Changes that have been forced on councils around the country enable housing of at least six stories in some places that are within walking distance of train stations, the Lower Hutt CBD and the Petone commercial area. Higher than three story buildings will also be enabled in residential areas around Avalon, Eastbourne, Moera, Stokes Valley and Wainuiomata suburban commercial centres.

Council opposed the legislation when it was before Parliament, contending that taking a blanket approach to housing intensification - without considering access to transport hubs, off-street car parking, and basic amenities would have severe unintended consequences.

It was an unconventional moment when both Labour and National supported the legislation with both local MP’s, Hutt South MP Ginny Andersen and National list MP Chris Bishop voting in favour of it.

Under the current policy settings developers can choose whether to include car-parks in their developments. This enables choice, a wider range of housing developments, and more efficient use of land.

Hutt South Labour MP Ginny Andersen says it is one of the best ways to fill housing needs.

“We all need to work together to get more homes built and reduce the impacts of the housing crisis on our community.

This means central government, local government and the private sector all have a role to play,” Ginny says.

“The Government has enabled greater intensification because this will provide a greater variety of housing to be built in areas

that have good access to jobs, public transport, and community facilities.”

National MP Chris Bishop says the driver for the policy is to increase the number of houses to meet a massive demand.

He says the average house in Lower Hutt is now a million dollars and 4,500 kids in the country including in Lower Hutt are living in motels along with rents in Lower Hutt up $200 in the last four years on average per week.

“In terms of parking ultimately

the council is responsible for parking management in the city so we encourage the council to develop parking management plans for particular areas and particular streets, Chris says.

“There are things they can do in terms of management of parking on the streets, they are fully able to come up with parking management plans.”

“The reality is some of these people moving into these more dense units may not drive, they are often centred around major public transport routes.”

The Road Ahead The war in Ukraine has had a big impact on fuel costs around the world, causing a global energy crisis that is being felt here in the Hutt and across New Zealand. I know this spike has been tough for many people here, especially those on lower incomes.

While we can’t control global events, we can control the support provided to New Zealanders.

That’s why we’ve taken action to provide immediate relief. Petrol excise duty has been cut by 25 cents a litre for three months, to make filling up a 40 litre tank more than $11 cheaper.

Those filling up a 60 litre tank will be seeing more than $17 of savings. I’m glad to hear this is already making a difference for many families in our community.

We’ve also made it cheaper for people who catch a bus or a train. Half-price public transport fares will remain in place for the next three months, making getting to and from work more affordable for many in the Hutt and giving some of our wh nau a great alternative to filling up the tank. I really hope this change will help get the numbers back up to the levels we had in the Hutt before COVID. More people using public transport reduces traffic congestion and is kinder to the environment.

These changes are designed to help ease the immediate pressure on Kiwis, but they’re just one part a broader programme of long-term work to reduce cost pressures on people. This includes a suite of changes that will be coming into force from 1 April, giving the majority of families, along with pensioners, a significant income boost.

The changes to Working for Families alone will see around 60% of all families – more than 300,000 households – better off by an average of $20 per week. On top of that, changes to Childcare Assistance income thresholds will benefit around 1,000 families. Those on Superannuation will see an income boost of $52 a fortnight for a single person and $80 for a couple,

while full-time minimum wage workers will see their pay lift by $48 a week.

In addition, from 1 May, the Winter Energy Payment will kick in again, to assist more than a million people – seniors, veterans, and those on a benefit – with heating bills through the colder months.

There’s no quick fix for the current cost-ofliving pressures, but these measures will make a difference for people in our community and across the country. They build on actions we’ve taken since 2017 to ensure Kiwi families have more in their pocket to get ahead –policies like the family tax credit, free school lunches, cheaper doctors’ fees, and the removal of school donations.

The road ahead may seem uncertain in these challenging times. The hard work and sacrifices made by New Zealanders has resulted in the lowest numbers of cases and deaths in the OECD for the last two years – this has put us in the best position to recover strongly. There’s more to do, but these changes will make a real difference for the families doing it tough right now and help to put more money into our local economy.

