he KwaDukuza Municipality (KDM) Mayor, Councillor Ricardo Mthembu met with consultants and contractors to discuss the upgrade of the R74 as well as the streetlights in King Shaka and Albert Luthuli Streets on Wednesday, 18 February 2014.

The R74 upgrade, which costs more than R8 million, will see the reconstruction of the road from the Dawnside robots to the entrance of the N2. This is a 2km stretch and will be completed within a five month period.

The Mayor said that the government is investing a lot of money to ensure that infrastructure is improved.

Valentine’s Day murderer arrested

The body of a 35-year-old woman was found

by SAPS in the Mandeni area on Saturday, 14 February 2014 after they received information “about a woman who was killed by her boyfriend.”

According to Major Thulani Zwane the body was buried in a shallow grave at Ndulinde area near Mandeni.

“On Wednesday a joint operation was conducted by KwaDukuza Crime

Intelligence, Nyoni SAPS detectives and Umhlali K9 unit after they received information about their wanted suspect at Ntuzuma area,” he said.

The Law enforcements went to Ntuzuma on Wednesday morning and found the murder suspect hiding at his relative's house. He was arrested and charged for murder.

The arrested suspect (32) is due to appear in the Nyoni Magistrate's Court soon facing murder charge.

“The body was exhumed and a murder case was opened at Nyoni police station for further investigation. The motive for her killing is unknown at this stage,” said Zwane.

KDM “bringing dignity to victims of disasters”

Youth represent Ilembe at NYDA conference

A total of 30 youngsters from (local municipalities in alphabetical order) KwaDukuza, Mandeni, Maphumulo and Ndwedwe (which together make up the district municipality Ilembe) were selected to represent iLembe at the National Youth Development Agency (NYDA) Policy Consultative Meeting held at the Coastlands Hotel in eThekwini on Thursday, 11 February 2015.

The policy proposals included: • Economic participation, • Redress and BEE for young people, • Rural development and land reform for young people, • Education, skills and second chances, • Health care and combating substance abuse, • Nation building and social cohesion as well as optimising the youth machinery for effective delivery and responsiveness.

The iLembe District Municipality's Marketing and Communications Manager: Ms Zee Nqala sent the following response: “Due to high manganese and iron content in the Darnall Dam, our customers in Darnall and Zamani have had to endure aesthetically displeasing water in the past week.

According to the District Municipality's Water Manager for KwaDukuza and Ndwedwe, Mr. Elias Bhengu the water is safe for consumption.

'All other aspects of quality are met. Compliancy tests are done bi-monthly and submissions are made to the Department of Water and Sanitation for monitoring,' he said.

Manager of Water Quality for iLembe, Raynund Ganesh said the latest sample which was taken on 21 January 2015 indicated no chronic health effect for both manganese and iron. However, from an aesthetic (visual) perspective the results exceed the standard recommended limits for drinking water.

'Since the last 4 months ( from October 2014), with low water levels in most areas, the water quality has deteriorated with only 42% compliance in turbidity which caused by aesthetic levels in iron exceeding the recommended limits (only complying 58%),' he said.

Ilembe has engaged the Darnall Mill, which supplies water to Zamani and Darnall on its behalf regarding the treatment of water.

As possible solutions, the Darnall Mill has raised the extraction point by 300mm and this change is being monitored and pre-treating water by prechlorination and lime-dosing.”

The first Shavathon was held in the Eastern Cape in 2003 as a way to show solidarity and support for those touched by cancer, as losing hair is a common side effect of cancer therapy.

Participants show support by donating a fee to shave or colour-spray hair, with some using the fun stencil shapes: a star, butterfly, flower, soccer ball, lightning bolt and the word 'warrior'. The donation is used by CANSA to provide a service to the public and all people affected by cancer.

Volunteers are available for business houses to enabling

them to support the event.

Every Shavathon is different for survivors and for those supporting them by shaving or spraying their hair. For some it is an emotional moment of quiet reflection having their hair shaved in remembrance of those who are touched by cancer, loved ones lost and people they don't even know. For kids, it is a fun and colorful way of raising funds and showing solidarity with the millions of South Africans touched by cancer. We appeal for volunteers for this event to be a success. The event is not

Mayor endorses “Operation Vimbingozi”

The KwaDukuza Traffic and Crime Prevention Unit launched its Mayoral endorsed Operation Vimbingozi on Wednesday with local motorists nabbed for many offences.

