The League is officially named the Women’s Premier Soccer League and is most commonly referred to as the “WPSL.” The WPSL name and logo are registered trademarks owned by Women’s Premier Soccer League, LLC.
The official WPSL logo features Red (PMS 200) and Blue (PMS 2935) as primary colors, with black and white accents. trims. The logo includes artwork on the left side of the WPSL’s horizontal lettering, depicting a female player dribbling a soccer ball.


Founded in 1998 by the late Jerry Zanelli, the Women’s Premier Soccer League will enter its 27th season in May 2025. Widely recognized by industry enthusiasts as the “Largest Women’s Soccer League in the World,” the WPSL is also the longest-running women’s soccer league in North America - at both the amateur and professional levels.
The WPSL is committed to providing the highest level of developmental opportunitiies for amateur female players in the United States during the summer months. The league has expanded to 150 teams across all four U.S. time zones. Team rosters feature highly skilled athletes from collegiate and post-collegiate programs, as well as standout high school players.

The WPSL is affiliated with the United States Soccer Federation / USSF and sanctioned by the United States Adult Soccer Association / USASA. In May 2023, the WPSL was granted Tier I status by the federation.
The WPSL is privately owned and based out of Oklahoma City, Oklahoma.

The WPSL is governed by the WPSL Operations Manual, which is produced and approved by the WPSL executive committee and updated seasonally or as-needed. This manual serves as a comprehensive guide outlining the league’s rules, regulations, standards, and guidelines.
Each active WPSL Member receives an electronic copy of the WPSL Operations Manual, with the most recent version available online at WPSLSoccer.com. Access is restricted to Members in Good Standing through a secure login and password-protected system.
It is the responsibility of all WPSL members to thoroughly read, understand and comply by the rules, requirements and general standards outlined in the manual.
Additionally, WPSL Members must maintain the Operations Manual and any accompanying addendums in strict confidence.
Each season the WPSL establishes its Seasonal Alignment, structured around the geographical distribution of its Active Membership.
The league is divided into four Regions, officially designated as:
West Region
Central Region
South Region
East Region

Each region consists of four Conferences, totaling 16 across the league. Depending on the number of teams and their proximity, some conferences may also include division for further balance.
The 16 Conference Champions advance to the WPSL Playoffs
From there, four Regional Champions are determined through a single-elimination semifinal and final bracket, with each champion earning a spot in the WPSL Championship.
The four Regional Champions compete in the WPSL Championship, held at a predetermined location, following a singleelimination semifinal and final format to determine the WPSL Champion.
The WPSL Staff Directory is available to WPSL members through the Document Library at WPSLSoccer.com. All WPSL Staff Members receive a company email address and have the right to keep their cell phone numbers private if they choose.
The WPSL President has the authority to form an Executive Committee. For the 2025 season, the Executive Committee consists of the following six members:

If an executive committee member declines the position or resigns, the president retains the right to appoint an associate commissioner of their choice to fill the vacancy.

The president and/or commissioner may appoint four associate commissioners to serve on a seasonal basis. Associate commissioners receive a seasonal stipend, determined by the WPSL president, and are reimbursed for expenses incurred while representing the WPSL.
Each associate commissioner is assigned to oversee a specific region and are responsible for:
Communicating with conference delegates
Engaging with team operators and future team operators
Exploring potential new WPSL markets
Assisting with league matters as outlined in the WPSL Operations Manual
Each WPSL conference is assigned a conference celegate, who serve on a seasonal term and may be reappointed for consecutive or multiple terms if recommended and approved. Conference delegates assist with:
Scheduling matters
Playoff procedures
Miniminum standards compliance
Team Relations

No member of the executive committee, associate commissioners, or conference delegates may make a WPSL decision related to a soccer matter involving a team or individual with whom they are directly involved, or have been involved, within the past three WPSL seasons.
In the event of a conflict of interest involving the commissioner or deputy commissioner, the WPSL president may assign the matter to an associate commissioner who does not have a conflict of interest.
The WPSL operates via a membership-based model, where teams retain the right to renew their participation on a seasonal basis within the market where they initially applied and were approved. A team’s right to return each season is contingent upon the team remaining a Member in Good Standing.
Unlike many U.S. team sports leagues, the WPSL is not a franchise model. The league does not grant or guarantee territorial or market rights, nor does it enter into guaranteed multi-season agreements with its members.

At all times, WPSL teams must provide the league with the full name and contact information of the team’s principal. The team principal is the primary liaison for business matters and is responsible for the team’s payables, including WPSL liabilities. If a league member is a “soccer club”, the club must designate a senior level administrator to serve as the WPSL principal.
Each WPSL Team is required to provide its WPSL team services manager with the current contact information for the following:

Each team has the right to use its own team name and marks in connection with the normal operation and promotion of its respective team.
WPSL Teams must provide the league with their current:

If the Team Name/Crest is owned by a “club” and not be an individual entity, the legal owner of record must be noted. If a Team Name/Crest is being loaned or leased to a WPSL team, a copy of the terms must be made available to the WPSL upon request.
The WPSL retains the rights to reject a team name and/or crest should it be deemed derogatory, controversial, or not in the spirit of good sportsmanship or family values.
If a WPSL member compete in another amateur women’s soccer league, the WPSL will not allow the team name, logo/crest to be labeled as “secondary” (e.g., II, U21, Reserves). However, secondary namesakes may be allowed for teams affiliated with women or men’s professional soccer leagues.

The fee to enter the WPSL as a new Team is $4,500.00, payable in full upon submission of the WPSL New Team Application. A new team will not be approved or announced to the public until the New Team Fee has been paid in full. If the applicant is not approved, the New Team Fee is refundable.
When the WPSL president deems a team and market worthy of consideration for joining the WPSL, the following steps apply:
A Member of the WPSL executive committee will forward the WPSL New Team Application to the prospective new team. The application includes a questionnaire covering: Applicant details, market information, stadium details, business plan, marketing strategies, proposed staffing levels, soccer experience, etc.
The Application must be completed in full, submitted on or before December 31, and be accompanied by the $4,500.00 New Team Fee. If the Applicant is denied, New Team Fee will be refunded to the address provided on the application to the Applicant at the address provided on the application.
The WPSL retains the right to extend the New Team Application deadline beyond December 31.
Upon receipt of the application and supplementary materials, the president will forward the information to the executive committee for review.

