Con Artist duo exploits community's vulnerability By Xpress Reporter

A con artist tag team duo of an Indian male and female were apprehended by NForce Security on Thursday, November 14, 2013. It is alleged that the elderly woman and her accomplice misled a so-called client by telling them that she can help them get rid of their bad luck. The duo then visit unassuming targets and claim to find the voodoo material that they have allegedly planted. According to Nitesh, the owner of NForce, he saw a

voodoo doll with needles stuck on it. “Luckily for my client our security cameras at their premises caught the two in the act and we apprehended them,” he said. Four other businessmen have been allegedly conned by these people and have spent a lot of money paying them (con artists) to help them get rid of their “bad luck.” An unnamed source says she calls her client to her house then she lights a cigarette and the client tells her their problems.

“The next step involves the burning of incense sticks were she connects with the so call 'spirits' and proceeds to tell us whether, example one of your enemies went to a herbalist and cast a spell on you. She then recommends using herbal substances from her recommended herbalist. “This is when she request ridiculous sums of money. I found a bottle with a piece of red fabric tied around neck of the bottle in my yard. Ever since that incident she always told me that I needed to do more prayers which led to more money been spent.

At the time I was so vulnerable that I believed my life would change for the better. I spent close to R15 000 and now I am more paranoid then ever thinking every bad situation linked to bad luck means 'someone put it for me'.” The accused appeared in court on Friday and only the female suspect was released on bail on Friday while her accomplice's bail was only paid on Sunday. Police confirmed that the suspects were arrested but couldn't comment any further.

Cato Street Bridge to be healed KDM PROMISES: The Cato Street bridge has not being repaired since 2010 and the report has appeared twice in the Xpress this year. According to Sifiso Zulu, Communications Director at the KwaDukuza Municipality said: “The Civil Department did an inspection of the bridge and found that there is some electrical works being carried out. According to a KwaDukuza Municipality Council report criminal charges “should be considered” against a municipal employee, a Shakaskraal business and an individual. The Shakaskraal business or electricity vendor is said to have allegedly been 'uploaded' with an amount of R462 000 and the individual allegedly R12 000 respectively meaning they could not have paid money up front. In the council report entitled: C 1734 and dated as “EXCO: 16/10/2013” the appointment of a forensic investigator or team is to conduct an investigation into “possible irregularities into two electricity vending stations in terms of credit upload. The report further stipulates that the municipal manager liaise with the Provincial Treasury to conduct an investigation and that the resulting report be noted by 'internal audit.' Legal proceedings are set to take place with regards to recovering outstanding monies with the business and individual facing blacklisting if found guilty of fraud and corruption. A pilot project to feed rural school children in iLembe District, north of Durban has been flourishing so much that it is going to be extended to the rest of the province next January.“It is going extremely well and is going to change rural poverty,” predicted Mike Newton, the Head of Economic Development at Enterprise iLembe, the Economic Development Agency of iLembe District Municipality. The flagship project, which began in January, has already supplied fresh, high-quality lunches to more than 155 000 children in some 400 rural primary, secondary and special schools in the region. The

No hammer-head Nthokozo Buthelezi of the Glenhills area alleges that at about 6am he was at his house when he was approached by a local who was carrying a hammer and cane knife. For no reason, the man began swearing at him, swearing his mother and threatening to burn down his house. When Buthelezi saw that the culprit was serious he fled but the man managed to catch up with him and struck him on the head and his ears with the hammer. A bad son Millicent Mhlaba's woes with her wayward son appear to have no end in sight. She alleges that during October she was in her bedroom. She noticed her son fishing her handbag out of the room on a plank. As she confronted him he fled but she and her sister managed to retrieve the handbag from which R500 was missing. Angered by his constant stealing, she reported the matter and last week police caught him at court whilst attending a friend's case. Philani Mhlaba (26) is due back in court on 23 January 2014.

