waDukuza Municipality Mayor, Cllr Ricardo Mthembu officially launched the Masakhane Campaign on 1 March 2018. This campaign aims to strengthen the relationship between the municipality and the public.
Through this project, KwaDukuza Municipality will engage with the community through a series of public education activities. Masakhane Campaign is a strategic partnership between government and the people which is characterised by a commitment towards the enhancement of service delivery.

KwaZulu-Natal Premier Willies Mchunu delivered the State of the Province Address (SOPA) at the Royal Show Grounds in Pietermaritzburg last week. Protest victim on life support By Xpress Reporter
KwaDukuza resident, Sashni Daniel who was hit by a brick thrown onto the R102 during the recent Shakashead protest is fighting for her life at Chief Albert Luthuli Hospital. The 27year-old is now on life support. She was travelling back to KwaDukuza with a relative on 25 February when she was hit on the head with a brick by a protestor. She was rushed to Stanger Hospital and then transferred to
Chief Albert Luthuli Hospital. Sashni's aunt, Patricia Daniel said that someone needs to take responsibility for the tragic incident. “It is so sad that an illegal protest has put my niece in hospital where she is fighting for her life. The Mayor and the councillor should have made sure that the situation was under control. We hope and pray for Sashni's speedy recovery,” she said. KDM has experienced huge amounts of revenue losses over the past years and still continue to do so, therefore citizens are urged to work hand in hand with the Municipality and pay for their rates. “Key challenges facing KwaDukuza Municipality is that only 10% of its revenue is funded by government. The rest of the funding is derived from residents of KwaDukuza in forms of rates and tariffs. This includes property rates, refuse removal tariffs, electricity tariffs and sundry tariffs. The Masakhane Campaign is a revenue enhancement strategy which places people's participation explicitly at the centre of development,” said Mthembu. The Mayor also acknowledged the fact that they might not reap the fruits of this campaign anytime soon but as the municipality they are optimistic. Communities urged to preserve infrastructure By Xpress Reporter
The Municipal Services Portfolio Committee (MS) of the KwaDukuza Municipality held its seating on Wednesday, 21 February 2018 at the Council Chamber to provide oversight on service delivery matters as well as to recommend matters for Council endorsement and consideration. The MS has recommended for Council to endorse upgrades earmarked for Tinley Manor Beach. “The upgrades will include the facelift of the current Tinley Manor Tidal pool, the construction of a Conservancy Tank, Storm Water Outfall and Service Access Roads. The delays in carrying these upgrades at an earlier period, was largely attributed to by the need to budget and the EIA approvals. The MS complimented and
welcomed this report on the basis that it will help improve the safety of the people making use of this beach. Tinley Manor Beach is one of the widely visited beaches in KwaDukuza particularly during peak seasons.” The KwaDukuza Municipality's Waste Management section held communication clean-up campaigns to raise awareness and to inform and educate communities about refuse removal collection as well as the types of refuse and how they should be packaged for collection by the municipality. “It was reported to the MS that this initiative came in wake of many challenges faced that include amongst others illegal dumping and misuse of skip bins. The section is still engaged with this clean-up exercise in some communities to deal with this challenge. To
date, the following areas have been attended, Ediphini and Groutville High (Ward 10), Quba and Chris Hani (Ward 15), Ethethe (Ward 20), Haysom Road (Ward 19), Madundube (Ward 27) and Shakashead (Ward 04). MS welcomed the report and requested that following each clean-up campaign the section make means to loud hale refuse collection days in that particular community until a change in behaviour is noted.” Council will institute an investigation on the upkeep of KwaDukuza community halls due to the current state being “unacceptable.” “Council property, through thorough deliberation, Councillors felt that the report should be revised as some inventory listed did not correspond. Furthermore, Councillors expressed concern on the number of damages
reported some that have been there for ways without clarity on how they will be actioned. The MS therefore recommend to Council that an investigation into the maintenance and use of community halls be instituted in order to ascertain loopholes that have led to the current worsening situation. This suggestion is brought because community halls serve as a pivotal centre for the community multi-purpose activities. Councillors have also requested the administration to come up with creative ways to teach communities about the need not to vandalise Council infrastructure. Councillors also made a commitment to urge their respective communities to treat the infrastructure more kindly so that it is preserved for the generations to come.”