For any child keen on basketball the man to be in company with was the late Kenny McFadden.

For kids from Wainuiomata to Auckland to the deep south if you could get some time with Kenny it was invaluable.

He has left an indelible mark on all who have met him.

Kenny died last week, after battling ill health, leaving a cavernous whole in the growing basketball community.

Kenny was one of the earlier imports to the New Zealand basketball scene arriving in 1982 from Michigan. Kenny joined the Wellington Saints as a star import and never left.

After six consecutive NBL grand final appearances (with

four championships), Kenny returned as an assistant coach in 2010 and again in 2019. Despite having the experience and expertise to coach at a national level, Kenny always wound up back with his home team.

Wainuiomata’s Ken Laban had the pleasure of meeting Kenny a number of times and well remembers his arrival in Wellington back in the 80’s.

“I went to what was then known as Madgwick Stadium in the 80’s when he first arrived,” Ken says.

“Kenny McFadden coming out to New Zealand was a relatively new phenomenon then and he helped put basketball on the map.”

lives and bought great joy to hundreds of thousands of people that tuned into the coverage, but he has remained very close to the sport as well.”

“I had the opportunity to sit with Kenny a few times over the years and he was very, very professional.”

“The gym was spotless, he used to clean all the balls before every training and before every training run he had a plan and he was a man of detail and you could see in him his character and enthusiasm and passion.”

“It has been a tough three years for him but hopefully now he is at peace.”

Until just a few weeks ago if a kid was keen enough to get to the ASB any day of the week for a 6am training session, Kenny would be there to give pointers, and encouragement.

He would give one on one and two on two talks and then whole group talks about the importance of being a good student, respecting other players, looking after yourself, getting plenty of sleep and usually finish with, “go to school and eat your veges.”

A snapshot survey by the Wellington Chamber of Commerce has found most businesses expect to drop their QR codes rules and vaccine pass requirements on 4 April, but most businesses do not expect changes to the Government’s Traffic Light system to have much impact.

Only one third of businesses believe the loosening of Red settings will have a positive impact, with a majority expecting no impact at all from the changes.

A survey found that just 7% of businesses intended to operate a My Vaccine Pass system after the requirement goes on April 4th and just 5% of businesses intend to continue asking customers to scan in with QR codes, with 85% planning to stop doing so.

The snapshot survey of 117 businesses was conducted over a four day period.

Harder times in WW2 Dear Editor, People in WW2 had ration books.

They could not go down to the shops and buy 5 packets of toilet paper like lots of people were doing last year.

You had a ration that would have to make do.

There are some people out there who are selfish and greedy.

Even now in war torn country’s food is hard to get. I can’t see any logic in panic buying. You are depriving others from getting food for their children. Be more considerate towards others.

Why buy heaps of packets of toilet paper, you can’t eat toilet paper and without food to eat how can you have need for toilet paper?

If you run out of toilet rolls use newspaper cut

up in squares like they did in WW2.

If there are hard times why are people buying brand new cars worth $21 g’s up to $38 g’s even higher?

I saw a man in the old Countdown who had two boxes of 12 of beer and just a few things to last a few days. There are men out there who put booze before their family’s wellbeing.

I was once in a bus stop and overheard two children say to their mum why is it dad has all that beer and we go hungry. That was in 2010.

And yet people are crying hard times.

The People over in Ukraine would be suffering hard times. The thing over here is people can’t do without their luxuries. Golf is a luxury and tennis.

We must all get our priorities right, what is

more important.

If this war still goes on you may have 12 months of high prices. Stop moaning and sort out your own budgets.

Food is the most important item on anyone’s shopping list. Put aside some luxuries and feed your families good healthy solid food not junk food either. I myself am walking the talk putting aside what I don’t need.

I have lost weight from 107 kgs down to 80 in 8 weeks with pure will power not drinking booze and fizzy drinks and chippies and takeaways .

Don’t call these times hard; you haven’t tasted real hardship yet.

This letter is only to the greedy and selfish.

