Kettle is definitely a ‘barktender’ and our little shadow, following us all around the house. Despite her petite size, she loves her walks but despises bikes.”

For Baldwin Park homeowners Armando and Rachel Hinson, the bond that holds their family together centers around mutual admiration, a commitment to helping others and strong, shared passions.
“With us both being in the health care industry, we often have to navigate demanding schedules,” Rachel says. “COVID was an incredibly busy time for the both of us. We pride ourselves on maintaining a healthy work-life and family balance.”
Armando Hinson truly personifies the concept of “FloGrown.” He was born in Florida Hospital Orlando (now AdventHealth) and is a sixth-generation Floridian. He graduated from Winter Park High School in 1998 and was active in varsity track and cross-country under legendary WPHS track coach Mike Hill.
“Coach Hill always encouraged his cross-country runners to put in the work, time and sweat to succeed both in and out of competition,” Armando says. “He instilled a strong work ethic I follow to this day.”
Armando received a bachelor’s degree in health science and a doctoral degree in physical therapy from the University of Florida. He is currently the director of rehabilitation for Mayflower at Winter Park.
A self described “Army Brat,” Rachel was born in Frankfurt, Germany. Her family moved in 1993 back to the United States, and she called Central Florida her home in 2001.
She is a graduate of Valencia College and is a respiratory therapist and clinical liaison for Select Speciality Hospital.
The couple met in 2021 following a blind-date set-up through friends and married in 2022 after a whirlwind romance. Armando proposed to Rachel in Las Vegas under the lights and sounds of the famous Fountains of Bellagio.
“Proposing during the spectacular water show at the Bellagio was truly a magical moment,” Armando says. “It was a perfect way to begin our life together.”
Rachel and Armando are the proud parents of a blended family of three children, Piper,
13, Zander, 11, and Reese, 8. Piper is a dedicated athlete of All-Star Cheerleading. Zander is an avid gamer and following in his father’s footsteps as a runner. Reese enjoys video animation and content creation.
When Amando and Rachel do make time for some fun, the couple enjoy cruises, trips overseas and are die-hard Orlando Magic and Orlando City fans. With his strong connection to the University of Florida, Armando makes a point to travel to Gainesville every year for a Gators football game.
“Definitely one of our favorite yearly events every year is taking in a Florida Gators football game at The Swamp,” Armando says. “It is fun to get away from time to time. But honestly most of our free hours are spent enjoying quality time with our children and as a couple.”
Armando has owned their home since 2013 and was attracted to Baldwin for its easy access to running and biking trails and all things outdoors.

In addition to running and fitness, Armando’s interests include music and deejaying. He runs his own YouTube Channel under “Mondo D,” specializing in content creation for EDM and high-energy house music.
“My YouTube channel is really beginning to gain traction in terms of views and engagement,” Armando says. “It not only allows me to pursue my love of music but is also a great way to exercise my creative side.”
For her part, Rachel enjoys décor and furniture refurbishment and is an accomplished home cook for the family. She also commits to dog-sitting several times a year.
“Dog-sitting has been both fun and rewarding,” she says. “I certainly see a dog of our own in the future. But for right now, dog-sitting is a perfect way to get my dog fix while meeting and enjoying so many new canine friends.”
Having one of the larger lots in Baldwin Park, the couple had been looking for ways to increase the fun element of their home.
“Having three active children and ample room to create a special backyard, adding a pool was always in the back of our minds,” Armando says.
In exciting news, over the last several months, the couple took the plunge and started plans for a pool addition on their home. They recently got approval for the project after navigating the complexities of the ARC approval process.
“Navigating the ARC guidelines for a large project like a pool can be both daunting and intimidating,” Rachel says. “With the help of Tiffany at the ARC, our experience was nothing but positive. We are grateful the ARC approval process was meaningful and each time we came back we were equipped with both answers and resources for a successful application.”

