One of the signatories was the President of the Wainuiomata Softball Club, who signed on behalf of the club, because the bikes have been damaging Hugh Sinclair Park, where softball is played, meaning that the club has the weekly task of repairing the ground.

Hugh Sinclair Park is next to the Masonic Village.

“We the undersigned residents of Wainuiomata Masonic Village request a meeting with Hutt City Council regarding the continual health and safety problem of motorbikes (including quad bikes, dirt bikes and other noisy motor vehicles) that repeatedly use the Hutt City Council assets (parks and paths) surrounding the village on our east, north and south sides,” the petition says.

“We also call on the support of the Wainuiomata Community Board to assist in discovering what measures can be undertaken to improve the wellbing and safety of residents in regards to this matter.

“These motorbikes disrupt the peace all hours of the day and night, which has a negative impact on sleep and rest for residents and impacts negatively on residents’ health.

“There is also a considerable safety issue as residents often use these surrounding paths and

parks and the riding of these motorbikes etc often presents serious safety issues where pedestrians could be struck at speed.

“We believe Hutt City Council has a duty of care with council assets which are repeatedly used in unsafe or illegal ways, such as with these motorbikes.

“There are also often cars being able to access council paths on our north boundary from The Strand due to no barriers, or barriers being left open.

“We believe council assets paths (sic) should be safe for users and they should not present a health and safety risk to neighbours (residents in the village) or park and path users.

“We would like to discuss what HCC will do to address these issues, including the lack of signage and lack of measures to reduce incidents.

“As ratepayers of this community we would like to have council meet with us to address our concerns,” the petition says.

Ms King presented the petition during the public comment section of the community board meeting, where she also spoke to the petition.

“We are having a very bad time with the dirt bikes,” she told the meeting.

“It can happen all day and it can happen at night.

“The other weekend it lasted five hours non stop.

“With the noise we can’t go outside. We can’t even open our

windows,” she said.

It wasn’t just a case of one or two dirt bikes on the park. At times there have been 12 people riding dirt bikes on the park at the same time.

“You have got to do something about it.

“Please, I’m begging you,” Ms King said.

One major issue related to people riding bikes in the area of the playground, she said.

The playground is between The Strand and the Masonic Village.

Riding bikes in near or in the playground was dangerous “and it’s only a matter of time before a child is hit”.

“It’s not only boys but parents as well and they have little babies in front of them – no helmet, no nothing.

“It’s up to the authorities to do something about it.”

Village residents had rung the Police “but we understand the Police can’t always come.”

The people riding on the parks and path needed to be confronted about the fact they were breaking the law.

“I think you should put cameras up,” Ms King said.

She also noted that the damage the bikes were doing with gauging the grass in the parks was “terrible”.

Streets for People celebration

A celebration of the Maru – Streets for People project will be held from 2:30pm to 4pm on Friday 1 March.

The celebration will be held in the new seating area at the end of Rata Street next to St Claudine Thevenet School.

As well as celebrating the Maru project, it will also celebrate Movin’March.

Movin’March is a free New Zealand-wide celebration of walking, biking and scooting to school.

Registrations for this year’s event opened in November 2023 offering prizes for schools that registered early.

Arakura School was one of the five

early bird winners selected.

“We’re encouraging tamariki and their whānau from local schools to travel to school by foot, bike or scooter on the day [1 March],” Hutt City Council says.

Spot prizes will be available in the morning.

“Then join us after school at the end of Rata Street to cool off with an ice block and enjoy a sausage sizzle.

“We’ll have activities for tamariki as well as free bike checks to make sure your ride is in tip-top shape.”

Following the 1 March celebration Hutt City Council will run a twoweek community engagement, where they will ask for feedback on the semi-permanent design.

Construction of the semi-permanent design of the Maru – Streets for People project began on 25 January and most of the work is now complete.

However specialised paint for the intersections has been delayed in Australia due to port strikes.

Painting will now happen from 19 February.

There will be minimal impact to road users and pedestrians, the council says.

