Dear fellow hunters,

As an Iowa native who has called Wyoming home for 8 years, there are times I still feel like I’m simply a guest enjoying the beautiful landscapes and experiences this state has to offer. I am always struck by how magical and even surreal Wyoming can be. I doubt this feeling will ever fade – I am not sure I’d want it to. Wyoming’s quiet beauty has a way of inspiring awe in first-time visitors and lifelong residents alike, and I’m sure it will be the same for you as you plan your 2025 hunting trip to our state.

During my tenure as the Director of Wyoming Game and Fish, I’ve seen firsthand how our agency has carried on its long and proud tradition of wildlife conservation. Our Department could not do what it does without the support of our residents, whose dedication to preserving our wildlife runs deep.

Wyomingites value wildlife to a degree I never imagined. Their dedication to preserving our incredible wildlife and our Western heritage is more than a tradition – it is part of our identity. Our outfitters and guides exemplify this dedication, using their knowledge and experience to provide once-in-a-lifetime experiences to both new and seasoned visitors.

We hope your experience here brings a new appreciation for Wyoming’s wildlife, and that you will share what you learn, see, and feel with others. Dear Fellow Outdoorsmen,

I am honored to personally welcome you to the Wyoming Outfitters and Guides Association. Together my wife Laura and I (both second generation outfitters) with our son Griffin, own and operate an outfitting business in the heart of the Wind River range. With such deep roots in the outfitting industry, we appreciate the value and contributions of WYOGA to an industry which is vital to the custom, culture, and economy of the state of Wyoming. While outfitting generates over 300 million dollars a year for Wyoming’s economy, it does so much more than that. We as outfitters are able to share incredible resources, wild lands, and wild things that we pursue in an intimate way with people who would otherwise not have that opportunity. Whether you are hunting anything from a wild turkey to a bighorn sheep one of our members can ensure that your experience is unforgettable.

WYOGA diligently strives to promote and protect the resources and accessibility that makes our state so vibrantly unique. Through lobbying efforts, coordination and cooperation with state and federal agencies, our approach to conservation is as diverse as the bounty of our state. Our primary focus is on management through sound biology, and resource management. Holding steadfast to these principles ensures the ability for all outdoorsmen to experience and enjoy our state’s abundant resources.

My name is Cougar Sanchez, and yes that is my birth given name! I always knew hunting would be part of my life, but I never would have imagined it would come this far. I started hunting with my dad from a very young age. He used to pull me out of school all the time to go fly his falcons to hunt grouse. He would tell the school office the early out reason was “Fun”.

I really got into big game hunting when we moved to Pierre, South Dakota. It was just before my 12th birthday when I got my first bow and from there on I couldn’t wait to hunt mule deer. I remember practicing all the time to get ready for deer season. I was fortunate enough to arrow my very first mulie that year at 40 yards with my dad by my side. The rest of my family was also on the hill above watching the whole thing. That was the day that I knew hunting would be more than just a hobby to me. I was all In.

I went to college for a brief time but decided that was not the path I wanted to take. In 2015 I got in touch with Dax at Wagonhound Outfitters and we talked about me tagging along that fall to learn country and help where I could. The plan was to head out in mid-August. About 3 days after our conversation Dax called back to ask if I would like to come out and help cowboy a little bit. He thought that also would help me learn a little more about the ranch before hunting season. I accepted the offer, packed all my stuff up, and headed west the next day.

