Contractors who come in under budget on public projects could split the savings with the city of Woodstock under a new policy approved unanimously by the City Council Aug. 16. e policy allows city officials to include incentives for saving money in contracts for municipal projects. If a contractor discloses that work was completed for less than the amount quoted, he or she will pocket half the difference, with the rest going back into the city’s coffers. e incentive is intended to encourage efficiency from contractors and to cut down on city expenses in the process, said Councilman Mike Turner, who first proposed the policy at a previous City Council meeting. “Wouldn’t it be worthwhile, potentially, to offer [to] winning bidders that if they come in on a project
