About the Wiltshire Parent Carer Council CIC (WPCC)

The Wiltshire Parent Carer Council CIC (WPCC) is an independent organisation which is managed and run by parent carers*, for parent carers, seeking to enable the voice and experiences of parent carers to positively influence the services that their children and families use.

Representing over 5,500 parent carers of children and young people in Wiltshire with Special Educational Needs and/or Disabilities (SEND), the WPCC provides a specialist consultation and participation service which enables parent carers to have a voice about the services and support their children and families use. This service offers real opportunities to influence and shape provision across the local area, and work in partnership with the people who commission and deliver services in Wiltshire.

The WPCC also provides its specialist information and signposting service called SENDIS, to support parent carers of children and young people with SEND, and those working with them. WPCC’s SENDIS service is a ‘one-stop shop’ that provides a wealth of specialist information as well as signposting to specialist services which support families raising a child or young person with SEND. This service is enhanced by our Outreach Service and Telephone Triage Team.

* The WPCC uses the term parent carer to describe anyone over the age of 18 with parental responsibility for a child or young person with SEND; this does not have to be a birth parent and could include foster parents, adoptive parents, special guardians, grandparents etc.

Having built our website early on in our development as an organisation, the time is right to update and refresh our website on a new platform, ensure it is fit for purpose, simple to maintain and update, and robust enough to be reliable.

Where the WPCC is Based

The WPCC represents and supports parent carers across the whole of Wiltshire, excluding Swindon.

The WPCC office is based in central Trowbridge, near to the Odeon cinema leisure complex.

Other Information

Closing date for all applications is 11pm on Monday 21st April 2025. Interested candidates will be required to submit an application video to accompany a short application form.

Interviews for successful shortlisted candidates will take place at the WPCC office on Thursday 8th May 2025.

It is hoped the successful candidates will start as soon as possible after the interview, subject to necessary checks.

Web Design and Developer

The Role

You will be undertaking a time-limited project to develop a new website for the WPCC. We think this would be a great opportunity to enhance a CV.

The project will run for approximately six months (dependant on number of hours worked per week) and will follow three distinct phases: -

Phase One - Build

Using a CMS platform, you will be expected to develop a frame for the new website that will enable you to create and build a website that is vibrant, accessible, easy to navigate, not overcomplicated, is intuitive to use and meets the need of our audience. You will be expected to check and migrate relevant information from our existing website and refine content. You will need to check and research information linked to the website and ensure it is current and relevant to our audience; this is likely to require you to liaise with relevant organisations. You will need to regularly liaise with members of the WPCC to report progress, evidence progress and sense check content.

Phase Two - Maintain

We envisage that approximately three to four months into the project, you will have developed a functioning website that meets our brief and the need of our audience. In this phase of the project, you will be responsible for making sure all elements of the website function correctly, testing and making adjustments and fixing errors or issues accordingly.

Phase Three - Train/Handover

In this final phase of the project, you will be expected to train key members of WPCC staff in the day-to-day management and maintenance of the website, in preparation for full handover to the WPCC.

This project will require you to work independently and demonstrate a high degree of initiative, as well as a good understanding of the audience. You will respect confidentiality and abide by the General Data Protection Regulations (GDPR) at all times, being aware of the need for safe and secure data management practices. Use of your own IT equipment would be preferable, and the final project will be the sole property of the WPCC. It is possible that the role will evolve over time and you will need to be able to adjust to requirements with agility.

You will be home-based, with opportunities to come to the office regularly to report on progress and seek direction/information as necessary.

Your responsibilities as the WPCC’s Web Designer and Developer will include: -

• Build web pages within a new CMS platform, preferably WordPress

• Check, refine and transfer content and imagery from our existing website to the new platform

• Maintain strong attention to detail, ensuring accuracy and consistency

• Learn and apply CMS components/plugins to structure and enhance pages effectively

• Identify and report any CMS errors and find solutions

• Ensure you apply best practice in web design, user experience and accessibility

• Make content edits and refinements as needed

• Use basic image management and editing software for simple image adjustments

• Collaborate with the WPCC team and stakeholder representatives, incorporating feedback effectively

• Report on progress regularly

• Organise and manage multiple pages efficiently

Salary and Hours

This is a fixed term, part time position.

We are looking for someone to work flexibly across the week. You will work approximately 20 hours a week, to include an unpaid break of half an hour for each day worked. We are open to exploring flexibility of this requirement with shortlisted candidates, which may mean a longer or shorter project, depending on number of hours worked per week. We can be flexible about how these hours are worked across the week and this can be discussed at interview.

You will be entitled to a pro-rata paid holiday allowance of 11 days (71.5 hours) within the project period (on the assumption that 20 hours per week are worked over a six month period)

A salary of between £20 per hour and £22 per hour is being offered, dependent on skills and experience.

About You

We are looking for a creative individual to support a major website renovation and migration for a non-for profit organisation that represents and supports parent carers of children and young people with Special Educational and/or Disabilities (SEND) in Wiltshire.

You will need to be self-motivated, agile, work under own initiative, enjoy a challenge and demonstrate commitment.

We are looking for someone who: -

• is punctual, reliable, friendly and demonstrates a positive professional attitude

• is meticulous in attention to detail and accuracy, and focuses on quality

• has a problem-solving mindset, particularly when working with an evolving CMS

• has good literacy skills and grammar, and is able to convey information in a way that is accessible to a wide audience

• can demonstrate an understanding of the WPCC as an organisation and its audience

• is able to show initiative and manage own workload

• is able to manage multiple tasks in parallel

• is a team player, able to fit into a small, friendly and supportive team, and willing to learn from colleagues

• is able to work collaboratively and adapt to feedback from various stakeholders

• works safely to maintain own health

• understands and respects the need for confidentiality and data protection

• is flexible, quick to learn and able to adapt to change with agility as the project evolves

• acknowledges when they make mistakes and takes responsibility for addressing and correcting them

• has some experience of working with CMS platforms, ideally WordPress or similar

• can demonstrate an understanding of SEO to ensure good website visibility, optimised configuration, content relevance and link popularity, and promote good search engine ranking

• has basic copywriting and content editing skills

• has an understanding of best web-design practice, including accessibility standards