The executive committee may request additional information from the applicant beyond what was provided in the initial application.
If the applicant’s desired market is within the metro area of an active WPSL team, the teams in that respective metro area will be contacted via telephone and/or in writing. They will have the opportunity to provide professional feedback on the prospective Applicant.
Upon receiving feedback, WPSL president will make the final decision regarding the applicant.
The WPSL president will notify the applicant of the executive committee’s decision.
If applicant is approved, Women’s Premier Soccer League, LLC will forward the WPSL Operations Manual to the applicant for the upcoming playing season.
The applicant has ten (10) days to review the Operations Manual and must electronically authorize that they have read and understood the terms and conditions outlined in the manual. They must also execute the WPSL Obligations of a Member document.

In cooperation with applicant, the WPSL communications department formally announces “New Team in WPSL” on agreed-upon date.
The WPSL traditionally unveils its roster of teams and conference alignments to the general public during its Annual General Meeting (AGM) in late-January / early-February.
No refunds will be provided on New Team Fees following the formal approval and public unveiling of new WPSL team. No exceptions.
Active members must pay Annual Membership Dues and the Playoff Pool Fee each season in order to maintain “Member Good Standing” status. Once paymet is made in full, teams will be added to the upcoming season’s WPSL roster of teams and region/conference alignment, allowing them to begin the regular season scheduling process.

Discount: A 5% discount applies to the 2025 Annual Membership Dues ($4,000.00) if paid in full by the commitment fee due date (October 1), resulting in a $200.00 savings.
Late Fee: A 15% fee will be applied to balances not paid by their due dates. The league may extend a 14-day grace period before fines are applied.

Dues are nonrefundable except under the following circumstances:
Act of God – if team’s season is canceled due to an “act of God”, such as a national pandemic or natural disaster.
League Schedule (minimum number of games) – if the league cannot provide the minimum number of regular season games (6) due to a lack of opponents within a reasonable geographical distance, the WPSL will issue a prorated refund or credit based on the eight-game minimum.
Example: If a team is scheduled for only six games (75% of the league minimum) and has paid $4,000.00 in Annual Membership
Dues, the team will receive a $1,000.00 refund or credit (25% of $4,000.00).

Each WPSL member must have a signed, executed copy of the most recent version of the Obligations of a Member document on file with the WPSL front office to maintain Member in Good Standing status.
If significant alterations are made to the Obligations of a Member document, a revised version may be issued to the respective WPSL member. The member will have 14 business days from receipt to sign and return the document to remain a Member in Good Standing.
A copy of the Obligations of a Member document will be available online at WPSLSoccer.com in the Document Library. Failure to execute a current document will result in the team losing Member in Good Standing status and not eligible to be placement on the WPSL roster of teams for the respective season.
Each season, WPSL teams must submit a WPSL Venue Application to the WPSL Commissioner or designated individual for all venues whey they plan to host home matches. No team may finalize or publicly release its regular season schedule until the venue application is approved.

The WPSL will host an Annual General Meeting – commonly referred to as “AGM” - once a year, traditionally in January or February. The date and location will be announced approximately 60 to 90 days in advance and be in a city with major airline access.
To attend the AGM, teams must have paid their annual membership dues in full and carry a zero balance to maintain Member in Good Standing status.
Note: The WPSL may choose to host the AGM virtually instead of holding an in-person gathering.
Each team must have at least one senior level representative - either a member of the ownership group, front office, or coaching staff - attend the AGM. The representative must be an active participant with the team and attend all WPSL meetings and special events scheduled during the AGM. Teams may not assign a proxy to another team’s representative unless both teams share the same majority ownership or lead principal.
Penalty for Non-Attendance: Team will be fined $1,500.00
The fine must be paid in full before the team is placed in a region or conference.
Until the fine is paid, the team will not be able to select primary home dates during the scheduling process. The only excused absences are acts of God or family emergencies, as approved by the WPSL president.

The WPSL reserves the right to require members to attend virtual meetings beyond the Annual General Meeting (AGM). Members who fail to comply may be subject to a fine up to $250.00.

A team may suspend operations for up to two consecutive seasons while maintaining Member in Good Standing status, provided it does not compete in a comparable North American women’s soccer league during this period - unless it receives written approval from the WPSL president. A team that follows the terms outlined below may return to the WPSL without paying the WPSL New Team Fee (currently $4,500.00).
Season #1 Suspension: The team must Remit $500.00 and notify league of intent to suspend operations no later than Jan. 10 of the calendar year in which it elects not to play. no later than January 10 of the calendar year of the initial season it elects not to play.

Season #2 Suspension: The team must remit $500.00 and notify the league of its intent to suspend operations no later than Jan. 10 of the second consecutive season it elects not to play in the WPSL.
Season #3 Suspension: Not applicable. Teams that do no remit the suspension fee and wish to return to the WPSL must submit a WPSL New Team Application and pay the New Team Fee (currently $4,500.00).
Teams that remit suspension fees are not granted “territorial or market rights”, and do not prevent the WPSL from soliciting or entering into New Team Agreements with teams from the same metropolitan area. Teams classified as “suspended” will continue to receive WPSL internal communications, be invited to the WPSL AGM, and have their logo and namesake included in selected line and print promotional materials.
The Women’s Premier Soccer League, LLC retains the right to suspend or expel a team’s membership if the team no longer qualifies as a Member in Good Standing as outlined throughout this WPSL Operations Manual. If the league imposes a oneseason suspension and team elects to return in the season followinging the suspension, the team must remit the $500.00 Suspension Fee under the terms and conditions outlined in Article 1.29 before being reclassified as an active member.

At no time may a team sell, lease, or loan its rights as a WPSL member to another entity without prior communication with the WPSL. Approval must be obtained for the new relationship or partnership for it to be considered a Member in Good Standing and an active member of the WPSL.
The WPSL operates on a membership-based model, where teams retain the right to renew their membership annually under the terms outlined in the WPSL Operations Manual. The WPSL is not a franchise-based model.
If an existing WPSL team elects to partner with a pre-approved entity outside of the WPSL, a $1,500.00 partnership transfer fee will apply. The WPSL retains the right to approve or deny any new partner’s involvement in the league.
If the team principal wishes to transfer their controlling WPSL membership to an existing partner or partners within their ownership group or club operations, they must submit a written request to the WPSL president.
The WPSL reserves the right to transfer the team’s membership to a new owner/operator if the the original owner/operator violates WPSL guidelines resulting in expulsion from the league. The WPSL does not have the rights to a team’s brand, logo, and namesake without written consent from the owner/operator or a court assignment. The League is not responsiblee for any financial liabilities incurred by the team before assuming day-to-day operations.

If a team withdraws from the league before completing its scheduled games, the following will apply:
If 50% or more of the schedules games have been played, all results will stand as validated by the league. The remaining unplayed games will be recorded as 3-0 forfeits in favor of the opponents.
If less than 50% of the scheduled games have been played, all previous results will be nullified.
All players from disbanding team will be declared “free agents” and may register with other WPSL teams once cleared by USSF/USASA.
If the league is unable to deliver a regular season schedule to a team, division, conference, region, or the entire league due to acts of God – such as a pandemic or natural disaster - the affected team(s) will receive full refund of its Annual Membership Dues.
Refunds will be processed no later than 30 days after the league formally announces the termination of the impacted team’s season.

