ICT has changed many aspects of human life by providing new forms of communication and socializing that fundamentally transformed and continuously transformed the world we live in (Zhao, 2006).

Use of ICT can pose new risks and dangers to people, most especially to children's safety, personal development, and wellbeing

Children can easily engage with strangers and exchange large data files, while parental supervision and monitoring are restricted (UN, 2015)

BACKGROUND OFTHE STUDY

As of 2021, the Department of Social Welfare and Development – Field Office 5 recorded a total of 23 OSAEC encompassing cases of online sexual exploitation, violation of anti-voyeurism, and sex extortion.

Recorded cases can be found in three provinces: Camarines Sur (21), Catanduanes (1), and Albay (1).

WHY CONDUCT THE STUDY?

Cases in the region are noted to be affected by the lack of awareness of the victims and their families on OSAEC and the risks that they pose.

WHY CONDUCT THE STUDY?

Family and community practices and beliefs may have contributed to the toleration of OSAEC cases especially since most of the OSAEC cases in the region are likely to be found in rural areas than in urban areas.

WHY CONDUCT THE STUDY?

Knowing the different factors influencing the prevalence of OSAEC in the region can help in crafting different advocacy and intervention programs that can help in preventing the occurrence of future cases.

Data Gathering Methods: Focus Group Discussion, Key Informant Interviews, and Review of Documents

FINDINGS OFTHE STUDY

FAMILY FACTORS THAT MAY HAVE CONTRIBUTED TO THE PREVALENCE OF OSAEC

1. Poor parental disciplinary practices

2. Children’s early exposure to gadgets

3. Lack of parental regulation and unsupervised use of technology

4. Availability of the internet

COMMUNITY FACTORS THAT MAY HAVE CONTRIBUTED TO THE PREVALENCE OF OSAEC

1. Poor socio-economic conditions

2. Limited functionality of community mechanisms and structures to protect and uphold children’s rights

3. Limited knowledge of child’s rights

COMMUNITY’S PERCEPTION OF OSAEC

OSAEC is:

▪refers to exposure to pornographic materials

▪a form of cybercrime

There are factors within the family and community that may contribute to the prevalence of OSAEC cases

There is a limited knowledge among community members regarding OSAEC

There is a need to design preventive strategies and measures, such as education campaigns, advocacies, and capacity-building initiatives for parents, community leaders, and other stakeholders
