I hope this finds you well during an anything-but-usual year. If there’s any silver lining in it, maybe it is giving you a chance to stay local and enjoy all the incredible wildlife we have right out our front doors. Much of this wildlife is what we’ve worked so hard together to conserve.

Our members, donors, partners, families and friends counts on us to provide a secured future for the wildlife and open country we cherish.

This is a tough assignment given the threats to our region from habitat degradation, loss of access, and threats to populations of game and nongame wildlife. But we deliver, and I am proud of our record.

Thanks to your committed support, Wyoming’s wildlife populations are setup to stay strong and improve. Wyoming is home to the longest ungulate migrations in the Lower-48. The conservation and research of these ungulate movements supports small businesses and provides food for local people.

I feel confident in our ability to have strategic influence on the future for Wyoming’s migrations, as well as all wildlife and wild places in this state.

This is Volume 02 of the Pronghorn Journal - both a record of your work as a supporter of Wyoming Wildlife Federation as well as a way to inspire and educate about programs, campaigns, and important issues to come.

Children who have positive outdoor experiences are much more likely to become adults who fish, hunt, and care for the natural world. WWF’s Class Outside program seeks to engage our next generation in place- and experiencebased learning, here in our backyard.

WWF is partnering with organizations like the Bureau of Land Management, Lander Art Center, and Popo Agie Anglers to give youth the chance to explore and build skills like photography and painting. WWF held the first kids’ day camp in Lander, WY in July of 2020.

For the classroom, WWF created K-12 curricula that engages kids in exploring their Wyoming landscape. From citizen science to understanding local migrations and much more, WWF now works with 8 schools across the state to provide more meaningful education.

T

he 2020 legislative session was incredibly positive for hunters, anglers, wildlife, and wild places in Wyoming.

We had long days and hard discussions about wildlife, hunting, and angling opportunities with folks from all sorts of backgrounds.

So, what came from the 2020 Legislative Session?

The Federation hosted the annual Camo at the Capitol citizen lobby training and Sportsmen’s Legislative Reception again in 2020. The WWF Conservation Ambassadors joined staff at the Capitol with their kids to help lobby through a Senate Joint Resolution urging Wyoming schools to include hunter education in their voluntary programs and extracurricular activities.

The legislature found ways to expand opportunity for hunters and anglers through changed requirements for lifetime licenses, license deferrals for wild bison, and more.

Also, in a time of tight budgets, Wyoming came together and found creative solutions for funding. Wildlife highway crossings were at center stage for the legislative wildlife work.

THE FEDERATION HELPED THE LEGISLATURE PASS THREE BILLS, PLUS A BUDGET AMENDMENT THAT WILL RAISE OVER $3M FOR MITIGATING AND MINIMIZING WILDLIFE AND ROADWAY COLLISIONS. Often the Wyoming bills requiring the most work contain pieces of legislation that are complicated and hard to communicate. WWF spent a lot of resources working on three important issues with bills like this that surfaced during the 2020 session; maintianing the integrity of the Governor’s executive order on migration corridors, the federal program that helps fund counties with large tracts of public land (Payment in Lieu of Taxes – PILT), and defending Wyoming’s fisheries.

At the federal level, WWF celebrated the passing of the Great American Outdoors Act. This bill provides permanent and full funding for the Land and Water Conservation Fund (LWCF). This program has specifically helped fund some of Wyoming’s greatest parks and recreation areas, from Glendo State Park to Bighorn Canyon National Recreation Area to fountains and basketball hoops in our small town parks.

The task now is to identify how best sportsmen and sportswomen may allocate these LWCF dollars to improve access and outdoor opportunities as well as grow and sustain robust wildlife populations.

AMBASSADOR PROGRAM

The Wyoming Conservation Ambassador program activates volunteers in an effort to foster a local culture of wildlife conservation. The 12 statewide ambassadors are the voices and organizers for the conservation of resources and wildlife policy. These folks work directly with decision makers to institute needed change.

ADAM BRISTER | Green River, WY Growing up in Wyoming, Adam spent his summers fishing, fall chasing deer and elk, and winters looking for cottontails. When he moved away for work, Adam realized he took the hunting opportunities he enjoyed in his youth for granted. Now back in Green River, Adam is excited to help keep Wyoming wild.

GRIFF POST | Wilson, WY For the past decade Griff has lived in Wilson, WY where he is an accomplished professional skier. He began hunting in his early 20’s and joins the WWF Conservation Ambassadors to be a catalyst for better communication and action for public lands, recreation, and wildlife.

A Bear Meat Cookbook and Competition

T

hroughout the 2020 spring bear hunting season, WWF teamed up with the Western Bear Foundation to host its first-ever Bear Grills competition. Though not the first thing that comes to mind when folks think about eating wild game, black bear is delectable when prepared in a variety of ways. WWF’s goal with this competition was to raise awareness about the tastiness of this harvest, as well as educate folks about the proper ways to prepare bear meat.