The project aims to make it feel safer, more inviting and accessible for residents of all ages to walk, skate, scooter or bike through the area and to spend time in public spaces.

It has involved a series of changes

to the current street, footpath and lane areas in central Wainuiomata.

These include: • changes to crossing points to improve visibility of pedestrians; • narrowed intersections to reduce turning speeds and improve safety; • lowered speeds within the project area to 30km/hr; • removing the metal barriers at the entrances to the laneways between Hinau Grove and Wainuiomata Road and Totara Street and Konini Street and installing planters in their place. This improves access to these laneways for people with prams, bikes, and mobility scooters while maintaining safety by preventing larger vehicles from

entering and preventing people emerging from the laneway onto footpaths at higher speed; • installing seating in the green spaces off the laneways, improving accessibility and walkability for people who may need to stop and rest; and • increased opportunities for having fun down the laneways by installing play elements.

Signage, wayfinding and artwork has also put in place to make the laneways more attractive and inviting.

Now that the semi-permanent design is in place Hutt City Council says it will be checking in with the community on how the design is performing and to see if any tweaks are needed.

Big focus on advocating for community

The Wainuiomata Community Board “remains focused on advocating for our community and supporting Wainuiomata in all ways possible,” the board’s Chair Te Awa Puketapu says in her annual report.

The report was received by the board at its first 2024 meeting, held on 14 February.

“Each Board member continues to support our community through their own activities and groups they are involved with, which is really the heart of all the work that we all do together as an amazing community.

“We would also like to acknowledge Anaru Ryall in his role at Love Wainuiomata and the work he and his team have done during this year to run community events and seeing the completion of the installation of the Wainuiomata Welcome Sign, designed by Tamariki Ferguson and carved into reality by Tiaki Puketapu-Dahm and his team,” Ms Puketapu’s report says.

“Below are some of the activities the board has been involved with within our community during 2023.

“This is not an exhaustive list but gives an idea of where some of our energy has been put as

we have been finding our way through the year.

• Christmas Markets, Wainuiomata Marae, December 2022 – An event organised by Kokiri Seaview, this was a great opportunity for us to hear from the community about their concerns and dreams for Wainuiomata.

The biggest thing we heard was the importance of green space, family friendly area/s where families can go that has all facilities and all ages can be physically active – playground (Avalon type idea, more basketball courts).

• Wainuiomata/Seaview tunnel visit – Lesa Bingley and I visited this earlier in 2022 as part of a site visit organised by Cr Quentin Duthie. This experience gave us a first hand look at this tunnel structure, the water pipe and the sewage pipe system.

• Submission to [Hutt City] Council on the Long Term Plan - The Community Board used this as an opportunity to put in front of Council what we wanted to see in Wainuiomata. A lot of what we submitted was based on what we had heard in our engagements and from residents of our community and what we are also concerned about. Areas of focus for us were the green space and Coast Road upgrade.

• ANZAC Day Parade – The

board members attended this and held the morning tea for the community.

• Spirit Awards – We gave out four Community Spirit Awards nominated by residents. This year, we decided to give awards from the four principles that we had set as a board.

• Community Funding Grants – We have had two rounds of community funding applications and have been able to support groups in their work within our community that continue to provide opportunities for everyone.

• Christmas Community Engagement 2023 - A fun day held at the Wainuiomata Mall. We heard a lot from the community about their loves, concerns and wishes for our community. Some great new ideas came through and some ideas that supported what we put into our LTP submission. Community meeting on the Long Term Plan and supported our local councillors with a community evening regarding safety planning and resilience of Wainuiomata, following the devastating flooding that was occurring in our country during 2023.

Outside of engagement activities, the board has also focused on different council work plans

throughout 2023 and provided feedback on some of the following pieces of work: • Marae signage on Parkway extension; • Indigenous Biodiversity Strategy and understanding this and its impacts; • Street naming; • Car park signage and placements; • EV car parks; • Street markings; • Storm water outlets and flow; • Maru – Streets for people; • Wainuiomata Hill – slippage, exit planning and resilience; • Queen St development; • Pedestrian crossing instal- Te Awa Puketapu. Local cricketers second after win

Wainuiomata’s first Cricket XI secured a first innings victory over Petone Riverside in their two-day match at Bryan Heath Park, which concluded on 17 February.

