We’re Just Getting Started

“Over the last decade, we have reimagined almost every aspect of the Association to keep it relevant for today and for the future.”

On Jan. 2, 2015, I became WSDA’s seventh executive director since the Association’s incorporation in 1954. In that time, WSDA has accomplished a lot to support our members in providing optimal dental care. In fact, over the last decade, we have reimagined almost every aspect of the Association to keep it relevant for today and for the future.

We’ve launched new ventures including WSDA Retro, which provides free workers’ compensation support, and ComplyBetter, a brand new dental compliance software solution. We’ve made it part of our mission and have identified strategic priorities to support diversity, equity, and inclusion, and we have taken definitive steps toward advancing that objective. Washington Dentists’ Insurance Agency (WDIA) has grown significantly as we’ve maintained our focus on providing unmatched customer service and the best insurance products tailored to the needs of Washington dentists. Advocacy (legislative, regulatory, and legal) has been a focal point over the last decade as we’ve stood up and fought the fights that need to be fought. WSDA has been seen as an innovative exemplar in organized dentistry for decades, and we fully intend to remain so in the years ahead.

It is a privilege and honor to work with an amazing team, standing on the shoulders of those who came before us, building on their legacy and working to actualize the mission and vision of this organization. I am grateful for the amazing team of staff (both current and former employees), consultants, volunteer leaders, and members that have joined me in the trenches and diligently worked on behalf of Washington’s dental community.

To Our Volunteer Leaders: Thank you for dedicating your valuable time and expertise to shaping the future of dentistry. Whether you’re organizing CE events at your local society, serving on a WSDA task force advocating for policy changes with major carriers, sharing your expertise by contributing to ADA committees, or mentoring new dentists, your leadership is invaluable. Fixing Washington’s Broken Dental Benefits System

In preparation for the 2025 legislative session, WSDA board members, volunteers and staff were putting the finishing touches of some of the most important legislation the association has ever proposed.

The language that eventually became Senate Bill 5351 and House Bill 1535 contains a series of fundamental reforms that will put patients back at the center of the dental benefits system. These reforms include:

• Out-of-network benefits: ensuring that patients receive the full benefits their premiums have paid for, regardless of what dentist they choose.

• Prohibition of same-day service denials: ensuring that claims for covered procedures are paid even if multiple services are performed in a single appointment.

• Direct more premium dollars to patient care: requiring dental plans to pay out a negotiated minimum of the premiums they collect (the dental loss ratio) in patient claims.

“These are important concepts that we have raised in the past,” said WSDA Advocacy Director Kevin Schilling. “But this year we did a lot more advance work, talking with lawmakers around the state during the interim in preparation for introducing the legislation early in the session. As a result, we have strong bipartisan sponsorship and support for our proposed reforms.”

By the time WSDA members receive this issue of the magazine, both the House and Senate versions of the bill will have been heard in their respective healthcare committees. Like all bills, they will have to meet certain process deadlines to remain alive for further consideration.

Given these myriad steps, it’s a cliché that it is easier to kill a bill in Olympia than it is to pass one.

So WSDA is supporting the proposed legislation with the most comprehensive and aggressive campaign it has ever undertaken. The campaign includes eye-catching digital advertising in The Seattle Times and other newspaper websites around the state and a

series of video messages. These ads all direct interested consumers to a campaign website ( FixDentalBenefitsWA.com) where they can get more information on the issue and register their support for the legislation. Additionally, WSDA is reaching out to reporters and columnists, and working to place opinion columns in key markets around the state. And you have probably received calls to action to share your support with your legislators – thank you for responding to those calls in a timely manner!

This legislation was the centerpiece of

2025’s Dental Action Day, where over 100 WSDA members and UW dental students visited Olympia to show support for these dental benefit reforms and other oral health issues. There are plenty of powerful forces that would love to see this issue go away. So, to reach the finish line and put a bill on the governor’s desk for signature, we will need all WSDA members and concerned patients to continue voicing their support. Upcoming Laws & Regulations

Beneficial Ownership Reporting On Hold

The Corporate Transparency Act, enacted by Congress in 2021, requires certain businesses — including many dental practices — to report information about their ownership to the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN).

On December 26, 2024, the Fifth Circuit Court of Appeals reinstated an injunction that will temporarily relieve impacted businesses from compliance. Oral arguments are scheduled for March 25, 2025 to determine the injunction’s future. Meanwhile, reporting companies are currently not required to file beneficial ownership information (BOI) with FinCEN while the order remains in force.

Opioid Prescribing Exclusions

Effective March 6, 2025, amendments to WAC 246-817-905 will expand the types of patients exempt from opioid prescribing regulations for dentists. The rule change broadens the exclusions to include patients in Residential Habilitation Centers and other facilities, granting them access to necessary opioid therapy under specific circumstances. This aligns with recent updates from the Washington Medical Commission, promoting consistency across healthcare professions and aiming to improve pain management options for individuals in specialized care settings while maintaining safeguards to prevent opioid misuse.

Equal Pay and Opportunities Act

The Washington State Department of Labor and Industries (L&I) has updated the state’s Equal Pay and Opportunities Act (EPOA) rules, to align with Substitute House Bill 1905 (SHB 1905), which will go into effect July 1, 2025. The EPOA now expands protections against pay and promotion discrimination to include 14 protected classes, significantly broadening the previous scope limited to gender-based discrimination.

These updated rules clarify existing EPOA requirements and grant L&I the authority to enforce these new provisions. While the previous EPOA primarily focused on gender equality in compensation and advancement opportunities, the expanded protections now cover a wider range of protected classes, ensuring a more equitable workplace for all employees in Washington state.

Recently Implemented Laws & Regulations

Pediatric Sedation Endorsement

As part of the new anesthesia rules, dentists administering any type of moderate sedation to pediatric patients aged 12 and under are required to obtain a pediatric sedation endorsement.

To obtain this endorsement, dentists must have a valid moderate sedation permit (enteral or parenteral) and have either completed:

• A CODA-accredited postgraduate program in pediatric dentistry, oral and maxillofacial surgery, or dental anesthesiology; or

• Predoctoral dental school, postgraduate instruction, or continuing education (CE) that includes at least 37 hours in minimal and moderate sedation and an additional 14 hours focused on pediatric sedation.

To retain a pediatric endorsement, dentists will need to complete 14 hours of CE each renewal cycle as well as maintain current Basic Life Support and Pediatric Advanced Life Support certifications.

Due to delays in implementing the new licensing management system (HELMS), the original effective date of Jan. 1, 2025 has been extended by the Washington Dental Commission. Dentists now have until June 30, 2025 to submit applications for the pediatric sedation endorsement.

Removing Barriers to Temporary Practice Permits for Military Spouses

Effective Dec. 23, 2024, licensed military spouses from other states no longer need to leave their current employment before applying for a temporary practice permit in Washington.

These amendments to WAC 246-817-187 streamline the licensing process for military spouses and aim to facilitate a smoother transition by removing barriers that often pose logistical and financial challenges for military families seeking to continue their professional careers in Washington.

Rules Under Consideration

Worker Representation in OSHA Inspections

To align with the Federal Occupational Safety and Health Administration’s (OSHA) regulation 29 CFR 1903.8, the Washington State Department of Labor and Industries (L&I) is proposing updates to chapter 296900 WAC, Administrative rules, pertaining to worker walk-around rights during workplace inspections. Effective May 31, 2024, this federal regulation grants both employers and employees the right to have a representative accompany OSHA officials during inspections.

These proposed rule changes will ensure L&I’s regulations are at least as effective as federal OSHA standards. The updates clarify that employees can choose either a fellow employee or a third party with relevant knowledge or experience to act as their representative. While OSHA officials retain the right to refuse accompaniment if it obstructs the inspection, these changes aim to strengthen worker participation and representation during workplace safety inspections.

