My wife and I would like to thank several of my co-workers and fellow employees with WYDOT who helped us in a time of crisis. A family emergency requiring my immediate attention had developed while I was working in Basin.

We would like to thank Rick McKee and Sean Bibbey of the Right-of-Way Program, who allowed me to take one of their seats on a scheduled flight of the state plane from Greybull to Cheyenne.

We would like to thank the two pilots Brett Martin and Bryan Stirzinger, from the Aeronautics Program who did not bat an eye over the last minute change of the passenger manifest, and for a smooth uneventful flight home.

And the both of us would like to thank fellow passenger Kevin Powell, of Environmental Services for the ground transportation back to the Headquarters Building.

Again, we would like to thank all of the WYDOT family involved, for getting me home as soon as they could.

I wanted to thank my fellow state employees who were very generous in donating sick leave to me to use during my maternity leave. Cone zone obstacle course Cliff (Spoonemore), Thank you again for gathering the cones for use at our obstacle course presentation on Mexico.

We have kindergarten through 5th grade students in our After School for Kids program at Cole Elementary School.

We had a nine-station obstacle course with the cones representing prickly pear cactus through which the students as well as many parents had to weave around to get to the next station.

The obstacle course was a great success, and we appreciate your help in making it so.

District briefs Cheyenne – An update to WYDOT’s “State Transportation Improvement Program” (STIP) for 2013 has been issued and is available for viewing on the agency’s Web site, www.dot.state.wy.us.

The STIP contains a listing of highway and bridge projects, and also airport improvement work, that WYDOT tentatively expects to let to contract during the current fiscal year. The STIP is published annually and updates are issued quarterly.

The document can be found in PDF format within the “Planning/Research/ Projects” section of the Web site. The most recent update, titled “2013 1st Quarter STIP Addendum,” is located under the “STIP Project Listing” tab. Printed copies of the 2013 STIP are located at WYDOT offices, libraries, and city and county government offices.

In addition to current year projects, the STIP includes a listing of planned transportation projects slated for future years, as well as a summary of passthrough for public transit programs throughout the state.

Highway projects are listed as either rural or urban, and are further broken down by functional classification; namely, Interstate, arterial, collector or local. The listings also note the general character of work, such as reconstruction, resurfacing, bridge replacement, etc.

WYDOT emphasizes that the STIP project listing is tentative and is revised in accordance with changes in funding levels and other issues which may arise during the advance project design phase.

The new look of wireless at WYDOT Cheyenne – The look of wireless access is changing at WYDOT. The IT Program is simplifying the process of logging on from a wireless device. Previously, WYDOT had a handful of Wi-Fi options.

There will be only two choices for access starting in March; WYDOT_Guest and

WYDOT. The distribution will be different for both access points.

The WYDOT option among the wireless choices will allow access to internal use as well as Internet usage. WYDOT employees will be able to log on with their credentials (user name and password), just as they would log in to their desktop computers each day. Access using WYDOT will allow the user to function on their WYDOT managed laptop or other device, much as they would be functioning at their own workstation.

Internet availability, printing and server access will remain the same for WYDOT users.

An SSID is defined as Service Set Identifier; it is used to identify a wireless network, much like an IP address identifies computers on a network. Both new wireless internet SSIDs will distribute with a group policy, effectively seamless to the end user.

The SSIDs will pop up on laptops and devices when in hotspot range.

Trucks restricted to driving lane on section of I-80 when VSL speeds reduced Cheyenne – WYDOT has begun a study on I-80 involving a driving lane restriction for large commercial trucks on a high-elevation section of the route between Laramie and Cheyenne.

Tractor-trailer combinations are being restricted to the right lane only during inclement weather when the speed limit has been reduced to 65 mph or less.

The study area consists of I-80 between the Summit Interchange (exit 323) and the Harriman Road Interchange (exit 342). The restriction affects both eastbound and westbound traffic.

STIP update issued

Choosing a network to access wirelessly may look similar to the above screen capture on many mobile devices.