Slain police officer laid to rest By Xpress Reporter
Captain Dumisani Mhlanzi was laid to rest at Shayizandla Farm, Embalenhle area on Sunday 04 March. Captain Mhlanzi was described as a man who was on a mission to make Maphumulo a safer place for everyone. Mhlanzi's family plead for justice after he was shot by criminals at a supermarket. It's reported that the culprits were about to rob
the supermarket but were spooked by the presence of a police officer. Criminals then began to open fire towards Mhlanzi before they fled the scene. Mhlanzi was rushed to hospital where he later died. The 52-year-old served in the force for 32 years and was set to retire in June. This act by criminals angered many South Africans including the newly appointed National Police
Minister, General Bheki Cele. Speaking at the funeral service, Cele urged police officers to be vigilant. “Human rights are for humans not animals. Those who commit to shoot and kill police officers on duty are not human beings. I agree with human rights activists that humans deserve human rights. To me, that's where I draw the line on a person's humanity;
beyond that you are a beast and so we have to treat you as a beast. We have to treat you like a beast if you behave like a beast, and we will continue to treat those who act human as humans,” said Cele. He added that they have a programme in place to look after all the orphans of police officers who died while serving in the force.

The committee's discussions form as recommendations to Council on labour issues. The LLF elected, Mr Zamokwakhe Mgobhozi, as the new incumbent for the position of chairperson, this SHISANYAMA

By the end of January 2018, the overtime cost stood at R28, 887,524. It is clear that overtime is used, in some instances, for purposes other than those it was originally intended for. In such cases employees will earn exceedingly high on overtime compared to their normal salaries. Given the escalating and unsustainable costs of overtime, it has become necessary that measures be put in place and such measures to look at the generic causal factors for
overtime as well as clear procedures to be followed in mitigating overtime. Hence the proposal for a shift system and review of working hours/days to curb costs. The LLF recommended that, prior to council endorsement on the matter, executive directors of the affected business units take 14 days to consult workers that will be affected by the introduction of the shift system, in order facilitate a clear transition and understanding of the shift system. In 14 days, since the seating of this meeting, executive directors shall report at a special seating grievances from the labour workers and the committee shall work on amicable solutions.”

Panic has gripped South Africans as ready-to-eat food products including polony, viennas and russians have been confirmed as the source of the deadly listeriosis outbreak. So far 180 people have died. The health department is warning the public to avoid all processed meat products produced by Enterprise Foods and Rainbow Chicken. Authorities are also urging consumers to throw away or return processed meats to retailers.
Major retailers are also removing ready-to-eat meat products for now. This comes after the revelation that products from an Enterprise Foods production facility in Polokwane, Limpopo, are the source of the listeriosis outbreak. The Department of Basic Education has issued urgent alerts to schools and parents over the purchase of foods such as russians, polony, sausages, viennas and other cold meats largely consumed by pupils. Customers were urged to return several ready-to-eat meat products to their local store for a
full refund. Listeria is a form of bacteria found in the environment and commonly occurs in soil, water, vegetation and in the faeces of some animals. It can contaminate a variety of food types, including meat and dairy products. While Listeria cannot be spread from one person to another, pregnant women and infants, as well as people with weakened immune systems, are at a higher risk of contracting it. Symptoms include fever, muscle aches, nausea and diarrhoea.

Police officers foiled a robbery in progress at the Blythedale overpass on Wednesday morning, 28 February 2018. Three armed men opened fire and a shootout ensued between the suspects and police. The suspects fled, and residents
of the area were advised to be cautious. KwaDukuza SAPS Spokesperson, Constable Sibusiso Khuzwayo said, “Criminals opened fire to the police who were driving on the highway from Zinkwazi and came upon the robbery at the Blythedale overpass. A helicopter was called to help
search for these culprits. Farm security also came to assist in the search.” He appealed to cyclists and hitch hikers to take extra precaution when on the N2. “Hitch hikers on the N2 usually find themselves as victims of many criminal activities.”