Workplace Violence Rules for Healthcare Settings

To enhance workplace safety in healthcare settings, the Washington State Department of Labor and Industries (L&I) is proposing new rules outlined in chapter 296-830 WAC, addressing workplace violence. This expedited rulemaking aims to codify existing statutory requirements under chapters 49.19 RCW, 72.23 RCW, and 49.95 RCW, which mandate employers in healthcare settings to implement programs to prevent and address workplace violence and abusive behavior.

These new rules clarify employer responsibilities, which include establishing policies, providing employee training, and maintaining records of incidents. By formalizing these requirements, L&I aims to increase transparency and improve enforcement of workplace violence prevention measures, ensuring safer environments for healthcare workers across Washington state.

Expanded Function

Dental Auxiliary Licensure Requirements

The Washington Dental Commission is considering amending WAC 246-817-195, Licensure requirements for expanded function dental auxiliaries (EFDA), to make the amalgam clinical patient requirement optional for EFDA licensure.

This proposed change comes in response to feedback from EFDA programs in Washington state, citing difficulties students face in finding clinical patients for amalgam restorations due to the declining use of amalgam in dental practices. The Commission will review public comments and further consider this rule change in the coming months.

Dental Assistant Registration

The Washington Dental Commission is considering amendments to establish a minimum age requirement for dental assistant registration. This proposal references L&I state labor laws, which prohibit minors from working in hazardous occupations, including those with potential exposure to bloodborne pathogens. There is an exception for minors enrolled in training programs. The Commission intends to clarify dental assistant registration eligibility for minors and ensure compliance with these labor laws.

Dental Therapy

The 2023 legislative session saw the passage of Engrossed Substitute House Bill 1678, which authorized dental therapists to work in FQHCs and FQHC Look-Alikes in Washington state. The Washington Dental Commission Dental Therapy Committee has since begun preparing for the implementation of this new profession by beginning the rulemaking process for this profession.

Dental Licensure Requirements

The Washington Dental Commission Continuing Competency Committee has held several discussions on licensure requirements for dental school graduates of non-accredited schools as well as on the pathway to dental licensure without examination. From those conversations, the Committee is proposing clarifying the clinical and didactic educational and training requirements for dental licensure without examination to ensure minimum competency requirements are met. This proposal is in response to Committee members’ concerns that current regulations may allow licensure without sufficient hands-on clinical training.

Accessible Prescription Labeling

In response to petitions advocating for increased accessibility, the Pharmacy Quality Assurance Commission is in the process of developing new rules to ensure prescription information is readily accessible to individuals with visual impairments or limited English proficiency.

Under the proposed rules, for prescriptions dispensed in office for patient take home use and upon patient request, health care providers will be required to provide prescription information in accessible formats such as braille, large print, and electronic formats that can be read by assistive devices. This rule will apply to prescriptions such as prescription toothpaste, mouthwash, or teeth whitening products.

Additionally, the proposed rules require that upon patient request, providers make available competent oral interpretation and written translation services for prescription instructions to patients with limited English proficiency.

Pediatric Sedation Endorsement Goes into Effect June 30, 2025

How it Prioritizes Safety and Reduces Risks for our Most Vulnerable Population

As of June 30, 2025, the Pediatric Sedation Endorsement is in effect, setting a new standard in pediatric dental care. Established by the Washington Dental Commission, this endorsement focuses on improving safety for children during sedation procedures. With a rise in pediatric cases requiring sedation, these new requirements aim to significantly reduce the risk of complications and prevent tragic outcomes, ensuring that young patients receive the highest level of care.

The Need for Enhanced Safety Measures

Administering sedation to children carries inherent risks due to their unique physiological and developmental factors. Children respond to sedation differently than adults, and their smaller airways, faster metabolism, and varied emotional states can complicate even routine dental procedures. The Pediatric Sedation Endorsement addresses these risks by implementing stricter guidelines and uniform training requirements for practitioners providing sedation for pediatric patients.

The Washington Dental Commission made these changes because of the nationwide rise in sedation-related adverse events. This included several tragic incidents in Washington State. While such cases are rare, the consequences can be devastating, with some leading to permanent injury or death. By standardizing sedation practices, the endorsement aims to minimize preventable deaths and complications, safeguarding the well-being of pediatric patients at every stage of care.

Training and Certification to Protect Patients

The new endorsement requires comprehensive and specialized training to keep pediatric patients safe. Practitioners must have extensive education in areas critical to pediatric sedation, including:

• Pharmacology tailored to children’s unique needs

• Airway management to address potential respiratory issues

• Emergency protocols designed to respond to complications quickly

Hands-on competency assessments will also ensure dentists are knowledgeable in theory and can effectively apply life-saving techniques that may occur in their offices. This will provide an extra layer of assurance that dental professionals are equipped to handle the unpredictable nature of sedation in children.

To maintain the endorsement, practitioners must also complete periodic continuing education (CE) courses. This ensures that dentists stay current on the latest safety protocols and advancements, continuously improving their ability to protect pediatric patients from harm.

Strengthening Monitoring to Prevent Tragedies

Mandatory use of enhanced patient monitoring tools during sedation procedures is already in place for both levels of moderate sedation permit holders. This includes equipment such as capnography (which measures carbon dioxide levels during exhalation) and pulse oximetry (which monitors oxygen saturation in the blood). Licensed dentists who hold a moderate sedation with enteral agents or a moderate sedation with parenteral agents permits are required to utilize pulse oximetry, and licensed dentists who hold a moderate sedation with parenteral agents permit are required to utilize capnography.

By requiring advanced monitoring technologies alongside the specialized pediatric training mandated by the new endorsement, this safeguard becomes even more effective in preventing lifethreatening complications during sedation procedures. The required training ensures practitioners are well-versed in pediatric pharmacology tailored to children’s unique

needs, airway management to address potential respiratory issues, and emergency protocols for rapid intervention. Additionally, hands-on competency assessments confirm that providers can apply these life-saving techniques in real-world scenarios. Early detection and immediate response significantly reduce the risk of sedationrelated fatalities, reinforcing patient safety at every step.

Collaboration with Medical Experts to Minimize Risks

For medically complex children, such as those with respiratory conditions, heart defects, or other underlying health issues, sedation can be risky. The Pediatric Sedation Endorsement encourages greater collaboration between dental and medical professionals to manage these risks. In such cases, consultation with a child’s pediatrician or anesthesiologist can provide valuable insights and guidance. This helps the dental team tailor sedation plans for the child’s specific needs.

This multidisciplinary approach ensures dentists take every precaution to reduce risks, especially for vulnerable patients. By working closely with a child’s medical team, dentists can create a safer environment and prevent complications during and after the procedure.

Preparing for the Future: A Call to Action

With the June 30, 2025, effective date, dental professionals must now prioritize their preparations for the Pediatric Sedation Endorsement. This includes completing the necessary training and certifications, implementing enhanced monitoring systems, and following new safety standards. While these requirements may require additional time and effort, the goal is clear: to protect the lives of pediatric patients and provide the safest possible care.

By adopting these new standards, dental professionals will play a critical role in preventing unnecessary injuries and deaths during sedation. Ensuring the safety and well-being of children is not just a regulatory requirement, it’s a responsibility that every dental practitioner must uphold. Together, the dental community can create a safer future for pediatric patients, reducing risks and saving lives.

WSDA Retro Return to Work Wage Reimbursement

Increase

We’re excited to announce that employers enrolled in the Association’s WSDA Retro program are now eligible to receive even more wage reimbursement when bringing injured employees back to modified duty. For injuries on or after Jan. 1, 2025, the Department of Labor & Industries (L&I) will now reimburse 50% of base wages, up to 120 workdays or $25,000 per claim. For WSDA

Licensed Washington dentists must complete 63 hours of continuing education every three years.