By choosing WYDOT_Guest, an individual with a consulting company or anyone else from outside WYDOT will be able to gain Internet access. Logging in with the WYDOT_Guest option will allow access much like access points at hotels or coffee shops.

A guest sets up an account by answering a few simple questions (name, last name, etc.). A temporary password will be given the user to login for guest access. This self-provisioning will allow a guest 24-hour access to wireless services.

Guests gain access to the outside Internet, but not reach any internal resources or printing access.

Personal smart phones are able to gain access to both WYDOT and WYDOT_ Guest options, but the log on needs to be set up manually by the user.

Public Meeting held with WYDOT in Elk Mountain Elk Mountain – Officials from Carbon County and WYDOT invited the public to join them at a public meeting Jan. 30 regarding replacement of the Medicine Bow River Bridge in Elk Mountain.

The bridge remains safe for travelers, but after a half century, the structure is showing its age. Transportation engineers were on hand at the venue to answer questions. Public input was sought on design, construction schedule and temporary impacts to traveler mobility.

Blacks Fork bridge slated for replacement Fort Bridger – WYDOT will replace the Blacks Fork River Bridge on County Road 221 in Fort Bridger this spring. The bridge was originally built in the early 1920s and is in need replacement.

The project was awarded to Reiman Corp. of Cheyenne for $642,000.

The funding for this bridge replacement comes from WYDOT’s Bridge Replacement Off System Program, which is a federally funded bridge replacement program created to help cities and counties reduce the number of deficient bridges that are not located on WYDOT highways and roads.

Cheyenne – Motorists, cyclists and pedestrians in south Cheyenne were advised that work was to begin on I-180/US 85 at the beginning of Feb. ADA sidewalk upgrades will create improved paths for pedestrians from Fox Farm Rd. to First Ave. Roadway users found portions of the sidewalk to be closed throughout construction and temporary lane closures at the Fox Farm Rd. and South Greeley highway intersection.

The job will progress as the weather allows.

The contractor is S&S Builders of Cheyenne. The cost is $200,000 and it is paid for by federal funds.

ADA upgrades in south Cheyenne

Blacks Fork bridge slated for replacement this spring.

Work was scheduled to begin on Mar. 1, weather permitting. From the day Reiman Corp. begins work, they will have a 90 day window to complete the work and open the road and bridge back up for public use.

During construction, there will be no public access. WYDOT recommends that locals and those wishing to travel the area plan ahead accordingly. The completion date is scheduled for Oct. 31.

The purpose of the study, which considers environmental and community goals in the planning process, is to develop a corridor vision, identify transportation needs, and develop preliminary alternatives for solutions to the transportation challenges in this corridor.

WYDOT hosted a stakeholder workshop and public open house in October to collect input from local landowners and the general public on the transportation vision and needs of the area. That input is now being utilized by WYDOT to develop and screen alternatives. Ultimately, WYDOT will present a list of transportation projects which can be implemented that meet the needs and vision of the corridor.

Working with staff from the town and county, WYDOT is using a multilevel screening process to evaluate alternatives.

Conceptual designs for possible projects will follow and be presented during a public meeting in late spring.

The study limits extend on US 89 between Scott Lane and South Park Loop Road, WYO 22 between Jackson and west of Wilson, and on WYO 390 from its intersection with WYO 22 to the Grand Teton National Park boundary.

Evanston – Two men were taken into custody after a traffic stop in January led to the discovery of more than 15 pounds of packaged marijuana. One of the individuals arrested was also wanted on an outstanding felony warrant from Florida.

The vehicle was stopped for a speeding violation of 85 mph in a 75 mph zone approximately 31 miles east of Evanston on eastbound I-80. Upon contacting the driver of the speeding vehicle the Trooper could smell the strong odor of marijuana coming from the vehicle’s interior.

The driver, 33 year-old Dennis Rodriguez, did not have a valid driver’s license.

A nationwide check showed that Rodriguez was wanted by law enforcement authorities from the state of Florida on an outstanding felony warrant for trafficking cocaine.

The passenger in the vehicle, 42 yearold Joseph Spivey, also could not produce a valid driver’s license. When troopers searched the car they found two suitcases. Both men denied any knowledge or ownership of either suitcase. Inside the suitcases they discovered the packages of marijuana.

