Dairy producers who were in business as of June 1 will receive a per hundredweight payment on production history, and hog producers will receive a payment based on the number of live hogs owned on a day selected by the producer between April 1 and May 15. MFP payments will also be made to producers of several nuts and other specialty crops. Agriculture Department officials announced program details last week, including county-by-county payment rates for the first of three payouts. The rates are based on the mix of crops that each county historically produces, as well as USDA’s calculation of the impact of unfair trade practices on each commodity over the past 10 years. MFP payments will be made in up-to three portions, with the second and third payments evaluated as market conditions and trade

opportunities dictate. If conditions warrant, the second and third payments will be made in November and early January, respectively. “We knew there would be some wide disparities in counties that were close to each other and … (USDA) recognized that. That’s why they put the floor (rate of $15 per acre) in to make sure that it would minimize some of the angst,” House Ag Committee ranking Republican Mike Conaway, R-Texas, told Agri-Pulse. “It’s my guess that each one of (the farm groups) will have folks that are really, really happy and folks who are generally disappointed because they didn’t get higher payments,” Conaway said. Not all lawmakers were as pleased. “These short-term, inequitable payouts are not a replacement for markets and a coherent trade strategy,” said Debbie Stabenow of Michigan, the ranking Democrat on the Senate Agriculture Committee. She said the latest version of MFP “only confirms my previous concerns that this aid is not equitable and favors certain farmers over others. Bottom line — it’s not fair.” Midwest producers who were unable to plant their normal crops because of the constant storms this spring also will likely see lower payments since they will only qualify for a minimum $15-an-acre payment on their prevent plant acres, a payment they will only receive if those acres are seeded to cover crops. National Farmers Union President Roger Johnson, reacting to the new version of MFP, said his group has “some concerns about disparities in payments from county to county, which could put some farmers at a financial disadvantage.” House Agriculture Chairman Collin Peterson, D-Minn., said he expected the disparities in county rates but wasn’t certain how farmers would respond. “At the end of the day, farmers need money and I’m not going to complain,” he told Agri-Pulse.

Dollars for cotton

Some of the largest per-acre payments will go to counties, including some in Conaway’s district in Texas, that are dominated by cotton production. No counties in Ohio, Indiana, Illinois, Iowa, Nebraska, Minnesota, and the Dakotas have payment rates above $100 an acre, but Texas and Georgia have 35 and 51 respectively. Perdue, speaking about the major differences

between the minimum payment rate of $15 per acre and the maximum of $150 for farmers in different counties, said USDA did the best it could with its resources and time. “The minimum and the maximum payments were an attempt to equitably distribute the funds,” Perdue said, but also acknowledged that “there are going to be some misalignments probably in this program somewhere …” For example, he said, a farmer of a commodity that was not affected sharply by Chinese tariffs in a county where the predominant crop was significantly affected, could benefit from the MFP disproportionately. And the opposite could happen. The chairman of the National Cotton Council, Alabama farmer Mike Tate, noted that cotton futures prices have fallen dramatically since the trade war with China began a year ago, costing producers about $250 an acre in revenue. The drop is “due in large part to cotton sales to China being substantially below the level that was expected in absence of tariffs,” Tate said.

Soybeans and corn

Soybean farmers, who have borne the brunt of China’s retaliatory tariffs, are expected to still do relatively well under the new MFP. American Soybean Association President Davie Stephens said that’s how it should be, even though some may be in counties with lower payment rates. “The county rate for farmers in areas with a higher percentage of crops suffering from negative trade impacts will receive a higher offset for the damages we have seen because of the tariffs,” he said. “We appreciate the administration’s effort to determine how the payments will work and hope our soybean growers — no matter where their farms are and what is planted there — feel some relief from this assistance.” Corn farmers, who were generally disappointed in the penny per acre they got in the last MFP, did better this time around after USDA looked back at Chinese corn imports over the past decade to calculate damages. National Corn Growers Association President Lynn Chrisp said in a statement: “While NCGA’s focus remains on markets, we welcome USDA’s quick rollout of MFP 2.0 and the department’s creative efforts to reorient MFP to better reflect market impacts and support American farmers.”

moisture for still-developing corn, and especially, soybeans. That looks to hold true again this year, even though corn and soybean development remains far behind normal. The weekly crop progress, released July 29 by the National Agricultural Statistics Service, an arm of the U.S.