Everyone for Veterans: Helping Heroes

The nonprofit created by retired Issaquah periodontist Theresa Cheng now provides comprehensive oral health care for veterans and their spouses on a national level

QUICK BITES:

• Everyone for Veterans (E4V) was founded by Issaquah’s Dr. Theresa Cheng, who was inspired by a local veteran returning home from the war in Iraq. In 2008, she decided to pay forward her dental expertise and provide free dental care to several combat veterans and their spouses at her private practice.

• Less than 15% of veterans enrolled in the Veterans Administration (VA) health care system qualify for dental benefits. Veterans must be designated with a 100% disability rating, be former POWs, or have service-related dental conditions to be eligible for VA dental care.

• The initial response to Dr. Cheng’s dental care event for veterans was overwhelming and indicative of their care needs. By 2017, Cheng filed the paperwork to create E4V, a nonprofit organization that now provides comprehensive dental care, resources, and support to veterans and their spouses in 38 states.

• In 2021, she received the American Dental Association Humanitarian of the Year Award for her creation of the nonprofit and support of veterans and their families.

• To date, Everyone for Veterans has provided more than $2 million in care to over 1,500 veterans and spouses.

It started with just one Washington state dentist, inspired by one local veteran.

In 2008, Issaquah periodontist Theresa Cheng was reading an article in the local paper about a vet gravely injured in an IED blast in Iraq and his mother, who served as his caregiver. She assumed the young man was receiving dental care as a US veteran.

It was only after she reached out to his mom that she learned that like most veterans, he did not receive VA dental benefits.

The realization inspired Cheng to provide free dental care to family members caring for veterans returning from combat. Little did she then know the impact this act would have on veterans both here and around the US.

By 2017, Cheng had founded the nonprofit Everyone for Veterans (E4V) with the goal of expanding comprehensive care to low-income veterans and those returning from war zones. Word traveled fast about the organization and how it was connecting dentists with service veterans and their spouses. Soon, Cheng was contacted by a vet in Michigan about starting a similar program there.

Eight years later, the small nonprofit Cheng once operated out of her home and office is now coast-to-coast. Everyone for Veterans boasts a network of over 500 dentists, plus six accredited dental schools, serving spouses of qualified veterans in 38 states.

Although she has since retired, Cheng remains engaged with the operation. She recently passed the torch as outgoing board

president. Three years ago, she hired Jessica Elwell as the nonprofit’s first executive director.

“It was never a goal to scale this as a national organization,” said Elwell.

But that’s exactly what happened.

A Catalyst for Connection

Most people assume the Veterans Administration (VA) is taking care of veterans’ oral health care, said Elwell.

When she dug into it, Cheng discovered that less than 15% of vets get care from the VA, said Elwell.

“That’s when she realized there was a gap.”

About 82% (roughly 7.4 million) of veterans enrolled in the VA health care system are ineligible for VA dental benefits. To qualify for dental services, veterans must either have a dental issue that is service-connected or qualify based on narrow criteria.

To date, the organization has served more than 1,500 individuals and provided over $2 million in care – $504,000 in 2024 alone.

“2024 was an incredible year for us,” said Elwell.

Another impressive stat: their level of volunteer engagement, at almost 2,000 volunteer hours.

“It’s mindboggling to have that much engagement,” she added.

Connecting veterans with local dentists who provide comprehensive dental care is vital to E4V’s mission. Finding dentists willing to share their talents and expertise is at the

HERO PROFILE: E4V VETERAN + DENTIST

Robert & Dr. Pham

Robert is a Navy veteran who served as an Aviation Ordinanceman during Operation Enduring Freedom. He was assigned to Mukilteo dentist Dr. Nhi Pham for his dental care. During the pandemic shutdowns, his treatment was delayed; they were recently able to reconnect for additional treatment. Dr. Pham was excited to reunite with Robert after several months.

“I often refer to us as a catalyst for community connection. When a vet comes to us in need, we reach out to the community to help them,” said Elwell. “We’re that constant liaison between the two spheres. We want it to go smoothly and be positive for everyone involved,” she said.

On average, E4V logs about 350 volunteer hours a month. As of this writing, the organization had 359 active dental partners and over 700 all-time volunteers.

“We tend to view it as a ‘more the merrier opportunity’,” said Elwell. “We have a waitlist of over 200 vets and spouses waiting for care. Any time a dentist comes to us, it’s a lifechanging opportunity. If they want to

give back, we will find a way for them to be involved.”

Among the volunteers: dentists who are themselves veterans. “Serving your ‘battle buddies’ is a huge thing in the vet community,” added Elwell. “A lot of our dentists are veterans as well.”

E4V doesn’t put a lot of requirements on the program – they ask dentists to see just one veteran a year. Volunteering to help is as simple as visiting their website (www.everyoneforveterans.org ) and clicking on the GET INVOLVED tab.

Their partnerships with dental schools have also helped the program grow tremendously. The very first dental school in the program? The University of Washington School of Dentistry (UWSOD).

“The UWSOD was the first school in Washington state to become a dental partner and they have done an incredible job of supporting veterans and spouses in King County,” noted Elwell.

There are now four formal partnerships –the UWSOD, University of Iowa, University of Pennsylvania, and the University of the Pacific in San Francisco – and two more that are coming onboard.

ADA Launches Give Veterans a Smile

In October 2024, the ADA launched Give Veterans a Smile, a new partnership with E4V and similar nonprofits around the county designed to help call attention to the unmet oral health needs of veterans. The program encourages dentists to provide pro bono oral health care services to veterans in need during the month of November, and then offer to serve as their dental home or refer them to a dental facility that could become their dental home.

E4V Executive Director Jessica Elwell said the project is modeled after the ADA’s successful “Give Kids a Smile” program and relies on partnerships with groups like E4V to make connections between dentists and area vets. Elwell participated in the early planning process with the ADA, identifying gaps in care and brainstorming how the dental community can support veterans in need of these services.

“When a dentist wants to provide support to veterans, they can reach out to us. We will work with veteran service organizations and veterans’ centers to see them in that office locally,” said Elwell.

“Most people assume the VA is taking care of dental needs for all veterans. People can’t help if they don’t know there’s a need,” she said. “It’s great to have the ADA’s help in bridging that gap.”

Supporting Heros Here at Home

In addition to providing oral health care for veterans, E4V also provides care for spouses of military vets.

Because of the highly mobile nature of military service, spouses frequently relocate and may not always be able to work or have gaps in their employment – and that impacts health benefits. As a result, military spouses may also experience challenges with their own medical and dental care.

“Unfortunately, military spouses are a very overlooked group despite making tremendous personal sacrifices,” said Elwell. “We look at veterans as heroes – spouses are heroes here at home. We want to recognize them and their work in keeping veterans strong.”   E4V does not include care for children of military veterans, who are largely covered by Medicaid and other state programs, like Washington’s Apple Health.

Elwell says dental care is the “tip of the iceberg” in terms of veterans’ needs. To address these other areas, E4V offers a resource program and referrals, linking veterans with community partners in their area for help with housing, mental health and nutrition. This past year, their holiday program distributed gifts and holiday cheer to over 20 families nationally, including 60 children.

A Legacy of Service

In 2021, the American Dental Association recognized the good works of Dr. Cheng with one of its highest honors, the ADA Humanitarian of the Year Award.

Speaking to her achievements, Lourdes E. Alvarado-Ramos, then-director of the Washington State Department of Veterans Affairs, praised Cheng for her collaborative efforts in founding E4V and its impact on military veterans.