ROA BOARD OF DIRECTORS MEETING

The following information is a glimpse of the ROA’s general updates for the month. A copy of the official April 22, 2025, Regular Meeting Minutes can be obtained on the Community Network, BaldwinParkNetwork. com.
n The installation process at the townhomes was discussed. SMI met with Hotwire to discuss securing the lines to the outer envelope and visible holes. Hotwire is looking into the items discussed. Recap: There are fiberoptic lines that have been secured to the buildings with screws. The contract allows for the lines to be installed this way and painted. However, at each screw point, a clear silicone caulk needs to be applied. In addition, any other holes in knee walls or other areas will need to be filled with the same caulk, or if it is a larger hole, it will need to be filled, stucco applied and painted with Allguard by a licensed professional. There are provisions in the contract that address puncturing the Allguard product. DRS will inspect all townhome service areas and buildings and provide pictures and other documentation of their findings at no cost to the association.
n It was discussed that SMI developed the scope of work to outsource the facility center cleaning, park trash porter service, pressure washing and other work to be bid out. SMI will start gathering proposals. SMI also will contact a cleaning company referred by Mr. Agranoff, who services the Executive Suites at Truist BP, to see if they can do the Grace Hopper overnight cleaning on a temporary basis.
n Mr. Ford updated the board on the Legal RFP process. He, Mr. Slavens, and Mr. Agranoff are in the process of reviewing and scoring the proposals at this time. An update was to be brought back to the May meeting.
n It was discussed that transfer fees also should be used to beautify the parks/mews landscape rather than to use reserves. This will be brought back to a future meeting.
n Mr. Ford and SMI were scheduled to meet with Best Buy the week of April 28 to discuss options. Hotwire is currently working on the Wi-Fi device installation.
n Approved the cost for new Poured in Place surfaces at Enders and Union Park playgrounds using Division 2 Transfer Fee monies. The motion includes Mr. Rawlson reviewing the final proposals and selecting a contractor.
n Approved the TSAC’s March 20, 2025, with ratification to items A, B, and F and the Manager’s Report.
n Approved the TSAC’s April 17, 2025, Meeting Minutes and Manager’s Report.
n Accepted the 2024 Financial Audit Report.
n Denied the request to add dog waste stations to Corrine Commons.
n Denied the proposal for the 2028 Insurable Valuation with Stone Building Solutions.
n Approved the BrightView proposal for the 2025 storm/ hurricane clean-up response.
n Approved the DRS proposal for sidewalk grinding in the Parks/Mews.

level, sand and stain two picnic tables at Union Park.
n Deferred Tropitone’s proposals for replacement slings for lounge/dining chairs and umbrella bases for pool areas.
n Deferred the BrightView landscape fill-in/like-for-like replacements proposal for City Homes No. 2 and City Homes No. 3 Mews.
n Ratified the BrightView drain work behind Grace Hopper Hall.
n Approved SMI to send any settlement decisions on fines via email as well as US Mail.
COMPLETED ACTIONS
1. The April carpet cleaning at Enders and Grace Hopper was completed.
2. SMI Community Relations Coordinator sent the following notices via Constant Contact to owners: Baldwin Park Porch Sale; Hotwire reminder on scheduling a consultation and office hours; and Hotwire notice of overnight maintenance on voice lines.
3. Reminder to townhome owners in Divisions 5, 6, 7, 8 and 9 that the one-time insurance payment was due Feb. 1 and who to contact for questions. The campaign also explained what the one-time insurance payment was for and how it came about.
4. SMI Community Director verified that the pool rules currently state “No hanging on the lane markers.”
5. Progress meetings from April 8, 2025 and April 15, 2025, with SMI Community Director, Tempest Roofing for the Enders roof replacement project.

11. SMI Community Director spoke with the Four Seasons about the sidewalk repairs (lifting of sidewalks) that it had completed at their property. The Manager stated it would not advise doing it, because it was expensive ($2,600 for 10 panels), there is no guarantee that it will withstand insects, water as it was foam and that they still had to be ground down. A total of 262 panels must be ground in the Baldwin Park Parks/Mews areas.
HURRICANE PREPAREDNESS
Summer in Florida is right around the corner and brings with it, longer days, heat, humidity and, of course, the beginning of hurricane season, which runs from June 1 to Nov. 30. While the prospect of a storm impacting our area can be somewhat disconcerting, preparation can help lessen those fears.
Preparing in advance for hurricane season can determine not only how safely and comfortably you ride out the storm but also how easy it is to handle the days and weeks after the storm has passed.
The Baldwin Park Residential Owners Association, Commercial Owners Association and Joint Committee are responsible for the property owned by each association, including certain parks, facility centers, parking lots and landscaping. This is not an all-inclusive list.
As homeowners and business owners, you are responsible for your dwelling during a hurricane. If you are a tenant, you need to check with your landlord for specific responsibilities.

