The man who brought the Youth Services department to Newington back in 1977 and has helped countless children and families in town over the last 35 years is set to retire in January.

The Canton resident has worked with just about every group in town in one way or another and is sad to leave his position, but plans on volunteering here in the future.

“It’s very bittersweet, I retire with reluctance I guess,” Freidenberg said.

“It’s going to be difficult,but the time has come that I pass the torch.”

He has complete confidence in his colleagues, who he can’t say enough about along with all the volunteers who have aided the department.

Their Holiday Food and Gift program will help over 400 families this year. Of that he says, “It’s done with a lot of dignity and tremendous generosity from every segment of the community. I’ve been very fortunate to work with dedicated and talented people.”

But it was his leadership since 1985 that developed the Senior and Disabled Center and began the Youth and Family Counseling program that helps families through a range of issues — divorce, substance abuse, child development, run-ins with the law, etc.

“If kids feel connected to their families, school, community, they’re going to grow positively,” is one of his mantras.

The ROPE program that was implemented into sixth-grade health and wellness curriculum 20 years ago was his doing. Youth workers now provide 16 hours of classroom experience before releasing students into the ropes course on Fenn Road for challenges in team-building, leadership and communication.

His retirement plans? A blank canvas that Freidenberg is looking forward to painting.

“My staff gave me a Kindle Fire so I’m going to learn how to use that,” he laughed. “Do some more hiking and biking, I play golf … maybe go kayaking.”

His son and daughter are both now married and live nearby and his 90-year-old father-in-law, a retired Hartford policeman, is looking forward to sharing in the retirement fun. More time translates into more familytime for Freidenberg, who wasn’t above sleeping in his office

at Town Hall some nights working through crisis situations that came up.

Human Services was right there a few years back during the state lottery shooting and recently kept a storm shelter open for a week during the October Nor’easter.

“I continue to wish Newington well. It’s a great, well-managed community,” said Freidenberg. “We may have over 30,000 people, but it is a small town. I’m definitely going to miss everybody.”

And everybody who has been touched by his selfless work over the years is invited to a reception to wish him farewell Tuesday, Jan. 10 at 3 p.m., in the Town Hall lobby.

Dozens of pets find homes through Humane Society event

About 25 area families have a new family member to share the holiday season with this year thanks to the Connecticut Humane Society’s “Happy Home for the Holidays” adoption open house last week.

Before the center branch in Newington opened its doors the day of the event, they had a “nice healthy line waiting outside” for the 30 kittens and cats that needed homes; and the many dogs, rabbits, guinea pigs, even lovebirds.

“We’re very pleased with how the event went,” said Alicia Wright, director of public relations. “In Newington, we adopted 12 pets, Waterford, 16.”

The vast majority of adopted pets were dogs, but a few cats also found new homes and then over the weekend a few of the lovebirds left, whose need for companionship requires them to go in pairs.

“They become very depressed and that can lead to health problems.

They need to have a friend to live with at all times,” Wright said.

Although the event was held around the holidays, the Humane Society discourages giving pets as gifts because groups as a whole should understand what it means to welcome a new member into the family.

“We definitely want to remind folks that adoption is very important to help reduce the pet overpopulation our country faces,” said Wright, who welcomes monetary donations as well.

“We absolutely rely upon the community to support our animals.

Consider a holiday gift or an end-ofthe-year gift,” she offered.

Commission mulls options for dealing with invasive plants

Do you know how to splint a broken arm, what to do if someone is bleeding severely, or even what to do at the scene of an accident where multiple people are injured?

On Saturday, Dec. 4, more than 100 Boy Scouts gathered at the Immanuel Lutheran School in Bristol to demonstrate just this sort of knowledge while competing in the Annual Mark Twain District

First Aid Meet.

The Scouts represented Troops in Avon, Bristol, Farmington, Newington, Plainville, Rocky Hill, West Hartford and Wethersfield.

At the meet, teams of Scouts each faced five different scenarios and tried to correctly determine what was wrong with a victim and then treat them. Detailed knowledge and quick responses were needed, as a

Creeping up around the creeks, ponds and wet areas in Newington are creatures that could be getting in the way of residents’ fishing, swimming and general outdoor enjoyment. The town’s Conservation Commission is considering their options for dealing with what they call ‘invasive plants.’ Commission chairman Philip Block thinks it would be to the town’s betterment to find out how much land is affected and use the data as a springboard to decide if something should be done. He proposed a new initiative at one of their recent meetings and the commission discussed it more in depth earlier this week. “Over the years, there’s been more and more underbrush developing along the wetlands and in the open space of the town,� Block said. “Nobody’s really paid any attention to what it is; it seems like the majority of it is actually invasive species that make it impossible to get near or enjoy a lot of the wetlands.�

The question is: How big of a problem is it and what should the town be doing about it? Well, for some reason it deters wildlife; no animals will nest in it, and it fills in the wetlands very quickly, changing a pond into a marsh.