According to the municipal report tabled following the launch, the following violations were recognised: • Four vehicles were found in an unroadworthy state and have since been suspended; • Eight drivers were found

without valid driver's licenses'; • Six vehicles were found without valid registration discs; • A driver was arrested for driving a vehicle which did not match up to the vehicle and registration plate; and • A total of 60 violations were recorded of which eight related to ignorance and transgressions of road signs or markings, including Stop street violations and unlawful overtaking on painted islands.

KwaDukuza Mayor: Councillor NR Mthembu the campaign is geared towards “promoting safety habits in public roads in a bid to curb road fatalities ahead of the Easter holiday season.”

The Mayor warned those who continue to disregard the rules of the road that the KDM Traffic & Crime Prevention will catch up on them.

“It is unfortunate that these violations happen in public spaces where the law has to be upheld without reservations,

be it minor or serious, all violations have serious consequences.

“Unlawful overtaking, driving without a valid driver's license and driving beyond the speed limit are serious offences with serious consequences - we don't tolerate such behaviour in our roads, said Mthembu.

The Mayor saw the 60 cases filed, just after the launch of Operation Vimbingozi, as a successful effort in the run up to the Easter Weekend in curbing fatalities.

“Ok, Mom,” Ricky ran over to his dresser and threw on his shirt with his jean shorts. He then ran into the kitchen. “Mom, I'm dressed and ready for my party!”

“Hold on dear, your party isn't for three hours. Why don't you clean your room before your guests arrive?” “Ahhh, do I have to?” “Yes, you do.” She glared over her shoulder.

“Remember to pick up your toys. It's not play time!” Ricky marched to his bedroom arms crossed. Opening the door to his bedroom a mess appeared. There were clothes hanging from the fan, baseballs under his pillow and cars stacked up ten feet high.

It looked as if he lived in a junkyard. "Oh this is too messy!

I'm going to play with my Volkswagon bug." Ricky found the pile of cars. "There he is!"

Ricky scooped up his special car and raced him round the room...just as his mom walked in.

“I see we're cleaning,” Mom said tapping her foot.

“I was, but the red bug wanted to race.” “I see that, but I've got an idea. If you clean your room, you can open this present!” Ricky quickly put his cars, trucks and baseballs into his toy box. He then folded his clothes, placing them into the dresser. Before long, Ricky's room was clean. He then sat next to his Mom. “I can REALLY open it?” Yes, she nodded.

He ripped opened the paper to find a brown box. Fumbling with the flap, it popped open. Inside was a pair of blue and white shoes. “Wow, Can I wear them now?”

“Yes Honey, Happy birthday.”

She hugged him as she left. Ricky placed the shoes on his feet and instantly he felt an electric shock.

It was as if the shoes were magic.

Ricky pointed at his new shoes as he opened the door for each guest.

“Look Auntie Lisa.” “Wow, can I try them on?” Asked cousin Zoey. “Those must make you run fast,” said Grandma Jan. Ricky smiled as he zipped around the house until it was time for cake and presents. His cake with strawberry filling was wonderful.

Ricky's radio control truck was great, but nothing compared to his new shoes. After the last guest left, Ricky went upstairs. Taking off his shoes, he laid them next to his bed. “Did you have a great birthday Ricky?” asked Mom. “Yes! My shoes are the best present ever. Thanks Mom!” Ricky sat playing on the floor.

Over the next couple of months Ricky wore his shoes EVERYWHERE. He wore them to baseball practice. They helped him run faster around the bases.

He wore them to play out in the rain. They helped him jump higher over puddles. He even wore them swimming. They helped him swim better. Then one day it happened……

The front part of his shoe ripped open. He tried to hurdle over the neighbour's fence, but missed and fell into the flower bed. He tried to play baseball, but he ended up with dirt up his nose. He tried to play in the rain, but got all wet. He even went swimming in them, but had to be saved by the lifeguard.

It was as though, when his shoe ripped opened, the magic leaked out. Staring at the rip in the bottom of his shoe, Ricky opened the front door and saw his Grandma Jan. “Why, Ricky,

what's the matter?”