I jumped headfirst into the ranch-hand position to try and learn everything I could as fast as I could. It was a good fit for me. I even ended up meeting my future wife Heather who was working in the horse division at the ranch. That first fall was nothing short of amazing. I tagged along with Dax for the first full elk season learning everything about elk hunting that I could take in. Dax was an awesome teacher. I can’t thank him and all the other guides on our team enough for helping me get to this point in my career. My second season in 2016 is when Dax started turning me loose with my own clients. I still tagged along with Dax for the archery season to make sure I was 100% ready to take bow hunters the following year. The first client I took was a guy from Missouri and we hunted hard. We ended up finding a really nice bull and he was able to make a clean kill. From there the rest is history. I have been guiding full-time for Wagonhound Outfitters for 10 years and I wouldn’t have it any other way. Outside of guiding, my wife Heather and I manage the horse breeding program at the ranch. We stay busy year-round chasing horses and our two daughters Maggie and Kacey around. My favorite time of year is still hunting season. This year will be my 11th year of guiding, and I have been fortunate enough to be a part of many amazing hunts.

Wagonhound Ranch is truly home for me and my family, and I just want to thank Dax for nominating me for Guide of the Year! It’s been a pleasure to be a part of WYOGA and meeting all the great people involved. I am truly blessed and honored that I was selected for this award!

Safari Club International and Wyoming, Hunting Partners for Decades.

SAFARI IS AN OLD SWAHILI WORD MEANING JOURNEY

OR ADVENTURE. It was popularized in the 1920s by the white hunters of Africa returning to western homes. But others like Bridger and Colter found the wildness of Wyoming long before that. Hunters have been following those same steps into this open country with increasing numbers and demands on natural resources. Sportsmen have stepped up for over a century to protect these places, and Safari Club International has been their advocate for over fifty years.

SCI has defended the downlisting and eventual delisting of gray wolves since the battle began. Litigators fought in the courts, while sportsmen supported efforts from the field. This led to established hunting seasons for wolves and successful management of the population. Efforts to relist the gray wolf by anti-hunting groups continue, and Safari Club’s legal team remains in the fight. SCI and partner organizations were recently the first to appeal a court ruling that would require the U.S. Fish and Wildlife to reconsider listing western wolves.

When black bear hunting was challenged, SCI intervened to prove science-based management is superior to knee-jerk, emotional demands. Besides being the long-term funding source, sportsmen also provide the primary tool to help biologist determine health of black bears and their habitat. Through the Safari Club International Foundational, bear research is funded with results that further prove that hunting is the greatest proponent of conservation. Safari Club is active in efforts to delist grizzly bears in Wyoming and revise the ESA for future species recovery.

Safari Club is first for all hunters: everywhere, every method, every species. Small game are not overlooked and comments are made on all season recommendations. Wyoming has demonstrated restraint and conservation while still offering hunting for sage grouse. SCI applauded this responsible and sustainable approach that kept hunters in the field and birds on the ground.

A watchful eye was given to the transition of permitting for this iconic, western species—balancing the need for close monitoring with maximized hunting opportunity.

Wyoming has drawn me to its sagebrush and mountains for many years. I hope to pursue elk in the Red Desert and mule deer along the Hoback. But pronghorn brings me back every fall. Hunting antelope can rise to any level of challenge and missed shots can quickly be remedied. When a buck crests a hill to survey his domain, there can be no doubt this is a king secure in his realm. Populations have suffered of late but are resilient, and Wyoming Game and Fish have done well to limit pressure. Deputy Director of Advocacy for SCI, Christopher Tymeson, praises these efforts: “Wyoming is a state with a very strong conservation ethic, and we are proud to have our advocates and members supporting the freedom to hunt in the state.” Whether it is defending hunting elk of the Rocky Mountains or Cape Buffalo in Africa, Safari Club International will always be First For Hunters

UNRAVELING THE PREFERENCE POINTS MYSTERY

“WHAT DO YOU MEAN I DIDN’T DRAW MY WYOMING HUNTING LICENSE AGAIN?” Most of us have either said or at least heard this statement, often followed by a few colorful words of frustration. If you’re like many nonresident sportsmen, you probably have at least a few questions about Wyoming’s Big Game Preference Points System. This article offers some facts, figures, and opinions to help you better understand how it all works.