Rodriguez has been charged with felony possession of a controlled substance, felony possession with intent to deliver a controlled substance, felony possession of a class IV drug, speeding and driving without a valid driver’s license. In addition to the Wyoming charges Rodriguez will be held pending extradition to Florida on the outstanding warrant.

Spivey was charged with felony possession of a controlled substance and felony possession with intent to deliver a controlled substance.

Troopers continue to investigate this case with the assistance of special agents with the Wyoming Division of Criminal Investigation. It is believed at this point that the two men were transporting their load from California to an unknown

destination in Florida.

The marijuana seized has an approximate street value of $94,200.

Winter has finally arrived–caution: roads may be slick Sheridan – Winter weather has arrived in northeast Wyoming which can cause highway surfaces to be slick and unpredictable.

WYDOT reminds motorists if you are driving in areas that have ice or snow on the road, adjust your driving to fit conditions and remember these winter driving tips.

• Turn off your cruise control.

• If you lose traction and your vehicle feels like it’s floating, gradually slow down. Don’t slam on the brakes.

• Use caution when driving on bridges. These surfaces are the first to freeze and become slippery when the temperature drops.

• Slow down in advance of shaded areas.

• Increase following distance.

During and after snowstorms, WYDOT crews will be plowing snow, sanding slick areas and attempting to keep highways open to the traveling public.

“WYDOT is asking motorists to be watchful for our snowplows and slow down when they see the flashing lights,”

said Ronda Holwell, Public Involvement Specialist for District 4, remember “plows are clearing the road to make it safer for you, the traveling public.”

Holwell urges drivers to, “Slow down, slow down, slow down!”

Also, “Motorists need to have patience and stay with the flow of traffic, even if traffic is only going 40 mph, this will make it safer for WYDOT plows and the traveling public,” said Holwell.

New Web camera available on Togwotee Pass Dubois – A new Web camera is providing highway-condition images on U.S. 26-287 between Togwotee Pass and Moran Junction, The Togwotee Trail to Yellowstone.

The new camera is located near Wind River Lake at milepost 26, 27 miles west of Dubois and 26 miles east of Moran Junction.

With the new camera now operational, 11 new Web cameras are operational this winter to aid northwest Wyoming drivers with travel decisions.

Other new cameras are located at Beaver Rim, 5.99 miles west of the Sweetwater Station Rest Area on U.S. 287; Kinnear Junction, one mile west of Kinnear on U.S. 26 west of Riverton; Wind River Canyon, 9.5 miles south of Thermopolis on U.S. 20/Wyoming 789; Meeteetse Rim, 9.5 miles north of Meeteetse on Wyoming 120; Skull Creek Hill, eight miles north of Cody on Wyoming 120; U.S. 14 between Greybull and Sheridan, 2.9 miles south of the Big Horn/Sheridan county line; and U.S. 16 between Worland and Buffalo, 16 miles east of Ten Sleep.

For drivers heading south between Lander/Riverton and Rawlins, three other new Web cameras are also operational.

They are located 9.6 miles west of Jeffrey City; Muddy Gap at the junction of Wyoming 220 and U.S. 287, and on Willow Hill, 11.6 miles north of Rawlins on U.S. 287.

Trappers Point project wins engineering award

The Wyoming Engineering Society has named WYDOT’s Trappers Point wildlife crossing project its 2012 President’s Project of the Year.

District 3 Construction Engineer Ted Wells accepted the award on behalf of WYDOT and all the contributing agencies during the WES annual convention Feb. 8 in Casper.

The project included design and construction of two overpasses and six underpasses on a 12-mile section of WYO 191 west of Pinedale to provide safe crossings for pronghorn, deer and other wildlife.

It was initiated and funded by WYDOT, designed by WYDOT and Valley West Engineering of Jackson and built by Reiman Corp. of Cheyenne.

The Wyoming Game and Fish Department, U.S. Bureau of Land Management, Bridger-Teton National Forest and Upper Green River Cattle Association also collaborated on the project to improve safety on the highway.