Bears are known to carry the disease Trichinosis and this competition brought light to how best to address it in your harvest. It is a roundworm parasite that lives in the muscle tissues of large carnivores and omnivores such as mountain lions, grizzlies, pigs, wild hogs, and of course, black bears. In humans, Trichinosis causes stomach-flu-like symptoms, achy muscles, and fatigue, though it’s generally not serious.

To prevent getting it, killing trichinosis in the meat is as simple as making sure the food hits 160° F when cooking.

| 09 Nearly two-dozen recipes were submitted to the Federation. Winners of the best recipe were chosen to win prizes from Traeger Grills, Mystery Ranch, Josh Metten Photography, and the Western Bear Foundation.

Submissions ranged from bear burgers to bear claws made with bear fat.

The winning recipe was Boar’s Head Curry submitted by Chad White, who also happens to be a black bear conflict management technician. Chad loves bear meat. He says, “I’m here to tell you that with some proper understanding of bear meat’s culinary characteristics, anyone with an open mind could quickly learn to love bear meat!”

The Federation is compiling the submitted bear meat recipes into an educational cookbook for all to enjoy. Stay up to date on the cookbook via the WWF Instagram & Facebook profiles @WYOMINGWILDLIFE.

MIGRATIONS

W

yoming’s ungulates – deer, pronghorn, elk, and moose- are on the move. Following patterns of weather, elevation, and food availability over eons has led to large groups of animals moving from low elevation areas in the winter to higher elevations in the summer. These annual migrations are why Wyoming’s harsh winter landscapes can support the vast herds of ungulates we value today. The seasonal routes allow animals to move from summer to winter range and are critical to maintaining these herds.

Today the potential impacts on these paths can affect long term health of these herds. Some issues are simple barriers, like fences. Others are more complex, like rural development, new roads, and energy development.

These semi-permeable barriers can also compromise stopover habitat; the rest stops on the migration routes animals use to refuel and rest along their journey. Bottlenecks, areas of migration where many animals pass through a very narrow band of habitat, also need protection.

Disturbances here can put the entire migration at risk of being cut off.

Conserving these corridors while reducing and eliminating barriers to migration ensures that we will have healthy herds for the coming years and the next generation. In February 2020, WWF helped helped advise and draft Governor Gordon’s Executive Order on Migration Corridors.

This EO provides a framework for designating corridors, like the Wyoming Range and Platte Valley Corridors, using local working groups to support the conservation of these areas, respects landowner rights, and allow for multi-use opportinities on public land.

Zach Key is a Wyomingite, an avid outdoorsman, and oil and gas worker in La Barge, WY. Zach often thinks about the balance between industry and the natural world, especially since he lives and works in the heart of the Wyoming Range mule deer herd’s winter range. WWF sat down with Zach this summer to discuss this balance and what it means for local communities and livelihoods in Wyoming.

The way he describes it, “oil and gas here hold our communities together - prevents them from being turned to ghost towns or disappearing altogether. Wildlife are our second limb. That’s hard for us as oil and gas operators; we want the community to understand that we’re thinking about this...”

Today, many responsible oil and gas companies are voluntarily implementing habitat improvement and land reclaimation projects above and beyond what is required of them. Additionally, oil and gas technology advances have enabled companies to minimize some impacts to wildlife.

When WWF and other stakeholders are considering what is best for the long-term health of wildlife, it’s critical for everyone to consider impacts to one another and work together to come up with the best solutions.

The Green Wave is a term used by researchers that has helped describe migrating mule deer movements as they follow the highest quality forage up the mountain in the spring.

“Whether they migrate 10 miles or 100 miles, animals make these incremental steps that coincide with green up THE SIMPLE ACT OF MOVING TO A NEW PLACE FOR A SEASON MAKES FOR HEALTHIER INDIVIDUALS AS WELL AS A HEALTHIER POPULATION. as they move across the landscape, largely elevational-based, towards summer range,” says Kevin Monteith of the Monteith Shop at the University of Wyoming.

Monteith’s team recently looked at how drought impacts migratory movement. Their study found drought might alter the progression of movement up the mountain, as well as negatively affect the order of green-up based on elevation.

The quality of forage during this time and how animals are able to follow its progression as they move to summer range is a key attribute on the landscape that likely contributes to productivity, or a lack therof, for deer herds across many years.

Originally quoted in a 2017 University of Wyoming article, Ellen Aikens, the lead author and doctoral researcher says, “This research shows that management and future studies must consider how habitat, along with the migratory corridor, influences movement and foraging as mule deer migrate.”