Understanding the dynamics of the Wyoming Game and Fish Department (WGFD) Big Game License Drawing System can be a real benefit when applying for that coveted antelope, deer, elk, bighorn sheep, or Shiras moose license in the future. The first step is to decide what type of hunt you prefer—private or public land, backcountry or front country, 4x4 accessible or horseback, outfitted or DIY.

By reviewing the WGFD website’s Demand Index, applicants can determine which hunt areas they may have a reasonable chance of drawing in the “Regular” or “Special” license pools based on their accumulated preference points and personal interests.

How Preference Points Work: There are several key factors to understand about the WGFD Nonresident Preference Point System:

• Preference points may be purchased annually between July 1 and October 31.

• Points apply only to your first-choice “full-price” license application and are not required for “reduced-price” licenses.

• Points must be purchased at least every two years, or they will be forfeited.

• Points are not specific to hunt areas—they apply to the species as a whole.

• Wyoming allocates 75% of licenses to preference point holders and 25% to random applicants, ensuring everyone has a chance to draw.

A Bit of History

The WGFD first introduced the Preference Point System for resident and nonresident bighorn sheep and Shiras moose applicants in 1995. In 2006, the system expanded to include nonresident applicants for elk, deer, and antelope. The goal was to give regular, loyal applicants more predictability and a fairer shot at drawing high-demand licenses over time. However, even with this system, drawing a license in certain areas remains

challenging. The original intent of creating greater predictability has been tested by increasing demand, commonly referred to as “point creep.”

Why the System Is So Competitive

So, why has the system become so bogged down? Why are so many applicants holding onto years’ worth of points? The answer lies in several factors—rising national demand, changing economies, and the sheer popularity of Wyoming’s trophy big game. Nonresident hunters now hold thousands of accumulated points across multiple species, intensifying the competition.

A Silver Lining

Despite these challenges, there’s good news. Wyoming maintains a generous nonresident quota: 16% for elk, 20% for antelope and deer, and 10% for Shiras moose and bighorn sheep. This ensures movement through the system each year and a “light at the end of the tunnel” for future applicants. Better yet, Wyoming’s elk population has never been higher, and overall quality has never been better. We are truly living in the good old days of elk hunting. Even Wyoming’s general permit elk opportunities often rival or exceed the limited draw units in neighboring states.

Myth Busting: Points Don’t Equal Antlers

A common misconception among hunters is that the more preference points it takes to draw an area, the better the hunting must be. Not true! The number of points required depends on many factors—local demographics, the number of tags issued, land access, and the balance between private and public land— not necessarily antler size or overall success.

My very first hunting trip to Wyoming was in the late 1960’s with my dad to Debois, Wyoming. This was my first guided hunting trip. We saw hundreds of wild elk all over the distant mountain, but none were close enough for me to get a shot. Since that first trip to Wyoming, I have hunted numerous times in Ten Sleep, Kaycee, Buffalo, Hulett, and Saratoga, Wyoming.

Over the past 51 years, since 1974, I have hunted with Jim Schell, owner of Rough Country Outfitters and Guides. This past May 8, 2025, I was fortunate enough to get my fourth bear. In the past 60 years, I have hunted for numerous deer, elk, and bear, but have never been lucky enough to be drawn for a moose license !!

In my 92 years, I have been privileged to hunt in most of the western United States, but also have hunted three times in Africa and also in Canada.

The Origins Foundation: Rewriting the Hunting Narrative

HUNTING IS OLDER than recorded history. It shaped human biology, culture, and community long before agriculture and cities. Yet in the modern media landscape, hunting is often reduced to caricature—portrayed as trophy-driven, cruel, or out of touch with conservation values. The Origins Foundation (formerly Blood Origins) exists to change that narrative, grounding public understanding in science, ethics, and lived experience. Through research, education, digital storytelling, and now the Helix program, The Origins Foundation is forging a new, evidencebased conversation about why hunting matters for people, wildlife, and resilient ecosystems.