The alcohol man Morris Thusi allegedly lost his house key. However, last Wednesday he was contacted by a neighbour who spotted a youth coming from his house carrying a packet of alcohol. On questioning the youth, he became abusive and walked off. Thusi quickly alerted friends and they went in search of the youth. They located him at a local store and found him in possession of several bottles of alcohol as well as the lost key. It is unknown at this stage why Thusi had such a large quantity of alcohol stolen from his inside range of display, however, common sense dictates why. Zakhele Mthetwa (30) is expected to seek bail at court this week.

iLembe Mayor condemns Mandeni’s HIV infection rate By Xpress Reporter

iLembe District Mayor, Councillor Welcome Mdabe addressed residents at the oThukela Sports Ground in Mandeni on November 16 for a community meeting to discuss the Environmental Impact Assessment of the Macambini Bulk Water Supply Project. Councillor Mdabe, who is also the Chairperson of the iLembe District Aids Council said that in a period of three months this year, an alarming 8 000 new HIV infections were reported across the seven clinics in Mandeni. “5 300 of those new infections are females and 4 000 of those females are between the ages of

15 to 24 years. The most disturbing thing is that it is men my age who are spreading this virus and are running after young girls,” he said. At the meeting, Mayor Mdabe said there is a clear need for a men's forum in the district. He added that no rape will take place in the district and go unnoticed. “We are tired of rape and we say enough is enough. This is more than we can bear. From now on when a rape occurs we will go to the home of the rapist to see for ourselves what kind of person does this. We will then go to the victim's family to show our support like we do when there is a

death in a family. We will go to court and tell the magistrate that we no longer need the rapist in our community. We will tell the magistrate, should this person come back we will deal with them ourselves,” said Mdabe. The District Mayor said this movement will be led by himself, the local mayor, councillors, the Chief and Indunas. Ending his talk, the mayor pleaded with the residents to have HIV tests done. “There is medication available. Being infected is not something to be ashamed of and it certainly does not mean a death sentence. What's important is taking care of yourself,” he said.

Communities of Macambini, Manda Farm and the outskirts of the Mandeni central business area will, in no time, no longer have to drink unpurified Thukela River water shared with animals thanks to the Macambini Bulk Water Supply Project. Mayor of iLembe District Municipality Councillor SW Mdabe revealed this on Saturday, 16 November at the oThukela Sports Ground where a community meeting was held to discuss the project's Environmental Impact Assessment. for the municipality to have the EIA meeting so that the community can play a role in making sure that their basic need for water is met properly without negatively impacting on the environment. The Macambini Bulk Water Supply Project will see a 6, 2 kilometre long HDP (plastic) pipe being constructed thus carrying water from Resevoir A in Sundumbili to J1, Majuba and Manda Farm areas all the way below the railway line near Sappi to the Mandeni Pump Station with other smaller pipes feeding into these areas. Work on the project is scheduled to begin in June next year and is expected to create 60 temporary jobs and five permanent posts with local contractors with Grade 1 to 3 also standing to benefit in the project.

Mayor Mdabe told residents the reason it had taken so long to bring the project to the people was because of the nonsettling of water accounts by ratepayers. Mayor Ndabe alerted residents to the fact that iLembe is owed R251 million by ratepayers. Mandeni Municipality Mayor Cllr Siphesihle Zulu said he was confident the Macambini Bulk Water Supply Project would be successful because of the good relationship between iLembe, the local municipality, the traditiona leaders, councillors and ward committees. “The important thing here is that we as the community want water and that is why we are here today. This project will open doors for other development project for our area,” he said.

The Silent Revolution

An important way of measuring the impact of crime upon society is to assess the effectiveness, efficiency and attitudes of the S.A.P. towards service delivery. Whilst most crimes are reported to the police it is the response of our police that is disturbing. Many of us are aware of the role and purpose of the police, however, only a minority are critical of their crime fighting performance. Since the police have been given a carte balance way of operating and not being accountable to the public poor service delivery has become the order of the day. I have conducted an unofficial survey on service delivery by interviewing several persons to understand what I agreed with before undertaking this exercise' As a resident of this area since birth I have been privileged to have been a member since the time of one Captain CF Lemmer, Colonel Leon Van Rooyen and Captain Nunkumar. When comparing the dedication, loyalty and pride of officers from

