And many veterans benefit from veteran insurance. What is CHAMPVA Insurance? The Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) is a comprehensive health care program in which the VA shares the cost of covered health care services and supplies with eligible beneficiaries. Eligibility for CHAMPVA benefits is based on the Veteran's status as having a service-connected disability, or, for Veterans who are rated by the VA as 40% or more disabled, having been discharged from active military service for a service-connected disability. In addition, the Veteran must not be eligible for health care benefits through the Department of Defense or TRICARE. The spouse or child of a Veteran who has been rated by the VA as having a 100% service-connected disability, or of a Veteran who died as a result of a service-connected disability, is also eligible for CHAMPVA benefits. CHAMPVA is a supplement to health insurance, meaning it helps pay some of the costs not covered by your other health insurance plan. Those costs can include co-pays, deductibles, coinsurance, and other out-of-pocket expenses. In some cases, CHAMPVA may be the primary payer of your health care expenses. To be eligible for CHAMPVA, you cannot be eligible for Veterans Health Administration (VHA) medical benefits, Medicaid, or Medicare.
