cane industry and the rising economic development of tourism, an era during which a part of the island’s population was obliged to migrate to the more prosperous islands looking for work.

The following description was handed to us by our elders during a projection of old photographs at the Municipal library in 1995.

Land transport

“At the start, there were only four or five buses on Saint-Martin. They were a sort of covered pick-up trucks to which wooden benches had been added. Each bus had a name. There was “Alma Gloria, Rising Star, As Usual” and they carried up to 20 persons all around the island. The trip from French Quarter to Marigot used to cost two French Francs and fifty cents. Most often we travelled on foot and there were paths enabling us to reach Philipsburg by passing through Concordia and Saint-Peters Hill. We also had donkeys

Le voyage de Quartier d’Orléans à Marigot nous coûtait deux francs et cinquante centimes. Nous nous déplacions le plus souvent à pied et il existait des sentiers qui permettaient de rejoindre Phillipsburg en passant par Concordia et SaintPeters Hill. Nous avions aussi des ânes à Saint-Martin. L’âne était notre automobile et c’était le moyen de transport le moins onéreux que nous puissions avoir dans une île aussi sèche. Il se contentait de brouter l’herbe et buvait très peu d’eau, mais pouvait transporter des charges de plusieurs dizaines de kilos. J’ai encore le souvenir de l’époque où il n’y avait que deux automobiles à Saint-Martin. M. Fleming possédait une Buick et il y avait une autre voiture du côté hollandais. Pendant les périodes électorales, les deux véhicules étaient utilisés par les partis opposés et permettaient de rencontrer les électeurs tout autour de l’île. Ensuite, un homme de quartier d’Orléans est rentré de Santo-Domingo avec une autre voiture, puis un autre de Phillipsburg. Il y avait déjà quatre voitures à Saint-Martin et ce n’était que le commencement.»

Agriculture, racines et Arrow-root «Au début du siècle, on voyait beaucoup de maisons à toit de paille à SaintMartin. Le sol était en terre battue et ces maisons de forme carrée ou arrondie abritaient des familles entières d’agriculteurs. Le toit était constitué de feuilles de canneà-sucre et surtout de feuilles d’herbe de Guinée qui était plantée pour nourrir les troupeaux de vaches. Même les plus fortes pluies ne traversaient pas ces toitures de paille. Les murs des maisons étaient recouverts de chaux ou de bouses de vaches séchées. on Saint-Martin. The donkey was our car and it was the least expensive means of transport we could have on such a dry island. The

donkey could just graze on the grass and drink very little water, but could carry several tens of kilo loads. I still remember the time when there were only two automobiles on Saint-Martin. Mr. Fleming owned a Buick and there was another car on the Dutch side.

During electoral times, the two vehicles were used by the opposing parties and enabled them to meet the electors all over the island.

Then a man from French Quarter came back from Santo-Domingo with another car, then another from Philipsburg. There were already four cars on SaintMartin and that was only the beginning.”

“At the turn of the century, one could see many straw-roofed houses on Saint-Martin. The floor was made of hard-packed earth and these square or roundshaped houses sheltered whole families of farmers.

The roof was made of sugar cane leaves and especially of Guinea grass leaves, this plant having been imported to feed the

work, but one producing much food. We used terra cotta coal pots to cook. A small trap let the ashes out, which, mixed with soap and water allowed us to wash clothing whiter.

These ceramic “stoves” were very fragile and we called them “oh god!” which were the words we shouted when they fell and broke. When bread was scarce, we cooked journey cakes by placing them on the fire and added coals on a metal plaque above the dish. If rain arrived, then too bad for us! The fire was put out. Our main food was based on peas, roots, cooked bananas and fish. We

In Colombier, the farmers planted roots and made “arrow-root” flour. After having peeled them, the roots were crushed using a mortar and wooden pestle. The pulp obtained was filtered in a rag above a basin. The flour, ridden of its juice was put out to dry for two or three days, and then strained.

The larger particles were then crushed again and creams, fritters and journey cakes were made from it. It was long and tedious

Water and electricity included “In the past, we didn’t have electricity and the houses were lit with oil lamps. Full moon nights were godsends for young Saint-Martiners. We could come down from Rambaud to Friar’s Bay beach to organize big parties. We could find our way using the moon’s natural light, but we were never really at ease and the smallest shadow would become a frightening zombie. When electricity started being set up, people would

go to Marigot at around 9 p.m. and played dominoes under the lights a part of the night. On Saint-Martin, it rained at least once a week during the rainy season and after a shower, we had enough stocks of water to last a month. Today, I don’t understand where the water has disappeared to!! It could rain for a thousand years now and the day after, no water would be left. This is a mystery for me as I remember the place where I lived that was called the “Spring”, in which a permanent source flowed and which has dried up. We didn’t need cisterns on Saint-Martin.

There were some in Marigot and in the rich houses, but in the countryside, we had large jars in which we gathered rain water.”

Aujourd’hui, plus de 2 millions de visiteurs choisissent chaque année de passer leurs vacances à Saint Martin.