“The shoes, I got for my birthday ripped open and the magic leaked out.”

“Magic shoes huh? Maybe this will help!” Grandma Jan handed Ricky a green wrapped present.

He tore open the present and found a pair of white shoes with red stripes. Ricky tried to smile.

“Aren't you happy?” Grandma Jan asked. “They're not like my old shoes!” “How do you know until you try them on?” Grandma Jan helped remove his old tattered shoes. As she placed the new shoes onto Ricky's feet, he again felt the electricity shoot from the magic shoes into his feet.

Standing up, the feeling to run magically came back. He whooshed out of the house, passing the mailbox. Suddenly Ricky skidded to a stop and zoomed back to see his Grandma bring in the grocery.“Grandma let me help.” “Be careful Ricky some of those bags are very heavy.” “It's ok my magic shoes will help.” Ricky grabbed three bags in each hand and carried them into the house and set them on the counter. He again zipped back out for the rest. After the last bag was brought in he hugged his grandma. “What is the hug for Ricky?” His grandmother asked.

“For giving me new magic shoes.” Ricky smiled.

“Your welcome, Ricky that's what grandma's do, they help bring magic into their grandchild's life and help them with their tattered shoes to find the right magic fit.” She hugged him again.

Ricky couldn't help but kiss her on the cheek as he whooshed out the door again to find a new way his magic shoes could help. Then he thought to himself, maybe mom will need help too. He stood still for a moment and blasted of like a rocket to find his mother.

Besides water being dirty, residents are still faced with high water bills as far back when the advanced metering infrastructure system was put in place. As this was a pilot project by Ilembe, many problems were encountered by all such as water cut offs, censors jammed in closed positions not passing water to households and some were left without water over weekends. The contractor was tasked to complete the project by a set date and was notable to assist all the time.

Although water was being purchased through top up tokens from Supermarkets and Ilembe, residents were still issued with statements reflecting amounts they don't owe. These amounts were to be written off as it is not the fault of residents.

Upon enquiring, residents were told “that the computer was not programmed for the new meter and the estimated readings of the old system were applied.” I stepped in and told the staff that the Darnall village was the only area that had the new metering system and residents are purchasing by coupons so there should be not estimate readings. In other words residents purchase water for the form +/- R200 and is still billed more that +/- R200 on the old system. The following

month saw another amount with interest as per statements, residents were told to ignore the amount but continue to pay the sewer charges. When the new water tariff was passed this amount went higher and made it difficult to purchase and also pay for an amount that they do not owe to Ilembe. Residents were in the beginning told that adjustments will be made once the computer is updated, but residents still bills are not adjusted in accordance.

Sad to say the indigent consumers were also caught up in the high billing process and upon enquiring were told that their names do not appear as indigent consumers and must fill in forms.

We find this unacceptable practice by the staff of Ilembe as forms were filled in at the Nonoti library in 2013/2014. All residents should have their water bills written off as the amounts were calculated by the computers that still haunts the residents. The estimated calculated amount is still giving the residents sleepless nights.

XPress recently. Katherine Padayachee was the light at the end of the tunnel over a three day battle of attrition. My bank card got stolen so a new card was needed.

Day 1 lunch break was spent with half-an-hour waiting when I met a consultant. She gives me affidavit forms to take home and fill in. I arrive on Day 2 and have to wait in the queue again during my lunch break for a patience busting 46 minutes until I get a new consultant. No warmth like the previous day's consultant as the lady tells me with a poker face that I must sign the affidavit in their presence with my grandmother in toe. Come Day 3 and another 40 minutes waiting in the queue until I get a male consultant who sorted out one of my cards but got me confused about documentation authorisation.

I ask the man to re-register me on Cellphone banking, since my smartphone got stolen and I get sent to Katherine. Ok now I am at breaking point but Ms Padayachee exuded and exemplified all the hallmarks of the FNB TV/Internet advert: "How can we help you?"

She smiled, was humble, and alleviated my cynical frustration.

She sorted out my card authentication, documents got processed and she got me back on cellphone banking in record time.

After the 3 days of attrition, I just wanted to hug her for helping me get finality.