VAT is going to be a headache for all
A 1% increase in vat is enough to create financial nightmares for the already struggling families. An ordinary family consists of a mother that does not work, she stays home to fulfill her household duties and the wellbeing of her children. The father of the house holds a job that barely pays. The family relies on the government's child support grant and the husband's meagre salary. Come April they will face an even harder economic battle when 15% vat is effected. Economists and citizens alike expected a vat increase ahead of the budget speech. For the first time in 25 years a VAT hike was announced from 14% to 15%. This 15% vat would not apply to 19 basic food items, but will definitely be felt by all social classes. A mere R20 increase in the child support grant would not improve a child's quality of life. A rise in social grant won't make a difference. Unemployment statistics are on the increase.
South Africa has the highest tax burden in the world, high unemployment rate and high inequality. Government has to be more efficient. People cannot afford to be taxed more. If this continues it simply means that vat will increase to 16% in three years time. The Democratic Alliance strongly rejects the idea of an increase in vat. The increase in vat, along with a "huge increase in fuel levies," would result in an increase in food and transportation costs for all South Africans. "Instead of cutting the cabinet the ruling party is assaulting the people." The Democratic Alliance is ready to launch the DA'S National Petition opposing the vat increase. The vat increase is a crime against poor people. It is people paying taxes for the g o v e r n m e n t ' s mismanagement. DA leader, Mmusi Maimane stated that the budget bill has to go to parliament, and when it goes
to parliament, it will most definitely be rejected. Instead of cutting the fat and waste in government, unnecessary spending and bloated departments, and focussing on growth, the disadvantaged are bearing the brunt. Spending on services for the disadvantaged people, including funding for housing, education, policing and local and provincial government are neglected. Fuel increase will make food and transport more expensive. It will now be more expensive to be unemployed in South Africa. Life will get harder for the most vulnerable in society over the coming months. The DA's budget plan had spelled out the options for spending cuts and selling off certain entities that would free up R112 billion. This meant tax increase was not necessary. The R10 million competition caters for nine provincial teams that will
contest the first leg of the event played over four weekends in March 2018 in both indoor and beach volleyball format of the sport. Prize money of R200 000 is on offer for each leg of the national show piece. The next two legs are scheduled for 2019 and 2020. Home team, KZN's Kingdom Rhinos head the nine team draw by notching up wins against the Eastern Cape Eagles (3-1); Mpumalanga Buffalo (3-0) and Limpopo's Mapungubwe Warriors (3-0) that puts them in pole position to become the winners of the inaugural Championship at the end of March
2018. In their final match of the weekend fixtures, Kingdom Rhinos brushed aside strong challenges from Mapungubwe Warriors to record a 25-20; 25-17; 25-21 win to race to the top of the table standing. Kingdom Rhinos' skipper Quwin Naidoo marshalled his troops well and kept their focus on winning the encounter to end the first of four weekend's fixtures on a high. Rhino's prolific attackers Quwin Naidoo, Preegan Gungaraj and Sandile Khoza were given a constant supply of quality sets by mercurial playmaker,
Sholen Govender to put pressure on their opponents and keep the score board ticking. Despite a concerted effort by the Warriors to turn the tables on their more fancied opponents from Kwa Zulu Natal. Kingdom Rhinos went on to close proceedings in straight sets (3-0), 25-20; 25-17; 25-21. BEYOND THE TOUCHLINE Last weekend was agog with the 90th Academy Awards ceremony, popularly known as the Oscar, recognising the achievements of actors and producers in the film industry of Hollywood. Who were the Oscar winners in the sporting arena during the course of the week? Pride of place must go to the Proteas opening batsman, Aiden Markram, who scored a magnificent century when his team seemed to be down and out at 39 for 4 with AB de Villiers being run out for 0. It was a massive blow to SA's chances of saving the game but Markram took it upon himself with the assistance of Quinton de Kock and Theunis de Bruyn to put up a fight that took the game to the final day. He did not go on the defensive but played all his shots of which he has an array of and took the fight to the Australians. His dismissal led to the fall of 3 quick wickets to leave the Proteas facing defeat. Another winner was the Aussies' speedster, Mitchell Starc, who removed opener Dean Elgar and then returned with the old ball reversing to take 3 wickets in one over and virtually win the game. If the light were still good, he could have finished the game on the 4th day. He has taken a total of 9 wickets to equal the number taken by SA spinner, Keshav Maharaj who also can be regarded as a winner. On a Kingsmead pitch that is known to favour seam and fast bowling, Maharaj has done extremely well to bag almost half the total. His place in the Proteas team cannot be doubted any longer as he has proved to be a bowler who can bowl in different conditions. The big loser of the week can be no one else but de Villiers, the doyen of batsmen, who was undefeated in the first innings with 71. Knowing fully well that the hopes of his team rested on his shoulders to either win the game or draw it, he went for a quick single to one of the world's best fielders, David Warner. When sent back by Markram, he found himself backing too far down the pitch and was run out by a metre. It was a dreadful error of judgement on the part of an experienced player who did not need to take a risky single at that stage of the game. It just goes to show what effect pressure has on the state of mind of even the greatest of players. Therefore, the adage that the game is played in the mind as much as on the field holds true. The first test between SA and Australia at Kingsmead brought together a number of old stalwarts of the former Natal Cricket Board (NCB) in the VIP Presidential Suite. It was a nostalgic moment as former players and
officials reminisced of their days before unification in 1991. Present were Cassim Docrat (President, NCB), Prof. Krish Bharuthram (Vice-President), Dr Logan Naidoo(Secretary), Baker Tayob (VicePresident), Jayce Singh (Vice-President), China Iyer visiting from Canada (Secretary), Sagren Naidoo (Exco) and Umpires' Association, Krish Reddy (co-Author of "Blacks in Whites" and statistician), Yacoob Omar (Captain), Enver Mall (Captain) and Dr Preggie Moodley (Player). The days in the NCB were not of milk and honey but rather of sweat and tears. Poor playing conditions, inadequate facilities, and little or no financial backing. Officials and players had to dig deep into their pockets to keep clubs afloat while even at provincial level officials had to walk the streets of their respective towns to plead for donations from the business houses to keep the Board running as national companies flatly turned down requests for sponsorships, too scared to upset the apartheid government. One company that was ploughing thousands of rands into kosher cricket, offered a consignment of biscuits when approached by the NCB hierarchy. Yes readers, those were the days, far removed from the scenario that prevails today when finance is the least of the concerns of provincial/franchise bosses. But those of us who lived through that era do not regret one moment the camaraderie and comradeship that we shared. We have forgiven but we shall not forget the humiliation and indignity that players and officials underwent in that period that lasted for more than half a century. The much-awaited Soweto Derby this time round at the FNB Stadium at least ended with goals being scored. The Buccaneers emerged victorious 3 - 1 and have the bragging rights for the rest of the season. The spectators went home satisfied without any
skirmishes between the respective sets of supporters. SA is one of those unique countries where the supporters are not separated on the stands according to their club affiliation! Unlike in the big leagues in Britain, Spain, Germany, France or Portugal where the fans are kept apart with the visiting supporters occupying the area behind the goals. iLembe Cricket Club registered yet another victory when they defeated Simplex of Durban by a swaggering 75 runs in a KwaZulu Natal Cricket Union Challenge League I 50 over game played at the Gledhow Grounds on Sunday. iLembe won the toss and chose to bat in blistering heat. N. Yousaf led the charge raking up an incredible 70. He was assisted by A. Bageloo 40, C. Pillay 31 and I. Mahomed 31. iLembe posted a challenging score of 245 all out in 44.2 overs. A. Ely was the pick of the Simplex bowlers making use of the slow wicket to his advantage. He picked up a fiver for 59 runs from 8.2 overs that included a maiden.