Active WPSL teams may not engage with potential new WPSL expansion candidates to discuss merger or transfer opportunities without prior consent from the WPSL president. An active WPSL team does not have the the right to transfer its playing rights to a potential new member. In certain cases, the WPSL may determine that a join effort could enhance the business model or on-field product in a particular market. In such instances, the league may facilitate introductions and propose business terms beneficial to both parties.
Tampering may result in a fine up to the equivalent of the WPSL New Team Fee ($4,500.00) and/or subject to suspension or expulsion from the league.
The WPSL does not allow teams to compete under provisional status.
Teams are required to honor all WPSL sponsorship and partnership agreements and obligations, which may include, but are not limited to: venue signage, website and social media promotions, in-game promotions, print advertising, product sampling, soccer-related apparel and equipment items. Failure to comply with sponsorship obligations may result in a fine up to $1,500.00 per occurrence and could lead to suspension or expulsion from the WPSL.

Service Fees of 4-6% may apply on certain electronic financial transactions and are subject to change.
All WPSL lead principals, individuals associated with Active Members that have regular contact or authority over athletes, coaching staff and players must successfully complete the U.S. Center for SafeSport training on an annual basis.
Individuals will not be permitted to participate in a WPSL match until the registration software of the WPSL confirms completion of SafeSport training. The League will assist by providing the tools and links to access the mechanisms to complete the process.
Teams are responsible for associated costs tied to SafeSport and background checks, when applicable.
SafeSport resources, including protocols for filing a confidential report in good faith, are available in the Document Library on the league’s website. Participants are encouraged to report any suspected abuse, misconduct, or policy violations to the U.S. Center for SafeSport. Detailed instructions, including contact information, can be found in the Document Library.
The league will ensure all participants have easy access to the U.S. Soccer Integrity Hotline. Reports will be handled promptly and as discreetly as possible, with relevant information shared only with those responsible for investigating and resolving the matter.

For participants whose background screening is rejected, the WPSL will not internally rule on any appeals submitted by the participant.
Note: WPSL Teams are ultimately responsible for ensuring their organization adheres to the standards set for by the U.S. Center for SafeSport.


The annual season is comprised of a Regular Season and the WPSL Playoffs.
Each conference champion qualifies for the WPSL Playoffs, which will include 16 teams.
WPSL matches are played during the summer, with the regular season and playoffs scheduled to minimize conflicts with collegiate athletic and academic calendars.
Traditionally, the WPSL regular season runs from May thru early-July. The WPSL retains the right to set a specific date for teams to open their season, whether at home or on the road.
For the 2025 WPSL season, all teams must have opened their season by June 30, 2025.

Each WPSL team will play a minimum of 8 and a maximum 12 regular season games.
A Conference may apply for a waiver of the minimum game requirement due to extreme scheduling circumstances such as the number of teams in the conference, travel restrictions, or weather. The request must be submitted to the commissioner or deputy commissioner on behalf of the entire conference, not an individual team.
If a team wishes to play more than twelve (12) games, any additional matches will be considered as “friendlies” and will not count as WPSL games or be included in the WPSL standings. Additional insurance policies may apply to games played outside the WPSL schedule. To use WPSL referees for a friendly, teams must submit a request to the WPSL director of match officials at least 21 days before the scheduled match.
The WPSL schedules all regular season and playoff games for teams classified as “Members in Good Standing.” A team is considered in good standing if its annual membership dues are paid in full, it has a zero financial account balance, and it official team delegate attends all mandatory WPSL AGM events and meetings.

WPSL members must cooperate in a timely manner throughout the scheduling process to ensure a complete home and road schedule. Failure to do so affects the league’s overall image and creates significant setbacsk for all the teams within the Conference. If a Team fails to secure all home dates - including kickoff times and match locations - by the deadline set by the WPSL deputy commissioner, the following with occur: Team will be fined $250.00. Team will receive up to seven days to resolve all remaining schedule omissions and will be fined an additional $50.00 per day beginning on the eighth day until the issue is resolved.
If the Team fail to comply within the seven day period, the WPSL commissioner or deputy commissioner reserves the rights to: Designate the affected home games as road games, moving them to the opponent’s venue; or Classify the team as a Member Not in Good Standing and remove it from that season’s roster of teams.

Travel: If a scheduling conflict arise, teams with the longest travel distances within their respective conference/division will receive preferential treatment.
Sunday thru Thursday: Kickoff times on these days must allow the road team enough travel time to arrive home no later than midnight in its respective time zone. Allow two hours for match and 30 minutes for departure.
Example: If the road team’s projected travel time home is three hours, the latest kickoff for a Sunday thru Thursday match should be 6:30 p.m.
Friday: Matches on Fridays should not kick off prior to 5 p.m. without prior consent from the road team.
Friday and Saturday: Kickoff times should be scheduled based on the travel distance required for the road team to return home. WPSL encourages matches to start no later than 8 p.m. local time unless a reasonable weather delay occurs or both teams agree otherwise.

No game may be canceled prior to the scheduled date unless both teams and the commissioner, deputy Commissioner or associate commissioners agree. If a stadium or soccer facility is closed due to “acts of God” or other circumstances beyond control, the league must receive notice in writing from stadium or facility management immediately as soon as the decision is made.
The commissioner(s) will determine on a case-by-case basis whether a game is considered a cancellation or a forfeit. A postponed game should be attempted to be played and completed within 72 hours from the originally scheduled date and time. If all attempts to reschedule the game fail, the unplayed game’s final score will be reported as 0-0, and standings points will be calculated by the average points per game each respective team received during the regular season.
Once in progress, a match may be delayed or postponed due to unfavorable weather or other adverse conditions beyond the control of the teams, which would make the match impractical or dangerous to play. Only the referee has the authority to delay or postpone a match.
Unless both teams and referee agree, teams must wait minimum of one hour before abandoning a match that been delayed. The one-hour grace period may be extended up to a maximum of three hours by the referees, but only if there is a reasonable likelihood the match could be resumed and completed that day.

If a match needs to be terminated and the first half has been completed, the match will count as the complete and official match result. If a match is terminated before the first half is completed, the teams must mutually-agree on a date and time to reschedule. If the teams cannot agree on a date and time, the final decision will be rendered by the associate commissioner or deputy commissioner.
The 16 conference champions qualify for the WPSL Playoffs, which consist of two rounds of single-elimination bracket play:

The locations of the four WPSL Regionals rotate between conferences each season. The champion from each designated conference serves as regional host. The WPSL retains the right to assign the regional site to a new location if a team is not in good standing or the host facility does not meet WPSL standards.

