Qatar migrant workers, many of them from poor countries, are still being exploited under the kafala subsidy program, Amnesty said in its 48-page report entitled Reality Check 2021. He accused the authorities of being indifferent in enforcing laws to end a system that bound workers to their employers. The nation assured FIFA last year that the Kafala program would be phased out due to approval to host the tournament, which starts on November 21. In addition to allowing employees to change jobs or leave the country without the consent of their employer, these changes included the clause regulating working hours, minimum wages, and a court order to deal with harassment of employees.