This sees the team lying second on Cricket Wellington’s division two table with 12.8 points, just 0.6 of a point behind Karori.

After bowling Petone Riverside out

for 219 on 10 February, Wainuiomata resumed its innings at 147 for the loss of three wickets on Saturday.

The home team then went on to overtake the Petone total when they reached 238 all out.

Captain Callum Mackaness was outstanding with the bat, scoring 78 runs, while Craig Foster with 58 and Ben Coddington with 36 made valuable contributions.

In its second innings the Petone

team declared at 215 for the loss of four wickets.

Following his five wicket bag on 10 February, Ryan Jackson was again outstanding with the ball, taking three wickets for 46 from his 10 overs. Callum took the other wicket to fall.

Wainuiomata was put in to bat with not a lot of time on the clock and reached 47 for the loss of two wickets at stumps. Ben again con-

tributed well with the bat, finishing on 20 not out.

Wainuiomata’s second XI did not lose one wicket in defeating Wellington Collegians at the Hutt Recreation Ground on 17 February.

With the victory the team retained its top spot in Cricket Wellington’s division six competition.

Batting first Wellington Collegians made 96 runs for the loss of seven wickets in a match reduced to 28

overs because of the weather.

Wainuiomata then overtook that score to post 98 for no loss in just 11 overs, giving them a 10 wicket victory.

Following the weekend’s play, Wainuiomata’s star bowler Ryan Jackson was selected in the Wellington A team that took on the New Zealand Development XI at the Hutt Recreation Ground on 19 February and Alex Moore Park today.

High school rebuild Bus improvements continuing being worked on

The rebuilding programme at Wainuiomata High School will continue, Hutt South MP Chris Bishop says.

“I have checked with the Ministry [of Education],” Mr Bishop says.

“The Ministry has told me that nothing has changed.

“The rebuild has not been cancelled nor has the school been told that.

“It is also not subject to a review,” he says.

“We are continuing with the rebuild.”

Mr Bishop’s announcement that the rebuild is continuing came after Hutt South-based Labour MP Ginny Andersen told the Wainuiomata News and others

in the community that “the last stage of the rebuild has now been cancelled”.

Ms Andersen told the Wainuiomata News that she had received information that the rest of the rebuilding programme had been cancelled from a “pretty good source” who she was not able to name because of their job.

That advice had come at a time when cuts were being made to school building projects across the country.

After Mr Bishop announced that the rebuilding programme would continue Ms Andersen told the Wainuiomata News that this was “great news for the community.

“At the end of the day the winner is the community because we have made sure it [the rebuild programme] is going to go ahead.”

Metlink is currently working on a package of improvements to public transport in Wainuiomata, Greater Wellington Regional Councillor Quentin Duthie told the 14 February meeting of the Wainuiomata Community Board.

That includes bus services to Wellington, Petone, Seaview-Gracefield and Hutt Hospital, Cr Duthie said.

Work on that was happening “at the moment, which is exciting.

“There is a recognition that Wainui is under served currently, both in terms of frequency and the amount of service, and also in terms of the routes.

“Last year was taken up with improving the reliability of the bus service, which is now consistently above 99%, which is where it needs

to be.

“That means we can look at improvements for Wainui.

“I understand that Metlink will be in touch with the community board and others in the community to do some workshopping and some design testing of ideas.

“From that I expect that a series of options or some proposals will come forth as part of the Public Transport Plan review, which happens this year.

“There are a couple of smaller improvements that I believe are in progress around a bus shelter in Wood Street and better bus access to the Strand,” Cr Duthie said.

He said he had analysed the patronage data of Wainuiomata bus services and there was a “clear pattern” of lower use of buses in Wainuiomata relative to others in the network.