Department of Agriculture, found that corn and soybeans continue to be far less advanced than usual. The report reflects conditions as of July 28. The cold, wet spring hampered planting, which explains why corn and soybeans, especially in South Dakota, which was particularly wet, aren’t as

Despite problems, not a ‘throw-away year’ at Ag PhD Field Day By Michelle Rook AgweekTV Anchor BALTIC, S.D. — The 2019 planting and growing seasons have been near disasters for many farmers across the Corn Belt and that impacts the research that is conducted by agronomic companies. The was the focus at this year’s Ag PhD Field Day on July 25 near Baltic in eastern South Dakota. Ag PhD research lead Glenn Herz says the above normal precipitation and historical planting delays for farmers affected their research plots that are in several states in the region. “It’s really been a challenge this year,” Herz says. “We’ve had some straggler plots, but to have a bulk of our plots planted at the tail end of May and June this year has been a struggle.” An adverse year like 2019 can often lead to big performance differences in the field, which can skew research data. Herz says they like to look at new products all the time and those products need to work any time of the year and during a normal or cold and wet season. They are also comparing corn hybrids and soybean varieties in their plots. “And what we’re learning on those is we’re just backing up maturities a little bit,” he says. “Let’s see what these things do, take them out of that zone where that hybrid normally wouldn’t be planted. Let’s see what happens there.” The research data will also be used to help growers in subsequent years. Herz says that is especially true with pre-emergent weed systems. “You have to have that pre-emerge herbicide out there.” he says. “Once these weeds get to summertime and they’ve had plenty of moisture all year long and are growing 2 to 4 inches a day, trying to get into those fields and control those things has been tough.” There aren’t a lot of herbicide choices either according to Herz, especially

for soybeans. The other inclination for farmers looking at data and performance in a disaster year is to make big changes the next season. Herz advises them to look at the proven products. “Say I’m talking a corn hybrid. I’m definitely not going to be planting 95-day hybrids in southeastern South Dakota. But if I can learn something this year and two years from now we have this same scenario, it’s going to be a very important data set for us,” he says. The plots at the Ag PhD Field Day were visibly behind in development, reflective of the season. However, Brian Hefty says they got most of their trials planted when they wanted to plant. “We plant some things early and some things late. So, you’re going to see a variety all the time, every year that you would come here,” Hefty says. The good news, according to Hefty, is there are always lessons in a year like 2019. “I’ve had a lot of people say ‘Is this a throw-away year for research?’ No there’s no throw-away year. We can always learn some things and we see differences in varieties, we especially see differences in fertility,” he says. The field day also showcases many of the high-yield winners in various crops across the nation and globally. Kevin Kalb farms near Dubois, Ind., and has had multiple wins for non-irrigated corn in the National Corn Growers Association yield contest and was champ in 2018 at 388.07 bushels per acre.He says he may not be winning any contests this year as the state’s crops are hands down the worst he’s ever seen. “You look at our county, we got the highest prevent plant acres we’ve ever had. We never had any prevent plant acres until this year and we had about a third of our acres,” he says. Kalb says their best acres got flooded out so yields will be down substantially for corn on his farm. “It’s

With the high level of prevented planting in the state, Kalb said he doesn’t believe corn yields can average much above 120 bushels per acre in Indiana. He says soybeans have better potential, but they are so late in development that it will limit yield. “We’ve

got beans planted two weeks ago that are barely 5 inches tall. And there are a lot of beans that got planted that late in the state. So I can’t put a yield on those.” Kalb says the next concern will be if the crops can make it to maturity, so they are hoping for a late frost like farmers in the rest of the Corn Belt.

History shows education is worth the effort

T

his month, Iris Westman turns 114 years old. Iris doesn’t want attention or notoriety for her age. But for me, as her great-great niece, I want her story and legacy to live on for our family’s future generations. My husband, daughters, one of my brothers and I visited Iris recently. Our daughters shared about their upcoming school years as they begin in fourth and sixth grades. Iris listened and then said, “My fourth-grade teacher was Miss Carpenter. She wore her hair back in a tight bun. She was very good in math, which was my weakest subject. And she didn’t care much if we liked her or not.” We listened. Iris shared more about her elementary teachers and the pursuit of education. She talked of her dad as the “school bus driver” transporting her and her brothers, including my greatgrandfather, to and from their farm into town to attend public school. Driving was not loading up a car or four-wheel drive vehicle like we might think of

today. Her dad’s school bus was by horse and wagon, through all types of prairie weather. I am a proponent for not going back to the way things used to be in agriculture and rural life. Iris’s reflections reminded me how the simple task of getting our kids to a public school is much simpler now. It also reminded me of the commitment to education started generations ago in our family with Iris’s father, my great-great grandfather’s commitment to get his kids to school on a daily basis and have them all graduate from high school. Education advanced our rural family across generations, not only on the farm but added careers and advancement to those who didn’t return to the farm after their childhoods. The pursuit of education laid a foundation for generations like my grandmother and her siblings, my mother and her siblings, my siblings, cousins and now our children to pursue not only high school diplomas but secondary education and for some, professional schools and

degrees. Our son, Hunter, begins his fourth year at the University of North Dakota, first with fall football camp and then the fall semester of classes this month. Graduating from a class of 18 students in a rural school did not limit his opportunity to pursue advanced education. He was prepared when he began and is working toward a bachelor’s of science degree in mechanical engineering. He has shared with me he looked up to those he was raised by as the role models he should follow. When he eventually graduates from UND, he follows in the footsteps of one of my brothers, parents and me who are all graduates of the same university. But who started the family tradition of pursuing an education at the University of North Dakota? Iris graduated from UND in 1928. While we do not need to go back to the way things used to be, the foundation of education for anyone and everyone in America is an honor and gift we

