The World Trade Report 2014 looks at how four recent major economic trends have changed how developing countries can use trade to facilitate development: the economic rise of developing economies, the growing integration of global production through supply chains, the higher prices for agricultural goods and natural resources, and the increasing interdependence of the world economy. It also looks into what role the WTO can play.

fountain with a statue named the “Blue Robed Bambino” by the British artist Gilbert Bayes was presented to the ILO by the National Sailors’ and Firemen’s Union (NSFU) of the United Kingdom in 1926. It was located in the inner courtyard of the Centre William Rappard until 2011, when it was moved due to renovation work. It is due to be repositioned in the surrounding park. The statue, also known as “Child with Fish”, is of a boy wearing a blue tunic and holding tenderly a green fish with oversized fins and the leaves of a water lily. Water flows from the fish’s mouth into a circular fountain. The boy is looking down while standing on a square pedestal in the centre of the fountain. On the base of the pedestal, two relief panels depict a sailing boat (on the front) and a steamship (on the back). Six additional water spouts in the shape of fish heads surround the fountain. The base is inscribed with “O stream of life run you slow or fast / all streams come to the sea at last” on the front, and “Presented by the National Sailors’ and Firemen’s Union – 1926” on the back. The name of the artist as well as the manufacturer Royal Doulton are carved on the side of the pedestal. The boy is aged four or five and is affectionately holding the fish in the same way a small boy would hug his favourite pet. Probably

influenced by Andrea della Robbia’s Renaissance ceramic work, Bayes’s “Blue Robed Bambino” is somewhat reminiscent of representations of the Madonna and Infant Jesus, albeit in a very different environment. The verse inscribed on the base was written by the artist, although there may have been some religious inspiration. 38 The implication is that all mankind, regardless of origin and deeds (“run you slow or fast”), are destined to “the sea at last”, that is eternal life. There is an obvious biblical reference to the role of Jesus as fisherman of souls as well as to the fraternity and common fate of the workers. “Blue Robed Bambino” is part of the children series created by Gilbert Bayes. “The Water Baby” (1927) and “The Mermaid” (1938) follow a similar theme. The first “Blue Robed Bambino” fountain was exhibited several times following its success at the Paris Exhibition 1925, where it was seen by of ILO Deputy Director Harold Butler. Butler later wrote to the NSFU, which commissioned Bayes to create the fountain statue for the Centre William Rappard.

Gilbert Bayes (1872-1953)

ilbert Bayes, a renowned member of the New Sculpture movement in early twentieth-century England, was born in North London into a family of artists. He taught at Camberwell School of Art and by 1911 received the first of a series of significant commissions, the Great Seal for King George V. He gained public acclaim with his work entitled “Peace”, exhibited at the Royal Academy in 1917, followed by “War” one year later. He later joined the Art Workers Guild, of which he became Master in 1925. Bayes served as President of the Royal Society of British Sculptors during the 1930s. His best-known work is the ornate “Queen of Time” (1908), which supports the clock above the main entrance of Selfridge’s Department Store in Oxford Street, London. Bayes’s monumental frieze “Pottery through the Ages” (1939) is displayed at the Victoria and Albert Museum in London. It is widely regarded as one of the best examples of British sculpture of the 20th century. Gilbert Bayes died on 10 July 1953.

They are an inevitable outgrowth of the application of transformative information and transport technologies, combined with new business models and largely open borders. The world is changing with extraordinary rapidity, driven by many influences, including shifts in production and consumption patterns, continuing technological innovation, new ways of doing business and, of course, policy. The World Trade Report 2013 focuses on how trade is both a cause and an effect of change and looks into the factors shaping the future of world trade. One of the most significant drivers of change is technology. Not only have revolutions in transport and communications transformed our world but new developments, such as 3D printing, and the continuing spread of information technology will continue to do so. Trade and foreign direct investment, together with a greater geographical spread of income growth and opportunity, will integrate a growing number of countries into more extensive international exchange. Higher incomes and larger populations will put new strains on both renewable and non-renewable resources, calling for careful resource management. Environmental issues will also call for increasing attention.

Economic and political institutions along with the interplay of cultural customs among countries all help to shape international cooperation, including in the trade field. The future of trade will also be affected by the extent to which politics and policies successfully address issues of growing social concern, such as the availability of jobs and persistent income inequality. These and other factors are all examined in the World Trade Report 2013.

This joint study by the International Labour Office and the WTO focuses on the relationship between trade and the growth of the informal economy in developing countries. World trade has expanded significantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. Most of the workers in the informal economy have almost no job security, low incomes and no social protection, with limited opportunities to benefit from globalization.

This study focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature, complemented with new empirical research by the ILO and the WTO, the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth. The report analyzes how well-designed trade and decent-work friendly policies can complement each other so as to promote sustainable development and growing prosperity in developing countries.

GLOBALIZATION AND INFORMAL JOBS IN DEVELOPING COUNTRIES

Using case studies from eight developing countries, this book presents the findings of a major international project that has investigated how non-state actors see their interests and seek to influence government policy in relation to preferential trade agreements and the WTO as alternative venues for trade cooperation.

Trade Policy Reviews enable WTO members to examine collectively the trade policies and practices of individual members in all areas covered by the WTO agreements. Reviews are carried out by the Trade Policy Review Body (TPRB), which consists of the entire WTO membership. The Trade Policy Review Mechanism aims to encourage all WTO members to adhere to the WTO’s rules, disciplines and commitments, and thus to contribute to the smoother functioning of the multilateral trading system. By the end of 2009, 305 Trade Policy Reviews had been conducted, covering 136 of the 153 WTO members. The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”.

To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalization and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

This publication provides handy one-page WTO Dispute Settlement: summaries of the One-Page Case Summaries key findings of every dispute panel report issued up to the end of 2012 and the relevant Appellate Body reports issued over this period.