The Origins Foundation is driven by two interlocking convictions: that hunting is a culturally and biologically significant human practice, and that responsible hunting and sustainable use of wildlife can, and must be, part of modern conservation.

The foundation’s mission is framed by rigorous science—ecology, population dynamics, wildlife management, and human behavioral research— combined with an ethical commitment to transparency, stewardship, and community resilience.

This approach reframes hunting as an ecological tool and a human tradition rather than a simplistic moral binary. We emphasize peerreviewed research, data-driven policy engagement, and open public education, aiming to bridge the gap between scientific knowledge and mainstream media narratives. That evidence-based posture allows the foundation to counter misinformation, engage policymakers, and attract partners from conservation science, public health, and rural community advocacy.

The Origins Foundation is not merely a marketing campaign; it’s a coordinated, science-informed intervention that operates at three levels:

1. Research-informed messaging: we do our homework on issues that span the global and that research helps crafts communications grounded in values that resonate with the general public - stewardship, food security, conservation, and embracing culture, rather than using polarizing language.

2. Content creation and amplification: The program produces high-quality digital content—short documentaries, explanatory videos, data visualizations, first-person storytelling, and interactive explainers—that emphasize the ecological role of regulated hunting, its humane practice, and community benefits such as local food sourcing and wildlife management. We pair this content with targeted distribution strategies and partnerships with sympathetic creators, outdoor media, and scientific communicators to maximize reach in spaces where misrepresentation tends to spread.

When hunting appears in this context without depth, the audience defaults to assumptions driven by outrage or stereotype. Our program counters that by making the scientific case visible. Many people don’t understand how wildlife population dynamics, habitat management, and human-wildlife conflict are interconnected. We use data visualization and plain-language science communication to demonstrate how regulated hunting contributes to population balance, invasive species control, and funding for habitat through license fees and excise taxes. We are also constantly rehumanizing hunters. Hunting communities are diverse in motive and practice. We highlight stories of hunters who prioritize food sovereignty, ethical harvest, and long-term stewardship—showing audiences the ethical frameworks and conservation outcomes that drive responsible hunting.

In order to fully commit to changing the narrative around hunting we needed to create a program that engaged the people most often engaged in hunting across the world. The Helix program was built to engage outfitters and guides, and to gain from them the insights into how hunting impacts the people around them, the wildlife and habitat that they cherish, and the communities they live and work in.

We know that fighting for a fair portrayal of hunting requires more than producing good content—it requires strategy. That strategy has to include information from our outfitters and guides all around the world to describe and capture their impact on people, wildlife, communities, science/research, and their general impact. By capturing these details we can build stories, narratives, ready to use visuals that we can pass on to journalists, influencers, and the general public to soak these truths into the psyche of the general public. Because we are constantly monitoring for viral misinformation, with the information from the Helix program we can deploy fast, source-based corrections, citing peer-reviewed studies, firsthand accounts, and data from those accounts to prevent incomplete stories from shaping policy debates or public perception.

The Origins Foundation has and will continue to demonstrate that defending hunting’s place in modern conservation is not a matter of ideology but of rigorous evidence, ethical reflection, and effective communication. By combining science with empathetic storytelling and strategic digital engagement, we aim to ensure that public conversations about hunting are accurate, nuanced, and constructive.

3. Networked rapid response and capacity building: Recognizing that narratives shift in moments—viral posts, controversial incidents, or policy debates—our program builds a rapidresponse network of scientists, communication professionals, and experienced hunters who can quickly provide context, correct inaccuracies, and supply robust evidence to journalists and platforms. The program also trains hunters and conservation

Hunting will always be contested terrain in public discourse. The question is whether that terrain will be governed by sensational snapshots or by thoughtful, evidence-based narratives that honor both the biological realities of ecosystems and the cultural practices of people who steward them. The Origins Foundation is committed to making the latter the default—one research brief, one documentary, and one conversation at a time.