can continue to grow on for the future. In the hustle and bustle of modern-day back-to-school preparations, the importance of simply getting our kids to school and giving them the opportunity to grow, learn and advance through education can be muted. The lists are long of what kids “need” for school now. But Iris’s insight reminded me our kids get to attend to school to advance their future, with all types of “Miss Carpenter” teachers giving all they have to teach our children. No matter our roots or location, we can grow through education. Thank you to a nearly 114-yearold great-great aunt for the vivid reminders and stories of this gift of education. You don’t need a family history of education to pursue your path. Blaze your education pursuits and create a legacy for your future generations to follow. Minnesotans to have home-field advantage at world plowing contest By Jonathan Knutson Agweek Staff Writer Gene Gruber has to stop and think when asked how many U.S. plowing championships have been won by members of his family, a three-generation dynasty. “Seventeen. It’s been 17,” he says after a few moments. “That shows what a big part of our lives the ploughing competition has been,” he said. Gruber, of Richmond, Minn., and the current U.S. Plowing Champion, will compete in the World Ploughing Contest Aug. 30-31 on the Arnesen family farmland two miles south of Baudette, Minn. It will be the first time that the world contest has been in the United States since 1988. Germany hosted the event last year. Both ploughing and plowing are correct spellings and mean the same thing. Plowing is the standard American English spelling; people involved in the international competition use ploughing. Ploughers from more than 30 countries will compete in Minnesota. Each has won his or her respective county’s ploughing contest to qualify for the

worldwide event. The USA Plowing Contest will follow on Sept. 1. The international and USA contests require participants to “prove their mastery, expertise and attention to detail,” according to promotional matter. “You really need to pay close attention to what you’re doing. You have to have patience. Details are very important” when competing in the ploughing contest, Gene Gruber said. The Gruber plowing dynasty, which has produced the 17 U.S. championships, began with Werner Gruber, Gene’s father, who died in May, continued with Gene and his two brothers and now, in the third generation, with Hailey, Gene’s daughter. Hailey won the 2017 U.S. Plowing Championship, enabling her to compete in the 2018 World Ploughing Championship when she was just 16. She was the youngest contestant and one of only two females to compete. “I just really enjoy plowing, the competition, spending time with the other people. There are my state friends (people involved in the competition at the Minnesota level) my national

Gene welded a “buddy seat” for her on his tractor when she was 2 years old. She received her own tractor when she was 7 or 8. Gene Gruber, who first competed in the World Ploughing Championship in 1987 in Austria, is a stainless steel welder. But he owns some land and uses it for the repeated plowing practice that has made him one of the best competitive plowers in the world. As everyone familiar with U.S. agriculture knows, changing farming practices has made plowing much less common than it once was. Gruber, asked about that, said attracting young people to plowing competition has become more difficult. A handful of countries, particularly Northern Ireland, Scotland, France, Austria and England, tend to do especially well in the world championship, Gruber said. Plows for the world event are built in Norway by one of the contest sponsors and donated to the contestants, who

are responsible for getting their own tractor to the contest. Want to attend? The Baudette and surrounding Lake of the Woods area is “a premier vacation destination with world class fishing on Lake of the Woods, abundance of wildlife and sheer natural beauty,” according to Lake of the Woods promotional material. The area also has a strong ag tradition, with a variety of crops grown, according to event organizers. The World Ploughing Organization is using the mantra, “Pax Arva Colat”, which stands for “Let peace cultivate the land,” to describe this year’s event. Really, that’s what they think about farming By Jonathan Knutson egular readers of this column, all three or four of you, know that I stress the importance of honest, respectful communication, especially among people who disagree on important topics. Honorable people can have legitimate differences of opinion — and they can do it without being snide or rude. In that spirit, I offer up the four most outlandish things I’ve heard in a lifetime that, to a large extent, has revolved around ag. I’m not questioning the intelligence or integrity of people who believe these things; rather, I lament their lack of knowledge. In no particular order they are:

The ‘real’ reason for barns

I grew up with beef cattle and once owned a few. And through the years I’ve visited a whole lot of livestock operations. So I know with absolute certainty that livestock producers have barns to protect their animals from cold, rain, snow, mud and wind. Barns make animals safer, happier and healthier. They sure make life easier for livestock producers, too. So to my great surprise, I

learned there are people who believe there’s a sinister reason for barns: They supposedly hide from the public the bad things that livestock producers are doing to their animals. To these people I respectfully say: You’re as wrong as wrong can be.