This is the company that is building the apartments off Prospect. Scott Clark did ask how they can gain access to the ROA pools, etc. I told him I would speak to the Board about this and get back to him. It is a process that would involve the association’s attorney as they sit on a carved-out piece of property that is not subject to the Rec Dec, CDD or COA fees.
10. SMI is down two maintenance technicians. All facility centers are being covered.

n The TSAC recommended to the ROA board to appoint Ed Ward as the TSAC chairman and Lori Pollock as the TSAC secretary.

n City Homes No. 1. All buildings are receiving roof replacements and new gutters. The association has a contract with Tempest Roofing. Tempest Roofing has completed nine buildings out of the 25 to be replaced. The roof replacement project is currently located off Chatfield Place. Residents will receive a notice prior to construction beginning on their building. Residents have been encouraged to provide access to Tempest Roofing in order for interior inspections to be conducted.
n Issa 22 Phase 3 Roof Replacements. The roofing contract has been signed by both parties. This project will begin following the completion of Issa 28 Phase 3 replacements.
n Issa 28 Phase 3 Roof Replacements. The roofing contract has been signed by both parties, and a pre-construction meeting was scheduled to occur May 8, 2025.
n Live/Work Phase 2 Roof Replacement Project. This roof replacement project is ready to bid out when given the permission to move forward.
n City Homes No. 2 Roof Replacement Project. The roofing contract has been signed by both parties. This project will begin after the Mattamy project is off the ground and stable.
n Mattamy Phase 1 Roof Replacement Project. The roofing contract has been signed by both parties, and a pre-construction meeting was scheduled to occur May 8, 2025.
n DRS Inc. currently is providing annual preventative maintenance in the Cambridge and Issa 22 service areas. Notices will be placed on the front doors of townhomes prior to maintenance beginning in order to inform residents of the upcoming service.
n BrightView Tree Care has completed the annual hardwood pruning within the townhome service areas.
n BrightView has continued to make multiple irrigation repairs throughout the townhome service areas. There have been many lines breaking because of large tree roots. Irrigation controllers are also being replaced because of old age and they are no longer functioning. Any plants that have suffered from a lack of irrigation will be removed and replaced if they do not recover. BrightView also corrects any irrigation following the installation/replacement of plant material. BrightView is also working directly with HotWire on any irrigation breaks that occur because of the fiber optic project. BrightView also walks the buildings receiving roof replacements, with the roofing contractor, following a roof’s completion. Roofing contractors are responsible for any damaged landscaping during roof-replacement projects.

THINGS TO KNOW
n Parking Lot Milling. Three parking lots in the Village Center are scheduled to be milled and repaved. This project will start once the permits get approved with the city, which we are hopeful will be in May or June. The three parking lots include the large one and two small ones that fall between New Broad Street, Meeting Place, Lake Baldwin Lane, and Common Way Road. This project will leave sections of the parking lots unusable for several days while the work is being completed and will therefore be done in stages to minimize parking issues. Please keep a lookout for future notices in the weekly eBlasts. All owners and residents affected also will be noticed either through email, door delivery or from their property manager.
n Lighting. All the parking lots have been upgraded with LED lighting over the past several years. These LEDs are brighter than the original bulbs and exceed the standards of parking lot lighting. On poles with multiple lights, if one goes out, there is still plenty of light from the other bulbs until a new one is installed. A light out can be reported either via Baldwin Park Solutions, by emailing the property manager, or by calling the office.
n Towing. All nine parking lots in the Village Center are privately owned by the Commercial Association. The owners have adopted rules and regulations for these parking lots. Any vehicle not following the rules is subject to towing at the owner’s expense. This includes: out of date tags/stickers, inoperable vehicles,
double-parking and abandoned vehicles. The parking lots are for residents and guests of the apartments and employees and customers of the commercial businesses.
n Trash Talk. The dumpsters in the commercial lots are for use of commercial tenants and apartment residents. Apartment residents are encouraged to throw their trash all the way down the chute on the side. When the door is closed, it will compact. Commercial tenants are not to use the trash chute for discarding trash. Instead, they are to go inside the enclosure and throw directly in the dumpster. Apartment residents are welcome to do this as well, if the chute is blocked. Please do not leave trash bags in front of or around the dumpster; this attracts bugs and rodents. If the dumpster is not working, please go to one of the other parking lot dumpsters and contact the office so OUC can be notified for repairs.
n ARC. An architectural review is required for all exterior — and some interior — changes, including roof replacement, painting, signs and landscaping changes. For the city to approve permits, the Commercial Owners Association must sign off on the project. All corresponding applications can be located on the Baldwin Park Network under Commercial Owners Association and Commercial Architectural Review Committee.