The Trappers Point project has previously been honored with awards from the National Parks Conservation Association and the Federal Highway Administration.

WYO 191 crosses an ancient migration route for pronghorn traveling between winter range in the high desert south of Pinedale and summer range in Grand Teton National Park, the second-longest wildlife migration route in the Western Hemisphere.

The route is also heavily used by deer, and hundreds of animals have died there annually in collisions with vehicles. The combined loss of wildlife and property damage to vehicles was estimated at nearly $4.1 million from 2005 through 2009.

The savings from reducing wildlife deaths and damage to vehicles is expected to exceed the project cost of $9.7 million in 12 years.

Evidence of the success of the project began to appear while

construction was still in progress. As work on the walls and final grading were being completed last fall, pronghorn began taking advantage of workers’ lunch breaks to race across the overpasses.

“The Trappers Point overpass is so well designed and so well suited to accommodate pronghorn migration, that we observed pronghorn using the overpass even before completion,” said Jeff Burrell, Northern Rockies program coordinator for the Wildlife Conservation Society. “During this fall’s migration, our scientists observed thousands of pronghorn using the Trappers Point overpass, as well as mule deer and other species using the underpasses. This is the best testimony for the outstanding design of these structures.”

The two wildlife overpasses are the first built in Wyoming, and were designed primarily for pronghorn, which are reluctant to use underpasses. About 30 miles of special fencing was installed to direct animals to the safe crossings.

The overpasses mark the first time WYDOT has placed long-span precast-concrete arch culverts over a highway, essentially creating a tunnel. The arch culverts allowed for creation of a more natural crossing for the wildlife with high earth berms connecting the ridge tops on both sides of the highway. The earth berms are supported on each end of the tunnel by large precastpanel retaining walls built higher and more perpendicular than WYDOT’s previous use of the walls.

The use of the arch culverts made it possible to build the overpasses within the existing highway right of way.

The President’s Project of the Year award is sponsored annually by the Wyoming Engineering Society to recognize excellence in engineering and surveying projects that benefit Wyoming residents.

Strategic Plan Revamp

An update

to the WYDOT strategic plan, which serves as a guide for agency actions, was completed recently and employees are encouraged to review it.

“Employees will notice the vision, mission and values remain the same,” WYDOT Director John Cox wrote in an e-mail to WYDOT employees. “As a leadership team, we (WYDOT executive staff) developed those over six years ago, have re-evaluated them, and they continue to be a good foundation for our organization,” Cox added.

In addition to reviewing agency goals, Cox and other members of executive staff identified the need to make some updates.

A new formal goal reflects WYDOT’s continuous efforts to seek innovation, efficiency and improvement; the goal is titled, “Improve agency efficiency and effectiveness.”

“While ‘respectfully fulfill our lawful obligations’ is a valuable goal, we believe the agency now recognizes the importance of those responsibilities in our value statements and our daily activities. So, this has been removed from our stated goals,” Cox wrote.

Cox asked employees to review the strategic plan. The online version features a clickable adaptation of the agency organizational chart, he said, allowing them to see the latest balanced scorecard (BSC) for each program.

The updated strategic plan is posted on the WYDOT Web site under the “Strategic Performance” tab within the “Administration” section.

“Our Strategic Performance Improvement Program (SPIP) is in the process of strategic planning with each unit to ensure they have a three-year plan in place.

Employees who have questions regarding this strategic plan or a BSC, should contact Janet Farrar or Mel Anderson in SPIP at headquarters.

“We are pleased by the progress we have made as an agency in implementing strategies and accomplishing our goals through the development of strategic plans and BSCs,” Cox wrote. “Thank you for your work and commitment, and for contributing to the mission of this organization.

Excerpts from WYDOT’s recently updated strategic plan:

In the next three years, all WYDOT Programs will go through the second iteration of strategic planning and updating their existing Balance Scorecards (BSCs). In addition, the state of Wyoming has implemented a new appraisal system named the Performance Management Initiative (PMI). The PMI takes the goals that WYDOT programs have established and aligns them with the goals their employees need to fulfill. This new process completes the strategic planning cycle of setting an overall strategic plan, having programs set goals that are aligned with the overall plan, and finally having programs align their employee individual goals to the program goals.