Set ’em free

If you’re at all familiar with Upper Midwest agriculture, you’ve seen cattle herds grazing in pastures during the summer or eating hay in confined areas during the winter. They’re domesticated animals, and domesticity makes their lives vastly better. So to my great surprise, I learned there are people who think these herds should be set free to live on their own. Can you imagine the consequences of this ill-advised animal liberation? The danger to motorists? The damage to property? And most of all, the huge number of animals that would die in winter and early spring, especially in northern climes?

To people who advocate setting domesticated animals free, I respectfully say, This is a really bad idea.

Big landowners

Test plots are a common sight in fields across in the Upper Midwest. These strips of land feature new and under-development seed varieties that are being grown in different locations. It’s a sensible, even necessary, part of modern agriculture. But to my great surprise, I learned there are people who think these test plots show that a handful of giant companies control vast chunks of U.S. farmland. These test plots invariably include small signs of the companies whose products are being demonstrated, and that leads to the utterly wrong assumption that those companies own the land. Nope, they’re just test plots. They have nothing to do with land ownership.

‘It’s my farm’

Through the years I’ve come across a handful of farmers who say, in effect, “It’s my farm. I can

do whatever I want on it.” Well, I’m a real believer in property rights, and I’m no fan of big government or political correctness. But agriculturalists are not islands unto themselves. Farmers who disregard what the rest of society thinks and wants risk alienating consumers, or potential consumers. That’s never a good idea. And the attitude that I can do whatever I want on my own risks alienating voters. Make too much of the public mad, and you run the danger of them pressuring regulators and elected officials into adopting rules and policies that work against agriculture. So don’t be outlandish. Don’t say I can do whatever I want on my own farm. Rather, engage the public. Communicate respectfully. Explain what you’re doing and why you’re doing it. Yeah, sometimes it won’t be easy. State fairs offer chance for agriculture to show off By Jenny Schlecht Agweek Staff Writer MINOT, N.D. — To many, a visit to a state fair means fried foods or hitting up exciting rides on the midway. But for many in agriculture, state and county fairs remain a major way to reach the public. The North Dakota State Fair ran July 19-27 in Minot. State fair manager Renae Korslien didn’t have a tally on how many animals passed through the

many barns on the grounds, but she considered the fair a success. “If we could only count all the smiles and the wonderful animals those kids have brought to us,” she said. “These wonderful 4-H and FFA kids, they truly are a great lesson for all of us.” Korslien said the livestock barns are a great way to learn about animal husbandry and the origins of meat. “Watch them show their animals,” she said. “There are so many people

They want to talk to you about how they raised that animal and the work they have to do to do it.” And the fair doesn’t showcase just animal agriculture. FFA and 4-H members from across the state display their work from across the past year and across a vast array of disciplines at the state fair, too. Aaron Anderson, North

Dakota state FFA advisory, said almost 23,000 FFA exhibits from 70 chapters across the state were entered at the fair. “They range from floriculture, ag mechanics, educational, to our livestock,” he said. “We’re really excited for our students to be able to showcase all the work they’ve done.” The FFA Hall this year also featured

Soil Sense podcast released this week

uilding healthier soils is not just about a prescription, rather a pursuit. This is the motto of the new podcast, Soil Sense, released this week. Tim Hammerich, host of the Future of Ag Podcast, came to North Dakota, with the support of the North Dakota Corn Council and North Dakota Soybean Council, to record a 15 episode series where we talk about collaboration, curiosity and communication amongst farmers, researchers, consultants and Extension. He weaves together the stories of how farmers are utilizing soil health building practices on their farms in conjunction with help from their trusted advisers and using partnerships with researchers and Extension specialists to better understand their systems. This series touches on the soil health movement in North Dakota with ideas on both successes and failures. The first three episodes were released on Aug. 1 and include an interview with Tony Wagner, who farms in the Jamestown area. He shares his experience using no-till, cover crops and a diverse rotation to manage multiple soil types and the ever-looming resistant weed pressures. He is involved in North Dakota State University on-farm research and utilizes information collected on his farm along with the extremely important trusted advice from his consultant to help make sense of the changes he’s seeing in his soils and crop production on his farm. Dave Franzen, an NDSU soil specialist, and Anthony Thilmony, a farmer from Valley City, join up for an episode to talk about the many years of on-farm research Dave has conducted on Anthony’s farm and how that research is being applied in practice. You can hear the highly valued relationship they have built surface in their conversation and the importance of that partnership for advancement of soil fertility recommendations. The opportunity for students to show their work and modern agriculture to the public is “huge,” Anderson said. “The students work hard every day in the classroom to learn about agriculture, learn different concepts and techniques. And the fair is our way to showcase that to the public,” he said. “We can do our little bit to hopefully educate the consumer about agriculture and the importance of agriculture to everyone in America.” The U.S. Postal Service also recognizes the importance of state and county fairs and used the North Dakota State Fair to dedicate four new Forever stamps. “State and county fairs are quintessential Americana,” a release from the U.S. Postal Service said. “Long before there were extension services or schools of agriculture, America’s fairs were organized to educate farm families in the agricultural, mechanical and domestic arts.” “The great thing about fairs is they have something for everyone, from concerts and carnival rides to cotton candy and contest winners” said Postal Service Chief Operating Officer and Executive Vice President David E. Williams, who served as the dedicating official. “These whimsical stamps highlight the educational and social value fairs bring to communities with opportunities to learn, teach, and have fun with friends and family.” While the North Dakota State Fair has wrapped up, other states in the region are still working toward their big events. The Minnesota State Fair is scheduled for Aug. 22-Sept. 2 in St. Paul. The South Dakota State Fair will be held in Huron Aug. 29-Sept. 2. The Montana State Fair in Great Falls wrapped up this past weekend, but MontanaFair in Billings, Mont., runs Aug. 9-19.