Block recommends turning the dilemma into an educational opportunity, possibly for the Girl Scouts or Boy Scouts to tackle. He suggested asking one of these groups to collect the various species of plants that are ruining the habitat of the harmless native species. After studying what effects they’re having on the surrounding environment, they could report back and the town might consider seeking a grant or putting an ordinance into effect to eliminate the delinquents. “It’s their town, they’re the ones growing up and living in it and they’re out roaming around already,�

Block said of why a Scout troop might pursue the project. “The Scouts are supposed to pay attention to their environment. There’s always educational value to caring about your community and learning about what’s in it.�

Block has noticed them in a number of areas in town,but in a particularly high concentration around the south end of Mill Pond. One species he observed is a scrubby brush called the ‘Russian Olive.’Phragmites — also known as the common reed, are another wetland grass observed.

According to the Department of Environmental Protection, invasive species are strangers to the ecosystem that they were introduced into and their presence may cause harm to the environment or human health. Some grow aggressively and can displace native species.

The commission deemed Block’s proposal a worthy project and after gaining permission from the Town Council, they will be in contact with Scout troops to see if they have any interest in helping.

Town seeking grant to clean up National Welding site

Newington officials expect to apply for state grant funding this January to demolish the former National Welding building on Fenn Road and redevelop the site. The town’s Development Commission discussed possibilities for the property last week, which is adjacent to the proposed Busway station north of Cedar Street and east of Fenn Road. “We need about $1.3 million

to remediate,� said Chairman Tom Shields, who stressed that the busway plan the state just received funding for is unrelated to these current efforts. “We’re not looking to make this part of the Busway project. We’re looking to make this a taxable piece of property for Newington,� he said.

However, because of its proximity to the Busway station site, the town applied for a transit-oriented development grant back in September in hopes of tying both issues together

to get the polluted property cleaned up. Because they did not receive it, Newington officials are taking an alternate route.

Governor Malloy made the cleanup and redevelopment of contaminated Brownfield sites a top priority, according to the state Department of Economic and Community Development. “He feels it is key to spurring economic revitalization and job growth in Connecticut,� wrote Commissioner Catherine Smith in a letter summarizing funding possibilities, sent to town officials back in September.

The town plans on taking advantage of this opportunity by applying for a Brownfield development grant in January. Applications will be reviewed sometime in March.

“What we’re trying to do is get funds; with serious consideration this project back on the tax rolls and given to projects that immediately use it as an industrial development create at least 50 full-time non-construction positions. They also emphasize that they will support plans that are ‘shovel-ready,’ which Shields says this is. The town already set aside $450,000 for the construction of an access road connecting Fenn with the bus station as well as the National Welding site. “The preliminary work was done many years ago

My wife and I recently received our property tax bills for the second half of the year.

As with prior bills I particularly was appalled concerning the tax exemption that was included on the bill.

When our first home was purchased in 1958, an exemption of $2,000 was applied against the assessed value of approximately

In cost-saving measure, officials consider forming regional 911 dispatch center

Officials are considering the formation of a regional 911 dispatch center as a cost-saving measure.

The regional center would replace the town’s municipal 911 dispatch center, along with other centers in Cromwell, Rocky Hill and Wethersfield.

This isn’t the first consolidation of services for these towns, as they have already applied for a grant to collaborate on a major crime and accident investigations unit. The five towns already have a joint narcotics task force, traffic squad and motor vehicle accident

investigation team.

The major incentive for the dispatch center, similar to the town’s other partnerships, is cost efficiency by reducing equipment and labor expenses.

Town officials are now considering whether to apply for a state grant that would provide the funding necessary for the transition.

John Klett, Berlin’s deputy police chief, said that while the prospect of a regional center still needs further review to conclude if it will actually save the town money, it likely would ease the state’s budget crunch.

The current bill that was just received showed an exemption of $3,000 on assessed value of $154,000. This equates to a rate of 1.9 percent.

As a veteran of the Korean War, I consider this a slap in the face.

public safety answering services statewide,” Klett said. “They’ll pay less for equipment (that municipal dispatch centers use).”