WYDOT’s primary functions include the following: 4 Construction - Planning, designing, and building transportation projects.

4 Maintenance - Keeping existing pavements (chiefly highways and airport runways) and roadside features (such as bridges, drainage, fences, guardrail, and rest areas) in as good a condition as possible.

4 Law Enforcement - Enforcing Wyoming’s motor vehicle traffic laws, providing crash response and investigation, facilitating safety education, and collecting user fees.

4 Administration/Regulatory - Issuing and regulating driver’s licenses, regulating commercial vehicles, administering vehicle title and registration, and collecting and distributing state fuel taxes. Also, communicating with and educating the traveling public, including providing road and travel information.

4 Aeronautics -Managing the state’s Airport Improvement Program, operating the state’s aircraft, enhancing commercial air service, and administering federal-aid funds related to aeronautics.

New Web site and CMS planned

A new version of WYDOT’s Web site is scheduled to debut on April 29, bringing improved functionality and flexibility, and making it easier for the public to find information.

New versions of the Highway Patrol, Fly Wyoming and WYDOT employees’ sites also will debut at that time.

Information Technology’s Paul Harbeson has been building the new site using Jahia 6.6, the new version of the content management system that will be used to update the new site.

Among the new feature’s Harbeson has developed for the site is an application that will automatically adapt the content for optimum viewing on whatever mobile device is being used.

In edit mode, the site will give a preview of what the content will look like on a generic computer screen, an Android, iPad, Kindle Fire, iPhone or Blackberry Storm.

The new site will have a more modern look, with navigation across the top and a “Navigate” button on the right side of the page.

Tegan Carter of Management Services designed the look of the new site, and is developing user manuals for content managers.

All of the content from the current site is expected to automatically move to the new format, but content managers will need to check their pages to make sure no content is lost in the migration.

Bookmarks created to navigate directly to specific pages on the existing site are expected to continue to work for the new site, but there may be exceptions.

The new site will allow far more content to be featured on the home page and is expected to provide a better search function for finding information elsewhere on the site. It is also expected to eliminate some of the problems experienced with the previous version of Jahia.

Jahia 6.6 is a more dynamic system that will allow users more flexibility in the kinds of content they can put on a page and how that content is laid out.

Because the new version provides many new capabilities through the use of components not available on the current site, Public Affairs is planning to create a users group so content managers around the department can share what they have learned about using those capabilities.

Training for the personnel who update their program’s pages on the sites will begin this month. Content managers who make updates frequently will be trained first, and training of some users who make infrequent updates may not occur until after the new site is live.

Noteworthy Mathews honored for officiating work

Being named the Rocky Mountain Athletic Conference’s 2012 football official of the year earned Chad Mathews a profile in the Feb. 4 Wyoming TribuneEagle.

Mathews, a transportation systems analyst in the Planning Program, has worked for nine years as a football official for the conference that includes Chad Mathews 14 colleges and universities in Colorado, Nebraska, South Dakota and New Mexico.

He won the official of the year award just two years after having double knee replacement surgery.

Mathews said he never doubted he would be able to resume officiating after the surgery, and two weeks into his five months of rehabilitation his therapists told him he would have no problem meeting his goal returning to the field.

“The type of movement required for an umpire fits the style that I have better,” Mathews said. “It’s a less hurried pace.

You’re not trying to move downfield and keep up with wide receivers and defensive backs. When I broke into officiating at the high school level, I started as an umpire so it’s an area I’m comfortable in.”

His work in the conference has led to him being chosen to officiate three Division 2 playoff games, two of which he counts among his most memorable games: a 2009 semifinal televised on ESPN and a first-round game this past season that ended 57-55 in triple overtime.

Mathews said he plans to continue officiating as long as he is physically able to do the job, and he hopes one day to move up to a Division 1 conference like the Mountain West.