Note: Conference names, regional alignments, and the roster of teams are subject to change from season to season. The WPSL will make its best efforts to ensure no Conference is penalized within the rotation due to alignment alterations.
In the event of a dispute regarding the regional host, the WPSL deputy commissioner will make the final decision on the venue that will host the respective regional championship.

Each host for the WPSL Regionals (July 11-13, 2025), must meet the minimum standards outlined in the WPSL Operations Manual. The general responsibilities of the regional host are as follows:
Provide an acceptable rate at 3-star hotel for regional teams (7 double rooms). The host is not responsible for remitting payment, only for assisting with securing the room rate and holds.
Remit payment to referees for all three games at rates established by the WPSL. Provide field and game operations consistent with WPSL and FIFA standards.
Provide an alternate field location (preferably turf surface).
In good faith, make the best effort possible to promote and market the regional.
The WPSL retains the right to select the host city and venue for the WPSL Championship. The 2025 WPSL Championship will be hosted by the WPSL the weekend of July 18-20 in Stillwater, Okla. on the campus of Oklahoma State University. Dates and kickoff times for the semifinals and finals will be established once the four qualifying teams are finalized and travel arrival times are confirmed.
The four qualifying teams are responsible for securing their own travel accommodations. The Host will assist in securing acceptable ground transportation and hotel room rates in accordance with market standards for the host city.

The Host is responsible for all expenses associated with hosting a championship semifinal and final in a national league with elite athletes, including providing a first-class venue, a quality playing surface (including an alternate turf venue), professional game operations, and a minimum 14-day marketing campaign.
The WPSL Championship Semifinal matchups are based on an annual rotation of the four WPSL Regions as reflected below. Matchups are valid only in the league’s current four-region format.

The higher-seeded team in the WPSL Championship Semifinals and Finals is classified as the “Home Team” and is determined as follows:
Semifinals: Seeding is based on the team’s regular season winning percentage. If both teams have identical percentages, the Tiebreaker is as follows:
1.Goal differential in Regionals
2.Goal differential in regular season (on per game average basis)
3.Coin Toss by the WPSL commissioner or deputy commissioner
Final: Seeding/Home Team is based on the goal differential of each team’s WPSL Championship Semifinal. If both teams have identical results, the tiebreaker is as follows:
1.Regular Season winning percentage
2.Goal differential in the regular season (per game average basis)
3.Coin toss by WPSL commissioner or deputy commissioner
Uniform Selection: The home team earns the right to select its uniform for the WPSL Championship Semifinals and Finals. The WPSL commissioner or deputy commissioner will coordinate the timing and communication amongst teams regarding the final uniform combinations for all three matches.

To schedule and maintain a fair and practical playoff structure, the following policies have been implemented:
JUNE 15 NOTIFICATION DEADLINE:
No later than Sunday, June 15, 2025, by midnight EST, any team that notifies the WPSL deputy commissioner in writing that it elects to not participate in the WPSL Playoffs, will not incur a fine. If a team that has opted out of the playoffs win its respective conference, it may not change its decision and compete in the WPSL Playoffs.
A team that has opted out is not eligible to participate in its conference championship tournament or match, if applicable.
CONFIDENTIAL: The team, WPSL commissioners and WPSL front office will keep WPSL Playoffs non-participation information confidential to ensure inconsistent reasoning does not get publicly disclosed.

The team finishing highest in the respective conference that did not opt out of the WPSL Playoffs will serve as the conference’s representative in the WPSL Playoffs and attend regionals as the conference representative. The Team, WPSL commissioners and WPSL front office will keep this information highly confidential.
If the conference’s replacement team also opts out of the WPSL playoffs, the commissioner or deputy commissioner retains the right to select the team that will represent the respective conference in the WPSL Playoffs.
If all eligible teams from the same conference opt out of the Playoffs, the conference may at the discretion of the commissioner or deputy commissioner lose its current position in the WPSL Regional host rotation and be dropped one to three seasons within the rotation.
Example: If the Blue Conference does not send an eligibble team to the 2025 WPSL PLayoffs and is slated to host regionals in 2026, the Blue Conference may be to the bottom of the rotation order and not be eligible to host WPSL Regionals until 2028.

If a team fails to notify the WPSL deputy commissioner prior to June 15 and does not participate in the WPSL Regionals (regardless of reasoning), the team will be fined $3,000 and will not be eligible to participate in the next season’s WPSL Playoffs.
If a team participates in WPSL Regionals but elects not to participate in the WPSL Championship (regardless of reasoning), the team team will be fined $6,000 and will not be eligible to participate in the next season’s WPSL Playoffs.
All messaging will be coordinated through the WPSL front office to ensure consistency in explaining why the winner of a conference is not advancing to the WPSL Playoffs, if necessary.
Conference champions who opt out of the WPSL Playoffs for two consecutive seasons will not be eligible to host Regionals if their respective conference is slated to serve as host.

All WPSL teams participating in the regular season will be assessed a Playoff Pool Fee of $350.00, payable by January 10 with Annual Membership Dues. A 15% late fee will apply to any outstanding Playoff Pool balances.
One hundred percent (100%) of fees collected will be distributed to the 16 WPSL Playoff participants via a pre-determined scale outlined below:
Playoff Pool Income Sources – Collected via: Team Playoff Pool assessments ($350/team)
Up to $10,000 from fines collected from the respective season.
The WPSL is responsible for any overages required to remit the Playoff Pool amounts.
Playoff Pool Team Disbursements – Remitted within five business days after the conclusion of each team’s final playoff game.

The WPSL Playoff Champion will be recognized in official WPSL news releases and marketing materials as the winner of the Jerry Zanelli Cup, in honor of WPSL founder Jerry Zanelli.
Participating teams in the WPSL Finals will receive 30 medals to distribute to their athletes, coaches, and administrators. The WPSL champion will also receive a replica Jerry Zanelli Cup, while the runner-up team will receive a finalist cup.


All WPSL games shall be conducted according to the rules and regulations recognized by the league. The playing rules of the league shall follow the most recent USSF/FIFA rulebook, except for exceptions listed herein.
The official game time for all WPSL games will be managed on the field by the referee. If necessary, the referee may allot additional time (also known as “stoppage time”) at the end of each half and, if applicable, during the first and second extra time periods in playoff matches to allow first extra time period and second extra time period for injuries, time-wasting or other disturbances.
The Stadium clock will start at kickoff of each half:

From 45:00 to 90:00 in the second half.
For statistical purposes, the minutes for goals, yellow cards, etc. will be listed form the first minute until the 90th minute.
A goal scored at 15:10 will be listed as having been scored in the “16th minute”.
Events occurring during stoppage time will follow the international norm, being marked with a “+” sign and the additional minutes. For example, a goal scored three minutes into first-half stoppage time will be officially identified at “45’+3’”.