I was born and raised on Kodiak Island, Alaska. I am one of seven children. I would like to thank my parents for putting up with me through my childhood; they are saints. I grew up on, in, or by the ocean. Most of my family worked in the commercial fishing industry, so at 17, naturally, that’s the career I pursued (lemonade stands sort of have an age cap). I worked on boats, tendering for salmon, herring, and cod, and fished for salmon in Bristol Bay for eight years. I also did two seasons of fall pot cod fishing. After that, I realized I did not want to end up in a rocking chair by 40, so I signed up for AVTEC in Seward to become a refrigeration technician.

In the Fall of 2020, my sister and I decided to go to horseshoeing school in Oklahoma, and my journey to the lower 48 began. I loaded my horse, Sunday and my dog, The Dog, and headed over and down the Alcan Hwy in mid-October. Let me tell you, Canada can be quite chilly that time of year. By the grace of God and the real tornadoes in a Chevrolet Vortec engine, we made it. In the Spring of 2021, I decided I didn’t want to shoe horses for a living, so I started looking for work somewhere new and exciting, and that ended up being Wyoming. I didn’t know at the time that outfitting was a job, but I found Boulder Basin Outfitters and made my way to Cody.

My first season with Boulder Basin Outfitters involved wrangling and cooking on summer pack trips, as well as camp jack duties for hunting season. I returned for a second season and wrangled. I fell head over heels for the mountains, the people, and the spirit of Wyoming. The following year, I began guiding summer pack trips, and I just finished my third season as a guide. I truly enjoy my job. In the fall, I wrangle in hunting camp, run the trail a bit, and sometimes draw the short straw to cook. Don’t get me wrong, I like cooking, but it sure is hard to beat crawling up the ridge on a good horse, watching the sun come up over a fresh dusting of snow, listening for bells, and hearing a bugle cut through the crisp morning air.

There are many ways to pack and run an outfit, but I think that Carl and Marisa run one of the best operations around. From my first day on the job, they took me in, taught me so much, and treated me with exceptional kindness and consideration of being part of their family. I don’t typically stay in one place for very long; I get antsy doing the same job repetitively. I enjoy learning new skills and seeing different places. However, each season at BBO continues to bring new experiences, challenges, and learning opportunities, all while working in one of the most beautiful places in the world. I am so thankful for the support of my family and friends through my wild adventures and endeavors. I was raised in a small town in Northern California, where I grew up hunting and fishing. Most mornings before school were spent hunting ducks and I would skid into school just in time to throw my waders and shotgun in my locker.

In 1979, I spent my first fall guiding in Wyoming. Come September, I would make my way to Wyoming to guide until my family and I were able to make the move permanent. I was fortunate enough to guide for various outfits throughout the Greys River over the years until buying our camp in the Greys River from my good friend, Ken Clark, in 1997. My wife Jenny and I ran the camp together until retiring in 2012. While Jenny would occasionally agree to cook when we were in a bind, she much preferred to come out guiding each day. Those days on the mountains alongside her were special.

But my most cherished stories are those made with my family and friends. Not only did I work side-by-side with my wife Jenny, our two daughters could frequently be found in camp. Whether it was saddling horses, doing dishes, or spotting the first deer of the day, the girls were always eager to help. While dubious at first, after seeing how helpful they both were, hunters would quickly switch to asking if the two little blonde girls were around or coming along to help.

While anyone who has been in the outfitting business can attest too, the stories are endless. My favorite hunter story has to be when a hunter lost his rifle after making the fateful decision to put his scabbard rear facing. Joined by Jenny, the hunter and I went looking for the rifle. Not only did we find the rifle hanging in a tree where it had been pulled out of the scabbard, we came upon what would be the highest scoring

During my years outfitting, I was also fortunate enough to serve on the WYOGA board, including serving as Vice President and President. A special thanks to all the friends I made at WYOGA along the way. During that time, we worked through some thorny issues with Game and Fish, and the professionalism with which WYOGA worked to address those issues was unmatched.