WelTec delivers care and kai packages Having started with delivering only eight packages at the start of March, WelTec are now in week four of delivering over 35 kai (food) and care packages to isolating WelTec akonga (students) and their whanau from Porirua through Upper Hutt and down the Hutt Valley to Wainuiomata.

This has been enabled through the Hardship Support for Learners Fund (HAFL), provided by Te Pukenga, as well as in partnership with Te Runanganui o Te Ati Awa, in Waiwhetu, Lower Hutt. HAFL is available for all students at WelTec and Whitireia, but the allocation for akonga Maori studying at WelTec is managed by Hinemoa Priest and the Tamaiti Whaangai team, and has enabled the care and kai package initiative as well as providing direct financial support.

“We started doing the packs as a result of seeing first-hand the impact Covid was having on our akonga (students) and their whanau (families),”Hinemoa Priest,

"To truly get a sense of how far reaching this is, of some 20 students we supported with care packages in week two, a total of 54 adults and 20 tamariki (children) were in the households that received the items,” says Susan Luke Kaitautoko/Tamaiti Whaangai engagement advisor at WelTec who has been working with the team to get the packages made up and delivered using the WelTec van.

The packs include breakfast, lunch and dinner items such as Weetbix, tinned soups, spaghetti, dry pasta, sauce, as well as hygiene products like shampoo, washing powder, tissues and sanitiser. Rapid antigen tests provided by Te Runanganui o Te Ati Awa are also included, as well as a letter from WelTec chief executive, Mark Oldershaw, wishing students well and reassuring them that their place on their chosen course of study will be available to them once they have recovered.

inbrief news WhatsApp scam Police want to warn people to be wary of a WhatsApp scam circulating at the moment.

In this case scammers use WhatsApp to impersonate family members or friends in difficulty and in particular need of money.

Victims of this scam have received a message from an unknown number, claiming to be a loved one who has just lost their phone and got a replacement.

The scammer then attempts to obtain the victim’s credit card information.

Anyone who believes they are a victim of a scam, in person, over the phone or online, should immediately report it to their bank, and then to their local Police.

Kerri to stand again

With the support and encouragement of whanau and friends and members of the Wainuiomata community, Hutt City councillor Kerri Brown has announced she will be standing in the coming election.

She says it has been an honour and privilege to serve the Wainuiomata community as councillor for the past three years.

“We have achieved a lot together over the past three years, but there is still so much to do with the challenges and opportunities in front of us,” Kerri says.

“Wainuiomata continues to go through a

real period of growth and change and change isn't always easy. It brings opportunities, but it also brings challenges that we must front up to.”

Kerri says her approach has been always to put the people and families of Wainuiomata first.

“It is something I've done all my working life and something that continues to drive me today.”

In the last three years Kerri says she has been proud to champion a number of projects and initiatives.

Pathway to achieving net zero emissions Hutt City Council has launched the Lower Hutt Climate Action Pathway Te Ara Whakamua o Te Awa Kairangi ki Tai, entitled ‘ Our race against time Ka whati te tai, ka pao te torea!’, with the target of achieving net zero carbon emissions by 2050.

A lead group, consisting of Mana Whenua, local business, climate experts and community and Council representatives developed the Pathway through a co-design process, facilitated by Creative HQ. Mayor Campbell Barry, says that collective action is needed in order to achieve net zero in Lower Hutt by 2050.

"Like many areas in New Zealand, Te Awa Kairangi ki Tai Lower Hutt is facing a number of climate change challenges. We are situated on the most densely populated flood plain in the country and our coastal communities are exposed to sea-level rise.

"By implementing the Climate Action Pathway we can take action now to put our city on a sustainable path forward to reducing emissions and ultimately, commit Lower Hutt to play its part in combating climate change."

Te Atiawa Mana Whenua representative Te Karanga o te Tui Marino says, "Care for Papatuanuku and Papatuanuku will care for us. Our tupuna understood this, we must do the same for our future generations, whanau kotahi tatou."

Chair of the Climate Change and Sustainability Committee, Councillor Josh Briggs says most of our city’s emissions come from transport (petrol and diesel), stationary energy (power and heating), and waste.