“I love football and love to be involved in it,” the former Hulett High School quarterback said. “It’s a pretty good investment of time and money, but it’s certainly worth it.”

Officiating is a way to give back to the sport, he said, and it provides a different “Patrol’s K-9’s help keep illegal drugs off the streets,” and an internally developed advertising design for seat belt awareness “Pick-up the Habit.”

The knee problems that led to his 2010 surgery were the result of wear and tear during his playing years and a stint as a steer wrestler in his early 20s, and he’s never sustained a serious injury while officiating.

“I’ve been very lucky that way, because there are a lot of big people running around in the middle of the field,” Mathews said. “The worst I’ve had is when I worked indoor football I got knocked over a wall one time and fell on my elbow.”

The Sundance native started his WYDOT career in 1984 as a surveyor helper, and worked as a survey crew chief there and in Gillette before moving to headquarters in 1997.

Initially he worked in Planning’s inventory unit keeping track of roadway mileage, before moving to his current position working in traffic modeling. He served as president of the headquarters chapter of the WTDEA from 2001 to 2003.

Saratoga trooper nabs poacher

On Jan. 28, Trooper Timothy Romig received recognition in the form of a “Colonel’s Letter of Commendation” from the Highway Patrol for a poaching case in Carbon County. Romig, stationed in Saratoga, saw something unusual on Nov. 2, 2011 while patrolling WYO 130 south of Walcott Junction.

He was on his way home after a long day of working crashes. Romig noticed a pickup pulling out of the ditch in front of him, at the same time he saw a herd of antelope running away as though recently startled. He also observed an antelope that appeared to have been recently shot.

Taking all of this into consideration, Romig stopped the pickup to investigate.

What he found were four occupants who initially denied any knowledge of

The driver, a resident of Burns, confessed to shooting the animal from within his pickup, across a highway, out of season and without a license. When asked why he had done it, he replied that he had always wanted to shoot an antelope, so when he saw a bunch of them, he decided to shoot. Romig then contacted Wyoming Game and Fish along with the BLM. On Jan. 11th, 2012, Romig, along with Game Warden Kenneda obtained a conviction in the circuit court of Carbon County. Some of the charges were: Reckless endangering, shooting from a highway, shooting from a vehicle, no hunting license in possession, game out of season, violation of the winter range, trespassing and willful and wanton destruction of a game animal.

Passings Gary Peterson

Extra Mile

WYDOT employee Gary Peterson, a member of the Torrington engineering crew, died unexpectedly Feb. 19, in Torrington. He was 51.

Gary Peterson Gary started with the agency during the summer of 1986 as a temporary worker with the Douglas engineering crew. He subsequently worked on the Riverton maintenance crew and since 1989, had been in Torrington, serving as survey crew chief.

Peterson was born in Lander and initially lived near South Pass. His family later moved to Longmont, Colo., where he attended school; then to Casper, where he graduated from Kelly Walsh High School in 1979.

Following high school, he earned his welding certification from a trade school in Casper, then worked as a welder on pipelines before going to work for the state.

Funeral services were held Feb. 25 in Torrington, at the Rendezvous Center at the Goshen County Fairgrounds.

Retiree Joe Bolin of Gillette died Feb. 16, in Gillette. He was 70.

Bolin joined the old Wyoming Highway Department, WYDOT’s predecessor agency, in 1965 as a member of the Sheridan paint crew. Joe Bolin He went on to work as a maintainer in Sheridan and Burgess Junction before being promoted to maintenance supervisor, serving in Hulett, Moorcroft and Gillette. Bolin retired in September 1995.

He was born in Butte, Mont., and was raised in Billings, Mont., and in Sheridan, where he graduated from high school. He served in the Korean War with the U.S. Air Force.

Memorial services for Bolin were held Feb. 22 at the Mount Pisgah Cemetery Shelter in Gillette.

Tonya Dove of Cheyenne was recently promoted by the Wyoming Highway Patrol to the rank of lieutenant and is now supervising WHP’s Division O. The primary role of Division O is to provide protection to the Lt. Tonya Dove governor, first lady and their family, and to other dignitaries. They also provide security measures in the State Capitol and at many other state facilities throughout Cheyenne and Laramie County.