“There have been a lot of concerns from the police and fire departments,” Klett said. “Our dispatch center has prisoners in the cell box. How is that going to work? Who is going to watch them if there is no one at our center? The answer from the state is that we shouldn’t be doing this in the first place, but then an option of fix that issue would be to create a regional jail. That would cost even more money.”

If the towns choose to apply for the grant, the state Office of Policy and Management will then begin an analysis to determine each town’s potential savings. It’s not clear just how much money the state would award for the grant.

Gian-Carl Casa, undersecretary for legislative affairs at OPM, said the state has been in discussions to create a regional dispatch center for years.

“Anything that the towns can do to reduce the cost of government is a good thing,” Casa said. “A 911 dispatch center is something that can be easily regionalized and we’re glad people think along those lines.”

The town’s deadline to apply for the grant is Dec. 31.

Klett said already there are concerns over how the regional center would be staffed.

“I think it will be difficult to maintain a level of service the town has come accustomed to if people are just redirected by phone and no one is actually in our center,” Klett said.

HEALTH DISTRICT REMINDS SENIORS OF FOOT CARE CLINICS: The Central Connecticut Health District would like to remind seniors of foot care clinics, provided by Pedi-Care, LLC. These clinics are designed for non-diabetic seniors who reside in Berlin, Newington, Rocky Hill and Wethersfield. A specifically trained registered nurse provides the following: General Assessment of the Feet and Lower Extremities; Trimming, Filing and Cleaning of Nails; Reduction of Thickened Toenails; Smoothing of Corns and Calluses.

The clinics are held at two locations: the Wethersfield Community Center, Room F-1, 30 Greenfield St. and the Rocky Hill Community Center, Room 3, 55 Church St. The upcoming clinic dates are as follows: Friday, Dec. 30; Friday, Jan. 6; Monday, Jan. 23 and Feb. 3 at the Wethersfield Community Center, as well as Wednesday, Jan. 11 at the Rocky Hill Community Center. Residents age 65 and older may schedule an appointment. A fee of $27 is due at the clinic. Home visits are also available for a fee of $45. People with diabetes cannot be served at these clinics, and should arrange to see a podiatrist for their foot concerns. Appointments are required.

HEALTH DISTRICT SELLING BICYCLE HELMETS: With the holidays just around the corner, a great gift idea for the active child or adult in your life is a helmet. The Central Connecticut Health District has been selling low cost bicycle helmets to residents since 1997.

Currently, the Health District is offering bicycle helmets for sale. As with any athletic activity, safety should

always be of primary concern. According to the Centers for Disease Control and Prevention, 1.7 million Americans sustain a traumatic brain injury, resulting in 52,000 deaths, 275,000 hospitalizations, and 1.365 million people receiving treatment in emergency departments every year.

Traumatic brain injuries (TBI) account for TBI a third (30.5 percent) of all injury-related deaths in the United States. Many of these injuries can be prevented or minimized with the use of properly-fitted helmets. The helmets come in a variety of colors for children and adults, ranging from toddler sizes to adult XL. The cost for the helmets is $10. The bicycle helmets are available for purchase at the main office of the Central Connecticut Health District at 505 Silas Deane Hwy. in Wethersfield.

Bond Commission approves $1M for Cedar Mountain preservation

The State Bond Commission approved a $1 million grant to assist the town of Newington with purchasing 28.6 acres of vacant land on East Center Street, known as “Cedar Mountain and the Marcap Parcel.”

Newington Town Manager John Salomone said preserving the 26-acre property was such a high priority for the Town Council and residents that “we would have paid for it ourselves over a number of years.”

Newington state Rep. Sandy Nafis, a Democrat, called Cedar Mountain “a local treasure.

This money will go a long way toward stopping dangerous overdevelopment and preserving the open space for generations.”

“This is one of our last areas of untracked land,” Salomone said.

The bond commission also gave ESPN a grant and construction loan last week giving the company the

go-ahead to expand its digital media operations. The grant and loan are part of Gov. Dannel Malloy’s First Five Program. The program offers incentives to five businesses each year that, depending on the size of the company’s investment, create a minimum of 200 full-time jobs in the state within at least five years. Companies taking advantage of the program this year were ESPN, Cigna, Ticketnetwork and NBC Sports.

ESPN’s $18.7 million grant and loan package for construction will be provided at a zero percent interest rate for 10 years. The company agreed to retain 3,872 jobs and create between 200 and 800 new ones.

Loan principle will be forgiven for achieving these job-creation goals.

ESPN Vice President of Communications Mike Soltys said Friday’s move was “the formal step of moving forward with what had been agreed to earlier.”