"The Pathway is a collective response to

lowering emissions and sets out practical actions to achieving the target of net zero by 2050, including switching to electric vehicles and shifting to alternative modes of transport, moving away from using fossil fuels to heat homes, and reducing waste."

Hutt City Council Chief Executive Jo Miller welcomed the Climate Action Pathway which outlines the steps that need to be taken now to reduce our city’s collective carbon footprint, to cut emissions and reduce the impacts of climate change.

"It’s all of our responsibility to safeguard our place for future generations, treading more lightly on the Earth. This plan sets out the actions we can take together to fulfil that responsibility so our city and people can thrive."

Lower Hutt residents and businesses are invited to take part in the Climate Action Pathway by making pledges with the steps they intend to take to reduce emissions at hutt.city/makemypledge.

Out in the Pool Wellington City Council is excited to announce that the ‘Out in the Pool Party’ sessions are now regular monthly sessions for all queer, transgender, gender diverse and non-binary folks.

These sessions will be held on the first Sunday of every month from the 3rd of March 2022 onwards, and will run 6pm-8pm.

They invite the LGBTQI+ community and allies to dive in and swim in a safe and welcoming environment at Keith Spry Pool in Johnsonville.

There is no additional cost for the sessions, simply turn up and pay your regular pool entry fees; $6.60 for adults and $3.90 for children (spa & sauna additional).

Wainuiomata Marae has changed from vaccination centre during the week to Rapid Antigen Test distribution centre during the week.

It will still operate as a vaccination centre during the weekends, open from 10am to 4pm Saturday and Sunday.

Helping out with the distribution of RAT's Gabby Soutar says will be between 10am and 4pm during the week but the times may well be extended in the future to accommodate people coming home from work depending on demand.

“People can just call in they don't need to use the app. It was Teresea's call on how we run it and she just wants people to be able to come down and pick up with no criteria because for some whanau it is just too much,” Gabby says.

“All we ask from them is their name, their address and how many in their whare. We give them a box each and in a box are five tests,” she says.

All the paperwork comes with the test and if positive it tells them what they need to do.

“We have a manaaki team over at Kokiri Marae to help if they need it.”

What’s Cooking... in Update Classic Fish and Chips With an Air Fryer Ingredients: s 2 (10-oz.) russet potatoes, scrubbed s Cooking spray s 1 1/4 teaspoons kosher salt, divided s 1 cup (about 4 1/4 oz.) all-purpose flour s 2 large eggs 2 tablespoons water s 1 cup whole-wheat panko (Japanese-style breadcrumbs) s 4 (6-oz.) skinless tilapia fillets s 1/2 cup malt vinegar

1. Cut potatoes into spirals on a spiralizer, using manufacturer’s instructions. In batches, place in a single layer in air fryer basket; spray with cooking spray, tossing to be sure that they are coated completely.

Cook at 375°F until golden brown and crispy on the outside, 10 minutes, turning halfway through cooking.

Remove potatoes from basket, and cover to keep warm.

When all potatoes are cooked, sprinkle evenly with 1/4 teaspoon salt.

2. While potatoes cook, stir together flour and 1/2 teaspoon of the salt in a shallow dish. Lightly whisk together eggs and water in a second shallow dish. Stir together panko and remaining 1/2 teaspoon salt in a third shallow dish. Cut each fish fillet lengthwise into 2 long strips. Dredge in flour mixture, shaking off excess.

Dip in egg mixture, allowing any excess to drip off.

Dredge in panko mixture, pressing to adhere. Coat fish on both sides with cooking spray.

3. Place fish in a single layer in air fryer basket, and cook in batches at 375°F until golden brown, 10 minutes, turning fish over halfway through cooking.

4. To serve, place 2 pieces of fish and equal portions potato spirals on each plate with 2 tablespoons malt vinegar for dipping.

Hutt City Council has launched an engagement survey on the Government’s proposed three waters reforms.

