Testament to spirit of Karori’s surroundings Ash completed the new Karori mural this week, putting the final touches on his work on 19 December.

The new mural is located on England Lane, on the wall that runs from the Karori Library to the Karori Recreation Centre.

“The new mural in the centre of our community is a testament to the spirit of our surroundings,” the Karori Business Association’s Manager Penny Murdoch says.

“This mural not only adds a visual feast to our surroundings but it also establishes a connection between the people and the place they call home as well as inviting engagement and sparking conversations among passers by.

“Reflecting the surrounding natural environment and incorporating subtle complimentary geometric forms, Ngahere connects the three surfaces of the walkway.

“Featuring abstractions of native flora these flowing forms are woven together along the walls.”

with pops of colour, shadow and suggested movement.

“As you walk up the ramp and into this mural the composition grows along the walls with organic shapes and shadows like a journey into the hills,” Penny says.

“I’m very grateful to the Karori Business Association and the Wellington City Council for this opportunity,” Ash says.

Karori Connections going ahead WCC says

The Karori Connections project will go ahead, Wellington City Council has told the “Independent Herald”.

The “Independent Herald” asked the council if the project was going ahead or not following the 17 December announcement by Transport Minister Simeon Brown that he had put the brakes on dozens of council projects involving cycling, walking and public transport across New Zealand.

The projects the government was stoppoing did not include those which had already been contracted, the Minister said.

The “Independent Herald” asked WCC two questions.

The first was whether or not Karori connections was going ahead and the second was: “Has NZTA funding for the Karori Connections been agreed or approved?”

“The Karori project pre-implementation has been funded through Climate Emergency Response Fund (CERF),” the council said.

“The project also has some co -f u nd i ng f rom GW RC [Greater Wellington Regional Council].”

Wellington City Councillor Ray Chung says he is not sure that it is actually true that NZTA funding for the Karori Connections implementation has been approved.

Cr Chung has emailed Transport Minister Brown seeking clarification.

His email followed a meeting he and other Councillors attended, along with the council’s CEO Barbara McKerrow, on 19 December.

“We’ve just had a meeting with Barbara McKerrow who said that all the cycling projects that are on the plans but not yet started will still proceed because funding has been approved by NZTA,” the email said.

In going ahead with the Karori Connections project the council “are simply disregarding the people,” Cr Chung said.

The council had said that 56% supported the project.

That is “actually not true,” Cr

Chung says.

“When you put all the submissions together 70% of people oppose it,” he says.

The Karori cycleway project has been approved, Councillor Tony Randle says.

However “it will be very painful if they do it because people don’t want it,” he says.

Although the project has

been approved “one of the things giving uncertainty is that the Minister [of Transport] has not released his Government Policy Statement (GPS) on Transport.

“That will set the direction for transport.

“Until the Minister releases the GPS he is a little bit hand tied in terms of what he can tell people.

“The council might be taking a risk in acting without understanding what the GPS provides,” Cr Randle says.

Northland celebrates Christmas Northland has celebrated the end of the year and the Christmas season with numerous community activities.

These included Community Carols at the Northland Community Centre which featured singing from Northland School’s junior and senior choirs, a community music group convened specifically for the event, and a modern take on the traditional Christmas story.

On the same day the pre-Christmas fair celebrated lots of baking, preserves, plants and upcycled Christmas goodies.

St Anne’s Church also hosted an ‘allcomers’ Christmas pageant on Sunday 10 December which was told from the

perspective of the inn-keeper.

During December, people from St Anne’s church have also contributed to the Wellington City Mission and its Star Boxes for families in need, as well as helping the Mission to Seafarers prepare packs for ships’ crews visiting over the Christmas period.

St Anne’s has a number of family-friendly and short Christmas services planned.

These are the sweet-filled ‘Christingle’ service at 6pm Christmas Eve and on Christmas Day there is a service at 9.30am.

Both services should allow time to celebrate the ‘reason for the season’ and to fit in the round of visits for that all-important family time.

inbrief news AA still running Alcoholics Anonymous will continue holdings its sessions in Newlands throughout the Christmas and New Year period.

The sessions will run every Tuesday evening from 6pm to 7pm at the Newlands Community Centre, 9 Batchelor Street.

This will be the only time the community centre will be open during the holiday break.

The centre will be closed from 2pm on Friday 22 December until Monday 8 January.