The WPSL allows open substitutions. Substitutes must report to the fourth official at midfield and may not enter the field without the referee’s permission.
The home team must provide the referee at least four Official WPSL FIFA-approved Game Balls in acceptable playing condition 30 minutes before kickoff. Failure to provide the number of game balls required will result in $50.00 fine per ball. The referee will return all game balls to the home team’s designated representative immediately after the game.
SELECT Super Ball is the “Official Match Ball of the WPSL” for the 2025 season.
The WPSL reserves the right to require teams to use a specific a ball at the sole discretion. If a team or club has an exclusive ball agreement that conflicts withhe WPSL agreement, it must submit a copy of the exclusive agreement and remit a waiver to the WPSL deputy commissioner at least 30 days before its first home game of the season. Intentional failure to use the league’s official match will result in a $200.00 fine per game and disqualification from future WPSL soccer ball agreements.

The WPSL mandates cooling breaks when the WetBulb Globe Temperature (WBGT) measures 82 degrees Fahrenheit or higher. Additionally, the referee may implement a discretionary break at any time if player safety is at risk.
The fourth official is responsible for measuring the WBGT at the kickoff spot at the end of the pre-match warmup. A second reading will be taken at halftime to determine if a hydration break is necessary. Each cooling break will last up to 90 seconds and will occur around the 30th and 75th minutes. The clock will continue to run, and all time used for the break will be added to stoppage time.
Both teams and the referee must adhere to any local or facility ordinances in place regarding curfews, noise levels, and lighting restrictions, including regulations set by school districts, neighborhood associations, states, counties, cities, or municipalities.


To participate in a WPSL team in a practice or match, all players must register with the United States Soccer Federation (USSF) and the United States Adult Soccer Association (USASA) through the WPSL’s official electronic player registration platform.
A Minimum of 48 hours is required for a player to be cleared through the league’s registration process before being added to a team’s active roster.
The eligibility status of the head coach and coaching staff is ultimately the responsibility of the team - not the referee.
Teams may have no more than 40 players on their registered active roster at any time. A player serving a WPSL suspension counts towards this 40-player limit.

Maximum of 20 players from a team’s active roster may dress for games and be placed on the game day roster. The 20 player roster may include 18 field players + 2 goalkeepers.
Up to two additional players may be classified as alternates but can only be added to the 20-player roster if an injury occurs during warm-ups. The injured player must be deemed inactive by the official WPSL medical representative at the game.
Minimum of 14 players must be on a team’s active roster and present for the match. Failure to meet this requirement will result in a $50.00 fine, which will double to $100.00 for each additional occurrence.
NOTE: A minimum eight players is required for a WPSL match to be played. Failure to meet this requirement will result in a forfeit, including all applicable fines and standings ramifications.

Field players and goalkeepers must have dressed, been checked in by the referee, and been listed on the official game scoresheet for a minimum of two regular season games with the respective team during to be eligible to participate in the WPSL Playoffs.
If a playoff team does not have an eligible goalkeeper available, the team may apply for a waiver with the WPSL deputy commissioner.
Note: Conference championship games are classified as regular season games.
A match may not be played without a WPSL-registered head coach on the bench. If the head coach is unavailable for a match, the team must designate a replacement head coach. The replacement must be registered with the WPSL and noted on the official game sheet.
If a WPSL match is played without a designated, registered head coach on the bench, the following penalties apply:
1st Offense: $500.00 fine.

2nd Offense: $1,000 fine, Forfeit match, and Potential expulsion from the WPSL.
If a team’s head coach is serving a match suspension, the team must designate an interim head coach for the match. The interim head coach must be registered with the WPSL prior to being listed on the official game sheet.

A player may serve in the role as player/coach on a WPSL team’s coaching staff.
If the individual is the team’s head coach, the team must have a WPSL-registered assistant coach in the technical area for all WPSL home and road matches - no exceptions. The assistant coach must be properly identified on the official game sheet along with the player/head coach.
When a player/head coach is on the field as a player, she has no coaching role in relation to the referees and is strictly a player.
An individual serving both roles must register as both a player and a coach through the league’s registration platform. Once both registrations are approved by the team’s WPSL team services manager, the individual will be classified as a “player/coach” on the roster.
Each team is required to have two full sets of 26 complete uniforms, each from the same supplier. Goalkeeper uniforms must be a different primary color than the team’s uniform and must conform to FIFA guidelines.
FINE: $100.00 per occurrence.
Jerseys must have numbers that start at #00 and run through #99 on the backof jersey at least 8 inches high.
FINE: $100.00 per occurrence.
All uniforms must have a visible corresponding number on the front of shorts or jersey, with a recommended height of 3 inches.
Slide pants or compression shorts may be worn under the uniform shorts, provided they closely match the predominate color of uniform shorts.
The WPSL logo must be placed on the left sleeve on all team uniforms (via patch, screen print, or iron-on process).
FINE: $100.00 per occurrence.

All team attire worn during pregame warmups must be identical for all field players and should mirror the color scheme of the uniforms, unless tied to a special promotion or sponsorship.

Professionalconductandattirearerequiredofallpersonnelinthetechnicalarea.Abusivelanguageandobscenebody languageorgestureswillnotbetolerated.Theminimumdresscodeincludesacreworpoloshirt,dressshorts,andshoes.It ishighlyrecommendedthattheteamprovideallbenchpersonnelwithapparelmatchingtheteamcolorschemeandbranding (logo/crest).

The WPSL director of communications and team service managers serve as the lead liaisons in educating WPSL teams about the game day reporting process via the league’s official statistical software partner.
This includes:
Inputting 20-player game day rosters
Tracking the time of goals, including the individual goals and assists.
Recording cautions and red cards.
In a joint effort with the fourth official, completing and submitting the final match report within one hour of the conclusion of the match.
The tracking of additional statistics such as corner kicks, fouls, offsides is optional.
Failure to submit an accurate WPSL game day report within the required one-hour time limit following the conclusion of the game will result in a $50.00 fine for the first offense, and $100.00 for each subsequent offense.

The referee must submit the minimum standards report electronically within one hour of the conclusion of the game. Upon receipt, the Deputy Commissioner will investigate the Violation. If a fine is imposed, the team will be notified according to the guidelines outlined in Article VIII of this operations manual.
Note: The WPSL will not investigate here-say and will only respond to allegations when a minimum standards violation report has been remitted.
Each coach has the right to submit a Coaches Referee Evaluation Form to the WPSL’s referee coordinator. The form can be found in the league’s document library on WPSLSoccer.com.

