Audit report, rate payers and financial misconduct By Xpress Reporter
The KwaDukuza Municipality (KDM) constituency, in this
instance, made up of councillors, the Deputy Mayor, House Speaker
the Municipal manager and heads of departments convened in a special local government meeting at the Council Chambers on Wednesday, 9 September 2015. Council Chambers, which is the building behind the statue of the iconic Nobel laureate Chief Albert Luthuli, is the venue for these types of meetings which the public is invited to attend. The tabled item on the Auditor General's (AG) report, per the council, suggested that the Speaker's office highlight key matters for consideration by the Municipal council in its oversight processes as required by the Municipal Financial Management Act (MFMA). The MFMA is National Treasury's primary objective to secure sound and sustainable management of the financial affairs of government, national, provincial and local, and to lead such policies and reforms. This entails supporting the development of a coherent approach that assists in the improvement of delivery of services to communities. The AG's report found that KDM was successful, to an extent, in addressing discrepancies in its 2012/13 analysis relating to “noncompliance relating to financial misconduct where irregular and fruitless wasteful expenditure was not

The Little Frog and the Big Buffalo

One day a Little Frog happens to see a buffalo on its way to the pond and is stopped by it. The little frog got surprised. “What are you doing by jumping like this?” yelled the big buffalo at the little frog. “This is how I walk,” responded the frog with a surprise. “You have got four legs like any other animal and why can't you just walk?” Buffalo again yelled with the same anger. Now the little frog understood the confusion the big buffalo had and it turned upside down and asked: “Look my dear big buffalo how my legs are made. I do have four legs but the hind ones are differently made hence I can't walk and I can only jump to cover distances.” “Oh I am sorry” pleaded the big buffalo. “I am really sorry for showing my anger at you without knowing the reason. I shall be your friend from now on and I shall carry you now to wherever you want to go. Please let me know where you want to go” requested the buffalo. The little frog felt very happy with the sudden change in the behaviour of the big buffalo.