Lt. Dove joined the Patrol in December 2005 and was initially posted with Division A in southeast Wyoming. She transferred to Division O in April 2011.

WTDEA

Employee group invests time and money to community giving; enjoys members-only benefits While the WTDEA in the past was well known for sponsoring employee parties, picnics, and sporting tournaments and lobbying for employee rights, today’s WTDEA chapters are more focused on community involvement and outreach.

In an effort to address growing employee concerns about WTDEA, a survey for employees, both members and non-members, was administered in December 2012. From the 238 respondents, results show employee concerns focus on what the WTDEA can provide to them.

Of the 238 responses received, 114 were non members, 108 members and 15 were representatives.

Heidi Martin was sworn into the role of president and the other 2013 officers are Janelle Leonard, vice president; Pam Fredrick, treasurer; and Merri Burkett, secretary. This year’s officers would like to focus on revitalizing the organization. A membership drive was held at the end of January for the Cheyenne chapter with a gain of 19 new WTDEA members.

Beyond a gain in membership, the new officers look forward to implementing the Grant Assistance Program (GAP) this year to help WTDEA members of the headquarters chapter and their families fund endeavors to enhance the quality of their lives. A kick-off party to fund GAP is planned for mid-April. The party will feature a Mexican dinner at the local Knights of Columbus hall, games, raffles and a silent auction. The GAP party is open to the public.

What do employees get for being a member? Members and their immediate family are eligible for GAP, educational scholarships, entering WTDEA sponsored tournaments and contests, and will receive awards from the organization upon their retirement based on the years of continuous membership.

WTDEA collects membership fees, a mere $1 per month ($12 yearly), holds fundraisers and raffles throughout the year for many different activities. The money is raised to help fund the newly organized GAP, WTDEA scholarships, acquire items for care packages sent to deployed WYDOT employees, and bolster the funding for the annual Christmas parties. This past year, umbrellas were purchased for the existing courtyard tables to allow for shaded picnicking throughout the warmer months as well as a Christmas tree for the main lobby at headquarters.

The headquarters chapter also rents building space to the Highway Café operators, an on-campus alternative to eating out.

The Highway Café offers a nice selection for breakfast, lunch and an ever-flowing font of coffee.

Other WTDEA activities include community-focused involvement. The headquarters chapter sponsors blood drives, flu shot clinics, snow plow blade painting contests for area high

WTDEA and the WTDEA State Board are committed to improving working relationships between employees, executive staff and district staff. In turn, the transportation commission, as well as executive staff encourages employees to participate in WTDEA or the WTDEA State Board. Members and non members are all welcome to sit in at monthly meetings to give input and have their concerns addressed. On the first Thursday of the month, the Headquarters chapter board and representatives hold their business meetings.

Non-WTDEA members are welcomed contact any representative or board member to have their issues heard anonymously and acted upon by the board.

It is important to note that WTDEA is separated into two primary groups. On one hand, there are various WTDEA chapters throughout the state and then there’s the WTDEA State Board that includes WTDEA members from each district.

schools, and gathers clothing, food and pet supplies for area shelters. Staple food items for care packages are also collected to donate through the Salvation Army. Spring brings Daffodil Days to WYDOT when WTDEA sells daffodil arrangements for the American Cancer Society.

Having fun in and outside the workplace is important to keeping morale up. WTDEA offers a monthly free lunch giveaway for members, coloring and pumpkin decorating contests for artists of all ages, annual Christmas parties, along with discounted tickets to Snowy Range Ski Area and other fun outdoor amusement parks during the summer.

State Board is comprised of two representatives from each district and headquarters. The current board members are Ryan Sorenson, president; Jason Price, vice president; Janet Vossler, treasurer; Dennis Santora, secretary; Luke Eigenberger; Nick Hines; Rex Markley; Jason Price; Sterling (Stu) Richardson; Glen Thomas; and Myron Witt.

State Board has accomplished much in its existence including lobbying for military leave, increased sick leave, sick leave donations and numerous safety related issues.