PUBLIC LANDS MANAGEMENT

Currently, southwest Wyoming’s 3.6 million acres of public land are under review for how the land is managed for wildlife, hunters, oil and gas, motorized recreation, and fishing opportunities. Our six priority habitats include the Big Sandy area, Jack Morrow Hills, Adobe Town, Greater Little Mountain Area, Twin Buttes/Devil’s Playground, and the Red Desert to Hoback Migration Corridor.

The BLM draft management plan will be released any day now and will shape the conservation landscape in this area. Your engagment in the public process is crucial to the future health of wildlife, their habitat, and our hunting an angling opportunites once the plan is released.

The Bridger-Teton National Forest stretches from Jackson east to Pinedale and south nearly to Kemmerer - an area including 3.4 million acres of public land. It’s home to high-quality wildlife populations including the famed Wyoming Range mule deer herd.

The new management plan is in pre-planning stages. The Federation is working with the public and other nonprofits to identify values on the landscape and make recommendations for management action or to maintain status-quo in the new plan.

Stay tuned for more information regarding the Bridger-Teton National Forest Plan in 2021.

- WWF HABITAT PROJECTS Habitat projects were a major focus of efforts this year with the addition of habitat coordinator, Sam Lockwood.

The Federation is continuing to grow habitat projects in 2021, as well, with over a half-dozen volunteer opportunities being worked on to improve wildlife habitat and landscape connectivity.

These projects were completed by the Federation in collaboration with countless other key partners, contractors, and agencies:

SAGE GROUSE CONSERVATION

THE BIG SANDY AREA

The Big Sandy is the area northwest of Farson between the Lander Cutoff Road, Hwy 191, and Hwy 28. The area makes a rough triangle from Boulder, WY, to Farson, WY, to South Pass City on Hwy 28.

This region has the highest concentration of Greater Sage-Grouse in the world. The reasons for this include good water sources, intact habitats, and low impact management. The Big Sandy, Little Sandy, and Dry Sandy rivers are key to keeping this place viable for wildlife.

Working with the Southwest Wyoming Sage Grouse Working group, WWF sponsored flight markers on fences and repairs and improvements to steel buck rail fences around key springs, protecting the crucial water sources in the high desert.

SAGE GROUSE IMPLEMENTATION TEAM

As a member of the Wyoming Sage-grouse Implementation Team (SGIT), WWF helps the proactive, science-driven, locally-led conservation methods employed by the SGIT to yield the most economical and sustainable outcomes that will support Wyoming’s wildlife, economy, and way of life into the future.

Governor Gordon is the third Wyoming Governor to sign a Sage Grouse Executive Order (2019-3). The order continues the conservation of 300 species on 25 million acres of Wyoming’s sagebrush ecosystem. The Order firms up the process for compensatory mitigation efforts, and ensures state agencies finalize their process and protocols for data collection and reporting.

WWF’S SAGE GROUSE PILOT PROJECT

In 2020 WWF received a grant from the Southwest Wyoming Local SageGrouse Working Group to pilot a project that also analyzes success and maintenence needs. The Wyoming Wildlife Federation brought on retired sage-grouse biologist, Tom Christiansen to compile project records, survey and maintain the projects as needed, document sage-grouse activity associated with the sites, document any invasive plants associated with the project sites or surrounding areas and seek out additional onthe-ground project opportunities.

These projects in southwest Wyoming include natural spring and other water source protection exclosures, sage-grouse fence collision prevention markers, juniper encroachment treatments and cheatgrass treatments.

In August, Tom partnered with the Lowham Ranch to maintain a spring protection fence on ranch property south of Evanston. This property is enrolled in the Wyoming Game and Fish Department’s Walk-In Area program for public access to hunting and the ranch was recently awarded a landowner of the Year Award by the Green River Region of the Wyoming Game and Fish Department.

The Southwest Local Working Group will continue the project in 2021 and WWF will share future volunteer opportunities to assist in the efforts.

- TALES FROM SUMMIT TO SAGE WY O M IN G W I N T ER F I S H I N’

T

he entire way to the river, my thermometer on my rearview registered temps below zero. “This is crazy,” I said to myself over and over.

It was a perfectly good day to be inside… Too cold for any sane person to want to be outside, anyway. Hunting season is over, tags have been filled (mostly), and its COLD out there! What would convince a seemingly rational person to go fly fishing inside an Arctic deep freeze?

I reckon its the beginnings of cabin fever and the lack of natural interaction in my life the last month or so. I’ve not been outside, really outside, since the end of November. The river was calling, and I had to go, weather be damned.

Removing my frozen-stiff boots and waders was quite the ordeal, but finally, I was able to squirm out of them and crawl into the cab, heater blasting. As I warmed my freezing fingers in front of the vent, I reflected on the fish I had caught and the beauty surrounding me, strangely satisfied. With winter and the New Year just beginning and the promise of warmer weather and sunshine an impossible four months away, that fish is exactly what I needed to get me through...