“Dr. Cheng’s legacy is about service and results,” said Alvarado-Ramos. “It’s about putting together people, corporations, and having them all work together with one purpose and one direction, and that is to be able to improve the quality of life of our veterans and their families.”

their spouses with oral health care and a long-term dental home – though that is a significant benefit.

“So often we think of dentistry as a smile –restoring smiles,” said Elwell. “That makes the impact smaller than it really is. In reality, it’s about so much more. This is about opening doors to employment, improving family relationships, and restoring confidence. We have vets come to us with chronic pain they’ve been experiencing for years. Think

about how much your oral health impacts you in terms of how you eat, what you do, how you feel – your irritability. It’s something so many of us take for granted because we have access to care,” she said.

“I love this program for that reason. It’s more than smiles, it’s changing lives. I just love it.” n

Lin & Dr. Yeh

Lin is a Vietnam Navy veteran who served as a machinist mate. He had been unable to see a dentist for several years due to financial constraints. When he came to the program he was living with multiple loose teeth, constant pain, and infection that impacted all aspects of his life.

Lin was assigned Dr. Michael Yeh, a prosthodontist from Federal Way. Yeh extracted several teeth, provided bone grafts, and 10 dental implants with crowns.

Lin says that his dental journey with Dr. Yeh and his team was amazing and has made a huge difference in his life. Chronic pain and infection kept Lin from the hobbies that he enjoyed and the activities that positively impacted his physical and mental well-being. Now that he is pain-free he can get back to his favorite pastime: playing golf.

Saving Time, Saving Money

Lane Meyer has practiced general dentistry for 17 years in the small town of Ferndale, located in Whatcom County. To his credit, and to the benefit of his patients, Meyer has retained the same staff for all those 17 years.

So, when he recently found himself in need of hiring a new dental assistant, he began to think about other ways he could improve efficiency in his small dental practice. Being out of the employment market for 17 years, Meyer reached out to WSDA for hiring advice.

Innovators Seeking Innovative Business Solutions

Skagit Valley dentist Jessica Dubek is an innovator within the dental industry.

For the past 10 years, she served as the dental director for the Lummi Nation, where she worked to ensure quality care for the oral health needs of tribal patients. It was there that she saw the need for quality oral health care delivered directly to patients in their own communities. That’s why, about a year ago, she launched her own innovative business to respond to the need for oral health care services in the state.

Kainoa Trotter, WSDA assistant executive director, says ComplyBetter was an obvious opportunity for the Association to meet a serious need among members and nonmembers alike.

“Navigating the sea of local, state and federal regulations on dentists and the practice of dentistry has become a full-time job for most practices. Positive Response

Right now, WSDA is focused solely on the federal and state compliance requirements

for Washington dental professionals, said Flaig. ComplyBetter is still in its infancy, and if Meyer and Dubek offer a representative sample of the user experience, the future looks positive for wider acceptance in Washington – and strong potential for expansion to other states, which is the ultimate goal for the product.

“ComplyBetter is scalable, and could be customized and branded for other states,” said Flaig. The service also could potentially be expanded to include other industries with compliance requirements, including hospitality, construction and some areas of medicine.

“At the end of the day, there is tremendous value in having the backing of your dental association,” said Flaig. “We’re here to support clients with whatever comes up.”

Trotter acknowledged that, while the project just launched in January, and the number of active users remains fairly modest, the feedback from early adopters is very positive.

“We fully expect that word of mouth will continue to spread regarding the benefits of ComplyBetter and that growth will be accelerating over the course of 2025.” n

It’s Such an Honor to Serve

Dr. Linda Edgar looks back on her term as ADA President

QUICK BITES:

• Dr. Linda Edgar’s term as ADA President came to an end at the association’s House of Delegates in October.

• Edgar was the fifth woman in 165 years to serve as President of the ADA. She is the second dentist – and only woman –from the state of Washington to attain this honor.

• She was also the second woman in 60 years to serve as President of the Academy of General Dentistry, making her one of only two people to have served as President of both ADA and AGD.

• Edgar believes strong organizations are crucial to represent the interests of the dental profession.

After completing her term as President of the American Dental Association last October, one might expect Dr. Linda Edgar to sit back, put her feet up, and take a deep breath.

However, anyone familiar with the former world-class triathlete knows that relaxation isn’t exactly her strong suit. As she discusses her experiences leading the national association, she is surrounded by stacks of neatly labeled moving boxes. She and her husband Bryan are trading in their longtime Federal Way home for a new one on Fox Island, near Gig Harbor. The move will allow the two retirees to be closer to their son and his family, most notably their 10- and 13-yearold granddaughters.

“I knew it would be strenuous going in. But I didn’t know that it would be 100-hour weeks.”

Nonetheless, Edgar has earned at least a short rest after a demanding year as the volunteer leader of the ADA’s nearly 160,000 member dentists.

Frequent Flier

Edgar recalls many trips to ADA headquarters in Chicago as well as visits to various meetings and conferences in more than half of the states in the US. There were many early flights and many late returns. She was traveling nearly every week, and there were times when she was only home for four or five scattered days in a month. She racked up more than 130,000 air miles on Alaska Airlines alone during her year as president, and nearly 400,000 in total over the past two years.

“Everyone is so enthusiastic to have you attend their events. State and local leaders all across the country are glad to see you and hear what you have to say,” Edgar said. “At an event at Boston College, I told the story of losing two pregnancies and how I then got into dentistry. People came up to me afterward with tears in their eyes. I learned that to make a connection as a leader, you need to be willing to be vulnerable.”

In that regard, she commended current ADA President Brett Kessler, another triathlete, for discussing the work he has done to overcome

addiction issues earlier in his career and for emphasizing wellness support and services for ADA members.

“Dentistry can be a lonely, competitive business. You need to keep trying, and sometimes you need a little help to keep moving forward. We need to support one another,” she said of the ADA’s focus on member wellness.

Responding (Or Not) to Critics

Another thing Edgar wasn’t fully prepared for was the amount of negativity that was sometimes directed toward ADA on social media.

“Some dentists want to blame ADA for the fact that insurance companies aren’t paying enough in reimbursements. There’s a lot of false information that gets circulated out there. Over time, I learned to quit responding and explaining. Sometimes people just want to vent, and they’re really not interested in the facts. I became much happier when

I stopped looking at certain websites and posts,” she said.

Still, Edgar pointed out that ADA has spent more than $2.7 million promoting state laws to force insurance companies to increase their dental loss ratios – the percentage of premiums the companies collect that must be paid out in the form of patient benefits.

Under the McCarron-Ferguson act, states play a significant role in insurance regulation, requiring the battle for better transparency in dental benefits to be fought on many fronts. Despite the challenge this complex regulatory structure presents, Edgar sees ADA’s investments to promote new laws as an important example of how a strong national organization can help its members be more successful.

“It’s taking time, but these bills are starting to hold insurance companies more accountable,” she said. “Members need to see the results of what you’re spending their dues money on, and those results need to be applicable to their daily practice.”

Another area that Edgar believes is important is to resist the intrusion of undue regulation on the practice of dentistry.

“We are seeing regulations on how to clean equipment and sterilize instruments being created by people who don’t know anything about dentistry,” she said.

New Initiatives

Legislative and regulatory engagement was only part of Edgar’s agenda as president. She was also a strong supporter of the Lessons in a Lunchbox program, which helps elementary school students understand the importance of good oral hygiene and provides preventive care supplies.

“We have 20,000 lunchboxes ready for delivery. The boxes are free, with only a shipping charge to the local school where the presentation will take place. Every dentist who has sponsored the program reports great reactions from the kids,” she said, noting that it can help fill what she sees as an important gap in state health care policies. “I wish states would recognize the connection between good oral health and good overall health.”