Lenny Rodin had just started down the field again after his son Hunter brought him fuel, and the two continued to talk on the phone as Hunter drove away. “We had crossed that intersection many times,” Lenny says. Lenny heard Hunter gasp through the phone just before he heard a crash. He turned to see the pickup Hunter had been driving mangled 12

next to an overturned semi. Lenny called 911. The rush was no longer on putting in orderly rows down the field. He turned the tractor and drove as fast as he could as far as he could across the field until he got to the railroad tracks. Then he sprinted to the crash. Lenny’s jaw tightens as he points to a photo to the spot on the pavement next to the wrecked pickup where he found his oldest child, who had been ejected through the rear passenger window of the pickup. “My heart sunk,” Lenny says. “I started praying right away. ‘Dear

God, help him. Help him to make it.’” The Rodins can talk about the ordeal with no tears now, when Hunter is standing nearby, hearty and healthy, back from a trip to the lake with his brother and friends and ready for a day of baling hay. His brush with death two years behind him, he’s now a college graduate who followed the path he always intended, back to the farm to work with his family. The crash and the nearly miraculous recovery? That was just a detour.

Before the crash, Hunter already was a bit of a local legend. He’d set national records in 9-man football for passing yards and touchdown passes. He and his younger brother, Jacob, had combined to score six points in 2.8 seconds of a regional semifinal basketball game. He was a well-respected pitcher. But with all those exploits and high school behind him, Hunter had a path he planned to follow to Northland Community and Technical College in Thief River Falls, Minn., and back to the farm west of Kenmare.


cover story “Ever since I was a young kid, I’ve always loved being out at the farm, being out in the outdoors and spending time with family and doing something I love,” Hunter says. All that seemed to have been put on hold as he lay on the pavement on that June day. Hunter knows the crash was his fault. The semi driver, from South Dakota, was not injured, and Hunter wasn’t wearing a seat belt. “I wasn’t really paying attention, and I didn’t see the semi coming across the intersection,” Hunter says. A helicopter from Williston flew him to Minot’s Trinity Hospital. He was put in an induced coma, and his family experienced a roller coaster of emotions. He had no broken bones and no internal injuries. But the diagnosis of a traumatic brain injury meant there were no guarantees Hunter would live or, if he did live, that he would have a normal life. “With a head injury, you just don’t know how they’re going to wake up from their episode and if they do wake up,” Lenny says. Back home in Kenmare, word of Hunter’s crash spread. “There was a lot of people who were praying for him,” Lenny says. “Around the town square in town, friends had organized a prayer time where there’s a lot of people who came and prayed. And I guess I give all the credit to God for saying yes and bringing him back.” While the Rodins were at Hunter’s side, friends and neighbors finished their planting. “I’ll forever be grateful for their help and what they gave of their time in helping put the crop in that year,” Lenny says. After three days, Hunter woke up, and the prognosis improved. He had been in Trinity Hospital for 10 days when the doctors said he was ready for a more specialized therapy routine. The Rodins took him to Craig Hospital in Denver for speech, physical and occupational therapy. “I had to basically relearn everything,” Hunter says. “The doctors said, how when the road was straight before, the path or the road was under construction, you had to take a detour and then relearn it totally.” “They were just great,” Lenny

“He made just super strides while he was down there,” Lenny says. “That was a joyful day to come back.”

Hunter Rodin spent three days in an induced coma at Trinity Hospital after his June 6, 2017, crash. He was at Trinity for 10 days overall, followed by 10 days at Craig Hospital in Denver before he made it home to the family farm at Kenmare, N.D. says of Craig Hospital. “They were so scheduled and had everything he needed to do to get his brain to rewire and to find a new path, so to speak.” Hunter had faith that everything would come out the way it was supposed to. “I was always told … God’s got a plan for you through this all. So I’ve

kind of been searching and looking and constantly knowing that God has a plan for me, and I can keep chugging through this,” he says. “Just like there was a reason for why I even survived the accident.” Neighbors and friends had signs up and lights to illuminate the path to welcome Hunter home after 10 days in Denver.