Councillors Corner “DA Concerns and comments on the Adjustment Budget” At a recent council meeting the Democratic Alliance (DA) raised concerns when the adjustment budget was considered. In the adjustment budget capital projects has been slashed by R 31 million and will be rolled over into the next financial year.

The DA raised concern and pointed out it was a case of being overambitious and poor planning when the budget was considered and approved.

Repairs and maintenance has always been under budgeted and projected to exceed the current budget by R20 million. It is a challenge with ageing infrastructure that we need to allocate appropriately rather than confine ourselves around the 8 percent threshold. The DA pointed out over and above the challenges, council is wasting a lot of money on repairs and maintenance where repairs are carried out over and over again on the same job and it indicates a clear lack of supervision.

Advertising in all local newspapers at the same time is waste of money.

Additional R300 000 was added to the budget and now stands at R 1.3 m. We must utilize newspapers of record on rotational basis and the main factors should at all times be price and the distribution areas. This is not happening. The Mayors Awards Day function also cost R124 000 over and above the R300 000 allocation. This is again a reflection of poor planning and accountability.

ACDP prepares for 2016 elections The ACDP has embarked on a campaign to recruit and train suitable candidates for the 2016 local government elections.

The African Christian Democratic Party (ACDP) held a successful workshop in Ballito last Friday entitled: “How to Start an ACDP Branch.” The workshop was hosted by the local ACDP branches under my auspices. Over 30 church leaders attended the evening workshop and most of them emanated from the eThekwini Municipality.

Delegates attending the workshop were trained on the various aspects required to commence and establish an ACDP branch in their own regions.

Local ACDP elections manager, Pastor Michelle Sewraj provided

service delivery. The national treasury did approve for a rollover of R 8m for energy demand, the side management grant - and the harsh reality is that it will be deducted from the next batch of equitable share allocation.

This is not good for council as officials are not doing their jobs or lack the expertise to discharge their duties. We cannot afford reoccurrence of the same mistake again.

The National Cabinet in 2013 resolved that cost containment measures must be implemented to eliminate waste and re-prioritize spending to control unnecessary spending on nice-to have items and non essential activities such as excessive sponsorship of music festivals, beauty pageants, sporting events, advertising, excessive catering , excessive use of consultants and excessive overtime to mention a few. We as council are doing the opposite. Recently KDM spent R1.3 m on a music festival and other activities which are classic examples.

This was not budgeted for with no council resolution and therefore should be deemed unauthorized and wasteful expenditure. The relevant persons must be brought to book whether they be a political office bearer or an official. We must be prudent in spending and avoid frivolous expenditure by putting austerity measures in place and monitoring expenditure more regularly and holding officials responsible and accountable.

iLembe schools cricket league marred by controversy

Nadesan leads iLembe to victory Prolific iLembe batsman, Alveiro Nadesan was in scintillating form this past Sunday when he scored a magnificent 63 to guide iLembe to a fluent 4 wicket victory over East Coast in the KZN Challenge 50 over league, thus consolidating their spot at the top of the leader board. iLembe won the toss and sent in East Coast to bat. This proved to be a wise decision as they had East Coast in sixes and sevens from the start.

Magnificent bowling from Mohammed Mhlongo, Dillon Rautenbach and Ahmed Sarwat reduced East Coast to paltry 140 all out from 45 overs. Mhlongo returned with

figures of 3 wickets for 36 overs from 8.4 overs whilst Rautenbach had a fiery spell claiming 2 wickets for a miserly 24 runs from 7 overs and Sarwar finished with figures of 2 wickets for 25 runs from his 10 overs. K. Govender topped scored with 34 runs. He was ably assisted

by E. Dudraj who contributed 23 and S. Srinath and J. Moodley scoring 19 each.

Though iLembe lost wickets at regular intervals, Nadasen produced some exquisite shots, keeping the score board ticking over for his 63. Other contributions came from Z. Ali who produced 23 runs and Yusuf Ismail was not out on 19.

The iLembe Primary Schools Under-11 and Under13 League which is expected to get underway on Tuesday, February 24 is marred by controversy before the first ball is bowled.

The controversy surrounds the grouping of schools in Pool A and Pool B in both age-groups. Schools participating in the league were invited to a meeting on Monday, February 16 at the Sabha Hall to witness the draws.