ROLE OF EDUCATORS IN THE PREVENTION OF CHILD ABUSE Child abuse is a serious problem that exists in all our communities. Educators have an important role to play in dealing with this problem. Educators have contact with children on a daily basis. They will be in a position to identify signs and symptoms of child abuse and report to authority's example police services and social workers. Educators have a legal responsibility to report suspected child abuse and neglect of children. Educators must work with social workers, police, doctors and nurses to prevent the abuse and neglect of children. The KwaZulu-Natal Department of Education has a policy guideline dated April 2010 for the management of child abuse and neglect at all schools in the province. The policy document clearly outlines the role of educators and schools in child abuse management and prevention. The role of educators in the management and prevention of child abuse and neglect of children 1. To identify child abuse, neglect and worst forms of child labor. 2. To keep records of incidences of child abuse at school. 3. To report and notify authorities regarding child abuse and any maltreatment of children. 4. Refer child abuse cases to social workers and police officers. 5.To support the child throughout the intervention process by social workers and investigations by police officers. 6. To facilitate preventative measures through life skills education. 7. Treat all information as highly confidential. 8. Keep the learner and his/her parents informed on the steps taken by role-players and the outcome of the investigation. 9. Assist the school principal in monitoring the learner's emotional and physical health and refer the learner for further professional help if necessary. The role of the educator is to report the abuse and support the child NOT to investigate the case. Schools must advocate for intervention and services to children that are victims of abuse and neglect. If educators have reason to believe that a child is not abused, they are still legally required to report the case. Educators must be trained on the signs and symptoms of child abuse and neglect to enable them to identify the children and report to authorities. Social workers depend on schools to identify children that are abused or if they suspect that a child is a victim of abuse. Interviewing a child or rendering therapeutic services to children at schools is part of the intervention process. Some schools have policies that do not permit social workers to visit child abuse victims at schools without permission from parents. This policy prevents social workers from performing their official duties in child protection. This is an offense in terms of the Children's Act no 38 of 2005. This policy poses a major challenge if the perpetrators are the parents. This is also not in the best interests of a child abuse victim if urgent intervention is required, especially if the child is a victim of sexual or physical abuse and needs medical attention. Schools must be aware that educators are mandated by law to report cases of child abuse and to allow social workers to perform their duties to render services to child abuse victims.
LEGISLATION IN TERMS OF THE CHILDREN'S ACT NO 38 OF 2005 Section 305 (1) A person is guilty of an offense if that person(i) hinders or obstructs: (ii) a police official or designated social worker in the execution of a warrant issued in terms of section 151(2); (iii) a police official or designated social worker or authorized officer when removing a child to temporary safe care; In terms of section 152 (1): (m) hinders or interferes with a person in the execution of official duties. (n) fails to comply with a request of a person in the execution of his/her official duties or furnishes false or misleading information to such a person when complying with such a request. Section 305 (6) - a person guilty of an offense is liable to a fine or to imprisonment for a period not exceeding 10 years, or to both a fine and such imprisonment. Section 305 (7) - a person convicted of an offence more than once is liable to a fine or to imprisonment for a period not exceeding 20 years or to both a fine and such imprisonment. Legislation in terms of the Children's Act no 38 of 2005 is designed and implemented to prevent child maltreatment. Mandated reporting by educators is an important use of legislation to deal with child abuse and neglect. Mandatory reporting of suspected cases of child abuse and neglect is the responsibility of professionals and the community at large. If the community continues to attend to child abuse issues, there are grounds for optimism that child abuse and neglect can be prevented. Prevention must take place at a community level. Remember : Child protection is everybody's business! With your help there is much we can do to make our community a safer place for children. Principals and educators are advised to use this child legislation cut out in their classrooms. New species of human relative discovered Scientists have discovered a new species of human ancestor deep in a South African cave, adding a baffling new branch to the family tree. Berger, a professor at the University of the Witwatersrand in Johannesburg had unearthed some major finds before. But he knew he had something big on his hands. Two years after they were tipped off by cavers plumbing the depths of the limestone tunnels in the Rising Star Cave outside Johannesburg, Berger and his team have discovered what they say is a new
addition to our family tree. The mysteries of what H. Naledi (Homo Naledi) is, and how its bones got into the cave, are knotted with the question of how old those bones are. But these bones in the Rising Star chamber were just lying on the cave floor or buried in shallow, mixed sediments. When they got into the cave is an even more intractable problem to solve than how. But if the new species turned out to be much younger, the repercussions could be equally profound. It could mean that while our own species was evolving, a separate, small-brained,
more primitive-looking Homo was loose on the landscape, as recently as anyone dared to contemplate. “No matter what the age, it will have tremendous impact,� said Berger, shrugging.This is the story of one of the greatest fossil discoveries of the past half century, and of what it might mean for our understanding of human evolution. IFBB KZN wins Best Team Trophy Local lad, Junaid Ismail, was appointed IFBB- KZN (International Federation of Bodybuilding- KwaZuluNatal) team manager for the SA Bodybuilding Championship held at Sandton Convention Centre in Gauteng from the 4th to the 6th September 2015. In 2014 Ismail also served as KZN team manager for the event which was held in Cape Town. According to Ismail the duty TRICEPASAURUS: of the team manager consists of Junaid Ismail who seeing that each athlete is correctly registered and motivated, managed weighed in and to ensure that they are present on and took care of Team KZN at the SA stage when their respective lineup goes on. At the ISKF (International Shotokan Karate Federation) SA National Championships held at the Tongaat Indoor Sports Complex, the ISKF-Stanger Manor branch showed their resolve as champions. This being the selection tournament for the World Championship in SA next year, saw students put on sterling performances in Kata and Kumite. “Hard work, determination and stern discipline from instructors, sensei Tarzan Naicker and sensei Loveshan Naicker, enabled our club to outclass so many others from all over South Africa. We are proud that all our students who participated were selected
for the World Championship! This is a remarkable achievement and must be applauded!” said club chairman Nkosinathi Msweli. Parents were in full support of their children and were beaming with pride when most children won double medals and ecstatic when it was announced that all the children qualified to participate next year. Sensei Loveshan Naicker, who will captain the SA team against the rest of the world stated, “We have a year to prepare for the World Championships. This will be an amazing experience for all our participants as this will be held in South Africa. We will be

There was a carnival atmosphere at the Nandossponsored women's volleyball tournament hosted by KwaDukuza Volleyball Association at the association courts on Friday, September 4. More than 50 women including mothers and daughters assembled at the courts to participate in the first women's tournament of 2015. The theme of the evening "let's play volleyball" was accomplished with all ladies (young and old) having fun and breaking up into a sweat. Some mothers and daughters arrived at the courts as early as 4pm and under the watchful eye of astute coach Kruba Jairam were taught the two