that era until today there has been a dramatic decrease in the work ethic and commitment during this period. I know several officers from that era still try to maintain the standard but are faced with challenges by this so called “new - crap" of Management and co-workers. This Police Station once had one of the most effective and wellmanned Business watch systems. Foot patrols were a common sight and the manner in which the CBD was patrolled had a major impact on crime & criminals. Today to find officers patrolling on foot is as rare as a fowl with teeth. Instead one finds several junior officers driving around in a mini bus. Whatever happens to social crime prevention and community policing? Who can forget the exploits of the police during the 80's covering most pages of the local tabloids as today we the public do not even know the name of the station commander! There was a time when a police official earns the respect of the community by their story, discipline and hard honest work. Today we find officers walking about without a cap on, carrying back-packs and portraying a picture that does not instill confidence. No news is given about the positives of our local police who have a constable as a police - spokesperson when so

many senior and experienced officers are still around. Look at the senior management of our station. Who are they and where do they come from? Do they have any interest in us or this area? What is the role and function of CPF and who are the office Bearers? When last have we witnessed a police / community project aimed at tackling a specific problem? Remember the role played by one officer in particular in the street - children saga together with several other community groupings which resulted in a shelter for the children? Look at the response time to reports of crime or incidents. Are we getting value for money? The station needs to be honest about its limitations and should seek the co-operation of civil society and the general public in improving our station all round. To boost public confidence and the ability of the police to combat crime, the public need to be informed about legislature indicates and operational improvements have to be marketed to the public. Crime levels and feelings of insecurity are reaching levels that will erode public confidence in the constitution and the rule of law. I humbly appeal to the station commander to implement SAPS foot patrol. Councillor Andrew Gopaul

Condemnation of cartoon As a community activist and a staunch Hindu, I strongly condemn cartoonist Zapiro's extremely offensive depiction of our Hindu deity Ganesha. I want to warn you that religion is close to a person's heart. People have been killed because of reckless statements. I found the cartoon of Lord Ganesha holding a cricket bat and money, while Cricket SA Chief Executive Haroon Lorgat is stabbed as a sacrifice to him by Cricket South Africa, in very poor taste. The cartoon, by award-winning Jonathan appeared in the Sunday Times. I am proud of our constitution which enshrines freedom of speech but the right to say and do something does not make it right. Rights must come with responsibilities. I believe that no one must use any religion as a drawing board for cartoons and I call this person an intolerant racist who deserves to be punished. I am saying Zapiro's cartoon was blasphemous, antagonistic and destructive. I also call on the presidents of the South African Hindu Maha Saba and the South African Tamil Federation to pursue legal action should Shapiro and Oppelt not issue an unconditional apology and retraction. The Shri Saraswathie Prayer Group of Glenhills will be presenting a grand 'Eastern Musical Song and Dance Extravaganza' 2013 in aid of funds. This is a brand new concept featuring South Africa's leading Indian king of comedy, Muthu Murugan, live in concert. Other entertainers include the ever-popular showband of Durban, Music Corporation; guest band, Saraswathie Entertainers; guest artist, Eugene Naraynan and Nightingale, Judith Makhosi with back-up singing stars, Phumla, Mbui and Mbali. Paramedics on the scene reported to eNCA that an estimated 50 people were believed to be trapped under the rubble. KSST bounced back, after relinquishing their league title to Grove End, to clinch the Sanchez Spur knockout tournament last Thursday. They had the better of Randsons who had no reply for determined KSST lads and went down in straight sets. KST were first to find their rhythm as they raced to a 15-10 lead in the first set. The combination of Damien 'Shrek' Peters, Cameron Singh and Sherwin Daniels proved to be

the perennial thorn in Randsons skin. Numerous unforced back court errors by Mohammed Cassim, Sandhir “Tin Boy' Jugmohan and Neeraj Bageloo did not help Randsons cause. Randsons managed to reduce the deficit to 13-17 but KSST held to much fire power in their armory as they won the first set 25-18. Levan Mudaly was superior in his defense against the Randsons attack.