“I am open to any ideas on how we can promote understanding of the services that are available, where they connect to and the relative cost.

“It is usually cheaper to use public transport for most people’s As to Bs than private cars, especially if it means maintaining and supporting a second car for the household.”

As well as improving the services there is also the need to place effort into “encouraging people to use them,” Cr Duthie said.

A petition seeking regular bus services from Wainuiomata to Wellington is currently online.

The petition has been posted on the change.org website by Vinutha Hari and is available at www. change.org/p/regular-bus-servicesfrom-wainuiomata-to-wellington.

The petition currently has more than 600 signatures.

Big plan to reduce predators

Wainuiomata Predator Free has a big aim in its bid to reduce predator numbers in the valley.

“We have approximately 250 rat traps scattered around urban Wainui,” says Gary James, the Chair of Wainuiomata Predator Free.

“We need another 1500 rat traps to give a viable cover of rat control,” Gary says.

To achieve this it is asking members of the community to buy the traps.

People can buy the rat trap and pet exclusion wooden box for a total of $15 by leaving a message on the Wainuomata Predator Free Facebook page.

“The rat trap is a humane rated trap in a wooden box with wire mesh at both ends to exclude cats and dogs getting injured,” Gary says.

“The main rat captured is the Norway rat.”

As well as asking people to buy the traps, Wainuiomata Predator Free has a number of initiatives on the go.

It has placed both stoat traps and rat traps at Harry Todd Recreation Reserve above Hine Road.

It has also started a trapping programme with the Wainuiomata Scouts.

This programme will see the Scouts involved in setting traps between the Main Road bridge over the Wainuiomata River to the the confluence of the river and Black Creek.

Wainuiomata Predator Free has also been actively trapping in Waiu Park, where it has set 100 rat traps.

As a result of this initiavitve “we have seen an increase in weta numbers and in grass skinks,” Gary says.

“We are looking for people to help

service our trap lines, join our management group or help to set up trap lines.”

“We have funding support from Hutt City Council, Nikau Foundation and Hutt Mana Community Trust to buy our stoat traps.

“Our future plans are to have trap lines along Black Creek, and other streams on the valley floor to help reduce the numbers of stoats [and] weasels reaching the kiwi population, and reduce rat numbers and hedgehog numbers that predate our ground and tree nesting bird species.”

The challenge of water investment

Investment in water is one of the major challenges Hutt City Council is considering as it works towards developing its 2024-2034 Long Term Plan, Lower Hutt Mayor Campbell Barry told the 14 February meeting of the Wainuiomata Community Board.

“We have our draft Long Term Plan being signed off on 20 February.”

After the draft plan is adopted by the council it will then be open for public consultation.

“I am hopeful we can get some really good engagement through our consultation process.

“It’s about taking on the feedback from people and delivering the final Long Term Plan,” the Mayor said.

“This has been the most challenging Long Term Plan in my time in council,” the Mayor said, noting that covered the last 10 years plus.

“The council is not kicking the can down the road when it comes to water infrastructure and other issues we are aware of.

“We are looking to invest more in

water than any other council in the Wellington region – even though there is a city that is double our size just down the road.

“That’s a total of $1.5 billion over 10 years.

“What we know is that Wellington Water is telling us that is still not enough.

“The main challenge is the cost on our ratepayers,” the Mayor said.

“If we were to put that in our plan we would be looking at 16% rate increases every year for five years.

“The cumulative effect of that would be on our residents.

“That’s a big reason why I’m a strong supporter of reform and change, because we need more financial tools and mechanisms to be able to spread the cost over a longer period of time.

“So we will work with the government on what a more sustainable product will look like,” the Mayor

said.

He also noted that there was “around a 60% chance we will go into level 3 [water] restrictions over the summer.”

Currently Wainuiomata is under level 2 restrictions.

Under the level 2 restrictions, all unattended watering systems are banned. This includes household sprinklers and irrigation systems.

People can water their gardens by hand any time, on any day, so long as they don’t leave their garden hose or watering device unattended.