During her term, ADA also entered into a partnership with the Dale Carnegie Institute to provide 1,000 subscriptions for interested dentists to take leadership training. The reaction among ADA members has been strong and the program is nearly fully subscribed.

ADA also began a major overhaul of its website and digital infrastructure and began to revamp its social media platforms. In addition to making them more user-friendly,

one goal is to gather information from the membership to inform strategy development for the organization.

“Grassroots members have a lot of answers if you’ll just stop and listen for them,” Edgar said. “We’re just getting started on using technology to do that more effectively.”

Hitting the Ground Running

While many of the initiatives Edgar participated in during her presidential term were carefully planned out in advance and executed over time, there were also issues that arose and demanded the organization to react quickly.

“I was one week into my term when I got a call from (former ADA Executive Director) Ray Cohlmia that we needed to have a special board meeting. The meeting was to discuss a potential ADA merger with the Forsythe Institute,” she recalled.

The Forsythe merger has been a major success, according to Edgar. ADA has gone from receiving about $2 million in researchand-development grants annually to nearly $40 million. The results are wide-ranging and include new products that dentists can use in their daily practice, such as salivary diagnostics and new developments in artificial intelligence.

ADA Forsythe is also a leader in research into the connection between what goes on in the mouth and what goes on in the rest of the body, helping to fill in the gap that Edgar sees in most state health care systems.

This sort of research reflects the forward-

looking approach that Edgar believes is critical for the future of organized dentistry.

“I’ve seen first-hand how important it is that we are supporting our dental schools. We established a task force to identify strategies to reduce dental school tuition rates,” she said. “Students are graduating with amazing debt loads. They aren’t joining our associations because of that debt burden. One of our biggest challenges is reaching these younger dentists and helping them understand that we have their back. We need more mentorship connections, more dentists talking to one another.”

A New Economic Landscape

The changing economics of dentistry also mean that new and different practice models will need to be supported.

“It’s still possible, but it’s harder today to graduate dental school and immediately go out to start a practice with one dentist and three chairs,” Edgar said. “Average hygienist salaries have nearly doubled, supplies cost more, technology is expensive – and insurance reimbursements aren’t coming close to keeping pace. Dentists need to be more entrepreneurial to help their bottom lines and remain viable.”

Dealing with rising costs is a key factor in one trend that Edgar sees becoming more prevalent around the country: the creation of collaboratives made up of private practice dentists coming together. Such arrangements allow dentists to save money in purchasing supplies and by sharing expenses for administrative support, human resources,

legal advice, and other businesses services.

“We’ve heard some pushback on this trend from some dentists who accuse ADA of pushing this model or ‘selling out.’ That’s not the case. It’s a trend that is happening as a rational response to changing economics, and we have to recognize it as such,” Edgar said.

Edgar also makes a distinction between these collaborative agreements and the more traditional Dental Service Organizations (DSOs) that hire dentists as employees.

“About 13 percent of ADA members work in a DSO setting, but that number isn’t really growing,” she said. “The DSOs tend to churn through dentists; they lose about as many as they hire.”

Changing economics have prompted ADA to look at a new dues structure based on a lowerpriced basic membership fee, coupled with the option of purchasing additional valueadded services. The membership fee would be tiered to provide an even lower cost of entry for younger dentists who have recently graduated from dental school. Washington is one of the states participating in a pilot program to test the new model.

A Proud Washingtonian

Edgar is the second dentist from the state of Washington to serve as President of the ADA.

“My term confirmed the fact that Washington is one of the top states in terms of raising legislative issues and bringing them forward to ADA. It makes a big difference.

We in the state are very fortunate to have the leadership we do, at both the staff and volunteer levels,” she said.

Washington may be an important contributor to ADA policies and programs, but its position

in the far corner of the country gave Edgar some concerns when she decided to run for office.

“I was kind of surprised that I won, but

I had experience in national leadership positions, and I think that helped,” Edgar said. She had previously served as President of the Academy of General Dentistry (AGD) and is now one of only two people to have been President of both AGD and ADA. (The other is Dr. Jeff Cole from Delaware, who was her immediate predecessor as President of AGD.)

“I’m very grateful and want to thank those who supported me emotionally and financially as I ran my campaign for ADA office.”

Moving Forward

Asked to offer some advice for dentists looking to move into leadership positions within organized dentistry, Edgar offers a clear roadmap.

“If you want to get involved, start at the local level. Societies always need committed

volunteers to serve on committees. Attend meetings. Join a study club. Build your network. If you have special knowledge or expertise that you can share, talk to the ADA Trustee for our district, Dr. John Hisel, from Boise, Idaho,” she advised.

Having herself taken that journey to the highest volunteer position within ADA, Edgar looks back with satisfaction.

“It’s such an honor to be elected and to serve. You’re never totally satisfied, because not everything you start gets finished. During my term, we threw a lot of balls into the air, and I told Ray that I’d like it if we caught a few! It would be great if more non-members could see and appreciate the hard work that is being done on their behalf. Because without a strong association to represent you, watch out,” she said.

Now that her ADA term is over, don’t expect Edgar to slow down completely. She won’t be boarding as many flights, but she still plans to do some talks at conferences and graduation ceremonies when she’s invited.

And, of course, spend a lot more time with those granddaughters.” n W

“A Once-in-a -Lifetime Opportunity”

Natasha Flake is completing her term as president of American Association of Endodontists

• She is the sixth UW grad and the fifth woman to serve as AAE president.

Natasha Flake didn’t begin her dental education with the intention of becoming an endodontist.

In fact, if it weren’t for what she calls “the only occasion in my life that I can recall having a true ‘aha’ moment,” she might have graduated, had a career in general dentistry, and never served as president of the 8100+ member American Association of Endodontists (AAE).

That “aha” moment came during her time as a dental student at the University of Maryland, where she was assisting in the graduate endodontic clinic.

“Once I observed the resident working through the microscope, I knew that endodontics was for me,” she said. “I had spent many hours at a microscope doing research and I was drawn to the similarity in endodontics. Additionally, endodontics was an excellent fit for my clinical and research interest in relieving patients’ pain. Even today, if a dental student questions the value of assisting in a specialty clinic, I share that a similar experience changed the course of my professional life.”

After receiving her DDS and a PhD in biomedical science from Maryland, she

traveled west and received her MSD in Endodontics from the University of Washington School of Dentistry (UWSOD). She has been a full-time faculty member at the UWSOD since 2007, and currently serves as the Associate Dean for Clinical Affairs, Director of Predoctoral Endodontics, and Associate Director of the school’s Regional Initiatives in Dental Education (RIDE) program. She also has practiced part-time at Northgate Endodontics in Seattle, though she admits her responsibilities at UWSOD and with AAE have cut into her clinical practice time lately.

Getting Involved

Flake’s journey to the presidency of AAE – her term runs through April of this year –began early in her career when a colleague recommended that she serve as a member of the AAE Research and Scientific Affairs Committee.

“That was the beginning of my time spent serving on several committees, then chairing committees, and eventually serving on the Board of Directors. Colleagues on the board encouraged me to become an officer, culminating in my role as president,” she said. Along the way, she has been involved at some level with almost everything AAE does, including volunteering to serve on the

Research and Scientific Affairs, PracticeBased Research Networks, and Educational Affairs Committees. As an AAE officer, she served on several more committees, including Budget and Finance, Constitution and Bylaws, Editorial Board, Public and Professional Relations, Corporate Relations, and Annual Meeting Planning.

“Work on these various committees has provided me with a breadth of knowledge and experience, helping me understand our association well and ultimately serve as AAE president,” Flake said.

She also credits her preparation for officer to the “many supportive mentors, colleagues, AAE members and leaders who encouraged me along the way, including other endodontists in Washington who were active in organized dentistry, like Drs. Jim Johnson, Rick Taylor, Jim McGraw, and Garry Myers.”