Only four schools (debutantes Mandeni Academy, Manor Primary, KwaDukuza Primary and Zakarriya Muslim School) participating in the KwaDukuza North League were present at the meeting.

However, the draws were not done in the presence of the four representatives, but schools received fixtures on Friday (personally hand delivered by Petros Buthelezi).

The top four cricket schools in KwaDukuza, namely,

Manor Primary, KwaDukuza Primary, Dawnview and North Coast Primary were grouped together in Pool A. Stanger Primary (who have not played in the primary schools league for more than a decade), rookies Stanger Heights, Mandeni Academy and ZMS were grouped together in Pool B. Coach of the Dawnview outfit, Rishi Daodary said: “The draws must be done in the presence of majority of schools and not just one or two schools”.

Isaac Abraham, Manor Primary coach said: “It is highly unlikely that the schools in the U11 and U13 ranks were drawn randomly.

The placement of schools in Pool A and Pool B favours both ZMS and Mandeni Academy, who are strongly fancied to finish at the top of the Pool.

“Furthermore, there should be a cross-over semi-final with the winner of Pool A playing the runner-up of Pool B and vice-versa, giving all

four teams an equal opportunity of advancing to the final”.

Desigan Pillay, chairman of iLembe Primary Schools Cricket and coach of Mandeni Cricket Academy, who was responsible for drawing up the fixtures and rules of the tournament was approached regarding the issue, but failed to respond to any emails.

Schools in KwaDukuza South which include Umhlali Prep and Ashton College were expected to meet to draw up their fixtures.

Meanwhile, only three schools (ZMS, Manor Primary and KwaDukuza Primary) turned out for the KwaDukuza South U11 selection trials which was held last week at the Country Club Ground.

A new selection trial is scheduled for Friday before the team is announced to participate in the iLembe U11 selection tournament scheduled for Saturday and Sunday at the Umhlali Prep School.

Shanmagum crowned singles KO champion Darrel Shanmagum's scintillating form in 2015 continued when he was crowned the Paddy Padayachee and Family sponsored singles darts champion in the tournament played under the aegis of the KwaDukuza Darts Association at the North Coast tavern last Wednesday.

KDAC participates in the Maritzburg Postnet Marathon KwaDukuza Athletic Clubs athletes notched up incredible times when they participated in the Maritzburg Postnet 42.2K run. The event also catered for a 21.1km run and walk.

9 athletes completed the gruelling 42.1km run.

Danny Sewmungal was the pick of the KDAC athletes finishing in a phenomenal time of 4:40 and was followed in by Jay Ramnath 2min later who finished the race in 4:42. Others to complete the race were Jaibalan Soobramoney (94:53), Thulani Zungu (4:54), Leon Moodliar (4:56), Yathin Narothum (4:59), Pradheev Dhora (4:59), Dippy Moodley (5:01) and Chander (Zoo) Gungadeen (5:15).

In the 21.1km run Nishen Chetty was the toast of the athletes finishing in a fast time of 1:59. Nikeyi Maarbeel was next in at 2:10 followed Sue Gungadeen in 2:27 and Melody Ndlovu in 2:30.

The 21.1km walk was finished by Beena Ramrup in 3:27 and Dayanand (Jewboy) Ramrup in 3:27.

Should Teachers beat Cool Leaders and Grove End beat Darnall, they Teachers will secure a semi-final berth, but should Darnall upset Grove End, they (Darnall) will secure the runners-up spot.

Cool Leaders need to beat Teachers (2-0) and hope Grove End beat Darnall by the same margin (2-0) in the hope of qualifying for the knockout stages of the tournament.

Meanwhile, KSST secured top spot in Pool B after they secured double header victories over Warriors and Randsons, blowing the latter out of the tournament after their shock defeat to Warriors a fortnight ago.

KSST beat Warriors Sport 25-20 in the 1st set, but were on the receiving end after going down 23-25 in the 2nd set. They rallied back gamely winning 15-11 in the final set.

Randsons, who lost their opening Pool B game against Warriors Sport edged out KSST (25-23) in the first set. But, KSST held onto a nervy 25-17; 15-13 to finished unscathed in Pool B and claim pole position.