After that it will be open for its usual hours of 9:30am to 5pm.

During the Christmas New Year break the centre will not be available for bookings.

Suspended bus services return Bus services suspended in 2022 by the driver shortage returned this week.

The 59 Metlink weekday bus services that were suspended returned on 18 December, thanks to successful driver recruitment.

The return of the suspended services is a positive sign for the future of public transport in the capital, says Greater Wellington Transport Committee chair Thomas Nash and Wellington Mayor Tory Whanau.

With the capital’s bus reliability rating above 99% since September and 2.2 million bus passengers boarding every month, Cr Nash says Metlink’s service is world class.

“Following Covid, our patronage has bounced back faster than Auckland, Sydney and London.

“We know state highway traffic through the city is down since 2019 and bus use is up.

“Investing in bus lanes from the railway station to the hospital and airport makes total sense and should be accelerated as we develop the package ahead,” Cr Nash says.

“With bus operators and the government, we lifted driver wages this year, but we know more needs to be done to cement recruitment gains.

“We can’t thank our bus drivers enough for putting in the hard yards and getting Wellingtonians where they need to go.

Puppet show coming to Newlands

“Flutter”, a delightful and empowering story told through the magic of puppetry, will be performed at the Newlands Community Centre on 25 January.

It is the story of a bat who is afraid of the dark.

He finds his courage and discovers the beauty of the night when he is befriended by a glow worm who thinks she is a star.

Presented by String Bean Puppets, “Flutter” will run from 11 to 11:40am and is suitable for tamariki aged from four to 10.

The show will be followed by a shadow puppet workshop, where attendees will learn how to create beautiful and magical shadow puppet creatures using materials found around the house and garden.

The workshop will run from 11:45am to 12:30pm and is recommended for ages six to 10.

Younger children are also welcome and can participate with supervision

Urgent action on climate change needed Fridays for Futures says it is asking the new Minister of Climate Change, Simon Watt to endorse the Expert Working Group on Managed Retreat programme as a matter of urgency.

The expert working group was established by the Ministry for the Environment in September 2022.

The group’s key objective was assist officials to develop detailed design options for a robust, equitable and enduring managed retreat system.

“Our government needs to end fossil fuel subsidies and put a proper price on carbon, Fridays for Futures said in a media release issued on 24 November.

and nitrous oxide.

“These wetlands and peatlands are now turning from being sinks into powerful sources of greenhouse gases.

“The circulation of currents in the Southern Ocean has slowed by 30% since the 1990s.

“In the Antarctic, the melting of sea ice has accelerated drastically across the southern summer and failed to recover during the southern winter.

“This suggests an accelerating change of state.

“It could lead to the collapse of the freshwater ice shelves perched above the sea ice, with catastrophic rises in global sea levels.

“The Amazon may be approaching critical transition. Deforestation and climate breakdown could cut off the circulation of rainfall, triggering a rapid flip from rainforest to savannah.

Directed and designed by masterful Ian Harman, “The Supper Club” will feature the

impeccable talents of Musical Director, arranger and pianist Tom McLeod, saxophonist/guitarist/clarinet player Blair Latham, drummer Olivia Campion, and double bass player Scott Maynard in The Jazz Hot Supper Club Band.

The line-up of songs they will perform include: It’s De-lovely, Non, Je ne Regrette Rien, Puttin’ on the Ritz, These Boots Were Made For Walkin’, Too Darn Hot and many more.

Award-winning Entertainer Ali Harper is a graduate of Toi Whakaari: The New Zealand Drama School.

With her career spanning 30+ years, Ali has starred in many of the great theatres throughout Aotearoa.

She has also produced and toured The Court Theatre’s production of the one woman show “Songs for Nobodies” where Ali was awarded ‘Best One Woman Show’ at New York’s United Solo Festival on 42nd Street in 2018 as well as The Court Theatre’s

production of “Bombshells” where Ali was awarded ‘Best Actress’ at New York’s United Solo Festival in 2014 and ‘Chapman Tripp Best Actress’ in Wellington in 2008.

Ian Harman is a director, choreographer and designer. Circa audiences will know him for his award-winning design work on “ACHE”, “THE MYSTERY OF EDWIN DROOD”, “A DOLLSHOUSE” and “HAND TO God”.

He won best production and director for “The Glass Menagerie”.