McGraw and Taylor were two of the six UW Endodontic program graduates to have served as AAE president and were both practicing in Washington during their terms. (Flake also noted that she is the fifth woman to serve as AAE president.)

Strong Support Network

“I am fortunate to work in a school that values leadership beyond the university. The collaboration of my colleagues and our dedicated affiliate faculty allows me to carry on the great spirit of service associated with the University of Washington,” Flake said, adding that “My family is also amazingly supportive of the time commitment required for the role, making this once-in-a-lifetime opportunity a reality.”

Flake and her husband, Larry, a University of Washington neuroscientist, are the parents of three children: Alexa (16), Augie (15), and Jack (10). Flake notes that, despite having two

scientist parents, the children so far seem to enjoy studying science but haven’t yet voiced any interest in making science – much less dentistry – a career focus.

There’s no arguing the fact that the time commitment involved with leading a national professional organization is significant. The AAE president serves as the official spokesperson for the organization, representing it to its members, other dental professionals, and the public. The president also presides at all meetings of the Board of Directors and represents AAE at meetings of state components, as well as various national and international meetings.

Of course, this requires a fair amount of travel. AAE’s headquarters are in downtown Chicago near Millenium Park, just a few blocks from the new ADA location.

“The AAE and ADA are independent organizations, though we come together when our missions align to improve patient care, like on water fluoridation and access to care,” Flake noted. “Additionally, endodontists maintain a strong presence in the ADA House of Delegates, with many AAE members actively participating on key committees and councils, some in leadership roles.”

Shared Priorities

That level of cooperation extends to working with WSDA here in Washington, according to Flake, noting her participation in Dental Action Day in Olympia.

“There are key advocacy issues where AAE and WSDA have shared priorities, such as advocating for the enactment of dental loss ratio bills in state legislatures nationwide, support for the Dentist and Dental Hygienist

“One of the biggest challenges facing endodontics – and it’s not unique to our specialty – is the shortage of educators.”

Compact to streamline licensure and increase worker mobility, and opposing the Corporate Transparency Act that would place an undue burden on small businesses, including dental practices,” she said.

“Further, we continually advocate for the highest standard of professional practice in endodontics by all clinicians – whether generalist or specialist.”

Of course, Chicago and Olympia have been far from the only destinations on Flake’s travel itinerary during her presidency. Flake has participated in meetings on the state, national and international level.

“We kicked off the year celebrating Save Your Tooth Month, with a media campaign that reached a total audience of more than 20 million people,” she said. “Our AAE advocacy efforts have been exceptionally active this year, with volunteer members and the AAE advocacy team engaging key stakeholder groups, including dental insurance directors, the Centers for Medicare and Medicaid Services, the U.S. Supreme Court, members of Congress, the District of Columbia Council, state legislatures, and others.”

“We have also hosted outstanding continuing education meetings – in Los Angeles, Austin, and Banff – which collectively brought together over 5,000 members of the endodontic community.”

“One of the biggest challenges facing endodontics – and it’s not unique to our specialty – is the shortage of educators needed to sustain and ensure longevity of our outstanding educational programs,” Flake said. (There are currently 56 CODA-accredited advanced endodontic education programs.)

“I am particularly proud of our support of endodontic educators, through grant funding, educational programming, and networking opportunities.

“Another serious issue that the entire profession must address is the enormous student debt incurred by our graduating residents,” she added.

In addition to tackling these challenging educational issues, Flake is also proud of the AAE’s efforts to share its members’ expertise with the entire dental community. The association makes clinical resources freely available in order to advance endodontic excellence. In particular, she pointed to AAE’s “Colleagues for Excellence” publication. Its coverage of topics such as cracked teeth, neurovascular Injury, and resorption provides evidence-based guidance to help all dentists understand and respond to these challenging cases. All current and past issues are available for free on the AAE website and its “Endo Cases” app.

When asked how a young endodontist should become involved in organized dentistry, Flake’s response mirrors the advice that outgoing ADA President Linda Edgar offered.

Supporting Education

Flake is particularly proud of work that AAE and its affiliated AAE Foundation have done in supporting endodontic educators through grants, educational programming, and networking opportunities such as those presented at the annual AAE Educator Workshop.

“When I began my term in Los Angeles last April, I extended an invitation to all AAE members to consider one way they could further their involvement with our profession in the coming year. A top suggestion was to become active in their local dental society or state component. Another suggestion touched on mentorship – to seek mentorship or to become a mentor to an early career practitioner, a dental student, or a prospective dentist,” she said.

Thinking about her term as president coming to an end, Flake said, “It’s been an incredibly active and productive year for me and for the AAE! Though the president position is demanding, it is also exhilarating and incredibly fulfilling. The job is also made easier by our many dedicated AAE member volunteers and our outstanding staff.”

What Are the Standards for AI Use in Dentistry?

ADA offers guidance on responsible use of technology

The use of artificial and augmented intelligence in dentistry is growing, and with that growth has come an increasing need for guidance to ensure the technology is used responsibly.

The following national and international dental standards and guidance documents on AI have been published or are in development:

ADA White Paper No. 1106:2022, Dentistry — Overview of Augmented and Artificial Intelligence Uses in Dentistry: This white paper introduces the use of artificial and augmented intelligence in many clinical disciplines, including prevention, caries and periodontal disease, implants, oral and maxillofacial surgery, endodontics, prosthetics, and digital imaging. The paper addresses nonclinical areas as well, focusing on payer topics such as claims processing, payment integrity and quality assurance. The document also provides information on the current regulatory environment.

ADA Technical Report No. 1109:2025, Dentistry — Evaluation of Dental Image Analysis Systems Using Augmented Intelligence/Artificial Intelligence: This technical report highlights the need for an independent dataset to validate AI algorithms used to analyze 2D dental images. The dataset, which would be based on known diagnoses from validated sources and kept by a third party that is not an AI manufacturer, would allow all users, developers and approval agencies to compare each proposed AI algorithm for accuracy and specificity. The report proposes methods for establishing the dataset and describes the general principles of AI, including the need for data and methods to be private and secure to avoid bias.

ANSI/ADA Standard No. 1110-1:2025, Dentistry — Validation Dataset Guidance for Image Analysis Systems Using Artificial Intelligence, Part 1: Image Annotation and Data Collection: The purpose of this standard is to provide standardized criteria for annotating and collecting data from 2D radiographs to

classify the images and use them in clinical decision-making. It covers image analysis associated with machine learning and deep learning. The standard identifies the necessary annotations and data content for 2D radiographic images to be queried, exchanged and communicated among providers at all treatment locations for diagnosis, treatment, administrative tasks, research and development efforts. This document is the first U.S. standard on AI in dentistry approved by the American National Standards Institute.

Proposed ISO 18374 Dentistry — Artificial Intelligence (AI) and Augmented Intelligence (AuI) Based 2D Radiograph Analysis — Data Generation, Data Annotation and Data Processing: This document will define requirements for developing and documenting goals, limitations, target end users and target patient population for 2D radiograph analysis software using artificial and augmented intelligence. It will outline the requirements appropriate reference, training, test, and validation data and annotation necessary for the software to ensure it achieves its intended goals. Expected to be approved this year, it will be the first international standard on AI in dentistry, and its development involved active participation from the U.S. through the ADA Standards Program.

Medicare Claims for Dental Services to Require Administrative Modifier Codes

KX modifier identifies service as linked to covered medical procedure

Dentists who are enrolled in Medicare to provide Part B covered services will need to add the appropriate administrative modifier code next to each procedure code on the ADA Dental Claim Form beginning July 1.

The ADA has released instructions for adding the modifiers to the current paper claim form until the next version of the form is released.

The modifiers — KX and GY — are available for use now.