What an honor it is to have been selected for the Lifetime Member Award. It came as quite a surprise. I couldn’t be more humbled to join the list of Lifetime Members. It was great working alongside all of you. Keep up the good fight.

Protecting Wyoming’s Wildlife & Hunting Heritage

Wildlife Protection and Stewardship

The Wyoming Outfitters & Guides Association (WYOGA) has long worked hand-in-hand with the Wyoming Game and Fish Department to protect and promote wildlife across the state.  One of the most critical efforts began in 2020, when WYOGA intervened in a lawsuit seeking to stop all elk feeding in the National Elk Refuge. To date, WYOGA has invested nearly $40,000 in legal defense to preserve this historic elk herd. The case remains ongoing, but our commitment to Wyoming’s elk has never wavered.

In addition, WYOGA continues to support the state’s network of elk feedgrounds, recognizing their importance to the long-term health of northwestern Wyoming’s herds.

We are also at the table in ongoing discussions around Chronic Wasting Disease (CWD) and brucellosis, helping shape policy and supporting vital research. Our contributions have included funding state-of-the-art tracking collars for moose research and elk research enabling biologists to better understand the effects of parasites and disease on these vulnerable populations.

Over the past 15 years, WYOGA has donated more than $50,000 to wildlife and conservation projects, while also standing firm on issues like wolf and grizzly bear delisting at the state and federal level.

The Economic Power of Hunting

Big game hunting isn’t just a tradition in Wyoming. It’s a cornerstone of our economy. In 2016, WYOGA commissioned a comprehensive economic study from Southwick Associates to measure just how important hunting is to our state.

The results were striking! Outfitting contributes $303.6 million every year to Wyoming’s

economy. Guided nonresident hunters, in particular, play a vital role, helping sustain both local businesses and wildlife conservation funding.

An updated 2021 study, available on the WYOGA website, reaffirms the continued importance of hunting to Wyoming’s future.

Standing Strong with National Partners

WYOGA’s influence doesn’t stop at state borders. We are proud members of the Professional Outfitters & Guides Association (POGA), giving Wyoming a seat at the table with peers from across the U.S. and Canada.

In recent years, WYOGA has participated in the Crucial to Conservation (C2C) Workshop, which brought together more than 60 organizations from four continents. The goal: to address rising anti-hunting sentiment and unify the hunting community around a clear message that regulated hunting is a powerful conservation tool.

WYOGA also belongs to America Outdoors, working closely with our Washington lobbyist and Wyoming’s congressional delegation to:

1. Protect access to public lands for outfitters and guides.

2.Defend small outfitting businesses from costly labor regulations.

3.Support legislation to streamline federal permitting and improve recreation opportunities.

Recent Donations Made by WYOGA

The Wyoming Outfitters & Guides Association (WYOGA) is proud to actively support projects and initiatives that benefit Wyoming’s wildlife, habitat, and hunting heritage. Some of our recent contributions include:

• Funding to the Wyoming Game and Fish Department for advanced tracking collars used in a moose study program in Northwestern Wyoming. These collars have helped biologists identify and study the effects of parasites and diseases on the state’s moose population.

• Support for the Wyoming Chapter of The Wildlife Society and their statewide moose conference.

• A donation to the WYDOT Trapper’s Point Project in Pinedale, which installed cameras to monitor underpasses, overpasses, and fencing designed to protect migrating deer and antelope on their journey to winter ranges.

• Support for the National Bighorn Sheep Interpretive Center to fund projects that benefit bighorn sheep and the general public.

• Funding for the Wiggins Fork Elk Study to track and monitor the migration of the Wiggins Fork elk herd.