Players may participate in any competition under the jurisdiction of the WPSL, provided they are properly registered in accordance with the regulations outlined in this manual.
To participate in a WPSL game, a duly registered player must be listed on the official lineup card prior the game and be checked into the game by the officials before the start of the match. Each player/team is required to use the official registration software of the WPSL, which will identify players via an individual head shot, indentification, specifications, active/suspension status, and more.
An annual per-player fee (see table), established by the WPSL and USSF/USASA, will accompany each player registration. The fee must be paid in full for the player’s registration to be processed by deadlines set by the WPSL.
The WPSL player registration process will be strictly monitored and enforced by game officials, the WPSL, and USSF/USASA.

NOTE: Players must be registered a minimum of 48 hours in advance to be eligible for placement on the active roster and to appear in a WPSL match.
All players are required to complete certification with SafeSport, the federal platform for preventing abuse against minors. The WPSL will provide teams the necessary tools and links, but it is the responsibility of each WPSL member team to ensure its players complete Safe Sport certification.
The WPSL has integrated the SafeSport link into the registration platform. A player will not be eligible to participate in a WPSL match until she is certified. Failure to do so will result in the team be ruled as having an illegal player (Article 4.05).

Anineligibleplayerisanyplayerwhoisnotproperlyregisteredwiththeleagueand/ortheUSSF/USASAordoesnotappearon theteam’sactiveroster. AplayerwhohasbeensuspendedbytheWPSLbutparticipatesinagameisalsoconsideredan ineligibleplayer. Ateamthatusesandineligibleplayerwillfacethefollowingpenalties:

Tampering: During the WPSL season, a player may register with only one team. No team may approach a player who is registerd with another team without written consent form that player’s lead principal or head coach. Unauthorized tampering with a player registered to an existing WPSL team may result in a fine of up to $1,500.00.
Player Releases & Transfers: A player seeking release must apply to the WPSL team. In accordance with USASA rules, a player must be released if she has met all conditions outlined in this policy. If a release is denied, the player may bring the matter to the attention of the league along with the reason for denial.
Termination:

By the Player. A player may terminate her registration with a team after fulfilling the conditions stated above.
By the Team. A team may terminate a player’s registration at any time for reasons including, but not limited to, performance or violations of team rules, provided written notice is given to the player.
Voluntary. A player who is voluntarily released by a team may register with another WPSL team.

The United States Adult Soccer Association (USASA) provides secondary medical insurance for registered amateur players and liability coverage for teams. Additionally, USASA issues liability insurance documentation to each club, which must be provided to WPSL team training and home game venues.
Any team that falsely represents USASA insurance documents may face a fine of up to $5,000.00 and potential suspension or expulsion from the WPSL.
Note: Teams may be required to purchase additional insurance policies based on their individual practice or game facility lease agreements or for riendly matches scheduled outside of the WPSL regular season and playoffs.
Each player assumes all risks, responsibilities, and liabilities for any loss, damage, injury, or death while participating a member of a WPSL team.
It is the player’s responsibility to have a primary health care plan before taking part in any official team activity, including but not limited to practices, games, community events, and marketing outreach.

An amateur athlete is a player who has never competed for payment or a monetary prize.
A professional athlete is any player who receives payment, directly or indirectly, for athletic participation, except as permitted by the governing regulations of leagues and associations.
A professional player may be reinstated as an amateur only with the approval of her team and the Amateur National State Association or Professional League with which the team is affiliated. The player must submit an application for reinstatement to the appropriate federation, which determines the approval process an timeline However, reinstatement does not take effect until the day after a 30-day waiting period, beginning from the player’s last matches a professional.
A professional player who has not been registered with any professional team or league, has not been under contract with a a professional team for at least one year, and has not applied for amateur reinstatement will automatically regain amateur status.
Note: A player’s professional status automatically reverts to amateur status two years after their last professional game.

College student-athletes make up a significant portion of WPSL rosters. Teams in the WPSL are expected to follow the eligibity guidelines set by collegiate governing bodies such as the NCAA, NJCAA, and NAIA.
The WPSL strongly encourages all student-athletes to verify eligibility requirements with their school’s compliance department or their conference office.
The WPSL office will not make rulings on a player’s collegiate eligibility.
A student-athlete may compete outside their institution’s declared playing and practice season as a member of a noncollegiate, amateur team, provided that: Participation begins no earlier than May 1st. the intsitution’s director of athletic or designated official approves the competition. No class time is missed for practice or competition.

Athletic competition shall be considered “organized” if any of the following conditions apply:
1.The competition is scheduled and publicized in advance.
2.An official score is kept.
3.Individual or team standings are maintained.
4.An offficial timer or game officials are used.
5.Admission is charged.
6.Teams are regularly formed, or rosters are predetermined.
7.Team uniforms are used.
8.A team is privately or commercially sponsored.

An NCAA Division I member institution may permit no more than five student-athletes with remaining eligibility in intercollegiate soccer to practice or compete out of season on an outside, amateur soccer team.
There is no limit on the number of student-athletes from the same NCAA Division II or III institution.
Incoming freshmen are included in the NCAA Division I five-player cap if they have met high school graduation requirements, signed a National Letter of Intent, or received an institution’s written offer of admission and/or financial aid. This includes a student-athlete who has made a financial deposit to the institution in response to th eoffer of admission.
Note: incoming freshman and transfers to contacting their respective college or university to confirm their “student-athlete classification” in relation to the five-player cap from the same school.
No member of the coaching staff from an NCAA Division I institution may be involved in any capacity - whether as a coach, official, player, or legue/team administrator - at any time (academic year or summer) with an outside team that includes any student-athlete with remaining eligibility.

4.19 COMPETITION AGAINST PROFESSIONALS
An individual may participate, either singly or as a member of an amateur team, against professional athletes or teams.
An individual may not compete on the same team as a professional player. A professional player must apply for and be reinstated to amateur status before playing on the same WPSL team as amateur players. Participation on a team with a professional coach or referee does not classify the team as a professional team.
A student-athlete may be employed by their institution, another institution, or a private organization to work in a camp or clinic, unless otherwise restricted by NCAA legislation.
As a condition of membership, it is the responsibility of an institution to determine the validity of the information regarding the amateur status of a prospective student-athlete and ongoing eligibility of current student athletes.