“Dentists will use the modifiers when submitting claims to signal to claim administrators to either begin processing the qualifying claim for dental services or deny the claim to allow for the subsequent coordination of benefits,” said Mark A. Moats, D.M.D., chair of the ADA Council on Dental Benefit Programs.

While Medicare does not cover most routine dental services, the Centers for Medicare and Medicaid Services began reimbursing for dental services that are inextricably linked to the clinical success of a Medicare-covered medical procedure in 2023.

To qualify for reimbursement, dentists must exchange information or coordinate care with a physician before providing a service and submitting a claim. Dentists can document that they met this requirement through the ADA’s new Medicare Referral Form, which they should then save in the patient’s record.

The KX modifier identifies a dental service as inextricably linked to a Medicare-covered medical procedure. Adding the modifier to a claim indicates the dentist has coordinated care with a physician and the patient’s record includes the appropriate documentation.

Dentists submitting a Medicare claim for denial to be reimbursed by a third-party payer or Medicaid should use the GY modifier to certify they believe Medicare should not pay for the service. They can use the modifier to submit excluded services as noncovered line items on a claim with other covered dental services.

CMS recently established mechanisms to receive and process Medicare claims for dental services electronically. The ADA advises dentists to contact their practice management software vendor for guidance when reporting modifiers on the 837D standard electronic dental claim form. The Association also encourages members to contact dentalbenefits@ada.org for help resolving any issues associated with electronic Medicare claim submission.

Looking Ahead to a Prosperous 2025

Seasons bring an important cadence to our lives, and the beginning of a new year is always a great opportunity to reflect and set our sights on goals and resolutions for the year ahead. I want to wish you all a wonderful 2025 and share some highlights from the end of last year at UW School of Dentistry (UWSOD), along with some key initiatives we are working to accomplish in 2025.

In November, the Commission on Dental Accreditation (CODA) visited the UWSOD for our scheduled site visit, which typically takes place once every seven years. After years of preparation, we are happy to report that the six programs evaluated continue to be CODAaccredited. The site visit team gave us very few recommendations and suggestions in the context of process improvement, and we are already working diligently on addressing these items.

This December, Dr. Sara Gordon, who led the accreditation self-study team, stepped down from her position as Associate Dean for Academic Affairs at the UWSOD, after more than a decade in the role. She retains her appointment as Professor in the Department of Oral Medicine. The career transition was originally planned for the conclusion of the School’s site visit in 2023, but when that visit was postponed, she agreed to stay on until its completion this November.

Dr. Gordon’s contributions as associate dean in the UWSOD cannot be overstated. When she arrived at UW in 2014, she helped transform the School’s curriculum. Within the first two years of her tenure, the revitalization was complete – the competency system was overhauled, and the curriculum passed a successful accreditation site visit in 2016. Student test scores rose to among the highest in the nation and the School’s world ranking soared. More recently she co-chaired the School’s Strategic Planning Oversight Committee. She also serves or has served in many roles within organized dentistry and has accumulated recognitions, fellowships and awards, too

numerous to list here. We are thrilled she remains a member of our faculty, where we will continue to benefit from her intellect, leadership and good humor.

I am pleased to announce that Dr. Anna Forsyth, Director of Dental Education in the Office of Academic Affairs and Associate Teaching Professor in the Department of Pediatric Dentistry, is serving as Interim Assistant Dean for Academic Affairs. We plan to launch a national search for new leadership in the office this spring.

In other news, our partnership with the Shoreline Community College’s Dental Hygiene program continues to thrive. At the beginning of academic year 2024-2025, dental hygiene students began a new, seven-quarter curriculum leading to a Bachelor of Applied Science in Dental Hygiene (B.A.S.D.H.). The program is growing steadily, increasing to a class size of 20 students in fall 2024, and we hope to scale the program to 30 students in the future. We are preparing for this growth with the build-out of a state-of-the-art simulation laboratory [see image], the Access to Education Center, for the dental hygiene program on our campus.

The Center will feature over 30 workstations and will help solve an emergent issue: Board exams have shifted from using live patients, to models. This requires different preparation and more hands-on practice with a simulated unit.

As UWSOD and Shoreline partner to help meet the workforce demand for hygienists, please consider investing in this new training space. Welcome, Class of 2029!

Greetings from Yakima, and happy New Year. The faculty and staff of the PNWU School of Dental Medicine (SDM) hope you all had a great holiday season and a fantastic start to 2025.

As you read this first issue of WSDA News for 2025, we will be less than 200 days away from welcoming our inaugural class. The Class of 2029 will begin orientation on July 28; classes will begin Aug. 4.

Following a busy admissions cycle this past autumn, the school sent out acceptances on Dec. 13. Accepted applicants have 30 days to respond. By now, we have not only heard back from the initial round of acceptances but have also accepted applicants on our waitlist to fill any remaining spots. As a reminder, we are recruiting for a class of 36, with the capacity to increase our class size to 60 students in the future. I will share more details on the first class once it is confirmed. Construction continues on the Dental and Occupational Therapy (DOT) building. Steel is up, and we should see more progress over the coming months. Adec returned to campus in December to shoot a 360-degree video [see callout box] of our new simulation lab. For those who have yet to visit campus, this is your opportunity to “walk around” our stateof-the-art learning space. I hope you enjoy this video, and appreciate Adec for making it happen.

In January, our school welcomed five new full-time faculty: Drs. Pantip Henprasert, Jennifer Domagalski, Michael Dean, Renata Vasconcelos and Giuliana Zanatta. These highly qualified and experienced faculty, along with our current faculty, will form the core educational team for our new program. Over the next few months, the team will undergo an intensive onboarding process and finalize the first-year curriculum. We are all excited to welcome them. On Dec. 16, the SDM team met for our first all-day offsite program. We celebrated our successes, reviewed the current landscape in dental education, identified challenges and opportunities, and formulated plans to implement in the New Year. I want to thank

the team for their engaged participation and work during the day — their active involvement resulted in the successful outcomes. I am confident that our work that day will pay huge dividends.

Finally, I am excited to share that beginning this quarter, I will meet regularly with my Pacific Northwest dental school counterparts, Drs. André Ritter (University of Washington) and Ron Sakaguchi (Oregon Health Sciences University), to discuss opportunities for our three schools to collaborate and partner. We are all focused on improving oral healthcare delivery in the Northwest, and while our programs are different in some ways, there are many more ways where we are similar and complement each other. Working together, we can have a more significant impact in supporting the dental profession and the patients they serve in our two states. Thanks to Drs. Ritter and Sakaguchi for their willingness to partner and work on issues in common.

Dr. Burt H. Goodman

January 10, 1928December 14, 2024

Dr. Burt Goodman, a dentist and pioneer in the dental insurance industry, passed away peacefully on December 14, 2024, at St. Joseph Hospital. He was born on January 10, 1928, in Tacoma, Washington, to Bert and Louise (Pitzen) Goodman.

Burt’s education laid the foundation for his remarkable career. He attended St. Patrick’s Grade School and Bellarmine Preparatory before earning a Bachelor of Science degree from Seattle University and a Doctor of Dental Surgery (DDS) from the University of Washington. Following his initial service in the U.S. Army, he married Edna Lou Enright on May 15, 1954. Burt later re-enlisted in the Army Reserve, achieving the rank of Lieutenant Colonel.

Burt dedicated 39 years to his dental practice, where he cherished his patients as both clients and friends. His contributions to dentistry extended far beyond his practice. He co-founded the Washington Dental Service, the first dental insurance provider in the nation, and played a pivotal role in establishing the Delta Dental Plans Association nationwide. He also served as an early president of both organizations.

