DECA Shepparton has a rich history of excellence in vocational education and training. DECA was launched in 1974 as the Goulburn Valley Driver Training Complex, founded by Eric Montgomery, a former Victoria Police officer with 25 years of service. After witnessing the devastating impact of road trauma firsthand, Montgomery was driven to improve road safety.
One of DECA’s most pioneering initiatives was the Careful Cobber program. Featuring miniature vehicles with big personalities, the program introduced primary school students to road safety and became a beloved community icon throughout the Goulburn Valley.
Over the next 30 years, more than 250,000 students from Victoria and southern NSW trained at DECA, including notable visitors such as Charles and Diana, then the Prince and Princess of Wales.

In 2012, DECA was acquired by Wodonga TAFE and continues to serve the Shepparton region, delivering industry-leading education to both corporate employers and the local community.


With half a century of experience in the driver training market, DECA is regarded as one of Australia’s leading post-licence driver training provider of Heavy Vehicle Licence upgrades in all categories. As a division of Wodonga TAFE, we offer seamless, collaborative delivery of complete driver training programs. Depending on which course you choose, there may be extra requirements in the application process. In some instances, you may need to attend an information session, or you may need to provide a resume, portfolio, or attend an interview. Please take the time to find out exactly what you need to do before you submit your application.
You will also need a Unique Student Identifier (USI) to enrol with Wodonga TAFE. Visit www.usi.gov.au and follow the instructions to create your USI. You will be asked to add your USI into your course application with Wodonga TAFE.
The fees you pay when studying with Wodonga TAFE will be different depending on the course you choose and your eligibility to receive funding, which is determined on a case-bycase basis.

As a Victorian Government initiative, Free TAFE for Priority Courses aims to reduce the financial barrier for students wanting to train in courses that lead to priority occupations – identified as those in demand by Victorian employers. The Free TAFE initiative pays a student’s tuition fees if eligible #, to study one of the priority courses at TAFE.
Free TAFE priority pathways allow eligible # students to undertake more than one Free TAFE course within the same occupational pathway. This is subject to change in 2026.

Our 1on1 assessment-only courses are tailored for expert operators seeking validation of their practical experience. You will demonstrate proficiency in the equipment, showcasing skills and knowledge during the assessment process. By successfully completing these courses, students will receive a competency card and AQF statement of attainment.
Please note: These courses do not include formal training or tuition; it is focused solely on assessing existing skills. A minimum of 40 hours’ experience recorded in a logbook and presented to trainer on attendance is required.

Dedicated to delivering the best of heavy vehicle training, our focus is on providing heavy vehicle licensing and skills programs alongside an educational experience that ensures safer and smarter drivers.
We also offer transmission upgrade training for Heavy Rigid (HR) drivers and above, allowing participants to transition from automatic or synchromesh gearboxes to non-synchromesh transmissions. This upgrade equips drivers with advanced shifting skills required for traditional heavy vehicle operation, improving competence, confidence, and employability within the transport and logistics industry.