Three waters services (drinking water, waste water, and storm water) are the responsibility of, and currently delivered by, individual councils across New Zealand. In Wellington, the region’s councils - including Hutt City - jointly own Wellington Water, which manages these services on our behalf.

The Government is proposing to consolidate the country’s water services into 4 publicly-owned entities instead.

"Although we have limited influence over the decisions Government will make on these reforms, it’s important for Council to understand how people in our community feel about these proposals," Mayor Campbell Barry says .

"The reform proposals are complex, which is why we have included a range of helpful

information on our engagement platform to support residents to understand what the reform proposals mean generally, and what they mean specifically for Lower Hutt."

Results from the survey will be analysed and reported back to Council. Insights from the survey will be used in the development of Council’s submission to Parliament once water reform legislation is introduced.

Campbell says that while Council’s engagement is helpful to understand local sentiment, people should also consider submitting directly to Parliament when the time comes.

"Three waters reform is a Government proposal, and people may wish to express their views directly to Parliament to influence the legislative process. When the select committee process opens, we will notify people on how to make a submission," he says.

The survey is live at hutt.city/threewaters, and will be open until 7 April 2022.

An abundance of colour By: Gerald Rillstone Artist Sue Laursen is well known to many in Wainuiomata and her latest exhibition “Natures Cornucopia” is a fest for the soul.

Two years in the making the exhibition is Sue’s style of work developed in her early years as a teen artist.

“I have always have felt colour and I don’t start out thinking of using a particular colour,” Sue says.

“What is different this year is I have added the paint pour style to some things which is combining two styles.”

Her aim for the exhibition is for it to be uplifting after a hard couple of years for everyone.

As a teenager Sue had her work accepted into the Academy of Fine Arts but over the years her style changed and the Academy decided they didn’t like it so much.

HCC to lift requirement for vaccine passes In line with the recent Government announcement Hutt City Council has decided vaccination passes will not be required at its facilities from 5 April 2022.

The changes are in addition to others that came into force at the weekend, including updates to scanning QR codes and indoor gathering limits.

GWRC seeks feedback on revenue and financing Consultation has opened on some changes to Greater Wellington’s Revenue and Financing policy, which describes how the regional council funds its expenditure.

Hunters advised not to release deer Ahead of the hunting season kicking off in earnest, OSPRI and farmers are asking hunters to think again if they are considering illegally releasing and relocating deer into new areas.

Deer hunters can unintentionally spread bovine TB by moving/releasing deer from one area to another area. Over the

years OSPRI has worked hard to eradicate TB in possums from large areas of New Zealand.

This work can all be undone by the reintroduction of TB infected deer with the potential of spill back of infection into the possum population.

Relocation and releasing of deer also has an adverse impact on the

environment. New populations of deer, or species of deer to an area, create long-term damage to that environment that can be irreversible. It is well known that deer browsing can damage native forests by feeding on forest plants, trees and seedlings.

Please think twice before releasing animals into the environment.

NRL excitement remains uncapped I had an interesting discussion with my younger brother on Sunday morning where he confessed he was falling out of love with aspects of the NRL. Take into account, he is a Gold Coast Titans fan who had watched his team blow a 22-6 halftime lead to the Canberra Raiders just 12 hours earlier but he was convinced there was a severe case of the haves and have-nots in the competition.

He was of the opinion big name players weren’t keen to come to the “smaller clubs” like the Titans, Warriors, Cowboys etc and even if they did spurn the glamour clubs

like the Brisbane Broncos, Sydney Roosters or South Sydney Rabbitohs, they only did so if the small club overpaid above and beyond what a key player would sign for at a “glamour club”.

I’m still not sure I believe his conspiracy theory as complete fact.

Teams like Penrith, Canberra and Cronulla have all had their moments in the sun in recent years and while the Roosters and Melbourne Storm are perennial title contenders, you also have big clubs like the Brisbane Broncos and St George Illawarra Dragons going through a rebuilding phase.

I pointed out to him that the Titans were paying forward David Fifita $1.2 million a season and felt that wasn’t the best use of the financial resource which could go instead to a ball-playing halfback.