Wadestown resdient Aroha Morrison is taking part in the 2024 New Zealand Fringe Festival with her play “Death and Honey”.

As well as being the show’s creative lead, Aroha also stars in the play alongside Piripi Amohau.

An emerging theatre practitioner, Aroha is one of two western and northern suburbs residents involved in the upcoming production of “Death and Honey”.

Raya Hotter, the visual designer

and marketing manager, lives in Khandallah.

Aroha and Raya met at high school - Wellington Girls College.

“I believe both schools had a massive influence on where we are today as the arts spaces available were incredibly nurturing,” Aroha says.

The company is inviting everyone to witness “Death and Honey”, their two-person multidisciplinary performance exploring our human relationship with Death from the perspective of a young girl.

Taking to the stage for its development season from 21 to 24 February as part of the Fringe Festival, “Death and Honey” starts 6:30pm each night at Te Auaha.

It will provide 40 minutes of thought provoking performance.

“I’ve wanted to create a stage piece big on the aspects of movement and poetry for a long time, and after a fabulous Saturday afternoon nana-nap I woke up with this idea and I knew it would work perfectly with these modes of performance I’d been dying to use”, Aroha says.

“Death and Honey” provides a safe space for reflection on themes many may have considered, yet without knowing how to begin the kōrero.

A story born from love of movement and a mild terror of mortality, “Death and Honey” offers nuggets of gold for old and young alike and the tight-knit team of young artists at the helm are fizzing with excitement at bringing audiences their vision: “What really happens when Death enters your life?”

Wellington City Council has won a 2023 Recreation Award.

The council won the award for Te Whai Oranga Pōneke, its open space and recreation strategy.

This document provides a framework and strategic direction for the council to manage and develop public open spaces, recreation facilities and recreation programmes and services over the next 30 years.

It’s mission is to support Wellingtonians to live well, and connect to nature and each other.

The awards are presented annually by Recreation Aotearoa Te Whai Oranga, which represents all professionals in the recxreation industry.

“It’s an honour and a privilege to recognise the work being done by groups and individuals across Aotearoa to support their local communities to be active,” Recreation Aotearoa Te Whai Oranga Chief Executive Sarah Murray says.

“Our communities have faced big challenges over the past year, particularly around Cyclone Gabrielle and the effects of climate change on our country.

“Now, more than ever, it’s important to highlight the benefits that recreation brings to the wellbeing of our people while we acknowledge those who are doing great things in the recreation sector for their communities,” Sarah says.

Locals looking after streams The Glenside community are undertaking water quality monitoring in local streams as part of a Mountains to the Sea Citizen Science programme.

They found nitrate and phosphate levels indicative of a sewage discharge were four times’ expected levels in the Kenepuru-iti stream (upstream from Wingfield Place) tested by Mountains to the Sea and Glenside volunteers last week.

“The e-coli results were so high that Mountains to the Sea believe there may be a sewage leak upstream,” said Claire Bibby, one of the volunteers. Very few macro-invertebrates were found in the water. “Porirua City Council advised us to do another test in three months and if the levels are similar, they will follow up with the relevant authorities.”

Alpine Plants with Jim Jermyn At their last meeting of the year the Onslow Garden Club hosted Scottish alpine plant expert Jim Jermyn. Jim told of his adventures looking after the famous Branklyn Garden in Scotland and inspired travel lust in his audience by talking of the places he’d visited “botanising” for alpine plants.

Jim had visited Otari-Wiltons Bush earlier that day and been shown around by manager, Tim Park, so the Onslow Garden Club’s gift of a copy of Club member Bee Dawson’s history of Otari, was very well received.

Keeping rates affordable in regional long term plan Greater Wellington Regional Council’s next Long Term Plan will balance maintaining and improving services while keeping rates affordable despite rising borrowing costs, insurance and inflation, the council’s Chair Daran Ponter says.

Greater Wellington’s Long Term Plan Committee, led by Councillors and Mana Whenua representatives, faced managing a 10% rise in borrowing costs, insurance and inflation while still delivering services to the standard the community expects to see across public transport, environmental management and the operation of regional parks.

“We’re currently sitting around 20% in the first year and lower in the years after that,” Cr Ponter says.

“Rising costs are an issue across New Zealand but no one else is queuing up to deliver the value, benefits and outcomes the regional council provides.