Each Member agrees to hold the league, member teams, league officers, employees, and agents harmless against all claims, actions, liabilities or demands of any nature that may be arise from or be connected to their participation in the WPSL.
The WPSL aims to recognize its athletes on a weekly, monthly, and seasonal basis with honors such as:

Only registered USSF or FIFA referees are permitted to officiate league-scheduled games. The league may designate a WPSL director of match officials, who may work with regional, statewide and local coordinators for match scheduling.
The referee is the sole judge of all matters pertaining to the game. All USSF Laws apply, except where WPSL modifications have been accepted by the USSF.
Before the start of each game, the referee shall inspect the playing field. If the field conditions are deemed unsafe for players, the referee shall abandon the game and notify the two competing teams. The referee has the right to delay the kickoff to enforce necessary alterations to the field to ensure player safety and in accordance with the Rules of the Game.

Referees are entitled to the game fee if:
They arrive at the designated home field at least 60 minutes before the scheduled start of the game and perform assigned services.
They arrive at the designated home field on time and the game is canceled without proper notification from the home team or appropriate WPSL liaison.
Either of the competing teams fails to appear for the scheduled game.
Fifty percent (50%) of the total referee fees will be paid in the event of a rainout or any weather-related issue that prevents the game from being played.
They complete the required game report as instructed by the WPSL director of match officials and/or commissioner/deputy commissioner.

The WPSL director of match officials will produce a Referee Manual specific to the WPSL for all referees scheduled to work league games.
The WPSL director of match officials will make the final decision on all referee assignments. Home and visiting teams may submit requests to exclude a particular referee from officiating their game(s) and must provide a detailed written explanation for the request. The referee coordinator will consider the requests and make a best effort to evaluate and accommodate reasonable requests. Verbal requests will not be considered.
The WPSL referee enforces the Laws of the Game and the spirit of the game, controls the match in cooperation with the other match officials, acts as a timekeeper, keeps a record of the match, and provides WPSL authorities with specifically requested details of the match, including information on disciplinary actions and any incidents that occurred before, during, or after the match.

Two official assistant referees, each carrying a brightly colored flag, are assigned to patrol one half of the field for all WPSL matches. If assistant referees are unavailable, each competing team must provide a qualified team assistant referee. The team assistant referees will receive specific instructions from the referee and should assist to the best of their ability.
WPSL matches require a fourth official positioned on the touchline between the two opposing benches. The fourth official tracks all stoppages during the game and informs players and coaches of the added time at the end of each half. They are also responsible for verifying substitutions and serving as the primary liaison to both team’s head coaches.
If referees do not show up, teams may use substitute referees if both teams agree. If both teams do not agree, the coaches must contact the WPSL director of match officials, who will render a final decision.


The commissioner and the deputy commissioner have the authority to suspend, fine, or disqualify any team official, player, or competing team found guilty of violating any league Articles engaging in conduct not in the best interest of soccer or the WPSL.
The Appeals Committee consists of five individuals, designated by the WPSL commissioner or deputy commissioner:
Deputy Commissioner
Executive Committee Member
Associate Commissioner
Conference Delegate (from the respective region)
Director of Match Officials

Appeals must be submitted in writing to the deputy commissioner within 24 hours penalty being imposed. A 250.00 bond is required with each appeal and must be paid before the appeal is reviewed by the committee.
Appeals should be no longer than two pages single-spaced, and typed. Photos and videos may be submitted and are encouraged.
Appeals Committee will rule within 24 hours of receiving the appeal. If appeal is successful, the $250.00 bond will be returned to the team or individual who submitted it.

The following suspensions will be imposed for multiple cautions received during a single season, including playoffs:
4 Cautions: 1 Game Suspension
8 Cautions: 2 Additional Games Suspension
12 Cautions: 3 Additional Games Suspension
A player, coach, or bench personnel sent off by the referee must leave the field area immediately and may not return until the game has concluded and both teams have cleared the playing surface. The referee’s send-off report will be forwarded to the WPSL director of match officials for review and adjudication.
Any send-off will result in a minimum of one-game suspension, which must be served in the next scheduled WPSL game, including playoffs.
Any player sent off in a final regular season match must serve the suspension in the first playoff match, unless the season is over, in which case the suspension will be served in the team’s first WPSL game the following season.

Any violent act directed at a referee will result in an automatic suspension from league play for the remainder of the season, including playoffs. If the act occurs during the final regular season or playoff game (whichever occurs last), the player will be ineligible for the subsequent season’s first game.
Teams may appeal an act against a referee in writing prior to the team’s next scheduled WPSL game. A $250 bond must accompany the appeal. If the appeal is denied, the bond is forfeited.
Players, coaches, and team official’s may not disparage referees, opposing players or staff, referee decisions, league disciplinary decisions, or the league itself in team press releases, media quotes, or social media posts. Fines will be assessed based on the nature, severity, and context of the comments. Serious violations may also result in suspension or expulsion from the WPSL.
Any person associated with a WPSL team or management who bets, gambles, or attempts to bet or gamble on any soccer game, including a WPSL match, will be banned indefinitely from all WPSL activities.

Any employee, player, or official of a member club or the league who is convicted of a felony, or who is found by the WPSL to have acted in a manner detrimental to the best interests of soccer of the league, may be suspended for a period deemed appropriate by the WPSL.


The WPSL has the authority to assess penalties on teams, individual team members, or team officers. Penalties may include warnings, fines, loss of points, suspension from soccer activities, or expulsion from the league.
Referee must submit a Minimum Standards Violation Report directly to the WPSL deputy commissioner within one hour of the games conclusion.
Upon receipt, the deputy commissioner will investigate the deemed Violation. If a fine is imposed, the team will be notified in accordance with the guidelines outlined in Article VIII of this operations manual.

The playing surface consist of natural grass or FIFA approved synthetic turf. The surface must be maintained in good playing condition. The grass length on game day should not exceed 1.5 inches. If the referee deems the playing surface unplayable (not due to weather), the match may be deemed a forfeit - all all penalties associated with a foreit apply.

Maximum Width: 80 yards

Maximum Length: 130 yards
Field markings must be consistent with FIFA Laws of the Game.
Fine: $ 100.00 per occurrence
The field must be made available to players, coaches, and referees no later than 60 minutes prior to kickoff. The only exception is if “doubleheader” is scheduled on the same field. In that case, home team should make concerted effort to secure a suitable warm-up area within walking distance for both teams.
Fine: $ 100.00 per occurrence

Two identical nets must be securely installed at least 60 minutes prior to kickoff.
Fine: $ 50.00 per net
Dressing rooms must be accessible 90 minutes prior to kickoff and thoroughly cleaned and sanitized. Each dress room must accommodate a minimum of 20 adults.