Hunter says it didn’t take him long to get back to normal after his setback. He was able to attend the 2017 North Dakota Shrine Bowl, though he didn’t get to play on the West 9-man team he had made months earlier. Before long, the summer was over and he was heading down the road to Northland Community and Technical College, just as he had planned. Lenny says that wasn’t easy. “It was a little concerning. But he’s been a fighter, he’s been a competitor all his life in sports,” he says. “He just worked at it and got back to where he needed to be.” In the two-year agriculture program at Northland, Hunter says he learned “a lot of financial stuff” as well as new technologies that his father and grandfather, Merrill, didn’t know about. Hunter hopes to incorporate his studies into the farm. “I’ve been trying to do it. They don’t really like new stuff necessarily all the time but we’ve been trying to get it,” he says with a sly smile toward his dad. The two-year course offered “hands-on” lessons that he can put to use right away. And Lenny says having his sons involved in the farm keeps it moving forward. “I tell you what, I am lost without him and his brother,” he says. “They do so much around here, and I’m thankful for their help. They keep things moving. They keep me moving. They want to be doing something all the time.” Hunter has no lingering issues from his crash, so he feels like he’s right back where he would have been if he had stopped at that intersection two years ago. And he has a full appreciation for the life he has chosen. “I love just, in the evenings when the sun’s going down, you know, and you’re out there, whether it be seeding, combining or whatever, you can see that sunset go down and you can see all of God’s creation,” he says. “It’s pretty miraculous.” Monday, August 5, 2019 / AGWEEK

Owing $11 million, former grain trader pleads guilty Hanson faces more than 6 years in prison for wire fraud, money laundering By Jenny Schlecht Agweek Staff Writer BISMARCK, N.D. — Hunter Hanson told U.S. District Judge Daniel Hovland he “got overwhelmed” in his grain trading business, leading to a situation in which he defrauded at least 60 farmers, grain elevators and grain brokers in North Dakota, MinnesoHanson ta and Canada for more than $11 million. Hanson, 22, on Tuesday, July 30, at the William L. Guy Federal Building pleaded guilty to federal charges of wire fraud and money laundering. While each charge carries a maximum penalty of 20 years in prison, Assistant U.S. Attorney Jonathan O’Konek said the federal sentencing guideline range in the case calls for a sentence of 78 to 97 months, six and a half to just over eight years in prison. Hanson also has agreed to pay restitution in the amount of $11,405,134.72. The plea agreement says the scope of the case against Hanson greatly increased the sentencing guideline

range, with significant enhancements because of the total loss being more than $9 million and the number of victims being more than 10. Hanson’s sentencing is scheduled for 10 a.m. Nov. 12. Hanson will remain out of custody pending sentencing. O’Konek agreed with a recommendation from a federal probation officer to remove location monitoring as a condition of Hanson’s release as Hanson “has done well on supervision.” O’Konek also said Hanson has met with federal officials to show them real property in the Leeds, N.D., area that will be forfeited to go toward restitution. Hanson in 2018 operated several businesses, including Midwest Grain Trading, a roving grain buyer, and NoDak Grain, a warehouse company. The North Dakota Public Service Commission in November 2018 issued a cease and desist order against Hanson after receiving reports of bounced checks from farmers and elevators. The wire charge in the case refers to an Oct. 25, 2018, incident in which a representative of Shafer Commodities

in Morden, Manitoba, emailed Hanson to inform him the company had not received an expected wire transfer. Hanson responded, also via email, that his bank had informed him he used the wrong banking account information and that he would resend the money right away. However, documents say that was a lie; Hanson never had sent the transfer in the first place and “used wire communications, in the form of email communications, to lull farmers and elevators into a false sense of security.” Shafer Commodities was among the first entities to alert the PSC to Hanson’s businesses. The money laundering charge is in relation to Hanson’s pattern of moving money among 11 business bank accounts as well as personal accounts, employing a practice known as “check kiting,” where someone will write a check with insufficient funds then deposit a check from another account into the first account. O’Konek called it a “quasi-Ponzi scheme,” explaining how Hanson would buy grain at a premium, sell it at a lower price and use the funds from the sales for personal use or to invest

in Hanson Motors, a used car dealership Hanson and a partner started in Belcourt, N.D. “And at a certain point in the scheme, everything kind of fell through the cracks,” O’Konek said. Dressed in a white shirt with dark and light green plaid and brown pants, Hanson answered Hovland’s questions throughout the hearing, which lasted less than an hour. Hanson told the judge he grew up in Sheyenne, N.D., that all of his family lives in North Dakota and that he has had no problems with alcohol, drugs or mental health. Hanson said he was an “average, I’d say” student at New Rockford High School and never was in trouble with the law prior to this case. “How do you get caught up in a scheme of this magnitude?” the judge asked. Hanson said his inexperience caught up with him, and he became overwhelmed. “I just got too big too fast, and it started going south,” Hanson said. Hanson never was indicted by a federal grand jury but agreed to plead guilty to federal charges filed by complaint. According to the plea agreement Hanson signed on May 31, prosecutors will recommend a sentence within federal sentencing guidelines and will agree not to charge or indict Hanson on any other counts related to the scheme.

