With rising expectations of public service delivery and demand from citizens for a liveable and sustainable city, good leadership and governance are critical to achieve a clean environment, ensure the supply of clean, affordable drinking water, safe sanitation for all, and build urban resilience through climate-change adaptation and mitigation measures.

At the Opening Plenary, high-level speakers from government, industry and international organisation sectors will share insights on cross-disciplinary urban policy and governance issues, highlighting the new challenges for city officials, business leaders, and civil society leaders in co-creating liveable and sustainable cities.

THEMATIC TRACKS Thematic tracks offer the opportunity for speakers to dive deep into topical issues on creating liveable and sustainable cities. Case studies and best practices will be shared by city leaders and practitioners who have directly led the projects to their successful conclusion.

SAFE AND LIVEABLE CITIES The track will focus on the latest game-changing technologies that improve coordination and management of safety, security and urban challenges. This session will explore how government agencies can collaborate with industry to co-develop new solutions and to use advance analytics to enhance sense-making and enable prediction and forecasting. Site Visits are specially designed learning journeys hosted by Singapore’s public sector agencies

PUNGGOL 21+ Punggol is a waterfront town of the 21st century, which used to be a rural district dotted with pig farms. Explore its innovative transformation in this tour. Treelodge@Punggol, Singapore’s first Eco-Precinct, is an eco-friendly public housing development, envisaged to be a community for comfortable green living, sustainable over the long term. An Integrated Transport Network provides excellent intra-and-inter-town accessibility. It comprises a Light Rapid Transit System, Punggol Mass Rapid Transit Station and bus interchange. The Punggol Waterway increases park and water frontage for the housing estates, as well as provides respite for residents. Lorong Halus Wetland uses an innovative bio-remediation system to collect and treat water passing through the old Lorong Halus landfill. Various wildlife thrive there now.

SINGAPORE BOTANIC GARDENS Established in 1859, the Singapore Botanic Gardens (SBG) was designed in the English Garden style, with many of its historic buildings still intact today. It is recognised internationally as a leading institution of tropical botany and horticulture, and its library and herbarium collections serve as an important reference centre. SBG is instrumental in the greening and transformation of Singapore. It provided the expertise, skills and resources needed to implement the Garden City vision and continues to contribute through its plant research, education and conservation work. It is also a tourist attraction and a much-loved civic space. Highlights of this tour include the Gardens’ majestic Heritage Trees, the iconic Bandstand, the much-loved National Orchid Garden as well as the newly opened Heritage Museum.

SUNGEI BULOH WETLAND RESERVE Singapore is a highly urbanised city state with a population of over 5 million. Despite being one of the most densely populated countries in the world, find out how the humble prawn farms of the 1970s have been transformed into a protected and thriving wetland reserve where it is home to many native mangrove flora and fauna. Sungei Buloh Wetland Reserve is a designated ASEAN Heritage Park and an important site in the East Asian Australasian Shorebird Site Network, where thousands of migratory shorebirds make a stop here in their journey south to escape the winter.

SKYRISE GREENERY IN SINGAPORE In this tour, delegates will visit buildings with exemplary skyrise greenery, which encompasses both rooftop and vertical greenery. Khoo Teck Puat Hospital aims to create gardens that engage the senses of sight, sound, scent and touch.

The greenery would help patients in recovery, and provide respite for their families. At ITE Headquarters & ITE College Central @ Ang Mo Kio, greenery is weaved into the campus through a series of gardens seamlessly connected to the external landscape. Green walls not only complement the overall design but also offer sun-shading functions to better the micro-climate indoors. The college has one of the world’s largest vertical greenery installations in a single development.

THE SPORTS HUB The Singapore Sports Hub is a state-of-the-art, fully integrated sports, entertainment and lifestyle hub. It will provide a variety of unique experiences, including community programming, Experience Sports initiatives and public facilities for everyday use. From elite athletes to the general public, the Singapore Sports Hub will be a space where everyone in Singapore can play sports, attend a concert, or visit the sports museum and library. In this tour, learn about its various world class facilities, and find out about various initiatives and free programmes to encourage Singaporeans to embrace sport and recreation as part of a healthy lifestyle.

GREEN BUILDINGS Singapore targets to have at least 80% of the buildings here attain the Building and Construction Authority’s (BCA) Green Mark Certified rating by 2030. Visit projects which won BCA’s Green Mark Platinum Award in this tour. CleanTech Park’s Central Green Core is designed to enhance existing biodiversity with carefully selected plant species to recreate the natural habitats lost during development. When fully developed, over 65% of the estate stormwater will be channelled and cleansed, via bioswales and cleansing biotopes, for non-potable water uses within the estate. The Solaris has extensive roof gardens and vertical landscaping, skylight louvers, a natural ventilated atrium and solar shaft to enhance natural day lighting to the building. The Autodesk Asia Office, rated Platinum under the Green Mark Office Interior scheme, features zoned air-conditioning and extensive use of certified green building materials.

THE LIVEABLE CITY CENTRE This tour starts with the Singapore City Gallery. Highlights include two giant models of the entire island and the city centre. Visitors will gain an understanding of how planners designed the city to balance development, heritage and nature. Beside the Gallery is the historic district of Chinatown. Walk through Chinatown-Kreta Ayer to understand the rehabilitation of this precinct, marked by the conservation of 1000 buildings, with its unique architectural and social heritage. Finally, visit The Pinnacle@Duxton, the first award-winning public housing project, and Singapore’s first 50-storey public housing. Located near Chinatown, it is a historically significant site, where the first rental flats were built in 1964. Learn how land use was optimised through renewal and rejuvenation programmes to draw new and younger communities back to a mature estate.

SINGAPORE RIVER AND MARINA BAY Marina Bay is home to the world’s first city reservoir and iconic gardens. This tour offers insights into its transformation, starting with the Singapore River which was heavily polluted and took 10 years to clean up before further development.

Today, Singapore River has become part of the Marina Reservoir. The Marina Barrage is an engineering marvel that boosts Singapore’s water supply by creating its 15th reservoir right in the heart of the city. Beyond water supply and flood control, the barrage is also a recreational destination. Gardens by the Bay spans 101 hectares and is a premier urban recreational space for all to enjoy. Among its highlights are two cooled conservatories containing exquisite floral depiction of endangered habitats, and the Supertrees. Hear the story of Marina Bay’s transformation at the Marina Bay City Gallery, and learn how Singapore applied sustainable development strategies to create a new downtown at Marina Bay.

SINGAPORE’S PUBLIC HOUSING Begin your journey into the world of public housing at the HDB Gallery. With dynamic installations and interactive exhibits, it showcases the evolution of public housing from the humble beginnings of slum dwellings to the vibrant towns today. After the Gallery, tour a mature housing estate Toa Payoh Town to see an example of HDB’s efforts in rejuvenating old towns to keep up with the changing needs of people. Thereafter, visit HDB’s Prefabrication Technology Centre (PTC) which was set up in 1995 to spearhead the implementation of prefabrication technology. Through PTC, HDB applied innovation to fast-track prefabrication processes for greater construction productivity. As PTC took on an expanding R&D scope, it later became known as the Centre of Building Research under HDB Building Research Institute to serve as an incubation hub to develop and test bed research initiatives in Energy, Urban Greenery, Living Environment, Waste & Water and Building Technology.