The dressing rooms do not need to be permanent structures; a temporary or portable structure, such as a large tent with covered side walls for privacy, is acceptable. The dressing room areas must be private and not within direct view of spectators or the public. Both the home and visiting teams are responsible for maintaining the dressing rooms in the same condition they found upon arrival.
If the visiting team requires postgame shower facilities and the venue does not have appropriate options, the home team is resposible for providing alternative optios within a short driving distance from the venue, such as a hotel or recreation center.

Each team must ensure a professional and consistent “look” for all games. Teams have the opportunity to create their own in-stadium entertainment packages, introduce game presentation elements, and develop local traditions, all within the framework on consistency.
All home teams must use the Game Day Timeline as a general guide. Slight adjustments may be made to accommodate each team’s pregame festivities. The WPSL Match Timing Sheet is located in the Document Library on WPSLsoccer.com.
A copy of the Match Timing Sheet must be posted and hand-delivered a minimum of one hour prior to kickoff to:
The home team’s dressing room and head coach
The visiting team’s dressing room and head coach
The referee’s dressing room, referee, and/or fourth official

Home and visiting teams must arrive no later than 60 minutes prior to kickoff.

A minimum of four SELECT Official WPSL Game Balls must be ready for play. No other ball may be used by WPSL teams unless approved in advance by WPSL commissioner or deputy commissioner.
Fine: $50.00 per ball/per game
The National Anthem may be performed live or played via recording. In games where two national anthems are required, the anthem of the visiting team’s country must be played first, followed by the anthem of the home team’s country.
Fine: $100.00 per game

Recommended Number: Six
Recommended Ages: 11 and up
Arrival: be in position with 45 minutes prior to kickoff for warmups.
Attire: should wear the same apparel, and it should not conflict with the home or visiting team’s color-scheme.
Alternate Option: If Ball Kids are unavailable, the WPSL allows for six cones to be set up around field with the balls placed on top of each cone. Two individuals will be responsible for replenishing the balls throughout the match.
Fine: $50.00 per game if no effort made
Home teams must live stream all WPSL games from kickoff through the conclusion of the match, by sending a clean feed to the league’s streaming provider.
Teams are responsible for testing their video recording system in advance of every home game. Poor video quality, bad camera angles, excessive camera movement, and unnecessary audio commentary are prohibited and will be considered failures to deliver minimum standards.
Fine: $100.00 first occurrence. $200.00 for subsequent occurrences
The home team is responsible of ensuring the referee or fourth official completes and submits all fields of the WPSL match reporting software, including inputting the data into the league’s official standings and statistical provider.
Match Reports must be submitted no later than two hours following the conclusion of the match.
In 2025, the following statistical data is required:
Player Information: Jersey number, first and last name, position
Goals: Time of goal, goal scorer and assist (if applicable). One assist maximum in WPSL.
Score: Halftime and final score

Fine: Warning first occurrence. $100.00 for subsequent occurrences

The home team determines all ticket pricing. Complimentary tickets are not required to be provided to players, coaches or visiting team.
The home team shall provide a Certified Athletic Trainer or Physician for both the home and visiting team for all WPSL games.
The trainer or physician should arrive no later than one hour prior to scheduled kickoff and depart only after both head coaches have signed off on their respective players’ wellness following the game.
Each team is responsible for its own medical supplies, including tape.
The referee must confirm the presence of a certified athletic trainer or physician at the match at least one hour prior to kickoff. The referee shall not start the match without this confirmation.

If the trainer or physician is not present, the referee may delay the start of the match for up to one hour. If the match cannot begin within that time, the match shall be abandoned with a forfeit score of 5-0 in favor of the visiting team.
Teams may NOT agree amongst themselves to play the match without a trainer or physician present.
Fine: $250.00 per game, plus all applicable penalities associated with a forfeit.

Any player who loses consciousness during a match and exhibits signs, symptoms, or behavior consistent with a concussion must be removed from the contest and shall not return to play in that match. The home team trainer or physician is the only person who may identify concussive signs, symptoms, or behavior. If the visiting team traveled with a trainer, the home team trainer is the designated “decision maker”.
The home team trainer or physician must provide a written report following the game to the WPSL, with a copy to the visiting team for follow up.
Referees are advised to stop the game and immediately call the respective trainer and/or doctor onto the field in the event of any collision to the head area (e.g., head, elbows, feet or knees) or when a player shows any sign of a potential head injury –whether there is a visible wound or not.

Teams must commit to providing enough potential home at their designated home stadium to accommodate a traditional and blanced WPSL regular season schedule for their respective conference (8, 10, or 12 games: 4, 5, or 6 home dates).
Minimum Required: 50% more than the number of home games projected for the team’s conference during the season .
Schedule Notes: If a team not comply and provide enough realistic home weekend dates to accommodate a reasonable balanced conference schedule, the deputy commissioner retains the right to deduct a home game from the team’s schedule and force a unbalanced road vs. home schedule (e.g., 5 home games and 7 road games).
Regional Championships: The team should notify the deputy commissioner if it is unable to host its respective Region Championship, if applicable.

Active Roster – Maximum of 40 players may be listed on a team’s active roster.
Playoff Roster Eligibility – Field players and goalkeepers must dress, be checked in by referee, and appear on Official WPSL Game Report for a minimum of two regular season games to be eligible for the playoff roster. Divisional Championship semifinal and final games are classified as regular season matches.
Game Day Roster – Maximum of 20 players may dress for games (including 2 emergency replacement players, injury only). Minimum of fourteen 14 players may dress for each game.
Each team will provide the referee or fourth official with their Game Day Roster no later than 45 minutes prior to scheduled kickoff.

Each team must have two full sets of 26 complete uniforms, each set being identical.
Must have numbers on back of jersey at least 8” high.
Must have easily visible numbers on either front of jersey or shorts (3” high recommended).
Numbers can start from #00 and go through #99.
Home team chooses uniform and colors and informs visiting team of choice.
Each team uniform must display the Official WPSL logo on either the left or right sleeve.
Teams can place sponsored advertising on its uniforms as long as it doesn’t interfere with the numeral or WPSL logo on sleeve.

If a team is unable to meet a minimum standard, it must notify the league and any potentially impacted teams as soon as possible. Requests for exceptions must be submitted in writing to the WPSL deputy commissioner. Exceptions are not effective until official written approval is granted by the deputy commissioner.


Fines, fees, and penalties may be assessed to members for violations of standards and regulations or for disciplinary reasons. The WPSL will notify each team when a fine is assessed and provide the terms. Members are responsible for the payment, unless stated otherwise.
Fines must be paid in full within 14 days of issuance from the WPSL (electronic time stamp). A 15% late fee will be added on the 15th day. Unpaid fines carried into the next WPSL season will result in the team being classificed as a Member Not in Good Standing.