KDVA to launch Under-17 volleyball league K WA D U K U Z A Vo l l e y b a l l Association (KDVA) will launch an Under-17 League commencing on Friday, April 13. The Under-17 League will cater for males and females. Players born in 2001/2002 will qualify to participate in the league. Matches will be played on a league basis in two pools with the top two teams in each pool advancing to the knockout stages of the tournament. Participation in the tournament is free and trophies will be awarded to the winners and runners-up. At the end of the tournament a squad of 24 males and females will be selected to a t t e n d t h e K D VA U n d e r - 1 7 Volleyball Academy. The academy will offer specialized coaching weekly in the hope of grooming players for provincial colours. There will be no fee levied upon players selected to attend the volleyball academy. KDVA will be offering free coaching to schools interested in participating in the Under-17 League over the next four weeks, preparing teams for the competition. The first coaching session will take place on
Saturday, March 10 at the Stanger High School at 9.00am. All schools interested in participating in the Under-17 League are requested to attend a meeting (to witness the draws) on Thursday, March 15 at Stanger Manor Primary School at 1.00pm. For further information on the Under-17 League contact the KDVA president, Isaac Abraham on 079 4280 345. Meanwhile, the Under-13 primary schools volleyball tournament for boys and girls will take place on Friday, March 22 at the Stanger High School at 12noon. Trophies will be awarded to the winners and runnersup. In other volleyball news, KDVA will host a special general meeting on Thursday, March 8 at The Quartz Conference Centre at 7pm. Player registration booklets (transfer forms, photographs and R1 000 player registration fees) will be collected at the meeting before the draws for the pre-season knockout tournament is made. KwaDukuza Athletic Club kicked off their 2018 running season when they participated in Maritzburg City Marathon and half marathon was held at Pietermaritzburg a fortnight ago. Ideal weather conditions greeted the KDAC athletes at the start of the 42 and 21km race. In the 42km event, which was also a Comrades qualifier, Paddy Padayachee and Morgan qualified after they completed the gruelling
race in 4:28 and 4:55 respectively. Vigesh just missed the qualifying time finishing in 5:45. Veteran Nikeyi 'Jawaan' Maarbeel tackled the 21km event and completed in 2:43. Meanwhile, KDAC will be host their annual breakfast run that will take place this Sunday, 11 March 2018 at Tinley Manor Beach at 5:00am. The cost will be R40.