He felt there was little chance in a small club like the Titans attracting a decent halfback and that had to be accepted.

I think that’s largely rubbish.

Jonathan Thurston played out his career at the North Queensland Cowboys, Nathan Cleary is firmly entrenched at Penrith and both teams have won premierships with them.

James Maloney played with Cronulla, the Warriors and Penrith while also fronting for the Roosters.

The NRL is a halfback-fuelled competition.

If you don’t have one, you’ll be battling for relevance most of the time.

I don’t believe there is a “small club tax” when trying to sign players, mostly players want as much money as they can get, just like anyone in their profession.

I do, however, believe the Warriors have been paying more for some players to cross the ditch ever since their inception.

You saw it play out last week when utility man Euan Aitken was released from his final season with the Warriors because he didn’t like the idea of playing in Auckland in 2023.

Imagine how silly that makes him look, not to mention selfish.

I’m still firmly of the belief the NRL has the best product weekto-week.

Super Rugby can’t compete with it in my view and while I’m sure some clubs make better use out of the salary cap than others, it is still tremendous viewing on a regular basis.

Ulalei juniors go back to back Ulalei’s junior touch team capped off a successful debut season in the junior schools competition played at Hutt Park sharing first place in the Year 5/6 grade. This team, which is made up entirely of St Claudine’s pupils, also won the Year 3/4 grade before Christmas.

While the make up of the team ranged from Year 2 to Year 6, all players acquitted themselves well with speed merchants Ben Smith and Terence Hadju shining. The suffocating defence of energetic youngsters Lafaele Sagaga and Noue Ma’i was the other season’s highlight.

Ulalei and Wainuiomata’s after

school care programme Jittabugz are the only non-school teams in the region’s biggest primary school competition. Says Ulalei manager Karina Sagaga, “It’s a real fillip for our club to have the opportunity to play in Wellington’s main primary school competition. We appreciate Total Touch for giving us the chance. Our kids have loved it.”

Ulalei’s touch and tag teams, whose focus now moves to supporting the club’s netball teams, acknowledge the fantastic support this season from local businesses Tungsten Electrical, Master Upholstery, NME, The Hub Laundromat and Chalet Caterers.

A four-time world road-racing champion and a New Zealand road-racing and motocross champion too, the now 86-yearold, originally from Huntly, is to be lauded as a MotoGP Legend.

New Zealand’s Anderson is set to be inducted at the 2022 Australian GP at Philip Island, the 19th round of 21 in this MotoGP season, on October 14.

In addition to his four world titles – winning two in 1963 and one each in 1964 and 1965 – Anderson was also a 19-time New Zealand champion. He is also a two-time Isle of Man TT winner.

Growing up in Huntly, Anderson played rugby league for Huntly United, and at the age of 17 he rode in his first dirt bike event on a self-made machine.

He was soon winning races

with the same determination that was later to take him to many international victories and, by 20 years of age, he was doing the same with road bikes on the tarmac.

He joined the Suzuki factory team in 1961, racing the factory’s 50cc and 125cc bikes and occasionally he competed in 250cc races for them too.

During his stint with the factory team, Anderson was double world champion (50cc and 125cc) in 1963 and retained his 50cc world title the following year. In 1965, he was crowned 125cc world champion.

Anderson’s last race for the Suzuki factory was at the 1966 Japanese Grand Prix at Fisco in October 1966, at the age of 30.

Anderson switched back to racing off-road bikes and decided to take on the international motocross circuit in Europe.

He continued at home in New Zealand and was a multi-time New Zealand motocross champion before retiring again in 1973, then aged 37.

A hard man to tie down, Anderson was soon again active

on race tracks in the 1970s and 80s and, in 2008, Anderson set his fastest ever lap around the Pukekohe road race circuit, then aged 72.

In the 1994 Queen’s Birthday Honours, Anderson was appointed a Member of the Order of the British Empire, for services to motorsport. In 1995

he was inducted into the New Zealand Sports Hall of Fame and in 2005 he was inducted into the Motorcycling New Zealand Hall of Fame.