• Member contributions of personal time and resources for clearing trails on public lands, assisting with search-andrescue efforts for lost hunters, mentoring youth hunters, participating in habitat restoration projects, and teaching mountain lion and grizzly bear awareness classes to the public.

• A donation to an elk collaring project with the Jackson elk herd to monitor their migration pattern.

• Participation in the Wildlife Summit in Pinedale, which focused on strategies to reduce wildlife–vehicle collisions and protect migrating herds from the impacts of highways and roadways.

• WYOGA members donate hunts to benefit many conservation and non-profit organizations.  Wounded Warriors, Dallas Safari Club, Safari Club International (state and national level), Rocky Mountain Elk Foundation, Mule Deer Foundation, Ducks Unlimited, National Wild Turkey Federation, Wild Sheep Foundation, and the  Outdoor Dream Foundation, just to name a few.

A Commitment to the Future

From investing in research and conservation to defending hunting rights at the statehouse and in Washington, WYOGA continues to fight for wildlife, outfitters, and hunters alike. Nonresident hunters who provide more than 80% of Wyoming’s wildlife funding remain at the heart of our mission.

For six decades, WYOGA has stood as a guardian of both wildlife and hunting heritage, ensuring that future generations can continue to experience the unmatched adventure of hunting in Wyoming.

The Outdoor Dream Foundation is a 100% volunteer-driven nonprofit organization dedicated to providing world-class hunting and fishing adventures to children and young adults ages twenty-one or younger who have been diagnosed with a terminal or life-threatening illness.

The foundation is based in Anderson, South Carolina. Since the spring of 2004, the foundation has provided for over one-thousand of these special young people from across the United States. Our success has depended on the support of many outfitters, state wildlife agencies, landowners, and volunteers, throughout North America.

Special thanks to members of the Wyoming Outfitters and Guides Association and the Wyoming Game and Fish Department for their support and help in turning dreams into reality.

HUNTING WITH AN OUTFITTER IN THE STATE OF WYOMING

Wyoming holds hunters responsible for knowingly booking with an unlicensed outfitter. Wyoming law states:

W.S. 23-2-418. Compensation of person not licensed under this act prohibited; penalty.

(a) No person shall directly or indirectly compensate a person holding himself out as engaging in the business of or acting in the capacity of an outfitter or a professional guide unless that person provides proof that he is a licensed outfitter or professional guide as required by this act.

(b)Any person violating this section is guilty of a misdemeanor as prescribed under W.S. 23-2-417 (a).

Laws 1997, ch. 79, § 3, provides: “The Game & Fish Department shall, through its publications, and other reasonable means, including providing information when mailing licenses to successful applicants, notify all applicants for game and fish licenses of the provisions of W.S. 23-2-418.”

W.S. 23-2-417. Violation in general; penalties.

(a) Any person violating any provision of this act is guilty of a misdemeanor punishable by a fine of not to exceed five thousand dollars ($5,000.00).

(b)In addition to subsection (a) of this section, the court may in its discretion, revoke any license issued under this act or W.S. 23-1-101 through 23-6-208, to any person violating this act, for the remainder of the year in which the conviction occurs, and may suspend the person’s privilege to receive any license under this act or under W.S. 23-1-101 through 23-6-208, for a period not to exceed five (5) years.

If you are compensating anyone for outfitted hunting services, request to see a copy of their outfitters or guide’s license to be sure they are legal. Professional Guide licenses must be signed by the employing outfitter. Outfitters are licensed for specific areas and species that are listed on their license. It is against the law for them to operate outside of their authorized areas. Licensing is for the protection of the public to ensure they have a safe and enjoyable trip.

Landowners are exempt under W.S. 23-2-406 (a) (iv) (B) which states: “Landowner” means any person, firm or corporation holding title to, or occupying under a contract of purchase, agricultural land or any person whose family owns at least a majority of the stock in a Wyoming Corporation and who provides services specified in this paragraph on lands owned by the corporation and used primarily for agricultural purposes.