Strengthening dollar weighing down exports

The U.S. dollar traded 60 points higher after the Federal Reserve announced it would cut interest rates. As expected, the rate was cut a quarter of a percent. The Canadian dollar, ruble, euro and other major currencies all reacted lower after the announcement. We’ve seen an over $2 move higher in the U.S. dollar since July 19, and with the Fed announcement, the dollar has the macroeconomic edge to move higher versus other currencies. This gives the advantage to Canada and Russia on wheat export pricing into the world market. The old high of $97.715 now becomes support and the Aug. 1 high of $98.70 as resistance. The ruble has settled into a recent range after being in an uptrend from mid-June to mid-July. Russian Black Sea region prices were stable last week. Strategie Grains increased their French wheat crop from 38.2 million metric tons to 39 million metric tons compared to 33.8 million metric tons. Matif wheat futures have moved lower to a major support line at $173 per metric ton on the September contract. Germany’s farmer association lowered the German wheat crop from 24.1 million metric tons to 22 million metric tons versus 19.6 million metric tons last year. Weekly export sales were in the lower part of expectations at 383,000 metric tons (14.1 million bushels). Total commitments of 327 million bushels are up 24% from last year’s slow starting pace. Weekly sales will need to average about 13.5 million bushels per week to meet the U.S. Department of Agriculture’s 950 million bushel estimate. Weekly export inspections were at the bottom end of expectations but still within the range at 14.4 million bushels. Yearly inspections total 139.6 million bushels, 24% ahead of last year’s pace. For the week ending Aug. 1, September contracts for Minneapolis wheat were down 6 cents at $5.185, down 20.25 cents at $4.7575 for Chicago wheat, and down 16.25 cents at $4.1575 for Kansas City wheat.

Corn futures did not like the 1% increase in crop ratings to 58% good to excellent on July 29 and were under heavy pressure as we headed into August. Once prices broke through the $4.20 level on December futures, the computers went to work selling. The technical charts are trying to hold $4.05 as support. This was the Decem-

Corn futures have imploded, as apparently we somehow have another record crop coming (sarcasm) and every farmer that has to look at their late planted and spotty fields every day are wrong. At least that is how the trade is reacting. Don’t get me wrong, there are places that look good (western half of the Corn Belt) and other areas that have improved the last few weeks, but even those areas are highly unlikely to yield close to last year’s yield. This crop is also well behind and there are a number of acres that haven’t yet tasseled. The majority of private analysts see a reduction of acres and yields more than the USDA is currently showing, especially if we don’t get a late frost. But these estimates are not getting played into this market ahead of the Aug. 12 World Agricultural Supply and Demand Estimates report. Cool weather during pollination is pressuring this market, as is poor export and ethanol demand. South America and Ukraine are gaining export share as they continue to have good crops. The U.S. can’t compete as our currency continues to climb. The U.S. dollar index has gone up 3 points to 98.50 since June 25 as the rest of the world’s currencies are either steady or are near the low end. Ethanol production for the week ending July 26 was 7.217 million barrels, down 0.77% from the week prior and down 3.1% versus the same week last year. Ethanol stocks surged higher up 3.29% from the week prior and 11.39% versus the same week last year. Last week’s ethanol production was estimated at 106.33 million bushels. Corn needs to average 83.47 million bushels per week to meet the USDA estimate of 5.45 billion bushels. USDA and White House policies are also not helping with their Big Oil refinery blending ethanol waivers, and a lack of Chinese business is wearing thin on the markets. The U.S.-Mexico-Canada deal is getting held up by

the House of Representatives as they continue to play politics by not even bringing it up for a vote. According to Reuters, the head of the U.S. Environmental Protection Agency defended his agency’s expanded use of waivers exempting refineries from the country’s biofuel law during a closed door meeting with farm state senators last week, arguing the program has had no negative impact on ethanol demand, according to four sources with knowledge of the meeting. EPA Administrator Andrew Wheeler’s comments are a sign he may resist an overhaul of the so-called Small Refinery Exemption program, which President Donald Trump last month ordered members of his cabinet to review based on complaints from the corn lobby. The problem is that ex-EPA administrator Scott Pruitt granted a number of waivers during his tenure. Whether or not Wheeler grants waivers will be met with legal challenges, so any decisions will be tied up in the courts.