“Our communities want to keep

“We’ve witnessed first-hand the havoc Cyclone Gabrielle caused and we’re likely to have more events like this, as the ever-increasing risks from climate change take hold.

“That’s why we’re continuing to prioritise flood management programmes in next year’s Long Term Plan.

“Every dollar we spend here helps protect billions of dollars of Crown infrastructure assets, from highways and railways to schools and hospitals.

“More importantly, this work ensures the safety of hundreds of thousands of people by keeping their homes and businesses above water.

“Going backwards here is not an option,” Cr Ponter says.

“We’re also going to keep up our efforts on removing pest plants and animals from our region. People

want to keep our green spaces, forests, and special places healthy and productive.

“If we leave them unchecked, we will see significant degradation of environments and habitats that provide for a wide range of regionally and nationally significant native plants, birds and animals.

“By protecting our environment and biodiversity from pests we are also supporting a climate resilient region.

“The trees and plants we protect now are the same ones that will capture significant carbon in the future,” Cr Ponter says.

Adrienne Staples, Regional Councillor for the Wairarapa and Deputy Chair of Greater Wellington, says investment in public transport was another key area of focus for the Long Term Plan Committee.

“Hundreds of thousands of people rely on public transport across the region each day,” Cr Staples says.

Formal consultation on Greater Wellington’s draft Long Term Plan will open in late-March 2024 and will be focused on the themes of a resilient future, a thriving environment and connected communities.

Community members will get to hear more about the Long Term Plan ahead of the formal consultation period as Councillors and Mana Whenua take information out to their iwi, community groups and residents’ associations over the next few months.

Wharfies and Phoenix collaboration Waterside Karori Association Football Club has a new collaboration with Wellington Phoenix as they look to grow their Pre-Academy Centre (PAC) programme in the Wellington area.

As part of the collaboration All Whites legend Rory Fallon has been appointed the new head coach of the Waterside Karori men’s first team.

Rory has been the head of youth development at the Phoenix Academy for the past two years and has coached age-group teams, alongside coaching commitments with the national team.

He will continue to work within the Phoenix in a different role as well as with Waterside Karori.

In partnering with the Phoenix, Waterside Karori will join a wide network of clubs across the country who have adopted the PAC programme in the past two seasons.

The PAC programme is targeted at players in the skill acquisition phase (ages 9-12) and looks to build on their key skills and confidence to help them take the next

step in their football journey.

PAC clubs are able to utilise the Phoenix’s pre-academy training programme and development centre, which is an online platform to develop players, coaches and parents.

“We see this as a fantastic opportunity to build linkages between our community club and our professional neighbours, and to give our best performing boys and girls a clear pathway into the Phoenix youth academies and beyond,” the club says.

“We will continue to run our Swifts, Girls only and junior social programmes, with the PAC overlay for players, coaches and parents to be introduced next season.

Waterside Karori has also announced that Tory Schiltgen will return next season as head coach of the women’s first team.

Tory joined the club this year and helped lead the women’s team to victory in the Women’s Central League as well as gain qualification for the inaugural season of the Women’s National League in which they placed fifth.

Mayor and Councillors speak about review Both the Wellington Mayor Tory Whanau and four Councillors have issued media releases following the Code of Conduct review which investigated whether or not five City Councillors had leaked confidential information to the media.

The review, conducted by Linda Clark, a partner at law firm Dentons Kensington Swan, found that there was insufficient evidence to identify who had leaked the information.

Mayor Whanau issued her media release responding to the Code of Conduct investigation on 8 December.

The next day Councillors Diane Calvert, Nicola Young, Tony Randle and Ray Chung issued a media release responding the Mayor’s media release.

“The Code of Conduct investigation into the conduct of five councillors regarding a publicly excluded briefing on the Courtenay Place Precinct has found there were breaches to the council’s Code of Conduct policy,” the Mayor said in her release.

“In respect to whether there were any breaches to the Code of Conduct, the review found: • Crs Calvert, Young, Chung and Pannett breached the code by failing to observe confidentiality when they responded to media inquiries; • Crs Randle and Young breached the code by failing to show respect to other councillors when they made comments casting shade on the actions and motivations of fellow councillors who could not speak out in reply.; • Crs Chung, Calvert and Young breached the code by criticising

council staff in public statements.