In recognition of his groundbreaking efforts, the Washington Dental Service Foundation (now Arcora Foundation) established the Burton H. Goodman Presidential Scholarship at the UW School of Dentistry. Burt’s accolades include the Washington State Dental Association’s President’s Award and fellowship honors from both the American and International Colleges of Dentistry. In 2022, he was named “Citizen of the Year” by the WSDA.

Burt was predeceased by his daughter, Ann Goodman Bahm. He is survived by his wife of 70 years, Edna Lou Goodman; his children Paul (Teresa) Goodman, Marty (Suzanne) Goodman, Jane (Steven) Wraith, and Robert (Donna) Goodman; six grandchildren and their spouses; and five great-grandchildren.

William A. Loew

April 6, 1941October 10, 2024

William A. Loew, affectionately known as Bill, passed away at his home in Seattle on October 10, 2024. He was 83 years old. Bill dedicated over 40 years to the University of Washington School of Dentistry where he served as a dental lab technician and instructor. Virtually all the dental school graduates during those 40 years knew and respected Bill for his helpfulness and his gentle and friendly demeanor. His dedication to his role and his compassion for the students was celebrated each year as he was named one of their favorite teachers, a testament to his patience and empathy. Beyond his professional life, Bill was an energetic and creative individual with a passion for collecting Lionel trains and vintage automobiles. He was a charter member of the Toy Train Collectors of America and was considered a national expert in everything to do with Lionel trains. His antique car collection included several Cadillacs from 1929 to 1958 and a classic 1930 Packard Coupe with a rumble seat.

Bill is survived by his ex-wife and lifelong friend, Lou-Ann Lauborough, and several cousins and relatives in his parents’ native Germany. He was preceded in death by his parents Margaret A. (Boehmer) Loew and William A. Loew Sr. Bill will be dearly missed by everyone who knew him. In lieu of flowers, contributions may be made in Bill’s memory to the University of Washington School of Dentistry in Seattle, Washington.

Dr. Robert J. Tadlock

June 28, 1938October 20, 2024

Dr. Robert J. Tadlock, beloved husband, father and grandfather, passed away on October 20, 2024 in Bothell, Washington. He was 86 years old.

Bob was born in Aberdeen, South Dakota on June 28, 1938 to Robert and Mary Tadlock.

He went on to graduate from the University of Washington School of Dentistry Class of 1963. Upon graduation he was awarded the Washington State Dental Association Award, the Mosby Award, the Alpha Omega Award and was named to Omicron Kappa Upsilon. He then moved to Boston to do a prestigious internship at Boston Hospital with the Public Health Service. He went on to serve in the Public Health Service in Mobile, Alabama for two years where his son Richard was born.

Bob moved back to the Inglewood/Kirkland area in 1966 to start his dental practice. As well as being a successful dentist, he was very involved in the community. It was during these years his daughter Kimberly arrived. Bob was a president of the Northshore Rotary Club, president of the Seattle-King County Dental Society, board member of the Ink Spot, a safe house for troubled teens, and board member of his beloved residential area.

Bob’s favorite things to do with his wife Debra were travelling, boating and skiing. When asked where all he had traveled, he loved to say, “it would be easier to tell you where I haven’t been in the world multiple times”. Bob and Debra spent countless hours on their boat, the “Odyssey”, cruising throughout the Puget Sound area and in to Canada. They also skied across the world. One of their favorite destinations was Zermatt, Switzerland, although he would say there was better skiing in the United States.

His memory will live on in the hearts of his wife of 40 years Debra, children Richard (Lizzy) and Kimberly (Shane), grandchildren Austin, Gonzalo, Kari and Cadie and great grandchild Grayson.

In lieu of flowers, donations can be sent in his name to the Northshore Rotary Club.

Dr. Robert R. Uhlmansiek

July 6, 1946 - January 15, 2025

Robert Russell “Bob” Uhlmansiek, born on July 6, 1946, in Batesville, Indiana, peacefully passed away on January 15, 2025, at the age of 78. His family was by his side at his Camano Island, Washington home.

Bob was a graduate of Batesville High School, class of 1964, later earning his BS in Electrical

Engineering from the Rose Hulman Institute of Technology in 1968. His early career saw him at Boeing Co. Seattle and Martin Marietta Orlando, but his true passion emerged at the University of Washington Dental School, where he obtained his DDS in 1975. He established a thriving private practice in Lake Forest Park, WA while also acting as a part time faculty member at the UW Dental School.

Bob was an active member of WSDA, ADA, Seattle King County Dental Society, and Dean’s Club at the UW. Outside of dentistry, he was a dedicated seaman, with a passion for fishing and spending time on the water with family and friends. He was a long-time member of the Camano Island Yacht Club. After retirement, he and his wife, Nancy, enjoyed winter months in Fort Lauderdale, FL. He was an excellent gourmet cook and classic car enthusiast.

He leaves behind his beloved wife, Nancy of fifty-six years, and his three daughters, Amy, Kathryn and Laura. His family further includes son-in-law Nick Smith and two treasured grandsons. His sister, Kathleen Mustaine, also survives him.

It’s Time to Ask: Is Dental Insurance Serving Society?

It would have been so easy to bump that steaming cup of coffee into his lap.

I’ll admit the thought crossed my mind as I boarded the plane at 5:30 a.m.

As I turned the corner from the boarding door into the main aisle, there he sat, comfortably leaning back in his spacious first-class seat and sipping his morning brew. His hair was meticulously slicked back, and his eyes seemed smug as he watched “the commoners” board the plane. Emblazoned on his crisp polo shirt were those two words that make every dentist’s blood boil, “Delta Dental.”

I gritted my teeth as I made my way back to my seat in coach. Being the hero of resistance who gets hauled off a flight for malicious behavior would not move the needle of the dental insurance industry, even if most dentists would secretly have cheered the public action.

I thought of this encounter when I heard about the assassination of the United Health CEO and read the disturbingly unsympathetic comments pouring onto social media.

It begs the question: Is health (dental) insurance serving society?

We’ve seen political actions to change health insurance largely fail on the national stage in the past few decades, even as we continue to complain about the middleman interfering in our medical care. But why?

Because most Americans actually like their employer- sponsored health and dental insurance. They are scared of the unknown alternative a change might bring.

And yet, we still like to hate the gatekeepers, the ones who regulate who gets in and who receives what services.

As medical and dental innovation has increased the treatment options available, the ethical line between life-saving and elective gets wider and murkier. So, who should decide how benefits get paid out? Let’s be honest, at the end of the day, taxpayers like you and me are footing a large portion of the bills.

Those with private insurance have the fewest cost barriers to dental care.

Here is where we dentists can feel mired in a paradox. We don’t like the labyrinth of rules or the inadequate reimbursement rates, but perhaps our patients treat their employersponsored insurance as their only viable pathway into our offices.

Change doesn’t happen if you don’t start. Instead of indulging in bitterness and fantasies of coffee-fueled revenge, consider taking some beginner action steps.

Instead of being silent, start a curious conversation with your patients:

1. Ask them to do the math. Are they receiving a reasonable amount of benefits for the premium they pay?

2. If they are frustrated with their insurance, request that they talk to their employer or HR department about what insurance benefits would make the most difference for them.

3. Gently explain to your patients that benefits in raw dollars haven’t changed in decades while the cost of providing the excellent care they expect in your office has risen astronomically.

Americans like their private health insurance AND they like systems to be fair.

The ratio of benefits given to costs involved is distorted. The frustration we all feel is rooted in an unfair and exploitive system.

When you take the time to run the numbers, the exploitation becomes clear, and our sense of fairness demands we take action.

Our association has been exemplary at advocating for dentists in Washington through recent difficult years. But I believe that the murder of the United Health CEO indicates that the voices of professional associations are not enough. We need to add the voices of the people and the HR departments of small businesses and large companies to the chorus – but in a constructive way.