Soybeans

November soybean futures plunged on Aug. 1 as Trump threw out a series of tweets regarding China and more tariffs. November soybeans got within 2 cents of filling a trade gap that was made in May. This was and still is first support as the bottom end of the gap was left in November soybean futures at $8.58 to $8.645 on May 25. Negotiations with China failed to see any breakthroughs, and it was pretty much a nonevent. This development caused Trump to throw the remaining $300 billion dollars on tariffs starting Sept, 1. The problem with this is the U.S. and China don’t plan on meeting ahead of this unless plans change now. There wasn’t much optimism heading into the first face-to-face meeting since May in the first place, but the trade was hoping to hear something about China making good on some goodwill purchases. That has not happened yet. U.S. and China trade negotiators don’t plan on meeting face to face again until September. Cooler extended forecasts are favorable for soybean development. Spotty rains also fell across the Midwest this past week in some areas that needed some moisture. This crop is well behind average pace as soybeans blooming as of July 25 came in at 57% versus 85% last year and 79% for the five-year average. Soybeans setting pods came in at 21% versus 58% last year and 45% for the five-year average.

Weekly export inspections came in above trade estimates, but weekly export sales were disappointing. China’s 22.1 million bushels led all destinations for U.S. soybean export inspections in this week’s report. China still has 4.1 million metric tons (161.6 million bushels) of 2018-19 old crop soybeans on the books, and it may be hard for all those bushels to be shipped to China before the marketing year ends on Aug. 31. For the week ending July 25, the USDA reported 5.3 million bushels of soybean export sales for 2018-19 and 11.2 million bushels for 2019-20. There was a private sale to China for 2.5 million bushels for the 2019-20 marketing year. This was the first such purchase by a private buyer since the trade war between the U.S. and China broke out more than a year ago. First support is the bottom end of the gap left in November soybean futures at $8.58 to $8.645 on May 25. The November contract low of $8.155 set on May 13 recovery is major support.

Canola

For the week ending Aug. 1, November canola was down 8.50 at $442 Canadian per metric ton. The Canadian dollar was down .0033 at 0.7566. This brings the U.S. price to $15.17 per hundredweight. ► Velva, N.D., $13.95 per hundredweight, September at $13.95. ► Enderlin, N.D., no bid, September at $13.95. ► Hallock, Minn., $14.30 per hundredweight, September at $14.47. ► Fargo, N.D., $14.80 per hundredweight, September at $14.35. The Canadian dollar is trending down with a weak jobs number and a strengthening U.S. dollar.

Barley

Cash feed barley bids in Minneapolis were at $3.25, while malting barley received no quote. Berthold, N.D., bid is $2.75 and CHS Southwest New Salem, N.D., showed no bid.

Durum

Cash bids for milling quality durum are $4.75 in Berthold and at $4.20 in Dickinson, N.D.

Sunflower

Cash sunflower bids in Fargo were at $17.90. October bids were at $17.10. For the week ending Aug. 1, soybean oil was down 79 cents at $27.68 on the August contract. Monday, August 5, 2019 / AGWEEK

Trump puts tariffs on additional $300B of Chinese goods Trade negotiations between the world’s two biggest economies had been stalled since May. Ahead of last week’s trade meetings with China, President Trump made threats against the Chinese avoiding a trade deal during his first term, saying the negotiations would get tougher in his second term if they were hoping to deal with a different U.S. president. This aggressive tone carried over to Thursday, when President Trump claimed that the Chinese were changing the “deal” from previous negotiations, and the U.S. will be implementing a 10% tariff on $300 billion of Chinese goods (to go into effect on Sept. 1). These tariffs can also be raised to 25% at a later date. As one would expect, this takes a lot of hope of a trade deal away. Markets were pressured as a result. Soybean prices fell 17 cents per bushel, crude oil fell $4 per barrel, and the stock market was down significantly, as well. Many producers have struggled without China as a buyer during the last year. This move seems to lock that same trend into place for the 2019/20 crop year, too.

Additionally, the U.S. Federal Reserve cut interest rates for the first time since 2008. Normally, this would be the main talking point. However, President Trump’s announcement of more tariffs took the spotlight right back.

Wheat

Minneapolis wheat futures had been sitting on support levels, looking for a reason to break to a new low. Weather has been mostly favorable after a dry start to the growing season. U.S. corn prices have been working lower after a spring/summer rally on wet planting conditions delaying fieldwork. But the new tariffs sent things over the edge, and futures pushed to a new low on Thursday.

In the U.S., winter wheat harvest is in its final weeks. The U.S. Department of Agriculture reported 75% of harvest was done compared to 86% for the five-year average pace. Spring wheat conditions dropped modestly to 73% good/excellent compared to 76% a week ago.

Durum

The durum market remains quiet. Minneapolis durum prices were unchanged from a week ago. North Dakota’s crop is 65% good/excellent and 96% has headed.

Mustard seed

Mustard seed trading interest has been light through the summer. Prices are firmer for new crop supplies for producers, though the old crop/new crop spread did narrow in the last week.

Canola

The canola market is back down near old lows after mounting some support over the last couple of weeks. Pressure from the U.S. soybean complex spilled over and took prices down. As U.S. and China’s trade talks have soured, hope for any sort of improvement in the Canada/China relationship is dwindling.
