support in the areas of noncommunicable diseases, health financing, human resources for health, and pharmaceutical systems, among other areas. Throughout his career at the World Bank, Christopher has worked in more than 25 low-, middle-, and high-­income countries in Africa, Asia, and the Middle East. His research and publications focus on health systems strengthening and health workforce issues. He obtained undergraduate, graduate, and postgraduate degrees from King’s College London, the London School of Economics and Political Science, and Lancaster University, respectively. Igor Kheyfets is a senior economist in the World Bank’s Education Global Practice, focusing on the Middle East and North Africa region. Since joining the World Bank in 2008, he has worked on issues including education finance, efficiency of resource utilization, use of data and analysis for policy making, and the links between graduates’ skills and the labor market. He has written working papers and analytical reports on these topics, including more than a dozen public expenditure reviews in education, and has led operational engagements in Eastern Europe, Central Asia, and the Middle East and North Africa. He is a co-founder of the World Bank’s BOOST initiative for public expenditure analysis and holds a master’s degree in public policy from Georgetown University.
