Background to NDIS What is the NDIS (National Disability Insurance Scheme)?

There are around 4.3 million Australians who have a disability. Within the next five years, the National Disability Insurance Scheme (NDIS) will provide $22 billion in funding a year to an estimated 500,000 Australians aged under 65, who have permanent and significant disability.

Why was it set up?

In 2010 there was a public inquiry into long-term disability care and support schemes.

In short, it found that the majority of people with disabilities were either living in support centres (aged care, family homes) that were inappropriate for their care and accommodation needs. The scheme is also targeted to fund the participant NOT the provider, meaning money goes to the people that need it. The NDIS will effectively replace the administration functions undertaken by the State and Territory Governments, transferring these roles to the Commonwealth Government.

When was it set up?

It was introduced in July 2016 with bipartisan government support. When the NDIS is fully implemented in 2019, it is expected that around 460,000 Australians will receive individualised support.

Who are the key participants within NDIS? SIL (Supported Independent Living) This is the care provider who helps with and/or supervises approved daily tasks to develop the skills of an individual to live as independently as possible.

SDA (Specialist Disability Accommodation) This refers to accommodation for people who require specialist housing solutions, including assisting with the delivery of support that caters for their extreme functional impairment or very high support needs.

MAYES AVE SDA HOUSING UPDATE The Mayes Ave site is underway!

Work began in earnest this week, with the following items completed: • Surveying & services locating • Site strip • Tree lopping • Site fencing

Fill was loaded out by tip truck on Tuesday 17 October 2023, and existing sewer services located and examined by camera.

On Wednesday 18 October 2023, Bryant established site fencing, with site facilities to follow shortly thereafter.

We will be starting on some perimeter retaining walls and fencing in the coming days.

At this stage Bryant anticipates lodging an application for approval for early works next week, which will allow earthworks and concreting works for the ground slab to proceed.

When did NDIS commence?

As previously stated, building apartment and house only for NDIS started in 2019 however, construction activity was halted like most industries in the country when Covid-19 hit our shores. Since 2021 we have seen developers move into NDIS. However, given the slowdown in the property market many project have not commenced.

What are the different types of participants (NDIS term for tenants) HCPS (High Care Physical Support) These homes are designed to provide high level residential care in a home environment which helps you live independently while feeling safe and secure. They include accessibility features such as structural provision for ceiling hoists and assistive technology.

Fully Accessible (FA) Housing that has been designed to incorporate a high level of physical access provision for people with significant physical impairment.

Improved Liveability (IL) Dwellings under the SDA design category Improved Liveability have been built or updated to incorporate a reasonable level of physical access and enhanced provision for people with sensory, intellectual, or cognitive impairment.

Robust Housing Robust Housing is designed and built to be resilient and provide a high level of physical access provisions. This is achieved through the use of products, materials and features that minimise risk to participants and the community with anxiety disorders, Autism, PTSD, OCD, or Agoraphobia.
