F. Entry visas

All foreign nationals must obtain valid entry visas to enter Saudi Arabia, with the exception of GCC nationals.

Foreign nationals may enter the country under visit visas, tourist visas, pilgrim visas, work visas (see Section G) and family visas (see Section I).

Visas are issued to nationals of countries that have diplomatic ties with Saudi Arabia. In general, those who are deported from Saudi Arabia as a result of violation of Saudi Arabian regulations are prohibited from re-entering the country for a certain time period.

In general, an applicant may not enter the country while his or her visa papers are being processed.

Business visit visas. Business visit visas are granted to short-term visitors who visit Saudi Arabia for business purposes. The visa allows the individual to undertake any activity deemed to be usual and necessary for his or her visit, including, among others, attending meetings and establishing or negotiating with business contacts, and attending tradeshows and conferences. An applicant must submit his or her passport and other supporting documents prior to travel to Saudi Arabia and the approved visit visa document called a Letter of Invitation (provided by the Saudi inviter, a registered entity within Saudi Arabia) to the Saudi Arabian embassy in the applicant’s home country.

A business visit visa will not allow the individual to conduct or perform any hands-on activities (for example, receiving or conducting formal training inside Saudi Arabia). Penalties are applied for overstaying, and the authorities have the right to apply for an entry ban on the business visitor if the individual is staying

• Individuals with exceptional abilities in culture, the arts, and sports

• Investors; entrepreneurs

• Real estate owners or investors

The PRP Categories are described below.

Special Talent

Eligibility. The Special Talent category applies to the following:

• Executives with a minimum monthly salary of SAR80,000

• Researchers in specific fields (to be formally announced) with a minimum monthly salary of SAR14,000

• Health care and scientific professionals with a minimum monthly salary of SAR35,000.

Validity period. The permit is valid for five years and is renewable once.

Permanent residency. Holders of the permit may be eligible for permanent residency, subject to meeting the necessary residency requirements.

Saudization. Permit holders are not included in Saudization ratios.

Gifted Individuals

Eligibility. The Gifted Individuals category is for gifted individuals in culture, the arts or sports, with an exceptional record of achievements at local, regional or international levels. Applicants must have received, or been nominated for, at least one approved award (from a list provided by the Premium Residency Center) and must have an official recommendation from relevant Saudi authorities.

Validity period. The permit is valid for five years and is renewable once.

Permanent residency. Holders of the permit may be eligible for permanent residency, subject to meeting the required residency conditions.

Saudization. Permit holders are not included in Saudization ratios.

Investors

Eligibility. The Investors category is for individuals who intend to invest a minimum of SAR7 million into Saudi Arabia’s economy and create at least 10 new jobs.

Validity period. Permanent residency is granted immediately, but it remains conditional for the first two years based on adherence to the investment requirements and other criteria.

Entrepreneurs

Eligibility. The Entrepreneurs category is for individuals aiming to establish a start-up company and develop specific industries in Saudi Arabia (details to be announced). Depending on the investment level, the permit offers the following:

• Five years of residency for investments of at least SAR400,000.

• Permanent residency for investments of at least SAR15 million.