“The recommendations from the review were: • that the Mayor noted the report; • refresher training be provided to all councillors (including the Mayor and Deputy Mayor) on sections 6 and 7 of LGOIMA [the Local Government Official Information and Meetings Act 1987] including practical guidance on where it is appropriate to withhold information from the public, in what circumstances it might be in the public interest to do so and how to maintain confidentiality in circumstances where information is being withheld; and • a workshop of all councillors (including the Mayor and Deputy Mayor) is convened, under the stewardship of an independent trained facilitator, in which this complaint can be discussed and all grievances about it aired. This workshop should be held with the public excluded.

• Additionally, it was suggested that Council should consider expediting its planned review of its Code of Conduct.

“I’d like to thank Linda Clark for conducting this review.

“I will be accepting these recommendations and have asked our Chief Executive to provide advice on progressing these recommendations as well as bringing forward an update to our Code of Conduct policy in our work programme.

“As Mayor, I want to have a collaborative working environment where we robustly debate ideas, policy detail, and the decisions we make.

“That is critical for a healthy democracy and what our city deserves.

“The decision to appoint a reviewer to investigate the Code of Conduct complaint reflected the seriousness of the issues raised.

“I want us all to be delivering for the city in a way that always has good conduct at the heart of how we work, and I really do hope we can come together to remedy it.

“Now the investigation has concluded, I will review the Chair positions as I committed to a year into the role and to reflect the resignation of former Councillor Tamatha Paul. I did not want to review the Chair positions whilst the investigation was underway, as I felt that was unfair for those being investigated and the inquiry needed to run its course.

“There continues to be a majority in the council that has worked constructively to drive a programme of work that has seen already great outcomes for the city we love.

“In saying that, I would like to see more collaboration across the floor, or at the very least, robust debate that is fair.

“In recent weeks we unanimously passed the key priorities for the Long-term Plan. I want us to continue to drive these outcomes in a way where all Councillors are constructive and arguing the policy.

“I’d like to acknowledge that this the release of this report comes at a time when I have recently displayed public intoxication because of issues with alcohol.

“Whilst a very different issue, it is clear is we must all lift our game and work towards being better stewards of the city and

this is something I am deeply committed to.

“I know that our residents don’t want to see us distracted by internal spats or personal issues.

“I hope reviewing the Code of Conduct will help draw a line in the sand so we can focus on the issues that matter.

“All of us, despite our differences, bring strengths and expertise to the council table and I would like to see that harnessed.

“For instance, I’ve really valued the hard work and advocacy Councillor Pannett has brought to her mahi on ensuring we address earthquake prone buildings in the city.

“I look forward to all Councillors working more constructively for Wellingtonians in a way that is responsible and considered,” Mayor Whanau said.

“In response to the Mayor’s media release about the Code of Conduct investigation against a third of Wellington City Councillors, we are releasing the full report to provide balanced reporting,” the media release prepared on behalf of Councillors Diane Calvert, Nicola Young, Tony Randle and Ray Chung said.

At the time they issued the media release the full report had not been released by the council.

“The review found there is ‘insufficient evidence to identify who leaked the information’. This was the main reason for instigating such a review,” the media release continued.

“We reject all other the findings and knew from the outset that this was an orchestrated attempt by the Mayor and Deputy Mayor to discredit and silence councillors who dared to speak up

about significant concerns (albeit embarrassing to council) such as water infrastructure funding, funding priorities, engagement practices, lack of transparency, the city’s financial crisis and the programme governance around Let’s Get Wellington Moving.

“We were invited to participate in the review and our participation is noted within the report including emails.

“The Mayor, and Councillors John Apanowicz and Ben McNulty were referenced in the review for commenting to media, but were not investigated because the complaint by the Deputy Mayor ‘does not identify these individuals’.

“The Mayor chose Linda Clark from Denton’s, despite their personal and business connections, which brought the report’s neutrality into question.

“The report’s findings were based on incorrect assumptions, together with loose and conflated connections on comments made on other topics.

“The report’s recommendations do not relate to the findings and appear to be clutching at straws.

“After two months, tens of thousands of dollars of ratepayers’ money and a weaponised code of conduct process that’s just not credible and for what?

“Nevertheless we are pleased the Mayor is now looking to provide an environment for collaboration whilst acknowledging her own behaviour and that of others.

“We look forward to a more inclusive leadership approach moving forward into the new year,” Crs Calvert, Young, Randle and Chung’s media release said.
